4626 Risk Allocation in Public-Private Partnership (PPP) Projects for Wastewater Treatment Plants

Abstract:
This paper examines the utilization of public-private partnerships for the building and operation of wastewater treatment plants. Our research focuses on risk allocation in this kind of projects. Our analysis builds on more than hundred wastewater treatment plants built and operated through PPP projects in Aragon (Spain). The paper illustrates the consequences of an inadequate management of construction risk and an unsuitable transfer of demand risk in wastewater treatment plants. It also shows that the involvement of many public bodies at local, regional and national level further increases the complexity of this kind of projects and make time delays more likely.Keywords: Wastewater, treatment plants, PPP, construction.

Abstract:
The aim of this study is to identify the suitability of Virtual Learning Environment (VLE) in welding simulator application towards Computer-Based Training (CBT) in developing skills upon new students at the Advanced Technology Training Center (ADTEC) Batu Pahat, Johor, Malaysia and GIATMARA, Batu Pahat, Johor, Malaysia. The significance of the study is to create a computer-based skills development approach in welding technology among new students in ADTEC and GIATMARA as well as to cultivate the elements of general skills among them. This study is also important in elevating the number of individual knowledge workers (K-workers) working in manufacturing industry in order to achieve a national vision which is to be an industrial nation in the year of 2020. The design of the study is a survey type of research which using questionnaires as the instruments and some 136 students from ADTEC and GIATMARA were interviewed. Descriptive analysis is used to identify the frequency and mean values. The findings of the study show that the welding technology has developed skills in the students because of the application of VLE simulated at a high level and the respondents agreed that the skills could be embedded through the application of the VLE simulator. In summary, the VLE simulator is suitable in welding skills development training in terms of exposing new students with the relevant characteristics of welding skills and at the same time spurring the students’ interest towards learning more about the skills.Keywords: Computer-Based Training (CBT), knowledge workers (K-workers), virtual learning environment, welding simulator, welding technology.

Abstract:
We as humans use words with accompanying visual and facial cues to communicate effectively. Classifying facial emotion using computer vision methodologies has been an active research area in the computer vision field. In this paper, we propose a simple method for facial expression recognition that enhances accuracy. We tested our method on the FER-2013 dataset that contains static images. Instead of using Histogram equalization to preprocess the dataset, we used Unsharp Mask to emphasize texture and details and sharpened the edges. We also used ImageDataGenerator from Keras library for data augmentation. Then we used Convolutional Neural Networks (CNN) model to classify the images into 7 different facial expressions, yielding an accuracy of 69.46% on the test set. Our results show that using image preprocessing such as the sharpening technique for a CNN model can improve the performance, even when the CNN model is relatively simple.Keywords: Facial expression recognition, image pre-processing, deep learning, CNN.

–In this paper the damage in clamped-free, clampedclamped and free-free beam are analyzed considering samples without and with structural modifications. The damage location is investigated by the use of the bispectrum and wavelet analysis. The mathematical models are obtained using 2D elasticity theory and the Finite Element Method (FEM). The numerical and experimental data are approximated using the Particle Swarm Optimizer (PSO) method and this way is possible to adjust the localization and the severity of the damage. This paper will explore the influence of energy sector in Arab Republic of Egypt which has shared its responsibilities of many environmental challenges as the second largest economy in the Middle East (after Iran). Air and water pollution, desertification, inadequate disposal of solid waste and damage to coral reefs are serious problems that influence environmental management in Egypt. The intensive reliance of high population density and strong industrial growth are wearing Egypt's resources, and the rapidly-growing population has forced Egypt to breakdown agricultural land to residential and relevant use of commercial ingestion. The depletion effects of natural resources impose the government to apply innovation techniques in emission control and focus on sustainability. The cogeneration will be presented to control thermal losses and increase efficiency of energy power system.

Load forecasting has always been the essential part of an efficient power system operation and planning. A novel approach based on support vector machines is proposed in this paper for annual power load forecasting. Different kernel functions are selected to construct a combinatorial algorithm. The performance of the new model is evaluated with a real-world dataset, and compared with two neural networks and some traditional forecasting techniques. Conjugate gradient method has been enormously used to solve large scale unconstrained optimization problems due to the number of iteration, memory, CPU time, and convergence property, in this paper we find a new class of nonlinear conjugate gradient coefficient with global convergence properties proved by exact line search. Vehicular Ad-Hoc Networks (VANET) can provide communications between vehicles or infrastructures. It provides the convenience of driving and the secure driving to reduce accidents. In VANET, the security is more important because it is closely related to accidents. Additionally, VANET raises a privacy issue because it can track the location of vehicles and users- identity when a security mechanism is provided. In this paper, we analyze the problem of an existing solution for security requirements required in VANET, and resolve the problem of the existing method when a key management mechanism is provided for the security operation in VANET. Abstract:
This paper presents the mathematical model of electric field and magnetic field in transmission system, which performs in second-order partial differential equation. This research has conducted analyzing the electromagnetic field radiating to atmosphere around the transmission line, when there is the transmission line transposition in case of long distance distribution. The six types of 500 kV transposed HV transmission line with double circuit will be considered. The computer simulation is applied finite element method that is developed by MATLAB program. The problem is considered to two dimensions, which is time harmonic system with the graphical performance of electric field and magnetic field. The impact from simulation of six types long distance distributing transposition will not effect changing of electric field and magnetic field which surround the transmission line.

Abstract:
In this paper, we propose a new algorithm for joint time-delay and direction-of-arrival (DOA) estimation, here called two-dimensional code acquisition, in an asynchronous directsequence code-division multiple-access (DS-CDMA) array system. This algorithm depends on eigenvector-eigenvalue decomposition of sample correlation matrix, and requires to know desired user-s training sequence. The performance of the algorithm is analyzed both analytically and numerically in uncorrelated and coherent multipath environment. Numerical examples show that the algorithm is robust with unknown number of coherent signals.

Abstract:
The role of the pollen grain, with to the reproductive process of higher plants, is to deliver the spermatic cells to the embryo sac for egg fertilization. The aim of this project was study the effect of electromagnetic fields on structure and pollen grains development in Chenopodium album. Anthers of Chenopodium album L. were collected at different stages of development from control (without electromagnetic field) and plants grown at 10m from the field sources. Structure and development of pollen grains were studied and compared. The studying pollen structure by Light and Scanning electron microscopy showed that electromagnetic fields reduction of pollen grains number and male sterility, thus , in some anthers, pollen grains were attached together and deformed compared to control ones. The data presented suggest that prolonged exposures of plants to magnetic field may cause different biological effects at the cellular tissue and organ levels.Keywords: Electromagnetic fields, pollen, Chenopodium albumL.

Abstract:
Many problems in computer vision and image processing present potential for parallel implementations through one of the three major paradigms of geometric parallelism, algorithmic parallelism and processor farming. Static process scheduling techniques are used successfully to exploit geometric and algorithmic parallelism, while dynamic process scheduling is better suited to dealing with the independent processes inherent in the process farming paradigm. This paper considers the application of parallel or multi-computers to a class of problems exhibiting spatial data characteristic of the geometric paradigm. However, by using processor farming paradigm, a dynamic scheduling technique is developed to suit the MIMD structure of the multi-computers. A hybrid scheme of scheduling is also developed and compared with the other schemes. Abstract:
The aim of this study is to determine the basic information and communication technology (ICT) skills that may be needed by students studying in the 8th grade of the primary education in their cooperative project works implemented via the Internet. Within the scope of the study, the curriculum used for European Computer Driving License (ECDL) and the curriculum used in Turkey are also compared in terms of the ability to use ICT, which is aimed to be provided to the students. The research population of the study, during which the pre test – post test control group experimental model was used, consisted of 40 students from three different schools. In the first stage of the study, the skills that might be needed by students for their cooperative project works implemented via the Internet were determined through examination of the completed Comenious, e – twinning and WorldLinks projects. In the second stage of the study, the curriculums of the Turkish Ministry of National Education (MEB) and ECDL were evaluated by seven different teachers in line with these skills. Also in this study the ECDL and MEB curriculums were compared in terms of capability to provide the skills to implement cooperative projects via the Internet. In line with the findings of the study, the skills that might be needed by students to implement cooperative projects via the Internet were outlined, and existence of a significant difference was established in favor of the ECDL curriculum upon comparison of both curriculums in accordance with this outline (U = 50,500; p <0,05). The findings of the study also suggested that the students had considerable deficiencies in implementation of cooperative projects via the Internet without the ICT infrastructure.

Abstract:
A nonlinear optimal controller with a fuzzy gain scheduler has been designed and applied to a Line-Of-Sight (LOS) stabilization system. Use of Linear Quadratic Regulator (LQR) theory is an optimal and simple manner of solving many control engineering problems. However, this method cannot be utilized directly for multigimbal LOS systems since they are nonlinear in nature. To adapt LQ controllers to nonlinear systems at least a linearization of the model plant is required. When the linearized model is only valid within the vicinity of an operating point a gain scheduler is required. Therefore, a Takagi-Sugeno Fuzzy Inference System gain scheduler has been implemented, which keeps the asymptotic stability performance provided by the optimal feedback gain approach. There-s a lack in understanding the indoor climate of Malaysian residential. The assumption of traditional house could provide the best indoor environment is too good to be true. This research is to understand indoor environment in three types of Malaysian residential and thermo recorder TR72Ui were placed in indoor spaces for measurement. There are huge differences of indoor environment between housing types, and building material helps to control indoor climate. Traditional house indoor climate was similar to the outdoor. Temperature in the bedroom of terrace and town houses were slightly higher than the living room. Indoor temperature was 2oC lower in the rainy season than the hot season. It was hard to control indoor humidity level in traditional house compared with terrace and town house. As for conclusion, town house provides the best thermal environment to the building occupants and can be improved with good roof insulation.Keywords: Indoor environment, residential, temperature.

Abstract:
The numerous qualities of squirrel cage induction machines enhance their use in industry. However, various faults can occur, such as stator short-circuits and rotor failures. In this paper, we use a technique based on the spectral analysis of stator current in order to detect the fault in the machine: broken rotor bars. Thus, the number effect of the breaks has been highlighted. The effect is highlighted by considering the machine controlled by the Direct Torque Control (DTC). Abstract:
The challenge in the swing-up problem of double inverted pendulum on a cart (DIPC) is to design a controller that bring all DIPC's states, especially the joint angles of the two links, into the region of attraction of the desired equilibrium. This paper proposes a new method to swing-up DIPC based on a series of restto- rest maneuvers of the first link about its vertically upright configuration while holding the cart fixed at the origin. The rest-torest maneuvers are designed such that each one results in a net gain in energy of the second link. This results in swing-up of DIPC-s configuration to the region of attraction of the desired equilibrium. A three-step algorithm is provided for swing-up control followed by the stabilization step. Simulation results with a comparison to an experimental work done in the literature are presented to demonstrate the efficacy of the approach.Keywords: Double Inverted pendulum, Impulse, momentum, underactuated

This research was conducted to determine responses of chickpeas to drought in different periods (early period, late period, no-irrigation, two times irrigation as control). The trial was made in “Randomized Complete Block Design" with three replications on 2010 and 2011 years in Konya-Turkey. Genotypes were consisted from 7 lines of ICARDA, 2 certified lines and 1 local population. The results showed that; as means of years and genotypes, early period stress showed highest (207.47 kg da-1) seed yield and it was followed by control (202.33 kg da-1), late period (144.64 kg da-1) and normal (106.93 kg da-1) stress applications. The genotypes were affected too much by drought and, the lowest seed was taken from non-irrigated plots. As the means of years and stress applications, the highest (196.01 kg da-1) yield was taken from genotype 22255. The reason of yield variation could be derived from different responses of genotypes to drought.Keywords: Chickpea, drought, seed yield.

Gas hydrate deposits which are found in deep ocean sediments and in permafrost regions are supposed to be a fossil fuel reserve for the future. The Black Sea is also considered rich in terms of gas hydrates. It abundantly contains gas hydrates as methane (CH4~80 to 99.9%) source. In this study, by using the literature, seismic and other data of the Black Sea such as salinity, porosity of the sediments, common gas type, temperature distribution and pressure gradient, the optimum gas production method for the Black Sea gas hydrates was selected as mainly depressurization method. Abstract:
At very high speeds, bubbles form in the underwater vehicles because of sharp trailing edges or of places where the local pressure is lower than the vapor pressure. These bubbles are called cavities and the size of the cavities grows as the velocity increases. A properly designed cavitator can induce the formation of a single big cavity all over the vehicle. Such a vehicle travelling in the vaporous cavity is called a supercavitating vehicle and the present research work mainly focuses on the dynamic modeling of such vehicles. Cavitation of the fins is also accounted and the effect of the same on trajectory is well explained. The entire dynamics has been developed using the state space approach and emphasis is given on the effect of size and angle of attack of the cavitator. Control law has been established for the motion of the vehicle using Non-linear Dynamic Inverse (NDI) with cavitator as the control surface.

In this study we focus on improvement performance of a cue based Motor Imagery Brain Computer Interface (BCI). For this purpose, data fusion approach is used on results of different classifiers to make the best decision. At first step Distinction Sensitive Learning Vector Quantization method is used as a feature selection method to determine most informative frequencies in recorded signals and its performance is evaluated by frequency search method. Then informative features are extracted by packet wavelet transform. In next step 5 different types of classification methods are applied. The methodologies are tested on BCI Competition II dataset III, the best obtained accuracy is 85% and the best kappa value is 0.8. At final step ordered weighted averaging (OWA) method is used to provide a proper aggregation classifiers outputs. Using OWA enhanced system accuracy to 95% and kappa value to 0.9. This paper presents a speed sensorless direct torque control scheme using space vector modulation (DTC-SVM) for permanent magnet synchronous motor (PMSM) drive based a Model Reference Adaptive System (MRAS) algorithm and stator resistance estimator. The MRAS is utilized to estimate speed and stator resistance and compensate the effects of parameter variation on stator resistance, which makes flux and torque estimation more accurate and insensitive to parameter variation. In other hand the use of SVM method reduces the torque ripple while achieving a good dynamic response. Cloud computing security is a broad term that covers a variety of security concerns for organizations that use cloud services. Multi-cloud service providers must consider several factors when addressing security for their customers, including identity and access management, data at rest and in transit, egress and ingress traffic control, vulnerability and threat management, and auditing. This paper explores each of these aspects of cloud security in detail and provides recommendations for best practices for multi-cloud service providers. It also discusses the challenges inherent in securing a multi-cloud environment and offers solutions for overcoming these challenges. By the end of this paper, readers should have a good understanding of the various security concerns associated with multi-cloud environments in the context of today’s modern cyber threats and how to address them.

Abstract:
Semiconductor nanomaterials like TiO2 nanoparticles (TiO2-NPs) approximately less than 100 nm in diameter have become a new generation of advanced materials due to their novel and interesting optical, dielectric, and photo-catalytic properties. With the increasing use of NPs in commerce, to date few studies have investigated the toxicological and environmental effects of NPs. Motivated by the importance of TiO2-NPs that may contribute to the cancer research field especially from the treatment prospective together with the fractal analysis technique, we have investigated the effect of TiO2-NPs on colony morphology in the dark condition using fractal dimension as a key morphological characterization parameter. The aim of this work is mainly to investigate the cytotoxic effects of TiO2-NPs in the dark on the growth of human cervical carcinoma (HeLa) cell colonies from morphological aspect. The in vitro studies were carried out together with the image processing technique and fractal analysis. It was found that, these colonies were abnormal in shape and size. Moreover, the size of the control colonies appeared to be larger than those of the treated group. The mean Df +/- SEM of the colonies in untreated cultures was 1.085±0.019, N= 25, while that of the cultures treated with TiO2-NPs was 1.287±0.045. It was found that the circularity of the control group (0.401±0.071) is higher than that of the treated group (0.103±0.042). The same tendency was found in the diameter parameters which are 1161.30±219.56 μm and 852.28±206.50 μm for the control and treated group respectively. Possible explanation of the results was discussed, though more works need to be done in terms of the for mechanism aspects. Finally, our results indicate that fractal dimension can serve as a useful feature, by itself or in conjunction with other shape features, in the classification of cancer colonies.Keywords: Tumor growth, Cell colonies, TiO2, Nanoparticles, Fractal, Morphology, Aggregation.

Abstract:
This paper presents a study on the thermodynamics and transport properties of hot potassium carbonate aqueous system (HPC) using electrolyte non-random two liquid, (ELECNRTL) model. The operation conditions are varied to determine the system liquid phase stability range at the standard and critical conditions. A case study involving 30 wt% K2CO3, H2O standard system at pressure of 1 bar and temperature range from 280.15 to 366.15 K has been studied. The estimated solubility index, viscosity, water activity, and density which obtained from the simulation showed a good agreement with the experimental work. Furthermore, the saturation temperature of the solution has been estimated.Keywords: Viscosity, Saturation index, Activity coefficient, Density.

Abstract:
Conception is the primordial part in the realization of a computer system. Several tools have been used to help inventors to describe their software. These tools knew a big success in the relational databases domain since they permit to generate SQL script modeling the database from an Entity/Association model. However, with the evolution of the computer domain, the relational databases proved their limits and object-relational model became used more and more. Tools of present conception don't support all new concepts introduced by this model and the syntax of the SQL3 language. We propose in this paper a tool of help to the conception and implementation of object-relational databases called «NAVIGTOOLS" that allows the user to generate script modeling its database in SQL3 language. Abstract:
Nitrogen loss from irrigated cropland, particularly sandy soils, significantly contributes to nitrate (NO3 -) levels in surface and groundwaters. Thus, it is of great interest to use inexpensive natural products that can increase the fertilizer efficiency and decrease nitrate leaching. In this study, the ability of natural Iranian zeolite clinoptilolite (Cp) and surfactant modified zeolite clinoptilolite (SMZ) to remove NH4 + and NO3 -, respectively, from aqueous solutions was determined. The feasibility of using Cp and SMZ as soil amendment to reduce nitrate leaching from soil using lysimeters was also investigated. Zeolite showed 10.23% to 88.42% NH4 + removal efficiency over a wide range of initial NH4 + concentrations. Nitrate removal efficiency by SMZ was 32.26% to 82.26%. Field study results showed that Cp and SMZ significantly (p < 0.05) reduced leachate NO3-N concentration compared to control. There was no significant difference between maximum and mean leachate NO3-N concentration of SMZ lysimeters and those of Cp lysimeters.Keywords: Ammonium removal, Leaching, Nitrate removal, Surfactant modified zeolite

Abstract:
In this paper, the American exchange option (AEO) valuation problem is modelled as a free boundary problem. The critical stock price for an AEO is satisfied an integral equation implicitly. When the remaining time is large enough, an asymptotic formula is provided for pricing an AEO. The numerical results reveal that our asymptotic pricing formula is robust and accurate for the long-term AEO.
