421 The Role of Public Education in Increasing Public Awareness through Mass Media with Emphasis on Newspapers and TV: Coping with Possible Earthquake in Tehran
Authors: Naser Charkhsaz, Ashraf Sadat Mousavi, Navvab Shamspour
Abstract:
This study aimed to evaluate the role of state education in increasing public awareness through mass media (with emphasis on newspapers and TV) coping with possible earthquake in Tehran. All residents aged 15 to 65 who live in the five regions of Tehran (North, South, East, West and Center) during the plan implementation were selected and studied. The required sample size in each region was calculated based on the Cochran formula (n=380). In order to collect and analyze the data, a questionnaire with reliability (82%) and a one-sample t-test has been used, respectively. The results showed that warnings related to the Tehran earthquake affected people in the pre-contemplation stage, while public education through mass media did not promote public awareness about prevention, preparedness and rehabilitation.

Authors: Federica Cornali
Abstract:
Does education matter to the quality of our life? The results of extensive studies offer an affirmative answer to this question: high education levels are positively associated with higher income, with more highly qualified professions, with lower risk of unemployment, with better physical health and also, it is said, with more happiness. However, exploring these relationships is far from straightforward. Aside from educational credentials, what properties distinguish functionally literate individuals? How can their personal level of satisfaction be measured? What are the social mechanisms whereby education affects well-being?Using a literacy index and several measures for well-being developed by secondary analysis of the Adult Literacy and Life Skills Survey database, this investigation examined the relationship between literacy skills and subjective wellbeing in several OECD (Organisation for Economic Co-operation and Development) countries. Special attention was been addressed to Italy, and in particular to two regions representing territorial differences in this country: Piedmont and Campania.

Authors: Yémalin D. Agossou, André Lecomte, Rémi Boissiere, Edmond C. Adjovi, Abdelouahab Khelil
Abstract:
This paper presents a mixed design trial of structural concretes with laterites from Benin. These materials are often the only granular resources readily available in many tropical regions. In the first step concretes were designed with raw laterites, but the performances obtained were rather disappointing in spite of high cement dosages. A detailed physical characterization of these materials then showed that they contained a significant proportion of fine clays, and that the coarsest fraction (gravel) contained a variety of facies, some of which were not very dense or indurated. Washing these laterites, and even the elimination of the most friable grains of the gravel fraction, made it possible to obtain concretes with satisfactory properties in terms of workability, density and mechanical strength. However, they were found to be slightly less stiff than concretes made with more traditional aggregates. It is therefore possible to obtain structural concretes with only laterites and cement but at the cost of eliminating some of their granular constituents.

Abstract:
In this study, the locations and areas of commercial accumulations were detected by using digital yellow page data. An original buffering method that can accurately create polygons of commercial accumulations is proposed in this paper.; by using this method, distribution of commercial accumulations can be easily created and monitored over a wide area. The locations, areas, and time-series changes of commercial accumulations in the South Kanto region can be monitored by integrating polygons of commercial accumulations with the time-series data of digital yellow page data. The circumstances of commercial accumulations were shown to vary according to areas, that is, highly- urbanized regions such as the city center of Tokyo and prefectural capitals, suburban areas near large cities, and suburban and rural areas. Keywords: Commercial accumulations, Spatio-temporal analysis, Urban monitoring, Yellow page data

Authors: Nagesha, G. Hemantha Kumar
Abstract:
Although the level crossing concept has been the subject of intensive investigation over the last few years, certain problems of great interest remain unsolved. One of these concern is distribution of threshold levels. This paper presents a new threshold level allocation schemes for level crossing based on nonuniform sampling. Intuitively, it is more reasonable if the information rich regions of the signal are sampled finer and those with sparse information are sampled coarser. To achieve this objective, we propose non-linear quantization functions which dynamically assign the number of quantization levels depending on the importance of the given amplitude range. Two new approaches to determine the importance of the given amplitude segment are presented. The proposed methods are based on exponential and logarithmic functions. Various aspects of proposed techniques are discussed and experimentally validated. Its efficacy is investigated by comparison with uniform sampling.

Authors: M.Puviyarasan, C.Praveen
Abstract:
In this study, Friction Stir Processing (FSP) a recent grain refinement technique was employed to disperse micron-sized (2 *m) SiCp particles into aluminum alloy AA6063. The feasibility to fabricate bulk composites through FSP was analyzed and experiments were conducted at different traverse speeds and wider volumes of the specimens. Micro structural observation were carried out by employing optical microscopy test of the cross sections in both parallel and perpendicular to the tool traverse direction. Mechanical property including micro hardness was evaluated in detail at various regions on the specimen. The composites had an excellent bonding with aluminum alloy substrate and a significant increase of 30% in the micro hardness value of metal matrix composite (MMC) as to that of the base metal has observed. The observations clearly indicate that SiC particles were uniformly distributed within the aluminum matrix.

Abstract:
A typical definition of the Computer Aided Diagnosis (CAD), found in literature, can be: A diagnosis made by a radiologist using the output of a computerized scheme for automated image analysis as a diagnostic aid. Often it is possible to find the expression Computer Aided Detection (CAD or CADe): this definition emphasizes the intent of CAD to support rather than substitute the human observer in the analysis of radiographic images. In this article we will illustrate the application of CAD systems and the aim of these definitions. Commercially available CAD systems use computerized algorithms for identifying suspicious regions of interest. In this paper are described the general CAD systems as an expert system constituted of the following components: segmentation / detection, feature extraction, and classification / decision making. As example, in this work is shown the realization of a Computer- Aided Detection system that is able to assist the radiologist in identifying types of mammary tumor lesions. Authors: M. Schulze, P. Crespo Del Granado
Abstract:
This paper considers the influence of promotion instruments for renewable energy sources (RES) on a multi-energy modeling framework. In Europe, so called Feed-in Tariffs are successfully used as incentive structures to increase the amount of energy produced by RES. Because of the stochastic nature of large scale integration of distributed generation, many problems have occurred regarding the quality and stability of supply. Hence, a macroscopic model was developed in order to optimize the power supply of the local energy infrastructure, which includes electricity, natural gas, fuel oil and district heating as energy carriers. Unique features of the model are the integration of RES and the adoption of Feed-in Tariffs into one optimization stage. Sensitivity studies are carried out to examine the system behavior under changing profits for the feed-in of RES. With a setup of three energy exchanging regions and a multi-period optimization, the impact of costs and profits are determined. Keywords: Distributed generation, optimization methods, power system modeling, renewable energy.

Abstract:
A new fast growing trend in tourism is ecotourism, in which tourists visit natural ecosystems under low impact, nonconsumptive and locally oriented activities. Through these activities species and habitats are maintained and typically, underdeveloped regions are emphasized. Ecotourism provides a great alternative, especially for rural and undeveloped area. At the same time, despite its many benefits, it also poses many risks for the naturally protected areas. If ecotourism is practiced improperly degradation and irreversible damages could be the unwanted result. In addition, the lack of MSc programs in the field of Ecotourism in Europe makes it a necessity to be developed. Such an MSc program is being implemented with the lead partner the Technical University of Madrid. The entire partnership has six Universities, seven SMEs and one National Park from seven different countries all over Europe. The MSc will have 10 educational modules that will be available online and will prepare professionals that will be able to implement ecotourism in a sustainable way. Only through awareness and education a sustainable ecotourism will be achieved in the protected areas of Europe. Keywords: Sustainability, MSc program, protected areas, Erasmus.

Authors: M. Shahrokhi, F. Rostami, M.A. Md Said, S. Syafalni
Abstract:
It is essential to have a uniform and calm flow field for a settling tank to have high performance. In general, the recirculation zones always occurred in sedimentation tanks. The presence of these regions may have different effects. The nonuniformity of the velocity field, the short-circuiting at the surface and the motion of the jet at the bed of the tank that occurs because of the recirculation in the sedimentation layer, are affected by the geometry of the tank. There are some ways to decrease the size of these dead zones, which would increase the performance. One of the ways is to use a suitable baffle configuration. In this study, the presence of baffle with different position has been investigated by a finite volume method, with VOF (Volume of Fluid) model. Besides, the k-ε turbulence model is used in the numerical calculations. The results indicate that the best position of the baffle is obtained when the volume of the recirculation region is minimized or is divided to smaller part and the flow field trend to be uniform in the settling zone. Keywords: Sedimentation tanks, Baffle, Numerical Modeling, VOF, Circulation Zone

Abstract:
The three steps of the standard one-way nested grid for a regional scale of the third generation WAve Model Cycle 4 (WAMC4) is scrutinized. The model application is enabled to solve the energy balance equation on a coarse resolution grid in order to produce boundary conditions for a smaller area by the nested grid technique. In the present study, the model takes a full advantage of the fine resolution of wind fields in space and time produced by the available U.S. Navy Global Atmospheric Prediction System (NOGAPS) model with 1 degree resolution. The nested grid application of the model is developed in order to gradually increase the resolution from the open ocean towards the South China Sea (SCS) and the Gulf of Thailand (GoT) respectively. The model results were compared with buoy observations at Ko Chang, Rayong and Huahin locations which were obtained from the Seawatch project. In addition, the results were also compared with Satun based weather station which was provided from Department of Meteorology, Thailand. The data collected from this station presented the significant wave height (Hs) reached 12.85 m. The results indicated that the tendency of the Hs from the model in the spherical coordinate propagation with deep water condition in the fine grid domain agreed well with the Hs from the observations. Keywords: energy balance equation, Gulf of Thailand, nested gridapplication, South China Sea, wave model.

Abstract:
In this paper, we present a comparative study between two computer vision systems for objects recognition and tracking, these algorithms describe two different approach based on regions constituted by a set of pixels which parameterized objects in shot sequences. For the image segmentation and objects detection, the FCM technique is used, the overlapping between cluster's distribution is minimized by the use of suitable color space (other that the RGB one). The first technique takes into account a priori probabilities governing the computation of various clusters to track objects. A Parzen kernel method is described and allows identifying the players in each frame, we also show the importance of standard deviation value research of the Gaussian probability density function. Region matching is carried out by an algorithm that operates on the Mahalanobis distance between region descriptors in two subsequent frames and uses singular value decomposition to compute a set of correspondences satisfying both the principle of proximity and the principle of exclusion.

Authors: Abdelgawad, Salah El-Tahawy
Abstract:
This paper aimed to establish econometrical equation models for the Nile delta region in Egypt, which will represent a basement for future predictions of Lumpy skin disease outbreaks and its pathway in relation to climate change. Data of lumpy skin disease (LSD) outbreaks were collected from the cattle farms located in the provinces representing the Nile delta region during 1 January, 2015 to December, 2015. The obtained results indicated that there was a significant association between the degree of the LSD outbreaks and the investigated climate factors (temperature, wind speed, and humidity) and the outbreaks peaked during the months of June, July, and August and gradually decreased to the lowest rate in January, February, and December. The model obtained depicted that the increment of these climate factors were associated with evidently increment on LSD outbreaks on the Nile Delta of Egypt. The model validation process was done by the root mean square error (RMSE) and means bias (MB) which compared the number of LSD outbreaks expected with the number of observed outbreaks and estimated the confidence level of the model. The value of RMSE was 1.38% and MB was 99.50% confirming that this established model described the current association between the LSD outbreaks and the change on climate factors and also can be used as a base for predicting the of LSD outbreaks depending on the climatic change on the future.

The following paper introduces such operators on hand of computer vision application. In this paper a novel method based on fuzzy logic reasoning strategy is proposed for edge detection in digital images without determining the threshold value. The proposed approach begins by segmenting the images into regions using floating 3x3 binary matrix. The edge pixels are mapped to a range of values distinct from each other. The robustness of the proposed method results for different captured images are compared to those obtained with the linear Sobel operator. It is gave a permanent effect in the lines smoothness and straightness for the straight lines and good roundness for the curved lines. Abstract:
This article examines cloudburst-triggered natural hazards mainly flashfloods and landslides in the Uttarakhand Himalaya. It further describes mechanism and implications of natural hazards and illustrates the preventive and mitigation measures. We conducted this study through collection of archival data, case study of cloudburst hit areas, and rapid field visit of the affected regions. In the second week of August 2017, about 50 people died and huge losses to property were noticed due to cloudburst-triggered flashfloods. Our study shows that although cloudburst triggered hazards in the Uttarakhand Himalaya are natural phenomena and unavoidable yet, disasters can be minimized if preventive measures are taken up appropriately. We suggested that construction of human settlements, institutions and infrastructural facilities along the seasonal streams and the perennial rivers should be avoided to prevent disasters. Further, large-scale tree plantation on the degraded land will reduce the magnitude of hazards.

Abstract:
Various players are part of the game in an asymmetric war, all making efforts to provide human security to their own adherents. Although a fragile state is not able to provide sufficient and comprehensive services, it still provides special services and security to the elite; the insurgents as well provide services and security to their associates. The humanitarian organisations, on the other hand, provide some fundamental elements of human security, but only in the regions, they are able to access when possible (if possible). The counterinsurgents (security forces of the state and intervention forces) operate within a narrow band defined by the vision of the responsibility to protect and the perspective of the resolution of the conflict through combat; hence, the possibility to provide human security is shaken at this end. This article examines how each player provides human security from the perspective of freedom from want in order to secure basic and strategic needs, freedom from fear through providing protection against all kinds of violence, and the freedom to live in dignity. It identifies a vicious cycle caused by the intervention of the different players causing a centrifugal force that may lead to disintegration of the nation under war.

Abstract:
With Power system movement toward restructuring along with factors such as life environment pollution, problems of transmission expansion and with advancement in construction technology of small generation units, it is expected that small units like wind turbines, fuel cells, photovoltaic, ... that most of the time connect to the distribution networks play a very essential role in electric power industry. With increase in developing usage of small generation units, management of distribution networks should be reviewed. The target of this paper is to present a new method for optimal management of active and reactive power in distribution networks with regard to costs pertaining to various types of dispersed generations, capacitors and cost of electric energy achieved from network. In other words, in this method it-s endeavored to select optimal sources of active and reactive power generation and controlling equipments such as dispersed generations, capacitors, under load tapchanger transformers and substations in a way that firstly costs in relation to them are minimized and secondly technical and physical constraints are regarded. Because the optimal management of distribution networks is an optimization problem with continuous and discrete variables, the new evolutionary method based on Ant Colony Algorithm has been applied. In this context, evaluation and analysis of hydrological data such as the observed trends, drought and flood prediction of short term flow has great deal of importance. The most accurate selection probability distribution is important to describe the low flow statistics for the studies related to drought analysis. As in many basins In Turkey, Gediz River basin will be affected enough by the drought and will decrease the amount of used water. The aim of this study is to derive appropriate probability distributions for frequency analysis of annual minimum flows at 6 gauging stations of the Gediz Basin. Two different scenarios elaborated by Intergovernmental Panel on Climate Change (IPCC) were evaluated: RCP 4.5 (with more optimistic contour conditions) and 8.5 (with more pessimistic initial conditions). The method used to verify the accuracy of the present model was the Nash coefficient and the Statistical bias, as it better represents these atmospheric patterns. The BESM showed a tendency to overestimate the data of solar radiation projections in most regions of the state of Rio Grande do Sul and through the validation methods adopted by this study, BESM did not present a satisfactory accuracy.

For this purpose, discretized bio-heat transfer equation coupled with Boussinesq equation is analyzed with different anatomical, environmental, and physiological conditions. It is demonstrated that the fluid circulation is formed as a result of thermal gradients in various regions of eye. It is also shown that posterior region of the human eye is less affected by the ambient conditions compared to the anterior segment which is sensitive to the ambient conditions and also to the way the gravitational field is defined compared to the geometry of the eye making the circulations and the thermal field complicated in transient states. The effect of variation in material and boundary conditions guides us to the conclusion that thermal field of a healthy and non-healthy eye can be distinguished via computer simulations.

In this study, the dynamic properties of the 15-storey RC building were identified using ambient motions recorded at several, spatially-distributed locations within each building. Three dimensional pushover analysis (Nonlinear static analysis) was carried out using SAP2000 software incorporating inelastic material properties for concrete, infill and steel. The effect of modeling the building with and without infill walls, on the performance point as well as capacity and demand spectra due to EQ design spectrum function in Madina area has been investigated. ATC- 40 capacity and demand spectra are utilized to get the modification factor (R) for the studied building. The purpose of this analysis is to evaluate the expected performance of structural systems by estimating, strength and deformation demands in design, and comparing these demands to available capacities at the performance levels of interest. The results are summarized and discussed.

Abstract:
With the advance of information technology in the new era the applications of Internet to access data resources has steadily increased and huge amount of data have become accessible in various forms. Obviously, the network providers and agencies, look after to prevent electronic attacks that may be harmful or may be related to terrorist applications. Thus, these have facilitated the authorities to under take a variety of methods to protect the special regions from harmful data. One of the most important approaches is to use firewall in the network facilities. The main objectives of firewalls are to stop the transfer of suspicious packets in several ways. However because of its blind packet stopping, high process power requirements and expensive prices some of the providers are reluctant to use the firewall. In this paper we proposed a method to find a discriminate function to distinguish between usual packets and harmful ones by the statistical processing on the network router logs. By discriminating these data, an administrator may take an approach action against the user. This method is very fast and can be used simply in adjacent with the Internet routers. Keywords: Data Mining, Firewall, Optimization, Packetclassification, Statistical Pattern Recognition.
