388 The Role of Social Civil Competencies in Organizational Performance

Abstract:
The European Union supports social and civil competencies as being a core element to develop sustainability of organizations, people and regions. These competencies are fundamental for the well-being of the community because they include interpersonal, intrapersonal as well as their civil, active and democratic participation in organizations. The combination of these competencies reveals the organizational socio-emotional maturity and allows relevant levels of performance. It also allows the development of various capitals, namely, human, structural, relational and social, with direct influence on performance. But along this path, the emotional aspect has not been valued as a capital, given that contemporary society is based on knowledge capital and is flooded with information viewed as a capital. The present study, based on the importance of these socio-emotional capitals, aims to show that the competencies of cooperation, interpersonal understanding, empathy, kindness, ability to listen, and tolerance, to mention a few, are strategic in consolidating knowledge within organizations. This implies that the humanizing processes, both inside and outside the organizations, are revitalized. The question is how to go about doing this and its implementation; as well as, where to begin and which guidelines to take on. These are the foci that guide the present study, bearing in mind the directions of the knowledge economy.

Abstract:
A core/trunk exoskeleton design has been produced that is aimed to assist the raise to stand motion. A 3D model was produced to examine the use of additive manufacturing as a core method for producing structural components for the exoskeleton presented. The two materials that were modelled for this simulation work were Polylatic acid (PLA) and polyethylene terephthalate with carbon (PET-C), and the central spinal cord of the design being Nitrile rubber. The aim of this study was to examine the use of 3D printed materials as the main skeletal structure to support the core of a human when moving raising from a resting position. The objective in this work was to identify if the 3D printable materials could be offered as an equivalent alternative to conventional more expensive materials, thus allow for greater access for production for home maintenance. A maximum load of lift force was calculated, and this was incrementally reduced to study the effects on the material. The results showed a total number of 8 simulations were run to study the core in conditions with no muscular support through to 90% of operational support. The study presents work in the form of a core/trunk exoskeleton that presents 3D printing as a possible alternative to conventional manufacturing.

Abstract:
The reduction in dapped end beams depth nearby the supports tends to produce stress concentration and hence results in shear cracks, if it does not have an adequate reinforcement detailing. This study investigates numerically the efficiency of applying different external strengthening techniques to the dapped end of such beams. A two-dimensional finite element model was built to predict the structural behavior of dapped ends strengthened with different techniques. The techniques included external bonding of the steel angle at the re-entrant corner, un-bounded bolt anchoring, external steel plate jacketing, exterior carbon fiber wrapping and/or stripping and external inclined steel plates. The FE analysis results are then presented in terms of the ultimate load capacities, load-deflection and crack pattern at failure. The results showed that the FE model, at various stages, was found to be comparable to the available test data. Moreover, it enabled the capture of the failure progress, with acceptable accuracy, which is very difficult in a laboratory test.Keywords: Dapped-end beams, finite element, shear failure, strengthening techniques, reinforced concrete, numerical investigation.

Abstract:
This research paper presents a framework for classifying Magnetic Resonance Imaging (MRI) images for Dementia. Dementia, an age-related cognitive decline is indicated by degeneration of cortical and sub-cortical structures. Characterizing morphological changes helps understand disease development and contributes to early prediction and prevention of the disease. Modelling, that captures the brain’s structural variability and which is valid in disease classification and interpretation is very challenging. Features are extracted using Gabor filter with 0, 30, 60, 90 orientations and Gray Level Co-occurrence Matrix (GLCM). It is proposed to normalize and fuse the features. Independent Component Analysis (ICA) selects features. Support Vector Machine (SVM) classifier with different kernels is evaluated, for efficiency to classify dementia. This study evaluates the presented framework using MRI images from OASIS dataset for identifying dementia. Results showed that the proposed feature fusion classifier achieves higher classification accuracy.

Abstract:
Optical properties of sputter-deposited ZnS thin films were investigated as potential replacements for CBD(chemical bath deposition) CdS buffer layers in the application of CIGS solar cells. ZnS thin films were fabricated on glass substrates at RT, 150oC, 200oC, and 250oC with 50 sccm Ar gas using an RF magnetron sputtering system. The crystal structure of the thin film is found to be zinc blende (cubic) structure. Lattice parameter of ZnS is slightly larger than CdS on the plane and thus better matched with that of CIGS. Within a 400-800 nm wavelength region, the average transmittance was larger than 75%. When the deposition temperature of the thin film was increased, the blue shift phenomenon was enhanced. Band gap energy of the ZnS thin film tended to increase as the deposition temperature increased. ZnS thin film is a promising material system for the CIGS buffer layer, in terms of ease of processing, low cost, environmental friendliness, higher transparency, and electrical propertiesKeywords: ZnS thin film, Buffer layer, CIGS, Solar cell.

Abstract:
The Ottawa Charter for Health Promotion proposed that the role of health services should shift the focus from cure to prevention. Nowadays, besides having physical examinations, people could also conduct genetic tests to provide important information for diagnosing, treating, and/or preventing illnesses. However, because of the incompletion of the Chinese Genetic Database, people in Taiwan were still unfamiliar with genetic testing. The purposes of the present study were to: (1) Figure out people’s attitudes towards genetic testing. (2) Examine factors that influence people’s intention to pursue genetic testing by means of the Health Belief Model (HBM). A pilot study was conducted on 249 Taiwanese in 2017 to test the feasibility of the self-developed instrument. The reliability and construct validity of scores on the self-developed questionnaire revealed that this HBM-based questionnaire with 40 items was a well-developed instrument. A total of 542 participants were recruited and the valid participants were 535 (99%) between the ages of 20 and 86. Descriptive statistics, one-way ANOVA, two-way contingency table analysis, Pearson’s correlation, and stepwise multiple regression analysis were used in this study. The main results were that only 32 participants (6%) had already undergone genetic testing; moreover, their attitude towards genetic testing was more positive than those who did not have the experience. Compared with people who never underwent genetic tests, those who had gone for genetic testing had higher self-efficacy, greater intention to pursue genetic testing, had academic majors in health-related fields, had chronic and genetic diseases, possessed Catastrophic Illness Cards, and all of them had heard about genetic testing. The variables that best predicted people’s intention to pursue genetic testing were cues to action, self-efficacy, and perceived benefits (the three variables all correlated with one another positively at high magnitudes). To sum up, the HBM could be effective in designing and identifying the needs and priorities of the target population to pursue genetic testing.

Abstract:
The seismic responses of steel buildings with semirigid post-tensioned connections (PC) are estimated and compared with those of steel buildings with typical rigid (welded) connections (RC). The comparison is made in terms of global and local response parameters. The results indicate that the seismic responses in terms of interstory shears, roof displacements, axial load and bending moments are smaller for the buildings with PC connection. The difference is larger for global than for local parameters, which in turn varies from one column location to another. The reason for this improved behavior is that the buildings with PC dissipate more hysteretic energy than those with RC. In addition, unlike the case of buildings with WC, for the PC structures the hysteretic energy is mostly dissipated at the connections, which implies that structural damage in beams and columns is not significant. According to these results, steel buildings with PC are a viable option in high seismicity areas because of their smaller response and self-centering connection capacity as well as the fact that brittle failure is avoided.

Abstract:
Complex statistical analysis of stresses in concrete slab of the real type of rigid pavement is performed. The computational model of the pavement is designed as a spatial (3D) model, is based on a nonlinear variant of the finite element method that respects the structural nonlinearity, enables to model different arrangement of joints, and the entire model can be loaded by the thermal load. Interaction of adjacent slabs in joints and contact of the slab and the subsequent layer are modeled with help of special contact elements. Four concrete slabs separated by transverse and longitudinal joints and the additional subgrade layers and soil to the depth of about 3m are modeled. The thickness of individual layers, physical and mechanical properties of materials, characteristics of joints, and the temperature of the upper and lower surface of slabs are supposed to be random variables. The modern simulation technique Updated Latin Hypercube Sampling with 20 simulations is used for statistical analysis. As results, the estimates of basic statistics of the principal stresses s1 and s3 in 53 points on the upper and lower surface of the slabs are obtained.Keywords: concrete, FEM, pavement, simulation.

Abstract:
3D concrete printing is one of the most innovative and modern techniques in the field of construction that achieved several milestones in that field for the following advantages: saving project’s time, ability to execute complicated shapes, reduce waste and low cost. However, the concept of 3D printing in UAE is relatively new where construction teams, including clients, consultants, and contractors, do not have the required knowledge and experience in the field. This is the most significant obstacle for the construction parties, which make them refrained from using 3D concrete printing compared to conventional concreting methods. This study shows the historical development of the 3D concrete printing, its advantages, and the challenges facing this innovation. Concrete mixes and materials have been proposed and evaluated to select the best combination for successful 3D concrete printing. The main characteristics of the 3D concrete printing in the fresh and hardened states are considered, such as slump test, flow table, compressive strength, tensile, and flexural strengths. There is need to assess the structural stability of the 3D concrete by testing the bond between interlayers of the concrete.

Abstract:
Proof of controlling crack width is a basic condition for securing suitable performance in serviceability limit state. The cracking in concrete can occur at any time from the casting of time to the years after the concrete has been set in place. Most codes struggle with offering procedure for crack width calculation. There is lack in availability of design charts for designers to compute crack width with ease. The focus of the study is to utilize design charts and parametric equations in calculating crack width with minimum error. The paper contains a simplified procedure to calculate crack width for reinforced concrete (RC) sections subjected to bending with axial tensile force following the guidelines of Euro code [DS EN-1992-1-1 & DS EN-1992-1-2]. Numerical examples demonstrate the application of the suggested procedure. Comparison with parallel analytical tools supports the validity of result and show the percentage deviation of crack width in both the procedures. The technique is simple, user friendly and ready to evolve for a greater spectrum of section sizes and materials.

Un-doped GaN film of thickness 1.90 mm, grown on sapphire substrate were uniformly implanted with 325 keV Mn+ ions for various fluences varying from 1.75 x 1015 - 2.0 x 1016 ions cm-2 at 3500 C substrate temperature. The structural, morphological and magnetic properties of Mn ion implanted gallium nitride samples were studied using XRD, AFM and SQUID techniques. XRD of the sample implanted with various ion fluences showed the presence of different magnetic phases of Ga3Mn, Ga0.6Mn0.4 and Mn4N. However, the compositions of these phases were found to be depended on the ion fluence. AFM images of non-implanted sample showed micrograph with rms surface roughness 2.17 nm. Whereas samples implanted with the various fluences showed the presence of nano clusters on the surface of GaN. The shape, size and density of the clusters were found to vary with respect to ion fluence. Magnetic moment versus applied field curves of the samples implanted with various fluences exhibit the hysteresis loops. The Curie temperature estimated from zero field cooled and field cooled curves for the samples implanted with the fluence of 1.75 x 1015, 1.5 x 1016 and 2.0 x 1016 ions cm-2 was found to be 309 K, 342 K and 350 K respectively.Keywords: GaN, Ion implantation, XRD, AFM, SQUID

Abstract:
In syntactic pattern recognition a pattern can be represented by a graph. Given an unknown pattern represented by a graph g, the problem of recognition is to determine if the graph g belongs to a language L(G) generated by a graph grammar G. The so-called IE graphs have been defined in [1] for a description of patterns. The IE graphs are generated by so-called ETPL(k) graph grammars defined in [1]. An efficient, parsing algorithm for ETPL(k) graph grammars for syntactic recognition of patterns represented by IE graphs has been presented in [1]. In practice, structural descriptions may contain pattern distortions, so that the assignment of a graph g, representing an unknown pattern, to a graph language L(G) generated by an ETPL(k) graph grammar G is rejected by the ETPL(k) type parsing. Therefore, there is a need for constructing effective parsing algorithms for recognition of distorted patterns. The purpose of this paper is to present a new approach to syntactic recognition of distorted patterns. To take into account all variations of a distorted pattern under study, a probabilistic description of the pattern is needed. Abstract:
Organization capacity learning is a process referring to the sum total of individual and collective learning through training programs, experience and experimentation, among others. Today, in-business ongoing training is one of the most important strategies for human capital development and it is crucial to sustain and improve workers’ knowledge and skills. Many organizations, firms and business are adopting a strategy of continuous learning, encouraging employees to learn new skills continually to be innovative and to try new processes and work in order to achieve a competitive advantage and superior business results. This paper uses the Resource Based View and Capacities (RBV) approach to construct a hypothetical relationships model between training and business results. The test of the model is applied on transversal data. A sample of 266 business of Spanish sector service has been selected. A Structural Equation Model (SEM) is used to estimate the relationship between ongoing training, represented by two latent dimension denominated Human and Social Capital resources and economic business results. The coefficients estimated have shown the efficient of some training aspectsexplaining the variation in business results.

Abstract:
The safety and health performances aspects of a building are the most challenging aspect of facility management. It requires a deep understanding by the building managers on the factors that contribute to health and safety performances. This study attempted to develop an explanatory architectural safety performance model for stratified low-cost housing in Malaysia. The proposed Building Safety and Health Performance (BSHP) model was tested empirically through a survey on 308 construction practitioners using partial least squares (PLS) and structural equation modelling (SEM) tool. Statistical analysis results supports the conclusion that architecture, building services, external environment, management approaches and maintenance management have positive influence on safety and health performance of stratified low-cost housing in Malaysia. The findings provide valuable insights for construction industry to introduce BSHP model in the future where the model could be used as a guideline for training purposes of managers and better planning and implementation of building management.

Abstract:
Beam-column elements are defined as structural members subjected to a combination of axial and bending forces. Lateral torsional buckling is one of the major failure modes in which beam-columns that are bent about its strong axis may buckle out of the plane by deflecting laterally and twisting. This study presents a compact closed-form equation that it can be used for calculating critical lateral torsional-buckling load of beam-columns with monosymmetric sections in the presence of a known axial load. Lateral-torsional buckling behavior of beam-columns subjected to constant axial force and various transverse load cases are investigated by using Ritz method in order to establish proposed equation. Lateral-torsional buckling loads calculated by presented formula are compared to finite element model results. ABAQUS software is utilized to generate finite element models of beam-columns. It is found out that lateral-torsional buckling load of beam-columns with monosymmetric sections can be determined by proposed equation and can be safely used in design.Keywords: Lateral-torsional buckling, stability, beam-column, monosymmetric section.

Abstract:
Nowadays use of a new structural bracing system called 'Knee Bracing System' have taken the specialists attention too much. On the other hand nonlinear static analysis procedures in estimate structures performance in earthquake time have taken attention too much. One of these procedure is modal pushover analysis (MPA) procedure. The accuracy of MPA procedure for simple steel moment resisting frame has been verified and considered in Chintanapakdee and Chopra-s article in 2003. Since the accuracy of MPA procedure has not verified for semi-rigid steel frames with knee bracing, we are going to get through with this matter in this study. For this purpose, the selected structures are four frames with different heights, 5 to 20 stories, will be designed according to AISC criteria. Then MPA procedure is used for the same frames with different rigidity percentiles of connections. The results of seismic responses are compared with dynamic nonlinear response history analysis as exact procedure and accuracy of MPA procedure is evaluated. Abstract:
This paper examines the broad array of historic sites from which Chicago common brick has emerged, and the methods this brick has been utilized within and around a new hybrid structure recently completed-and periodically opened to the public, as a private art, architecture, design, and social activism gallery space. Various technical aspects regarding the structural and aesthetic reuse methods of salvaged brick within the interior and exterior of this new Tadao Ando-designed building in Lincoln Park, Chicago, are explored. This paper expands specifically upon the multiple possible origins of Chicago common brick, as well as the extant brick currently composing the surrounding alley which is integral to demarcating the southern site boundary of the old apartment building now gallery. Themes encompassing Chicago’s archeological and architectural history, local resource extraction, and labor practices permeate this paper’s investigation into urban, social and architectural history and building construction technology advancements through time.

Character segmentation is an important preprocessing step for text recognition. In degraded documents, existence of touching characters decreases recognition rate drastically, for any optical character recognition (OCR) system. In this paper we have proposed a complete solution for segmenting touching characters in all the three zones of printed Gurmukhi script. A study of touching Gurmukhi characters is carried out and these characters have been divided into various categories after a careful analysis. Structural properties of the Gurmukhi characters are used for defining the categories. New algorithms have been proposed to segment the touching characters in middle zone, upper zone and lower zone. These algorithms have shown a reasonable improvement in segmenting the touching characters in degraded printed Gurmukhi script. The algorithms proposed in this paper are applicable only to machine printed text. Abstract:
In this paper a method for image dehazing is proposed in lifting wavelet transform domain. Lifting Daubechies (D4) wavelet has been used to obtain the approximate image and detail images. As the haze is contained in low frequency part, only the approximate image is used for further processing. This region is processed by dehazing algorithm based on dark channel prior (DCP). The dehazed approximate image is then recombined with the detail images using inverse lifting wavelet transform. Implementation of lifting wavelet transform has the advantage of auxiliary memory saving, fast implementation and simplicity. Also, the proposed method deals with near white scene problem, blue horizon issue and localized light sources in a way to enhance image quality and makes the algorithm robust. Simulation results present improvement in terms of visual quality, parameters such as root mean square (RMS) contrast, structural similarity index (SSIM), entropy and execution time.

Social ideology, cultural values and principles shaping environment are inferred by environment and structural characteristics of construction site. In other words, this inference manifestation also indicates ideology and culture of its foundation and also applies its principles and values and somehow plays an important role in Cultural Revolution. All human behaviors and artifacts are affected and being influenced by culture. Culture is not abstract concept, it is a spiritual domain that an individual and society grow and develop in it. Social behaviors are affected by environmental comprehension, so the architecture work influences on its audience and it is the environment that fosters social behaviors. Indeed, sustainable architecture should be considered as background of culture for establishing optimal sustainable culture. Since unidentified architecture roots in cultural non identity and abnormalities, so the society possesses identity characteristics and life and as a consequence, the society and architecture are changed by transformation of life style. Abstract:
We present and analyze reliable numerical techniques for simulating complex flow and transport phenomena related to natural gas transportation in pipelines. Such kind of problems are of high interest in the field of petroleum and environmental engineering. Modeling and understanding natural gas flow and transformation processes during transportation is important for the sake of physical realism and the design and operation of pipeline systems. In our approach a two fluid flow model based on a system of coupled hyperbolic conservation laws is considered for describing natural gas flow undergoing hydratization. The accurate numerical approximation of two-phase gas flow remains subject of strong interest in the scientific community. Such hyperbolic problems are characterized by solutions with steep gradients or discontinuities, and their approximation by standard finite element techniques typically gives rise to spurious oscillations and numerical artefacts. Recently, stabilized and discontinuous Galerkin finite element techniques have attracted researchers’ interest. They are highly adapted to the hyperbolic nature of our two-phase flow model. In the presentation a streamline upwind Petrov-Galerkin approach and a discontinuous Galerkin finite element method for the numerical approximation of our flow model of two coupled systems of Euler equations are presented. Then the efficiency and reliability of stabilized continuous and discontinous finite element methods for the approximation is carefully analyzed and the potential of the either classes of numerical schemes is investigated. Abstract:
Steel plate shear walls (SPSWs) in buildings are known to be an effective means for resisting lateral forces. By using un-stiffened walls and allowing them to buckle, their energy absorption capacity will increase significantly due to the postbuckling capacity. The post-buckling tension field action of SPSWs can provide substantial strength, stiffness and ductility. This paper presents the Finite Element Analysis of low yield point (LYP) steel shear walls. In this shear wall system, the LYP steel plate is used for the steel panel and conventional structural steel is used for boundary frames. A series of nonlinear cyclic analyses were carried out to obtain the stiffness, strength, deformation capacity, and energy dissipation capacity of the LYP steel shear wall. The effect of widthto- thickness ratio of steel plate on buckling behavior, and energy dissipation capacities were studied. Abstract:
The performance of sensor-less controlled induction motor drive depends on the accuracy of the estimated speed. Conventional estimation techniques being mathematically complex require more execution time resulting in poor dynamic response. The nonlinear mapping capability and powerful learning algorithms of neural network provides a promising alternative for on-line speed estimation. The on-line speed estimator requires the NN model to be accurate, simpler in design, structurally compact and computationally less complex to ensure faster execution and effective control in real time implementation. This in turn to a large extent depends on the type of Neural Architecture. This paper investigates three types of neural architectures for on-line speed estimation and their performance is compared in terms of accuracy, structural compactness, computational complexity and execution time. Abstract:
Suspended cable structures are most preferable for large spans covering due to rational use of structural materials, but the problem of suspended cable structures is initial shape change under the action of non-symmetrical load. The problem can be solved by increasing of relation of dead weight and imposed load, but this methods cause increasing of materials consumption.Prestressed cable truss usage is another way how the problem of shape change under the action of non-symmetrical load can be fixed. The better results can be achieved if we replace top chord with cable truss with cross web. Rational structure of the cable truss for prestressed cable truss top chord was developed using optimization realized in FEM program ANSYS 12 environment. Single cable and cable truss model work was discovered.Analytical and model testing results indicate, that usage of cable truss with the cross web as a top chord of prestressed cable truss instead of single cable allows to reduce total displacements by 13-16% in the case of non-symmetrical load. In case of uniformly distributed load single cable is preferable.

Abstract:
The first and basic cause of the failure of concrete is repeated freezing (thawing) of moisture contained in the pores, microcracks, and cavities of the concrete. On transition to ice, water existing in the free state in cracks increases in volume, expanding the recess in which freezing occurs. A reduction in strength below the initial value is to be expected and further cycle of freezing and thawing have a further marked effect. By using some experimental parameters like nuclear magnetic resonance variation (NMR), enthalpy-temperature (or heat capacity) variation, we can resolve between the various water states and their effect on concrete properties during cooling through the freezing transition temperature range. The main objective of this paper is to describe the principal type of water responsible for the reduction in strength and structural damage (frost damage) of concrete following repeated freeze –thaw cycles. Some experimental work was carried out at the institute of cryogenics to determine what happens to water in concrete during the freezing transition.

Abstract:
This paper presents a comparative study of static analysis procedure for seismic performance based on UBC-1997 and SBC-301-2007(Saudi Arabia). These building codes define different ductility classes and corresponding response reduction factors based on material, configuration and detailing of reinforcements. Codes differ significantly in specifying the procedures to estimate base shear, drift and effective stiffness of structural members. One of the major improvements made in new SBC (based on IBC-2003) is ground motion parameters used for seismic design. In old SBC (based on UBC) maps have been based on seismic zones. However new SBC provide contour maps giving spectral response quantities. In this approach, a case study of RC frame building located in two different cities and with different ductility classes has been performed. Moreover, equivalent static method based on SBC-301 and UBC-1997 is used to explore the variation in results based on two codes, particularly design base shear, lateral loads and story drifts.

Abstract:
Nitrogen implantation in aluminum and its alloys is acquainted for the difficulties in obtaining modified layers deeper than 200 nm. The present work addresses a new method to overcome such a problem; although, the coating with nitrogen and oxygen obtained by plasma immersion ion implantation (PIII) into a 7075 aluminum alloy surface was too shallow. This alloy is commonly used for structural parts in aerospace applications. Such a layer was characterized by secondary ion mass spectroscopy, electron microscopy, and nanoindentation experiments reciprocating wear tests. From the results, one can assume that the wear of this aluminum alloy starts presenting severe abrasive wear followed by an additional adhesive mechanism. PIII produced a slight difference, as shown in all characterizations carried out in this work. The results shown here can be used as the scientific basis for further nitrogen PIII experiments in aluminum alloys which have the goal to produce thicker modified layers or to improve their surface properties.

Abstract:
Existing underground pipe jacking methods use a reinforcing rod in a steel tube to obtain structural stiffness. However, some problems such as inconvenience of works and expensive materials resulted from limited working space and reinforcing works are existed. To resolve these problems, a new pipe jacking method, namely PST (Prestressed Segment Tunnel) method, was developed which used joint to connect the steel segment and form erection structure. For evaluating the flexural capacity of the PST method structure, a experimental test was conducted. The parameters considered in the test were span-to-depth ratio of segment, diameter of steel tube at the corner, prestressing force, and welding of joint. The flexural behaviours with the effect of load capacity in serviceability state according to different parameters were examined.. The frame with long segments could increase flexural stiffness and the specimen with large diameter of concave corner showed excellent resistance ability to the negative moment. Abstract:
Numerical investigation of the characteristics of an 80° delta wing in combined force-pitch and free-roll is presented. The implicit, upwind, flux-difference splitting, finite volume scheme and the second-order-accurate finite difference scheme are employed to solve the flow governing equations and Euler rigid-body dynamics equations, respectively. The characteristics of the delta wing in combined free-roll and large amplitude force-pitch is obtained numerically and shows a well agreement with experimental data qualitatively. The motion in combined force-pitch and free-roll significantly reduces the lift force and transverse stabilities of the delta wing, which is closely related to the flying safety. Investigations on sensitive factors indicate that the roll-axis moment of inertia and the structural damping have great influence on the frequency and amplitude, respectively. Abstract:
The paper reviews the relationship between spatial and transportation planning in the Southern African Development Community (SADC) region of Sub-Saharan Africa. It argues that most urbanisation in the region has largely occurred subsequent to the 1950s and, accordingly, urban development has been profoundly and negatively affected by the (misguided) spatial and institutional tenets of modernism. It demonstrates how a considerable amount of the poor performance of these settlements can be directly attributed to this. Two factors in particular about the planning systems are emphasized: the way in which programmatic land-use planning lies at the heart of both spatial and transportation planning; and the way on which transportation and spatial planning have been separated into independent processes. In the final section, the paper identifies ways of improving the planning system. Firstly, it identifies the performance qualities which Southern African settlements should be seeking to achieve. Secondly, it focuses on two necessary arenas of change: the need to replace programmatic land-use planning practices with structuralspatial approaches; and it makes a case for making urban corridors a spatial focus of integrated planning, as a way of beginning the restructuring and intensification of settlements which are currently characterised by sprawl, fragmentation and separationKeywords: Corridors, modernism, programmatic planning, structural-spatial planning
