5693 Detonating Culture, Statistics and Development in Imo State of Nigeria
Authors: Ugiri Ejikeme
Abstract:
In an executive summary, UNESCO describes Framework for Cultural Statistics as a tool for organizing cultural statistics both nationally and internationally. This is based on conceptual foundation and a common understanding of culture that will enable the measurement of a wide range of cultural expressions. This means therefore that cultural expression in whatever guise has the potentiality of contributing reasonably to the development of a given society. The paper looked into the various tangible and intangible cultures in Imo State of Nigeria. Due to government’s insensitivity, there is need to remind ourselves of the need to pay adequate attention to the cultural heritage bequeathed to us by our forefathers for the sake of posterity. Documenting this information in written form therefore becomes imperative. The study concludes that culture if developed, could reasonably contribute to economic and social growth of the society. Keywords: detonating culture, statistics and development, Imo State, Nigeria

Procedia PDF Downloads 4655691 Cultural Statistics in Governance: A Comparative Analysis between the UK and Finland
Authors: Sandra Toledo
Abstract:
There is an increasing tendency in governments for a more evidence-based policy-making and a stricter auditing of public spheres. Especially when budgets are tight, and taxpayers demand a bigger scrutiny over the use of the available resources, statistics and numbers appeared as an effective tool to produce data that supports investments done, as well as evaluating public policy performance. This pressure has not exempted the cultural and art fields. Finland like the rest of Nordic countries has kept its principles from the welfare state, whilst UK seems to be going towards the opposite direction, relaying more and more in private sectors and foundations, as the state folds back. The boom of the creative industries along with a managerial trend introduced by Tatcher in the UK brought, as a result, a commodification of arts within a market logic, where sponsorship and commercial viability were the keynotes. Finland on its part, in spite of following a more protectionist approach of arts, seems to be heading in a similar direction. Additionally, there is an international growing interest in the application of cultural participation studies and the comparability between countries in their results. Nonetheless, the standardization in the application of cultural surveys has not happened yet. Not only there are differences in the application of these type of surveys in terms of time and frequency, but also regarding those conducting them. Therefore, one hypothesis considered in this research is that behind the differences between countries in the application of cultural surveys, production and utilization of cultural statistics is the cultural policy model adopted by the government. In other words, the main goal of this research is to answer the following: What are the differences and similarities between Finland and the UK regarding the role cultural surveys have in cultural policy making? Along with other secondary questions such as: How does the cultural policy model followed by each country influence the role of cultural surveys in cultural policy making? and what are the differences at the local level? In order to answer these questions, strategic cultural policy documents and interviews with key informants will be used and analyzed as source data, using content analysis methods. Cultural statistics per se will not be compared, but instead their use as instruments of governing, and its relation to the cultural policy model. Aspects such as execution of cultural surveys, funding, periodicity, and use of statistics in formal reports and publications, will be studied in the written documents while in the interviews other elements such as perceptions from those involved in collecting cultural statistics or policy making, distribution of tasks and hierarchies among cultural and statistical institutions, and a general view will be the target. A limitation identified beforehand and that it is expected to encounter throughout the process is the language barrier in the case of Finland when it comes to official documents, which will be tackled by interviewing the authors of such papers and choosing key extract of them for translation. Keywords: Finland, cultural statistics, cultural surveys, United Kingdom

Authors: Nasser AlShawaaf
Abstract:
While previous researchers have attempted to explain art museums commercialisation with reference to cultural policies, they have overlooked the phenomenon of globalisation. This study examines the causes and effects of globalisation of art museums in France. Building on arts literature, we show that the cultural policies of the French government since 1980s of cultural democratisation, cultural decentralisation, and implementing market principles on the cultural sector are leading to arts globalisation. Although globalisation is producing economic benefits and enhancing cultural reach, however, the damages include artistic values and creativity, cultural heritage and representation, and the museum itself. Art museums and host cities could overcome negative consequences through a hybrid collection display and develop local collections gradually. Keywords: cultural policy, cultural decentralisation, cultural globalisation, art museums, contextual analysis, France

Authors: Libia Yanelli Yanez-Penunuri, Carlos Alejandro Hidalgo-Rasmussen, Cesar Armando Rey-Anacona
Abstract:
Cultural and social norms have a great influence on individual behavior, including the use of violence. In this way, culture can protect against violence, but it can also support and encourage the use of violence. The aim of this study was to analyze differences in cultural acceptance and dating violence among Mexican high school students. A Cross-sectional study was carried out with 867 adolescent Mexican students of high school aged 14 to 18 years old in a dating relationship for at least a month in Guzman City, Mexico. To measure cultural acceptance and dating violence, the questionnaire abuse in dating (CMO) was applied. Informed consent to parents and students was requested. Analyses of descriptive and inferential statistics were performed. Participants were adolescent girls (61.4%) and adolescent boys (38.6%). About 63.7% of adolescents reported cultural acceptance of dating violence in their dating relationships. Associations between physical, sexual, economical dating violence and cultural acceptance were found. No association was found between psychological dating violence and cultural acceptance. The effect size in all dimensions was small. For future research, it is very important to take into consideration the change and evaluation of culture norms to prevent dating violence among adolescents. Keywords: adolescents, culture, social norms, dating violence, students

Authors: Oluyinka Ojedokun, S. E. Idemudia
Abstract:
In Nigeria, statistics is a compulsory course required from all social sciences students as part of their academic training. However, a rising number of social sciences undergraduates usually express statistics anxiety. The prevalence of statistics anxiety among undergraduates in social sciences has created a growing concern for educators and researchers in the higher education institutions, mainly because this statistics anxiety adversely affects their performance in statistics and research methods courses. From a societal perspective it is important to reverse this trend. Although scholars and researchers have highlighted some psychosocial factors that influence statistics anxiety in students but few empirical studies exist on the association between personality traits of NEO five factors and statistics anxiety. It is in the light of this situation that this study was designed to assess the extent to which the personality traits of NEO five factors influence statistics anxiety of students in social sciences courses. The participants were 282 undergraduates in the faculty of social sciences at a state owned public university in Nigeria. The findings demonstrate that the personality traits contributing to statistics anxiety include openness to experience, conscientious, extraversion, and neuroticism. These results imply that statistics anxiety is related to individual differences in personality traits and suggest that certain aspects of statistics anxiety may be relatively stable and resistant to change. An effective and simple method to reduce statistics anxiety among social sciences students is to create awareness of the statistical and methodological requirements of the social sciences courses before commencement of their programmes. Keywords: personality traits, statistics anxiety, social sciences, students

Authors: Roberto Lorenzo
Abstract:
Much has been said about the dynamics of the Latin American experience in the United States, however, there seems to be very little data regarding the perception of career identity. Although we do have some Latinos within the professional ranks, there is not nearly enough to claim that we have practiced enough cultural competence to create equity in the professional sphere in the United States. In this thesis, data will be provided regarding labor force statistics highlighting the industries that Latin Americans frequent. Also provided will be the citing of data that suggests further necessity of cultural competence within the professional realm regarding Latin Americans. In addition, methods that were spoken about over the course of our social work education will be discussed in order to connect to possible solutions to this issue. Keywords: hiring, Latinos, professional equity, cultural competence

Authors: Horaya Mostafa Ahmed
Abstract:
All cultures are inherently predisposed to change and, at the same time, to resisting change. There are dynamic processes operating that encourage the acceptance of new ideas and things, while there are others that encourage changeless stability. Despite the dramatic changes that have taken place in all human cultures, there are cultures still steadfast and resist change. These cultures resist through some culture mechanisms like, cultural boundaries, ethnocentrism, religion, and cultural relativity. So this paper is an attempt to discover these mechanisms of cultural change resistance and to ask is cultural change always required. Keywords: cultural change, cultural boundaries, cultural relativity, ethnocentrism, religion, resistance

Authors: Wilma Coetzee
Abstract:
Statistics lecturers experience that many students who are taking a service course in statistics do not like statistics. Students in these courses tend to struggle and do not perform well. This research takes a look at the student’s perspective, with the aim to determine how to change the teaching of statistics so that students will enjoy it more and perform better. Questionnaires were used to determine the perspectives of first year service statistics students at a South African university. Factors addressed included motivation to study, attitude toward statistics, statistical anxiety, mathematical abilities and tendency to procrastinate. Logistic regression was used to determine what contributes to students performing badly in statistics. The results show that the factors that contribute the most to students performing badly are: statistical anxiety, not being motivated and having had mathematical literacy instead of mathematics in secondary school. Two open ended questions were included in the questionnaire: 'I will enjoy statistics more if…' and 'I will perform better in statistics if…'. The answers to these questions were analyzed using qualitative methods. Frequent themes were identified for each of the questions. A simulation study incorporating bootstrapping was done to determine the saturation of the themes. The majority of the students indicated that they would perform better in statistics if they studied more, managed their time better, had a flare for mathematics and if the lecturer was able to explain difficult concepts better. They also want more active learning. To ensure that students enjoy statistics more, they want an active learning experience. They want fun activities, more interaction with the lecturer and with one another, more computer based problems, and more challenges. They want a better understanding of the subject, want to understand the relevance of statistics to their future career and want excellent lecturers. These findings can be used to direct the improvement of the tuition of statistics. Keywords: active learning, performance in statistics, statistical anxiety, statistics education

Authors: Mengistie Zewdu
Abstract:
Ethiopia is an un-colonized African state with rich cultural and natural heritage resources. Due to different reasons, Ethiopia has various cultural heritage resources residing in different countries. Started in the second half of the 19th century, different Ethiopian regimes have been working to recover the country’s cultural heritage treasures. Thus, the purpose of this article is to explore the endeavours that have been exerted to recover the cultural heritage of Ethiopia to their original place. As this article reveals, differed from other African countries’ endeavour for the restitution of their looted cultural treasures, Ethiopia’s approach to recover its cultural heritage is somewhat unique. This paper also argues that, although Ethiopia has been working for a century and a half to restitute its cultural heritages, the endeavours of Ethiopian governments to recover Ethiopia’s priceless cultural heritage have still been minimal. The efforts to recover Ethiopian cultural heritage have shown progress with increasing magnitude. However, large-scale endeavors are still needed to bring back the priceless cultural heritage resources to their country of origin. Keywords: Ethiopia, cultural heritage, plundered heritage, recovering cultural heritage, endeavor to recover cultural heritage

Authors: Wei-Hwa Chiang, Wei-Ting Hsu, Yuan-Chi Liu, Cheng-Che Tsai
Abstract:
A sustainable built environment aims for minimizing both regional and global environmental impact while maintaining a healthy living for individuals. Sustainability of performing venues has rarely been discussed when compared with residential, office, and other popular building types. Life-cycle carbon emission due to the high standard requirements in acoustics, stage engineering, HVAC, and building structure need to be carefully examined. This can be complicated by social-economic and cultural concerns in addition to technical excellence. This paper reported case-based study and statistics of performing venues regarding urban connectivity and spatial layouts in enhancing facility usage and promoting cultural vitality. Interviews conducted for a major venue at Taipei indicated high linkage with surrounding leisure activity and the need for quality pedestrian and additional spaces open to the general public. Statistics of venues with various size and function suggested the possibility and strategies limit the size and height of reception and foyer spaces, and to maximize their use when there are no performances. Design strategies are identified to increase visual contact or facility sharing between the artists and the audience or the general public in reducing facility size and promoting potential involvement in cultural activities. Keywords: sustainability, performing venue, design, operation

Procedia PDF Downloads 3765664 Taking What Each Needs - The Basic Logic of Everyday Practice in State-backed Cultural Infrastructure in China
Authors: Yiling Shao, Megan Dai
Abstract:
This paper attempts to explore whether the cultural infrastructure supported by the Chinese government is still subject to a logic of “strict regulation”.Previous studies have pointed out that the "paternalism" tendency of China's cultural policy always leads to excessive government intervention in cultural development, while Chinese cultural practitioners can only seek cultural autonomy in the cracks of supervision. This can also explain why Chinese cultural policies sometimes have different effects than the official expectations. But this only reflects one aspect of China's cultural policy. In fact, the welfare cultural infrastructure funded by the government seems to highlight the principles of "safeguarding citizens' cultural rights" and "citizens' voluntary" rather than "indoctrination" and "enlightenment", What new features of China's cultural policy are reflected behind this policy orientation that is completely different from the logic of "regulation", which has also become an important issue in this paper. Based on the field survey of a cultural infrastructure (Gao ming District Cultural Center) in Gao ming District, Fo shan City, Guangdong Province, China, for nearly one year, the authors have obtained many text and picture materials. The paper discusses the dual role of cultural centers in China's cultural policy -both as a formal commitment by the state to protect citizens' basic cultural rights and as a social space for citizens to use preferential policies to obtain cultural capital. All in all, the author have conclued three operational logics of the cultural infrastructure currently supported by the Chinese government (at least in developed areas): first, the cultural center has become a versatile cultural space; second, grass-roots cultural cadres can be described as "policy entrepreneurs"; third, ordinary citizens will use the officially supported cultural infrastructure to increase cultural capital. This paper argues that, in comparison to the common “regulatory hand” in the field of cultural industries, in cultural infrastructure supported by state, the authorities and citizens are not in conflict. On the contrary, authorities must adopt a de-regulatory "pleasing" strategy to gain the support of citizens. Keywords: cultural infrastructure, cultural capital, deregulation, policy entrepreneur
