569 The Taiwanese Institutional Arrangement for Coastal Management Due to Climate Change

Abstract:
Weather disaster events were frequent and caused loss of lives and property in Taiwan recently. Excessive concentration of population and lacking of integrated planning led to Taiwanese coastal zone face the impacts of climate change directly. Comparing to many countries which have already set up legislation, competent authorities and national adaptation strategies, the ability of coastal management adapting to climate change is still insufficient in Taiwan. Therefore, it is necessary to establish a complete institutional arrangement for coastal management due to climate change in order to protect environment and sustain socio-economic development. This paper firstly reviews the impact of climate change on Taiwanese coastal zone. Secondly, development of Taiwanese institutional arrangement of coastal management is introduced. Followed is the analysis of four dimensions of legal basis, competent authority, scientific and financial support and international cooperations of institutional arrangement. The results show that Taiwanese government shall: 1) integrate climate change issue into Coastal Act, Wetland Act and territorial planning Act and pass them; 2) establish the high level competent authority for coastal management; 3) set up the climate change disaster coordinate platform; 4) link scientific information and decision markers; 5) establish the climate change adjustment fund; 6) participate in international climate change organizations and meetings actively; 7) cooperate with near countries to exchange experiences.

Abstract:
Two optimized strategies were successfully established to develop biomolecule-based magnetic nanoassemblies. Streptavidin-coated and amine-coated magnetic nanoparticles were chosen as model scaffolds onto which double-stranded DNA and human immunoglobulin G were specifically conjugated in succession, using biotin-streptavidin interaction or covalent cross-linkers. An inversion-free iterative algorithm is presented for solving nonlinear matrix equation with a stepsize parameter t. The existence of the maximal solution is discussed in detail, and the method for finding it is proposed. Finally, two numerical examples are reported that show the efficiency of the method.

Abstract:
We measured the major and trace element contents and Rb-Sr isotopic compositions of 12 tektites from the Maoming area, Guandong province (south China). All the samples studied are splash-form tektites which show pitted or grooved surfaces with schlieren structures on some surfaces. The trace element ratios Ba/Rb (avg. 4.33), Th/Sm (avg. 2.31), Sm/Sc (avg. 0.44), Th/Sc (avg. 1.01) , La/Sc (avg. 2.86), Th/U (avg. 7.47), Zr/Hf (avg. 46.01) and the rare earth elements (REE) contents of tektites of this study are similar to the average upper continental crust. From the chemical composition, it is suggested that tektites in this study are derived from similar parental terrestrial sedimentary deposit which may be related to post-Archean upper crustal rocks. The tektites from the Maoming area have high positive εSr(0) values-ranging from 176.9~190.5 which indicate that the parental material for these tektites have similar Sr isotopic compositions to old terrestrial sedimentary rocks and they were not dominantly derived from recent young sediments (such as soil or loess). The Sr isotopic data obtained by the present study support the conclusion proposed by Blum et al. (1992)[1] that the depositional age of sedimentary target materials is close to 170Ma (Jurassic). Mixing calculations based on the model proposed by Ho and Chen (1996)[2] for various amounts and combinations of target rocks indicate that the best fit for tektites from the Maoming area is a mixture of 40% shale, 30% greywacke, 30% quartzite.Keywords: Geochemistry, Guandong province, South China, Tektites

The transfer function and behavior features are based on the main AC responses of operation amplifier. The result used in pipelined and sigma-delta ADC shows the exact of model of sampling and hold amplifier, and the non-ideal factors are taken into account.

Telecommuting has become an increasingly popular work arrangement. However, little research has examined the impact of telecommuting on the relationship between employees and the organization. This study aims to shed light on this aspect by comparing the loyalty of telecommuters and non telecommuters as it can be viewed from three angles: organizational loyalty, peer loyalty, and professional loyalty. Furthermore, this paper will explore the dynamics among employee loyalty, productivity, and job satisfaction. Abstract:
A 3.5-bit stage of the CMOS pipelined ADC is proposed. In this report, the main part of 3.5-bit stage ADC is introduced. How the MDAC, comparator and encoder worked and designed are shown in details. Besides, an OTA which is used in fully differential pipelined ADC was described. Using gain-boost architecture with differential amplifier, this OTA achieve high-gain and high-speed. This design was using CMOS 0.18um process and simulation in Cadence. The result of the simulation shows that the OTA has a gain up to 80dB, the unity gain bandwidth of about 1.138GHz with 2pF load.

Abstract:
In this paper, we present new preconditioned modified accelerated overrelaxation (MAOR) method for solving linear systems. We compare the spectral radii of the iteration matrices of the preconditioned and the original methods. The comparison results show that the preconditioned MAOR method converges faster than the MAOR method whenever the MAOR method is convergent. Finally, we give one numerical example to confirm our theoretical results.

The Linear discriminant analysis (LDA) can be generalized into a nonlinear form - kernel LDA (KLDA) expediently by using the kernel functions. But KLDA is often referred to a general eigenvalue problem in singular case. To avoid this complication, this paper proposes an iterative algorithm for the two-class KLDA. Abstract:
Flaring emissions during abnormal operating conditions such as plant start-ups, shut-downs, and upsets in chemical process industries (CPI) are usually significant. Flare minimization can help to save raw material and energy for CPI plants, and to improve local environmental sustainability. In this paper, a systematic methodology based on plant-wide dynamic simulation is presented for CPI plant flare minimizations under abnormal operating conditions. Since off-specification emission sources are inevitable during abnormal operating conditions, to significantly reduce flaring emission in a CPI plant, they must be either recycled to the upstream process for online reuse, or stored somewhere temporarily for future reprocessing, when the CPI plant manufacturing returns to stable operation. Thus, the off-spec products could be reused instead of being flared. This can be achieved through the identification of viable design and operational strategies during normal and abnormal operations through plant-wide dynamic scheduling, simulation, and optimization. The proposed study includes three stages of simulation works: (i) developing and validating a steady-state model of a CPI plant; (ii) transiting the obtained steady-state plant model to the dynamic modeling environment; and refining and validating the plant dynamic model; and (iii) developing flare minimization strategies for abnormal operating conditions of a CPI plant via a validated plant-wide dynamic model. This cost-effective methodology has two main merits: (i) employing large-scale dynamic modeling and simulations for industrial flare minimization, which involves various unit models for modeling hundreds of CPI plant facilities; (ii) dealing with critical abnormal operating conditions of CPI plants such as plant start-up and shut-down. Two virtual case studies on flare minimizations for start-up operation (over 50% of emission savings) and shut-down operation (over 70% of emission savings) of an ethylene plant have been employed to demonstrate the efficacy of the proposed study.

The purpose of this paper is to discuss the influence of resistance characteristic on the high conductive concrete considering the various voltage and environment. The four-electrode method is applied to the tailor-made high conductive concrete with appropriate proportion. The curve of resistivity with the changes of voltage and environment is plotted and the changes of resistivity are explored. The result based on the methods reveals that resistivity is less affected by the temperature factor, and the four-electrode method would be an applicable measurement method on a site inspection.Keywords: Conductive concrete, Resistivity.

Rough set theory is a very effective tool to deal with granularity and vagueness in information systems. Covering-based rough set theory is an extension of classical rough set theory. In this paper, firstly we present the characteristics of the reducible element and the minimal description covering-based rough sets through downsets. Then we establish lattices and topological spaces in coveringbased rough sets through down-sets and up-sets. In this way, one can investigate covering-based rough sets from algebraic and topological points of view.

MDS matrices are of great significance in the design of block ciphers and hash functions. In the present paper, we investigate the problem of constructing MDS matrices which are both lightweight and low-latency. We propose a new method of constructing lightweight MDS matrices using circulant matrices which can be implemented efficiently in hardware. Furthermore, we provide circulant MDS matrices with as few bit XOR operations as possible for the classical dimensions 4 × 4, 8 × 8 over the space of linear transformations over finite field F42 . In this work, we demonstrated vertical RRAM device fabricated at the sidewall of contact hole structures for possible future 3-D stacking integrations. The fabricated devices exhibit polarity dependent bipolar resistive switching with small operation voltage of less than 1V for both set and reset process. A good retention of memory window ~50 times is maintained after 1000s voltage bias.

Software reuse can be considered as the most realistic and promising way to improve software engineering productivity and quality. Automated assistance for software reuse involves the representation, classification, retrieval and adaptation of components. The representation and retrieval of components are important to software reuse in Component-Based on Software Development (CBSD). However, current industrial component models mainly focus on the implement techniques and ignore the semantic information about component, so it is difficult to retrieve the components that satisfy user-s requirements. This paper presents a method of business component retrieval based on specification matching to solve the software reuse of enterprise information system. First, a business component model oriented reuse is proposed. In our model, the business data type is represented as sign data type based on XML, which can express the variable business data type that can describe the variety of business operations. Based on this model, we propose specification match relationships in two levels: business operation level and business component level. In business operation level, we use input business data types, output business data types and the taxonomy of business operations evaluate the similarity between business operations. In the business component level, we propose five specification matches between business components. To retrieval reusable business components, we propose the measure of similarity degrees to calculate the similarities between business components. Finally, a business component retrieval command like SQL is proposed to help user to retrieve approximate business components from component repository.Keywords: Business component, business operation, business data type, specification matching.

Abstract:
The harmonic Arnoldi method can be used to find interior eigenpairs of large matrices. However, it has been shown that this method may converge erratically and even may fail to do so. In this paper, we present a new method for computing interior eigenpairs of large nonsymmetric matrices, which is called weighted harmonic Arnoldi method. The implementation of the method has been tested by numerical examples, the results show that the method converges fast and works with high accuracy.

Abstract:
Repetitive control and feedback dithering modulation are applied to a single-phase voltage source inverter, with an aim to eliminate harmonics and stabilize the inverter under load variations. The proposed control and modulation scheme comprise multiple loops of feedback, which helps improve inverter performance and robustness. Experimental results show that the designed inverter exhibits very low distortion at its output with THD of about 0.3% under different load variations.
