778 Privatization of Pakistan Gas Sector: Role of Regulator

Abstract:
In Pakistan, the privatization of major sector of the national economy i.e. power, telecom, and gas is very strongly advocated since 80s. With varying degree of progress made in these sectors, it has been the government’s approach that the privatization accelerates the sectorial growth, increases operational efficiency and attracts the foreign investment and is of special significance for developing economies. The gas sector was not an exception and the privatization in this sector has moved through various stages during this time within the realms of socio-political agenda. This paper presents the overview of the gas sector in the country. The Oil and Gas Regulatory Authority (OGRA) Ordinance and privatization commission policy position as depicted in the press briefings provides philosophical foundations to the privatization and sectorial restructuring in this paper. The role of the major players from privatization perspective is discussed with special reference to the importance of natural gas sector. The case study further discusses the economic regulations that are being adopted by utility regulators in Pakistan and elsewhere in the world and some issues that the Regulatory Authority will be concerned are outlined. Major operators in the gas sector including Oil & Gas Development Corporation (OGDC), Sui Northern Gas Pipelines Limited (SNGPL), Sui Southern Gas Pipelines Limited (SSGPL) is also presented.Keywords: privatization, economic regulation, OGDCL, SSGCL, SNGPL

Abstract:
Silencing of opinions is an important aspect of Spiral of Silence theory however its applicability in rape-themed dramas requires investigation. This study focuses on the portrayal of female rape victim protagonists in Pakistani dramas and the factors influencing their behavior after rape. A quantitative content analysis was conducted on two prime-time dramas which directly dealt with female rape victims. Results indicate that the female protagonists who faced rape are shown as silent and submissive characters who are unable to communicate about their ordeal due to fear of social isolation. These findings lend support to the Spiral of Silence theory and indicate that the theory’s basic elements (inability to express opinions and fear of social isolation) exist in these TV dramas.Keywords: gender stereotyping, rape victims, the spiral of silence, TV dramas

Abstract:
The breaking and coalescence process in bitumen emulsion strongly influence the performance of the cold mix asphalt (CMA) and this phase separation process is affected by the physio-chemical changes happening at the bitumen/water interface. In this paper, coalescence experiments of two bitumen droplets in an emulsion environment have been carried out by a newly developed test procedure. In this study, different types of emulsifiers were selected to understand the coalescence process with respect to changes in the water phase surface tension due to addition of different surfactants and other additives such as salts. The research showed that the relaxation kinetics of bitumen droplets varied with the type of emulsifier, its concentration as well as with and without presence of salt in the water phase. Abstract:
The use of polyurethane in different areas becomes more frequent. This is due to significant advantages they have including their lightness and resistance. However, their use requires a mastery of their mechanical performance. We will present in this work, a COAPUR 6050 which can be used to develop composite materials. COAPUR 6050 is an associative polyurethane thickener allowing fine rheological adjustment of flat or semi-gloss paints. COAPUR 6050 is characterised by its thickening efficiency at low shear rate. It is a solvent-free liquid product. It promotes good paint pick up, while maintaining a low yield point after shearing, and consequently a good levelling. We will then determine its rheological behaviour experimentally using different annular gaps. The rheological properties of COAPUR 6050 were researched by rotational rheometer (Rheometer-Mars III) using different annular gaps. There is the influence of the size of the annular gap on the behaviour as well as on the rheological parameters of the COAPUR 6050. The rheological properties data of COAPUR 6050 were regressed by nonlinear regression method and their rheological models were established, are characterized by yield pseudoplastic model. In this case, it is essential to make a viscometric correction. Abstract:
Aflatoxins are secondary metabolites produced by toxigenic fungi, and there are four types of aflatoxins include AFB1, AFB2, AFG1 and AFG2. Aflatoxin B1 (AFB1) is considered as most toxic form. It is mainly responsible for the contamination of poultry feed and produces a condition called aflatoxicosis leads to immunosuppression in poultry birds. Saccharomyces cerevisiae is a single cell microorganism and acts as a source of growth factors, minerals and amino acids which improve the immunity and digestibility in poultry birds as probiotics. Saccharomyces cerevisiae is well recognized to cause the biological degradation of mycotoxins (toxin binder) because its cell wall contains β-glucans and mannans which specifically bind with aflatoxins and reduce their absorption or transfer them to some non-toxic compounds. The present study was designed to investigate the immunosuppressive effects of aflatoxins in broiler chicks and the reduction of severity of these effects by the use of Baker’s Yeast (Saccharomyces cerevisiae). One-day-old broiler chicks were procured from local hatchery and were divided into various groups (A-I). These groups were treated with different levels of AFB1 @ 400 µg/kg and 600 µg/kg along with different levels of Baker’s Yeast (Saccharomyces cerevisiae) 0.1% and 0.5 % in the feed. The total duration of the experiment was six weeks and different immunological parameters including the cellular immune response by injecting PHA-P (Phytohemagglutinin-P) in the skin of the birds, phagocytic function of mononuclear cells by Carbon clearance assay from blood samples and humoral immune response against intravenously injected sheep RBCs from the serum samples were determined. The birds from each group were slaughtered at the end of the experiment to determine the presence of gross lesions in the immune organs and these tissues were fixed in 10% neutral buffered formalin for histological investigations. The results showed that AFB1 intoxicated groups had reduced body weight gain, feed intake, organs weight and immunological responses compared to the control and Baker’s Yeast (Saccharomyces cerevisiae) treated groups. Different gross and histological degenerative changes were recorded in the immune organs of AFB1 intoxicated groups compared to control and Baker’s Yeast (Saccharomyces cerevisiae) treated groups. The present study concluded that Baker’s Yeast (Saccharomyces cerevisiae) addition in the feed helps to ameliorate the immunotoxigenic effects produced by AFB1 in broiler chicks.Keywords: aflatoxins, body weight gain, feed intake, immunological response, toxigenic effect

Abstract:
The present study investigates the effects of burnout toward job performance and job satisfaction with the moderating role of hope and self-efficacy. Findings from 310 frontline employees of Pakistani commercial banks (Lahore, Karachi & Islamabad) disclosed burnout has negative significant effects on job performance and job satisfaction. Simple random sampling technique was used to collect data and inferential statistics were applied to analyzed the data. However, results disclosed no moderation effect of hope on burnout, job performance or with job satisfaction. Moreover, Data significantly supported the moderation effect of self-efficacy. Study further shed light on the development of psychological capital. Abstract:
The bleeding prediction of the asphalt is one of the most complex subjects in the pavement engineering. In this paper, an Adaptive Neuro Fuzzy Inference System (ANFIS) is used for modeling the effect of important parameters on bleeding is trained and tested with the experimental results. bleeding index based on the asphalt film thickness differential as target parameter,asphalt content, temperature depth of two centemeter, heavy traffic, dust to effective binder, Marshall strength, passing 3/4 sieves, passing 3/8 sieves,passing 3/16 sieves, passing NO8, passing NO50, passing NO100, passing NO200 as input parameters. Then, we randomly divided empirical data into train and test sections in order to accomplish modeling. We instructed ANFIS network by 72 percent of empirical data. 28 percent of primary data which had been considered for testing the approprativity of the modeling were entered into ANFIS model. Results were compared by two statistical criterions (R2, RMSE) with empirical ones. Considering the results, it is obvious that our proposed modeling by ANFIS is efficient and valid and it can also be promoted to more general states.Keywords: bleeding, asphalt film thickness differential, Anfis Modeling

Abstract:
Analysis of protein sequences is carried out for the purpose to discover their structural and ancestry relationship. Sequence similarity determines similar protein structures, similar function, and homology detection. Biological sequences composed of amino acid residues or nucleotides provide significant information through sequence alignment. In this paper, we present a new similarity/dissimilarity measure to sequence alignment based on the primary structure of a protein. The approach finds the distance between the two given sequences using the novel sequence alignment algorithm and a mathematical model. The algorithm runs at a time complexity of O(n²). A distance matrix is generated to construct a phylogenetic tree of different species. Abstract:
The internal sulfate attack is considered as a very important problem of concrete manufacture in Iraq and Middle East countries. Sulfate drastically influences the properties of concrete. This experimental study is aimed at investigating the effect of internal sulfates on fresh and some of the hardened properties of self compacting concrete (SCC) made from locally available materials. Tests were conducted on five mixes, with five SO3 levels (3.9, 5, 6, 7 and 8) (% by wt. of cement). The last four SO3 levels are outside the limits of the Iraqi specifications (IQS NO.45/1984). The results indicated that sulfate passively influenced the fresh properties such as decreased workability, and effect on hardened properties of the self compacting concrete. Also, the result indicated the optimum SO3 content which gives maximum strength and little tendency to expanding, which showed up at a content equal to 5% (by wt of cement), is more than acceptable limits of Iraqi specifications. Further increase in sulfates content in concrete after this optimum value showed a considerable reduction in mechanical properties of self-compacting concrete, and increment in expansion of concrete. The percentages of reduction in compressive strength, splitting tensile strength, flexural strength, static modulus of elasticity and ultrasonic pulse velocity at their later age were ranged between 10.89-36.14%, 12.90-33.33%, 7.98-36.35%, 16.36 -38.37% and 1.03-10.88% respectively.Keywords: self-compacting concrete, sulfate attack, internal sulfate attack, fresh properties, harden properties, optimum SO3 content

The standards find in favor of the six heavy metals were in accordance with the threshold edge concentrations on behalf of fish meat obligatory by European and other international normative. Abstract:
In this study, the time-dependent behavior of damaged reinforced concrete shear wall structures strengthened with composite plates having variable fibers spacing was investigated to analyze their seismic response. In the analytical formulation, the adherent and the adhesive layers are all modeled as shear walls, using the mixed finite element method (FEM). The anisotropic damage model is adopted to describe the damage extent of the RC shear walls. The phenomenon of creep and shrinkage of concrete has been determined by Eurocode 2. Large earthquakes recorded in Algeria (El-Asnam and Boumerdes) have been tested to demonstrate the accuracy of the proposed method. Numerical results are obtained for non uniform distributions of carbon fibers in epoxy matrices. The effects of damage extent and the delay mechanism creep and shrinkage of concrete are highlighted. Abstract:
It is now a known fact that quality is an important issue in manufacturing industries. A control chart is an integrated and powerful tool in statistical process control (SPC). The mean µ and standard deviation σ parameters are estimated. In general, the multivariate exponentially weighted moving average (MEWMA) and multivariate cumulative sum (MCUSUM) are used in the detection of small shifts in joint monitoring of several correlated variables; the charts used information from past data which makes them sensitive to small shifts. The aim of the paper is to compare the performance of Shewhart xbar, MEWMA, and MCUSUM control charts in terms of their false rates when parameters are estimated with autocorrelation. A simulation was conducted in R software to generate the average run length (ARL) values of each of the charts. After the analysis, the results show that a comparison of the false alarm rates of the charts shows that MEWMA chart has lower false alarm rates than the MCUSUM chart at various levels of parameter estimated to the number of ARL0 (in control) values. Zinc oxide nanoparticles (ZnO NPs) are extensively used in a wide variety of commercial products including sunscreen, textile and paints. The present study evaluated the effect of surface capping agents including polyethylene glycol (EG), gelatin, polyvinyl alcohol(PVA) and poly vinyl pyrrolidone(PVP) on photocatalytic activity of ZnO NPs. The particles were also tested for its antibacterial and antibiofilm activity against Staphylococcus aureus (MTCC 3160) and Pseudomonas aeruginosa (MTCC 1688). Preliminary characterization was done by UV-Visible spectroscopy. Electron microscopic analysis showed that the particles were hexagonal in shape. Optimization techniques attract researchers to formulate a problem and determine its optimum solution. This paper presents an Enhanced Harmony Search (ENHS) algorithm for solving optimization problems. The proposed algorithm increases the convergence and is more efficient than the standard Harmony Search (HS) algorithm. The paper discusses the novel techniques in detail and also provides the strategy for tuning the decisive parameters that affects the efficiency of the ENHS algorithm. The algorithm is tested on various benchmark functions, a real world optimization problem and a constrained objective function. Also, the results of ENHS are compared to standard HS, and various other optimization algorithms. The ENHS algorithms prove to be significantly better and more efficient than other algorithms. The Com-Poisson (CMP) model is one of the most popular discrete generalized linear models (GLMS) that handles both equi-, over- and under-dispersed data. In longitudinal context, an integer-valued autoregressive (INAR(1)) process that incorporates covariate specification has been developed to model longitudinal CMP counts. However, the joint likelihood CMP function is difficult to specify and thus restricts the likelihood based estimating methodology. The joint generalized quasilikelihood approach (GQL-I) was instead considered but is rather computationally intensive and may not even estimate the regression effects due to a complex and frequently ill conditioned covariance structure. This paper proposes a new GQL approach for estimating the regression parameters (GQLIII) that are based on a single score vector representation. The performance of GQL-III is compared with GQL-I and separate marginal GQLs (GQL-II) through some simulation experiments and is proved to yield equally efficient estimates as GQL-I and is far more computationally stable.Keywords: longitudinal, com-Poisson, ill-conditioned, INAR(1), GLMS, GQL

In order to have higher efficiency, performance and reliability the regular monitoring of an electrical motor is required. This article presents a novel view of the air-gap magnetic field analysis of a switched reluctance motor under rotor cracks and rotor tilt along its shaft axis. The fault diagnosis is illustrated on the basis of a 3-D model of the motor using finite element analysis (FEA). The analytical equations of flux linkages have been used to determine the inductance. The results of the 3-D finite element analysis on a 6/4 switched reluctance motor (SRM) shows the variation of mutual inductance with the tilting of the rotor shaft and cracked rotor conditions. Abstract:
Leukemia is a malignancy of blood that mainly affects children and young adults; while advancement in the early diagnosis will have the potential to improve the outcome of diseases. A wide range of disease including leukemia shows inflammatory signals in their pathogenesis. In a pilot study conducted in our laboratory, 52 people were screened, of which 26 had leukemia and 26 were free from any kind of malignancy. We performed the estimation of the inflammatory cytokine Interleukin-8 and it was found significantly raised in all the leukemia patients concerning healthy volunteers who participated in the study. Flow cytometry had been performed for the confirmation of leukemia and further genomic, and proteomic, analyses of the sample revealed that IL-8 levels showed a positive correlation in patients with leukemia. The results had shown constitutive secretion of interleukin-8 by leukemia cells. So, our finding demonstrated that IL-8 is considered to have a role in the pathogenesis of leukemia, and quantification of IL-8 levels in leukemia conditions might be more useful and feasible in the clinical setting for the prediction of drug responses where it may represent a putative target for innovative diagnostic toward effective therapeutic approaches. However, further research explorations in this area are needed that include a greater number of patients with all different forms of leukemia, and estimating their IL-8 levels may hold the key for the additional predictive values on the recurrence of leukemia and its prognosis.Keywords: T-ALL, IL-8, leukemia pathogenesis, cancer therapeutics

Abstract:
Autism Spectrum Disorder (ASD) refers to a developmental disorder that impairs an individual's communication and interaction ability. Individuals feel difficult to read facial expressions while communicating or interacting. Facial Expression Recognition (FER) is a unique method of classifying basic human expressions, i.e., happiness, fear, surprise, sadness, disgust, neutral, and anger through static and dynamic sources. This paper conducts a comprehensive comparison and proposed optimal method for a continued research project—a system that can assist people who have Autism Spectrum Disorder (ASD) in recognizing facial expressions. Comparison has been conducted on three supervised learning algorithms EigenFace, FisherFace, and LBPH. The JAFFE, CK+, and TFEID (I&II) datasets have been used to train and test the algorithms. The results were then evaluated based on variance, standard deviation, and accuracy. Abstract:
We use a parametric approach within a translog cost function framework to estimate the economies of scale in National Bank of Pakistan from 1997 to 2013. The results indicate significant economies of scale throughout the sample at aggregates and disaggregates taking in account size subject to stipulation ownership. The factor markets often produce scale inefficiencies in the banking of developing countries like Pakistan such inefficiencies are common due to distortion in factor markets leading to the use of inappropriate factor proportions. The findings suggest that National Bank of Pakistan diversify their asset portfolios that it has cost advantage, therefore, expansion in size should be encouraged under current technology because it appears to be cost effective. The investigation deals with the study of heat transfer enhancement using protruded square fin. This study is enough to determine whether protrusion in forced convection is enough to enhance the rate of heat transfer. It includes the results after performing experiments by using a plane rectangular fin of aluminum material and the same dimension rectangular fin of the same material but having protruded circular shape extended normally. The fins made by a sand casting method. The results clearly mentioned that the protruded surface is effective enough to enhance the rate of heat transfer. This research investigates a modern fin topologies heat transfer characteristics that will clearly outdated the conventional fin to increase the rate of heat transfer. This paper presents the influence of cutting parameters (cutting speed, feed and depth of cut) on flank wear (VB) in turning of 52100 hard alloy steel using multilayer coated carbide insert under dry condition. Nine experiments were performed based on Taguchi’s L9 orthogonal array. Analysis of variance (ANOVA) was used to determine the effects of the cutting parameters on flank wear. The results of the study revealed that the cutting speed (A) and feed rate (B) are the dominant factors affecting flank wear, while the depth of cut (C) has not a significant effect. The optimal combination of the cutting parameters for flank wear is found to be A1B1C1. The mathematical model for flank wear is found to be statistically significant. The predicted and measured values of flank wear are found to be very close to each other.Keywords: flank wear, hard turning, Taguchi approach, optimization

Abstract:
The Greater Zab and Lesser Zab are the major tributaries of Tigris River contributing the largest flow volumes into the river. The impacts of climate change on water resources in these basins have not been well addressed. To gain a better understanding of the effects of climate change on water resources of the study area in near future (2049-2069) as well as in distant future (2080-2099), Soil and Water Assessment Tool (SWAT) was applied. The model was first calibrated for the period from 1979 to 2004 to test its suitability in describing the hydrological processes in the basins. The SWAT model showed a good performance in simulating streamflow. The calibrated model was then used to evaluate the impacts of climate change on water resources. Six general circulation models (GCMs) from phase five of the Coupled Model Intercomparison Project (CMIP5) under three Representative Concentration Pathways (RCPs) RCP 2.6, RCP 4.5, and RCP 8.5 for periods of 2049-2069 and 2080-2099 were used to project the climate change impacts on these basins. Abstract:
In recent decades with the development of technology and lack of food sources, sewage sludge in production of human foods is inevitable. Various sources of municipal and industrial sewage sludge that is produced can provide the requirement of plant nutrients. Soils in arid, semi-arid climate of central Iran that most affected by water drainage, iron and zinc deficiencies, using of sewage sludge is helpful. Therefore, the aim of this study is investigation of sewage sludge and manure application on Ni and Zn uptake by Savory. An experiment in a randomized complete block design with three replications was performed. Sewage sludge treatments consisted of four levels, control, 15, 30, 80 tons per hectares, the manure was used in four levels of control, 20, 40 and 80 tons per hectare. Results showed that the wet and dry weights was not affected by sewage sludge using, while, manure has significant effect on them. The effect of sewage sludge on the cadmium and lead concentrations were significant. Interactions of sewage sludge and manure on dry weight values were not significant. Compare mean analysis showed that increasing the amount of sewage sludge had no significant effect on cadmium concentration and it reduced when sewage sludge usage increased. This is probably due to increased plant growth and reduced concentrations of these elements in the plant.Keywords: savory, lead, cadmium, sewage sludge, manure

Abstract:
Carbon dioxide (CO2) emission to the environment is inevitable which is responsible for global warming. Photocatalytic reduction of CO2 to fuel, such as methanol, methane etc. is a promising way to reduce greenhouse gas CO2 emission. In the present work, Bi2S3/CdS was synthesized as an effective visible light responsive photocatalyst for CO2 reduction into methanol. The Bi2S3/CdS photocatalyst was prepared by hydrothermal reaction. The catalyst was characterized by X-ray diffraction (XRD) instrument. The photocatalytic activity of the catalyst has been investigated for methanol production as a function of time. Gas chromatograph flame ionization detector (GC-FID) was employed to analyze the product. The yield of methanol was found to increase with higher CdS concentration in Bi2S3/CdS and the maximum yield was obtained for 45 wt% of Bi2S3/CdS under visible light irradiation was 20 μmole/g. The result establishes that Bi2S3/CdS is favorable catalyst to reduce CO2 to methanol.Keywords: photocatalyst, CO2 reduction, methanol, visible light, XRD, GC-FID

Abstract:
In this study, we have proposed a gesture to emotion recognition method using flex sensors mounted on metacarpophalangeal joints. The flex sensors are fixed in a wearable glove. The data from the glove are sent to PC using Wi-Fi. Four gestures: finger pointing, thumbs up, fist open and fist close are performed by five subjects. Each gesture is categorized into sad, happy, and excited class based on the velocity and acceleration of the hand gesture. Seventeen inspectors observed the emotions and hand gestures of the five subjects. The emotional state based on the investigators assessment and acquired movement speed data is compared. Overall, we achieved 77% accurate results. The old school of study, well testing reservoir engineers used the transient pressure analyses to get certain parameters and variable factors on the reservoir's physical properties, such as, (permeability-thickness). Recently, the difficulties facing the newly discovered areas are the convincing fact that the exploration and production (E&p) team should have sufficiently accurate and appropriate data to work with due to different sources of errors. The well-test analyst does the work without going through well-informed and reliable data from colleagues which may consequently cause immense environmental damage and unnecessary financial losses as well as opportunity losses to the project. In 2003, new potential oil field (Moga) face circulation problem well-22 was safely completed. However the high mud density had caused an extensive damage to the nearer well area which also distracted the hypothetical oil rate of flow that was not representive of the real reservoir characteristics This paper presents methods to analyze and interpret the production rate and pressure data of an oil field. Specifically for Well- 22 using the Deconvolution technique to enhance the transient pressure .Applying deconvolution to get the best range of certainty of results needed for the next subsequent operation. Abstract:
A field experiment was conducted at Agricultural Research Station Ahmad Wala, Karak, Khyber Pakhtunkhwa Province during rabi season of 2010-011 to study the effect of different weed management practices on weed control in chickpea under field conditions. The results revealed that treatments showed significant influence on weed density, seed yield kg ha-1 and other growth parameters. Significantly lower weed density (98 m-2) was recorded with the application of Isoproturon 500 EW as compared to control plots having 368.3 weeds m-2. Moreover, significantly highest seed yield (1583.3 kg ha-1) was produced in the plots assigned with Isoproturon 500 EW followed by Eucalyptus extract that produce seed yield of 1416.7 kg ha-1. It was concluded from the study that Isoproturon 500 EW is the best option for controlling weeds and increase the seed yield kg ha-1 of chickpea.Keywords: chickpea, herbicides, weed control, weeds extracts
