1131 Restructuring Kuwait Electric Power System: Mandatory or Optional?

Abstract:
Kuwait-s electric power system is vertically integrated organization owned and operated by the government. For more than five decades, the government of Kuwait has provided relatively reliable electric services to consumers with subsidized electric service fees. Given the country-s rapid socio-economical development and consequently the increase of electricity demand, a question that inflicts itself: Is it necessary to reform the power system to face the fast growing demand? This paper recommends that the government should consider the private sector as a partner in operating the power system. Therefore, power system restructuring is needed to allow such partnership. There are challenges that prevent such restructuring. Abstract recommendations toward resolving these challenges are proposed.Keywords: Deregulation, electricity market, ISO, private sector.

Abstract:
In wireless communication system, a Decision Feedback Equalizer (DFE) to cancel the intersymbol interference (ISI) is required. In this paper, an exact convergence analysis of the (DFE) adapted by the Least Mean Square (LMS) algorithm during the training phase is derived by taking into account the finite alphabet context of data transmission. This allows us to determine the shortest training sequence that allows to reach a given Mean Square Error (MSE). With the intention of avoiding the problem of ill-convergence, the paper proposes an initialization strategy for the blind decision directed (DD) algorithm. This then yields a semi-blind DFE with high speed and good convergence.

Like other external sorting algorithms, the presented algorithm is a two step algorithm including internal and external steps. The first part of the algorithm is like the other similar algorithms but second part of that is including a new easy implementing method which has reduced the vast number of inputoutput operations saliently. As decreasing processor operating time does not have any effect on main algorithm speed, any improvement in it should be done through decreasing the number of input-output operations. This paper propose an easy algorithm for choose the correct record location of the final list. In this paper, we give an overview of an online elearning tool which has been developed for kids aged from nine to eleven years old in Mauritius for the self-study of Mathematics in order to prepare them for the CPE examination. The software does not intend to render obsolete the existing pedagogical approaches. Nowadays, the teaching-learning process is mainly focused towards the class-room model. Moreover, most of the e-learning platforms that exist are simply static ways of delivering resources using the internet. There is nearly no interaction between the learner and the tool. Our application will enable students to practice exercises online and also work out sample examination papers. Another interesting feature is that the kid will not have to wait for someone to correct the work as the correction will be done online and on the spot. The production and consumption of natural gas is on the rise throughout the world as a result of its wide availability, ease of transportation, use and clean-burning characteristics. The chief use of ethane is in the chemical industry in the production of Ethene (ethylene) by steam cracking. In this simulation, obtained ethane recovery percent based on Gas sub-cooled process (GSP) is 99.9 by mole that is included 32.1% by using de-methanizer column and 67.8% by de-ethanizer tower. The outstanding feature of this process is the novel split-vapor concept that employs to generate reflux for de-methanizer column. Abstract:
We present a method for fast volume rendering using graphics hardware (GPU). To our knowledge, it is the first implementation on the GPU. Based on the Shear-Warp algorithm, our GPU-based method provides real-time frame rates and outperforms the CPU-based implementation. When the number of slices is not sufficient, we add in-between slices computed by interpolation. This improves then the quality of the rendered images. We have also implemented the ray marching algorithm on the GPU. The results generated by the three algorithms (CPU-based and GPU-based Shear- Warp, GPU-based Ray Marching) for two test models has proved that the ray marching algorithm outperforms the shear-warp methods in terms of speed up and image quality.Keywords: Volume rendering, graphics processors

Fast development of the total populace and far and wide urbanization has surprisingly expanded the advancement of the construction industry. As a result of these activities, old structures are being demolished to make new buildings. Due to these large-scale demolitions, a huge amount of debris is generated all over the world, which results in a landfill. The use of construction and demolition waste as landfill causes groundwater contamination, which is hazardous. Using construction and demolition waste as aggregate can reduce the use of natural aggregates and the problem of mining. The objective of this study is to provide a detailed overview on how the construction and demolition waste material has been used as aggregate in structural concrete. In this study, the preparation, classification, and composition of construction and demolition wastes are also discussed.

Abstract:
In this work a new offline signature recognition system based on Radon Transform, Fractal Dimension (FD) and Support Vector Machine (SVM) is presented. In the first step, projections of original signatures along four specified directions have been performed using radon transform. Then, FDs of four obtained vectors are calculated to construct a feature vector for each signature. These vectors are then fed into SVM classifier for recognition of signatures. In order to evaluate the effectiveness of the system several experiments are carried out. Offline signature database from signature verification competition (SVC) 2004 is used during all of the tests. Through the fast growing technologies, design of power factor correction (PFC) circuit is facing several challenges. In this paper, a two-phase interleaved boost converter with ripple steering technique is proposed. Among the various topologies, Interleaved Boost converter (IBC) is considered as superior due to enriched performance, lower ripple content, compact weight and size. A thorough investigation is presented here for the proposed topology. Simulation study for the IBC has been carried out using MATLAB/SIMULINK. Theoretical analysis and hardware prototype has been performed to validate the results.

All these activities provide, of course, ways of externalizing director-s ideas about the film. A director sometimes pushes both the film image and techniques of narration to new artistic limits, but main responsibility of director is take the spectator to an original opinion in his philosophical approach. Abstract:
This qualitative study aims to answer the following research questions: i) What are the factors that students perceive as relevant to a) promoting and b) preventing good grades? ii) How does socio-economic status (SES) feature in those beliefs? We conducted in-depth interviews with 19 first- and second-year undergraduates of varying SES at a research-intensive university in the UK. The interviews yielded eight factors that students perceived as promoting and six perceived as preventing good grades. The findings suggested one significant difference between the beliefs of low and high SES students in that low SES students perceive themselves to be at a greater disadvantage to their peers while high SES students do not have such beliefs. This could have knock-on effects on their performance.

In this study, we used a two-stage process and potassium hydroxide (KOH) to transform waste biomass (rice straw) into activated carbon and then evaluated the adsorption capacity of the waste for removing carbofuran from an aqueous solution. Activated carbon was fast and effective for the removal of carbofuran because of its high surface area. The native and carbofuran-loaded adsorbents were characterized by elemental analysis. Different adsorption parameters, such as the initial carbofuran concentration, contact time, temperature and pH for carbofuran adsorption, were studied using a batch system. This study demonstrates that rice straw can be very effective in the adsorption of carbofuran from bodies of water.Keywords: Rice straw, Carbofuran, Activated carbon

The background estimation approach using a small window median filter is presented on the bases of analyzing IR point target, noise and clutter model. After simplifying the two-dimensional filter, a simple method of adopting one-dimensional median filter is illustrated to make estimations of background according to the characteristics of IR scanning system. The adaptive threshold is used to segment canceled image in the background. Personal computers draw non-sinusoidal current with odd harmonics more significantly. Power Quality of distribution networks is severely affected due to the flow of these generated harmonics during the operation of electronic loads. In this paper, mathematical modeling of odd harmonics in current like 3rd, 5th, 7th and 9th influencing the power quality has been presented. Live signals have been captured with the help of power quality analyzer for analysis purpose. The interesting feature is that Total Harmonic Distortion (THD) in current decreases with the increase of nonlinear loads has been verified theoretically. Linearization of graph embedding has been emerged as an effective dimensionality reduction technique in pattern recognition. However, it may not be optimal for nonlinearly distributed real world data, such as face, due to its linear nature. So, a kernelization of graph embedding is proposed as a dimensionality reduction technique in face recognition. In order to further boost the recognition capability of the proposed technique, the Fisher-s criterion is opted in the objective function for better data discrimination. The proposed technique is able to characterize the underlying intra-class structure as well as the inter-class separability. In this paper, an algorithm for detecting and attenuating puff noises frequently generated under the mobile environment is proposed. As a baseline system, puff detection system is designed based on Gaussian Mixture Model (GMM), and 39th Mel Frequency Cepstral Coefficient (MFCC) is extracted as feature parameters. To improve the detection performance, effective acoustic features for puff detection are proposed. In addition, detected puff intervals are attenuated by high-pass filtering. The speech recognition rate was measured for evaluation and confusion matrix and ROC curve are used to confirm the validity of the proposed system.Keywords: Gaussian mixture model, puff detection and cancellation, speech enhancement.

This is achieved by similarity transformation and then using algebraic riccati matrix equation to triangulation of matrices. The process is decomposition of matrices into small and specially structured submatrices with low dimensions for fast and easy finding of Eigenpairs. Numerical and structural examples included showing the efficiency of present method.

Abstract:
This paper presents a novel algorithm for path planning of mobile robots in known 3D environments using Binary Integer Programming (BIP). In this approach the problem of path planning is formulated as a BIP with variables taken from 3D Delaunay Triangulation of the Free Configuration Space and solved to obtain an optimal channel made of connected tetrahedrons. The 3D channel is then partitioned into convex fragments which are used to build safe and short paths within from Start to Goal. The algorithm is simple, complete, does not suffer from local minima, and is applicable to different workspaces with convex and concave polyhedral obstacles. Abstract:
The aim of this paper is to assess the influence of several indicators determining innovativeness of countries' economies by applying selected soft computing methods. Such methods enable us to identify correlations between indicators for period 2006-2010. The main attention in the paper is focused on selecting proper computer tools for solving this problem. As a tool supporting identification, the X-means clustering algorithm, the Apriori rules generation algorithm as well as Self-Organizing Feature Maps (SOMs) have been selected. The paper has rather a rudimentary character. We briefly describe usefulness of the selected approaches and indicate some challenges for further research.

Abstract:
The goal of motor image brain computer interface research is to create a link between the central nervous system and a computer or device. The most important signal for brain-computer interface is the electroencephalogram. The aim of this research is to explore a set of effective features from EEG signals, separated into frequency bands, using wave atom sub-bands to discriminate right and left-hand motor imagery signals. Over the transform coefficients, feature vectors are constructed for each frequency range and each transform sub-band, and their classification performances are tested. The method is validated using EEG signals from the BCI competition III dataset IIIa and classifiers such as support vector machine and k-nearest neighbors.

Abstract:
To unveil the mechanism of fast autooxidation of fish myoglobins, the effect of temperature on the structural change of tuna myoglobin was investigated. Purified myoglobin was subjected to preincubation at 5, 20, 50 and 40oC. Overall helical structural decay through thermal treatment up to 95oC was monitored by circular dichroism spectrometry, while the structural changes around the heme pocket was measured by ultraviolet/visible absorption spectrophotometry. As a result, no essential structural change of myoglobin was observed under 30oC, roughly equivalent to their body temperature, but the structure was clearly damaged at 40oC. The Soret band absorption hardly differed irrespective of preincubation temperature, suggesting that the structure around the heme pocket was not perturbed even after thermal treatment.Keywords: denaturation, myoglobin, stability, tuna.

Abstract:
On the basis of InAs, InP and their InPxAs1-x solid solutions, the technologies were developed and materials were created where the electron concentration and optical and thermoelectric properties do not change under the irradiation with Ф = 2∙1018 n/cm2 fluences of fast neutrons high-energy electrons (50 MeV, Ф = 6·1017 e/cm2) and 3 MeV electrons with fluence Ф = 3∙1018 e/cm2. The problem of obtaining such material has been solved, in which under hard irradiation the mobility of the electrons does not decrease, but increases. This material is characterized by high thermal stability up to T = 700 °C. The complex process of defects formation has been analyzed and shown that, despite of hard irradiation, the essential properties of investigated materials are mainly determined by point type defects.Keywords: InAs, InP, solid solutions, irradiation.

Aroma forming volatiles are important components of fermented beverages. The aim of current research is to evaluate the volatile compounds and phenolic compounds of commercial ciders. Volatile aroma compounds and TPC of seven commercial ciders were determined. Extraction of aroma compounds was performed using solid phase microextraction (DVB/Car/PDMS fibre). Analysis of volatile aroma compounds was made using a Perkin Elmer Clarus 500 GC/MS. Total phenol content (TPC) was determined according to the Folin-Ciocalteu spectrophotometric method and results were expressed as gallic acid equivalents. The highest volatile compounds were in apple ciders with pear flavor. The highest TPC and lower content of volatile compounds were detected in French ciders.Keywords: cider, TPC, volatile compounds

The determination of sugars in foods is very significant. Their relation in fact, can affect the chemical and sensorial quality of the matrix (e.g., sweetness, pH, total acidity, microbial stability, global acceptability) and can provide information on food to optimize several selected technological processes. Three stages of ripeness (green, yellow and red) of tomatoes (Lycopersicon Esculentum cv. Elegance) at different harvest dates were evaluated. Fruit from all harvests were exposed to different of ozone doses (0.25, 0.50 and 1 mg O3/g tomatoes) and clean air for 5 day at 15 °C±2 and 90-95 % relative humidity. Then, fruits were submitted for extraction and analysis after a day from the finish of exposure of each stage. Abstract:
A novel method of learning complex fuzzy decision regions in the n-dimensional feature space is proposed. Through the fuzzy decision regions, a given pattern's class membership value of every class is determined instead of the conventional crisp class the pattern belongs to. The n-dimensional fuzzy decision region is approximated by union of hyperellipsoids. By explicitly parameterizing these hyperellipsoids, the decision regions are determined by estimating the parameters of each hyperellipsoid.Genetic Algorithm is applied to estimate the parameters of each region component. With the global optimization ability of GA, the learned decision region can be arbitrarily complex.

Abstract:
H.264/AVC offers a considerably higher improvement in coding efficiency compared to other compression standards such as MPEG-2, but computational complexity is increased significantly. In this paper, we propose selective mode decision schemes for fast intra prediction mode selection. The objective is to reduce the computational complexity of the H.264/AVC encoder without significant rate-distortion performance degradation. In our proposed schemes, the intra prediction complexity is reduced by limiting the luma and chroma prediction modes using the directional information of the 16×16 prediction mode. Experimental results are presented to show that the proposed schemes reduce the complexity by up to 78% maintaining the similar PSNR quality with about 1.46% bit rate increase in average.Keywords: Video encoding, H.264, Intra prediction.

Abstract:
An analysis of a synchronous generator in a bond graph approach is proposed. This bond graph allows to determine the simplified models of the system by using singular perturbations. Firstly, the nonlinear bond graph of the generator is linearized. Then, the slow and fast state equations by applying singular perturbations are obtained. Also, a bond graph to get the quasi-steady state of the slow dynamic is proposed. In order to verify the effectiveness of the singularly perturbed models, simulation results of the complete system and reduced models are shown.Keywords: Bond graph modelling, synchronous generator, singular perturbations

Abstract:
For a given specific problem an efficient algorithm has been the matter of study. However, an alternative approach orthogonal to this approach comes out, which is called a reduction. In general for a given specific problem this reduction approach studies how to convert an original problem into subproblems. This paper proposes a formal modeling language to support this reduction approach in order to make a solver quickly. We show three examples from the wide area of learning problems. The benefit is a fast prototyping of algorithms for a given new problem. It is noted that our formal modeling language is not intend for providing an efficient notation for data mining application, but for facilitating a designer who develops solvers in machine learning.

Abstract:
Numerical simulations have been performed for assessment of compressibility correction of two-equation turbulence models suitable for large scale separation flows perturbed by pintle strokes. In order to take into account pintle movement, a sliding mesh method was applied. The chamber pressure, mass flow rate, and thrust have been analyzed, and the response lag and sensitivity at the chamber and nozzle were estimated for a movable pintle. The nozzle performance for pintle reciprocating as its insertion and extraction processes, were analyzed to better understand the dynamic performance of the pintle nozzle.
