543 University Curriculum Policy Processes in Chile: A Case Study

Abstract:
Located within the context of accelerating globalization in the 21st-century knowledge society, this paper focuses on one selected university in Chile at which radical curriculum policy changes have been taking place, diverging from the traditional curriculum in Chile at the undergraduate level as a section of a larger investigation. Using a ‘policy trajectory’ framework, and guided by the interpretivist approach to research, interview transcripts and institutional documents were analyzed in relation to the meso (university administration) and the micro (academics) level. Inside the case study, participants from the university administration and academic levels were selected both via snow-ball technique and purposive selection, thus they had different levels of seniority, with some participating actively in the curriculum reform processes. Guided by an interpretivist approach to research, documents and interview transcripts were analyzed to reveal major themes emerging from the data. A further ‘bigger picture’ analysis guided by critical theory was then undertaken, involving interrogation of underlying ideologies and how political and economic interests influence the cultural production of policy. The case-study university was selected because it represents a traditional and old case of university setting in the country, undergoing curriculum changes based on international trends such as the competency model and the liberal arts. Also, it is representative of a particular socioeconomic sector of the country. Access to the university was gained through email contact. Qualitative research methods were used, namely interviews and analysis of institutional documents. In all, 18 people were interviewed. The number was defined by when the saturation criterion was met. Semi-structured interview schedules were based on the four research questions about influences, policy texts, policy enactment and longer-term outcomes. Triangulation of information was used for the analysis. While there was no intention to generalize the specific findings of the case study, the results of the research were used as a focus for engagement with broader themes, often evident in global higher education policy developments. The research results were organized around major themes in three of the four contexts of the ‘policy trajectory’. Regarding the context of influences and the context of policy text production, themes relate to hegemony exercised by first world countries’ universities in the higher education field, its associated neoliberal ideology, with accountability and the discourse of continuous improvement, the local responses to those pressures, and the value of interdisciplinarity. Finally, regarding the context of policy practices and effects (enactment), themes emerged around the impacts of the curriculum changes on university staff, students, and resistance amongst academics. The research concluded with a few recommendations that potentially provide ‘food for thought’ beyond the localized settings of this study, as well as possibilities for further research.

This paper proposes a Wavelength Division Multiplexing (WDM) technology based Storage Area Network (SAN) for all type of Disaster recovery operation. It considers recovery when all paths failure in the network as well as the main SAN site failure also the all backup sites failure by the effect of natural disasters such as earthquakes, fires and floods, power outage, and terrorist attacks, as initially SAN were designed to work within distance limited environments[2]. Paper also presents a NEW PATH algorithm when path failure occurs. Abstract:
This paper proposes a novel methodology for enabling debugging and tracing of production web applications without affecting its normal flow and functionality. This method of debugging enables developers and maintenance engineers to replace a set of existing resources such as images, server side scripts, cascading style sheets with another set of resources per web session. The new resources will only be active in the debug session and other sessions will not be affected. This methodology will help developers in tracing defects, especially those that appear only in production environments and in exploring the behaviour of the system. A realization of the proposed methodology has been implemented in Java.

Abstract:
Recently, an enhanced hexagon-based search (EHS) algorithm was proposed to speedup the original hexagon-based search (HS) by exploiting the group-distortion information of some evaluated points. In this paper, a second version of the EHS is proposed with a new point-oriented inner search technique which can further speedup the HS in both large and small motion environments. Experimental results show that the enhanced hexagon-based search version-2 (EHS2) is faster than the HS up to 34% with negligible PSNR degradation.Keywords: Inner search, fast motion estimation, block-matching, hexagon search

The critical and most immediate problems faced by cities of developing countries are the health impacts of urban pollution that derive from inadequate water, sanitation, drainage and solid waste services, poor urban and industrial waste management, and air pollution. As globalization continues, earth's natural processes transform local problems into international issues. The aim of this study is to provide a broad overview of the pollution from urban wastes and emissions in Turkey which is a developing country. Partitions can play a significant role in minimising cochannel interference of Wireless LANs by attenuating signals across room boundaries. This could pave the way towards higher density deployments in home and office environments through spatial channel reuse. Yet, due to protocol limitations, the latest incantation of IEEE 802.11 standard is still unable to take advantage of this fact: Despite having clearly adequate Signal to Interference Ratio (SIR) over co-channel neighbouring networks in other rooms, its goodput falls significantly lower than its maximum in the absence of cochannel interferers. Abstract:
The following study aims to outline, whether the perceptions of entrepreneurs about their entrepreneurial activities and the underlying meanings of their activities are universal or whether they vary systematically across cultures. In contrast to previous studies, the phenomenographical approach and the resulting findings of this study provide new insights into what constitutes entrepreneurship by drawing an inference from the perceptions of entrepreneurs in the United States and in Germany. Culture is shown to have an important impact on entrepreneurship, since the underlying meanings of entrepreneurship vary significantly among the two sample groups. Furthermore, the study sheds more light on the culturally contingent 'why' of entrepreneurship by looking at the internal motivations of individuals instead of exclusively focusing on character traits or external influences of the respective economic environments.Keywords: Cross-Cultural Management, Entrepreneurship, Phenomenography, Qualitative Research.

The paper focuses on the benefits of business process modeling. Although this discipline is developing for many years, there is still necessity of creating new opportunities to meet the ever increasing users’ needs. Because one of these needs is related to the conversion of business process models from one standard to another, the authors have developed a converter between BPMN and EPC standards using workflow patterns as intermediate tool. Nowadays there are too many systems for business process modeling. The variety of output formats is almost the same as the systems themselves. This diversity additionally hampers the conversion of the models. Abstract:
The article focuses on the role of FDI in Georgia’s economic development for the last decade. To attract as much FDI as possible a proper investment climate should be on the place - institutional, policy and regulatory environment. Well developed investment climate is the chance and motivation for both, local economy and foreign companies, to generate maximum income, create new work places and improve the quality of life. FDI trend is one of the best indicators of country’s economic sustainability and its attractiveness. Especially for small and developing countries, the amount of FDI matters, therefore most of such countries are trying to compete with each other through improving their investment climate according to different world famous indexes. As a result of impressive reforms since 2003, Georgian economy was benefited with large invasion of FDI, however the level of per capita GDP is still law in comparison to Eastern European countries and it should be improved. The main idea of the paper is to show a real linkage between FDI and employment ration, on the case of Georgian economy.

Abstract:
In this study, firstly democratic thoughts which directly or indirectly affect economic development and/or the interaction between authoritarian regimes and the economic development and the direction and channels of this interaction were studied and then the study tried to determine how democracy affects economic development. It was concluded that the positive contributions of democracy to economic development were more determinant than the effects that were either negative or restrictive in terms of development. When compared to autocracy, since democracy is more successful in managing social conflicts, ensuring political stability and preventing social disasters such as famine, it contributes more to economic development. Democracy also facilitates delegation of authority, provides a stable investment environment and accelerates mobilization of resources in accordance with economic growth/development. Democracy leads to an increase in human capital accumulation and increases the growth rate through reducing income inequality. It can be said that democratic regimes are the most appropriate ones in terms of increasing economic performance and supporting economic development through their strong institutional structures and the assurance they will ensure in property rights.Keywords: Autocratic Regime, Democracy, Economic Development, Economic Freedom.

Abstract:
This paper outlines the research conducted to propose na framework of 'Knowledge Society' (KS) in the Malaysian context. It is important to highlight that the emergence of KS is a result of the rapid growth in knowledge and information. However, the discussion of KS should not only be limited to the importance of knowledge, but a holistic KS is also determined by other imperative dimensions. This article discusses the results of a study conducted previously in Malaysia in order to identify the essential dimensions of KS, and consequently propose a KS framework in the Malaysian context. Two methods were employed, namely the Delphi technique and semi-structured interviews. The modified Delphi involved five rounds with ten experts, while the interviews were conducted with two prominent figures in Malaysia. The results support the proposed framework which contains seven major dimensions in order for Malaysia to become a KS in the future. Abstract:
In this article, we present the combination of an antenna patch structure with a photovoltaic cell in one device for telecommunication applications in isolated environments. The radiating patch element of a patch antenna was replaced by a solar cell. DC current generation is the original feature of the solar cell, but now it was additionally able to receive and transmit electromagnetic waves. A mathematical model which serves in the minimization of power losses of the cell and therefore the improvement in conversion performance was studied. Simulation results of this antenna show a resonance at a frequency of 16.55 GHz in Ku-band with a gain of 4.24 dBi.

E-mail has become a key mechanism of electronic communication. This is true for professional organizations that like to communicate with their subjects online and are slowly shifting to paper-less office. The current paper focuses specifically on academic institutions offering Engineering course in Gujarat state and attempts for textual analysis of the usernames of the institutional e-mail addresses. We found that the institutions tend to design the username segment of their e-mail addresses by choosing words or combination of words from specific categories. The paper also highlights the use of special characters, digits and random words in designing the usernames. On the sidelines, the paper lists the style of employing department names and designations for the design process. To the best of our knowledge, this is the first formal attempt to analyze the selection of words employed for designing username segment of e-mail addresses of engineering institutions.

Research is needed to understand how accountants are perceived by different actors in the society in different contexts, which would allow universities, professional bodies and employers to adjust their strategies to attract the right people to the profession and their organizations. We aim to develop in this paper a framework to be used in empirical testing in different environments to determine and analyze the accountant-s stereotype. Abstract:
Object-oriented modeling is spreading in current simulation of physiological systems through the use of the individual components of the model and its interconnections to define the underlying dynamic equations. In this paper we describe the use of both the SIMSCAPE and MODELICA simulation environments in the object-oriented modeling of the closed loop cardiovascular system. The performance of the controlled system was analyzed by simulation in light of the existing hypothesis and validation tests previously performed with physiological data. The described approach represents a valuable tool in the teaching of physiology for graduate medical students.

Telecenter is a place where communities can access computers, the Internet, and other digital technologies to enable them to gather information, create, learn, and communicate with others. However, previous studies found that sustainability issues related to economic, political and institutional, social and technology is one of the major problem faced by the telecenter. Based on that problem this research is planning to design a possible solution on rural telecenters sustainability with the support of business intelligence (BI). The empirical study will be conducted through qualitative and quantitative method including interviews and observations with a range of stakeholders including ministry officers, telecenters managers and operators. Result from the data collection will be analyzed using causal modeling approach of SEM SmartPLS for the validity. The expected finding from this research is the Business Intelligent Requirement Model as a guild for sustainability of the rural telecenters.

In many countries, digital city or ubiquitous city (u-City) projects have been initiated to provide digitalized economic environments to cities. Recently in Korea, Kangwon Province has started the u-Kangwon project to boost local economy with digitalized tourism services. We analyze the limitations of the ubiquitous IT approach through the u-Kangwon case. We have found that travelers are more interested in quality over speed in access of information. For improved service quality, we are looking to develop an IT-convergence service design framework (ISDF). Based on the hypothesis that disaster risk is constructed socially and historically, this article shows the importance of keeping alive the historical memory of disaster by means of architectural and urban heritage conservation. This is illustrated with three examples of Latin American World Heritage cities, where disasters like floods and earthquakes have shaped urban form. Therefore, the study of urban form or "Urban Morphology" is proposed as a tool to understand and analyze urban transformations with the documentation of the occurrence of disasters. In this paper a Unified Framework for a Robust Conflict-free Robot Navigation System that can be used for either a structured or unstructured and indoor or outdoor environments has been proposed. The fundamental design aspects and implementation issues encountered during the development of the module are discussed. Abstract:
The tribological behavior of commercially used Perspex was evaluated under dry and wet sliding condition using a pin-on-disc wear tester with different applied loads ranging from 2.5 to 20 N. Experiments were conducted with varying sliding distance from 0.2 km to 4.6 km, wherein the sliding velocity was kept constant, 0.64 ms-1. The results reveal that the weight loss increases with applied load and the sliding distance. The nature of the wear rate was very similar in both the sliding environments in which initially the wear rate increased very rapidly with increasing sliding distance and then progressed to a slower rate. Moreover, the wear rate in wet sliding environment was significantly lower than that under dry sliding condition. The worn surfaces were characterized by optical microscope and SEM. It is found that surface modification has significant effect on sliding wear performance of Perspex.

Educational institutions often implement policies with the intention of influencing how learning and teaching occur. Generally, such policies are not as effective as their makers would like; changing the behavior of third-level teachers proves difficult. Nevertheless, a policy instituted in 2006 at the Dublin Institute of Technology has met with success: each newly hired faculty member must have a post-graduate qualification in “Learning and Teaching" or successfully complete one within the first two years of employment. The intention is to build teachers- knowledge about student-centered pedagogies and their capacity to implement them. As a result of this policy (and associated programs that support it), positive outcomes are readily apparent. Individual teachers who have completed the programs have implemented significant change at the course and program levels. Most of traditional visual indoor navigation algorithms and methods only consider the localization in ordinary daytime, while we focus on the indoor re-localization in low light in the paper. As RGB images are degraded in low light, less discriminative infrared and depth image pairs are taken, as the input, by RGB-D cameras, the most similar candidates, as the output, are searched from databases which is built in the bag-of-word framework. Epipolar constraints can be used to relocalize the query infrared and depth image sequence. We evaluate our method in two datasets captured by Kinect2. In mobile computing environments, there are many new non existing problems in the distributed system, which is consisted of stationary hosts because of host mobility, sudden disconnection by handoff in wireless networks, voluntary disconnection for efficient power consumption of a mobile host, etc. To solve the problems, we proposed the architecture of Partial Connection Manager (PCM) in this paper. PCM creates the limited number of mobile agents according to priority, sends them in parallel to servers, and combines the results to process the user request rapidly. Abstract:
Many of the compounds present in potato are important because of their beneficial effects on health, therefore, are highly desirable in the human diet. Potato tubers contain significant amounts of anthocyanins. The aim of this research was to determine the content of anthocyanins and its relationship with the colour of organically and conventionally cultivated potato varieties. In the research eight potato samples of three potato varieties were analyzed on anthocyanins, dry matter content and color. Obtained results show that there was no significant influence on amount of anthocyanins between different cultivation environments (p>0.05) while between varieties – significant difference (p<0.05). Strong correlation between the amount of anthocyanins and color was determined.

Abstract:
Mobile learning (m-learning) is a novel approach to knowledge acquisition and dissemination and is gaining global attention. Steady progress in wireless technologies and the portability of communication devices continue to broaden the scope and use of mobiles. With the convergence of Web functionality onto mobile platforms and the affordability and availability of mobile technology, m-learning has the potential of being the next prevalent channel of education in both formal and informal settings. There is substantive literature on developed countries but the state in developing countries (DCs) however appears vague. This paper is a synthesis of extant literature on mobile learning in DCs. The research interest is based on the fact that in DCs, mobile communication and internet connectivity are popular. However, its use in education is under explored. There are some reviews on the state, conceptualizations, trends and teacher education, but to the authors’ knowledge, no study has focused on mobile learning adoption and integration issues. This study examines issues and gaps associated with its adoption and integration in DCs higher education institutions. A qualitative build-up of literature was conducted using articles pooled from electronic databases (Google Scholar and ERIC). To enable criteria for inclusion and incorporate diverse study perspectives, search terms used were m-learning, DCs, higher education institutions, challenges, benefits, impact, gaps and issues. The synthesis revealed that though mobile technology has diffused globally, its pedagogical pursuit in DCs remains quite low. The absence of a mobile Web and the difficulty of resource conversion into mobile format due to lack of funding and technical competence is a stumbling block. Again, the lack of established design and implementation rules to guide the development of m-learning platforms in DCs is a hindrance. The absence of access restrictions on devices poses security threats to institutional systems. Negative perceptions that devices are taking over faculty roles lead to resistance in some situations. Resistance to change can be a hindrance to the acceptance and success of new systems. Lack of interest for m-learning is also attributed to lower technological literacy levels of the underprivileged masses. Scholarly works on m-learning in DCs is yet to mature. Most technological innovations are handed down from developed countries, and this constantly creates a lag for DCs. Lack of theoretical grounding was also identified which reduces the objectivity of study reports. The socio-cultural terrain of DCs results in societies with different views and needs that have been identified as a hindrance to research. Institutional commitment decisions, adequate funding for the necessary infrastructural development as well as multiple stakeholder participation is important for project success. Evidence suggests that while adoption decisions are readily made, successful integration of the concept for its full benefits to be realized is often neglected. Recommendations to findings were made to provide possible remedies to identified issues.Keywords: Developing countries, higher education institutions, mobile learning, literature review.

Abstract:
In this paper, the processing of sonar signals has been carried out using Minimal Resource Allocation Network (MRAN) and a Probabilistic Neural Network (PNN) in differentiation of commonly encountered features in indoor environments. The stability-plasticity behaviors of both networks have been investigated. The experimental result shows that MRAN possesses lower network complexity but experiences higher plasticity than PNN. An enhanced version called parallel MRAN (pMRAN) is proposed to solve this problem and is proven to be stable in prediction and also outperformed the original MRAN.Keywords: Ultrasonic sensing, target classification, minimalresource allocation network (MRAN), probabilistic neural network(PNN), stability-plasticity dilemma.

Abstract:
This paper presents a protocol aiming at proving that an encryption system contains structural weaknesses without disclosing any information on those weaknesses. A verifier can check in a polynomial time that a given property of the cipher system output has been effectively realized. This property has been chosen by the prover in such a way that it cannot been achieved by known attacks or exhaustive search but only if the prover indeed knows some undisclosed weaknesses that may effectively endanger the cryptosystem security. This protocol has been denoted zero-knowledge-like proof of cryptanalysis. In this paper, we apply this protocol to the Bluetooth core encryption algorithm E0, used in many mobile environments and thus we suggest that its security can seriously be put into question.

Abstract:
This paper presents a distributed intrusion detection system IDS, based on the concept of specialized distributed agents community representing agents with the same purpose for detecting distributed attacks. The semantic of intrusion events occurring in a predetermined network has been defined. The correlation rules referring the process which our proposed IDS combines the captured events that is distributed both spatially and temporally. And then the proposed IDS tries to extract significant and broad patterns for set of well-known attacks. The primary goal of our work is to provide intrusion detection and real-time prevention capability against insider attacks in distributed and fully automated environments.Keywords: Mobile agent, specialized agent, interpreter agent, event rules, correlation.

Abstract:
This paper includes a review of three physics simulation packages that can be used to provide researchers with a virtual ground for modeling, implementing and simulating complex models, as well as testing their control methods with less cost and time of development. The inverted pendulum model was used as a test bed for comparing ODE, DANCE and Webots, while Linear State Feedback was used to control its behavior. The packages were compared with respect to model creation, solving systems of differential equation, data storage, setting system variables, control the experiment and ease of use. The purpose of this paper is to give an overview about our experience with these environments and to demonstrate some of the benefits and drawbacks involved in practice for each package.
