3883 Illicit Return Practices of Irregular Migrants from Greece to Turkey

Abstract:
Since 2011, in the name of ‘humanitarianism’ and deaths in the Mediterranean Sea, the legal and political justification delivered by Greece to manage the refugee crisis is pre-emptive interception. Although part of the EU, Greece adopted its own strategy. These practices have also created high risks for migrants generally resulting in non-rescue episodes and push-back practices having lethal consequences to the life of the irregular migrant. Thus, this article provides an analysis of the Greek ‘compassionate border work’ policy, a practice known as push-back. It is argued that these push-back practices violate international obligations, notably the ‘right to life’, the ‘duty to search and rescue’, the prohibition of inhuman or degrading treatment or punishment and the principle of non-refoulement.

Abstract:
This paper presents the development of a wavelet based algorithm, for distinguishing between magnetizing inrush currents and power system fault currents, which is quite adequate, reliable, fast and computationally efficient tool. The proposed technique consists of a preprocessing unit based on discrete wavelet transform (DWT) in combination with an artificial neural network (ANN) for detecting and classifying fault currents. The DWT acts as an extractor of distinctive features in the input signals at the relay location. This information is then fed into an ANN for classifying fault and magnetizing inrush conditions. A 220/55/55 V, 50Hz laboratory transformer connected to a 380 V power system were simulated using ATP-EMTP. The DWT was implemented by using Matlab and Coiflet mother wavelet was used to analyze primary currents and generate training data. The simulated results presented clearly show that the proposed technique can accurately discriminate between magnetizing inrush and fault currents in transformer protection.Keywords: Artificial neural network, discrete wavelet transform, fault detection, magnetizing inrush current.

Abstract:
The frequency contents of the non-stationary signals vary with time. For proper characterization of such signals, a smart time-frequency representation is necessary. Classically, the STFT (short-time Fourier transform) is employed for this purpose. Its limitation is the fixed timefrequency resolution. To overcome this drawback an enhanced STFT version is devised. It is based on the signal driven sampling scheme, which is named as the cross-level sampling. It can adapt the sampling frequency and the window function (length plus shape) by following the input signal local variations. Detection and recognition of the Human Body Composition and extraction their measures (width and length of human body) in images are a major issue in detecting objects and the important field in Image, Signal and Vision Computing in recent years. Finding people and extraction their features in Images are particularly important problem of object recognition, because people can have high variability in the appearance. This variability may be due to the configuration of a person (e.g., standing vs. sitting vs. jogging), the pose (e.g. frontal vs. lateral view), clothing, and variations in illumination. In this study, first, Human Body is being recognized in image then the measures of Human Body extract from the image.

Abstract:
The phase compensation method was proposed based on the concept of the damping torque analysis (DTA). It is a method for the design of a PSS (power system stabilizer) to suppress local-mode power oscillations in a single-machine infinite-bus power system. This paper presents the application of the phase compensation method for the design of a PSS in a multi-machine power system. The application is achieved by examining the direct damping contribution of the stabilizer to the power oscillations. By using linearized equal area criterion, a theoretical proof to the application for the PSS design is presented. Hence PSS design in the paper is an example of stable tending control by localized method.

Abstract:
This paper discusses the causes of the structural failure in a tower crane. The structural collapse occurred at the upper joints of the extension element used to increase the height of the crane. The extension element consists of a steel lattice structure made with angular profiles and plates joined to the tower element by arc welding. Macroscopic inspection of the sections showed that the break was always observed on the angular profiles at the weld bead edge. The case study shows how, using mechanical characterization, chemical analysis of the steel and macroscopic and microscopic metallographic examinations, it was possible to obtain significant evidence that identified the mechanism causing the breakage. The analyses identified the causes of the structural failure as the use of materials that were not suitable for welding and poor performance in the welding joints.

Sources of the world are limited so that effective and efficient use of them is very important not only for human life and environment but also for technological and economic development. Competitive electricity market is one of the important way that provides suitable platform for effective and efficient use of electricity. Besides benefits, it brings along some risks that should be carefully managed by a market player like Electricity Generation Company. Risk management is an essential part in market players’ decision making. In this paper, risk management through diversification is applied with the help of Value at Risk methods for case studies. Performance of optimal electricity sale solutions are measured and the portfolio performance has been evaluated via Sharpe-Ratio, and compared with conventional approach. This research investigates the impact of Brand Loyalty on the product performance and the factors those are considered more important in brand reputation. Variables selected for this research are Brand quality, Brand Equity, Brand Reputation to explore the impact of these variables on Product performance. For this purpose, primary research has been conducted. The questionnaire survey for this research study was administered among the population mainly at the shopping malls. For this research study, a sample size of 250 respondents has been taken into consideration. Customers from the shopping malls and university students constitute the sample for this research study using random sampling (non-probabilistic) used as a sampling technique for conducting the research survey. According to the results obtained from the collected data, it is interpreted that product performance shares a direct relationship with brand quality, brand quality, and brand reputation. Result also showed that brand quality and brand equity has a significant effect on product performance, whereas brand reputation has an insignificant effect on product performance.Keywords: Product performance, brand quality, brand equity and brand reputation.

Abstract:
The disorders caused by the shrinking-swelling phenomenon are prevalent in arid and semi-arid in the presence of swelling clay. This soil has the characteristic of changing state under the effect of water solicitation (wetting and drying). A set of geotechnical parameters is necessary for the characterization of this soil type, such as state parameters, physical and chemical parameters and mechanical parameters. Some of these tests are very long and some are very expensive, hence the use or methods of predictions. The complexity of this phenomenon and the difficulty of its characterization have prompted researchers to use several identification parameters in the prediction of swelling potential. This document is an analytical and statistical study of geotechnical parameters affecting the potential of swelling clays. This work is performing on a database obtained from investigations swelling Algerian soil. The obtained observations have helped us to understand the soil swelling structure and its behavior.

Abstract:
One of the most basic functions of control engineers is tuning of controllers. There are always several process loops in the plant necessitate of tuning. The auto tuned Proportional Integral Derivative (PID) Controllers are designed for applications where large load changes are expected or the need for extreme accuracy and fast response time exists. The algorithm presented in this paper is used for the tuning PID controller to obtain its parameters with a minimum computing complexity. It requires continuous analysis of variation in few parameters, and let the program to do the plant test and calculate the controller parameters to adjust and optimize the variables for the best performance. Due to today-s fierce competition, companies have to be proactive creators of the future by effectively developing innovations. Especially radical innovations allow high profit margins – but they also entail high risks. One possibility to realize radical innovations and reduce the risk of failure is cross-industry innovation (CII). CII brings together problems and solution ideas from different industries. However, there is a lack of systematic ways towards CII. Bridging this gap, the present paper provides a systematic approach towards planned CII. Starting with the analysis of potentials, the definition of promising search strategies is crucial. Subsequently, identified solution ideas need to be assessed. For the most promising ones, the adaption process has to be systematically planned – regarding the risk affinity of a company. Contraceptive policies have been derived to achieve desired reductions in the growth rate and also, applied to the data of Uttar-Pradesh, India for illustration. Using the Lotka’s integral equation for the stable population, expressions for the proportion of contraceptive users at different ages have been obtained. At the age of 20 years, 42% of contraceptive users is imperative to reduce the present annual growth rate of 0.036 to 0.02, assuming that 40% of the contraceptive users discontinue at the age of 25 years and 30% again continue contraceptive use at age 30 years. Further, presuming that 75% of women start using contraceptives at the age of 23 years, and 50% of the remaining women start using contraceptives at the age of 28 years, while the rest of them start using it at the age of 32 years. If we set a minimum age of marriage as 20 years, a reduction of 0.019 in growth rate will be obtained. This study describes how the level of contraceptive use at different age groups of women reduces the growth rate in the state of Uttar Pradesh. The article also promotes delayed marriage in the region.

The aim of this study is to determine the effect of strategic management implementations on the institutionalization levels. In this regard a field study has been made over 31 stone quarry enterprises in cement producing sector in Konya by using survey method. In this study, institutionalization levels of the enterprises have been evaluated regarding three dimensions: professionalization, management approach, participation in decisions and delegation of authority. According to the results of the survey, there is a highly positive and statistically significant relationship between the strategic management implementations and institutionalization levels of the enterprises. Additionally,-considering the results of regression analysis made for establishing the relationship between strategic management and institutionalization levels- it has been determined that strategic management implementations of the enterprises can be used as a variable to explain the institutionalization levels of them, and also strategic management implementations of the enterprises increase the institutionalization levels of them.Keywords: Institutionalization, Management, Strategic Management.

Abstract:
Kumasi is Ghana’s second largest and fastest growing city with an annual population growth rate of 5.4 percent. A major result of this phenomenon is a growing sprawl at the fringes of the city. This paper assesses the nature, extent and impact of sprawl on Kumasi and examines urban planning efforts at addressing this phenomenon. Both secondary and empirical data were collected from decentralized government departments of the Kumasi Metropolitan Assembly and residents of some sprawling communities. The study reveals that sprawl in the metropolis is rapidly consuming fringe rural communities. This situation has weakened effective management of the metropolis causing problems such as congestion and conversion of peri-urban land into residential use without ancillary infrastructure and social services. The paper recommends effective and timely planning and provision of services as well as an overall economic development and spatial integration through regional planning as a way of achieving a long term solution to sprawl.

Abstract:
In this paper, a novel feature-based image watermarking scheme is proposed. Zernike moments which have invariance properties are adopted in the scheme. In the proposed scheme, feature points are first extracted from host image and several circular patches centered on these points are generated. The patches are used as carriers of watermark information because they can be regenerated to locate watermark embedding positions even when watermarked images are severely distorted. Zernike transform is then applied to the patches to calculate local Zernike moments. Dither modulation is adopted to quantize the magnitudes of the Zernike moments followed by false alarm analysis. Experimental results show that quality degradation of watermarked image is visually transparent. Abstract:
In this work new macroporous Ni electrodes modified with Au nanoparticles for hydrogen production have been developed. The supporting macroporous Ni electrodes have been obtained by means of the electrodeposition at high current densities. Then, the Au nanoparticles were synthesized and added to the electrode surface. The electrocatalytic behaviour of the developed electrocatalysts was studied by means of pseudo-steady-state polarization curves, electrochemical impedance spectroscopy (EIS) and hydrogen discharge curves. The size of the Au synthetized nanoparticles shows a monomodal distribution, with a very sharp band between 10 and 50 nm. The characteristic parameters d10, d50 and d90 were 14, 20 and 31 nm respectively. From Tafel polarization data has been concluded that the Au nanoparticles improve the catalytic activity of the developed electrodes towards the HER respect to the macroporous Ni electrodes. EIS permits to obtain the electrochemically active area by means of the roughness factor value. All the developed electrodes show roughness factor values in the same order of magnitude. From the activation energy results it can be concluded that the Au nanoparticles improve the intrinsic catalytic activity of the macroporous Ni electrodes.Keywords: Au nanoparticles, hydrogen evolution reaction, porous Ni electrodes.

Abstract:
This paper proposes the numerical simulation of the investment casting of gold jewelry. It aims to study the behavior of fluid flow during mould filling and solidification and to optimize the process parameters, which lead to predict and control casting defects such as gas porosity and shrinkage porosity. A finite difference method, computer simulation software FLOW-3D was used to simulate the jewelry casting process. The simplified model was designed for both numerical simulation and real casting production. A set of sensor acquisitions were allocated on the different positions of the wax tree of the model to detect filling times, while a set of thermocouples were allocated to detect the temperature during casting and cooling. Those detected data were applied to validate the results of the numerical simulation to the results of the real casting. The resulting comparisons signify that the numerical simulation can be used as an effective tool in investment-casting-process optimization and casting-defect prediction.Keywords: Computer fluid dynamic, Investment casting, Jewelry, Mould filling, Simulation.

This study and the field test comparisons were carried out on the Algerian Derguna – Setif transmission systems. The transmission line of normal voltage 225 kV is 65 km long, transported and uses twin bundle conductors protected with two shield wires of transposed galvanized steel. An iterative finite-element method is used to solve Poisons equation. Two algorithms are proposed for satisfying the current continuity condition and updating the space-charge density. A new approach to the problem of corona discharge in transmission system has been described in this paper. The effect of varying the configurations and wires number is also investigated. The analysis of this steady is important in the design of HVDC transmission lines. Based on the increasing uses of geosynthetic reinforced soil systems in the regions, which bear frequent earthquakes, the study of dynamic behavior of structures seems necessary. Determining the reinforcement forces is; therefore, one of the most important and main points of discussions in designing retaining walls, by which we prevent from conservative planning. Thus, this paper intended to investigate the effects of such parameters as wall height, acceleration type, vertical spacing of reinforcement, type of reinforcement and soil type on forces and deformation through numerical modeling of the geosynthetic reinforced soil retaining walls (GRSRW) under dynamic loading with finite difference method by using FLAC. Abstract:
We present a refined multiscale Shannon entropy for analyzing electroencephalogram (EEG), which reflects the underlying dynamics of EEG over multiple scales. The rationale behind this method is that neurological signals such as EEG possess distinct dynamics over different spectral modes. To deal with the nonlinear and nonstationary nature of EEG, the recently developed empirical mode decomposition (EMD) is incorporated, allowing a decomposition of EEG into its inherent spectral components, referred to as intrinsic mode functions (IMFs). By calculating the Shannon entropy of IMFs in a time-dependent manner and summing them over adaptive multiple scales, it results in an adaptive subscale entropy measure of EEG. Abstract:
Adequate housing has been a widely discussed theme in academic circles related to low-cost housing, whereas its physical features are easy to deal with, overcrowding (related to social, cultural and economic aspects) is still ambiguous, particularly regarding the set of indicators that can accurately reflect and measure it. This paper develops research on low-cost housing models for developing countries and what is the best method to embed overcrowding as an important parameter for adaptability. A critical review of international overcrowding indicators and their application in two developing countries, Cape Verde and Angola, is presented. The several rationales and the constraints for an accurate assessment of overcrowding are considered, namely baseline data (statistics), which can induce misjudgments, as well as social and cultural factors (such as personal choices of residents). This paper proposes a way to tackle overcrowding through housing adaptability, considering factors such as physical flexibility, functional ambiguity, and incremental expansion schemes. Moreover, a case-study is presented to establish a framework for the theoretical application of the proposed approach.

Inspired by the recent experiments [1]-[3] indicating unusual doubly magic nucleus 24O which lies just at the neutron drip-line and encouraged by the success of our relativistic mean-field (RMF) plus state dependent BCS approach for the description of the ground state properties of the drip-line nuclei [23]-[27], we have further employed this approach, across the entire periodic table, to explore the unusual shell closures in exotic nuclei. In our RMF+BCS approach the single particle continuum corresponding to the RMF is replaced by a set of discrete positive energy states for the calculations of pairing energy. From several years till now the aerospace industry is developing more and more small satellites for Low-Earth Orbit (LEO) missions. Such satellites have a low cost of making and launching since they have a size and weight smaller than other types of satellites. However, because of size limitations, small satellites need integrated electronic equipment based on digital logic. Moreover, the LEOs require telecommunication modules with high throughput to transmit to earth a big amount of data in a short time. In order to meet such requirements, in this paper we propose a Telemetry, Tracking & Command module optimized through the use of the Commercial Off-The-Shelf components. The proposed approach exploits the major flexibility offered by these components in reducing costs and optimizing the performance. The method has been applied in detail for the design of the front-end receiver, which has a low noise figure (1.5 dB) and DC power consumption (smaller than 2 W). Such a performance is particularly attractive since it allows fulfilling the energy budget stringent constraints that are typical for LEO small platforms.

Abstract:
Strong anion exchange resins with QN+OH-, have the potential to be developed and employed as heterogeneous catalyst for transesterification, as they are chemically stable to leaching of the functional group. Nine different SIERs (SIER1-9) with QN+OH-were prepared by suspension polymerization of vinylbenzyl chloridedivinylbenzene (VBC-DVB) copolymers in the presence of n-heptane (pore-forming agent). The amine group was successfully grafted into the polymeric resin beads through functionalization with trimethylamine. These SIERs are then used as a catalyst for the transesterification of triacetin with methanol. A set of differential equations that represents the Langmuir-Hinshelwood-Hougen- Watson (LHHW) and Eley-Rideal (ER) models for the transesterification reaction were developed. These kinetic models of LHHW and ER were fitted to the experimental data. Overall, the synthesized ion exchange resin-catalyzed reaction were welldescribed by the Eley-Rideal model compared to LHHW models, with sum of square error (SSE) of 0.742 and 0.996, respectively.

Abstract:
A method of effective planning and control of industrial facility energy consumption is offered. The method allows optimally arranging the management and full control of complex production facilities in accordance with the criteria of minimal technical and economic losses at the forecasting control. The method is based on the optimal construction of the power efficiency characteristics with the prescribed accuracy. The problem of optimal designing of the forecasting model is solved on the basis of three criteria: maximizing the weighted sum of the points of forecasting with the prescribed accuracy; the solving of the problem by the standard principles at the incomplete statistic data on the basis of minimization of the regularized function; minimizing the technical and economic losses due to the forecasting errors.Keywords: Energy consumption, energy efficiency, energy management system, forecasting model, power efficiency characteristics.

Abstract:
Water Sensitive Urban Design (WSUD) features are increasingly used to treat and manage polluted stormwater runoff in urbanised areas. It is important to monitor and evaluate the effectiveness of the infrastructure in achieving their intended performance targets after constructing and operating these features overtime. The paper presents the various methods of analysis used to assess the effectiveness of the in-situ WSUD features, such as: onsite visual inspections during operational and non operational periods, maintenance audits and periodic water quality testing. Abstract:
This study examined the mental health and behavioral problems in early adolescence with the instrument of Achenbach System of Empirically Based Assessment (ASEBA). The purpose of the study was stratified sampling method was used to collect data from 1975 participants. Multiple regression models and hierarchical regression models were applied to examine the relations between the background variables and internalizing problems, and the ones between students’ performance and internalizing problems. The results indicated that several background variables as predictors could significantly predict the anxious/depressed problem; reading and social study scores could significantly predict the anxious/depressed problem. However the class as a hierarchical macro factor did not indicate the significant effect. In brief, the majority of these models represented that the background variables, behaviors and academic performance were significantly related to the anxious/depressed problem.Keywords: Behavioral problems, anxious/depression problems, empirical-based assessment, hierarchical modeling.

Abstract:
An experimental study is presented on the effect of microstructural change on the Portevin-Le Chatelier effect behaviour of Al-2.5%Mg alloy. Tensile tests are performed on the as received and heat treated (at 400 ºC for 16 hours) samples for a wide range of strain rates. The serrations observed in the stress-time curve are investigated from statistical analysis point of view. Microstructures of the samples are characterized by optical metallography and X-ray diffraction. It is found that the excess vacancy generated due to heat treatment leads to decrease in the strain rate sensitivity and the increase in the number of stress drop occurrences per unit time during the PLC effect. The microstructural parameters like domain size, dislocation density have no appreciable effect on the PLC effect as far as the statistical behavior of the serrations is considered.Keywords: Dynamic strain ageing, Heat treatment, Portevin-LeChatelier effect

Abstract:
Steel bracings are used to improve the seismic behaviors of the structures. In this study, 8, 12 and 16 story reinforced concrete (RC) buildings with steel bracings are used in three base shear contributions (25%, 50% and 75%) in the columns. With the help of pushover analysis and capacity curves, the overstrength factors, ductility factors and ductility reduction factors are investigated for braced RC buildings. It is observed that when the base shear contribution in the columns increases the ductility reduction factor also increases. The results show that when the time period of the structures increases, the ductility reduction factors of the structures decrease.
