Abstract:
In this paper, we report how to acquire serious victims’ locations in the Acute Stage of Large-scale Disasters, in an Emergency Information Network System designed by us. The background of our concept is based on the Great East Japan Earthquake occurred on March 11th, 2011. Through many experiences of national crises caused by earthquakes and tsunamis, we have established advanced communication systems and advanced disaster medical response systems. However, Japan was devastated by huge tsunamis swept a vast area of Tohoku causing a complete breakdown of all the infrastructures including telecommunications. Therefore, we noticed that we need interdisciplinary collaboration between science of disaster medicine, regional administrative sociology, satellite communication technology and systems engineering experts. Communication of emergency information was limited causing a serious delay in the initial rescue and medical operation. For the emergency rescue and medical operations, the most important thing is to identify the number of casualties, their locations and status and to dispatch doctors and rescue workers from multiple organizations. In the case of the Tohoku earthquake, the dispatching mechanism and/or decision support system did not exist to allocate the appropriate number of doctors and locate disaster victims. Even though the doctors and rescue workers from multiple government organizations have their own dedicated communication system, the systems are not interoperable.

Abstract:
This paper presents a method of evaluating the effect of aggregate angularity on hot mix asphalt (HMA) properties and its relationship to the Permanent Deformation resistance. The research concluded that aggregate particle angularity had a significant effect on the Permanent Deformation performance, and also that with an increase in coarse aggregate angularity there was an increase in the resistance of mixes to Permanent Deformation. A comparison between the measured data and predictive data of permanent deformation predictive models showed the limits of existing prediction models. The numerical analysis described the permanent deformation zones and concluded that angularity has an effect of the onset of these zones. Prediction of permanent deformation help road agencies and by extension economists and engineers determine the best approach for maintenance, rehabilitation, and new construction works of the road infrastructure. Keywords: Aggregate angularity, asphalt concrete, permanent deformation, rutting prediction.

Abstract:
Herein, the organic semiconductor methyl orange (MO), is investigated for the first time for its electronic applications. For this purpose, Al/MO/n-Si heterojunction is fabricated through economical cheap and simple “drop casting” technique. The currentvoltage (I-V) measurements of the device are made at room temperature under dark conditions. The I-V characteristics of Al/MO/n-Si junction exhibits asymmetrical and rectifying behavior that confirms the formation of diode. The diode parameters such as rectification ratio (RR), turn on voltage (Vturn on), reverse saturation current (I0), ideality factor (n), barrier height ( b f ), series resistance (Rs) and shunt resistance (Rsh) are determined from I-V curves using Schottky equations. These values of these parameters are also extracted and verified by applying Cheung’s functions. The conduction mechanisms are explained from the forward bias I-V characteristics using the power law. Keywords: Electrical properties, Organic/inorganic heterojunction diode, Methyl Orange, Cheungs Functions

Abstract:
This study presents the performance of membrane bioreactor in treating high phosphate wastewater. The laboratory scale MBR was operated at permeate flux of 25 L/m2.h with a hollow fiber membrane (polypropylene, approx. pore size 0.01 - 0.2 μm) at hydraulic retention time (HRT) of 12 hrs. Scanning electron microscopy (SEM) and energy diffusive X-ray (EDX) analyzer were used to characterize the membrane foulants. Results showed that the removal efficiencies of COD, TSS, NH3-N and PO4 3- were 93, 98, 80 and 30% respectively. On average 91% of influent soluble microbial products (SMP) were eliminated, with the eliminations of polysaccharides mostly above 80%. The main fouling resistance was cake resistance. It should be noted that SMP were found in major portions of mixed liquor that played a relatively significant role in membrane fouling. SEM and EDX analyses indicated that the foulants covering the membrane surfaces comprises not only organic substances but also inorganic elements including Mg, Ca, Al, K and P.Keywords: Membrane bioreactor (MBR), membrane fouling, phosphates, soluble microbial products (SMP).

Abstract:
Glass Fiber Reinforced Polymer (GFRP) is a major evolution for energy dissipation when used as infill material for seismic retrofitting of steel frame, a basic PMC infill wall system consists of two GFRP laminates surrounding an infill of foam core. This paper presents numerical analysis in terms of buckling resistance of GFRP sandwich infill panels system under the influence of environment temperature and stacking sequence of laminate skin. Mode of failure under in-plane compression is studied by means of numerical analysis with ABAQUS platform. Parameters considered in this study are contact length between infill and frame, laminate stacking sequence of GFRP skin and variation of mechanical properties due to increment of temperature. The analysis is done with four cases of simple stacking sequence over a range of temperature. The result showed that both the effect of temperature and stacking sequence alter the performance of entire panel system. The rises of temperature resulted in the decrements of the panel’s strength. This is due to the polymeric nature of this material. Additionally, the contact length also displays the effect on the performance of infill panel. Furthermore, the laminate stiffness can be modified by orientation of laminate, which can increase the infill panel strength. Hence, optimal performance of the entire panel system can be obtained by comparing different cases of stacking sequence.

Abstract:
Research on the boron (B) toxicity problems had recently considerable relation, especially in the dry regions of the world. Development of resistant varieties to B toxicity is a high priority on these regions, where the soils have high levels of B. Thus, this study aimed to assessment the resistance of wheat genotypes to B toxicity using the agronomic and physiologic parameters. For this aim, a pot experiment, based on a completely randomized design with three replications, was conducted using the soil of calcareous usthochrepts. In the study, twenty different wheat genotypes of T. aestivum and T. Durum were used. Boron fertilizer at the levels of 0 (-B), 30 mg B kg-1 (+B) as H3BO3 was applied to the pots. After harvest, plant dry matter yield was recorded, and total B concentrations in tops of wheat plants were determined. The results have revealed the existence of a large genotypic variation among wheat genotypes to their physiologic and agronomic susceptibility to B toxicity.

Authors: Ahmet Yetik, Seyit Ali Kara, Cevat Özarpa
Abstract:
Load changes occur on natural gas and oil pipelines due to natural disasters. The displacement of the soil around the natural gas and oil pipes due to situations that may cause erosion, such as earthquakes, landslides, and floods, is the source of this load change. The exposure of natural gas and oil pipes to variable loads causes deformation, cracks, and breaks in these pipes. Such cracks and breaks can cause significant damage to people and the environment, including the risk of explosions. Especially with the examinations made after natural disasters, it can be easily understood which of the pipes has sustained more damage in those quake-affected regions. It has been determined that earthquakes in Türkiye have caused permanent damage to pipelines. This project was initiated in response to the identification of cracks and gas leaks in the insulation gaskets placed in the pipelines, especially at the junction points. In this study, a SCADA (Supervisory Control and Data Acquisition) application has been developed to monitor load changes caused by natural disasters. The developed SCADA application monitors the changes in the x, y, and z axes of the stresses occurring in the pipes with the help of strain gauge sensors placed on the pipes. For the developed SCADA system, test setups in accordance with the standards were created during the fieldwork. The test setups created were integrated into the SCADA system, and the system was followed up. Thanks to the SCADA system developed with the field application, the load changes that will occur on the natural gas and oil pipes are instantly monitored, and the accumulations that may create a load on the pipes and their surroundings are immediately intervened, and new risks that may arise are prevented. It has contributed to energy supply security, asset management, pipeline holistic management, and overall sustainability in the industry.

Authors: T. Hashimoto, N. Miki, H. Maki
Abstract:
We report the size dependence of 1D superconductivity in ultrathin (10-130 nm) nanowires produced by coating suspended carbon nanotubes with a superconducting NbN thin film. The resistance-temperature characteristic curves for samples with ≧25 nm wire width show the superconducting transition. On the other hand, for the samples with 10-nm width, the superconducting transition is not exhibited owing to the quantum size effect. The differential resistance vs. current density characteristic curves show some peak, indicating that Josephson junctions are formed in nanowires. The presence of the Josephson junctions is well explained by the measurement of the magnetic field dependence of the critical current. These understanding allow for the further expansion of the potential application of NbN, which is utilized for single photon detectors and so on.

In this method, transparent Al2O3 sol was added into the acidic Zn-Ni bath to produced Zn-Ni-Al2O3nanocomposite coatings. The chemical composition, microstructure and mechanical properties of the composite and alloy coatings deposited at two different agitation speed were investigated. The structure of all coatings was single γ-Ni5Zn21 phase. The composite coatings possess refined crystals with higher microhardness compared to Zn-Ni alloy coatings. The wear resistance of Zn-Ni coatings was improved significantly by incorporation of alumina nano particles into the coatings. Higher agitation speed provided more uniform coatings with smaller grain sized and slightly higher microhardness. Considering composite coatings, high agitation speeds may facilitate co-deposition of alumina in the coatings. Keywords: Microhardness, Sol-enhanced electro plating, Wear resistance, Zn-Ni-Al2O3 composite coatings.

Abstract:
To define or predict incipient motion in an alluvial channel, most of the investigators use a standard or modified form of Shields- diagram. Shields- diagram does give a process to determine the incipient motion parameters but an iterative one. To design properly (without iteration), one should have another equation for resistance. Absence of a universal resistance equation also magnifies the difficulties in defining the model. Neural network technique, which is particularly useful in modeling a complex processes, is presented as a tool complimentary to modeling incipient motion. Present work develops a neural network model employing the RBF network to predict the average velocity u and water depth y based on the experimental data on incipient condition. Authors: Henry Munoz, Muhammad Mohsan, Takashi Kiyota
Abstract:
Strength and deformability characteristics of a liquefiable sand deposit including the development of earthquake-induced shear stress and shear strain as well as soil softening via the progressive degradation of shear modulus were studied via shaking table experiments. To do so, a model of a liquefiable sand deposit was constructed and densely instrumented where accelerations, pressures, and displacements at different locations were continuously monitored. Furthermore, the confinement effects on the strength and deformation characteristics of the liquefiable sand deposit due to an external surcharge by placing a heavy concrete slab (i.e. the model of an actual structural rigid pavement) on the ground surface were examined. The results indicate that as the number of seismic-loading cycles increases, the sand deposit softens progressively as large shear strains take place in different sand elements. Liquefaction state is reached after the combined effects of the progressive degradation of the initial shear modulus associated with the continuous decrease in the mean principal stress, and the buildup of the excess of pore pressure takes place in the sand deposit. Finally, the confinement effects given by a concrete slab placed on the surface of the sand deposit resulted in a favorable increasing in the initial shear modulus, an increase in the mean principal stress and a decrease in the softening rate (i.e. the decreasing rate in shear modulus) of the sand, thus making the onset of liquefaction to take place at a later stage. This is, only after the sand deposit having a concrete slab experienced a higher number of seismic loading cycles liquefaction took place, in contrast to an ordinary sand deposit having no concrete slab.

Authors: N. Abbas, S. Lagomarsino, S. Cattari
Abstract:
Examining existing experimental results for shallow rigid foundations subjected to vertical centric load (N), accompanied or not with a bending moment (M), two main non-linear mechanisms governing the cyclic response of the soil-foundation system can be distinguished: foundation uplift and soil yielding. A soil-foundation failure limit, is defined as a domain of resistance in the two dimensional (2D) load space (N, M) inside of which lie all the admissible combinations of loads; these latter correspond to a pure elastic, non-linear elastic or plastic behavior of the soil-foundation system, while the points lying on the failure limit correspond to a combination of loads leading to a failure of the soil-foundation system. In this study, the proposed resistance domain is constructed analytically based on mechanics. Original elastic limit, uplift initiation limit and iso-uplift limits are constructed inside this domain. These limits give a prediction of the mechanisms activated for each combination of loads applied to the foundation. A comparison of the proposed failure limit with experimental tests existing in the literature shows interesting results. Also, the developed uplift initiation limit and iso-uplift curves are confronted with others already proposed in the literature and widely used due to the absence of other alternatives, and remarkable differences are noted, showing evident errors in the past proposals and relevant accuracy for those given in the present work.

Abstract:
Slurry infiltrated fiber concrete (SIFCON) is considered as a special type of high strength high-performance fiber reinforced concrete, extremely strong, and ductile. The objective of this study is to investigate the durability of SIFCON to corrosion in chloride environments. Six different SIFCON mixes were made in addition to two refinance mixes with 0% and 1.5% steel fiber content. All mixes were exposed to 10% chloride solution for 180 days. Half of the specimens were partially immersed in chloride solution, and the others were exposed to weekly cycles of wetting and drying in 10% chloride solution. The effectiveness of using corrosion inhibitors, mineral admixture, and epoxy protective coating were also evaluated as protective measures to reduce the effect of chloride attack and to improve the corrosion resistance of SIFCON mixes. Corrosion rates, half-cell potential, electrical resistivity, total permeability tests had been monitored monthly. The results indicated a significant improvement in performance for SIFCON mixes exposed to chloride environment, when using corrosion inhibitor or epoxy protective coating, whereas SIFCON mix contained mineral admixture (metakaolin) did not improve the corrosion resistance at the same level. The cyclic wetting and drying exposure were more aggressive to the specimens than the partial immersion in chloride solution although the observed surface corrosion for the later was clearer.

Accurate prediction of the cooling/heating load and consequently, the sizing of the heating, ventilating, and air-conditioning equipment require precise calculation of the heat transfer mainly by conduction through envelope components of a building. The thermal resistance of most thermal insulation materials depends on the operating temperature. The temperature to which the insulation materials are exposed varies, depending on the thermal resistance of the materials, the location of the insulation layer within the assembly system, and the effective temperature which depends on the amount of solar radiation received on the surface of the assembly. Multidrug resistant organisms have been taunting the medical world for the last few decades. Even with new antibiotics developed, resistant strains have emerged soon after. With the advancement of nanotechnology, we investigated colloidal silver nanoparticles for its antimicrobial activity against Pseudomonas aeruginosa. This organism is a multidrug resistant which contributes to the high morbidity and mortality in immunocompromised patients. Five multidrug resistant strains were used in this study. The antimicrobial effect was studied using the disc diffusion and broth dilution techniques. An inhibition zone of 11 mm was observed with 10 μg dose of the nanoparticles. The nanoparticles exhibited MIC of 50 μg/ml when added at the lag phase and the subinhibitory concentration was measured as 100 μg/ml. The MIC50 value showed to be 15 μg/ml. This study suggests that silver nanoparticles can be further developed as an antimicrobial agent, hence decreasing the burden of the multidrug resistance phenomena. Keywords: Antimirobial activity, Multidrug resistance, Pseudomonas aeruginosa, Silver nanoparticles

It explains that economic globalization exacerbates inequality and deprivation of people with disabilities. The rising tide of neo-liberal welfare policies emphasized efficiency, downsized social expenditure for people with disabilities, excluded people with disabilities against labor market, and shifted them from welfare system to nothing. However, there have been people with disabilities' political responses to globalization, which are characterized by a global network of people with disabilities as well as participation to global governance. Their resistance can be seen as an attempt to tackle the problems that economic globalization has produced. It is necessary paradigm shift of disability policy from dependency represented by disability benefits to independency represented by labor market policies for people with disabilities.

If leakage occurs in the insulated bay section, the convective flow may cause energy losses and infiltration of the exterior wall with moisture and particles. In particular the infiltrated moisture may lead to thermal bridges and growth of health endangering mould and mildew. In order to prevent this problem, different numerical calculation models have been developed. All models developed so far have a potential for completion. The implementation of the flow-through properties of mineral wool insulation may help to improve the existing models. Assuming that the real pressure difference between interior and exterior surface is larger than the prescribed pressure difference in the standard test procedure for mineral wool ISO 9053 / EN 29053, measurements were performed using the measurement setup for research on convective moisture transfer “MSRCMT". These measurements show, that structural inhomogeneities of mineral wool effect the permeability only at higher pressure differences, as applied in MSRCMT. Additional microscopic investigations show, that the location of a leak within the construction has a crucial influence on the air flow-through and the infiltration rate. The results clearly indicate that the empirical values for the acoustic resistance of mineral wool should not be used for the calculation of convective transfer mechanisms. Keywords: convection, convective transfer, infiltration, mineralwool, permeability, resistance, leakage

Abstract:
Transportation is of great importance in the current life of human beings. The transportation system plays many roles, from economical development to after-catastrophe aids such as rescue operation in the first hours and days after an earthquake. In after earthquakes response phase, transportation system acts as a basis for ground operations including rescue and relief operation, food providing for victims and etc. It is obvious that partial or complete obstruction of this system results in the stop of these operations. Bridges are one of the most important elements of transportation network. Failure of a bridge, in the most optimistic case, cuts the relation between two regions and in more developed countries, cuts the relation of numerous regions. In this paper, to evaluate the vulnerability and estimate the damage level of Tehran bridges, HAZUS method, developed by Federal Emergency Management Agency (FEMA) with the aid of National Institute of Building Science (NIBS), is used for the first time in Iran. In this method, to evaluate the collapse probability, fragility curves are used. Iran is located on seismic belt and thus, it is vulnerable to earthquakes. Thus, the study of the probability of bridge collapses, as an important part of transportation system, during earthquakes is of great importance. The purpose of this study is to provide fragility curves for Gisha Bridge, one of the longest steel bridges in Tehran, as an important lifeline element. Besides, the damage probability for this bridge during a specific earthquake, introduced as scenario earthquakes, is calculated. The fragility curves show that for the considered scenario, the probability of occurrence of complete collapse for the bridge is 8.6%.Keywords: Bridge, Damage evaluation, Fragility curve, Lifelines, Seismic vulnerability.

Abstract:
The oil and gas industry has moved towards Load and Resistance Factor Design through API RP2A - LRFD and the recently published international standard, ISO-19902, for design of fixed steel offshore structures. The ISO 19902 is intended to provide a harmonized design practice that offers a balanced structural fitness for the purpose, economy and safety. As part of an ongoing work, the reliability analysis of tubular joints of the jacket structure has been carried out to calibrate the load and resistance factors for the design of offshore platforms in Malaysia, as proposed in the ISO. Probabilistic models have been established for the load effects (wave, wind and current) and the tubular joints strengths. In this study the First Order Reliability Method (FORM), coded in MATLAB Software has been employed to evaluate the reliability index of the typical joints, designed using API RP2A - WSD and ISO 19902.Keywords: FORM, Reliability Analysis, Tubular Joints
