840 Project Portfolio Management Phases: A Technique for Strategy Alignment

Abstract:
This paper seeks to give a general idea of the universe of project portfolio management, from its multidisciplinary nature, to the many challenges it raises, passing through the different techniques, models and tools used to solve the multiple problems known. It is intended to contribute to the clarification, with great depth, of the impacts and relationships involved in managing the projects- portfolio. It aims at proposing a technique for the project alignment with the organisational strategy, in order to select projects that later on will be considered in the analysis and selection of the portfolio. We consider the development of a methodology for assessing the project alignment index very relevant in the global market scenario. It can help organisations to gain a greater awareness of market dynamics, speed up the decision process and increase its consistency, thus enabling the strategic alignment and the improvement of the organisational performance.

Abstract:
In this paper we present a system for classifying videos by frequency spectra. Many videos contain activities with repeating movements. Sports videos, home improvement videos, or videos showing mechanical motion are some example areas. Motion of these areas usually repeats with a certain main frequency and several side frequencies. Transforming repeating motion to its frequency domain via FFT reveals these frequencies. Average amplitudes of frequency intervals can be seen as features of cyclic motion. Hence determining these features can help to classify videos with repeating movements. In this paper we explain how to compute frequency spectra for video clips and how to use them for classifying. Our approach utilizes series of image moments as a function. Abstract:
In this paper, frequency offset (FO) estimation schemes robust to the non-Gaussian noise environments are proposed for orthogonal frequency division multiplexing (OFDM) systems. First, a maximum-likelihood (ML) estimation scheme in non-Gaussian noise environments is proposed, and then, the complexity of the ML estimation scheme is reduced by employing a reduced set of candidate values. In numerical results, it is demonstrated that the proposed schemes provide a significant performance improvement over the conventional estimation scheme in non-Gaussian noise environments while maintaining the performance similar to the estimation performance in Gaussian noise environments.

Abstract:
Practicing recurring resistance workout such as may cause changes in human muscle. These changes may be because combination if several factors determining physical fitness. Thus, it is important to identify these changes. Several studies were reviewed to investigate these changes. As a result, the changes included positive modifications in amplified citrate synthase (CS) maximal activity, increased capacity for pyruvate oxidation, improvement on molecular signaling on human performance, amplified resting muscle glycogen and whole GLUT4 protein content, better health outcomes such as enhancement in cardiorespiratory fitness. Sprint training also have numerous long long-term changes inhuman body such as better enzyme action, changes in muscle fiber and oxidative ability. This is important because SV is the critical factor influencing maximal cardiac output and therefore oxygen delivery and maximal aerobic power.

Alkali treated oil palm empty fruit bunch (EFB) fibres (TEFBF) and untreated EFBF fibers (UEFBF) were incorporated in polypropylene (PP) with and without malic anhydride grafted PP (MAPP) and magnesium hydroxide as flame retardant (FR) to produce TEFBF-PP and UEFBF-PP composites by the melt casting method. The composites were characterized by mechanical and burning tests along with a scanning electron microscope and Fourier transform infrared spectroscopy. The significant improvement in flexural modulus (133%) and flame retardant property (60%) of TEFBF-PP composite with MAPP and FR is observed. The main goal of this study is to test differential neural network as a controller of smart structure and is to enumerate its advantages and disadvantages in comparison with other controllers. In this study, the smart structure has been considered as a Euler Bernoulli cantilever beam and it has been tried that it be under control with the use of vibration neural network resulting from movement. Also, a linear observer has been considered as a reference controller and has been compared its results. The considered vibration charts and the controlled state have been recounted in the final part of this text. Abstract:
The rapid improvement of the microprocessor and network has made it possible for the PC cluster to compete with conventional supercomputers. Lots of high throughput type of applications can be satisfied by using the current desktop PCs, especially for those in PC classrooms, and leave the supercomputers for the demands from large scale high performance parallel computations. This paper presents our development on enabling an automated deployment mechanism for cluster computing to utilize the computing power of PCs such as reside in PC classroom. After well deployment, these PCs can be transformed into a pre-configured cluster computing resource immediately without touching the existing education/training environment installed on these PCs. Thus, the training activities will not be affected by this additional activity to harvest idle computing cycles. The time and manpower required to build and manage a computing platform in geographically distributed PC classrooms also can be reduced by this development.

Abstract:
The objective of this paper is to propose an adaptive multi threshold for image segmentation precisely in object detection. Due to the different types of license plates being used, the requirement of an automatic LPR is rather different for each country. The proposed technique is applied on Malaysian LPR application. It is based on Multi Layer Perceptron trained by back propagation. The proposed adaptive threshold is introduced to find the optimum threshold values. The technique relies on the peak value from the graph of the number object versus specific range of threshold values. The proposed approach has improved the overall performance compared to current optimal threshold techniques. Further improvement on this method is in progress to accommodate real time system specification.

Abstract:
In this communication a quantitative modeling approach is applied to construct model for the exchange of gases from open sewer channel to the atmosphere. The data for the exchange of gases of the open sewer channel for the year January 1979 to December 2006 is utilized for the construction of the model. The study reveals that stream flow of the open sewer channel exchanges the toxic gases continuously with time varying scale. We find that the quantitative modeling approach is more parsimonious model for these exchanges. The usual diagnostic tests are applied for the model adequacy. We present a theory for optimal filtering of infinite sets of random signals. There are several new distinctive features of the proposed approach. First, we provide a single optimal filter for processing any signal from a given infinite signal set. Second, the filter is presented in the special form of a sum with p terms where each term is represented as a combination of three operations. Each operation is a special stage of the filtering aimed at facilitating the associated numerical work. Third, an iterative scheme is implemented into the filter structure to provide an improvement in the filter performance at each step of the scheme. The final step of the concerns signal compression and decompression. This step is based on the solution of a new rank-constrained matrix approximation problem. The solution to the matrix problem is described in this paper. A rigorous error analysis is given for the new filter.

Abstract:
The heavy metals pollution in water, sediments and fish of Lake Manzala affected form the disposal of wastewater, industrial and agricultural drainage water into the lake on the environmental situation. A pilot plant with an industrial discharge flow of 135L/h designed according to the activated sludge plant to simulate between the biological and chemical treatment with the addition of alum to the aeration tank with dosages of 100, 150, 200 and 250 mg/L. The industrial discharge had concentrations of Lead and BOD5 with an average range 1.22, 145mg/L respectively. That means the average Pb was high up to 25 times than the allowed permissible concentration. The optimization of the chemical-biological process using 200mg/L Alum dosage compared has improvement of Lead and BOD5 removal efficiency to 61.76% and 56% respectively.

Abstract:
The result of process of territory-s development is the territory-s state of development (TSoD), which is pointed towards the provision and improvement of people-s life conditions. The authors offer to measure the TSoD according to their own developed model. Using the available statistical data regarding the values of model-s elements, the authors empirically show which element mainly determines the TSoD. The findings of the research showed that the key elements of the TSoD are the “Material welfare of people" and “People-s health". Performing a deeper statistical analysis of correlation between these elements, it turned out that it is not so necessary for a country to be bent on trying to increase the material growth of a territory, because a relatively high index of life expectancy at birth could be ensured also by much more modest material resources. On the other hand, the economical feedback of longer lifespan within countries with lower material performance is also relatively low.

Abstract:
This paper deals the energy saving performance of GHP (Gas engine heat pump) air conditioning system has improved with time-series variation. There are two types of air conditioning systems, VRF (Variable refrigerant flow) and central cooling and heating system. VRF is classified as EHP (Electric driven heat pump) and GHP. EHP drives the compressor with electric motor. GHP drives the compressor with the gas engine. The electric consumption of GHP is less than one tenth of EHP does.
In this study, the energy consumption data of GHP installed the junior high schools was collected. An annual and monthly energy consumption per rated thermal output power of each apparatus was calculated, and then their energy efficiency was analyzed. From these data, we investigated improvement of the energy saving of the GHP air conditioning system by the change in the generation.

Abstract:
There are many researches on parameters affecting seismic behavior of steel moment frames. Great deal of these researches considers cover plate connections with or without haunch and direct beam to column connection for exterior columns. Also there are experimental results for interior connections with equal beam depth on both sides but not much research has been performed on the seismic behavior of joints with unequal beam depth. Based on previous experimental results, a series of companion analyses have been set up considering different beam height and connection detailing configuration to investigate the seismic behavior of the connections. Results of this study indicate that when the differences between beams height on both side increases, use of haunch connection system leads to significant improvement in the seismic response whereas other configurations did not provide satisfying results.

Hearing impairment is the number one chronic disability affecting many people in the world. Background noise is particularly damaging to speech intelligibility for people with hearing loss especially for sensorineural loss patients. Several investigations on speech intelligibility have demonstrated sensorineural loss patients need 5-15 dB higher SNR than the normal hearing subjects. This paper describes Discrete Hartley Transform Power Normalized Least Mean Square algorithm (DHT-LMS) to improve the SNR and to reduce the convergence rate of the Least Means Square (LMS) for sensorineural loss patients. The DHT transforms n real numbers to n real numbers, and has the convenient property of being its own inverse. It can be effectively used for noise cancellation with less convergence time. The simulated result shows the superior characteristics by improving the SNR at least 9 dB for input SNR with zero dB and faster convergence rate (eigenvalue ratio 12) compare to time domain method and DFT-LMS.Keywords: Hearing Impairment, DHT-LMS, Convergence rate, SNR improvement.

Current air conditioning system is using refrigerant as the cooling medium. The main purpose of this study is to develop an air conditioning system using chill water as the cooling medium. In this system, chill water used to replace refrigerant as the cooling medium. This study is focus on the split type unit air conditioning system only. It will be involving some renovation on the indoor unit and freezer. The cooling capability of this system was validate by few series of testing, which conducted at standard 36m3 office room. Result of the testing found that 0.1 m3 of chill water is able to maintain the room temperature within standard up to 4 ~ 8 hours. It expected able to maintain room temperature up to 10 hour with some improvement.Keywords: Chill water, air-condition, office room.

Abstract:
The present paper examines the impact noise transmission through some floor building assemblies. The Acoubat software numerical simulation has been used to simulate the impact noise transmission through different floor configurations used in Algerian construction mode. The results are compared with the available measurements. We have developed two experimental methods, i) field method, and ii) laboratory method using Brüel and Kjær equipments. The results show that the different cases of floor configurations need some improvement to ensure the acoustic comfort in the receiving apartment. The recommended value of the impact sound level in the receiving room should not exceed 58 dB. The important results obtained in this paper can be used as platform to improve the Algerian building acoustic regulation aimed at the construction of the multi-storey residential building.Keywords: Impact noise, building acoustic, floor insulation, resilient material.

Abstract:
The commercial white tyres are usually used for forklifts in food and medicine industries. Conventionally, silica is used as reinforcement in the tyres. However, the adhesion between silica particles and rubber is remarkably poor. To improve the problem of adhesion and hence enhance wear resistance, modification of silica surface is one of the solutions. In this work, the natural rubber compound blending with polyisoprene-coated silica prepared by admicellar polymerization technique was studied to compare with the natural rubber compound of unmodified silica. The surface characterization of modified silica was also examined by SEM, FTIR, and TGA. The results show that polyisoprene-coated silica/natural rubber compound gave better overall mechanical properties, especially wear resistance with the improvement of the adhesion between silica and natural rubber matrix that can be seen in the SEM micrograph.

The purpose of suspension system in automobiles is to improve the ride comfort and road handling. In this research the ride and handling performance of a specific automobile with passive suspension system is compared to a proposed fuzzy logic semi active suspension system designed for that automobile. The bodysuspension- wheel system is modeled as a two degree of freedom quarter car model. MATLAB/SIMULINK [1] was used for simulation and controller design. The fuzzy logic controller is based on two inputs namely suspension velocity and body velocity. The output of the fuzzy controller is the damping coefficient of the variable damper. Abstract:
In this paper, an approach for the liver tumor detection in computed tomography (CT) images is represented. The detection process is based on classifying the features of target liver cell to either tumor or non-tumor. Fractional differential (FD) is applied for enhancement of Liver CT images, with the aim of enhancing texture and edge features. Later on, a fusion method is applied to merge between the various enhanced images and produce a variety of feature improvement, which will increase the accuracy of classification. Each image is divided into NxN non-overlapping blocks, to extract the desired features. Support vector machines (SVM) classifier is trained later on a supplied dataset different from the tested one. Finally, the block cells are identified whether they are classified as tumor or not. Our approach is validated on a group of patients’ CT liver tumor datasets. This paper deals with use of pond ash and RBI Grade 81 for improvement in CBR values of clayey soil and grade-III materials used for base course of flexible pavement. The pond ash is a thermal power plant waste and RBI Grade 81 is chemical soil stabilizer. The geotechnical properties like Maximum Dry Density (MDD), Optimum Moisture Content (OMC), Unconfined Compressive Strength (UCS), CBR value and Differential Free Swell (DFS) index of soil are tested in the laboratory for different mixes of soil, pond ash and RBI Grade 81 for different proportions. The mixes of grade-III material, pond ash and RBI Grade 81 tested for CBR test. From the study it is found that the geotechnical properties of clayey soil are improved significantly, if pond ash added with RBI Grade 81. The optimum mix recommended for subgrade is soil: pond ash: RBI Grade 81 in proportions of 76:20:4. The CBR value of grade-III base course treated with 20% pond ash and 4% RBI Grade 81 is increased by 125.93% as compared to untreated grade-III base course.

Thepurpose of the research is to characterize the levels of satisfaction of the students in e-learning post-graduate courses, taking into account specific dimensions of the course which were considered as benchmarks for the quality of this type of online learning initiative, as well as the levels of satisfaction towards each specific indicator identified in each dimension. It was also an aim of this study to understand how thesedimensions relate to one another. Using a quantitative research approach in the collection and analysis of the data, the study involves the participation of the students who attended on e-learning course in 2010/2011. The conclusions of this study suggest that online students present relatively high levels of satisfaction, which points towards a positive experience during the course. It is possible to note that there is a correlation between the different dimensions studied, consequently leading to different improvement strategies. Ultimately, this investigation aims to contribute to the promotion of quality and the success of e-learning initiatives in Higher Education.Keywords: e-learning, higher education, quality, students satisfaction

The participants were randomly divided into an experimental group and a control group. The electronic balance board was used for testing of postural stability. All participants trained for 18 hours at the time of experiment without any special form of coordination programme. The experimental group performed 90 minutes plus of coordination exercise. The result showed that differences between pre-test and post-test occurred in the experimental group. It was used the nonparametric Wilcoxon t-test for paired samples (p=0.012; the significance level 95%). We calculated effect size by Cohen´s d. In the experimental group d is 1.96 which indicates a large effect. In the control group d is 0.04 which confirms no significant improvement.

Abstract:
In view of growing competition in the service sector, services are as much in need of modeling, analysis and improvement as business or working processes. Graphical process models are important means to capture process-related know-how for an effective management of the service process. In this contribution, a human performance analysis of process model development paying special attention to model development time and the working method was conducted. It was found that modelers with higher application experience need significantly less time for mental activities than modelers with lower application experience, spend more time on labeling graphical elements, and achieved higher process model quality in terms of activity label quality.Keywords: Model quality, predetermined motion time system, process modeling, working method.

Abstract:
X-ray mammography is the most effective method for the early detection of breast diseases. However, the typical diagnostic signs such as microcalcifications and masses are difficult to detect because mammograms are of low-contrast and noisy. In this paper, a new algorithm for image denoising and enhancement in Orthogonal Polynomials Transformation (OPT) is proposed for radiologists to screen mammograms. In this method, a set of OPT edge coefficients are scaled to a new set by a scale factor called OPT scale factor. The new set of coefficients is then inverse transformed resulting in contrast improved image. Applications of the proposed method to mammograms with subtle lesions are shown. To validate the effectiveness of the proposed method, we compare the results to those obtained by the Histogram Equalization (HE) and the Unsharp Masking (UM) methods. Our preliminary results strongly suggest that the proposed method offers considerably improved enhancement capability over the HE and UM methods.Keywords: mammograms, image enhancement, orthogonalpolynomials, contrast improvement

Abstract:
Electromagnetic flow meter by measuring the varying of magnetic flux, which is related to the velocity of conductive flow, can measure the rate of fluids very carefully and precisely. Electromagnetic flow meter operation is based on famous Faraday's second Law. In these equipments, the constant magnetostatic field is produced by electromagnet (winding around the tube) outside of pipe and inducting voltage that is due to conductive liquid flow is measured by electrodes located on two end side of the pipe wall. In this research, we consider to 2-dimensional mathematical model that can be solved by numerical finite difference (FD) solution approach to calculate induction potential between electrodes. The fundamental concept to design the electromagnetic flow meter, exciting winding and simulations are come out by using MATLAB and PDE-Tool software. In the last stage, simulations results will be shown for improvement and accuracy of technical provision.

Abstract:
The use of High Order Statistics (HOS) analysis is expected to provide so many candidates of features that can be selected for pattern recognition. More candidates of the feature can be extracted using simple manipulation through a specific mathematical function prior to the HOS analysis. Feature extraction method using HOS analysis combined with Difference to the Nth-Power manipulation has been examined in application for Automatic Modulation Recognition (AMR) to perform scheme recognition of three digital modulation signal, i.e. QPSK-16QAM-64QAM in the AWGN transmission channel. The simulation results is reported when the analysis of HOS up to order-12 and the manipulation of Difference to the Nth-Power up to N = 4. The obtained accuracy rate of AMR using the method of Simple Decision obtained 90% in SNR > 10 dB in its classifier, while using the method of Voted Decision is 96% in SNR > 2 dB.Keywords: modulation, automatic modulation recognition, feature analysis, feature manipulation.

Abstract:
For the improvement of the ability in detecting small calcifications using Ultrasonography (US) we propose a novel indicator of calcifications in an ultrasound B-mode image without decrease in frame rate. Since the waveform of an ultrasound pulse changes at a calcification position, the decorrelation of adjacent scan lines occurs behind a calcification. Therefore, we employ the decorrelation of adjacent scan lines as an indicator of a calcification. The proposed indicator depicted wires 0.05 mm in diameter at 2 cm depth with a sensitivity of 86.7% and a specificity of 100%, which were hardly detected in ultrasound B-mode images. This study shows the potential of the proposed indicator to approximate the detectable calcification size using an US device to that of an X-ray imager, implying the possibility that an US device will become a convenient, safe, and principal clinical tool for the screening of breast cancer.Keywords: Ultrasonography, Calcification, Decorrelation, Forward scattered wave
