5133 The Impact of University League Tables on the Development of Non-Elite Universities. A Case Study of England
Authors: Lois Cheung
Abstract:
This article examines the impact of League Tables on non-elite universities in the English higher education system. The purpose of this study is to explore the use of rankings in strategic planning by low-ranked universities in this highly competitive higher education market. A sample of non-elite universities was selected for a content analysis based on the measures used by The Guardian rankings. Interestingly, these universities care about their rankings within a single national system. The content analysis appears to be an effective approach to investigating the presence of such influences. It is particularly noteworthy that all sampled universities use these measure terminologies in their strategic plans, missions and news coverage on their institutional web-pages. This analysis may be an example of the key challenges that many low-ranking universities in England are probably facing in the highly competitive and diversified higher education market. These universities use rankings to communicate with their stakeholders, mainly students, in order to fill places to secure their major source of funding. The study concludes with comments on the likely effects of the rankings paradigm in undermining the contributions of non-elite universities. Keywords: League tables, measures, post-1992 universities, ranking, strategy
Procedia PDF Downloads 1835132 Teacher Culture Inquiry of Classroom Observation at an Elementary School in Taiwan
Authors: Tsai-Hsiu Lin
Abstract:
Three dimensions of teacher culture hinder educational improvement: individualism, conservatism and presentism. To promote the professional development of teachers, these three aspects in teacher culture should be eliminated. Classroom observation may be a useful method of eliminating individualism. The Ministry of Education in Taiwan has attempted to reduce the isolation of teachers to promote their professional growth. Because classroom observation discourse varies, teachers are generally unwilling to allow their teaching to be observed. However, classroom observations take place in the country in the form of school evaluations. The main purpose of this study was to explore the differences in teachers’ conservatism, individualism and presentism after classroom observations had been conducted at an elementary school in Taiwan. The research method was a qualitative case study involving interviews with the school principal, the director of academic affairs, and two classroom teachers. The following conclusions were drawn: (1) Educators in different positions viewed classroom observations differently; (2) The classroom teachers did not highly value classroom observation; (3) There was little change in the teachers’ conservatism, individualism and presentism after classroom observation. Keywords: classroom observation, Lortie’s Trinity, teacher culture, teacher professional development

Authors: Masoud Abedi, Abbas Malekpour, Peter Luksch, Mohammad Reza Mojtabaei
Abstract:
The use of short texts in communication has been greatly increasing in recent years. Applying different languages in short texts has led to compulsory use of Unicode strings. These strings need twice the space of common strings, hence, applying algorithms of compression for the purpose of accelerating transmission and reducing cost is worthwhile. Nevertheless, other compression methods like gzip, bzip2 or PAQ due to high overhead data size are not appropriate. The Huffman algorithm is one of the rare algorithms effective in reducing the size of short Unicode strings. In this paper, an algorithm is proposed for compression of very short Unicode strings. At first, every new character to be sent to a destination is inserted in the proposed mapping table. At the beginning, every character is new. In case the character is repeated for the same destination, it is not considered as a new character. Next, the new characters together with the mapping value of repeated characters are arranged through a specific technique and specially formatted to be transmitted. The results obtained from an assessment made on a set of short Persian and Arabic strings indicate that this proposed algorithm outperforms the Huffman algorithm in size reduction. Keywords: Algorithms, Data Compression, Decoding, Encoding, Huffman Codes, Text Communication
Procedia PDF Downloads 3485129 The Efficacy of Contractual Governance on Task and Relationship Conflict in Construction Projects
Authors: Jingya You, Yongqiang Chen, Yuanyuan Hua, Wenqian Wang
Abstract:
Conflict is commonplace in construction projects, and construction projects always involve designing contracts between the owner and the contractor. However, how the contract affects the level of conflict between the owner and the contractor has not been elaborated. The purpose of this paper is to explain the effects of contractual complexity on the level of conflict, including task conflict and relationship conflict, and then to demonstrate the moderating role played by the interdependence between the owner and the contractor. Using data from owners and general contractors in the Chinese construction industry, this research reveals that contractual control will reduce relationship conflict. Contractual coordination will also reduce relationship conflict by the mediating effect of task conflict. Besides, under high joint interdependence, the positive relationship between task conflict and relationship conflict is strengthened, while high interdependence asymmetry has effects on weakening the relationship between task conflict and relationship conflict. The findings provide guidance for contract designers to draft suitable contracts in order to effectively deal with conflict. Additionally, this research implies that project managers should highlight the importance of contract in conflict management. Keywords: construction projects, contract governance, interdependence, relationship conflict, task conflict

Authors: Mohammed Adamu Musa, Shehu Saminu Babba
Abstract:
The technological trend towards waste utilization and cost reduction in industrial processing has attracted use of Rice Husk as a value added material. Both rice husk (RH) and Rice Husk Ash (RHA) has been found suitable for wide range of domestic as well as industrial applications. Therefore, the purpose of this research is to produce high grade sodium silicate from rice husk ash by considering the effect of temperature and time of heating as the process variables. The experiment was performed by heating the rice husk at temperatures 500 °C, 600 °C, 700 °C and 800 °C and time 60min, 90min, 120min and 150min were used to obtain the ash. 1.0M of aqueous sodium hydroxide solution was used to dissolve the silicate from the ash, which contained crude sodium silicate. In addition, the ash was neutralized by adding 5M of HCL until the pH reached 3.5 to give silica gel. At 6000C and 120mins, 94.23% silica was obtained from the RHA. At higher temperatures (700 °C and 800 °C) the percentage yield of silica reduced due to surface melting and carbon fixation in the lattice caused by presence of potassium. For this research, 600 °C is considered to be the optimum temperature for silica production from RHA. Silica produced from RHA can generate aggregate value and can be used in areas such as pulp and paper, plastic and rubber reinforcement industries. Keywords: burning, rice husk, rice husk ash, silica, silica gel, temperature

Authors: Seyed Ali Mohammadiborna, Mehdi Ravanshadnia
Abstract:
Project delays usually detrimentally affect perceptions of project success and can in some instances, result in increased costs and other time-related damages to project stakeholders. One of the realities in the national infrastructure projects is that since the primary stakeholders are state-affiliated, the delay factors of the projects have not been seriously taken into account despite the importance of on-time completion of projects. Project postponement has different economic and social consequences and leads to the technical and economic infeasibility of the infrastructure projects in the form of reduced productivity and exploitation capacity. The present study aimed at investigating delay factors of Iranian national infrastructure projects according to regulatory reports of the Plan and Budget Organization (BPO) of Iran. The present study scrutinized the influence of each of the factors that caused delays in national Iranian infrastructure projects according to the supervision reports of the planning and budget organization in 8 years. For this purpose, the study analyzed the information regarding the impact of 12 key delay factors causing delays in average 4867 projects per year in all provinces. The said factors were classified into the three groups of executive, credit, and financial and environmental-procurement factors. Keywords: delays, infrastructure, projects, regulatory

Abstract:
The purpose of this study is to explore the different facets of growth among micro, small and medium-sized firms in Croatia and to analyze the differences between models designed for all micro, small and medium-sized firms and those in creative industries. Three growth prediction models were designed and tested using the growth of sales, employment and assets of the company as dependent variables. The key drivers of sales growth are: prudent use of cash, industry affiliation and higher share of intangible assets. Growth of assets depends on retained profits, internal and external sources of financing, as well as industry affiliation. Growth in employment is closely related to sources of financing, in particular, debt and it occurs less frequently than growth in sales and assets. The findings confirm the assumption that growth strategies of small and medium-sized enterprises (SMEs) in creative industries have specific differences in comparison to SMEs in general. Interestingly, only 2.2% of growing enterprises achieve growth in employment, assets and sales simultaneously. Keywords: creative industries, growth prediction model, growth determinants, growth measures

Authors: Taghried I. M. Abdel-Magid, Gheida T. A. Al-Khelifa, Ahmed O. Adam, Esra G. A. Mohamed, Saeed M. S. Saeed
Abstract:
The use of pozzolanic materials in concrete industry is facing challenges due to unpredictable behavior of natural materials. Corncob ash (CCA) is considered to be one of the promising plant-based materials that possess cementitious properties. Corn is one of the major planted crops in Sudan. Corncob is considered as waste and normally thrown away or burnt. The main purpose of this research was to test the hypothesis that CCA can sufficiently replace cement in a concrete mixture or a cement mortar. In this study, CCA was used to replace cement in mortar in three percentages: 0, 20, and 25%. The effect of this replacement was found to be positive in terms of long-term compressive strength, while not as such in short-term compressive strength. In the concrete mix, the introduction of CCA was found to have a positive impact on the slump test characteristics, whereas the early and late compressive strengths deteriorated by approximately 30%. More research is needed in this area to upgrade the efficient use of CCA in cement mortar and concrete properties. Keywords: cementitious materials, compressive strength, corncob ash, pozzolanic materials

Authors: May A. Massoud, R. Harissi
Abstract:
The fundamental principle and overall goal of an Environmental Management System is the concept of continual improvement. The implementation of such a system reveals a commitment to compliance and sustainable development. This research project aims at identifying and evaluating the prospects and challenges facing the adoption of ISO 14001 standard in the higher education system of Lebanon. It examines the corresponding barriers, drivers and incentives associated with the implementation of the standard. For this purpose, primary data were collected using quantitative method. The results revealed a significant lack of knowledge and sense of responsibility towards ISO 14001 standard and environmental accountability. Improving educational and social responsibility, improving environmental performance and enhancing institution image are the most noticeable drivers to adopt ISO 14001. The main perceived barriers for acquiring the standard are unclear benefits of ISO 14001, the lack of government support and the fact that the standard is not seen as a priority by top management. Lebanese Higher Education institutions are far likely to consider ISO 14001 before having proper accreditation programs or until ISO 14001 become widely-known in the Lebanese economic sectors. Keywords: ISO 14001, higher education institution, environmental management, system

Abstract:
The purpose of this research is to facilitate productivity advances in agriculture. To accomplish this, we developed an automatic three-dimensional (3D) recording system for growth of field crops that consists of a number of inexpensive modules: a very low-cost stereo camera, a couple of ZigBee wireless modules, a Raspberry Pi single-board computer, and a third generation (3G) wireless communication module. Our system uses an inexpensive Web stereo camera in order to keep total costs low. However, inexpensive video cameras record low-resolution images that are very noisy. Accordingly, in order to resolve these problems, we adopted a deep learning method. Based on the results of extended period of time operation test conducted without the use of an external power supply, we found that by using Super-Resolution Convolutional Neural Network method, our system could achieve a balance between the competing goals of low-cost and superior performance. Our experimental results showed the effectiveness of our system. Keywords: 3D plant data, automatic recording, stereo camera, deep learning, image processing

Authors: Zahid Ahmad, Nosheen Imran, Nauman Ali, Farah Amir
Abstract:
The objective of the study is to forecast the US Dollar and Pak Rupee exchange rate by using time series models. For this purpose, daily exchange rates of US and Pakistan for the period of January 01, 2007 - June 2, 2017, are employed. The data set is divided into in sample and out of sample data set where in-sample data are used to estimate as well as forecast the models, whereas out-of-sample data set is exercised to forecast the exchange rate. The ADF test and PP test are used to make the time series stationary. To forecast the exchange rate ARIMA model and GARCH model are applied. Among the different Autoregressive Integrated Moving Average (ARIMA) models best model is selected on the basis of selection criteria. Due to the volatility clustering and ARCH effect the GARCH (1, 1) is also applied. Results of analysis showed that ARIMA (0, 1, 1 ) and GARCH (1, 1) are the most suitable models to forecast the future exchange rate. Further the GARCH (1,1) model provided the volatility with non-constant conditional variance in the exchange rate with good forecasting performance. This study is very useful for researchers, policymakers, and businesses for making decisions through accurate and timely forecasting of the exchange rate and helps them in devising their policies. Keywords: exchange rate, ARIMA, GARCH, PAK/USD

Abstract:
International Conference on Architectural Engineering and Skyscraper (ICAES 2016) on January 18 - 19, 2016 is aimed to exchange new ideas and application experiences face to face, to establish business or research relations and to find global partners for future collaboration. Therefore, we are very keen to participate and share our issues in order to get valuable feedbacks of the conference participants. Urbanization is a controversial issue all around the world. Substandard and unplanned urbanization has many implications on a social, cultural and economic situation of population life. Unplanned and illegal construction has become a critical issue in Afghanistan particularly Kabul city. In addition, lack of municipal bylaws, poor municipal governance, lack of development policies and strategies, budget limitation, low professional capacity of ainvolved private sector in development and poor coordination among stakeholders are the other factors which made the problem more complicated. The main purpose of this research paper is to review urbanization pattern of Kabul city and find out the improvement solutions and to evaluate the increasing of population density which caused vast illegal and unplanned development which finally converts the Kabul city to a slam area as the whole. The Kabul city Master Plan was reviewed in the year 1978 and revised for the planned 2million population. In 2001, the interim administration took place and the city became influx of returnees from neighbor countries and other provinces of Afghanistan mostly for the purpose of employment opportunities, security and better quality of life, therefore, Kabul faced with strange population growth. According to Central Statistics Organization of Afghanistan population of Kabul has been estimated approx. 5 million (2015), however a new Master Plan has been prepared in 2009, but the existing challenges have not been dissolved yet. On the other hand, 70% of Kabul population is living in unplanned (slam) area and facing the shortage of drinking water, inexistence of sewerage and drainage network, inexistence of proper management system for solid waste collection, lack of public transportation and traffic management, environmental degradation and the shortage of social infrastructure. Although there are many problems in Kabul city, but still the development of 22 townships are in progress which caused the great attraction of population. The research is completed with a detailed analysis on four main issues such as elimination of duplicated administrations, Development of regions, Rehabilitation and improvement of infrastructure, and prevention of new townships establishment in Kabul Central Core in order to mitigate the problems and constraints which are the foundation and principal to find the point of departure for an objective based future development of Kabul city. The closure has been defined to reflect the stage-wise development in light of prepared policy and strategies, development of a procedure for the improvement of infrastructure, conducting a preliminary EIA, defining scope of stakeholder’s contribution and preparation of project list for initial development. In conclusion this paper will help the transformation of Kabul city. Keywords: development of regions, illegal construction, population density, urbanization pattern

Authors: Agne Andrijauskaite
Abstract:
The observance of procedural rights by administrative authorities is essential for the effective implementation of subjective rights and is part and parcel of the notion of good governance. Whilst a lot of legal scholarship addresses the scope and content of such rights under the European Union legal framework, a very limited attention is given to their application in the case law of European Court of Human Rights (ECtHR) despite its growing engagement with the subject. This paper written as a part of a wider project on the development of pan-European principles of good administration by the Council of Europe aims to fill this lacuna. This will be done by delimiting the scope and extent of individual procedural safeguards through an analysis of the practice of the ECtHR. The right to be heard, the right to access the files and the right to a decision in reasonable time by administrative authorities will be selected as loci classici for the purpose of this article. The results presented in the paper should contribute to the awareness of growing body of ECtHR’s case-law revolving around administrative procedural law and the growing debate on the notion of good governance found therein within academic community. Keywords: European Court of Human Rights, good governance, procedural rights, procedural Law

Authors: Mounia El Hafyani, Khalid El Himdi
Abstract:
Precipitation is one of the key variables in water resource planning. The importance of modeling wet and dry durations is a crucial pointer in engineering hydrology. The objective of this study is to model and analyze the distribution of wet and dry durations. For this purpose, the daily rainfall data from 1967 to 2017 of the Moroccan city of Kenitra’s station are used. Three models are implemented for the distribution of wet and dry durations, namely the first-order Markov chain, the second-order Markov chain, and the truncated negative binomial law. The adherence of the data to the proposed models is evaluated using Chi-square and Kolmogorov-Smirnov tests. The Akaike information criterion is applied to assess the most effective model distribution. We go further and study the law of the number of wet and dry days among k consecutive days. The calculation of this law is done through an algorithm that we have implemented based on conditional laws. We complete our work by comparing the observed moments of the numbers of wet/dry days among k consecutive days to the calculated moment of the three estimated models. The study shows the effectiveness of our approach in modeling wet and dry durations of daily precipitation. Keywords: Markov chain, rainfall, truncated negative binomial law, wet and dry durations

Abstract:
Technologies that are developing quickly are being developed daily in a variety of disciplines, particularly the medical field. For the purpose of detecting bone fractures in X-ray pictures of different body segments, our work compares the ResNet-50 and MobileNetV3 architectures. It evaluates accuracy and computing efficiency with X-rays of the elbow, hand, and shoulder from the MURA dataset. Through training and validation, the models are evaluated on normal and fractured images. While ResNet-50 showcases superior accuracy in fracture identification, MobileNetV3 showcases superior speed and resource optimization. Despite ResNet-50’s accuracy, MobileNetV3’s swifter inference makes it a viable choice for real-time clinical applications, emphasizing the importance of balancing computational efficiency and accuracy in medical imaging. We created a graphical user interface (GUI) for MobileNet V3 model bone fracture detection. This research underscores MobileNetV3’s potential to streamline bone fracture diagnoses, potentially revolutionizing orthopedic medical procedures and enhancing patient care. Keywords: CNN, MobileNet V3, ResNet-50, healthcare, MURA, X-ray, fracture detection

Abstract:
In the global information society, the importance of the Internet cannot be overemphasized. Africa needs access to the powerful information and communication tools of the Internet in order to obtain the resources and efficiency essential for sustainable development. Unfortunately, in 2013, the data from Internetworldstats showed only 15% of African populations have access to Internet. This relative low Internet penetration rate signals a problem that may threaten the economic development, governmental efficiency, and ultimately the global competitiveness of African countries. Many initiatives were undertaken to bring the benefits of the global information revolution to the people of Africa, through connection to the Internet and other Global Information Infrastructure technologies. The purpose is to understand differences between socio-economically advantaged and disadvantaged internet users. From that, we will determine what prevents disadvantaged groups from benefiting from Internet usage. Data were collected through a survey from Internet users in Ivory Coast. The results reveal that Personal network exposure, Self-efficacy and Availability are the key drivers of continued use intention for the socio-economically disadvantaged group. The theoretical and practical implications are also described. Keywords: digital inequality, internet, integrative model, socio-economically advantaged and disadvantaged, use continuance, Africa

Abstract:
In the car dealership industry in Japan, the sales specialist is a key factor in the success of the company. I hypothesize that when a company understands the characteristics of sales professionals in its industry, it is easier to recruit and train salespeople effectively. Lean human resources management ensures the economic success and performance of companies, especially small and medium-sized companies. The purpose of the article is to determine the characteristics of sales specialists for small and medium-sized car dealerships using the chi-square test and the proximate variable model. Accordingly, the results show that career change experience, learning ability and product knowledge are important, while university education, career building through internal transfer, leadership experience and people development are not important for becoming a sales professional. I also show that the characteristics of sales specialists are perseverance, humility, improvisation and passion for business. Keywords: electronics engineering, marketing, sales, E-commerce digitalization, interactive systems, sales process ARIMA models, sales demand forecasting, time series, R codetraits of sales professionals, variable precision rough sets theory, sales professional, sales professionals

Authors: Rashmi D. G., Aishwarya G., Niharika M. K.
Abstract:
Purpose: Free recall tasks target cognitive and linguistic processes like episodic memory, lexical access and retrieval. Consequently, the free recall paradigm is suitable for assessing memory deterioration caused by aging; this also depends on linguistic factors, including the use of first and second languages and their relative ability. Hence, the present study aimed to determine if aging has an effect on visual and auditory recall abilities. Method: Twenty young adults (mean age: 25.4±0.99) and older adults (mean age: 63.3±3.51) participated in the study. Participants performed a free recall task under two conditions – related and unrelated and two modalities - visual and auditory where they were instructed to recall as many items as possible with no specific order and time limit. Results: Free recall performance was calculated as the mean number of correctly recalled items. Although younger participants recalled a higher number of items, the performance across conditions and modality was variable. Conclusion: In summary, the findings of the present study revealed an age-related decline in the efficiency of episodic memory, which is crucial to remember recent events. Keywords: recall, episodic memory, aging, modality
