1255 Language Policy as an Instrument for Nation Building and Minority Representation: Supporting Cases from South Asia
Authors: Kevin You
Abstract:
Nation-building has been a key consideration in ethno-linguistically diverse post-colonial ‘artificial states’, where ethnic tensions, religious differences and the risk of persecution of minorities are common. Language policy can help with nation-building, but it can also hinder the process. An important challenge is in recognising which language policy to adopt. This article proposes that the designation of a widely used lingua franca as a national language (in an official capacity or otherwise) - in a culturally, ethnically and linguistically diverse post-colonial state - assists its nation-building efforts in the long run. To demonstrate, this paper looks at the cases of Sri Lanka, Indonesia and India: three young nations which together emerged out of the Second World War with comparable colonial experiences, but subsequently adopted different language policies to different effects. Insights presented underscore the significance of inclusive language policy in sustainable nation-building in states with comparable post-colonial experiences.

Abstract:
An accuracy digital map must satisfy the users for two main requirements, first, map must be visually readable and second, all the map elements must be in a good representation. These two requirements hold especially true for map generalization which aims at simplifying the representation of cartographic data. Different scales of maps are very important for any decision in any maps with different scales such as master plan and all the infrastructures maps in civil engineering. Cartographer cannot project the data onto a piece of paper, but he has to worry about its readability. The map layout of any geodatabase is very important, this layout is help to read, analyze or extract information from the map. There are many principles and guidelines of generalization that can be find in the cartographic literature. A manual reduction method for generalization depends on experience of map maker and therefore produces incompatible results. Digital generalization, rooted from conventional cartography, has become an increasing concern in both Geographic Information System (GIS) and mapping fields. This project is intended to review the state of the art of the new technology and help to understand the needs and plans for the implementation of digital generalization capability as well as increase the knowledge of production topographic maps.

Authors: Karolína Vozková, Matěj Kuc
Abstract:
Net fee and commission income is one of the key elements of a bank’s core income. In the current low-interest rate environment, this type of income is gaining importance relative to net interest income. This paper analyses the effects of bank and country specific determinants of net fee and commission income on a set of cooperative banks from European countries in the 2007-2014 period. In order to do that, dynamic panel data methods (system Generalized Methods of Moments) were employed. Subsequently, alternative panel data methods were run as robustness checks of the analysis. Strong positive impact of bank concentration on the share of net fee and commission income was found, which proves that cooperative banks tend to display a higher share of fee income in less competitive markets. This is probably connected with the fact that they stick with their traditional deposit-taking and loan-providing model and fees on these services are driven down by the competitors. Moreover, compared to commercial banks, cooperatives do not expand heavily into non-traditional fee bearing services under competition and their overall fee income share is therefore decreasing with the increased competitiveness of the sector.

Authors: O. Belalia Douma, B. Boukhatem, M. Ghrici
Abstract:
Self-compacting concrete (SCC) developed in Japan in the late 80s has enabled the construction industry to reduce demand on the resources, improve the work condition and also reduce the impact of environment by elimination of the need for compaction. Fuzzy logic (FL) approaches has recently been used to model some of the human activities in many areas of civil engineering applications. Especially from these systems in the model experimental studies, very good results have been obtained. In the present study, a model for predicting compressive strength of SCC containing various proportions of fly ash, as partial replacement of cement has been developed by using Fuzzy Inference System (FIS). For the purpose of building this model, a database of experimental data were gathered from the literature and used for training and testing the model. The used data as the inputs of fuzzy logic models are arranged in a format of five parameters that cover the total binder content, fly ash replacement percentage, water content, superplasticizer and age of specimens. The training and testing results in the fuzzy logic model have shown a strong potential for predicting the compressive strength of SCC containing fly ash in the considered range.

Abstract:
The passive electrical properties of a tissue depends on the intrinsic constituents and its structure, therefore by measuring the complex electrical impedance of the tissue it might be possible to obtain indicators of the tissue state or physiological activity [1]. Complete bio-impedance information relative to physiology and pathology of a human body and functional states of the body tissue or organs can be extracted by using a technique containing a fourelectrode measurement setup. This work presents the estimation measurement setup based on the four-electrode technique. First, the complex impedance is estimated by three different estimation techniques: Fourier, Sine Correlation and Digital De-convolution and then estimation errors for the magnitude, phase, reactance and resistance are calculated and analyzed for different levels of disturbances in the observations. The absolute values of relative errors are plotted and the graphical performance of each technique is compared. Keywords: Electrical Impedance, Fast Fourier Transform, Additive White Gaussian Noise, Total Least Square, Digital De-Convolution, Sine-Correlation.

Abstract:
Steel plate shear walls (SPSWs) in buildings are known to be an effective means for resisting lateral forces. By using un-stiffened walls and allowing them to buckle, their energy absorption capacity will increase significantly due to the postbuckling capacity. The post-buckling tension field action of SPSWs can provide substantial strength, stiffness and ductility. This paper presents the Finite Element Analysis of low yield point (LYP) steel shear walls. In this shear wall system, the LYP steel plate is used for the steel panel and conventional structural steel is used for boundary frames. A series of nonlinear cyclic analyses were carried out to obtain the stiffness, strength, deformation capacity, and energy dissipation capacity of the LYP steel shear wall. The effect of widthto- thickness ratio of steel plate on buckling behavior, and energy dissipation capacities were studied. Good energy dissipation and deformation capacities were obtained for all models. Keywords: low yield point steel, steel plate shear wall, thin plates, elastic buckling, inelastic buckling, post-buckling.

Authors: Meghna Maiti, Utpal Roy
Abstract:
In India, till today, malaria is considered to be one of the significant infectious diseases. Most of the cases regional geographical factors are the principal elements to let the places a unique identity. The incidence and intensity of infectious diseases are quite common and affect different places differently across the nation. The present study aims to identify spatial clusters of hot spots and cold spots of malaria incidence and their seasonal variation during the three periods of 2012-2014, 2015-2017 and 2018-20 in the state of West Bengal in India. As malaria is a vector-borne disease, numbers of positive test results are to be reported by the laboratories to the Department of Health, West Bengal (through the National Vector Borne Disease Control Programme). Data on block-wise monthly malaria positive cases are collected from Health Management Information System (HMIS), Ministry of Health and Family Welfare, Government of India. Moran’s I statistic is performed to assess the spatial autocorrelation of malaria incidence. The spatial statistical analysis mainly Local Indicators of Spatial Autocorrelation (LISA) cluster and Local Geary Cluster are applied to find the spatial clusters of hot spots and cold spots and seasonal variability of malaria incidence over the three periods. The result indicates that the spatial distribution of malaria is clustered during each of the three periods of 2012-2014, 2015-2017 and 2018-20. The analysis shows that in all the cases, high-high clusters are primarily concentrated in the western (Purulia, Paschim Medinipur districts), central (Maldah, Murshidabad districts) and the northern parts (Jalpaiguri, Kochbihar districts) and low-low clusters are found in the lower Gangetic plain (central-south) mainly and northern parts of West Bengal during the stipulated period. Apart from this seasonal variability inter-year variation is also visible. The results from different methods of this study indicate significant variation in the spatial distribution of malaria incidence in West Bengal and high incidence clusters are primarily persistently concentrated over the western part during 2012-2020 along with a strong seasonal pattern with a peak in rainy and autumn. By applying the different techniques in identifying the different degrees of incidence zones of malaria across West Bengal, some specific pockets or malaria hotspots are marked and identified where the incidence rates are quite harmonious over the different periods. From this analysis, it is clear that malaria is not a disease that is distributed uniformly across the state; some specific pockets are more prone to be affected in particular seasons of each year. Disease ecology and spatial patterns must be the factors in explaining the real factors for the higher incidence of this issue within those affected districts. The further study mainly by applying empirical approach is needed for discerning the strong relationship between communicable disease and other associated affecting factors.

Authors: C. Pacheco, A. Cipriano
Abstract:
A new concept of response system is proposed for filling the gap that exists in reducing vulnerability during immediate response to natural disasters. Real Time Early Response Systems (RTERSs) incorporate real time information as feedback data for closing control loop and for generating real time situation assessment. A review of the state of the art on works that fit the concept of RTERS is presented, and it is found that they are mainly focused on manmade disasters. At the same time, in response phase of natural disaster management many works are involved in creating early warning systems, but just few efforts have been put on deciding what to do once an alarm is activated. In this context a RTERS arises as a useful tool for supporting people in their decision making process during natural disasters after an event is detected, and also as an innovative context for applying well-known automation technologies and automatic control concepts and tools.

Abstract:
Suspended cable structures are most preferable for large spans covering due to rational use of structural materials, but the problem of suspended cable structures is initial shape change under the action of non-symmetrical load. The problem can be solved by increasing of relation of dead weight and imposed load, but this methods cause increasing of materials consumption.Prestressed cable truss usage is another way how the problem of shape change under the action of non-symmetrical load can be fixed. The better results can be achieved if we replace top chord with cable truss with cross web. Rational structure of the cable truss for prestressed cable truss top chord was developed using optimization realized in FEM program ANSYS 12 environment. Single cable and cable truss model work was discovered.Analytical and model testing results indicate, that usage of cable truss with the cross web as a top chord of prestressed cable truss instead of single cable allows to reduce total displacements by 13-16% in the case of non-symmetrical load. In case of uniformly distributed load single cable is preferable.

Abstract:
With the rapid increase of complexity in the building industry, professionals in the A/E/C industry were forced to adopt Building Information Modeling (BIM) in order to enhance the communication between the different project stakeholders throughout the project life cycle and create a semantic object-oriented building model that can support geometric-topological analysis of building elements during design and construction. This paper presents a model that extracts topological relationships and geometrical properties of building elements from an existing fully designed BIM, and maps this information into a directed acyclic Elemental Graph Data Model (EGDM). The model incorporates BIM-based search algorithms for automatic deduction of geometrical data and topological relationships for each building element type. Using graph search algorithms, such as Depth First Search (DFS) and topological sortings, all possible construction sequences can be generated and compared against production and construction rules to generate an optimized construction sequence and its associated schedule. Authors: M. A. Stoian, D. M. Cocarta, A. Badea
Abstract:
The main sources of soil pollution due to petroleum contaminants are industrial processes involve crude oil. Soil polluted with crude oil is toxic for plants, animals, and humans. Human exposure to the contaminated soil occurs through different exposure pathways: Soil ingestion, diet, inhalation, and dermal contact. The present study research is focused on soil contamination with heavy metals as a consequence of soil pollution with petroleum products. Human exposure pathways considered are: Accidentally ingestion of contaminated soil and dermal contact. The purpose of the paper is to identify the human health risk (carcinogenic risk) from soil contaminated with heavy metals. The human exposure and risk were evaluated for five contaminants of concern of the eleven which were identified in soil. Two soil samples were collected from a bioremediation platform from Muntenia Region of Romania. The soil deposited on the bioremediation platform was contaminated through extraction and oil processing. For the research work, two average soil samples from two different plots were analyzed: The first one was slightly contaminated with petroleum products (Total Petroleum Hydrocarbons (TPH) in soil was 1420 mg/kgd.w.), while the second one was highly contaminated (TPH in soil was 24306 mg/kgd.w.). In order to evaluate risks posed by heavy metals due soil pollution with petroleum products, five metals known as carcinogenic were investigated: Arsenic (As), Cadmium (Cd), ChromiumVI (CrVI), Nickel (Ni), and Lead (Pb). Results of the chemical analysis performed on samples collected from the contaminated soil evidence soil contamination with heavy metals as following: As in Site 1 = 6.96 mg/kgd.w; As in Site 2 = 11.62 mg/kgd.w, Cd in Site 1 = 0.9 mg/kgd.w; Cd in Site 2 = 1 mg/kgd.w; CrVI was 0.1 mg/kgd.w for both sites; Ni in Site 1 = 37.00 mg/kgd.w; Ni in Site 2 = 42.46 mg/kgd.w; Pb in Site 1 = 34.67 mg/kgd.w; Pb in Site 2 = 120.44 mg/kgd.w. The concentrations for these metals exceed the normal values established in the Romanian regulation, but are smaller than the alert level for a less sensitive use of soil (industrial). Although, the concentrations do not exceed the thresholds, the next step was to assess the human health risk posed by soil contamination with these heavy metals. Results for risk were compared with the acceptable one (10-6, according to World Human Organization). As, expected, the highest risk was identified for the soil with a higher degree of contamination: Individual Risk (IR) was 1.11×10-5 compared with 8.61×10-6.

Abstract:
Floorplanning plays a vital role in the physical design process of Very Large Scale Integrated (VLSI) chips. It is an essential design step to estimate the chip area prior to the optimized placement of digital blocks and their interconnections. Since VLSI floorplanning is an NP-hard problem, many optimization techniques were adopted in the literature. In this work, a music-inspired Harmony Search (HS) algorithm is used for the fixed die outline constrained floorplanning, with the aim of reducing the total chip area. HS draws inspiration from the musical improvisation process of searching for a perfect state of harmony. Initially, B*-tree is used to generate the primary floorplan for the given rectangular hard modules and then HS algorithm is applied to obtain an optimal solution for the efficient floorplan. Inspite of the common Mongoloid origin and lifestyle of majority of the population residing here, sharp differences exist in the status of their socio-economic development. The present paper, through a state-wise analysis, makes an attempt to find out the extent of this disparity, especially on the socio-economic front. It illustrates the situations prevailing in health, education, economic and social cohesion sector. Discussion on the implications of such disparity on social stability finds that the causes of frequent insurgency activities, that have been penetrating the region for a long time, thereby creating communal conflicts, can be traced in the economic deprivation and disparity. In the last section, the paper makes policy prescription and suggests how by taking care of disparity and deprivation both poverty and the problem of communal conflicts can be controlled.

Three efficiency indices are defined and pursued. During the calculation of the operational performance, energy and non-energy variables are used as input, and net electricity produced is used as desired output (Model-1). CO2 emitted to the environment is used as the undesired output (Model-2) in the computation of the pure environmental performance while in Model-3 CO2 emissions is considered as detrimental input in the calculation of operational and environmental performance. Empirical results show that most of the plants are operating in increasing returns to scale region and Mettur plant is efficient one with regards to energy use and environment. The result also indicates that the undesirable output effect is insignificant in the research sample. The present study will provide clues to plant operators towards raising the operational and environmental performance of CFPPs.

A systematic imaging and modeling procedure was developed for reliable correspondence between the QCT-based FEA and the in-vitro mechanical testing. A speciallydesigned holding frame was used to define and maintain a unique geometrical reference system during the analysis and testing. The QCT images were directly converted into voxel-based 3D finite element models for linear and nonlinear analyses. The equivalent plastic strain and the strain energy density measures were used to identify the critical elements and predict the failure patterns. The samples were destructively tested using a specially-designed gripping fixture (with five degrees of freedom) mounted within a universal mechanical testing machine. The next stage of the home networking environment is supposed to be ubiquitous, where each piece of material is equipped with an RFID (Radio Frequency Identification) tag. To fully support the ubiquitous environment, home networking middleware should be able to recommend home services based on a user-s interests and efficiently manage information on service usage profiles for the users. Therefore, USN (Ubiquitous Sensor Network) technology, which recognizes and manages a appliance-s state-information (location, capabilities, and so on) by connecting RFID tags is considered. The Intelligent Multi-Agent Middleware (IMAM) architecture was proposed to intelligently manage the mobile RFID-based home networking and to automatically supply information about home services that match a user-s interests. Evaluation results for personalization services for IMAM using Bayesian-Net and Decision Trees are presented. Keywords: Intelligent Agents, Home Network, Mobile RFID, Intelligent Middleware.

Abstract:
The objective of this research seeks to transmit a distance training model to the community in the upper northeastern region. The group sampling consists of 60 community leaders in the municipality of sub-district Kumphawapi, Kumphawapi Disrict, Udonthani Province. The research tools rely on the following instruments, they are : 1) the achievement test of community leaders- training and 2) the satisfaction questionnaires of community leaders. The statistics used in data analysis takes the statistical mean, percentage, standard deviation, and statistical T-test. The resulted findings reveal : 1) the efficiency of the distance training developed by the researcher for the community leaders joining in the training received the average score between in-training and post-training period higher than the setup criterion, 2) the two groups of participants in the training achieved higher knowledge than their pre-training state, 3) the comparison of the achievements between the two group presented no different results, 4) the community leaders obtained the high-to-highest satisfaction.

Authors: Youngjae Chun, Kyoungsu Oh
Abstract:
Real-time 3D applications have to guarantee interactive rendering speed. There is a restriction for the number of polygons which is rendered due to performance of a graphics hardware or graphics algorithms. Generally, the rendering performance will be drastically increased when handling only the dynamic 3d models, which is much fewer than the static ones. Since shapes and colors of the static objects don-t change when the viewing direction is fixed, the information can be reused. We render huge amounts of polygon those cannot handled by conventional rendering techniques in real-time by using a static object image and merging it with rendering result of the dynamic objects. The performance must be decreased as a consequence of updating the static object image including removing an static object that starts to move, re-rending the other static objects being overlapped by the moving ones. Based on visibility of the object beginning to move, we can skip the updating process. As a result, we enhance rendering performance and reduce differences of rendering speed between each frame. Proposed method renders total 200,000,000 polygons that consist of 500,000 dynamic polygons and the rest are static polygons in about 100 frames per second. Keywords: Occlusion query, Real-time rendering, Temporal coherence.

Authors: T.C. Manjunath, Student Member, B. Bandyopadhyay
Abstract:
This paper features the mathematical modeling of a single input single output based Timoshenko smart beam. Further, this mathematical model is used to design a multirate output feedback based discrete sliding mode controller using Bartoszewicz law to suppress the flexural vibrations. The first 2 dominant vibratory modes is retained. Here, an application of the discrete sliding mode control in smart systems is presented. The algorithm uses a fast output sampling based sliding mode control strategy that would avoid the use of switching in the control input and hence avoids chattering. This method does not need the measurement of the system states for feedback as it makes use of only the output samples for designing the controller. Thus, this methodology is more practical and easy to implement.
