433 The Capacity of Government to Deliver Sustainable and Integrated Transport: The Case of Transit Oriented Development in Perth, Australia
Authors: Carey Curtis
Abstract:
There is a renewed interest in land use transport integration as a means of achieving sustainable accessibility. Such accessibility requires designing more than simply the transport network; it also requires attention to place (built form). Transitoriented development would appear to capture many of the criteria deemed important in land use transport integration. In Perth, Australia, there have been planning policies for the past 20 years requiring transit-oriented development around railway stations throughout the metropolitan area. While the policy intent, particularly at the State level, is clear the implementation of policy has been fairly ineffective. The first part of this paper provides an examination of state and local government planning and transport policies, evaluating them using a set of land use transport integration criteria considered all encompassing. This provides some insight into the extent of state and local government capacity to deliver land use transport integration. The second part of this paper examines the extent of implementation by examining existing and proposed land use around station precincts throughout metropolitan Perth. The findings of this research suggest that the capacity of state and local government to deliver land use transport integration is reasonable in a planning policy sense. Implementation, despite long policy lead times, has been lacking. It appears to be more effective where local planning controls have been suspended with new redevelopment authorities given powers to develop land around railway stations.

Authors: Dariusz Dymek, Leszek Kotulski
Abstract:
Modeling of the distributed systems allows us to represent the whole its functionality. The working system instance rarely fulfils the whole functionality represented by model; usually some parts of this functionality should be accessible periodically. The reporting system based on the Data Warehouse concept seams to be an intuitive example of the system that some of its functionality is required only from time to time. Analyzing an enterprise risk associated with the periodical change of the system functionality, we should consider not only the inaccessibility of the components (object) but also their functions (methods), and the impact of such a situation on the system functionality from the business point of view. In the paper we suggest that the risk attributes should be estimated from risk attributes specified at the requirements level (Use Case in the UML model) on the base of the information about the structure of the model (presented at other levels of the UML model). We argue that it is desirable to consider the influence of periodical changes in requirements on the enterprise risk estimation. Finally, the proposition of such a solution basing on the UML system model is presented. Keywords: Risk assessing, software maintenance, UML, graph grammars.

Authors: S. Chuenchooklin
Abstract:
This research was conducted in the Lower Ping River Basin downstream of the Bhumibol Dam and the Lower Wang River Basin in Tak Province, Thailand. Most of the tributary streams of the Ping can be considered as ungauged catchments. There are 10- pumping station installation at both river banks of the Ping in Tak Province. Recently, most of them could not fully operate due to the water amount in the river below the level that would be pumping, even though included water from the natural river and released flow from the Bhumibol Dam. The aim of this research was to increase the performance of those pumping stations using weir projects in the Ping. Therefore, the river analysis system model (HEC-RAS) was applied to study the hydraulic behavior of water surface profiles in the Ping River with both cases of existing conditions and proposed weirs during the violent flood in 2011 and severe drought in 2013. Moreover, the hydrologic modeling system (HMS) was applied to simulate lateral streamflow hydrograph from ungauged catchments of the Ping. The results of HEC-RAS model calibration with existing conditions in 2011 showed best trial roughness coefficient for the main channel of 0.026. The simulated water surface levels fitted to observation data with R2 of 0.8175. The model was applied to 3 proposed cascade weirs with 2.35 m in height and found surcharge water level only 0.27 m higher than the existing condition in 2011. Moreover, those weirs could maintain river water levels and increase of those pumping performances during less river flow in 2013.

Abstract:
In this research, the laminar heat transfer of natural convection on vertical surfaces has been investigated. Most of the studies on natural convection have been considered constantly whereas velocity and temperature domain, do not change with time, transient one are used a lot. Governing equations are solved using a finite volume approach. The convective terms are discretized using the power-law scheme, whereas for diffusive terms the central difference is employed. Coupling between the velocity and pressure is made with SIMPLE algorithm. The resultant system of discretized linear algebraic equations is solved with an alternating direction implicit scheme. Then a configuration of rectangular fins is put in different ways on the surface and heat transfer of natural convection on these surfaces without sliding is studied and finally optimization is done.

Abstract:
This paper presents an alternate approach that uses artificial neural network to simulate the flood level dynamics in a river basin. The algorithm was developed in a decision support system environment in order to enable users to process the data. The decision support system is found to be useful due to its interactive nature, flexibility in approach and evolving graphical feature and can be adopted for any similar situation to predict the flood level. The main data processing includes the gauging station selection, input generation, lead-time selection/generation, and length of prediction. This program enables users to process the flood level data, to train/test the model using various inputs and to visualize results. The program code consists of a set of files, which can as well be modified to match other purposes. This program may also serve as a tool for real-time flood monitoring and process control. The running results indicate that the decision support system applied to the flood level seems to have reached encouraging results for the river basin under examination. The comparison of the model predictions with the observed data was satisfactory, where the model is able to forecast the flood level up to 5 hours in advance with reasonable prediction accuracy. Finally, this program may also serve as a tool for real-time flood monitoring and process control. Keywords: Decision Support System, Neural Network, Flood Level

Abstract:
Wireless Sensor Networks (WSNs) are wireless networks consisting of number of tiny, low cost and low power sensor nodes to monitor various physical phenomena like temperature, pressure, vibration, landslide detection, presence of any object, etc. The major limitation in these networks is the use of nonrechargeable battery having limited power supply. The main cause of energy consumption WSN is communication subsystem. This paper presents an efficient grid formation/clustering strategy known as Grid based level Clustering and Aggregation of Data (GCAD). The proposed clustering strategy is simple and scalable that uses low duty cycle approach to keep non-CH nodes into sleep mode thus reducing energy consumption. Simulation results demonstrate that our proposed GCAD protocol performs better in various performance metrics. Keywords: Ad hoc network, Cluster, Grid base clustering, Wireless sensor network.

Abstract:
In this paper, the 2-D unsteady viscous flow around two cam shaped cylinders in tandem arrangement is numerically simulated in order to study the characteristics of the flow in turbulent regimes. The investigation covers the effects of high subcritical and supercritical Reynolds numbers and L/D ratio on total drag coefficient. The equivalent diameter of cylinders is 27.6 mm The space between center to center of two cam shaped cylinders is define as longitudinal pitch ratio and it varies in range of 1.5< L/D<6. Reynolds number base on equivalent circular cylinder varies in range of 27×103< Re <166×103 Results show that drag coefficient of both cylinders depends on pitch ratio. However, drag coefficient of downstream cylinder is more dependent on the pitch ratio.

Authors: K. Qonono
Abstract:
Despite the significance and economic benefits of petrol stations in South Africa, these still pose a huge risk of fire and explosion threatening public safety. This research paper examines the extent to which land-use planning in Stellenbosch, South Africa, considers the fire risk posed by petrol stations and the implications for public safety as well as preparedness for large fires or explosions. To achieve this, the research identified the land-use types around petrol stations in Stellenbosch and determined the extent to which their locations comply with the local, national, and international land-use planning regulations. A mixed research method consisting of the collection and analysis of geospatial data and qualitative data was applied, where petrol stations within a six-kilometre radius of Stellenbosch’s town centre were utilised as study sites. The research examined the risk of fires/explosions at these petrol stations. The research investigated Stellenbosch Municipality’s institutional preparedness to respond in the event of a fire/explosion at these petrol stations. The research observed that siting of petrol stations does not comply with local, national, and international good practices, thus exposing the surrounding developments to fires and explosions. Land-use planning practice does not consider hazards created by petrol stations. Despite the potential for major fires at petrol stations, Stellenbosch Municipality’s level of preparedness to respond to petrol station fires appears low due to the prioritisation of more frequent events.

Abstract:
In this work we report on preliminary analysis of a novel optoelectronic gas sensor based on an optical fiber integrated with a tetrakis(4-sulfonatophenyl)porphyrin (TPPS) thin film. The sensitive materials are selectively deposited on the core region of a fiber tip by UV light induced deposition technique. A simple and cheap process which can be easily extended to different porphyrin derivatives. When the TPPS film on the fiber tip is exposed to acid and/or base vapors, dramatic changes occur in the aggregation structure of the dye molecules in the film, from J- to H-type, resulting in a profound modification of their corresponding reflectance spectra. From the achieved experimental results it is evident that the presence of intense and narrow band peaks in the reflected spectra could be monitored to detect hazardous vapors.

Abstract:
Two earliness cotton genotypes I and II, which had been developed by hybridization and backcross methods between sindise-80 as an early maturing gene parent and two other lines i.e. Red leaf and Bulgare-557 as a second parent, are subjected to different environmental conditions. The early maturing genotypes with coded names of I and II were compared with four native cotton cultivars in randomized complete block design (RCBD) with four replications in three ecological regions of Iran from 2016-2017. Two early maturing genotypes along with four native cultivars viz. Varamin, Oltan, Sahel and Arya were planted in Agricultural Research Station of Varamin, Moghan and Kashmar for evaluation. Earliness data were collected for six treatments during two years in the three regions except missing data for the second year of Kashmar. Therefore, missed data were estimated and imputed. For testing the homogeneity of error variances, each experiment at a given location or year is analyzed separately using Hartley and Bartlett’s Chi-square tests and both tests confirmed homogeneity of variance. Combined analysis of variance showed that genotypes I and II were superior in Varamin, Moghan and Kashmar regions. Earliness means and their interaction effects were compared with Duncan’s multiple range tests. Finally combined analysis of variance showed that genotypes I and II were superior in Varamin, Moghan and Kashmar regions. Abstract:
In the paper, the relative performances on spectral classification of short exon and intron sequences of the human and eleven model organisms is studied. In the simulations, all combinations of sixteen one-sequence numerical representations, four threshold values, and four window lengths are considered. Sequences of 150-base length are chosen and for each organism, a total of 16,000 sequences are used for training and testing. Results indicate that an appropriate combination of one-sequence numerical representation, threshold value, and window length is essential for arriving at top spectral classification results. For fixed-length sequences, the precisions on exon and intron classification obtained for different organisms are not the same because of their genomic differences. Abstract:
Sarkhoon gas plant, located in south of Iran, has been installed to removal H2S contained in a high pressure natural gas stream. The solvent used for the H2S removal from gaseous stream is 34% by weight (wt%) Di-ethanol amine (DEA) solutions. Due to increasing concentration of heat stable salt (HSS) in solvent, corrosivity of amine solution had been increased. Reports indicated that there was corrosion on the shell of regeneration column. Because source formation of HSS was unknown, we decided to control the amount of HSS at the limit less than 3% wt amine solvent. Therefore, two small columns were filled by strong anionic base and carbon active, and then polluted amine was passed through beds. Finally a temporary amine recovery package on industrial scale was made based on laboratory’s results. From economical point of view we could save $700000 beside corrosion occurrence of the stripping column has been vigorously decreased.

There are different types of security attacks which limit the range of the RFID applications. For example, deploying the RFID networks in insecure environments could make the RFID system vulnerable to many types of attacks such as spoofing attack, location traceability attack, physical attack and many more. Therefore, security is often an important requirement for RFID systems. In this paper, RFID mutual authentication protocol is implemented based on mobile agent technology and timestamp, which are used to provide strong authentication and integrity assurances to both the RFID readers and their corresponding RFID tags. Abstract:
Natural gas is the most popular fossil fuel in the current era and future as well. Natural gas is existed in underground reservoirs so it may contain many of non-hydrocarbon components for instance, hydrogen sulfide, nitrogen and water vapor. These impurities are undesirable compounds and cause several technical problems for example, corrosion and environment pollution. Therefore, these impurities should be reduce or removed from natural gas stream. Khurmala dome is located in southwest Erbil-Kurdistan region. The Kurdistan region government has paid great attention for this dome to provide the fuel for Kurdistan region. However, the Khurmala associated natural gas is currently flaring at the field. Moreover, nowadays there is a plan to recover and trade this gas and to use it either as feedstock to power station or to sell it in global market. However, the laboratory analysis has showed that the Khurmala sour gas has huge quantities of H2S about (5.3%) and CO2 about (4.4%). Indeed, Khurmala gas sweetening process has been removed in previous study by using Aspen HYSYS. However, Khurmala sweet gas still contents some quintets of water about 23 ppm in sweet gas stream. This amount of water should be removed or reduced. Indeed, water content in natural gas cause several technical problems such as hydrates and corrosion. Therefore, this study aims to simulate the prospective Khurmala gas dehydration process by using Aspen HYSYS V. 7.3 program. Moreover, the simulation process succeeded in reducing the water content to less than 0.1ppm. Authors: Nishi Bhuvandas, P. V. Timbadiya, P. L. Patel, P. D. Porey
Abstract:
Recent perceived climate variability raises concerns with unprecedented hydrological phenomena and extremes. Distribution and circulation of the waters of the Earth become increasingly difficult to determine because of additional uncertainty related to anthropogenic emissions. The world wide observed changes in the large-scale hydrological cycle have been related to an increase in the observed temperature over several decades. Although the effect of change in climate on hydrology provides a general picture of possible hydrological global change, new tools and frameworks for modelling hydrological series with nonstationary characteristics at finer scales, are required for assessing climate change impacts. Of the downscaling techniques, dynamic downscaling is usually based on the use of Regional Climate Models (RCMs), which generate finer resolution output based on atmospheric physics over a region using General Circulation Model (GCM) fields as boundary conditions. However, RCMs are not expected to capture the observed spatial precipitation extremes at a fine cell scale or at a basin scale. Statistical downscaling derives a statistical or empirical relationship between the variables simulated by the GCMs, called predictors, and station-scale hydrologic variables, called predictands. The main focus of the paper is on the need for using statistical downscaling techniques for projection of local hydrometeorological variables under climate change scenarios. The projections can be then served as a means of input source to various hydrologic models to obtain streamflow, evapotranspiration, soil moisture and other hydrological variables of interest.

Abstract:
According to current seismic codes the structures are calculated using the capacity design procedure based on the concept of shear at the base depending on several parameters including behavior factor which is considered to be the most important parameter. The behavior factor allows designing the structure when it is at its ultimate limit state taking into account its energy dissipation through its plastic deformation. The aim of the present study is to assess the basic parameters on which is composed the behavior factor among them the reduction factor due to ductility, and those due to redundancy and the overstrength for steel moment-resisting frames of different heights and regular configuration. Analyses are conducted on these frames using the nonlinear static method where the effect of some parameters on the behavior factor, such as the number of stories and the number of spans, are taken into account. The results show that the behavior factor is rather sensitive to the variation of the number of stories and bays.

Abstract:
Gas flaring is one of the most GHG emitting sources in the oil and gas industries. It is also a major way for wasting such an energy that could be better utilized and even generates revenue. Minimize flaring is an effective approach for reducing GHG emissions and also conserving energy in flaring systems. Integrating waste and flared gases into the fuel gas networks (FGN) of refineries is an efficient tool. A fuel gas network collects fuel gases from various source streams and mixes them in an optimal manner, and supplies them to different fuel sinks such as furnaces, boilers, turbines, etc. In this article we use fuel gas network model proposed by Hasan et al. as a base model and modify some of its features and add constraints on emission pollution by gas flaring to reduce GHG emissions as possible. Results for a refinery case study showed that integration of flare gas stream with waste and natural gas streams to construct an optimal FGN can significantly reduce total annualized cost and flaring emissions.

With increasing of the micro silica particles to cement ratio from 2/1 to 2/2, the slump flow diameter increased. By adding silica and alumina nanoparticles up to 3% and 2% respectively, the compressive strength increased and after decreased. Samples containing silica nanoparticles and fibers had the highest compressive strength.

Authors: S. Yamini Sudha, Ashok Khanna
Abstract:
Owing to the stringent environmental legislations, CO2 capture and sequestration is one of the viable solutions to reduce the CO2 emissions from various sources. In this context, Ionic liquids (ILs) are being investigated as suitable absorption media for CO2 capture. Due to their non-evaporative, non-toxic, and non-corrosive nature, these ILs have the potential to replace the existing solvents like aqueous amine solutions for CO2 separation technologies. Thus, the present work aims at studying the important aspects such as the interactions of CO2 molecule with different anions (F-, Br-, Cl-, NO3 -, BF4 -, PF6 -, Tf2N-, and CF3SO3 -) that are commonly used in ILs through molecular modeling. In this, the minimum energy structures have been obtained using Ab initio based calculations at MP2 (Moller-Plesset perturbation) level. Results revealed various degrees of distortion of CO2 molecule (from its linearity) with the anions studied, most likely due to the Lewis acid-base interactions between CO2 and anion. Furthermore, binding energies for the anion-CO2 complexes were also calculated. The implication of anion-CO2 interactions to the solubility of CO2 in ionic liquids is also discussed. Keywords: CO2, Ionic liquids, capture, molecular modeling, sequestration.

Authors: Yifan Fan, Xudong Luo, Pingping Lin
Abstract:
An essential task in the field of artificial intelligence is to allow computers to interact with people through natural language. Therefore, researches such as virtual assistants and dialogue systems have received widespread attention from industry and academia. The response generation plays a crucial role in dialogue systems, so to push forward the research on this topic, this paper surveys various methods for response generation. We sort out these methods into three categories. First one includes finite state machine methods, framework methods, and instance methods. The second contains full-text indexing methods, ontology methods, vast knowledge base method, and some other methods. The third covers retrieval methods and generative methods. We also discuss some hybrid methods based knowledge and deep learning. We compare their disadvantages and advantages and point out in which ways these studies can be improved further. Our discussion covers some studies published in leading conferences such as IJCAI and AAAI in recent years. Keywords: Retrieval, generative, deep learning, response generation, knowledge.
