80 Environmental and Economic Scenario Analysis of the Redundant Golf Courses in Japan
Authors: Osamu Saito
Abstract:
Commercial infrastructures intended for use as leisure retreats such as golf and ski resorts have been extensively developed in many rural areas of Japan. However, following the burst of the economic bubble in the 1990s, several existing resorts faced tough management decisions and some were forced to close their business. In this study, six alternative management options for restructuring the existing golf courses (park, cemetery, biofuel production, reforestation, pasturing and abandonment) are examined and their environmental and economic impacts are quantitatively assessed. In addition, restructuring scenarios of these options and an ex-ante assessment model are developed. The scenario analysis by Monte Carlo simulation shows a clear trade-off between GHG savings and benefit/cost (B/C) ratios, of which “Restoring Nature" scenario absorbs the most CO2 among the four scenarios considered, but its B/C ratio is the lowest. This study can be used to select or examine options and scenarios of golf course management and rural environmental management policies. Keywords: golf courses, restructuring and management options, scenario analysis, Tokyo Metropolitan Area.

Authors: Mohammed Amroune, Hadi Sebaa, Tarek Bouktir
Abstract:
Reactive power limit of power system is one of the major causes of voltage instability. The only way to save the system from voltage instability is to reduce the reactive power load or add additional reactive power to reaching the point of voltage collapse. In recent times, the application of FACTS devices is a very effective solution to prevent voltage instability due to their fast and very flexible control. In this paper, voltage stability assessment with SVC and TCSC devices is investigated and compared in the modified IEEE 30-bus test system. The fast voltage stability indicator (FVSI) is used to identify weakest bus and to assess the voltage stability of power system.

Abstract:
Congestion control is one of the fundamental issues in computer networks. Without proper congestion control mechanisms there is the possibility of inefficient utilization of resources, ultimately leading to network collapse. Hence congestion control is an effort to adapt the performance of a network to changes in the traffic load without adversely affecting users perceived utilities. AIMD (Additive Increase Multiplicative Decrease) is the best algorithm among the set of liner algorithms because it reflects good efficiency as well as good fairness. Our control model is based on the assumption of the original AIMD algorithm; we show that both efficiency and fairness of AIMD can be improved. We call our approach is New AIMD. We present experimental results with TCP that match the expectation of our theoretical analysis.

Abstract:
In the square tube subjected to the bending load, the rigidity of the entire square tube is reduced when a collapse occurs due to local stress concentration. Therefore, in this research, the influence of bending load on the square tube with attached energy absorbing part was examined and reported. The analysis was conducted by using Finite Element Method (FEM) to produced bending deflection and buckling points. Energy absorption was compared from rigidity of attached part and square tube body. Buckling point was influenced by the rigidity of attached part and the thickness rate of square tube.

Abstract:
Construction of tunnels is connected with high uncertainty in the field of costs, construction period, safety and impact on surroundings. Risk management became therefore a common part of tunnel projects, especially after a set of fatal collapses occurred in 1990's. Such collapses are caused usually by combination of factors that can be divided into three main groups, i.e. unfavourable geological conditions, failures in the design and planning or failures in the execution. This paper suggests a procedure enabling quantification of the excavation risk related to extraordinary accidents using FTA and ETA tools. It will elaborate on a common process of risk analysis and enable the transfer of information and experience between particular tunnel construction projects. Further, it gives a guide for designers, management and other participants, how to deal with risk of such accidents and how to make qualified decisions based on a probabilistic approach. Keywords: risk quantification, tunnel collapse, ETA, FTA, geotechnical risk

Authors: Hamidou Diallo, Marianne Guille
Abstract:
This paper identifies leading triggers of deficient episodes in terms of GDP growth based on a sample of countries at different stages of development over 1994-2017. Using logit models, we build early warning systems (EWS) and our results show important differences between developing countries (DCs) and advanced economies (AEs). For AEs, the main predictors of the probability of entering in a GDP growth deficient episode are the deterioration of external imbalances and the vulnerability of fiscal position while DCs face different challenges that need to be considered. The key indicators for them are first, the low ability to pay its debts and second, their belonging or not to a common currency area. We also build homogeneous pools of countries inside AEs and DCs. For AEs, the evolution of the proportion of countries in the riskiest pool is marked first, by three distinct peaks just after the high-tech bubble burst, the global financial crisis and the European sovereign debt crisis, and second by a very low minimum level in 2006 and 2007. In contrast, the situation of DCs is characterized first by a relative stability of this proportion and then by an upward trend from 2006, that can be explained by more unfavorable socio-political environment leading to shortcomings in the fiscal consolidation.

Abstract:
Steel extended end plate bolted connections are recommended to be widely utilized in special moment-resisting frame subjected to monotonic loading. Improper design of steel beam to column connection can lead to the collapse and fatality of structures. Therefore comprehensive research studies of beam to column connection design should be carried out. Also the performance and effect of corrugated on the strength of beam column end plate connection up to failure under monotonic loading in horizontal direction is presented in this paper. The non-linear elastic–plastic behavior has been considered through a finite element analysis using the multi-purpose software package LUSAS. Abstract:
Metallic foams have good potential for lightweight structures for impact and blast mitigation. Therefore it is important to find out the optimized foam structure (i.e. cell size, shape, relative density, and distribution) to maximise energy absorption. In this paper, quasistatic compression and microstructural characterization of closed-cell aluminium foams of different pore size and cell distributions have been carried out. We present results for two different aluminium metal foams of density 0.49-0.51 g/cc and 0.31- 0.34 g/cc respectively that have been tested in quasi-static compression. The influence of cell geometry and cell topology on quasistatic compression behaviour has been investigated using optical microscope and computed tomography (micro-CT) analysis. It is shown that the deformation is not uniform in the structure and collapse begins at the weakest point.

The concept of underground improvement is being used in this study to reduce the void of the sand. The sand bentonite mixture was used to bond the ground soil conditions surrounding the pile of integral bridge. The right composition of sand bentonite mixture was proposed based on previous findings. The swelling effect of bentonite also was investigated to ensure there is no adverse impact to the structure of the integral bridge. ScourScour, another name for severe erosion, occurs when the erosive capacity of water resulting from natural and manmade events exceeds the ability of earth materials to resist its effects. Abstract:
This paper aims to examine whether a bubble is present in the housing market of China. Thus, we use the housing price-to-income ratios and housing price-to-rent ratios of 35 cities from 1998 to 2010. The methods of the panel KSS unit root test with a Fourier function and the SPSM process are likewise used. The panel KSS unit root test with a Fourier function considers the problem of non-linearity and structural changes, and the SPSM process can avoid the stationary time series from dominating the result-generated bias. Through a rigorous empirical study, we determine that the housing price-to-income ratios are stationary in 34 of the 35 cities in China. Only Xining is non-stationary. The housing price-to-rent ratios are stationary in 32 of the 35 cities in China. Chengdu, Fuzhou, and Zhengzhou are non-stationary. Overall, the housing bubbles are not a serious problem in China at the time.

Abstract:
The bond mechanism between timber and fibre reinforced polymer (FRP) is relatively complex and is influenced by a number of variables including bond thickness, bond width, bond length, material properties, and geometries. This study investigates the influence of bond thickness on the behaviour of interface, failure mode, and bond strength of externally bonded FRP-to-timber interface. In the present study, 106 single shear joint specimens have been investigated. Experiment results showed that higher layers of FRP increase the ultimate load carrying capacity of interface; conversely, such increase led to decrease the slip of interface. Moreover, samples with more layers of FRPs may fail in a brittle manner without noticeable warning that collapse is imminent. Keywords: FRP, single shear test, bond thickness, bond strength.

At the same time, we also focus on the collapse of the number of live births, on the changes in the fertility rate by birth rank, as well as on the failure of acquiring the desired number of children. The second part of the study centres upon a survey applied to urban families with 3 and more than 3 offspring. The preliminary analysis highlights the fact that an increased fertility (more than 3rd rank) is triggered by the parents’ above the average material condition and superior education. Abstract:
Fish can breathe freely under water using dissolved oxygen and survive for a long time without going out of the water. A human can also survive under water using dissolved oxygens, if properly used. He needs more dissolved oxygens than the fish, so efficient separation device is required. Since the amount of oxygen contained in water is weak, a person needs a lot of surface area to breathe in water, which leads to a large-sized device. It can be applied to various fields if it is developed as a device which is advantageous to carry in small size. In this paper, we have carried out a study on the effective use of exhalations and proposed the separation characteristics of the gas containing dissolved oxygen in the state of mixed gas considering the components of exhalation. The system was configured to have a fine bubble when the gas mixture injected into the front end of the separator. While the fluid containing the fine bubbles was supplied to the separator, the dissolved gas contained in water was separated using a vacuum pump. The gas separation amount of the separating apparatus with respect to the supplied mixed gas was measured. The amounts of separation of dissolved gas were increased as the amounts of mixed gas supplied were increased.

Authors: Thomas Odaker, Dieter Kranzlmueller, Jens Volkert
Abstract:
We present an approach to triangle mesh simplification designed to be executed on the GPU. We use a quadric error metric to calculate an error value for each vertex of the mesh and order all vertices based on this value. This step is followed by the parallel removal of a number of vertices with the lowest calculated error values. To allow for the parallel removal of multiple vertices we use a set of per-vertex boundaries that prevent mesh foldovers even when simplification operations are performed on neighbouring vertices. We execute multiple iterations of the calculation of the vertex errors, ordering of the error values and removal of vertices until either a desired number of vertices remains in the mesh or a minimum error value is reached. This parallel approach is used to speed up the simplification process while maintaining mesh topology and avoiding foldovers at every step of the simplification. Keywords: Computer graphics, half edge collapse, mesh simplification, precomputed simplification, topology preserving.

Abstract:
This paper presents the design and fabrication of a novel piezoelectric actuator for a gas micro pump with check valve having the advantages of miniature size, light weight and low power consumption. The micro pump is designed to have eight major components, namely a stainless steel upper cover layer, a piezoelectric actuator, a stainless steel diaphragm, a PDMS chamber layer, two stainless steel channel layers with two valve seats, a PDMS check valve layer with two cantilever-type check valves and an acrylic substrate. A prototype of the gas micro pump, with a size of 52 mm × 50 mm × 5.0 mm, is fabricated by precise manufacturing. This device is designed to pump gases with the capability of performing the self-priming and bubble-tolerant work mode by maximizing the stroke volume of the membrane as well as the compression ratio via minimization of the dead volume of the micro pump chamber and channel. By experiment apparatus setup, we can get the real-time values of the flow rate of micro pump and the displacement of the piezoelectric actuator, simultaneously. The primary objectives of transient analysis are to determine the values of transient pressures that can result from flow control operations and to establish the design criteria for system equipment and devices (such as control devices and pipe wall thickness) so as to provide an acceptable level of protection against system failure due to pipe collapse or bursting. Because of the complexity of the equations needed to describe transients, numerical computer models are used to analyze transient flow hydraulics. An effective numerical model allows the hydraulic engineer to analyze potential transient events and to identify and evaluate alternative solutions for controlling hydraulic transients, thereby protecting the integrity of the hydraulic system. Abstract:
Elastoplastic analysis of a structural system involves defining failure/yield criterion, flow rules and hardening rules. The failure/yield criterion defines the limit beyond which the material flows plastically and hardens/softens or remains perfectly plastic before ultimate collapse. The failure/yield criterion is represented geometrically in three/two dimensional Haigh-Westergaard stress-space to facilitate a better understanding of the behavior of the material. In the present study geometric representations in three and two-dimensional stress-space of a few important failure/yield criterion are presented. The criteria presented are the modified forms obtained due to the conditional solutions of the equation of stress invariants. A comparison of the failure/yield surfaces is also presented here to obtain the effectiveness of each of them and it has been found that for identical conditions the Rankine’s criterion gives the largest values of limiting stresses.

Abstract:
Temperature dependence of force of gravitation is one of the fundamental problems of physics. This problem has got special value in connection with that the general theory of relativity, supposing the weakest positive influence of a body temperature on its weight, actually rejects an opportunity of measurement of negative influence of temperature on gravity in laboratory conditions. Really, the recognition of negative temperature dependence of gravitation, for example, means basic impossibility of achievement of a singularity («a black hole») at a gravitational collapse. Laboratory experiments with exact weighing the heated up metal samples, indicating negative influence temperatures of bodies on their physical weight are described. Influence of mistakes of measurements is analyzed. Calculations of distribution of temperature in volume of the bar, agreed with experimental data of time dependence of weight of samples are executed. The physical substantiation of negative temperature dependence of weight of the bodies, based on correlation of acceleration at thermal movement of micro-particles of a body and its absolute temperature, are given.

Abstract:
The paper deals with the analysis of triggering conditions and evolution processes of piping phenomena, in relation to both mechanical and hydraulic aspects. In particular, the aim of the study is to predict slope instabilities triggered by piping, analysing the conditions necessary for a flow failure to occur. Really, the mechanical effect involved in the loads redistribution around the pipe is coupled to the drainage process arising from higher permeability of the pipe. If after the pipe formation, the drainage goes prevented for pipe clogging, the porewater pressure increase can lead to the failure or even the liquefaction, with a subsequent flow slide. To simulate the piping evolution and to verify relevant stability conditions, a iterative coupled modelling approach has been pointed out. As example, the proposed tool has been applied to the Stava Valley disaster (July, 1985), demonstrating that piping might be one of triggering phenomena of the tailings dams collapse. Keywords: Flow failure, liquefaction, modeling, piping, porewater pressure.

Abstract:
It has been always observed that the effectiveness of MIS as a support tool for management decisions degenerate after time of implementation, despite the substantial investments being made. This is true for organizations at the initial stages of MIS implementations, manual or computerized. A survey of a sample of middle to top managers in business and government institutions was made. A large ratio indicates that the MIS has lost its impact on the day-to-day operations, and even the response lag time expands sometimes indefinitely. The data indicates an infant mortality phenomenon of the bathtub model. Reasons may be monotonous nature of MIS delivery, irrelevance, irreverence, timeliness, and lack of adequate detail. All those reasons collaborate to create a degree of degeneracy. We investigate and model as a bathtub model the phenomenon of MIS degeneracy that inflicts the MIS systems and renders it ineffective. A degeneracy index is developed to identify the status of the MIS system and possible remedies to prevent the onset of total collapse of the system to the point of being useless. Keywords: MIS, management theory, information technology, information systems, IS, organizational environment, organizations, degeneracy, organizational change.

Abstract:
Excessive ductility demand on shorter piers is a common problem for irregular bridges subjected to strong ground motion. Various techniques have been developed to reduce the likelihood of collapse of bridge due to failure of shorter piers. This paper presents the new approach to improve the seismic behavior of such bridges using Nitinol shape memory alloys (SMAs). Superelastic SMAs have the ability to remain elastic under very large deformation due to martensitic transformation. This unique property leads to enhanced performance of controlled bridge compared with the performance of the reference bridge. To evaluate the effectiveness of the devices, nonlinear time history analysis is performed on a RC single column bent highway bridge using a suite of representative ground motions. Abstract:
To enhance installation security, a LNG storage in Rudong of Jiangsu province was adopted as a practical work, and it was analyzed by nonlinear finite element method to research overall and local stability performance, as well as the stress and deformation under the action of wind load and self-weight. Results indicate that deformation is tiny when steel mesh maintains as an overall ring, and stress caused by vertical bending moment and tension of bottom tie wire are also in the safe range. However, axial forces of lap reinforcement in adjacent steel mesh exceed the ultimate bearing capacity of tie wire. Hence, tie wires are ruptured; single mesh loses lateral connection and turns into monolithic status as the destruction of overall structure. Further more, monolithic steel mesh is led to collapse by the damage of bottom connection. So, in order to prevent connection failure and enhance installation security, the overlapping parts of steel mesh should be taken more reliable measures.

However, many studies were conducted to investigate the beam to column connection under accidental loads such as fire, blast and impact load to investigate the connection response. The study is a part of a PhD plan to investigate different types of connections under lateral impact load. The conventional test setups, such as cruciform setup, were designed to apply shear forces and bending moment on the connection, whilst, in the lateral impact case, the connection is subjected to combined tension and moment. Hence, a review is presented to introduce the previous test setup that is used to investigate the connection behaviour. Then, the design and fabrication of the novel test setup is presented. Finally, some trial test results to investigate the efficiency of the proposed setup are discussed. The final results indicate that the setup was efficient in terms of the simplicity and strength.

This earthquake is the most powerful know earthquake that has hit Japan with a magnitude 9.0 and with epicenter located at 129 km of Sendai city (off the coast). The earthquake triggered a destructive tsunami with run up height of up to 40 meters that mainly affect cities located on the Pacific Ocean coast of the Tohoku region (north-east region of Japan). Reinforced concrete buildings in general resist the tsunami without collapse however the non-structural elements like panels and ceilings were severely damaged.
