3838 Brazilian Environmental Public Policies Analysis
Authors: Estela Macedo Alves
Abstract:
This paper is an overview on public policy analysis focused on the study of Brazilian public policy making process. The methodology is based on the review of some theories on the subject, linking them to Brazilian reality. The study presents basic policy analysis concepts, such as policy, polity and politics. It is emphasized John Kingdon's Multiple Stream Model, because of its clarifying aspects concerning public policies formulation process in democratic countries. In this path it was possible to establish interpretations on environmental public policies in Brazil and understand its methods, instead of presenting only a case study. At the end, it is possible to connect theory with Brazilian reality, identifying negative and positive points of its political processes and structure.

Authors: Fridhi Hadia, Soua Wadhah, Hidouri Ammar, Omri Ahmed
Abstract:
In this research, the effects of the engine parameters like compression ratios and steam injection on igniting timing and emission characteristics have been investigated numerically. The in-cylinder temperature and pressure at four different compression ratios have been compared with numerical results, and they show a good agreement with the published data. Two different fuels have been used in this study: Isooctane (IC8H18), and ethanol (C2H5OH). The increasing of the compression ratio (CR) advances the ignition timing, decreases the burn duration and increases the temperature and the pressure. The injection of water vapor lower than 40% decreased the peak temperature and slowed the combustion rate which leads to a lower NOx emission.

Authors: P. V. Rao, Jaedaa Abdulhamid
Abstract:
Biodiesel is widely investigated to solve the twin problem of depletion of fossil fuel and environmental degradation. The main objective of the present work is to compare performance, emissions, and combustion characteristics of biodiesel derived from cotton seed oil in a diesel engine with the baseline results of petrodiesel fuel. Tests have been conducted on a single cylinder, four stroke CIDI diesel engine with a speed of 1500 rpm and a fixed compression ratio of 17.5 at different load conditions. The performance parameters evaluated include brake thermal efficiency, brake specific fuel consumption, brake power, indicated mean effective pressure, mechanical efficiency, and exhaust gas temperature. Regarding combustion study, cylinder pressure, rate of pressure rise, net heat release rate, cumulative heat release, mean gas temperature, mass fraction burned, and fuel line pressure were evaluated. The emission parameters such as carbon monoxide, carbon dioxide, un-burnt hydrocarbon, oxides of nitrogen, and smoke opacity were also measured by a smoke meter and an exhaust gas analyzer and compared with baseline results. The brake thermal efficiency of cotton seed oil methyl ester (CSOME) was lower than that of petrodiesel and brake specific fuel consumption was found to be higher. However, biodiesel resulted in the reduction of carbon dioxide, un-burnt hydrocarbon, and smoke opacity at the expense of nitrogen oxides. Carbon monoxide emissions for biodiesel was higher at maximum output power. It has been found that the combustion characteristics of cotton seed oil methyl ester closely followed those of standard petrodiesel. The experimental results suggested that biodiesel derived from cotton seed oil could be used as a good substitute to petrodiesel fuel in a conventional diesel without any modification. Keywords: Diesel engine, Cotton seed, Biodiesel, performance, combustion, emissions.

Abstract:
CO₂-based gas mixtures exhibit huge potential as the interruption medium for replacing SF₆ in high voltage switchgears. In this paper, the recovery characteristics of dielectric strength of CO₂-O₂ mixture in the post arc phase after the current zero are presented. As representative examples, the dielectric recovery curves under conditions of different gas filling pressures and short-circuit current amplitudes are presented. A series of dielectric recovery measurements suggests that the dielectric recovery rate is proportional to the mass flux of the blowing gas, and the dielectric strength recovers faster in the case of lower short circuit currents.

Abstract:
In this paper, we present the region based hidden Markov random field model (RBHMRF), which encodes the characteristics of different brain regions into a probabilistic framework for brain MR image segmentation. The recently proposed TV+L1 model is used for region extraction. By utilizing different spatial characteristics in different brain regions, the RMHMRF model performs beyond the current state-of-the-art method, the hidden Markov random field model (HMRF), which uses identical spatial information throughout the whole brain. Experiments on both real and synthetic 3D MR images show that the segmentation result of the proposed method has higher accuracy compared to existing algorithms. Keywords: Finite Gaussian mixture model, Hidden Markov random field model, image segmentation, MRI.

Abstract:
The objective of this contribution is to study the performances in terms of bit error rate, of space-time code algorithms applied to MIMO communication in tunnels. Indeed, the channel characteristics in a tunnel are quite different than those of urban or indoor environment, due to the guiding effect of the tunnel. Therefore, MIMO channel matrices have been measured in a straight tunnel, in a frequency band around 3GHz. Correlation between array elements and properties of the MIMO matrices are first studied as a function of the distance between the transmitter and the receiver. Then, owing to a software tool simulating the link, predicted values of bit error rate are given for VLAST, OSTBC and QSTBC algorithms applied to a MIMO configuration with 2 or 4 array elements. Results are interpreted from the analysis of the channel properties. Keywords: MIMO, propagation channel, space-time algorithms, tunnel.

Abstract:
An experimental investigation was performed on pulp liquid flow in straight ducts with a square cross section. Fully developed steady flow was visualized and the fiber concentration was obtained using a light-section method developed by the author et al. The obtained results reveal quantitatively, in a definite form, the distribution of the fiber concentration. From the results and measurements of pressure loss, it is found that the flow characteristics of pulp liquid in ducts can be classified into five patterns. The relationships among the distributions of mean and fluctuation of fiber concentration, the pressure loss and the flow velocity are discussed, and then the features for each pattern are extracted. The degree of nonuniformity of the fiber concentration, which is indicated by the standard deviation of its distribution, is decreased from 0.3 to 0.05 with an increase in the velocity of the tested pulp liquid from 0.4 to 0.8%.Keywords: Fiber Concentration, Flow Characteristic, Pulp Liquid, Straight Duct.

Abstract:
This paper presents a physics-based model for the high-voltage fast recovery diodes. The model provides a good trade-off between reverse recovery time and forward voltage drop realized through a combination of lifetime control and emitter efficiency reduction techniques. The minority carrier lifetime can be extracted from the reverse recovery transient response and forward characteristics. This paper also shows that decreasing the amount of the excess carriers stored in the drift region will result in softer characteristics which can be achieved using a lower doping level. The developed model is verified by experiment and the measurement data agrees well with the model. Keywords: Emitter efficiency, lifetime control, P-i-N diode, physics-based model

Authors: Musaab Salman Sultan
Abstract:
The surface and bulk magnetization behavior of template released isolated ferromagnetic Ni60Fe40 nanowires of relatively thick diameters (~200 nm), deposited from a dilute suspension onto pre-patterned insulating chips have been investigated experimentally, using a highly sensitive Magneto-Optical Ker Effect (MOKE) magnetometry and Magneto-Resistance (MR) measurements, respectively. The MR data were consistent with the theoretical predictions of the anisotropic magneto-resistance (AMR) effect. The MR measurements, in all the angles of investigations, showed large features and a series of nonmonotonic "continuous small features" in the resistance profiles. The extracted switching fields from these features and from MOKE loops were compared with each other and with the switching fields reported in the literature that adopted the same analytical techniques on the similar compositions and dimensions of nanowires. A large difference between MOKE and MR measurments was noticed. The disparate between MOKE and MR results is attributed to the variance in the micro-magnetic structure of the surface and the bulk of such ferromagnetic nanowires. This result was ascertained using micro-magnetic simulations on an individual: cylindrical and rectangular cross sections NiFe nanowires, with the same diameter/thickness of the experimental wires, using the Object Oriented Micro-magnetic Framework (OOMMF) package where the simulated loops showed different switching events, indicating that such wires have different magnetic states in the reversal process and the micro-magnetic spin structures during switching behavior was complicated. These results further supported the difference between surface and bulk magnetization behavior in these nanowires. This work suggests that a combination of MOKE and MR measurements is required to fully understand the magnetization behavior of such relatively thick isolated cylindrical ferromagnetic nanowires.

Abstract:
The volume of biosolids produced in Malaysia nowadays had increased proportionally to its population size. The end products from the waste treatments were mounting, thus inevitable that in the end the environment will be surrounded by the waste. This study was conducted to investigate the suitability of biosolids to be reused as fertilizer for non-food crop. By varying the concentration of biosolids applied onto the soil, growth of five ornamental plant samples were tested for eight consecutive weeks. The results show that the pH of the soil after the addition of biosolids ranges from 6.45 to 6.56 which is suitable for the plant growth. The soil samples that contains biosolid also show higher amount of macronutrients (N, P, K) and the heavy metals content are significantly increased in the plant however it does not exceed the guidelines drawn by the Environmental Protection Agency. It is also proven that there was only small significant different in the performance of plant growth between biosolids and commercial fertilizer. It can be seen that biosolids was able to perform just as well as commercial fertilizer.

Abstract:
The paper presents an overview of environmental issues that may be expected with nuclear desalination. The analysis of coupling nuclear power with desalination plants indicates that adverse marine impacts can be mitigated with alternative intake designs or cooling systems. The atmospheric impact of desalination may be greatly reduced through the coupling with nuclear power, while maximizing the socio-economic benefit for both processes. The potential for tritium contamination of the desalinated water was reviewed. Experience with the systems and practices related to the radiological quality of the product water, shows no examples of cross-contamination. Furthermore, the indicators for the public acceptance of nuclear desalination, as one of the most important sustainability aspects of any such large project, show a positive trend. From the data collected, a conclusion is made that nuclear desalination should be supported by decision-makers.Keywords: Environmental impacts, nuclear desalination, publicacceptance, tritium.

Abstract:
We fabricated the inverted-staggered etch stopper structure oxide-based TFT and investigated the characteristics of oxide TFT under the 400 nm wavelength light illumination. When 400 nm light was illuminated, the threshold voltage (Vth) decreased and subthreshold slope (SS) increased at forward sweep, while Vth and SS were not altered when larger wavelength lights, such as 650 nm, 550 nm and 450 nm, were illuminated. At reverse sweep, the transfer curve barely changed even under 400 nm light. Abstract:
In this paper, we used a high-quality anodization technique to make a colored wind chime with a nano-tube structure anodic film, which controls the length-to-diameter ratio of an aluminum rod and controls the oxide film structure on the surface of the aluminum rod by an anodizing method. The research experiment used hard anodization to grow a controllable thickness of anodic film on an aluminum alloy surface. The hard anodization film has high hardness, high insulation, high-temperature resistance, good corrosion resistance, colors, and mass production properties that can be further applied to transportation, electronic products, biomedical fields, or energy industry applications. This study also provides in-depth research and a detailed discussion of the related process of aluminum alloy surface hard anodizing, including pre-anodization, anodization, and post-anodization. The experiment parameters of anodization include using a mixed acid solution of sulfuric acid and oxalic acid as an anodization electrolyte and controlling the temperature, time, current density, and final voltage to obtain the anodic film. In the results of the experiments, the properties of the anodic film, including thickness, hardness, insulation, and corrosion characteristics, the microstructure of the anode film were measured, and the hard anodization efficiency was calculated. Thereby it can obtain different transmission speeds of sound in the aluminum rod. And, different audio sounds can present on the aluminum rod. For this purpose, Al/MO/n-Si heterojunction is fabricated through economical cheap and simple “drop casting” technique. The currentvoltage (I-V) measurements of the device are made at room temperature under dark conditions. The I-V characteristics of Al/MO/n-Si junction exhibits asymmetrical and rectifying behavior that confirms the formation of diode. The diode parameters such as rectification ratio (RR), turn on voltage (Vturn on), reverse saturation current (I0), ideality factor (n), barrier height ( b f ), series resistance (Rs) and shunt resistance (Rsh) are determined from I-V curves using Schottky equations. These values of these parameters are also extracted and verified by applying Cheung’s functions. Authors: H. Fazlinejad, A. Halvaee
Abstract:
In this study, characteristics of ATIG welds using ZnO flux on aluminum was investigated and compared with TIG welds. Autogenously AC-ATIG bead on plate welding was applied on Al1050 plate with a coating of ZnO as the flux. Different levels of welding current and flux layer thickness was considered to study the effect of heat input and flux quantity on ATIG welds and was compared with those of TIG welds. Geometrical investigation of the weld cross sections revealed that penetration depth of the ATIG welds with ZnO flux, was increased up to 2 times in some samples compared to the TIG welds. Optical metallographic and Scanning Electron Microscopy (SEM) observations revealed similar microstructures in TIG and ATIG welds. Composition of the ATIG welds slag was also analyzed using X-ray diffraction. In both TIG and ATIG samples, the lowest values of microhardness were observed in the HAZ.
