1464 Some Issues of Measurement of Impairment of Non-Financial Assets in the Public Sector

Abstract:
The economic value of the asset impairment process is quite large. Impairment reflects the reduction of future economic benefits or service potentials itemized in the asset. The assets owned by public sector entities bring economic benefits or are used for delivery of the free-of-charge services. Consequently, they are classified as cash-generating and non-cash-generating assets. IPSAS 21 - Impairment of non-cash-generating assets, and IPSAS 26 - Impairment of cash-generating assets, have been designed considering this specificity. When measuring impairment of assets, it is important to select the relevant methods. For measurement of the impaired Non-Cash-Generating Assets, IPSAS 21 recommends three methods: Depreciated Replacement Cost Approach, Restoration Cost Approach, and Service Units Approach. Impairment of Value in Use of Cash-Generating Assets (according to IPSAS 26) is measured by discounted value of the money sources to be received in future. Value in use of the cash-generating asserts (as per IPSAS 26) is measured by the discounted value of the money sources to be received in the future. The article provides classification of the assets in the public sector as non-cash-generating assets and cash-generating assets and, deals also with the factors which should be considered when evaluating impairment of assets. An essence of impairment of the non-financial assets and the methods of measurement thereof evaluation are formulated according to IPSAS 21 and IPSAS 26. The main emphasis is put on different methods of measurement of the value in use of the impaired Cash-Generating Assets and Non-Cash-Generation Assets and the methods of their selection. The traditional and the expected cash flow approaches for calculation of the discounted value are reviewed. The article also discusses the issues of recognition of impairment loss and its reflection in the financial reporting. The article concludes that despite a functional purpose of the impaired asset, whichever method is used for measuring the asset, presentation of realistic information regarding the value of the assets should be ensured in the financial reporting. In the theoretical development of the issue, the methods of scientific abstraction, analysis and synthesis were used. The research was carried out with a systemic approach. The research process uses international standards of accounting, theoretical researches and publications of Georgian and foreign scientists.

Abstract:
Repeated observation of a given area over time yields potential for many forms of change detection analysis. These repeated observations are confounded in terms of radiometric consistency due to changes in sensor calibration over time, differences in illumination, observation angles and variation in atmospheric effects. This paper demonstrates applicability of an empirical relative radiometric normalization method to a set of multitemporal cloudy images acquired by Resourcesat1 LISS III sensor. Objective of this study is to detect and remove cloud cover and normalize an image radiometrically. Cloud detection is achieved by using Average Brightness Threshold (ABT) algorithm. The detected cloud is removed and replaced with data from another images of the same area. After cloud removal, the proposed normalization method is applied to reduce the radiometric influence caused by non surface factors. This process identifies landscape elements whose reflectance values are nearly constant over time, i.e. the subset of non-changing pixels are identified using frequency based correlation technique. The quality of radiometric normalization is statistically assessed by R2 value and mean square error (MSE) between each pair of analogous band.Keywords: Correlation, Frequency domain, Multitemporal, Relative Radiometric Correction

Abstract:
Optical emission based on excitonic scattering processes becomes important in dense exciton systems in which the average distance between excitons is of the order of a few Bohr radii but still below the exciton screening threshold. The phenomena due to interactions among excited states play significant role in the emission near band edge of the material. The theory of two-exciton collisions for GaAs/AlGaAs quantum well systems is a mild attempt to understand the physics associated with the optical spectra due to excitonic scattering processes in these novel systems. The four typical processes considered give different spectral shape, peak position and temperature dependence of the emission spectra. We have used the theory of scattering together with the second order perturbation theory to derive the radiative power spontaneously emitted at an energy ħω by these processes. The results arrived at are purely qualitative in nature. The intensity of emitted light in quantum well systems varies inversely to the square of temperature, whereas in case of bulk materials it simply decreases with the temperature.

Abstract:
In general, reports are a form of representing data in such way that user gets the information he needs. They can be built in various ways, from the simplest (“select from") to the most complex ones (results derived from different sources/tables with complex formulas applied). Furthermore, rules of calculations could be written as a program hard code or built in the database to be used by dynamic code. This paper will introduce two types of reports, defined in the DB structure. Abstract:
The aim of study was to evaluate pressure distribution characteristics of the elastic textile bandages using two instrumental techniques: a prototype Instrument and a load Transference. The prototype instrument which simulates shape of real leg has pressure sensors which measure bandage pressure. Using this instrument, the results show that elastic textile bandages presents different pressure distribution characteristics and none produces a uniform distribution around lower limb.
The load transference test procedure is used to determine whether a relationship exists between elastic textile bandage structure and pressure distribution characteristics. The test procedure assesses degree of load, directly transferred through a textile when loads series are applied to bandaging surface. A range of weave fabrics was produced using needle weaving machine and a sewing technique. A textile bandage was developed with optimal characteristics far superior pressure distribution than other bandages. From results, we find that theoretical pressure is not consistent exactly with practical pressure. It is important in this study to make a practical application for specialized nurses in order to verify the results and draw useful conclusions for predicting the use of this type of elastic band.

This work deals with parameter identification of permanent magnet motors, a class of ac motor which is particularly important in industrial automation due to characteristics like applications high performance, are very attractive for applications with limited space and reducing the need to eliminate because they have reduced size and volume and can operate in a wide speed range, without independent ventilation. By using experimental data and genetic algorithm we have been able to extract values for both the motor inductance and the electromechanical coupling constant, which are then compared to measured and/or expected values.

Abstract:
In this paper, a one - dimensional microstructure tungsten grating (pyramids) is optimized for potential application as thermophotovoltaic (TPV) emitter. The influence of gratings geometric parameters on the spectral emittance are studied by using the rigorous coupled-wave analysis (RCWA).The results show that the spectral emittance is affected by the gratings geometrical parameters. The optimum parameters are grating period of 0.5µm, a filling ratio of 0.8 and grating height of h=0.2µm. A broad peak of high emittance is obtained at wavelengths between 0.5 and 1.8µm. The emittance drops below 0.2 at wavelengths above 1.8µm. This can be explained by the surface plasmon polaritons excitation coupled with the grating microstructures. At longer wavelengths, the emittance remains low and this is highly desired for thermophotovoltaic applications to reduce the thermal leakage due to low-energy photons that do not produce any photocurrent. The proposed structure can be used as a selective emitter for a narrow band gap cell such as GaSb. The performance of this simple 1-D emitter proved to be superior to that from more complicated structures. Almost all the radiation from the emitter incident, at angles up to 40°, on the cell, could be utilized to produce a photocurrent. There is no need for a filter.

The development of the power electronics has allowed increasing the precision and reliability of the electrical devices, thanks to the adjustable inverters, as the Pulse Wide Modulation (PWM) applied to the three level inverters, which is the object of this study. The authors treat the relation between the law order adopted for a given system and the oscillations of the electrical and mechanical parameters of which the tolerance depends on the process with which they are integrated (paper factory, lifting of the heavy loads, etc.).Thus, the best choice of the regulation indexes allows us to achieve stability and safety training without investment (management of existing equipment). Since Google launched Google Glass in 2012, numbers of commercial wearable devices were released, such as smart belt, smart band, smart shoes, smart clothes ... etc. However, most of these devices perform as sensors to show the readings of measurements and few of them provide the interactive feedback to the user. Furthermore, these devices are single task devices which are not able to communicate with each other. In this paper a new health promotion system, Ubiquitous Life People Informatics Engine (U-Life PIE), will be presented. This engine consists of People Informatics Engine (PIE) and the interactive user interface. PIE collects all the data from the compatible devices, analyzes this data comprehensively and communicates between devices via various application programming interfaces. All the data and informations are stored on the PIE unit, therefore, the user is able to view the instant and historical data on their mobile devices any time. It also provides the real-time hands-free feedback and instructions through the user interface visually, acoustically and tactilely. In this study an extensive experimental research is carried out to develop a better understanding of the effects of Piano Key (PK) weir geometry on weir flow threshold submergence. Experiments were conducted in a 12 m long, 0.4 m wide and 0.7 m deep rectangular glass wall flume. The main objectives were to investigate the effect of the PK weir geometries including the weir length, weir height, inlet-outlet key widths, upstream and downstream apex overhangs, and slopped floors on threshold submergence and study the hydraulic flow characteristics. Abstract:
Recently, a growing interest has emerged on the development of new and efficient energy sources, due to the inevitable extinction of the nonrenewable energy reserves. One of these alternative sources which have a great potential and sustainability to meet up the energy demand is biomass energy. This significant energy source can be utilized with various energy conversion technologies, one of which is biomass gasification in supercritical water.
Water, being the most important solvent in nature, has very important characteristics as a reaction solvent under supercritical circumstances. At temperatures above its critical point (374.8oC and 22.1MPa), water becomes more acidic and its diffusivity increases. Working with water at high temperatures increases the thermal reaction rate, which in consequence leads to a better dissolving of the organic matters and a fast reaction with oxygen. Hence, supercritical water offers a control mechanism depending on solubility, excellent transport properties based on its high diffusion ability and new reaction possibilities for hydrolysis or oxidation.
In this study the gasification of a real biomass, namely olive mill wastewater (OMW), in supercritical water conditions is investigated with the use of Ru/Al2O3 catalyst. OMW is a by-product obtained during olive oil production, which has a complex nature characterized by a high content of organic compounds and polyphenols. These properties impose OMW a significant pollution potential, but at the same time, the high content of organics makes OMW a desirable biomass candidate for energy production.
The catalytic gasification experiments were made with five different reaction temperatures (400, 450, 500, 550 and 600°C) and five reaction times (30, 60, 90, 120 and 150s), under a constant pressure of 25MPa. Through these experiments, the effects of reaction temperature and time on the gasification yield, gaseous product composition and OMW treatment efficiency were investigated.

In the past decade, because of wide applications of hybrid systems, many researchers have considered modeling and control of these systems. Since switching systems constitute an important class of hybrid systems, in this paper a method for optimal control of linear switching systems is described. The method is also applied on the two-tank system which is a much appropriate system to analyze different modeling and control techniques of hybrid systems. Atrial Fibrillation is the most common sustained arrhythmia encountered by clinicians. Because of the invisible waveform of atrial fibrillation in atrial activation for human, it is necessary to develop an automatic diagnosis system. 12-Lead ECG now is available in hospital and is appropriate for using Independent Component Analysis to estimate the AA period. In this research, we also adopt a second-order blind identification approach to transform the sources extracted by ICA to more precise signal and then we use frequency domain algorithm to do the classification. Abstract:
It has become an increasing evident that large development influences the climate. There are concerns that rising temperature over developed areas could have negative impact and increase living discomfort within city boundaries. Temperature trends in Ibadan city have received little attention, yet the area has experienced heavy urban expansion between 1972 and 2014. This research aims at examining the impact of landuse change on surface temperature knowing that the built-up environment absorb and store solar energy, resulting into the Urban Heat Island (UHI) effect. The Landsat imagery was used to examine the landuse change for a period of 42 years (1972-2014). Land Surface Temperature (LST) was obtained by converting the thermal band to a surface temperature map and zonal statistic analyses was used to examine the relationship between landuse and temperature emission. The results showed that the settlement area increased to a large extent while the area covered by vegetation reduced during the study period. The spatial and temporal trends of surface temperature are related to the gradual change in urban landuse/landcover and the settlement area has the highest emission. This research provides useful insight into the temporal behavior of the Ibadan city.

Abstract:
This paper addresses the problem of peak-to-average power ratio (PAPR) in orthogonal frequency division multiplexing (OFDM) systems. It also introduces a new PAPR reduction technique based on adaptive square-rooting (SQRT) companding process. The SQRT process of the proposed technique changes the statistical characteristics of the OFDM output signals from Rayleigh distribution to Gaussian-like distribution. This change in statistical distribution results changes of both the peak and average power values of OFDM signals, and consequently reduces significantly the PAPR. For the 64QAM OFDM system using 512 subcarriers, up to 6 dB reduction in PAPR was achieved by square-rooting technique with fixed degradation in bit error rate (BER) equal to 3 dB. However, the PAPR is reduced at the expense of only -15 dB out-ofband spectral shoulder re-growth below the in-band signal level. The proposed adaptive SQRT technique is superior in terms of BER performance than the original, non-adaptive, square-rooting technique when the required reduction in PAPR is no more than 5 dB. Wireless sensor network is vulnerable to a wide range of attacks. Recover secrecy after compromise, to develop technique that can detect intrusions and able to resilient networks that isolates the point(s) of intrusion while maintaining network connectivity for other legitimate users. To define new security metrics to evaluate collaborative intrusion resilience protocol, by leveraging the sensor mobility that allows compromised sensors to recover secure state after compromise. This is obtained with very low overhead and in a fully distributed fashion using extensive simulations support our findings.

In order to evaluate the Effects of dual inoculation of Azotobacter and Mycorrhiza with Nitrogen and Phosphorus levels on yield and yield components of spring safflower, this study was carried out in field of Farahan university in Markazi province in 2007. A factorial in a randomized complete block design with three replications was used inoculation of Azotobacter (with inoculation and without inoculation) and Mycorrhiza (with inoculation and without inoculation ) with Nitrogen and Phosphorus levels [F0= N0+ P0 (kg.ha-1), F1= N50+ P25(kg.ha-1), F2= N100+ P50(kg.ha-1) and F3= N150+ P75 (kg.ha-1)] on spring safflower (cultivar IL-111). In this study characteristics such as: Harvest index, Hectolitre weight, Root dry weight, Seed yield, Mycorrhizal Colonization Root, Number of days to maturity were assessed. Results indicated that treatment (A0M1F3) with grain yield (1556 kg.ha-1) and treatment (A0M1F0) with grain yield (918 kg.ha-1) were significantly superior to the other treatments and according to calculated, inoculation seeds in plantig date with Azotobacter and Mycorrhiza to cause increase grain yield about 5/38 percentage. we can by inoculation safflower seeds with Azotobacter and Mycorrhiza too easily at the time sowing date. METIS is the Multi Element Telescope for Imaging and Spectroscopy, a Coronagraph aboard the European Space Agency-s Solar Orbiter Mission aimed at the observation of the solar corona via both VIS and UV/EUV narrow-band imaging and spectroscopy. METIS, with its multi-wavelength capabilities, will study in detail the physical processes responsible for the corona heating and the origin and properties of the slow and fast solar wind. METIS electronics will collect and process scientific data thanks to its detectors proximity electronics, the digital front-end subsystem electronics and the MPPU, the Main Power and Processing Unit, hosting a space-qualified processor, memories and some rad-hard FPGAs acting as digital controllers.This paper reports on the overall METIS electronics architecture and data processing capabilities conceived to address all the scientific issues as a trade-off solution between requirements and allocated resources, just before the Preliminary Design Review as an ESA milestone in April 2012.Keywords: Solar Coronagraph, Data Processing Electronics, VIS and UV/EUV Detectors, LEON Processor, Rad-hard FPGAs

Abstract:
This article proposes a current-mode square-rooting circuit using current follower transconductance amplifier (CTFA). The amplitude of the output current can be electronically controlled via input bias current with wide input dynamic range. The proposed circuit consists of only single CFTA. Without any matching conditions and external passive elements, the circuit is then appropriate for an IC architecture. The magnitude of the output signal is temperature-insensitive. The PSpice simulation results are depicted, and the given results agree well with the theoretical anticipation. Abstract:
This paper presents the design and analysis of Liquid Crystal (LC) based tunable reflectarray antenna with slot embedded patch element configurations within X-band frequency range. The slots are shown to modify the surface current distribution on the patch element of reflectarray which causes the resonant patch element to provide different resonant frequencies depending on the slot dimensions. The simulated results are supported and verified by waveguide scattering parameter measurements of different reflectarray unit cells. Different rectangular slots on patch element have been fabricated and a change in resonant frequency from 10.46GHz to 8.78GHz has been demonstrated as the width of the rectangular slot is varied from 0.2W to 0.6W. The rectangular slot in the center of the patch element has also been utilized for the frequency tunable reflectarray antenna design based on K-15 Nematic LC. For the active reflectarray antenna design, a frequency tunability of 1.2% from 10GHz to 9.88GHz has been demonstrated with a dynamic phase range of 103° provided by the measured scattering parameter results. Time consumed by liquid crystals for reconfiguration, which is one of the drawback of LC based design, has also been disused in this paper.Keywords: Liquid crystal, tunable reflectarray, frequency tunability, dynamic phase range.

Abstract:
In a human tracking system, expanding a monitoring range of one system is complicating the management of devices and increasing its cost. Therefore, we propose a method to realize a wide-range human tracking by connecting small systems. In this paper, we examined an agent deploy method and information contents across the heterogeneous human tracking systems. By implementing the proposed method, we can construct a human tracking system across heterogeneous systems, and the system can track a target continuously between systems.

Abstract:
Anultra-low power capacitor less low-dropout voltage regulator with improved transient response using gain enhanced feed forward path compensation is presented in this paper. It is based on a cascade of a voltage amplifier and a transconductor stage in the feed forward path with regular error amplifier to form a composite gainenhanced feed forward stage. It broadens the gain bandwidth and thus improves the transient response without substantial increase in power consumption. The proposed LDO, designed for a maximum output current of 100 mA in UMC 180 nm, requires a quiescent current of 69 )A. An undershot of 153.79mV for a load current changes from 0mA to 100mA and an overshoot of 196.24mV for current change of 100mA to 0mA. The settling time is approximately 1.1 )s for the output voltage undershooting case. The load regulation is of 2.77 )V/mA at load current of 100mA. Reference voltage is generated by using an accurate band gap reference circuit of 0.8V.The costly features of SOC such as total chip area and power consumption is drastically reduced by the use of only a total compensation capacitance of 6pF while consuming power consumption of 0.096 mW.

This work deals with parameter identification of permanent magnet motors, a class of ac motor which is particularly important in industrial automation due to characteristics like applications high performance, are very attractive for applications with limited space and reducing the need to eliminate because they have reduced size and volume and can operate in a wide speed range, without independent ventilation. By using experimental data and genetic algorithm we have been able to extract values for both the motor inductance and the electromechanical coupling constant, which are then compared to measure and/or expected values.

Abstract:
Sustainability is becoming a priority for developers and the use of environmentally friendly materials is increasing. Nowadays, the application of raw materials from renewable sources to building materials has gained a significant interest in this research area. Lignocellulosic aggregates and cellulosic fibers are coming from many different sources such as wood, plants and waste. They are promising alternative materials to replace synthetic, glass and asbestos fibers as reinforcement in inorganic matrix of composites. Natural fibers are renewable resources so their cost is relatively low in comparison to synthetic fibers. With the consideration of environmental consciousness, natural fibers are biodegradable so their using can reduce CO2 emissions in the building materials production. The use of cellulosic fibers in cementitious matrices have gained importance because they make the composites lighter at high fiber content, they have comparable cost - performance ratios to similar building materials and they could be processed from waste paper, thus expanding the opportunities for waste utilization in cementitious materials. The main objective of this work is to find out the possibility of using different wastes: hemp hurds as waste of hemp stem processing and recycled fibers obtained from waste paper for making cement composite products such as mortars based on cellulose fibers. This material was made of cement mortar containing organic filler based on hemp hurds and recycled waste paper. In addition, the effects of fibers and their contents on some selected physical and mechanical properties of the fiber-cement plaster composites have been investigated. In this research organic material have used to mortars as 2.0, 5.0 and 10.0 % replacement of cement weight. Reference sample is made for comparison of physical and mechanical properties of cement composites based on recycled cellulosic fibers and lignocellulosic aggregates. The prepared specimens were tested after 28 days of curing in order to investigate density, compressive strength and water absorbability. Abstract:
This paper deals with the optimal design of two-channel recursive parallelogram quadrature mirror filter (PQMF) banks. The analysis and synthesis filters of the PQMF bank are composed of two-dimensional (2-D) recursive digital all-pass filters (DAFs) with nonsymmetric half-plane (NSHP) support region. The design problem can be facilitated by using the 2-D doubly complementary half-band (DC-HB) property possessed by the analysis and synthesis filters. For finding the coefficients of the 2-D recursive NSHP DAFs, we appropriately formulate the design problem to result in an optimization problem that can be solved by using a weighted least-squares (WLS) algorithm in the minimax (L∞) optimal sense. The designed 2-D recursive PQMF bank achieves perfect magnitude response and possesses satisfactory phase response without requiring extra phase equalizer. Simulation results are also provided for illustration and comparison.

Abstract:
In many applications, magnetic suspension systems are required to operate over large variations in air gap. As a result, the nonlinearities inherent in most types of suspensions have a significant impact on performance. Specifically, it may be difficult to design a linear controller which gives satisfactory performance, stability, and disturbance rejection over a wide range of operating points. in this paper an optimal controller based on discontinuous mathematical model of the system for an electromagnetic suspension system which is applied in magnetic trains has been designed . Simulations show that the new controller can adapt well to the variance of suspension mass and gap, and keep its dynamic performance, thus it is superior to the classic controller.Keywords: Magnetic Levitation, optimal controller, mass and gap

Abstract:
Slang argot plays a fundamental role in Burgess’ teenage special sociolect in his novel A Clockwork Orange, offered a wide variety of instances to be analyzed. Consequently, translation of the notions and keeping the effect would be of great importance. Burgess named his interesting RussiAnglicized©-slang word as Nadsat, stands for –teen, mostly derived from Russian and Cockney rhyming. The paper discusses the lexical origin and Persian translation of his weird slang words illustrating a teenage-gang argot. The product depicts creativity but mistranslation that leads to the loss of slang meaning load and atmosphere in the target text.

Abstract:
Parameters of flow are calculated in vaneless diffusers with relative width 0,014–0,10. Inlet angles of flow and similarity criteria were varied. There is information on flow separation, boundary layer development, configuration of streamlines. Polytrophic efficiency, loss coefficient and recovery coefficient are used to compare effectiveness of diffusers. The sample of optimization of narrow diffuser with conical walls is presented. Three wide diffusers with narrowing walls are compared. The work is made in the R&D laboratory “Gas dynamics of turbo machines” of the TU SPb.
