1006 Causes of Slum Emergence from Decently Built Government's Affordable Housing Projects in Enugu, Nigeria: The Experts’ Perspectives

Abstract:
Since attaining urban status, the population of Enugu, Nigeria, has continued to grow rapidly, leading to growing demands for housing by the teeming population which is predominantly low income. Several government dispensations have developed various affordable housing projects to help deliver decent housing to the Enugu populace. However, over a long period of usage, some of those housing projects in Enugu are unabatedly deteriorating into slums alongside rising housing deficits which has remained problematic for most Nigerian urban centers to address. Emerging from a literature review, this research posits that the link between slum and affordable housing is that both the seekers of affordable housing and slum housing are the low-income earners. This research further investigated the possible causalities of slum emergence from decently built affordable housing projects in Enugu, Nigeria. To do so, we first analyzed the Nigerian housing policy to examine how the policy addresses slum prevention. We further conducted semi-structured expert interviews (qualitative) to sample the views of private housing developers on the degeneration of government housing projects into slums in Enugu, Nigeria. Findings from the housing policy analysis suggest that the housing policy itself is not legally binding on anybody to implement. Sequel to this non-compulsory nature of the housing policy is the poor/non-implementation of the Nigerian housing policy, leading to a constant tendency by the government developers (contractors) to deliver potential slums. The expert respondents corroborated this viewpoint by suggesting that poor planning (including designs of the housing units and the master plan) and poor management (including non-maintenance, poor documentation, and inaccurate housing inventory) are germane to the emergence of slums from affordable housings. This research recommends periodic auditing of delivered housing projects to evaluate the developers’ adherence to the housing policy guidelines – it proposes incentives to policy adherents since the housing policy is not legally binding. We also recommend a participatory management to engage the occupants in the monitoring and reporting of breakdowns in the housing properties – to help improve the quality of management and maintenance to have slum-free settlements.

Abstract:
Self-efficacy, self-reliance, and motivation were examined in a quasi-experimental study with 178 sophomore university students. Participants used an interactive cardiovascular anatomy and physiology CD-ROM, and completed a 15-item questionnaire. Reliability of the questionnaire was established using Cronbach-s alpha. Post-tests and course grades were examined using a t-test, demonstrating no significance. Results of an item-to-item analysis of the questionnaire showed overall satisfaction with the teaching methodology and varied results for self-efficacy, selfreliance, and motivation. Abstract:
In this paper, a new alignment method based on the particle swarm optimization (PSO) technique is presented. The PSO algorithm is used for locating the optimal coupling position with the highest optical power with three-degrees of freedom alignment. This algorithm gives an interesting results without a need to go thru the complex mathematical modeling of the alignment system. The proposed algorithm is validated considering practical tests considering the alignment of two Single Mode Fibers (SMF) and the alignment of SMF and PCF fibers.

Abstract:
This research presents the behavior of slope of the road along the canal stabilized by short piles. In this investigation, the centrifuge machine was used, modelling the condition of the water levels in the canal. The centrifuge tests were performed at 35 g. To observe the movement of the soil, visual analysis was performed to evaluate the failure behavior. Conclusively, the use of short piles to stabilize the canal slope proved to be an effective solution. However, the certain amount of settlement was found behind the short pile rows.

In this paper, we present two new one-step iterative methods based on Thiele-s continued fraction for solving nonlinear equations. By applying the truncated Thiele-s continued fraction twice, the iterative methods are obtained respectively. Analysis of convergence shows that the new methods are fourth-order convergent. Abstract:
In the immunologic sense, clinical infection is a state of failure of the immune system to combat the pathogenic weapon of the bacteria invading the host. A motile gram negative vibroid organism associated with marked mono and poly nuclear cell responses was traced during the examination of a clinical material from an infected common carp Cyprinus carpio. On primary plate culture, growth was shown to be pure, dense population of an Aeromonas-like colony morphotype. The pure isolate was found to be; Aerobic, facultatively anaerobic, non-halophilic, grew at 0C, and 37C, oxidase positive utilizes glucose through fermentative pathway, resist 0/129 and novobiocin, produces alanine and lysine decarboxylases but non-producing ornithine dehydrolases. Tests for the in vitro determinants of pathogenicity has shown to be; Betahaemolytic onto blood agar, gelatinase, casienase and amylase producer. Three in vivo determinants of pathogenicity were tested as, the lethal dose fifty, the pathogenesis and pathogenicity. It was evident that 0.1 milliliter of the causal bacterial cell suspension of a density 1 x 107 CFU/ml injected intramuscularly into an average of 100gms fish toke five days incubation period, then at the day six morbidity and mortality were initiated. LD50 was recorded at the day 12 post-infection. Use of an LD50 doses to study the pathogenicity, reveals mononuclear and polynuclear cell responses, on examining the stained direct films of the clinical materials from the experimentally infected fish. Re-isolation tests confirm that the reisolant is same. The course of the infection in natural case was shown manifestation of; skin ulceration, haemorrhage and descaling. On evisceration, the internal organs were shown; congestion in the intestines, spleen and, air sacs. The induced infection showed a milder form of these manifestations. The grading of the virulence of this organism was virulent causing chronic course of infections as indicated from the pathogenesis and pathogenicity studies. An experimental campaign of measurements for a Darrieus vertical-axis wind turbine (VAWT) is presented for open field conditions. The turbine is characterized by a twisted bladed design, each blade being placed at a fixed distance from the rotational shaft. The experimental setup to perform the acquisitions is described. Kuosheng nuclear power plant (NPP) is a BWR/6 type NPP and located on the northern coast of Taiwan. First, Kuosheng NPP TRACE model were developed in this research. In order to assess the system response of Kuosheng NPP TRACE model, startup tests data were used to evaluate Kuosheng NPP TRACE model. Second, the overpressurization transient analysis of Kuosheng NPP TRACE model was performed. Besides, in order to confirm the mechanical property and integrity of fuel rods, FRAPTRAN analysis was also performed in this study.

Key management represents a major and the most sensitive part of cryptographic systems. It includes key generation, key distribution, key storage, and key deletion. It is also considered the hardest part of cryptography. Designing secure cryptographic algorithms is hard, and keeping the keys secret is much harder. Cryptanalysts usually attack both symmetric and public key cryptosystems through their key management. We introduce a protocol to exchange cipher keys over insecure communication channel. This protocol is based on public key cryptosystem, especially elliptic curve cryptosystem. To elucidate the material characteristics of single crystals of pure aluminum and copper, the respective relations between crystallographic orientations and microstructures were examined, along with bending and mechanical properties. The texture distribution was also analysed. Bending tests were performed in a SEM apparatus while its behaviors were observed. Some analytical results related to crystal direction maps, inverse pole figures, and textures were obtained from electron backscatter diffraction (EBSD) analyses.

Indonesia’s government has planned a project for a high-speed railway connecting the capital cities, Jakarta and Surabaya, about 700 km. Based on that location, it has been planning construction above the lowland soil region. The lowland soil region comprises cohesive soil with high water content and high compressibility index, which in fact, led to a settlement problem. Among the variety of railway track structures, the adoption of the ballastless track was used effectively to reduce the settlement; it provided a lightweight structure and minimized workspace. Contradictorily, deploying this thin layer structure above the lowland area was compensated with several problems, such as lack of bearing capacity and deflection behavior during traffic loading. It is necessary to combine with ground improvement to assure a settlement behavior on the clayey soil. Reflecting on the assurance of strength increment and working period, those were convinced by adopting methods such as cement-treated soil as the substructure of railway track. Particularly, evaluating mechanical properties in the field has been well known by using the plate load test and cone penetration test. However, observing an increment of mechanical properties has uncertainty, especially for evaluating cement-treated soil on the substructure. The current quality control of cement-treated soils was established by laboratory tests. Moreover, using small strain devices measurement in the laboratory can predict more reliable results that are identical to field measurement tests. Aims of this research are to show an intercorrelation of confining pressure with the initial condition of the Young’s modulus (E0), Poisson ratio (υ0) and Shear modulus (G0) within small strain ranges. Furthermore, discrepancies between those parameters were also investigated. Experimental result confirmed the intercorrelation between cement content and confining pressure with a power function. In addition, higher cement ratios have discrepancies, conversely with low mixing ratios.

Abstract:
The present study aims at determining the effect of ageing on the impact toughness and microstructure of 2024 Al-Cu - Mg alloy. Following the 2 h solutionizing treatment at 450°C and water quench, the specimens were aged at 200°C for various periods (1 to 18 h). The precipitation stages during ageing were monitored by hardness measurements. For each specimen group, Charpy impact and hardness tests were carried out. During ageing the impact toughness of the alloy first increased, and then, following a maxima decreased due to the precipitation of intermediate phases, finally it reached its minimum at the peak hardness. Correlations between hardness and impact toughness were investigated.

This paper investigates the aerodynamic characters of a model ducted fan system, analyses the basic principle of the effect of thrust promotion and torque reduction, discovers the relationship between the revolutions per minute(RPM) of the fan and the characters of thrust, as well as system torque. Firstly a model ducted fan has been designed and manufactured according to the specific structure of flow field, then CFD simulation has been carried out to analyze such aerodynamics, finally bench tests have been used to validate the simulation results and system configuration.

The causality between energy consumption and economic growth has been an important issue in the economic literature. This paper studies the causal relationship between electricity consumption and economic growth in Mexico for the period of 1971-2011. In so doing, unit root and causality tests are applied. The results show that energy consumption and economic growth series are stationary and there is also a causality relationship running from economic growth to electricity consumption. Organizational innovation favors technological innovation, but does it also influence technological innovation persistence? This article investigates empirically the pattern of technological innovation persistence and tests the potential impact of organizational innovation using firm-level data from three waves of the French Community Innovation Surveys. Evidence shows a positive effect of organizational innovation on technological innovation persistence, according to various measures of organizational innovation. Moreover, this impact is more significant for complex innovators (i.e., those who innovate in both products and processes). These results highlight the complexity of managing organizational practices with regard to the firm-s technological innovation. Generating random numbers are mainly used to create secret keys or random sequences. It can be carried out by various techniques. In this paper we present a very simple and efficient pseudo random number generator (PRNG) based on chaotic maps and S-Box tables. This technique adopted two main operations one to generate chaotic values using two logistic maps and the second to transform them into binary words using random S-Box tables. The simulation analysis indicates that our PRNG possessing excellent statistical and cryptographic properties.

A well balanced numerical scheme based on stationary waves for shallow water flows with arbitrary topography has been introduced by Thanh et al. [18]. The scheme was constructed so that it maintains equilibrium states and tests indicate that it is stable and fast. Applying the well-balanced scheme for the one-dimensional shallow water equations, we study the early shock waves propagation towards the Phuket coast in Southern Thailand during a hypothetical tsunami. Abstract:
The paper deals with the effect of ion nitriding and carbonitriding on fatigue strength of steel parts under the fretting conditions. Instrumented fatigue tests were carried out on surface treated flat bars from EA1N and EA4T steels with different strength. The chosen surfacing decrease importantly an unfavorable fretting effect. Nitridation suppressed the unfavorable effect of fretting almost entirely, while the influence of carbonitridation was less striking. The results were compared with those ones obtained on bars without surfacing. Generally, in order to create 3D sound using binaural systems, we use head related transfer functions (HRTF) including the information of sounds which is arrived to our ears. But it can decline some three-dimensional effects in the area of a cone of confusion between front and back directions, because of the characteristics of HRTF. In this paper, we propose a new method to use psychoacoustics theory that reduces the confusion of sound image localization. In the method, HRTF spectrum characteristic is enhanced by using the energy ratio of the bark band. The operational behavior of a six-phase squirrel cage induction machine with faulted stator terminals is presented in this paper. The study is carried out using the derived mathematical model of the machine in the arbitrary reference frame. Tests are conducted on a 1 kW experimental machine. Steady-state and dynamic performance are analyzed for the machine unloaded and loaded conditions. The results shows that with one of the stator phases experiencing either an open- circuit or short circuit fault the machine still produces starting torque, albeit the running performance is significantly derated.Keywords: Performance, fault conditions, six-phase induction machine.

A simple model for studying convectional lifting processes in the tropics is described in this paper with some tests of the model in dry air. The model consists of the density equation, the wind equation, the vertical velocity equation, and the temperature equation. The model domain is two-dimensional with length 100 km and height 17.5 km. Plan for experiments to investigate the effects of the heating surface, the deep convection approximation and the treatment of velocities at the boundaries are discussed. This paper presents an new vision technique for robotic manipulation of randomly oriented objects in industrial applications. The proposed approach uses 2D and 3D vision for efficiently extracting the 3D pose of an object in the presence of multiple randomly positioned objects. 2D vision permits to quickly select the objects of interest for 3D processing with a new modified ICP algorithm (FaR-ICP), thus reducing significantly the processing time. The extracted 3D pose is then sent to the robot manipulator for picking. The structures obtained with the use of sandwich technologies combine low weight with high energy absorbing capacity and load carrying capacity. Hence, there is a growing and markedly interest in the use of sandwiches with aluminum foam core because of very good properties such as flexural rigidity and energy absorption capability. In the current investigation, the static threepoint bending tests were carried out on the sandwiches with aluminum foam core and glass fiber reinforced polymer (GFRP) skins at different values of support span distances aiming the analyses of their flexural performance. The influence of the core thickness and the GFRP skin type was reported in terms of peak load and energy absorption capacity. For this purpose, the skins with two different types of fabrics which have same thickness value and the aluminum foam core with two different thicknesses were bonded with a commercial polyurethane based flexible adhesive in order to combine the composite sandwich panels. The main results of the bending tests are: force-displacement curves, peak force values, absorbed energy, collapse mechanisms and the effect of the support span length and core thickness. The results of the experimental study showed that the sandwich with the skins made of S-Glass Woven fabrics and with the thicker foam core presented higher mechanical values such as load carrying and energy absorption capacities. The increment of the support span distance generated the decrease of the mechanical values for each type of panels, as expected, because of the inverse proportion between the force and span length. The most common failure types of the sandwiches are debonding of the lower skin and the core shear. The obtained results have particular importance for applications that require lightweight structures with a high capacity of energy dissipation, such as the transport industry (automotive, aerospace, shipbuilding and marine industry), where the problems of collision and crash have increased in the last years.Keywords: Aluminum foam, Composite panel, Flexure, Transport application.

This pressure indirectly is caused by furniture joints failure due to poor gluing technology based on improper use of different glues to different wood species which lead to low quality and weak wood-glue joints. This study was carried in order to run performance tests of wood glues on different wood species used in wood workshops: Morogoro Tanzania whereby three popular wood species of C. lusitanica, T. glandis and E. maidenii were tested against five glues of Woodfix, Bullbond, Ponal, Fevicol and Coral found in the market. The findings were necessary on developing a guideline for proper glue selection for a particular wood species joining. Random sampling was employed to interview carpenters while conducting a survey on the background of carpenters like their education level and to determine factors that influence their glues choice. Monsanto Tensiometer was used to determine bonding strength of identified wood glues to different wood species in use under British Standard of testing wood shear strength (BS EN 205) procedures. Data obtained from interviewing carpenters were analyzed through Statistical Package of Social Science software (SPSS) to allow the comparison of different data while laboratory data were compiled, related and compared by the use of MS Excel worksheet software as well as Analysis of Variance (ANOVA). Results revealed that among all five wood glues tested in the laboratory to three different wood species, Coral performed much better with the average shear strength 4.18 N/mm2, 3.23 N/mm2 and 5.42 N/mm2 for Cypress, Teak and Eucalyptus respectively. This displays that for a strong joint to be formed to all tree wood species for soft wood and hard wood, Coral has a first priority in use. The developed table of guideline from this research can be useful to carpenters on proper glue selection to a particular wood species so as to meet glue-bond strength. This will secure furniture market as well as reduce pressure to the forests for furniture production because of the strong existing furniture due to their strong joints. Indeed, this can be a good strategy on reducing climate change speed in tropics which result from high deforestation of trees for furniture production.Keywords: Climate change, deforestation, gluing technology, joint failure, wood-glue, wood species.

Abstract:
Aluminum/Copper clad sheet has been fabricated using asymmetric extrusion method, which caused severe shear deformation between Al and Cu plate to easily bond to each other. Interfacial microstructure and mechanical properties of Al/Cu clad were studied by scanning electron microscope equipped with energy dispersive X-ray detector, micro-hardness, and tension tests. The asymmetric extrusion bonding was very effective to provide a good interface for atoms diffusion during subsequent annealing. Abstract:
Increasing user comfort and reducing operation costs have always been primary objectives of lighting control strategies in a building. This paper proposes an architecture of the lighting control system for a daylit office. The system consists of the lighting controller, A/D & D/A converter, dimmable LED lights, and the lighting management software. Verification tests are conducted using the proposed system specialized for the interior lighting of a open-plan office. The results showed the proposed architecture of the lighting system would improve the overall system reliability, lower the system cost, and provide ease of installation and maintenance.Keywords: control, dimming, LED, lighting.

Abstract:
The paper presents the influence of non-metallic inclusions on the multi-stage forging process and the mechanical properties of the dodecagon socket bolt used in the automotive industry. The detected metallurgical defect was so large that it directly influenced the mechanical properties of the bolt and resulted in failure to meet the requirements of the mechanical property class. In order to assess the defect, an X-ray examination and metallographic examination of the defective bolt were performed, showing exogenous non-metallic inclusion. The size of the defect on the cross section was 0.531 mm in width and 1.523 mm in length; the defect was continuous along the entire axis of the bolt. In analysis, a finite element method (FEM) simulation of the multi-stage forging process was designed, taking into account a non-metallic inclusion parallel to the sample axis, reflecting the studied case. The process of defect propagation due to material upset in the head area was analyzed. The final forging stage in shaping the dodecagonal socket and filling the flange area was particularly studied. The effect of the defect was observed to significantly reduce the effective cross-section as a result of the expansion of the defect perpendicular to the axis of the bolt. The mechanical properties of products with and without the defect were analyzed. In the first step, the hardness test confirmed that the required value for the mechanical class 8.8 of both bolt types was obtained. In the second step, the bolts were subjected to a static tensile test. The bolts without the defect gave a positive result, while all 10 bolts with the defect gave a negative result, achieving a tensile strength below the requirements. Tensile strength tests were confirmed by metallographic tests and FEM simulation with perpendicular inclusion spread in the area of the head. The bolts were damaged directly under the bolt head, which is inconsistent with the requirements of ISO 898-1. It has been shown that non-metallic inclusions with orientation in accordance with the axis of the bolt can directly cause loss of functionality and these defects should be detected even before assembling in the machine element.

Abstract:
Speech enhancement is the process of eliminating noise and increasing the quality of a speech signal, which is contaminated with other kinds of distortions. This paper is on developing an optimum cascaded system for speech enhancement. This aim is attained without diminishing any relevant speech information and without much computational and time complexity. LMS algorithm, Spectral Subtraction and Kalman filter have been deployed as the main de-noising algorithms in this work. Since these algorithms suffer from respective shortcomings, this work has been undertaken to design cascaded systems in different combinations and the evaluation of such cascades by qualitative (listening) and quantitative (SNR) tests.Keywords: LMS, Kalman filter, Speech Enhancement and Spectral Subtraction.

Abstract:
This paper compares different types of profitability measures of cooperative banks from two developed regions: the European Union and the United States of America together with Canada. We created balanced dataset of more than 200 cooperative banks covering 2011-2016 period. We made series of tests and run Random Effects estimation on panel data. We found that American and Canadian cooperatives are more profitable in terms of return on assets (ROA) and return on equity (ROE). There is no significant difference in net interest margin (NIM). Our results show that the North American cooperative banks accommodated better to the current market environment.
