3340 Impact of Changes in Excise Tax Rate for Strong Alcohol on Consumption and State Revenues in Latvia
Authors: A. Strateičuks, V. Kaže, R. Škapars
Abstract:
State tax revenues in most countries started to decrease during the recession. Government of Latvia decided to compensate the decline by increasing rates of several taxes including excise tax on strong alcohol. The total increase in 2009 constituted 42% and the rate increased from 896€ to 1 266€ for 100l of absolute alcohol. Since then this has had a negative impact on consumption volumes and the split between legal and illegal market. The legal alcohol sales decreased by almost 50% (by volume), consequentially having negative effect on the State revenues from VAT and excise tax. Estimated results for 2010 are indicating 54 million € decrease in VAT, excise tax and other taxes versus 2008 (excise tax -19 million €, VAT -30 million €, other taxes -5 million €). The paper aims to analyze impact of the increase in excise tax on consumption patterns, State revenues and competitiveness of the local companies to draw up proposals for the state authorities regarding more effective tax policies. The analysis reveals a relationship between excise tax rate, illegal alcohol market and State revenues. The results can be used to improve excise tax system and effectiveness in Latvia.

Authors: Yanto Santosa, Catharina Yudea
Abstract:
The rapid growth of oil palm industry in Indonesia raised many negative accusations from various parties, who said that oil palm plantation is damaging the environment and biodiversity, including birds. Since research on oil palm plantation impacts on bird diversity is still limited, this study needs to be developed in order to gain further learning and understanding. Data on bird diversity were collected in March 2018 in KJNP Estate, Riau Province using strip transect method on five different land cover types (young, intermediate, and old growth of oil palm plantation, high conservation value area, and crops field or the baseline). The observations were conducted simultaneously, with three repetitions. The result shows that the baseline has 19 species of birds and land cover after the oil palm plantation has 39 species. HCV (high conservation value) area has the highest increase in diversity value. Oil palm plantation has changed the composition of bird species. The highest similarity index is shown by young growth oil palm land cover with total score 0.65, meanwhile the lowest similarity index with total score 0.43 is shown by HCV area. Overall, the existence of oil palm plantation made a positive impact by increasing bird species diversity, with total 23 species gained and 3 species lost.

Authors: Tiancheng Lan
Abstract:
E10A is a kind of replication-defective adenovirus which carries the human endostatin gene to inhibit the growth of tumors. Kringle 5(K5) has almost the same function as angiostatin to also inhibit the growth of tumors since they are all the byproduct of the proteolytic cleavage of plasminogen. Tumor size increasing can be suppressed because both of the endostatin and K5 can restrain the angiogenesis process. Therefore, in order to improve the treatment effect on tumor, 2A peptide is used to construct a fusion gene carrying both E10A and K5. Using 2A peptide is an ideal strategy when a fusion gene is expressed because it can avoid many problems during the expression of more than one kind of protein. The overlap extension PCR is also used to connect 2A peptide with E10A and K5. The final construction of fusion gene E10A-2A-K5 can provide a possible new method of the anti-angiogenesis treatment with a better expression performance.

Abstract:
The neurogenic potential of many herbal extracts used in Indian medicine is hitherto unknown. Extracts derived from Clitoria ternatea Linn have been used in Indian Ayurvedic system of medicine as an ingredient of “Medhya rasayana", consumed for improving memory and longevity in humans and also in treatment of various neurological disorders. Our earlier experimental studies with oral intubation of Clitoria ternatea aqueous root extract (CTR) had shown significant enhancement of learning and memory in postnatal and young adult Wistar rats. The present study was designed to elucidate the in vitro effects of 200ng/ml of CTR on proliferation, differentiation and growth of anterior subventricular zone neural stem cells (aSVZ NSC-s) derived from prenatal and postnatal rat pups. Results show significant increase in proliferation and growth of neurospheres and increase in the yield of differentiated neurons of aSVZ neural precursor cells (aSVZNPC-s) at 7 days in vitro when treated with 200ng/ml of CTR as compared to age matched control. Results indicate that CTR has growth promoting neurogenic effect on aSVZ neural stem cells and their survival similar to neurotrophic factors like Survivin, Neuregulin 1, FGF-2, BDNF possibly the basis for enhanced learning and memory. Keywords: Anterior subventricular zone (aSVZ) neural stemcell, Clitoria ternatea, Learning and memory, Neurogenesis.

Abstract:
In wireless and mobile communications, this progress provides opportunities for introducing new standards and improving existing services. Supporting multimedia traffic with wireless networks quality of service (QoS). In this paper, a grey-fuzzy controller for radio resource management (GF-RRM) is presented to maximize the number of the served calls and QoS provision in wireless networks. In a wireless network, the call arrival rate, the call duration and the communication overhead between the base stations and the control center are vague and uncertain. In this paper, we develop a method to predict the cell load and to solve the RRM problem based on the GF-RRM, and support the present facility has been built on the application-level of the wireless networks. The GF-RRM exhibits the better adaptability, fault-tolerant capability and performance than other algorithms. Through simulations, we evaluate the blocking rate, update overhead, and channel acquisition delay time of the proposed method. The results demonstrate our algorithm has the lower blocking rate, less updated overhead, and shorter channel acquisition delay. Keywords: radio resource management, grey prediction, fuzzylogic control, wireless networks, quality of service.

Abstract:
All climate models agree that the temperature in Greece will increase in the range of 1° to 2°C by the year 2030 and mean sea level in Mediterranean is expected to rise at the rate of 5 cm/decade. The aim of the present paper is the estimation of the coastline displacement driven by the climate change and sea level rise. In order to achieve that, all known statistical and non-statistical computational methods are employed on some Greek coastal areas. Furthermore, Kalman filtering techniques are for the first time introduced, formulated and tested. Based on all the above, shoreline change signals and noises are computed and an inter-comparison between the different methods can be deduced to help evaluating which method is most promising as far as the retrieve of shoreline change rate is concerned. Keywords: Climate Change, Coastal Displacement, KalmanFilter

Authors: Samraj Andrews, Ramaswamy Palaniappan, Nidal Kamel
Abstract:
In single trial analysis, when using Principal Component Analysis (PCA) to extract Visual Evoked Potential (VEP) signals, the selection of principal components (PCs) is an important issue. We propose a new method here that selects only the appropriate PCs. We denote the method as selective eigen-rate (SER). In the method, the VEP is reconstructed based on the rate of the eigen-values of the PCs. When this technique is applied on emulated VEP signals added with background electroencephalogram (EEG), with a focus on extracting the evoked P3 parameter, it is found to be feasible. The improvement in signal to noise ratio (SNR) is superior to two other existing methods of PC selection: Kaiser (KSR) and Residual Power (RP). Though another PC selection method, Spectral Power Ratio (SPR) gives a comparable SNR with high noise factors (i.e. EEGs), SER give more impressive results in such cases. Next, we applied SER method to real VEP signals to analyse the P3 responses for matched and non-matched stimuli. The P3 parameters extracted through our proposed SER method showed higher P3 response for matched stimulus, which confirms to the existing neuroscience knowledge. Single trial PCA using KSR and RP methods failed to indicate any difference for the stimuli. Keywords: Electroencephalogram, P3, Single trial VEP.

Authors: Mohammad Reza Soltani, Mohammad Farahani, Javad Sepahi Younsi
Abstract:
Heat source addition to the axisymmetric supersonic inlet may improve the performance parameters, which will increase the inlet efficiency. In this investigation the heat has been added to the flow field at some distance ahead of an axisymmetric inlet by adding an imaginary thermal source upstream of cowl lip. The effect of heat addition on the drag coefficient, mass flow rate and the overall efficiency of the inlet have been investigated. The results show that heat addition causes flow separation, hence to prevent this phenomena, roughness has been added on the spike surface. However, heat addition reduces the drag coefficient and the inlet mass flow rate considerably. Furthermore, the effects of position, size, and shape on the inlet performance were studied. It is found that the thermal source deflects the flow streamlines. By improper location of the thermal source, the optimum condition has been obtained. For the optimum condition, the drag coefficient is considerably reduced and the inlet mass flow rate and its efficiency have been increased slightly. The optimum shape of the heat source is obtained too. Keywords: Drag coefficient, heat source, performanceparameters, supersonic inlet.

With the additional effect of corrosion and presence of weld joints the fatigue failure may become more critical in structural steel. One of the apt examples of such structural is the sailing ship. This is experiencing a constant stress due to floating and a pulsating bending load due to the waves. This paper describes an attempt to verify theory of fatigue in fracture mechanics approach with experimentation to determine the constants of crack growth curve. For this, specimen is prepared from the ship building steel and it is subjected to a pulsating bending load with a known defect. Fatigue crack and its nature is observed in this experiment. Authors: Boris Golman, Wittaya Julklang
Abstract:
The heat and mass transfer was investigated during the falling rate period of spray drying of a slurry droplet. The effect of the porosity of crust layer formed from primary particles during liquid evaporation was studied numerically using the developed mathematical model which takes into account the heat and mass transfer in the core and crust regions, the movement of the evaporation interface, and the external heat and mass transfer between the drying air and the droplet surface. It was confirmed that the heat transfer through the crust layer was more intense in the case of the dense droplet than the loose one due to the enhanced thermal conduction resulting in the higher average droplet temperature. The mass transfer was facilitated in the crust layer of loose droplet owing to the large pore space available for diffusion of water vapor from the evaporation interface to the outer droplet surface. The longer drying time is required for the droplet of high porosity to reach the final moisture content than that for the dense one due to the larger amount of water to be evaporated during the falling rate.

Abstract:
A study was undertaken to assess the potential of an Algal Turf Scrubber to remove nitrogen from aquaculture effluent to reduce environmental pollution. High total ammonia nitrogen concentrations were introduced to an Algal Turf Scrubber developed under varying hydraulic surface loading rates of African catfish (Clarius gariepinus) effluent in a recirculating aquaculture system. Nutrient removal rates were not affected at total suspended solids concentration of up to 0.04g TSS/l (P > 0.05). Nitrogen removal rates 0.93-0.99g TAN/m²/d were recorded at very high loading rates 3.76-3.81 g TAN/m²/d. Total ammonia removal showed ½ order kinetics between 1.6 to 2.3mg/l Total Ammonia Nitrogen concentrations. Nitrogen removal increased with its loading, which increased with hydraulic surface loading rate. Total Ammonia Nitrogen removal by Algal turf scrubber was higher than reported values for fluidized bed filters and trickling filters. The algal turf scrubber also effectively removed nitrate thereby reducing the need for water exchange. Keywords: Algal turf, loading rate, nitrogen, organic matter, removal rate.

Abstract:
This paper reported an experimental research of steady-state heat transfer behaviour of a gas flowing through a fixed bed under the different operating conditions. Studies had been carried out in a fixed-bed packed methanol synthesis catalyst percolated by air at appropriate flow rate. Both radial and axial direction temperature distribution had been investigated under the different operating conditions. The effects of operating conditions including the reactor inlet air temperature, the heating pipe temperature and the air flow rate on temperature distribution was investigated and the experimental results showed that a higher inlet air temperature was conducive to uniform temperature distribution in the fixed bed. A large temperature drop existed at the radial direction, and the temperature drop increased with the heating pipe temperature increasing under the experimental conditions; the temperature profile of the vicinity of the heating pipe was strongly affected by the heating pipe temperature. A higher air flow rate can improve the heat transfer in the fixed bed. Based on the thermal distribution, heat transfer models of the fixed bed could be established, and the characteristics of the temperature distribution in the fixed bed could be finely described, that had an important practical significance. Keywords: Thermal distribution, heat transfer, axial-flow, fixed bed.

On one end, more features of the image are captured and stored to get better results. Storing and management of such features is itself a time consuming job. While on the other extreme if fewer features are stored the accuracy rate is not satisfactory. Same image stored with different visual properties can further reduce the rate of accuracy. The heat recovery systems used in different parts of the plant are also considered in the analysis. Mass, thermal and exergy balances are established on the main compounds of the factory. A numerical code is established using EES software to perform the calculations required for the thermal and exergy plant analysis. The effects of the key operating parameters such as steam pressure and temperature, mass flow rate as well as seawater temperature, on the cycle performances are investigated. A maximum Exergy Loss Rate of about 72% is obtained for the melters, followed by the condensers, heat exchangers and the pumps. The heat exchangers used in the phosphoric acid unit present exergetic efficiencies around 33% while 60% to 72% are obtained for steam turbines and blower. For the explored ranges of HP steam temperature and pressure, the exergy efficiencies of steam turbine generators STGI and STGII increase of about 2.5% and 5.4% respectively. Abstract:
Bir El Djir is an important coastal township in Oran department, located at 450 Km far away from Algiers on northwest of Algeria. In this coastal area, the urban sprawl is one of the main problems that reduce the limited highly fertile land. So, using the remote sensing and GIS technologies have shown their great capabilities to solve many earth resources issues. The aim of this study is to produce land use and cover map for the studied area at varied periods to monitor possible changes that may occurred, particularly in the urban areas and subsequently predict likely changes. For this, two spatial images SPOT and Landsat satellites from 1987 and 2014 respectively were used to assess the changes of urban expansion and encroachment during this period with photo-interpretation and GIS approach. The results revealed that the town of Bir El Djir has shown a highest growth rate in the period 1987-2014 which is 1201.5 hectares in terms of area. These expansions largely concern the new real estate constructions falling within the social and promotional housing programs launched by the government. The most urban expansion is characterized by the new construction in the form of spontaneous or peripheral precarious habitat, but also unstructured slums settled especially in the southeastern part of town.

Abstract:
In the present work, the effect of load and sliding distance on the performance tribology of commercially used aluminium-silicon engine block and piston was evaluated at ambient conditions with humidity of 80% under dry sliding conditions using a pin-on-disc with two different loads of 5N and 20N yielding applied pressure of 0.30MPa and 1.4MPa, respectively, at sliding velocity of 0.29ms-1 and with varying sliding distance ranging from 260m- 4200m. Factors and conditions that had significant effect were identified. The results showed that the load and the sliding distance affect the wear rate of the alloys and the wear rate increased with increasing load for both the alloys. Wear rate also increases almost linearly at low loads and increase to a maximum then attain a plateau with increasing sliding distance. For both applied loads the piston alloy showed the better performance due to higher Ni and Mg content. The worn surface and wear debris was characterized by optical microscope, SEM and EDX analyzer. The worn surface was characterized by surface with shallow grooves at loads while the groove width and depth increased as the loads increases. Oxidative wear was found to be the predominant mechanisms in the dry sliding of Al-Si alloys at low loads.

Abstract:
A study was conducted to evaluate the effects of diets containing different levels of lysine and canola oil on growth performance and fatty acid composition of meat of broilers chicks. 240-day old Ross broiler chicks were used in a 3×2 factorial arrangement with canola oil (1, 3, and 5%) and lysine (recommended, and 25% more than recommended by Ross broiler manual) in completely randomized design with four replicates and 10 birds per each. The experimental diets were iso-caloric and iso-nitrogenous. Feed intake and body weight gain were recorded at the end of starter (10 d), grower (24 d) and finisher (42 d) periods, and feed conversion ratio was calculated. The results showed that the weight gain of chickens fed diets containing 5% canola oil were greater than those of birds fed on other diets (P<0.05). The dietary lysine had significant effect on feed intake and diets with 25% more than recommended, increased feed intake significantly (P<0.05). The canola oil×lysine interaction effects on performance were not significant. Among all treatment birds, those fed diets containing 5% canola oil had the highest meristic acid and oleic acid content in their meat. Broilers fed diets containing 3 or 5% canola oil possessed the higher content of linolenic acid and lower content of arachidonic acid in their meat (P<0.05). The results of the present experiment indicated that the diets containing canola oil (5%) and lysine at 25% higher than requirement, improve the growth performance, carcass and breast yield of broiler, and increase the accumulation of Omega-3 fatty acids in breast meat. Keywords: Broiler, canola oil, lysine, fatty acid.

Fish growth performance, feed utilization and feed intake were significantly (P<0.0001) affected by dietary protein level, but not by dietary lipid level (P>0.05). Weight gain and feed efficiency ratio tended to increase as dietary protein level increased up to 400 and 500 g kg-1, respectively. Daily feed intake of fish decreased with increasing dietary protein level and that of fish fed diet contained 500 g kg-1 protein was significantly lower than other fish groups. The protein efficiency ratio of fish fed 400 and 500 g kg-1 protein was lower than that of fish fed 200 and 300 g kg-1 protein. Moisture, crude protein and crude lipid contents of muscle and liver were significantly affected by dietary protein, but not by dietary lipid level (P>0.05). The increase in dietary lipid level resulted in an increase in linoleic acid in liver and muscle paralleled with a decrease in n-3 highly unsaturated fatty acids content in muscle of fish. In considering these results, it was concluded that the diet containing 400 g kg-1 protein with 70 g kg-1 lipid level is optimal for growth and efficient feed utilization of juvenile fancy carp.

Abstract:
This present experiment was carried out during the 2012 cropping season, at the Farming for the Future Experimental Field of the University for Development Studies, Nyankpala Campus in the Northern Region of Ghana. The objective of the experiment was to determine the carrot growth and yield responses to poultry manure and N.P.K (15:15:15). Six treatments (Control (no amendment), 20 t/ha poultry manure (PM), 40 t/ha PM, 70 t/ha PM, 35 t/ha PM + 0.11t/ha N.P.K and 0.23 t/ha N.P.K) with three replications for each were laid in a Randomized Complete Block Design (RCBD). Data were collected on plant height, number of leaves per plant, canopy spread, root diameter, root weight, and root length. Microsoft Excel and Genstat Statistical Package (9th edition) were used for the data analysis. The treatment means were compared by using Least Significant Difference at 10%. Generally, the results showed that there were no significant differences (P>0.1) among the treatments with respect to number of leaves per plant, root diameter, root weight, and root length. However, significant differences occurred among plant heights and canopy spreads. Plant height treated with 40 t/ha PM at the fourth week after planting and canopy spread at eight weeks after planting and ten weeks after planting by 70 t/ha PM and 20 t/ha PM respectively showed significant difference (P<0.1). The study recommended that any of the amended treatments can be applied at their recommended rates to plots for carrot production, since there were no significant differences among the treatments. Keywords: Poultry manure, N.P.K., soil amendment, growth, yield, carrot.

Abstract:
Hyphal growth and the transcriptional regulation to the host environment are key issues during the pathogenesis of C. albicans. Tec1p is the C. albicans homolog of a TEA transcription factor family, which share a conserved DNA-binding TEA domain in their N-terminal. In order to define a structure-function relationship of the C. albicans Tec1p protein, we constructed several mutations on the N terminal, C terminal or in the TEA binding domain itself by homologous recombination technology. The modifications in the open reading frame of TEC1 were tested for reconstitution of the morphogenetic development of the tec1/tec1 mutant strain CaAS12. Mutation in the TEA consensus sequence did not confer transition to hyphae whereas the reconstitution of the full-length Tec1p has reconstituted hyphal development. A deletion in one of glutamine-rich regions either in the Tec1p N-terminal or the C-terminal in regions of 53-212 or 637–744 aa, respectively, did not restore morphological development in mutant CaAS12 strain. Whereas, the reconstitution with Tec1p mutants other than the glutamate-rich region has restored the morphogenetic switch. Additionally, the deletion of the glutamine-rich region has attenuated the invasive growth and the heat shock resistance of C. albicans. In conclusion, we show that a glutamine-rich region of Tec1p is essential for the hyphal development and mediating adaptation to the host environment of C. albicans.
