Abstract:
Perception reaction time of drivers is an outcome of human thought process, which is vague and approximate in nature and also varies from driver to driver. So, in this study a fuzzy logic based model for prediction of the same has been presented, which seems suitable. The control factors, like, age, experience, intensity of driving of the driver, speed of the vehicle and distance of stimulus have been considered as premise variables in the model, in which the perception reaction time is the consequence variable. Results show that the model is able to explain the impacts of the control factors on perception reaction time properly.Keywords: Driver, fuzzy logic, perception reaction time, premise variable.

Abstract:
Bridge piers often fail all over the world and the whole structure may be endangered due to scouring phenomena. Scouring has been linked to catastrophic failures that lead into the loss of human lives. Various techniques have been employed to extenuate the scouring process in order to assist the bridge designs. Pier modifications plays vital role to control scouring at the vicinity of the pier. This experimental study aims at monitoring the effectiveness of pier modification and temporal development of scour depth around a bridge pier by providing a collar, a cable or openings under the same flow conditions. Provision of a collar around the octagonal pier reduced more scour depth than that for other two configurations. Providing a collar around the octagonal pier found to be the best in reducing scour. The scour depth in front of pier was found to be 19.5% less than that at the octagonal pier without any modifications. Similarly, the scour depth around the octagonal pier having provision of a cable was less than that at pier with provision of openings. The scour depth around an octagonal pier was also compared with a plain circular pier and found to be 9.1% less.

Abstract:
As wireless sensor networks are energy constraint networks so energy efficiency of sensor nodes is the main design issue. Clustering of nodes is an energy efficient approach. It prolongs the lifetime of wireless sensor networks by avoiding long distance communication. Clustering algorithms operate in rounds. Performance of clustering algorithm depends upon the round time. A large round time consumes more energy of cluster heads while a small round time causes frequent re-clustering. So existing clustering algorithms apply a trade off to round time and calculate it from the initial parameters of networks. But it is not appropriate to use initial parameters based round time value throughout the network lifetime because wireless sensor networks are dynamic in nature (nodes can be added to the network or some nodes go out of energy). In this paper a variable round time approach is proposed that calculates round time depending upon the number of active nodes remaining in the field. The proposed approach makes the clustering algorithm adaptive to network dynamics. For simulation the approach is implemented with LEACH in NS-2 and the results show that there is 6% increase in network lifetime, 7% increase in 50% node death time and 5% improvement over the data units gathered at the base station.Keywords: Wireless Sensor Network, Clustering, Energy Efficiency, Round Time.

Most quality models have defined usability as a significant factor that leads to improving product acceptability, increasing user satisfaction, improving product reliability, and also financially benefitting companies. Usability is also the best factor that balances both the technical and human aspects of a software product, which is an important aspect in defining quality during software development process. A usability risk consist risk factors that could impact the usability of a software product thereby contributing to negative user experiences and causing a possible software product failure. Hence, it is important to mitigate and reduce usability risks in the software development process itself. By managing possible usability risks in software development process, failure of software product could be reduced. Therefore, this research uses the Delphi method to identify mitigation plans for reducing potential usability risks. The Delphi method is conducted with seven experts from the field of risk management and software development.

Abstract:
Serial Analysis of Gene Expression is a powerful quantification technique for generating cell or tissue gene expression data. The profile of the gene expression of cell or tissue in several different states is difficult for biologists to analyze because of the large number of genes typically involved. However, feature selection in machine learning can successfully reduce this problem. The method allows reducing the features (genes) in specific SAGE data, and determines only relevant genes. In this study, we used a genetic algorithm to implement feature selection, and evaluate the classification accuracy of the selected features with the K-nearest neighbor method. In order to validate the proposed method, we used two SAGE data sets for testing. The results of this study conclusively prove that the number of features of the original SAGE data set can be significantly reduced and higher classification accuracy can be achieved.Keywords: Serial Analysis of Gene Expression, Feature selection, Genetic Algorithm, K-nearest neighbor method.

This paper presents a means for reducing the torque variation during the revolution of a vertical-axis water turbine (VAWaterT) by increasing the blade number. For this purpose, twodimensional CFD analyses have been performed on a straight-bladed Darrieus-type rotor. After describing the computational model and the relative validation procedure, a complete campaign of simulations, based on full RANS unsteady calculations, is proposed for a three, four and five-bladed rotor architectures, characterized by a NACA 0025 airfoil. For each proposed rotor configuration, flow field characteristics are investigated at several values of tip speed ratio, allowing a quantification of the influence of blade number on flow geometric features and dynamic quantities, such as rotor torque and power. Finally, torque and power curves are compared for the three analyzed architectures, achieving a quantification of the effect of blade number on overall rotor performance.Keywords: Vertical-Axis Water Turbine, rotor solidity, CFD, NACA 0025

Space-time adaptive processing (STAP) techniques have been motivated as a key enabling technology for advanced airborne radar applications. In this paper, the notion of cognitive radar is extended to STAP technique, and cognitive STAP is discussed. The principle for improving signal-to-clutter ratio (SCNR) based on slow-time coding is given, and the corresponding optimization algorithm based on cyclic and power-like algorithms is presented. Abstract:
In this paper, we deal with the optimal I/O point location in an automated parking system. In this system, the S/R machine (storage and retrieve machine) travels independently in vertical and horizontal directions. Based on the characteristics of the parking system and the basic principle of AS/RS system (Automated Storage and Retrieval System), we obtain the continuous model in units of time. For the single command cycle using the randomized storage policy, we calculate the probability density function for the system travel time and thus we develop the travel time model. And we confirm that the travel time model shows a good performance by comparing with discrete case. Finally in this part, we establish the optimal model by minimizing the expected travel time model and it is shown that the optimal location of the I/O point is located at the middle of the left-hand above corner.

Abstract:
In this paper, the problem of stability criteria of neural networks (NNs) with two-additive time-varying delay compenents is investigated. The relationship between the time-varying delay and its lower and upper bounds is taken into account when estimating the upper bound of the derivative of Lyapunov functional. As a result, some improved delay stability criteria for NNs with two-additive time-varying delay components are proposed. Finally, a numerical example is given to illustrate the effectiveness of the proposed method.

At present, the tendency to implement the conditionbased maintenance (CBM), which allows the optimization of the expenses for equipment monitoring, is more and more evident; also, the transformer substations with remote monitoring are increasingly used. This paper reviews all the advantages of the on-line monitoring and presents an equipment for on-line monitoring of bushings, which is the own contribution of specialists who are the authors of this paper. The paper presents a study of the temperature field, using the finite element method. For carrying out this study, the 3D modelling of the above mentioned bushing was performed. The analysis study is done taking into account the extreme thermal stresses, focusing at the level of the first cooling wing section of the ceramic insulator. This fact enables to justify the tanδ variation in time, depending on the transformer loading and the environmental conditions. With a view to reducing the variation of dielectric losses in bushing insulation, the use of ferrofuids instead of mineral oils is proposed.Keywords: Monitoring, dielectric losses, ferrofluids, bushing.

Abstract:
A new approach to promote the generalization ability of neural networks is presented. It is based on the point of view of fuzzy theory. This approach is implemented through shrinking or magnifying the input vector, thereby reducing the difference between training set and testing set. It is called “shrinking-magnifying approach" (SMA). At the same time, a new algorithm; α-algorithm is presented to find out the appropriate shrinking-magnifying-factor (SMF) α and obtain better generalization ability of neural networks. Quite a few simulation experiments serve to study the effect of SMA and α-algorithm. The experiment results are discussed in detail, and the function principle of SMA is analyzed in theory. The results of experiments and analyses show that the new approach is not only simpler and easier, but also is very effective to many neural networks and many classification problems. In our experiments, the proportions promoting the generalization ability of neural networks have even reached 90%.Keywords: Fuzzy theory, generalization, misclassification rate, neural network.

In this paper the problem of estimating the time delay between two spatially separated noisy sinusoidal signals by system identification modeling is addressed. The system is assumed to be perturbed by both input and output additive white Gaussian noise. The presence of input noise introduces bias in the time delay estimates. Normally the solution requires a priori knowledge of the input-output noise variance ratio. We utilize the cascade of a self-tuned filter with the time delay estimator, thus making the delay estimates robust to input noise. A linear feedback shift register (LFSR) is proposed which targets to reduce the power consumption from within. It reduces the power consumption during testing of a Circuit Under Test (CUT) at two stages. At first stage, Control Logic (CL) makes the clocks of the switching units of the register inactive for a time period when output from them is going to be same as previous one and thus reducing unnecessary switching of the flip-flops. And at second stage, the LFSR reorders the test vectors by interchanging the bit with its next and closest neighbor bit. We address the balancing problem of transfer lines in this paper to find the optimal line balancing that minimizes the nonproductive time. We focus on the tool change time and face orientation change time both of which influence the makespane. We consider machine capacity limitations and technological constraints associated with the manufacturing process of auto cylinder heads. The problem is represented by a mixed integer programming model that aims at distributing the design features to workstations and sequencing the machining processes at a minimum non-productive time. The proposed model is solved by an algorithm established using linearization schemes and Benders- decomposition approach. The experiments show the efficiency of the algorithm in reaching the exact solution of small and medium problem instances at reasonable time.Keywords: Transfer line balancing, Benders' decomposition, Linearization.

Abstract:
Protection of slope and embankment from erosion has become an important issue in Bangladesh. The constructions of strong structures require large capital, integrated designing, high maintenance cost. Strong structure methods have negative impact on the environment and sometimes not function for the design period. Plantation of vetiver system along the slopes is an alternative solution. Vetiver not only serves the purpose of slope protection but also adds green environment reducing pollution. Vetiver is available in almost all the districts of Bangladesh. This paper presents the application of vetiver system with geo-jute, for slope protection and erosion control of embankments and slopes. In-situ shear tests have been conducted on vetiver rooted soil system to find the shear strength. The shear strength and effective soil cohesion of vetiver rooted soil matrix are respectively 2.0 times and 2.1 times higher than that of the bared soil. Similar trends have been found in direct shear tests conducted on laboratory reconstituted samples. Field trials have been conducted in road embankment and slope protection with vetiver at different sites. During the time of vetiver root growth the soil protection has been accomplished by geo-jute. As the geo-jute degrades with time, vetiver roots grow and take over the function of geo-jutes. Slope stability analyses showed that vegetation increase the factor of safety significantly.Keywords: Erosion, geo-jute, green technology, vegetation.

Optical flow is a research topic of interest for many years. It has, until recently, been largely inapplicable to real-time applications due to its computationally expensive nature. This paper presents a new reliable flow technique which is combined with a motion detection algorithm, from stationary camera image streams, to allow flow-based analyses of moving entities, such as rigidity, in real-time. The combination of the optical flow analysis with motion detection technique greatly reduces the expensive computation of flow vectors as compared with standard approaches, rendering the method to be applicable in real-time implementation. This paper describes also the hardware implementation of a proposed pipelined system to estimate the flow vectors from image sequences in real time. This design can process 768 x 576 images at a very high frame rate that reaches to 156 fps in a single low cost FPGA chip, which is adequate for most real-time vision applications.Keywords: Optical flow, motion detection, real-time systems, FPGA.

In the last 15 years, a number of methods have been proposed for forecasting based on fuzzy time series. Most of the fuzzy time series methods are presented for forecasting of enrollments at the University of Alabama. However, the forecasting accuracy rates of the existing methods are not good enough. In this paper, we compared our proposed new method of fuzzy time series forecasting with existing methods. Our method is based on frequency density based partitioning of the historical enrollment data. The proposed method belongs to the kth order and time-variant methods. The proposed method can get the best forecasting accuracy rate for forecasting enrollments than the existing methods.

The internet is constantly expanding. Identifying web links of interest from web browsers requires users to visit each of the links listed, individually until a satisfactory link is found, therefore those users need to evaluate a considerable amount of links before finding their link of interest; this can be tedious and even unproductive. By incorporating web assistance, web users could be benefited from reduced time searching on relevant websites. In this paper, a rough set approach is presented, which facilitates classification of unlimited available e-vocabulary, to assist web users in reducing search times looking for relevant web sites. This approach includes two methods for identifying relevance data on web links based on the priority and percentage of relevance. This paper proposes an adaptive discharge time control method to balance cell voltages in alternating battery cell discharging method. In the alternating battery cell discharging method, battery cells are periodically discharged in turn. Recovery effect increases battery output voltage while the given battery cell rests without discharging, thus battery operation time of target system increases. However, voltage mismatch between cells leads two problems. First, voltage difference between cells induces inter-cell current with wasted power. Second, it degrades battery operation time, since system stops when any cell reaches to the minimum system operation voltage. To solve this problem, the proposed method adaptively controls cell discharge time to equalize both cell voltages. In the proposed method, battery operation time increases about 19%, while alternating battery cell discharging method shows about 7% improvement.

This study investigated possible ways to improve the efficiency of the platinum precipitation process using ammonium chloride by reducing the platinum content reporting to the effluent. The ore treated consist of five platinum group metals namely, ruthenium, rhodium, iridium, platinum, palladium and a precious metal gold. Gold, ruthenium, rhodium and iridium were extracted prior the platinum precipitation process. Temperature, reducing agent, flow rate and potential difference were the variables controlled to determine the operation conditions for optimum platinum precipitation efficiency. Hydrogen peroxide was added as the oxidizing agent at the temperature of 85-90oC and potential difference of 700-850mV was the variable used to check the oxidizing state of platinum. The platinum was further purified at temperature between 60-65oC, potential difference above 700 mV, ammonium chloride of 200 l, and at these conditions the platinum content reporting to the effluent was reduced to less than 300ppm, resulting in optimum platinum precipitation efficiency and purity of 99.9%.Keywords: Platinum Group Metals (PGM), Potential difference, Precipitation, Redox reactions.

The present study explored the proactive coping-s effect on the workplace adaptation after transition from college to workplace. In order to demonstrate the influence process between them, we constructed the model of proactive coping style effecting the actual positive coping efforts and outcomes by mediating proactive competence during one year after the transition. Participants (n = 100) started to work right after graduating from college completed all the four time-s surveys --one month before (Time 0), one month after (Time 1), three months after (Time 2), and one year after (Time 3) the transition. Time 0 survey included the measurement of proactive coping style and competence. Time 1, 2, 3 surveys included the measurement of the challenge cognitive appraisal, problem solving coping strategy, and subjective workplace adaptation. The result indicated that proactive coping style effected newcomers- actual coping efforts and outcomes by mediating proactive coping competence. The result also showed that proactive coping competence directly promoted Time1-s actual positive coping efforts and outcomes, and indirectly promoted Time 2-s and Time 3-s.Keywords: Proactive coping style, proactive coping competence, transition form college to workplace, workplace adaptation.

Abstract:
Every year, fog formation over the Indo-Gangetic Plains (IGPs) of Indian region during the winter months of December and January is believed to create numerous hazards, inconvenience, and economic loss to the inhabitants of this densely populated region of Indian subcontinent. The aim of the paper is to analyze the spatial and temporal variability of winter fog over IGPs. Long term ground observations of visibility and other meteorological parameters (1971-2010) have been analyzed to understand the formation of fog phenomena and its relevance during the peak winter months of January and December over IGP of India. In order to examine the temporal variability, time series and trend analysis were carried out by using the Mann-Kendall Statistical test. Trend analysis performed by using the Mann-Kendall test, accepts the alternate hypothesis with 95% confidence level indicating that there exists a trend. Kendall tau’s statistics showed that there exists a positive correlation between time series and fog frequency. Further, the Theil and Sen’s median slope estimate showed that the magnitude of trend is positive. Magnitude is higher during January compared to December for the entire IGP except in December when it is high over the western IGP. Decade wise time series analysis revealed that there has been continuous increase in fog days. The net overall increase of 99 % was observed over IGP in last four decades. Diurnal variability and average daily persistence were computed by using descriptive statistical techniques. Geo-statistical analysis of fog was carried out to understand the spatial variability of fog. Geo-statistical analysis of fog revealed that IGP is a high fog prone zone with fog occurrence frequency of more than 66% days during the study period. Diurnal variability indicates the peak occurrence of fog is between 06:00 and 10:00 local time and average daily fog persistence extends to 5 to 7 hours during the peak winter season. The results would offer a new perspective to take proactive measures in reducing the irreparable damage that could be caused due to changing trends of fog.

Abstract:
Real-time object tracking is a problem which involves extraction of critical information from complex and uncertain imagedata. In this paper, we present a comprehensive methodology to design an artificial neural network (ANN) for a real-time object tracking application. The object, which is tracked for the purpose of demonstration, is a specific airplane. However, the proposed ANN can be trained to track any other object of interest. The ANN has been simulated and tested on the training and testing datasets, as well as on a real-time streaming video. The tracking error is analyzed with post-regression analysis tool, which finds the correlation among the calculated coordinates and the correct coordinates of the object in the image. The encouraging results from the computer simulation and analysis show that the proposed ANN architecture is a good candidate solution to a real-time object tracking problem.

Abstract:
Operating rooms are important assets for hospitals as they generate the largest revenue and, at the same time, produce the largest cost for hospitals. The model presented in this paper helps make capacity planning decisions on the combination of open operating rooms (ORs) and estimated overtime to satisfy the allocated OR time to each specialty. The model combines both decisions on determining the amount of OR time to open and to allocate to different surgical specialties. The decisions made are based on OR costs, overutilization and underutilization costs, and contribution margins from allocating OR time. The results show the importance of having a good estimate of specialty usage of OR time to determine the amount of needed capacity and highlighted the tradeoff that the OR manager faces between opening more ORs versus extending the working time of the ORs already in use.Keywords: capacity planning, contribution margins, operating room, overutilization

More and more governments around the world are introducing e-government as a means of reducing costs, improving services, saving time and increasing effectiveness and efficiency in the public sector Therefore e-government has been identified as one of the top priorities for Saudi government and all its agencies. However, the adoption of e-government is facing many challenges and barriers such as technological, cultural, organizational, and social issues which must be considered and treated carefully by any government contemplating its adoption. This paper reports on a pilot study amongst online (e-ready) citizens to identify the challenges and barriers that affect the adoption of e-government services especially from their perspective in Saudi society. Based on the analysis of data collected from an online survey the researcher was able to identify some of the important barriers and challenges from the e-ready citizen perspective. As a result, this study has generated a list of possible strategies to move towards successful adoption of egovernment services in Saudi Arabia.Keywords: Challenges, E-government services, adoption, SaudiArabia
