Authors: Napisporn Memongkol, Runchana Sinthavalai, Nattapong Seneeratanaprayune Weerawat Ounsaneha, Chanisada Choosuk
Abstract:
The objective of this research is to develop the performance indicators (PIs) in operational level for the Pre-hospital Emergency Medical Service (EMS) system employing in Thailand. This research started with ascertaining the current pre-hospital care system. The team analyzed the strategies of Narerthorn, a government unit under the ministry of public health, and the existing PIs of the pre-hospital care. Afterwards, the current National Strategic Plan of EMS development (2008-2012) of the Emergency Medical Institute of Thailand (EMIT) was considered using strategic analysis to developed Strategy Map (SM) and identified the Success Factors (SFs). The analysis results from strategy map and SFs were used to develop the Performance Indicators (PIs). To verify the set of PIs, the team has interviewed with the relevant practitioners for the possibilities to implement the PIs. To this paper, it was to ascertain that all the developed PIs support the objectives of the strategic plan. Nevertheless, the results showed that the operational level PIs suited only with the first dimension of National Strategic Plan (infrastructure and information technology development). Besides, the SF was the infrastructure development (to contribute the EMS system to people throughout with standard and efficiency both in normally and disaster conditions). Finally, twenty-nine indicators were developed from the analysis results of SM and SFs.Keywords: Emergency Medical Service, Performance Indicator, Success Factor, Thailand

Authors: M. Parva, K. Dola, F. Pour Rahimian
Abstract:
Earthquake is considered as one of the most catastrophic disasters in Iran, in terms of both short-term and long-term hazards. Due to the particular financial and time constraints in Iran, quickly constructed post-earthquake houses (PEHs) do not fulfill the minimum requirements to be considered as comfortable dwellings for people. Consequently, people often transform PEHs after they start to reside. However, lack of understanding about process, motivation, and results of housing transformation leads to construction of some houses not suitable for future transformations, hence resulting in eventually demolished or abandoned PEHs. This study investigated housing transformations in a natural bed of post-earthquake Lar. This paper reports results of the conducted survey for comparing normal condition housing transformation with post-earthquake housing transformation in order to reveal the factors that affect post-earthquake housing transformation in Iran. The findings proposed the use of a combination of ‘Temporary’ and ‘Permanent’ housing reconstruction models in Iran to provide victims with basic but permanent post-disaster dwellings. It is also suggested that needs for future transformation should be predicted and addressed during early stages of design and development. This study contributes to both research and practice regarding post-earthquake housing reconstruction in Iran by proposing new design approaches and guidelines.

Abstract:
With today's fast lifestyles and busy schedule, nuclear families are becoming popular. Thus, the elderly members of these families are often neglected. This has lead to the popularity of the concept of Community living for the aged. The elders reside at a centre, which is controlled by the MANAGER. The manager takes responsibility of the functioning of the centre which includes taking care of 'residents' at the centre along with managing the daily chores of the centre, which he accomplishes with the help of a number of staff members and volunteers Often the Manager is not an employee but a volunteer. In such cases especially, time is an important constraint. A system, which provides an easy and efficient manner of managing the working of an old age home in detail, will prove to be of great benefit. We have developed a P.C. based organizer used to monitor the various activities of an old age home. It is an effective and easy-to-use system which will enable the manager to keep an account of all the residents, their accounts, staff members, volunteers, the centre-s logistic requirements etc. It is thus, a comprehensive 'Organizer' for Old Age Homes. Keywords: Old Age Home Organizer, HelpAge India.

Authors: M. Raciti Castelli, M. Cescon, E. Benini
Abstract:
Nuclear energy sources have been widely used in the past decades in order to power spacecraft subsystems. Nevertheless, their use has attracted controversy because of the risk of harmful material released into the atmosphere if an accident were to occur during the launch phase of the mission, leading to the general adoption of photovoltaic systems. As compared to solar cells, wind turbines have a great advantage on Mars, as they can continuously produce power both during dust storms and at night-time: this paper focuses on the potential of a wind energy conversion system (WECS) considering the atmospheric conditions on Mars. Wind potential on Martian surface has been estimated, as well as the average energy requirements of a Martian probe or surface rover. Finally, the expected daily energy output of the WECS has been computed on the basis of both the swept area of the rotor and the equivalent wind speed at the landing site. Keywords: Wind turbine, wind potential, Mars, probe, surface rover.

Abstract:
Uranium mining and processing in Brazil occur in a northeastern area near to Caetité-BA. Several Non-Governmental Organizations claim that uranium mining in this region is a pollutant causing health risks to the local population, but those in charge of the complex extraction and production of“yellow cake" for generating fuel to the nuclear power plants reject these allegations. This study aimed at identifying potential problems caused by mining to the population of Caetité. In this, work, the concentrations of 238U, 232Th and 40K radioisotopes in the teeth of the Caetité population were determined by ICP-MS. Teeth are used as bioindicators of incorporated radionuclides. Cumulative radiation doses in the skeleton were also determined. The concentration values were below 0.008 ppm, and annual effective dose due to radioisotopes are below to the reference values. Therefore, it is not possible to state that the mining process in Caetité increases pollution or radiation exposure in a meaningful way. Keywords: bioindicators, radiation dose, radioisotopesincorporation, uranium.

Abstract:
Measurements of radioactivity in the environment is of great importance to monitor and control the levels of radiation to which man is exposed directly or indirectly. It is necessary to show that regardless of working or being close to nuclear power plants, people are daily in contact with some amount of radiation from the actual environment and food that are ingested, contradicting the view of most of them. The aim of this study was to analyze the rate of natural and artificial radiation from radionuclides present in cement, soil and fertilizers used in Sergipe State – Brazil. The radionuclide activitiesmeasured all samples arebelow the Brazilian limit of the exclusion and exemption criteria from the requirement of radiation protection. It was detected Be-7 in organic fertilizers that means a short interval between the brewing processes for use in agriculture. It was also detected an unexpected Cs-137 in some samples; however its activities does not represent risk for the population. Th-231 was also found in samples of soil and cement in the state of Sergipe that is an unprecedented result.

Authors: Young S. Bang, Dong H. Yoon, Seung H. Yoo
Abstract:
Emergency Core Coolant Bypass (ECC Bypass) has been regarded as an important phenomenon to peak cladding temperature of large-break loss-of-coolant-accidents (LBLOCA) in nuclear power plants (NPP). A modeling scheme to address the ECC Bypass phenomena and the calculation of LBLOCA using that scheme are discussed in the present paper. A hydraulic form loss coefficient (HFLC) from the reactor vessel downcomer to the broken cold leg is predicted by the computational fluid dynamics (CFD) code with a variation of the void fraction incoming from the downcomer. The maximum, mean, and minimum values of FLC are derived from the CFD results and are incorporated into the LBLOCA calculation using a system thermal-hydraulic code, MARS-KS. As a relevant parameter addressing the ECC Bypass phenomena, the FLC to the break and its range are proposed.

Abstract:
The aim of this paper is to theoretically apply Bowen’s understanding of triangulation and triads to school psychology intern supervision so that it can assist in the conceptualization of the dynamics of intern supervision and provide some key methods to address common issues. The school psychology internship is the capstone experience for the school psychologist in training. It involves three key participants whose relationships will determine the success of the internship. To understand the potential effect, Bowen’s family systems theory can be applied to the supervision relationship. He describes a way to resolve stress between two people by triangulating or binging in a third person. He applies this to a nuclear family, but school psychology intern supervision requires the marriage of an intern, field supervisor, and university supervisor; thus, setting all up for possible triangulation. The consequences of triangulation can apply to standards and requirements, direct supervision, and intern evaluation. Abstract:
To confirm the reactor and containment integrity of the Advanced Boiling Water Reactor (ABWR), we perform the analysis of main steamline break (MSLB) transient by using the TRACE, PARCS, and SNAP codes. The process of the research has four steps. First, the ABWR nuclear power plant (NPP) model is developed by using the above codes. Second, the steady state analysis is performed by using this model. Third, the ABWR model is used to run the analysis of MSLB transient. Fourth, the predictions of TRACE and PARCS are compared with the data of FSAR. The results of TRACE/PARCS and FSAR are similar. According to the TRACE/PARCS results, the reactor and containment integrity of ABWR can be maintained in a safe condition for MSLB.

Abstract:
Searching the “Island of stability” is a topic of extreme interest in theoretical as well as experimental modern physics today. This “island of stability” is spanned by superheavy elements (SHE's) that are produced in the laboratory. SHE's are believed to exist primarily due to the “magic” stabilizing effects of nuclear shell structure. SHE synthesis is extremely difficult due to their very low production cross section, often of the order of pico barns or less. Stabilizing effects of shell closures at proton number Z=82 and neutron number N=126 are predicted theoretically. Though stabilizing effects of Z=82 have been experimentally verified, no concluding observations have been made with N=126, so far. We measured and analyzed the total evaporation residue (ER) cross sections for a number of systems with neutron number around 126 to explore possible shell closure effects in ER cross sections, in this work. Keywords: Superheavy element, fusion evaporation, evaporation reside, compound nucleus.

Authors: Wojciech P. Gajewski
Abstract:
The problem of spam has been seriously troubling the Internet community during the last few years and currently reached an alarming scale. Observations made at CERN (European Organization for Nuclear Research located in Geneva, Switzerland) show that spam mails can constitute up to 75% of daily SMTP traffic. A naïve Bayesian classifier based on a Bag Of Words representation of an email is widely used to stop this unwanted flood as it combines good performance with simplicity of the training and classification processes. However, facing the constantly changing patterns of spam, it is necessary to assure online adaptability of the classifier. This work proposes combining such a classifier with another NBC (naïve Bayesian classifier) based on pairs of adjacent words. Only the latter will be retrained with examples of spam reported by users. Tests are performed on considerable sets of mails both from public spam archives and CERN mailboxes. They suggest that this architecture can increase spam recall without affecting the classifier precision as it happens when only the NBC based on single words is retrained.

Authors: Fanqiang Kong, Chending Bian
Abstract:
In this work, we exploit two assumed properties of the abundances of the observed signatures (endmembers) in order to reconstruct the abundances from hyperspectral data. Joint-sparsity is the first property of the abundances, which assumes the adjacent pixels can be expressed as different linear combinations of same materials. The second property is rank-deficiency where the number of endmembers participating in hyperspectral data is very small compared with the dimensionality of spectral library, which means that the abundances matrix of the endmembers is a low-rank matrix. These assumptions lead to an optimization problem for the sparse unmixing model that requires minimizing a combined l2,p-norm and nuclear norm. We propose a variable splitting and augmented Lagrangian algorithm to solve the optimization problem. Experimental evaluation carried out on synthetic and real hyperspectral data shows that the proposed method outperforms the state-of-the-art algorithms with a better spectral unmixing accuracy. Keywords: Hyperspectral unmixing, joint-sparse, low-rank representation, abundance estimation.

Abstract:
This paper presents a conceptual model of agreement options on negotiation support for civil engineering decision. The negotiation support facilitates the solving of group choice decision making problems in civil engineering decision to reduce the impact of mud volcano disaster in Sidoarjo, Indonesia. The approach based on application of analytical hierarchy process (AHP) method for multi criteria decision on three level of decision hierarchy. Decisions for reducing impact is very complicated since many parties involved in a critical time. Where a number of stakeholders are involved in choosing a single alternative from a set of solution alternatives, there are different concern caused by differing stakeholder preferences, experiences, and background. Therefore, a group choice decision support is required to enable each stakeholder to evaluate and rank the solution alternatives before engaging into negotiation with the other stakeholders. Such civil engineering solutions as alternatives are referred to as agreement options that are determined by identifying the possible stakeholder choice, followed by determining the optimal solution for each group of stakeholder. Determination of the optimal solution is based on a game theory model of n-person general sum game with complete information that involves forming coalitions among stakeholders. Keywords: Agreement options, AHP, agent, negotiation, multicriteria, game theory, and coalition.

Authors: Dimitrie Marinceu, Alan Murchison
Abstract:
The Canadian Used Fuel Container (UFC) is a mid-size hemispherical headed copper coated steel container measuring 2.5 meters in length and 0.5 meters in diameter containing 48 used fuel bundles. The contained used fuel produces significant gamma radiation requiring automated assembly processes to complete the assembly. The design throughput of 2,500 UFCs per year places constraints on equipment and hot cell design for repeatability, speed of processing, robustness and recovery from upset conditions. After UFC assembly, the UFC is inserted into a Buffer Box (BB). The BB is made from adequately pre-shaped blocks (lower and upper block) and Highly Compacted Bentonite (HCB) material. The blocks are practically ‘sandwiching’ the UFC between them after assembly. This paper identifies one possible approach for the BB automatic assembly cell and processes. Automation of the BB assembly will have a significant positive impact on nuclear safety, quality, productivity, and reliability.

Typical applications include the aircraft electronic equipment, rotating-disc heat exchangers, turbo machinery, and nuclear reactors, etc. Natural convection in an inclined square enclosure heated via wall heater has been studied numerically. Finite volume method is used for solving momentum and energy equations in the form of stream function–vorticity. The right and left walls are kept at a constant temperature, while the other parts are adiabatic. The range of the inclination angle covers a whole revolution. The method is validated for a vertical cavity. A general power law dependence of the Nusselt number with respect to the Rayleigh number with the coefficient and exponent as functions of the inclination angle is presented. For a fixed Rayleigh number, the inclination angle increases or decreases is found.

Authors: Rudra P. Pradhan
Abstract:
This paper examines the Granger causal nexus between financial development and energy consumption in the group of 35 Financial Action Task Force (FATF) Countries over the period 1988-2012. The study uses two financial development indicators such as private sector credit and stock market capitalization and seven energy consumption indicators such as coal, oil, gas, electricity, hydro-electrical, nuclear and biomass. Using panel cointegration tests, the study finds that financial development and energy consumption are cointegrated, indicating the presence of a long-run relationship between the two. Using a panel vector error correction model (VECM), the study detects both bidirectional and unidirectional causality between financial development and energy consumption. The variation of this causality is due to the use of different proxies for both financial development and energy consumption. The policy implication of this study is that economic policies should recognize the differences in the financial development-energy consumption nexus in order to maintain sustainable development in the selected 35 FATF countries. Keywords: Financial development, energy consumption, Panel VECM, FATF countries.

Abstract:
For a quick and accurate calculation of spatial neutron distribution in nuclear power reactors 3D nodal codes are usually used aiming at solving the neutron diffusion equation for a given reactor core geometry and material composition. These codes use a second order polynomial to represent the transverse leakage term. In this work, a nodal method based on the well known nodal expansion method (NEM), developed at COPPE, making use of this polynomial expansion was modified to treat the transverse leakage term for the external surfaces of peripheral reflector nodes. The proposed method was implemented into a computational system which, besides solving the diffusion equation, also solves the burnup equations governing the gradual changes in material compositions of the core due to fuel depletion. Results confirm the effectiveness of this modified treatment of peripheral nodes for practical purposes in PWR reactors. Keywords: Transverse leakage, nodal expansion method, power density, PWR reactors

Abstract:
Traffic accidents are a result of the convergence of hazards, malfunctioning of vehicles and human negligence that have adverse economic and health impacts and effects. Unfortunately, avoiding them completely is very difficult, but with quick response to rescue and first aid, the mortality rate of inflicted persons can be reduced significantly. Smart and innovative technologies can play a pivotal role to respond faster to traffic crash emergencies comparing conventional means of transportation. For instance, Rescue Emergency Drone (RED) can provide faster and real-time crash site risk assessment to emergency medical services, thereby helping them to quickly and accurately assess a situation, dispatch the right equipment and assist bystanders to treat inflicted person properly. To conduct a research in this regard, the case of a traffic roundabout that is prone to frequent traffic accidents on the outskirts of Esbjerg, a town located on western coast of Denmark is hypothetically considered. Along with manual calculations, Emergency Disaster Management Simulation (EDMSIM) has been used to verify the response time of RED from a fire station of the town to the presumed crash site. Authors: Kleiner Marques Marra, Tércio Pedrosa
Abstract:
This paper reports the production of uranium-molybdenum alloys, which have been considered promising fuel for test and research nuclear reactors. U-Mo alloys were produced in three molybdenum contents: 5 wt.%, 7 wt.%, and 10 wt.%, using an electric vacuum induction furnace. A boron nitride-coated graphite crucible was employed in the production of the alloys and, after melting, the material was immediately poured into a boron nitride-coated graphite mold. The incorporation of carbon was observed, but it happened in a lower intensity than in the case of the non-coated crucible/mold. It is observed that the carbon incorporation increased and alloys density decreased with Mo addition. It was also noticed that the increase in the carbon or molybdenum content did not seem to change the as-cast structure in terms of granulation. The three alloys presented body-centered cubic crystal structure (g phase), after solidification, besides a seeming negative microsegregation of molybdenum, from the center to the periphery of the grains. There were signs of macrosegregation, from the base to the top of the ingots.

Abstract:
This study focuses on the sheltering response in the Middle East, specifically through reviewing two Syrian refugee camps in Jordan, involving Zaatari and Azraq. Zaatari camp involved the rapid deployment of tents and shelters over a very short period of time and Azraq was purpose built and pre-planned over a longer period. At present, both camps collectively host more than 133,000 occupants. Field visits were taken to both camps and the main issues and problems in the sheltering response were highlighted through focus group discussions with camp occupants and inspection of shelter habitats. This provided both subjective and objective research data sources. While every case has its own significance and deployment to meet humanitarian needs, there are some common requirements irrespective of geographical region. The results suggest that there is a gap in the suitability of the required habitat needs and what has been provided. It is recommended that the global international response and support could be improved in relation to the habitat form, construction type, layout, function and critically the cultural aspects. Services, health and hygiene are key elements to the shelter habitat provision. The study also identified the amendments to shelters undertaken by the beneficiaries providing insight into their key main requirements. The outcomes from this study could provide an important learning opportunity to develop improved habitat response for future shelters.

However, there is an ever increasing concern to understand their toxicological effect in human health. Particularly, metal and metal oxide nanoparticles have been used in various sectors including biomedical, food and agriculture. But their impact on human health is yet to be fully understood. In this present investigation, we assessed the toxic effect of engineered nanoparticles (ENPs) including Ag, MgO and Co3O4 nanoparticles (NPs) on human mesenchymal stem cells (hMSC) adopting cell viability and cellular morphological changes as tools The results suggested that silver NPs are more toxic than MgO and Co3O4NPs. The ENPs induced cytotoxicity and nuclear morphological changes in hMSC depending on dose. The cell viability decreases with increase in concentration of ENPs. The cellular morphology studies revealed that ENPs damaged the cells. These preliminary findings have implications for the use of these nanoparticles in food industry with systematic regulations.

Abstract:
Advances in spatial and spectral resolution of satellite images have led to tremendous growth in large image databases. The data we acquire through satellites, radars, and sensors consists of important geographical information that can be used for remote sensing applications such as region planning, disaster management. Spatial data classification and object recognition are important tasks for many applications. However, classifying objects and identifying them manually from images is a difficult task. Object recognition is often considered as a classification problem, this task can be performed using machine-learning techniques. Despite of many machine-learning algorithms, the classification is done using supervised classifiers such as Support Vector Machines (SVM) as the area of interest is known. We proposed a classification method, which considers neighboring pixels in a region for feature extraction and it evaluates classifications precisely according to neighboring classes for semantic interpretation of region of interest (ROI). A dataset has been created for training and testing purpose; we generated the attributes by considering pixel intensity values and mean values of reflectance. We demonstrated the benefits of using knowledge discovery and data-mining techniques, which can be on image data for accurate information extraction and classification from high spatial resolution remote sensing imagery. Keywords: Remote sensing, object recognition, classification, data mining, waterbody identification, feature extraction.

Abstract:
The aim of this paper is to perform a thermal-hydraulic analysis of the IAEA 10 MW benchmark reactor solving analytically and numerically, by mean of the finite volume method, respectively the steady state and transient forced convection in rectangular narrow channel between two parallel MTR-type fuel plates, imposed under a cosine shape heat flux. A comparison between both solutions is presented to determine the minimal coolant velocity which can ensure a safe reactor core cooling, where the cladding temperature should not reach a specific safety limit 90 °C. For this purpose, a computer program is developed to determine the principal parameter related to the nuclear core safety, such as the temperature distribution in the fuel plate and in the coolant (light water) as a function of the inlet coolant velocity. Finally, a good agreement is noticed between the both analytical and numerical solutions, where the obtained results are displayed graphically.

Abstract:
This paper presents an overview of the foundation and evolution of environmental related problems in local governments with specific reference on air pollution in South Africa. Local government has a direct mandate in terms of the Constitution of the Republic of South Africa, 1996 (hereafter, the Constitution). This mandate to protect, fulfil, respect and promote the Bill of Rights by local governments in respect of the powers and functions creates confusion around the role of where a local government fits in, in addressing the problem of climate change in South Africa. A reflection of the evolving legislations, developments, and processes regarding climate change that shaped local government dispensation in South Africa is addressed by the notion of developmental local governments. This paper seeks to examine the advances for mitigation and adaptation regulation of air pollution and application in South Africa. This study involves a qualitative approach that will involve South African national legislation as well as an interpretation of international strategies. A literature review study was conducted to undertake the various aspects of law in order to support the argument undertaken of mitigation and adaptation strategies. The paper presents a detailed discussion of the current legislation and the position as it currently stands, as well as the relevant protections as outlined in the National Environmental Management Act and the National Environmental Management: Air Quality Act. It then proceeds to outline the responsibilities of local governments in South Africa to mitigate and adapt to air pollution strategies.

The possibility of radionuclides-related contamination of lands at agricultural holdings defines the necessity to apply special protective measures in plant growing. The aim of researches is to elucidate the influence of polymers applying on biological migration of man-made anthropogenic radionuclides 90Sr and 137Cs in the system water - soil – plant. The tests are being carried out under field conditions with and without application of polymers in root-inhabited media in more radioecological tension zone (with the radius of 7 km from the Armenian Nuclear Power Plant). The polymers on the base of K+, Caµ, KµCaµ ions were tested. Productivity of pepper depending on the presence and type of polymer material, content of artificial radionuclides in waters, soil and plant material has been determined. The character of different polymers influence on the artificial radionuclides migration and accumulation in the system water-soil-plant and accumulation in the plants has been cleared up.Keywords: accumulation of artificial radionuclides, pepper, polymer, water-soil-plant system

Authors: Sajjad A. Memon, Sadaf T. Qureshi, Naeem A. Laghari, Noor M. Khuhro
Abstract:
The present study represents the occupational radiation doses received by selected workers of Nuclear Institute of Medicine and Radiotherapy (NIMRA) Jamshoro Pakistan and conducted to discuss about how we be careful and try to avoid make ourselves overconscious. Film badges with unique identification number were issued to radiation worker to detect occupational radiation doses. In this study, only 08 workers with high radiation doses were assessed amongst 35 radiation workers during the period of January 2012 to December 2012. The selected radiation workers’ occupational doses were according to designated work areas and in the range of 1.21 to 7.78 mSv (mili Sieveret) out of the annual dose limit of 20 mSv. By the comparison of different studies and earth’s HNBR (High Natural Background Radiation) locations’ doses, it is concluded that the worker’s high doses are of magnitude of HNBR Regions and were in the acceptable range of National and International regulatory bodies so we must not to show any type of overconsciousness but be careful in handling the radioactive sources.

Authors: L. Dahmani
Abstract:
The first and basic cause of the failure of concrete is repeated freezing (thawing) of moisture contained in the pores, microcracks, and cavities of the concrete. On transition to ice, water existing in the free state in cracks increases in volume, expanding the recess in which freezing occurs. A reduction in strength below the initial value is to be expected and further cycle of freezing and thawing have a further marked effect. By using some experimental parameters like nuclear magnetic resonance variation (NMR), enthalpy-temperature (or heat capacity) variation, we can resolve between the various water states and their effect on concrete properties during cooling through the freezing transition temperature range. The main objective of this paper is to describe the principal type of water responsible for the reduction in strength and structural damage (frost damage) of concrete following repeated freeze –thaw cycles. Some experimental work was carried out at the institute of cryogenics to determine what happens to water in concrete during the freezing transition.

Authors: Shahryar Shaghaghi G., Paria Violette Shakiba , Gholamreza Irani
Abstract:
Nowadays, the earth is countered with serious problem of air pollution. This problem has been started from the industrial revolution and has been faster in recent years, so that leads the earth to ecological and environmental disaster. One of its results is the global warming problem and its related increase in global temperature. The most important factors in air pollution especially in urban environments are Automobiles and residential buildings that are the biggest consumers of the fossil energies, so that if the residential buildings as a big part of the consumers of such energies reduce their consumption rate, the air pollution will be decreased. Since Metropolises are the main centers of air pollution in the world, assessment and analysis of efficient strategies in decreasing air pollution in such cities, can lead to the desirable and suitable results and can solve the problem at least in critical level. Tabriz city is one of the most important metropolises in North west of Iran that about two million people are living there. for its situation in cold dry climate, has a high rate of fossil energies consumption that make air pollution in its urban environment. These two factors, being both metropolis and in cold dry climate, make this article try to analyze the strategies of climatic design in old districts of the city and use them in new districts of the future. These strategies can be used in this city and other similar cities and pave the way to reduce energy consumption and related air pollution to save whole world. Keywords: Air pollution, Urban Environment, Metropolis, Residential building, Fossil energies.
