1299 A Theory-Based Analysis on Implications of Democracy in Cambodia

Abstract:
Democracy has been categorially accepted and used as foreign and domestic policy agendas for the hope of peace, economic growth and prosperity for more than 25 years in Cambodia. However, the country is now in the grip of dictatorship, human rights violations, and prospective economic sanctions. This paper examines different perceptions and experiences of democratic assistance. In this study, the author employs discourse theory, idealism and realism as a theory-based methodology for debating and assessing the implications of democratization. Discourse theory is used to establish a platform for understanding discursive formations, body of knowledge and the games of truth of democracy. Idealist approaches give rational arguments for adopting key tenets that work well on the ground. In contrast, realism allows for some sweeping critiques of utopian ideal and offers particular views on why Western hegemonic missions do not work well. From idealist views, the research finds that Cambodian people still believe that democracy is a prima facie universality for peace, growth and prosperity. From realism, democratization is on the brink of death in three reasons. Firstly, there are tensions between Western and local discourses about democratic values and norms. Secondly, democratic tenets have been undermined by the ruling party-controlled courts, corruption, structural oppression and political patronage-based institutions. The third pitfall is partly associated with foreign aid dependency and geopolitical power struggles in the region. Finally, the study offers a precise mosaic of democratic principles that may be used to avoid a future geopolitical and economic crisis.

Abstract:
Business model (BM) is a term that has been receiving the attention of scholars and practitioners and has been consolidating itself as a field of study and research. Although there is no agreement in the academic literature on the definition of BM, at least there is an explicit agreement: BM defines a logical structure of how an organization creates value, capture value and delivers value for the customers and stakeholders. The lack of understanding about connections and elements among BM and higher education, university, and entrepreneurship education opens a gap in the academic literature. Thus, it is interesting to analyze how BM has been approached by the literature and applied in higher education, university, and entrepreneurship education aimed to know the main streams of research. This is because higher education institutions are characterized by innovation, leading to a greater acceptance of new and modern concepts such as BM. Our research has the main motivation to fill the gap in the academic literature, making it possible to increase the power of understanding about connections and aspects among BM and higher education, university, and entrepreneurship education. The objective of the research is to analyze the main aspects among BM and higher education, university, and entrepreneurship education in academic literature. The research followed the systematic literature review (SLR). The SLR is based on three main factors: clarity, validity, and auditability. 82 academic papers were found in the past 10 years, from 2009-2019. The search was carried out in Science Direct and Periodicos Capes databases. The main findings indicate that there are links between BM and higher education, BM and university, BM, and entrepreneurship education. The main findings are inserted within seven aspects. The findings are innovative and contribute to increase the power of understanding about the connection among BM and higher education, university, and entrepreneurship education in academic literature. The research findings addressed to the gap exposed in academic literature. The research findings have several practical implications, and we highlight only two main ones. First, researchers will be able to use the research findings to mitigate a BM research agenda involving connections between BM and higher education, BM and university, and BM and entrepreneurship education. Second, directors, deans, and university leaders will be able to carry out BM awareness programs, BM professors training programs, and makers planning for the inclusion of BM, as one of the components of the curricula of the undergraduate and graduate courses.

Abstract:
The performances of a thermoacoustic travelling-wave refrigerator are presented. Developed in the frame of the European project called THATEA, it is designed for providing 600 W at a temperature of 233 K with an efficiency of 40 % relative to the Carnot efficiency. This paper presents the device and the results of the first measurements. For a cooling power of 210 W, a coefficient of performance relative to Carnot of 30 % is achieved when the refrigerator is coupled with an existing standing-wave engine.Keywords: Refrigeration, sustainable energy, thermoacoustics, travelling-wave type heat pump

The autozeroing performed by all ULV circuits is important to reduce the impact of noise and especially avoid power supply noise in mixed signal low-voltage CMOS circuits. The simulated data presented is relevant for a 90nm TSMC CMOS process.

This paper proposes an implementation of boost converter for a resistive load using photovoltaic energy as a source. The model of photovoltaic cell and operating principle of boost converter are presented. A PIC microcontroller is used in the close loop control to generate pulses for controlling the converter circuit. To performance evaluation of boost converter, a variation of output voltage of PV panel is done by shading one and two cells.

Since the radiation produced is through the interaction of accelerated electrons with the remaining laser target, these bursts are extremely short – in the region of a few ps. Abstract:
Natural circulation loops (NCLs) are buoyancy driven flow systems without any moving components. NCLs have vast applications in geothermal, solar and nuclear power industry where reliability and safety are of foremost concern. Due to certain favorable thermophysical properties, especially near supercritical regions, carbon dioxide can be considered as an ideal loop fluid in many applications. In the present work, a high temperature NCL that uses supercritical carbon dioxide as loop fluid is analysed. The effects of relevant design and operating variables on loop performance are studied. The system operating under steady state is modelled taking into account the axial conduction through loop fluid and loop wall, and heat transfer with surroundings. The heat source is considered to be a heater with controlled heat flux and heat sink is modelled as an end heat exchanger with water as the external cold fluid. The governing equations for mass, momentum and energy conservation are normalized and are solved numerically using finite volume method. Results are obtained for a loop pressure of 90 bar with the power input varying from 0.5 kW to 6.0 kW. The numerical results are validated against the experimental results reported in the literature in terms of the modified Grashof number (Grm) and Reynolds number (Re). Based on the results, buoyancy and friction dominated regions are identified for a given loop. Parametric analysis has been done to show the effect of loop diameter, loop height, ambient temperature and insulation. The results show that for the high temperature loop, heat loss to surroundings affects the loop performance significantly. Hence this conjugate heat transfer between the loop and surroundings has to be considered in the analysis of high temperature NCLs.Keywords: Conjugate heat transfer, heat loss, natural circulation loop, supercritical carbon dioxide.

A bond graph model of a hydroelectric plant is proposed. In order to analyze the system some structural properties of a bond graph are used. The structural controllability of the hydroelctric plant is described. Also, the steady state of the state variables applying the bond graph in a derivative causality assignment is obtained. Abstract:
Cryptographic algorithms play a crucial role in the information society by providing protection from unauthorized access to sensitive data. It is clear that information technology will become increasingly pervasive, Hence we can expect the emergence of ubiquitous or pervasive computing, ambient intelligence. These new environments and applications will present new security challenges, and there is no doubt that cryptographic algorithms and protocols will form a part of the solution. The efficiency of a public key cryptosystem is mainly measured in computational overheads, key size and bandwidth. In particular the RSA algorithm is used in many applications for providing the security. Although the security of RSA is beyond doubt, the evolution in computing power has caused a growth in the necessary key length. The fact that most chips on smart cards can-t process key extending 1024 bit shows that there is need for alternative. NTRU is such an alternative and it is a collection of mathematical algorithm based on manipulating lists of very small integers and polynomials. This allows NTRU to high speeds with the use of minimal computing power. NTRU (Nth degree Truncated Polynomial Ring Unit) is the first secure public key cryptosystem not based on factorization or discrete logarithm problem. This means that given sufficient computational resources and time, an adversary, should not be able to break the key. The multi-party communication and requirement of optimal resource utilization necessitated the need for the present day demand of applications that need security enforcement technique .and can be enhanced with high-end computing. This has promoted us to develop high-performance NTRU schemes using approaches such as the use of high-end computing hardware. Peer-to-peer (P2P) or enterprise grids are proven as one of the approaches for developing high-end computing systems. By utilizing them one can improve the performance of NTRU through parallel execution. In this paper we propose and develop an application for NTRU using enterprise grid middleware called Alchemi. In this paper, we carry over some of the results which are valid on a certain class of Moufang-Klingenberg planes M(A) coordinatized by an local alternative ring A := A(ε) = A+Aε of dual numbers to finite projective Klingenberg plane M(A) obtained by taking local ring Zq (where prime power q = pk) instead of A. The value of emission factor was calculated in the older type of Diesel engine operating on an engine testing bench and then compared with the parameters monitored under similar conditions when the EnviroxTM additive was applied. It has been found out that the additive based on CeO2 nanoparticles reduces emission of NOx. The present energy situation and the concerns about global warming has stimulated active research interest in non-petroleum, carbon free compounds and non-polluting fuels, particularly for transportation, power generation, and agricultural sectors. Environmental concerns and limited amount of petroleum fuels have caused interests in the development of alternative fuels for internal combustion (IC) engines. The petroleum crude reserves however, are declining and consumption of transport fuels particularly in the developing countries is increasing at high rates. Severe shortage of liquid fuels derived from petroleum may be faced in the second half of this century. Recently more and more stringent environmental regulations being enacted in the USA and Europe have led to the research and development activities on clean alternative fuels. Among the gaseous fuels hydrogen is considered to be one of the clean alternative fuel. Hydrogen is an interesting candidate for future internal combustion engine based power trains. In this experimental investigation, the performance and combustion analysis were carried out on a direct injection (DI) diesel engine using hydrogen with diesel following the TMI(Time Manifold Injection) technique at different injection timings of 10 degree,45 degree and 80 degree ATDC using an electronic control unit (ECU) and injection durations were controlled. Further, the tests have been carried out at a constant speed of 1500rpm at different load conditions and it can be observed that brake thermal efficiency increases with increase in load conditions with a maximum gain of 15% at full load conditions during all injection strategies of hydrogen. It was also observed that with the increase in hydrogen energy share BSEC started reducing and it reduced to a maximum of 9% as compared to baseline diesel at 10deg ATDC injection during maximum injection proving the exceptional combustion properties of hydrogen.Keywords: Hydrogen, performance, combustion, alternative fuels.

Computational fluid dynamics were used to simulate and study the heated water boiler tube for both normal and rifled tube with a refinement of the mesh to check the convergence. The operation condition was taken from GARRI power station and used in a boundary condition accordingly. Abstract:
This paper focuses on how the government-led language policies and the political changes in Taiwan manipulate the languages choice in translations and what translation strategies are employed by the translator to show his or her language ideology behind the power struggles and decision-making. Therefore, framed by Lefevere’s theoretical concept of translating as rewriting, and carried out a diachronic and chronological study, this paper specifically sets out to investigate the language ideology and translator’s idiolect of Chinese language translations of Anglo-American novels. The examples drawn to explore these issues were taken from different versions of Chinese renditions of Mark Twain’s English-language novel The Adventures of Huckleberry Finn in which there are several different dialogues originally written in the colloquial language and dialect used in the American state of Mississippi and reproduced in Mark Twain’s works. Also, adapted corpus methodology, many examples are extracted as instances from the translated texts and source text, to illuminate how the translators in Taiwan deal with the dialectal features encoded in Twain’s works, and how different versions of Chinese translations are employed by Taiwanese translators to confirm the language polices and to express their language identity textually in different periods of the past five decades, from the 1960s onward. The finding of this study suggests that the use of Taiwanese dialect and language patterns in translations does relate to the movement of the mother-tongue language and language ideology of the translator as well as to the issue of language identity raised in the island of Taiwan. Furthermore, this study confirms that the change of political power in Taiwan does bring significantly impact in language policy-- assimilationism, pluralism or multiculturalism, which also makes Taiwan from a monolingual to multilingual society, where the language ideology and identity can be revealed not only in people’s daily communication but also in written translations.

Abstract:
In this study which has been conducted in Akçasu Forest Range District of Devrek Forest Directorate; 3 methods (weed control with labourer power, cover removal with Hitachi F20 Excavator, and weed control with agricultural equipment mounted on a Ferguson 240S agriculture tractor) were utilized in weed control efforts in regeneration of degraded oriental beech forests have been compared. In this respect, 3 methods have been compared by determining certain work hours and standard durations of unit areas (1 hectare). For this purpose, evaluating the tasks made with human and machine force from the aspects of duration, productivity and costs, it has been aimed to determine the most productive method in accordance with the actual ecological conditions of research field. Within the scope of the study, the time studies have been conducted for 3 methods used in weed control efforts. While carrying out those studies, the performed implementations have been evaluated by dividing them into business stages. Also, the actual data have been used while calculating the cost accounts. In those calculations, the latest formulas and equations which are also used in developed countries have been utilized. The variance of analysis (ANOVA) was used in order to determine whether there is any statistically significant difference among obtained results, and the Duncan test was used for grouping if there is significant difference. According to the measurements and findings carried out within the scope of this study, it has been found during living cover removal efforts in regeneration efforts in demolished oriental beech forests that the removal of weed layer in 1 hectare of field has taken 920 hours with labourer force, 15.1 hours with excavator and 60 hours with an equipment mounted on a tractor. On the other hand, it has been determined that the cost of removal of living cover in unit area (1 hectare) was 3220.00 TL for labourer power, 1250 TL for excavator and 1825 TL for equipment mounted on a tractor. According to the obtained results, it has been found that the utilization of excavator in weed control effort in regeneration of degraded oriental beech regions under actual ecological conditions of research field has been found to be more productive from both of aspects of duration and costs. These determinations carried out should be repeated in weed control efforts in degraded forest fields with different ecological conditions, it is compulsory for finding the most efficient weed control method. These findings will light the way of technical staff of forestry directorate in determination of the most effective and economic weed control method. Thus, the more actual data will be used while preparing the weed control budgets, and there will be significant contributions to national economy. Also the results of this and similar studies are very important for developing the policies for our forestry in short and long term.

Abstract:
The present paper expands details and confirms the transition mechanism between two subsequent polygonal patterns of the hollow-core vortex. Using power spectral analysis, we confirm in this work that the transition from any N-gon to (N+1)-gon pattern observed within a hollow-core vortex of shallow rotating flows occurs in two steps. The regime was quasi-periodic before the frequencies lock (synchronization). The ratios of locking frequencies were found to be equal to (N-1)/N.

The modulator is designed in CMOS technology and features low power consumption (<2.8mW), low supply voltage (±1.65), wide dynamic range (>65db), and with 180khZ bandwidth. Doubly Fed Induction Generator (DFIG) is one of the most reliable wind generator. Major problem in wind power generation is to generate Sinusoidal signal with very low THD on variable speed caused by inverter two levels used. This paper presents a multi-level inverter whose objective is to reduce the THD and the dimensions of the output filter. This work proposes a three-level NPC-type inverter, the results simulation are presented demonstrating the efficiency of the proposed inverter.

This paper proposes an intelligent, supervisory, hysteresis liquid-level control with three-state energy saving mode (ESM) for induction motor (IM) in fluid transportation system (FTS) including storage tank. The IM pump drive comprises a modified star/delta switch and hydromantic coupler. Three-state ESM is defined, along with the normal running, and named analog to the computer’s ESMs as follows: Sleeping mode in which the motor runs at no load with delta stator connection, hibernate mode in which the motor runs at no load with a star connection, and motor shutdown is the third energy saver mode. Considering the motor’s thermal capacity used (TCU) and grid-compatible tariff structure, a logic flow-chart is synthesized to select the motor state at no-load for best energetic cost reduction. Fuzzy-logic (FL) based availability assessment is designed and deployed on cloud, in order to provide mobilized service for the star/delta switch and highly reliable contactors. Moreover, an artificial neural network (ANN) state estimator, based on the recurrent architecture, is constructed and learned in order to provide fault-tolerant capability for the supervisory controller. Sequential test of Wald is used for sensor fault detection. Theoretical analysis, preliminary experimental testing and computer simulations are performed to demonstrate the validity and effectiveness of the proposed control system in terms of reliability, power quality and operational cost reduction with a motivation of power factor correction.

Abstract:
The use of biodiesel in conventional diesel engines results in substantial reduction of unburned hydrocarbon, carbon monoxide and particulate matters. The performance, emission and combustion characteristics of a single cylinder four stroke variable compression ratio engine when fueled with Karanja (Pongamia) methyl ester and its 10-50 % blends with diesel (on a volume basis) are investigated and compared with standard diesel. The suitability of karanja methyl ester as a biofuel has been established in this study. The useful brake power obtained is similar to diesel fuel for all loads. Experiment has been conducted at a fixed engine speed of 1500 rpm, variable load and at compression ratios of 17.5:1 and 18.5:1. The impact of compression ratio on fuel consumption, combustion pressures and exhaust gas emissions has been investigated and presented. Optimum compression ratio which gives best performance has been identified. The results indicate longer ignition delay, maximum rate of pressure rise, lower heat release rate and higher mass fraction burnt at higher compression ratio for pongamia oil methyl ester when compared to that of diesel. The brake thermal efficiency for pongamia oil methyl ester blends and diesel has been calculated and the blend B20 is found to give maximum thermal efficiency. The blends when used as fuel results in reduction of carbon monoxide, hydrocarbon and increase in nitrogen oxides emissions. PME as an oxygenated fuel generated more complete combustion, which means increased torque and power. This is also supported with higher thermal efficiencies of the PME blends. NOx is slightly increased due to the higher combustion temperature and the presence of fuel oxygen with the blend at full load. PME as a new Biodiesel and its blends can be used in diesel engines without any engine modification.

Abstract:
The process of laser absorption in the skin during laser irradiation was a critical point in medical application treatments. Delivery the correct amount of laser light is a critical element in photodynamic therapy (PDT). More amounts of laser light able to affect tissues in the skin and small amount not able to enhance PDT procedure in skin. The knowledge of the skin tone laser dependent distribution of 635 nm radiation and its penetration depth in skin is a very important precondition for the investigation of advantage laser induced effect in (PDT) in epidermis diseases (psoriasis). The aim of this work was to estimate an optimum effect of diode laser (635 nm) on the treatment of epidermis diseases in different color skin. Furthermore, it is to improve safety of laser in PDT in epidermis diseases treatment. Advanced system analytical program (ASAP) which is a new approach in investigating the PDT, dependent on optical properties of different skin color was used in present work. A two layered Realistic Skin Model (RSM); stratum corneum and epidermal with red laser (635 nm, 10 mW) were used for irradiative transfer to study fluence and absorbance in different penetration for various human skin colors. Several skin tones very fair, fair, light, medium and dark are used to irradiative transfer. This investigation involved the principles of laser tissue interaction when the skin optically injected by a red laser diode. The results demonstrated that the power characteristic of a laser diode (635 nm) can affect the treatment of epidermal disease in various color skins. Power absorption of the various human skins were recorded and analyzed in order to find the influence of the melanin in PDT treatment in epidermal disease. A two layered RSM show that the change in penetration depth in epidermal layer of the color skin has a larger effect on the distribution of absorbed laser in the skin; this is due to the variation of the melanin concentration for each color.Keywords: Photodynamic therapy, Realistic skin model, Laser, Light penetration, simulation, Optical properties of skin, Melanin.

Space Vector Pulse Width Modulation SVPWM is one of the most used techniques to generate sinusoidal voltage and current due to its facility and efficiency with low harmonics distortion. This algorithm is specially used in power electronic applications. This paper describes simulation algorithm of SVPWM & SPWM using MatLab/simulink environment. It also implements a closed loop three phases DC-AC converter controlling its outputs voltages amplitude and frequency using MatLab. The two main trends of research that have sprung from these developments are directed towards the coexistence and performance issues of Bluetooth and 802.11 as well as the co-existence in the very short range of multiple Bluetooth devices. Our work aims at thoroughly investigating different aspects of co-channel interference and effects of transmission power, distance and 802.11 interference on Bluetooth connections.

One of the major drawbacks in Li-Ion batteries is their sensitivity to the temperature. If the working temperature is beyond the limit, that could affect seriously on the durability and performance of Li-Ion battery. Thus Battery Thermal Management (BTM) is the most essential in adapting Li-Ion battery to the EVs and HEVs.

Abstract:
Renowned offshore organizations are drifting towards collaborative exertion to win and implement international projects for business gains. However, devoid of financial constraints, with the availability of skilled professionals, and despite improved project management practices through state-of-the-art tools and techniques, project delays have become a norm these days. This situation calls for exploring the factor(s) affecting the bonding between project management performance and project success. In the context of the well-known 3M’s of project management (that is, manpower, machinery, and materials), machinery and materials are dependent upon manpower. Because the body of knowledge inveterate on the influence of national culture on men, hence, the realization of the impact on the link between project management performance and project success need to be investigated in detail to arrive at the possible cause(s) of project delays. This research initiative was, therefore, undertaken to fill the research gap. The unit of analysis for the proposed research excretion was the individuals who had worked on skyscraper construction projects. In reverent studies, project management is best described using construction examples. It is due to this reason that the project oriented city of Dubai was chosen to reconnoiter on causes of project delays. A structured questionnaire survey was disseminated online with the courtesy of the Project Management Institute local chapter to carry out the cross-sectional study. The Construction Industry Institute, Austin, of the United States of America along with 23 high-rise builders in Dubai were also contacted by email requesting for their contribution to the study and providing them with the online link to the survey questionnaire. The reliability of the instrument was warranted using Cronbach’s alpha coefficient of 0.70. The appropriateness of sampling adequacy and homogeneity in variance was ensured by keeping Kaiser–Meyer–Olkin (KMO) and Bartlett’s test of sphericity in the range ≥ 0.60 and < 0.05, respectively. Factor analysis was used to verify construct validity. During exploratory factor analysis, all items were loaded using a threshold of 0.4. Four hundred and seventeen respondents, including members from top management, project managers, and project staff, contributed to the study. The link between project management performance and project success was significant at 0.01 level (2-tailed), and 0.05 level (2-tailed) for Pearson’s correlation. Before initiating the moderator analysis test for linearity, multicollinearity, outliers, leverage points and influential cases, test for homoscedasticity and normality were carried out which are prerequisites for conducting moderator review. The moderator analysis, using a macro named PROCESS, was performed to verify the hypothesis that national culture has an influence on the said link. The empirical findings, when compared with Hofstede's results, showed high power distance as the cause of construction project delays in Dubai. The research outcome calls for the project sponsors and top management to reshape their project management strategy and allow for low power distance between management and project personnel for timely completion of projects.Keywords: Causes of construction project delays, construction industry, construction management, power distance.

In this paper, we develop an accurate and efficient Haar wavelet method for well-known FitzHugh-Nagumo equation. The proposed scheme can be used to a wide class of nonlinear reaction-diffusion equations. The power of this manageable method is confirmed. Moreover the use of Haar wavelets is found to be accurate, simple, fast, flexible, convenient, small computation costs and computationally attractive.
