87 The Estimation of Semi Elliptical Surface Cracks Advancement via Fuzzy Logic

Authors: Gürol Önal, Ahmet Avcı

Abstract:

This paper presented the results of an experimental investigation into the axial fatigue behavior of a 5086 aluminum alloy which have several notch-aspect ratios a0/c0 and notch thickness ratio a/t with semi-elliptical surface cracks. Tests were conducted in la b air for stress levels of 50 % of their yield strength. Experiments were carried out for various notch to thickness ratios. Crack growth rates of test specimens both in surface and depth directions were determined by using die penetration method. Fuzzy Logic method was used to predict the deep direction crack growth because the dept of the crack is considerably difficult to measure.

Abstract:

Perennial ryegrass (Lolium perenne L.) plants are cultivated for lawn constitution and as forage plants. Considerable number of perennial ryegrass genotypes are present in the flora of our country and they present substantial was performed based on a Project supported bu TUBITAK (Project numver : 106O159) and perannial ryegrass genotypes from 8 provinces were collected during 2006. Seeds of perennial ryegrass were collected from 48 different locations. Populations of turfgrass seeds in flowerpots to be 20 and 1 cm deep greenhouse were sown in three replications at 07.07.2007.Then the growth of turfgrass seedlings in the greenhouse in pots showed sufficiently separated from the plants were planted in each population. Plants planted in the garden of the observation scale of 1-9 was evaluated by the quality, 1 = the weakest / worst, 6 = acceptable and 9 = superior or considered as an ideal. Essentially only recognized in assessing the quality of the color of grass, but the color, density, uniformity, texture (texture), illness or environmental stresses are evaluated as a combination reaction. Turfgrass quality 15.11.2007, 19.03.2008, 27.05.2008, 27.11.2008, 07.03.2009 and 02.06.2009 have been 6 times to be in order. Observations made regarding the quality of grass; 3 years according to seasonal environments turf quality genotypes belonging to 14 different populations were found to be 7.5 and above are reserved for future use in breeding works. The number of genotypes belonging to 41 populations in terms of turfgrass quality was determined as 7.9 of 3 year average seasonal. 85 Effect of Derating Factors on Photovoltaics under Climatic Conditions of Istanbul

Authors: Bihter Yerli, Mustafa K. Kaymak, Ercan İzgi, Ahmet Öztopal, Ahmet D. Şahin

Abstract:

As known that efficiency of photovoltaic cells is not high as desired level. Efficiency of PVs could be improved by selecting convenient locations that have high solar irradiation, sunshine duration, mild temperature, low level air pollution and dust concentration. Additionally, some environmental parameters called derating factors effect to decrease PV efficiencies such as cloud, high temperature, aerosol optical depth, high dust concentration, shadow, snow, humidity etc. In this paper, all parameters that effect PV efficiency are considered in detail under climatic conditions of Istanbul. A 750 Wp PV system with measurement devices is constructed in Maslak campus of Istanbul Technical University.

83 Effects of Drought on Yield and Some Yield Components of Chickpea

Authors: E. Ceyhan, M. Önder, A. Kahraman, R. Topak, M.K. Ateş, S. Karadas, M.A. Avcı

Abstract:

This research was conducted to determine responses of chickpeas to drought in different periods (early period, late period, no-irrigation, two times irrigation as control). The trial was made in “Randomized Complete Block Design" with three replications on 2010 and 2011 years in Konya-Turkey. Genotypes were consisted from 7 lines of ICARDA, 2 certified lines and 1 local population. The results showed that; as means of years and genotypes, early period stress showed highest (207.47 kg da-1) seed yield and it was followed by control (202.33 kg da-1), late period (144.64 kg da-1) and normal (106.93 kg da-1) stress applications. The genotypes were affected too much by drought and, the lowest seed was taken from non-irrigated plots. As the means of years and stress applications, the highest (196.01 kg da-1) yield was taken from genotype 22255. The reason of yield variation could be derived from different responses of genotypes to drought.

Authors: Ayşe Nihan Avcı, İpek Memikoğlu

Abstract:

Lighting systems in interior architecture need to be designed according to the function of the space, the type of task within the space, user comfort and needs. Desired and comfortable lighting levels increase task efficiency. When natural lighting is inadequate in a space, artificial lighting is additionally used to support the level of light. With the technological developments, the characteristics of light are being researched comprehensively and several business segments have focused on its qualitative and quantitative characteristics. These studies have increased awareness and usage of artificial lighting systems and researchers have investigated the effects of lighting on physical and psychological aspects of human in various ways. The aim of this study is to research the effects of illuminance levels of LED lighting on user visual comfort. Eighty participants from the Department of Interior Architecture of Çankaya University participated in three lighting scenarios consisting of 200 lux, 500 lux and 800 lux that are created with LED lighting. Each lighting scenario is evaluated according to six visual comfort criteria in which a reading task is performed. The results of the study indicated that LED lighting with three different illuminance levels affect visual comfort in different ways. The results are limited to the participants and questions that are attended and used in this study.

71 The Challenge of Large-Scale IT Projects

Authors: Ahmet Denker

Abstract:

The trend in the world of Information Technology (IT) is getting increasingly large and difficult projects rather than smaller and easier. However, the data on large-scale IT project success rates provide cause for concern. This paper seeks to answer why large-scale IT projects are different from and more difficult than other typical engineering projects. Drawing on the industrial experience, a compilation of the conditions that influence failure is presented. With a view to improve success rates solutions are suggested.

66 A Comparative Analysis of the Perceived Bureaucracy in a Turkish State University

Authors: Ahmet C. Kutlu, Seçkin Polat

Abstract:

Organizational structure of the Turkish state universities is a form of bureaucracy, a high efficient system in rational and formal control. According to the dimensional approach bureaucracy can occur in an organization in a degree, as some bureaucracy characteristics can be stronger than others. In addition, the units of an organization due to their different specific characteristic properties can perceive the bureaucracy differently. In the study, Hall-s Organizational Inventory, which was developed for evaluating the degree of bureaucratization from the dimensional perspective, is used to find out if there is a difference in the perception of the bureaucracy between the academicians working in three different departments and two faculties in the same university.

Authors: Barıs Kocer, Ahmet Arslan

Abstract:

Travelling salesman problem (TSP) is a combinational optimization problem and solution approaches have been applied many real world problems. Pure TSP assumes the cities to visit are fixed in time and thus solutions are created to find shortest path according to these point. But some of the points are canceled to visit in time. If the problem is not time crucial it is not important to determine new routing plan but if the points are changing rapidly and time is necessary do decide a new route plan a new approach should be applied in such cases. We developed a route plan transfer method based on transfer learning and we achieved high performance against determining a new model from scratch in every change.

Abstract:

In this paper, a comparative performance analysis of mostly used four nonlinearity cancellation techniques used to realize the passive resistor by MOS transistors, is presented. The comparison is done by using an integrator circuit which is employing sequentially Op-amp, OTRA and ICCII as active element. All of the circuits are implemented by MOS-C realization and simulated by PSPICE program using 0.35μm process TSMC MOSIS model parameters. With MOS-C realization, the circuits became electronically tunable and fully integrable which is very important in IC design.
