1036 The Philippines’ War on Drugs: a Pragmatic Analysis on Duterte's Commemorative Speeches

Abstract:
The main objective of the study is to determine the dominant speech acts in five commemorative speeches of President Duterte. This study employed Speech Act Theory and Discourse analysis to determine how the speech acts features connote the pragmatic meaning of Duterte’s speeches. Identifying the speech acts is significant in elucidating the underlying message or the pragmatic meaning of the speeches. From the 713 sentences or utterances from the speeches, assertive with 208 occurrences from the corpus or 29% is the dominant speech acts. It was followed by expressive with 177 or 25% occurrences, directive accounts for 152 or 15% occurrences. While commisive accounts for 104 or 15% occurrences and declarative got the lowest percentage of occurrences with 72 or 10% only. These sentences when uttered by Duterte carry a certain power of language to move or influence people. Thus, the present study shows the fundamental message perceived by the listeners. Moreover, the frequent use of assertive and expressive not only explains the pragmatic message of the speeches but also reflects the personality of President Duterte.Keywords: commemorative speech, discourse analysis, duterte, pragmatics

Abstract:
With a touristic and economic potential among the highest in our country, Neamț County has a large number of impressive storage lakes (Izvoru Muntelui – Bicaz, Bâtca Doamnei, Vaduri, Pângărați), with high hydrographic capacities, but also a diversity of biotopes and habitats. Being an area with frequent exceedances of environmental quality indicators, we analyzed in this work their impact on the water quality parameters in three of the most visited lakes of Neamț County: Bâtca Doamnei, Vaduri, and Pângărați. An additional reason is the risk of the water eutrophication process in these lakes, representing one of the first six most important pollution problems worldwide. During the research carried out over a period of four years (2020 – 2024), we identified the major sources of water pollution for the mentioned reservoirs. Abstract:
Reinforced concrete (RC) shear wall structures are one of the most popular and efficient structural forms for medium- and high-rise buildings to resist the action of earthquake loading. Thus, it is of great significance to evaluate the seismic demands of the RC shear walls. In this paper, the application of the extend spectrum-based pushover analysis (ESPA) method on the seismic evaluation of the shear wall structure is presented. The ESPA method includes a nonlinear consecutive pushover analysis procedure and a linear elastic modal response analysis procedure to consider the combination of modes in both elastic and inelastic cases. Abstract:
The performance of masonry infilled frames during the past earthquakes shows that the infill panels play a major role as earthquake-resistant elements. The present study examines the influence of infill panels on seismic behavior of RC frame structures. For this purpose, several low- and mid-rise RC frames (two-, four-, seven-, and ten story) were numerically investigated. Reinforced masonry infill panels were then placed within the frames and the models were subjected to several nonlinear incremental static and dynamic analyses. The results of analyses showed that the use of reinforced masonry infill panels in RC frame structures can have beneficial effects on structural performance. In this research which has been prepared to show the relationship between Gökova Bay’s morphotectonic structure and seismicity, it is clear that there are many active faults in the region. The existence of a thick sedimentary accumulation since Late Quaternary times is obvious as a result of the geophysical workings in the region and the interpretation of seismic data which has been planning to be taken from the Bay. In the regions which have been tectonically active according to the interpretation of the taken data, the existence of the successive earthquakes in the last few years is remarkable. By analyzing large earthquakes affecting the areas remaining inside the sediments in West Anatolian Collapse System, this paper aims to reveal the fault systems constituting earthquakes with the information obtained from this study and to determine seismicity of the present residential areas right next to them. The constant rate of strain (CRS) test is a rapid technique that effectively measures specific properties of cohesive soil, including the rate of consolidation, hydraulic conductivity, compressibility, and stress history. Its simple operation and frequent readings enable efficient definition, especially of the compression curve. However, its limitations include an inability to handle strain-rate-dependent soil behavior, initial transient conditions, and pore pressure evaluation errors. There are currently no effective techniques for interpreting CRS data. In this study, experiments were performed to evaluate the effects of different parameters on CRS results. Extensive tests were performed on two types of clay to analyze the soil behavior during strain consolidation at a constant rate. Due to the high cost, specialized dynamic measurement devices for industrial lands are difficult for many colleges to equip for hands-on teaching. This study connects a dynamic measurement sensor and receiver utilizing an inexpensive Raspberry Pi 4 board, some 24-bit ADC circuits, a geophone vibration sensor, and embedded Python open-source programming. Gather and analyze signals for dynamic measuring, ground vibration monitoring, and structure vibration monitoring. The system may wirelessly communicate data to the computer and is set up as a communication node network, enabling real-time monitoring of background vibrations at various locations. Abstract:
We propose the use of reinforcement learning (RL) as a viable alternative for optimizing supply chain management, particularly in scenarios with stochasticity in product demands. RL’s adaptability to changing conditions and its demonstrated success in diverse fields of sequential decision-making makes it a promising candidate for addressing supply chain problems. We investigate the impact of demand fluctuations in a multi-product supply chain system and develop RL agents with learned generalizable policies. We provide experimentation details for training RL agents and statistical analysis of the results. We study the generalization ability of RL agents for different demand uncertainty scenarios and observe superior performance compared to the agents trained with fixed demand curves. The 21st century has witnessed growing concerns for the protection of built facilities against natural and man-made disasters. Studies in earthquake resistant buildings, fire, and explosion resistant buildings now dominate the arena. To protect people and facilities from the effects of the explosion, reinforced concrete walls have been designed to be blast resistant. Understanding the performance of these walls is a key step in ensuring the safety of built facilities. Blast walls are mostly designed using simple techniques such as single degree of freedom (SDOF) method, despite the increasing use of multi-degree of freedom techniques such as the finite element method. This study is the first stage of a continuous research into the safety and reliability of blast walls. It presents the SDOF approach applied to the analysis of a concrete wall panel under three representative bomb situations. The goal is based on the studying the prevalence of micronutrient deficiencies among children and women of reproductive age to develop evidence-based recommendations aimed at improving the effectiveness of programs to prevent micronutrient deficiency. Subject: In our study we used a representative, random sample, carried out with the cluster method in the precinct of the principle areas of medical care for children 5 years of old. If the site has at least 60 children under 5 years of old, each second child was sampled, and if more than 60 children - each third child (first child selected by random sampling). The total number of investigated persons was within 80-86 women of reproductive age and children - within 80-92 people. Results: The studies found that the average prevalence of anemia among children aged 6-59 months was 35.2%, with the most susceptible to iron deficiency anemia in infants aged 6-23 months (53.3%). The prevalence of anemia among non-pregnant women was 39.0% among pregnant women - 43.8%. In children, the prevalence of folate deficiency was the highest (27.6%). Among non-pregnant women, frequent prevalence of folic acid deficiency was 37.0%. The prevalence of vitamin A deficiency was higher among children living in Astana (37.4%) compared with the medium-republican level (23.2%).Keywords: nutrition, pregnant women, micronutrients, macronutrients

Electric automated guided vehicles (AGVs) are becoming popular in many automated container terminals nowadays because they are pollution-free and environmentally friendly vehicles for transporting the containers within the terminal. Since efficient operation of AGVs is critical for the productivity of the container terminal, the replacement of batteries of the AGVs must be conducted in a strategic way to minimize undesirable transportation interruptions. While a too frequent replacement may lead to a loss of terminal productivity by delaying container deliveries, missing the right timing of battery replacement can result in a dead AGV that causes a severer productivity loss due to the extra efforts required to finish post treatment. In this paper, we propose a strategy for battery replacement based on a scoring function of multiple criteria taking into account the current battery level, the distances to different battery stations, and the progress of the terminal job operations. The strategy is optimized using a genetic algorithm with the objectives of minimizing the total time spent for battery replacement as well as maximizing the terminal productivity.Keywords: AGV operation, automated container terminal, battery replacement, electric AGV, strategy optimization

The increase in global temperatures is worsened by frequent natural events and human activities. Climate change has taken a prominent space in the global discourse on crime and criminality. Compared to when the subject centred around the discussion on the depletion of the ozone layer and global warming, today, the narrative revolves around the implications of changes in weather and climatic conditions in relations to violent crimes or conflict that traverse vast social, economic, and political spaces in different countries. Global warming and climate change refer to an increase in average global temperatures in the Earth’s near-surface air and oceans, which occurs due to human activities such as deforestation and the burning of fossil fuel such as gas flaring. The trend is projected to continue, if unchecked. This paper seeks to explore the nexus between climate change and criminality in Nigeria. It further examines the main ecological changes that predispose conflict dynamics of security threats factored by climate change to peaceful co-existence in Nigeria. In recent decades, calls for sustainable architecture based on environmental policies have been frequent. Despite a vast number of documents, technical procedures, and publications involving these themes, conceptions, and even architectural practice are often distanced from critical and methodological reflection on the relationship between environment and architecture. Among the various issues that we could consider in this relationship, we highlight in this article the relevance of water in the environment and in the architectural design. From documentary references and works carried out, we seek contributions to a better systematization and framing of water in architectural thinking. We distinguish, on the one hand, more conceptual issues that involve the environmental relationship of water, involving its cycle, relevance in the landscape, and infrastructural commitments. On the other hand, we highlight a more operative component, focusing on the place of water in the design process, from its perception in space-shape dimensions to more specific technical requirements that involve the interdisciplinary boundaries of architecture. In both approaches to water in architectural design, we seek to contribute to greater sensitivity and efficiency in the art of designing a more sustainable future.Keywords: sustainability, environment, water, resilience design

Abstract:
This paper presents a methodology to develop fragility curves for shallow tunnels so as to describe a relationship between seismic hazard and tunnel vulnerability. Emphasis is given to the influence of surrounding soil material properties because the dynamic behaviour of the tunnel mostly depends on it. Four ground properties of soils ranging from stiff to soft soils are selected. A 3D nonlinear time history analysis is used to evaluate the seismic response of the tunnel when subjected to five real earthquake ground intensities. The derived curves show the future probabilistic performance of the tunnels based on the predicted level of damage states corresponding to the peak ground acceleration. A comparison of the obtained results with the previous literature is provided to validate the reliability of the proposed fragility curves. After the Nigatta earthquake in Japan, in 1960, the liquefaction and its related hazards, moved to the thick of matter. Most of the research have been carried out on clean sands and silty sands so far, in order to study the effect of fine particles, confinement pressures, density and so on. However, because of this delusion that adhesiveness of clay prevents the liquefaction in sand, studies on clayey sands have not been taken seriously. However, several liquefactions happened in clayey sands in recent years, and lead to the necessity of more studies in this field. The studies which were carried out so far focused on high plastic clays. In this paper, the effect of low plasticity clays on the behavioral characteristics of sands is discussed. Thus, some triaxial tests were carried out on clean sands and clayey sands with different percentages of added clay. Specimens were compacted in various densities to study the effect of quantity of clay on various densities, too. Based on the findings, the amount of clay affects the behavior of sand greatly and leads to substantial changes in peak bearing capacity and steady state values.Keywords: liquefaction, clay, sand, triaxial, monotonic, failure

Underground tunnels are one of the most popular public facilities for various applications such as transportation, water transfer, network utilities and etc. Experience from the past earthquake reveals that the underground tunnels also become vulnerable components and may damage at certain percentage depending on the level of ground shaking and induced phenomena. In this paper a numerical analysis is conducted in evaluating the sensitivity of two types of circular shallow tunnel lining models to wide ranging changes in the geotechnical design parameter. Critical analysis has been presented about the current methods of analysis, structural typology, ground motion characteristics, effect of soil conditions and associated uncertainties on the tunnel integrity. The response of the tunnel is evaluated through 2D non-linear finite element analysis, which critically assesses the impact of increasing levels of seismic loads. In Afghanistan, floods are the most frequent and recurrent events among other natural disasters. On the other hand, lack of monitoring data is a severe problem, which increases the difficulty of making the appropriate flood countermeasures of flood forecasting. This study is carried out to simulate the flood inundation in Harirud River Basin by application of distributed hydrological model, Integrated Flood Analysis System (IFAS) and 2D hydrodynamic model, International River Interface Cooperative (iRIC) based on satellite rainfall combined with historical peak discharge and global accessed data. The results of the simulation can predict the inundation area, depth and velocity, and the hardware countermeasures such as the impact of levee installation can be discussed by using the present method. Opak Fault is a large fault that extends from the northeast to the southwest of Yogyakarta Special Region. Opak Fault allegedly re-active after the 2006 Yogyakarta earthquake, about eleven years ago. Opak Fault is a big fault, therefore the activation will bring up the microstructure around the Opak River. This microstructure will reveal a different direction of force from the Opak Fault because the trigger for the emergence of the microstructure is the reactivation of the Opak Fault. In other words, this microstructure is a potentially severe weak area during a tectonic disaster. This research was conducted to find out the impact from the reactivation of Opak Fault that triggered the emergence of microstructure around Opak River which is very useful for disaster mitigation information around research area. This research used the approach from literature study in the form of the journal of structural geology and field study. This paper explores the relevance and implications of preferences for housing services on house price fluctuations through the lens of an overlapping generation’s model. The model implies that an economy whose agents have lower preferences for housing services is characterized with lower expenditure shares on housing services and will tend to experience more frequent and more volatile housing bubbles. These model predictions are tested empirically in the companion paper Housing Booms and Busts - Convergences and Divergences across OECD countries. Between 1970 - 2013, countries who spend less on housing services as a share of total income experienced significantly more housing cycles and the associated housing boom-bust cycles were more violent. Finally, the model is used to study the impact of rental subsidies and help-to-buy schemes on rational housing bubbles. Slab Sliding System (SSS) with Coulomb friction interface between slab and supporting frame is a passive structural vibration control technology. The system can significantly reduce the slab acceleration and accompanied lateral force of the frame. At the same time it is expected to cause the slab displacement magnification by sliding movement. To obtain the general comprehensive seismic response of a single story structure, inelastic response spectra were computed for a large ensemble of ground motions and a practical range of structural periods and friction coefficient values. It was shown that long period structures have no trade-off relation between force reduction and displacement magnification with respect to elastic response, unlike short period structures. For structures with the majority of mass in the slab, the displacement magnification value can be predicted according to simple inelastic displacement relation for in elastically responding SDOF structures because the system behaves elastically to a SDOF structure.Keywords: earthquake, isolation, slab, sliding

It assists them in gaining a competitive advantage, growth, and excellence compared to their competitors. To understand the impact of TQM on competitive advantage in economic companies, a study was conducted in Ooredoo Telecommunications Company. A questionnaire was designed and distributed to OOredoo' 75 employees in each of the departments of leadership, quality assurance, quality control, research and development, production, customer service, Similarly, resulting in the retrieval of 72 questionnaires. To analyze the descriptive results of the study, the SPSS software version 25 was used. Additionally, Structural Equation Modeling (SEM) with the help of Smart Pls4 software was utilized to test the study's hypotheses. The study concluded that there is an impact between total quality management and competitive advantage in Ooredoo company to different degrees. Analysing the world banking sector, we realize that traditional risk measurement methodologies no longer reflect the actual scenario with uncertainty and leave out events that can change the dynamics of markets. Considering this, regulators and financial institutions began to search more realistic models. The aim is to include external influences and interdependencies between agents, to describe and measure the operationalization of these complex systems and their risks in a more coherent and credible way. Within this context, X-Events are more frequent than assumed and, with uncertainties and constant changes, the concept of antifragility starts to gain great prominence in comparison to others methodologies of risk management. It is very useful to analyse whether a system succumbs (fragile), resists (robust) or gets benefits (antifragile) from disorder and stress. An advanced method for analyzing the patterning of biomedical signals to recognize obstructive sleep apnea and hypopnea is presented. In the aim to extract characteristic parameters, which will be used for classifying the above stated (obstructive, central, mixed) sleep apnea and hypopnea, the proposed method is based first on the analysis of polysomnography signals such as electrocardiogram signal (ECG) and electromyogram (EMG), then classification of the (obstructive, central, mixed) sleep apnea and hypopnea. The analysis is carried out using the wavelet transform technique in order to extract characteristic parameters whereas classification is carried out by applying the SVM (support vector machine) technique. Abstract:
High school students’ with emotional and behavioral disorders (EBD) are one of the most underserved populations in today's schools. Using a multiple case study methodology, interviews were conducted to examine current practices and perceptions of the communication practices of teachers working with high school students with EBD. These interviews involved questions about general communication instances which occurred each week, communication strategies used each week, and how progress was being made on forming relationships with parents. Results confirm previous researchers’ hypotheses regarding methods, purposes, and regularity of positive communication incidences. Communication that met the positive goals of nurturing and maintaining relationships was open and frequent, reciprocal, and informal. Limitations are discussed as well as issues of trustworthiness. Abstract:
Site response has a profound effect on earthquake damages. Seismic interaction of urban tunnels with surface structures could also affect seismic site response. Here, we use FLAC 2D to investigate the interaction of a single tunnel and twin tunnels-surface structures on the site response. Soil stratification and properties are selected based on Line. No 7 of the Tehran subway. The effect of surface structure is considered in two ways: Equivalent surcharge and geometrical modeling of the structure. Comparison of the results shows that consideration of the structure geometry is vital in dynamic analysis and leads to the changes in the magnitude of displacements, accelerations and response spectrum. Therefore it is necessary for the surface structures to be wholly modeled and not just considered as a surcharge in dynamic analysis. The use of twin tunnel also leads to the reduction of dynamic residual settlement.Keywords: superstructure, tunnel, site response, surcharge, interaction

Abstract:
In structural vibration caused principally by an earthquake excitation, the most vibration’s attenuation system used recently is the semi active control with a Magneto Rheological Damper device. This control was a subject of many researches and works in the last years. The big challenges of searchers in this case is to propose an adequate controller with a robust algorithm of current or tension adjustment. In this present paper, a linear controller is proposed to control the MR damper using to reduce a vibrations of three story structure exposed to El Centro’s 1940 and Boumerdès 2003 earthquakes. In this example, the MR damper is installed in the first floor of the structure. The numerical simulations results of the proposed linear control with a feedback law based on clipped optimal algorithm showed the feasibility of the semi active control to protecting civil structures. The comparison of the controlled structure and uncontrolled structures responses illustrate clearly the performance and the effectiveness of the simple proposed approach.Keywords: MR damper, seismic vibration, semi-active control

Abstract:
In this paper, the seismic stability of reinforced soil slopes is studied using pseudo-dynamic analysis. Equilibrium equations that are applicable to the every kind of failure surface are written using Horizontal Slices Method. In written equations, the balance of the vertical and horizontal forces and moment equilibrium is fully satisfied. Failure surface is assumed to be log-spiral, and non-linear equilibrium equations obtained for the system are solved using Newton-Raphson Method. Earthquake effects are applied as horizontal and vertical pseudo-static coefficients to the problem. To solve this problem, a code was developed in MATLAB, and the critical failure surface is calculated using genetic algorithm. Abstract:
Steel bars has been used in concrete structures for more than one hundred years but lack of corrosion resistance of steel reinforcement has resulted in many structural failures. Fiber Reinforced Polymer (FRP) bar is an acceptable solution to replace steel to mitigate corrosion problem. Since FRP is a brittle material its use in seismic region has been a concern. FRP RC structures can be made ductile by employing a ductile material such as Shape Memory Alloy (SMA) at the plastic hinge region and FRP at the other regions on the other hand SMA is highly resistant to corrosion. Shape Memory Alloy has the unique ability to undergo large inelastic deformation and regain its initial shape through stress removal therefore utilizing composite SMA-FRP bars not only have good corrosion resistance but also have good performance in seismic region. The result show indicate that such composite SMA-FRP bars can substantially reduce the residual drift with adequate energy dissipation capacity during earthquake.Keywords: steel bar, shape memory alloy, FRP, corrosion
