4911 The Evolution Theory in Perspective of Cyber Criminality on the Basis of Technological Components: Analyzing the Role of the Theory of Emerging Technologies in Facilitating Transnational Organized Crime

Abstract:

The confluence of evolutionary paradigms and technological advancements offers an unprecedented vantage point for scrutinizing the mechanisms underpinning cyber criminality. This research delineates the instrumental role of emergent technologies in exacerbating transnational organized crime, conceptualized through the prism of evolutionary theory. By interrogating the scientific proposition of how adaptive strategies inherent to evolutionary principles converge with the acceleration of technological innovation, this study elucidates the profound metamorphosis in criminal methodologies within the digital milieu. The discourse commences with an exhaustive exegesis of evolutionary theory, emphasizing constructs such as adaptation, variation, and selective pressures transposed into the cybernetic domain. It postulates a cogent hypothesis: technological evolution, analogous to biological evolution, engenders adaptive capacities among cybercriminal entities, enabling them to proliferate and optimize operations across extraterritorial frontiers. Employing a multifaceted methodological framework, the study integrates longitudinal case analyses of cybercriminal enterprises, statistical interrogation of transnational cyber-offenses, and prognostic evaluations of technological trajectories. This approach elucidates the symbiotic relationship between technological sophistication and the operational stratagems of cyber criminals. Empirical findings unveil a deterministic nexus between technological innovation and the escalating intricacies of cybercrime. For instance, the incursion of blockchain technology has redefined the paradigms of financial obfuscation, while artificial intelligence has fortified the precision of nefarious activities such as credential harvesting and algorithmic fraud. The interpretative synthesis corroborates the hypothesis, asserting that evolutionary imperatives -adaptation and survival- are emblematic in the digital stratagems of cyber malefactors. The study culminates in advocating for a consolidated global architecture that harmonizes technological ingenuity with stringent cybersecurity frameworks to counteract the proliferation of transnational cybercriminal networks.

4910 Factors Responsible for the Activities of the Transitional Rites of Passage on Youth’s Morality in South Africa: A Study of Thulamela Municipality

Abstract:

This article strove to establish the factors responsible for the activities of the transitional rites of passage on youth’s morality. South Africa, among other countries, has serious effects on the moral systems of youths. Factors responsible for the activities of the transitional rites of passage on youth’s morality has been brought to the fore by on-going transitional rites depicted by weekend’s social activities with the practice of substance use and abuse among the youths at various recreational spots. The transitional rites are structured under the guise of “freaks” as an evolving culture among the youths. The freaks culture is a counterculture of the usual initiation’s schools for transitional rites of passage which instil morality among youths. Qualitative design was used to obtain data from custodians, parents of the youths, and the youths themselves. The findings widely show that the factors responsible for the activities of the transitional rites is the act of the current on-going transitional rites effect as an inappropriate behaviour towards youth morality. This study concluded that to establish the factors responsible for the activities of the transitional rites of passage on youth’s morality, activities and practices evolved as a current socialization standard for quick maturity status, as a result of that, it will be harder to provide a complete change of this evolving culture. However, what will work is to build on the existing transitional rites of passage to moderate appropriate youths’ morality in Thulamela communities.

4909 Integrative Review: Impact of Transitional Care on Self-Management of Chronic Conditions in Un/Underinsured Populations

Abstract:

Chronic conditions account for the majority of total health care spending both in the United States and globally. Encouraging self-management to improve chronic conditions, which in turn could decrease the strain placed on hospitals, requires resources to address the patient’s social concerns in addition to their medical concerns. Transitional care has been identified as a possible bridge between acutely managing conditions at the hospital to chronically managing conditions in a community setting. The aim of this integrative review was to examine the impact of transitional care on self-management outcomes of chronic conditions in un/underinsured populations. Both transitional care, by assisting with resources such as funding sources for healthcare and medications or identifying a healthcare provider for continued care, and self-management, by increasing responsibility for one’s care through goal setting and taking action, can impact health outcomes while providing health care cost-savings.

4908 African Culture and Youth Morality: A Critique of the On-Going Transitional Rites in Thulamela Municipality, South Africa

Abstract:

Using a qualitative descriptive design, this study established the consequences of the on-going transitional rites on youth morality in the Thulamela Local Municipality, South Africa. The participants were sampled using a non-random sampling procedure, specifically, a purposive sampling technique and a snowball sampling technique. A semi-structured interview guide was recruited to collect data from the Indigenous Knowledge (IK) custodians, the parents of the youths and the youths until the point of saturation. The analysis was performed using a thematic content method. With the emergence of themes and sub-themes, broad categories were generated to differentiate and explain the thoughts expressed by the various respondents and the observations made in the field. The study findings suggest that the on-going transitional rites are depicted by weekend social activities with the practice of substance use and abuse among the youths at recreational spots. The transitional rites are structured under the guise of “freaks” as an evolving culture among the youths. The freaks culture is a counterculture of the usual initiation schools for transitional rites of passage which is believed to instill morality among youths. The findings comprehensively show that the on-going transitional rites influence inappropriate youth morality. This study concluded that the on-going transitional rites activities and practices evolved as a current socialization standard for quick maturity status; as a result, it will be challenging to provide a complete turnaround of this evolving culture. The study, however, recommends building on the exciting transitional rites of passage to moderate appropriate youths’ morality in Thulamela communities.

4907 Discursivity and Creativity: Implementing Pigrum's Multi-Mode Transitional Practices in Upper Division Creative Production Courses

Abstract:

This paper discusses the practical implementation of Derek Pigrum’s multi-mode model of transitional practices in the context of upper division production courses in an interaction design curriculum. The notion of teaching creativity directly was connected to a general notion of “discursivity” by which is meant students’ overall ability to discuss, describe, and engage in dialogue about their creative work. We present a study of how Pigrum’s transitional modes can be mapped onto a variety of course activities, and discuss challenges and outcomes of directly engaging student discursivity in their creative output.

4906 A Comparative Analysis of the Indoor Thermal Environment of a Room with and without Transitional Space or Threshold in Traditional Row Houses Adjacent to a Narrow Alley 'Rupchan Lane' in Old Dhaka, Bangladesh

Abstract:

Attaining appropriate thermal comfort conditions in a place where the climate is hot and humid can be perplexing. Especially, when it resides at a congested place like old Dhaka Bangladesh, the provision of giving cross ventilation and building with proper orientation is quite difficult. This paper aims to investigate the indoor thermal environment of a room with and without transitional space or threshold in traditional row houses adjacent to a narrow alley of old Dhaka through field measurements. Transitional spaces are the part of buildings which are used for semi-outdoor household activities, social gathering and it is also proved to provide an indoor thermal effect. The field study was conducted by collecting thermal data (temperature, humidity and airflow) respectively, among the outdoor narrow alley, transitional space and adjacent indoor. This east-west elongated alley has an average width of 2.13 meter (varies from 1.5 to 2.6 meter) holding row houses on both sides. Among different aspects of thermal environment, the study of this paper is based on the analysis of temperature of corresponding cases. Other aspects and their variables were considered as constant (especially material) for accuracy and avoidance of confusion. This study focuses on the outcome that can ultimately contribute to the configuration of row houses with transitional spaces and in its relation to the adjacent outdoor space while achieving thermal comfort.

4905 Social Sustainability and Affordability of the Transitional Housing Scheme in Hong Kong

Abstract:

This research investigates social sustainability factors in transitional housing projects and their impact on fostering healthy living environments that promote physical activity and social interaction for residents. Social sustainability is integral to individual health and well-being, as emphasized by Goal 11 of the 2030 Agenda for Sustainable Development, which highlights the importance of safe, affordable, and accessible transport systems, green spaces, and public spaces catering to vulnerable populations' needs. Communal spaces in urban environments are essential for fostering social sustainability, as they serve as settings for physical activities and social interactions among diverse socio-economic groups. Factors such as neighborhood social atmosphere, historical context, social disparity, and mobility can influence the relationship between existing and transitional communities. Mental health effects can be measured through housing segregation, mobility and accessibility, and housing tenure. A significant research gap exists in understanding the living environment of transitional housing in Hong Kong and the social sustainability factors affecting residents' mental and physical health. To address this gap, our study employs a mixed-methods approach combining survey questionnaires and interviews to gather both quantitative and qualitative data. This methodology will provide comprehensive insights into residents' experiences and perceptions. Our research's main contribution is identifying key social sustainability factors in transitional housing and their impact on residents' well-being, informing policy-making and the creation of inclusive, healthy living environments. By addressing this research gap, we aim to provide valuable insights for future housing projects, ultimately promoting the development of socially sustainable transitional communities.

4904 Political Economy of Development Induced Re-Territorialization: A South African Uppercut

Abstract:

Land becomes a predominant constituent of transitional justice paradigm subsequent to the apartheid inspired land grabs and conflict induced forceful evictions in South Africa effecting land encroachment, expropriation, and alienation. In this pretext, post-Apartheid regime initiated land reconciliation measures which presume to overcome the politically appropriated historical injustices in conjunction with reconstructing transitional justice. As land grabs became one of the quintessential repercussions followed by ethnic cleansing in South Africa, it is prominent to study how land reconciliation becomes necessary in imparting transitional justice to the victims. The study also looks into the nature of developmental pattern after re- territorialization process in a post-conflict country like South Africa and, tries to look how re-territorialization process construed the functional distribution of income vis-a-vis income inequality in particular. Further the paper attempts to study how far land distribution and equal access as part of the land reconciliation process juxtaposed the principle of restitution. Research methodology applied is empirical followed by analytical research.

4903 Experimental Investigation of Boundary Layer Transition on Rotating Cones in Axial Flow in 0 and 35 Degrees Angle of Attack

Abstract:

In this paper, experimental results of using hot wire anemometer and smoke visualization are presented. The results obtained on the hot wire anemometer for critical Reynolds number and transitional Reynolds number are compared by previous results. Excellent agreement is found for the transitional Reynolds number. The results for the transitional Reynolds number are also compared by previous linear stability results. The results of the smoke visualization clearly show the cross flow vortices which arise in the transition process from a laminar to a turbulent flow. A non-zero angle of attack is also considered. We compare our results by linear stability theory which was done by Garret et. Al (2007). We just emphasis, Also the visualization and hot wire anemometer results have been compared graphically. The goal in this paper is to check reliability of using hot wire anemometer and smoke visualization in transition problems and check reliability of linear stability theory for this case and compare our results with some trusty experimental works.

4902 The Effect of Bottom Shape and Baffle Length on the Flow Field in Stirred Tanks in Turbulent and Transitional Flow

Abstract:

The effect of the shape of the vessel bottom and the length of baffles on the velocity distributions in a turbulent and in a transitional flow has been simulated. The turbulent flow was simulated using standard k-ε model and simulation was verified using LES whereas transitional flow was simulated using only LES. It has been found that both the shape of tank bottom and the baffles’ length has significant effect on the flow pattern and velocity distribution below the impeller. In the dished bottom tank with baffles reaching the edge of the dish, the large rotating volume of liquid was formed below the impeller. Liquid in this rotating region was not fully mixing. A dead zone was formed here. The size and the intensity of circulation within this zone calculated by k-ε model and LES were practically identical what reinforces the accuracy of the numerical simulations. Both types of simulations also show that employing full-length baffles can reduce the size of dead zone formed below the impeller. The LES was also used to simulate the velocity distribution below the impeller in transitional flow and it has been found that secondary circulation loops were formed near the tank bottom in all investigated geometries. However, in this case the length of baffles has smaller effect on the volume of rotating liquid than in the turbulent flow.

4901 Developers’ Gains and Losses from the Economic Incentives of Green Building: Explanations from the Transitional Gains Trap and Transaction Cost Economics

Abstract:

Economic incentives of green building (GB) have been implemented to promote green building and address the market barriers. However, if developers could gain from the incentives, why not all the buildings are green? This paper aims to study this problem and provide a new perspective to look at the economic incentives. The theories of Transitional Gains Trap (TGP) and Transaction Cost Economics (TCE) are employed to explain the developers’ gains and losses from the economic incentives. This paper takes the GFA (gross floor area) concession incentive in Hong Kong, which is one of the most popular incentives, as the case to conduct in-depth case study and it did interview to validate the results. The results show that after implementing the GFA concession scheme, the benefit of the GFA concession is capitalized into land value. Therefore, developers have to bear the increased land cost, which supports the theory of the TGP. Even though, some developers are still not willing to participate in the incentive scheme because of high transaction costs (TCs).

Courtyards are the part of buildings which are used as space for outdoor household activities, social gathering and it is also proved to have indoor thermal comfort as an effect of courtyard. This paper aims to investigate the effect of courtyard in indoor thermal environment of a room adjacent to the courtyard and a room next to transitional space after a courtyard through field measurements of a case study house. The field measurement was conducted in a two-storey house. Among different aspects of thermal environment, the study of this paper is based on the analysis of temperature in both situations. Ventilation or air movement was considered to have no impact because of the rooms’ layout and location. Other aspects and their variables were considered as constant (especially material) for accuracy and avoidance of confusion. This study focuses on the outcome that can ultimately contribute to the configuration of courtyards and in its relation to indoor space while achieving thermal comfort.

4899 Protection of Stakeholders under the Transitional Commercial Code of Eritrea: Comparative Analysis with the 2018 Company Law of Peoples Republic of China

Abstract:

Companies are inevitable for society. They are the building blocks of every development in a country aimed at producing continuous goods and services for the people and, in turn, obliged to pay taxes, which enhances the economy of the nation. For the proper functioning of companies, their relationship with their stakeholders must be secure. The major stakeholders are suppliers, consumers, employees, creditors, etc. The law plays an important role in enhancing the relationship between these different stakeholders. If the law fails to keep track of the relationship, both the company and stakeholders remain unprotected. As a result, the potential benefits are prejudiced. This paper makes a comparative analysis of the types and formation of companies under the Transitional Commercial Code of Eritrea and the Company Law of the Peoples Republic of China. In particular, the paper addresses the legal lacuna under the TCrCE on handling the failure of shareholders to pay the promised capital. So, the methodology of the study is entirely analyzing the two countries' laws using practical cases. After analyzing the practical problems on the ground using real cases, this paper calls on Eritrea to update its outdated Commercial Code to give proper protection to the stakeholders.

4898 The Promise of Nunca Más after Cambiemos: Representations of the 2x1 Decision of the Supreme Court and Santiago Maldonado's Disappearance in the Newspaper La Nación

Abstract:

This article aims to shed light on the new stage of transitional justice in Argentina through examining the representations of the 2x1 decision of the Supreme Court and Santiago Maldonado’s Disappearance in the newspaper, La Nación. The two events hold the key to understanding Argentina’s journey since return to democracy as they are about the same crimes of the dictatorship, namely, the forced disappearance of civilians and the subsequent impunity that follows. In the case of a convicted torturer, The Supreme Court of Argentina ruled on 3rd of May 2017 that the days spent in preventive detention after two years should be counted double for the overall sentence. This court decision was met with severe resistance from the members of the parliament as well as the human rights movement. The second item on the list still continues and divides the country into two camps: (1) those who think that the police force has committed another act of forced disappearance in the case of activist Santiago Maldonado and (2) the others who blame the peronistas (the party and supporters of the ex-president Cristina Fernandez de Kirchner) of using this subject as a means to score political points. As a newspaper known for its proximity to the current administration, La Nación offers an insight to the direction of the country and also demonstrates how the neoliberal mindset works. The results of the study show that the transitional justice process in Argentina is far from being complete as the Promise of Nunca Más is still not a shared value but a political statement.

In the face of escalating climate change concerns, the concept of smart cities emerges as a promising approach to mitigate carbon emissions and move towards carbon neutrality. This paper provides a comprehensive review of the role of Natural Gas in achieving carbon neutrality. Natural gas has often been seen as a transitional fuel in the context of reducing carbon emissions. Its main role stems from being cleaner than coal and oil when burned for electricity generation and industrial processes. The urgent need to address this global issue has prompted a global shift towards cleaner energy sources and sustainable practices. In this endeavor, natural gas has emerged as a pivotal player, hailed for its potential to mitigate carbon emissions, and facilitate the transition to a low-carbon economy. With its lower carbon intensity compared to conventional fossil fuels, natural gas presents itself as a promising alternative for meeting energy demands while reducing environmental impact. As the world stands at a critical juncture in the fight against climate change, exploring the potential of natural gas as a transitional fuel offers insights into pathways towards a more sustainable and resilient future. By critically evaluating its opportunities and challenges, we can harness the potential of natural gas as a transitional fuel while advancing towards a cleaner, more resilient energy system. The layer consists of the basic networking hardware transmission technologies of a network. With the use of observation method, the research produces a schematic design for enhancing the network security through the gray code converter.

4894 Network Functions Virtualization-Based Virtual Routing Function Deployment under Network Delay Constraints

Abstract:

NFV-based network implements a variety of network functions with software on general-purpose servers, and this allows the network operator to select any capabilities and locations of network functions without any physical constraints. In this paper, we evaluate the influence of the maximum tolerable network delay on the virtual routing function deployment guidelines which the authors proposed previously. Our evaluation results have revealed the following: (1) the more the maximum tolerable network delay condition becomes severe, the more the number of areas where the route selection function is installed increases and the total network cost increases, (2) the higher the routing function cost relative to the circuit bandwidth cost, the increase ratio of total network cost becomes larger according to the maximum tolerable network delay condition.

4893 Evaluating Traffic Congestion Using the Bayesian Dirichlet Process Mixture of Generalized Linear Models

Abstract:

This study applied traffic speed and occupancy to develop clustering models that identify different traffic conditions. Particularly, these models are based on the Dirichlet Process Mixture of Generalized Linear regression (DML) and change-point regression (CR). The model frameworks were implemented using 2015 historical traffic data aggregated at a 15-minute interval from an Interstate 295 freeway in Jacksonville, Florida. Using the deviance information criterion (DIC) to identify the appropriate number of mixture components, three traffic states were identified as free-flow, transitional, and congested condition. Results of the DML revealed that traffic occupancy is statistically significant in influencing the reduction of traffic speed in each of the identified states. Influence on the free-flow and the congested state was estimated to be higher than the transitional flow condition in both evening and morning peak periods. Estimation of the critical speed threshold using CR revealed that 47 mph and 48 mph are speed thresholds for congested and transitional traffic condition during the morning peak hours and evening peak hours, respectively. Free-flow speed thresholds for morning and evening peak hours were estimated at 64 mph and 66 mph, respectively. The proposed approaches will facilitate accurate detection and prediction of traffic congestion for developing effective countermeasures.

4892 The Colombian Special Jurisdiction for Peace, a Transitional Justice Mechanism That Prioritizes Reconciliation over Punishment: A Content Analysis of the Colombian Peace Agreement

Abstract:

Tribunals for the prosecution of crimes against humanity have been implemented in recent history via international intervention or imposed by one side of the conflict, as in the cases of Rwanda, Iraq, Argentina, and Chile. However, the creation of a criminal tribunal as the result of a peace agreement between formerly warring parties has been unique to the Colombian peace process. As such, the Colombian Jurisdiction for Peace (SJP), or JEP for its Spanish acronym, is viewed as a site of social contestation where actors shape its design and implementation. This study contributes to the literature of transitional justice by analyzing how the framing of the creation of the Colombian tribunal reveals the parties' interests. The analysis frames the interests of the power-brokers, i.e., the government and the Revolutionary Armed Forces of Colombia (FARC), and the victims in light of the tribunal’s functions. The purpose of this analysis is to understand how the interests of the parties are embedded in the designing of the SJP. This paper argues that the creation of the SJP rests on restorative justice, for which the victim, not the perpetrator, is at the center of prosecution. The SJP’s approach to justice moves from prosecution as punishment to prosecution as sanctions. SJP’s alternative sanctions focused on truth, reparation, and restoration are designed to humanize both the victim and the perpetrator in order to achieve reconciliation. The findings also show that requiring the perpetrator to perform labor to repair the victim as an alternative form of sanction aims to foster relations of reintegration and social learning between victims and perpetrators.

Abstract:

The article dealt with the South Caucasus is a complex economic policy, which consists of strands: The process of deepening economic integration in the South Caucasus region; deepening economic integration with the EU in the framework of "Neighbourhood policy with Europe" and in line with the Maastricht criteria; the development of bilateral trade and economic relations with many countries of the world community; the development of sufficient conditions for the integration of the South Caucasus region in the world to enter the market. According to the author, to determine the place of Georgia in the regional policy of the South Caucasus, it is necessary to consider two views about Georgia: The first is the view of Georgia, as a part of global economic and political processes and the second look at Georgia, as a country located in the geo-economic and geopolitical space of the South Caucasus. Such approaches reveal the place of Georgia in two dimensions; in the global and regional economies. In the countries of South Caucasus, the tourism has been developing fast and has a great social and economic importance. Tourism influences deeply on the social and economic growth of the regions of the country. Tourism development formulates thousand new jobs, fixes the positions of small and middle businesses, ensures the development of the education and culture of the population. In the countries of South Caucasus, the Tourist Industry can be specified as the intersectoral complex, which consists of travel transport and it’s technical service network, tourist enterprises which are specialized in various types, wide network services. Tourists have a chance to enjoy all of these services. At the transitional stage of shifting to the market economy, tourism is among the priorities in the development of the national economy of our country. It is true that the Georgian tourism faces a range of problems at present, but its recognition and the necessity for its development may be considered as a fact. Besides, we would underline that the revitalization of the Georgian tourism is not only the question of time. This area can bring a lot of benefits as to private firms, as to specific countries. It also has many negative effects were conducted fundamental research and studies to consider both, positive and negative impacts of tourism. In the future such decisions will be taken that will bring, the maximum benefit at minimum cost, in order for tourism to take its place in Georgia it is necessary to understand the role of the tourism sector in the economic structure.

4890 Survivable IP over WDM Network Design Based on 1 ⊕ 1 Network Coding

Abstract:

Inter-datacenter transport network is very bandwidth and delay demanding. The data transferred over such a network is also highly QoS-exigent mostly because a huge volume of data should be transported transparently with regard to the application user. To avoid the data transfer failure, a backup path should be reserved. No re-routing delay should be observed. A dedicated 1+1 protection is however not applicable in inter-datacenter transport network because of the huge spare capacity. In this context, we propose a survivable virtual network with minimal backup based on network coding (1 ⊕ 1) and solve it using a modified Dijkstra-based heuristic.

4889 Examining Historically Defined Periods in Autobiographical Memories for Transitional Events

Abstract:

We examined the plausibility of transition theory suggesting that memories of transitional events, which give rise to a significant and persistent change in the fabric of daily life, are organized around the historically defined autobiographical periods (H-DAPs). 141 Pakistani older adults retrieved 10 autobiographical memories (AMs) each to 10 cue words. As the history of Pakistan is dominated by various political and nationwide transitional events, it was expected that the participants would recall memories with H-DAPs references. The content analysis revealed that 0.7% of memories had H-DAP references and 0.4% memories mentioned major transitional events such as War/Natural Disaster. There was a vivid reminiscence bump between 10 - 20 years of age in lifespan distribution of AMs. There were 67.9% social-focused AMs. Significantly more self-focused memories were reported by individuals who endorsed themselves as conservatives. Only a few H-DAPs were reported, although the history of Pakistan was dominated by numerous political, historical and nationwide transitional events. Memories within and outside of the bump period were mostly positive. The participants rarely used historical/political or nationwide significant events or periods to date the memories elicited. The intense and nationwide (as well as region-wise) significant historical/political events spawned across decades in the lives of participants of the present study but these events did not produce H-DAPs. The findings contradicted the previous studies on H-DAPs and transition theory. The dominance of social-focused AMs in the present study is in line with the past studies comparing the memories of collectivist and individualist cultures (i.e., European Americans vs. Asian, African and Latin-American cultures). The past empirical evidence shows that conservative values and beliefs are adopted as a coping strategy to feel secure in the face of danger when future is dominated with uncertainty and to connect to likeminded others. In the present study, conservative political ideology is somehow assisting the participants in living a stable life midst of their complex social worlds. The reminiscence bump, as well as dominance of positive memories within and outside the bump period, are in line with the narrative/identity account which states that the events and experiences during adolescence and early adulthood assimilate into a person’s lifelong narratives. Hence these events are used as identity markers and are more easily recalled later in life. Also, according to socioemotional theory and the positivity effect, the participants evaluated past events more positively as they grow up and the intensity of negative emotions decreased with time.

4888 Study on Energy Performance Comparison of Information Centric Network Based on Difference of Network Architecture

Abstract:

The first generation of the wide area network was circuit centric network. How the optimal circuit can be signed was the most important issue to get the best performance. This architecture had succeeded for line based telephone system. The second generation was host centric network and Internet based on this architecture has very succeeded world widely. And Internet became as new social infrastructure. Currently the architecture of the network is based on the location of the information. This future network is called Information centric network (ICN). The information-centric network (ICN) has being researched by many projects and different architectures for implementation of ICN have been proposed. The goal of this study is to compare performances of those ICN architectures. In this paper, the authors propose general ICN model which can represent two typical ICN architectures and compare communication performances using request routing. Finally, simulation results are shown. Also, we assume that this network architecture should be adapt to energy on-demand routing.

4887 A Policy Review on the Transitional Period from MDGs to SDGs: Experience from the Local Economy of Tigrai Regional State of Ethiopia

Abstract:

Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs. The global development landscape underwent a transformative shift in 2015 as the international community pivoted from the MDGs to the more ambitious and comprehensive SDGs. The NDGs were a set of eight international development goals established by the United Nations in 2000, with the aim of improving the lives of people around the world by 2015. SDGs are a continuation of the MDGs. Unlike on the other development goals, progress on eradication of extreme hunger and poverty (MDG 1) has been slow at a continental level. The implementation of the MDGs was uneven: some countries have already achieved many of them, while the others have not started any of them yet. With its Poverty Reduction Strategic Papers (PRSPs), Ethiopia has been given special attention to the first MDG since 1993. The Ethiopian government was actively engaged in anti-poverty political campaign leaving other agendas as secondary issues. Poverty in Ethiopia progressively reduced over the years; it was 44.2% in 2000, 38.7% in 2007, 29.6 % in 2011, and it is projected to further reduce to 16.7% by the end of 2020. The long-term impact of war on the sustainability and effectiveness of SDG-related initiatives in post-conflict regions, particularly in how local governance and community resilience are affected. This could involve exploring how war interrupts progress, which specific SDGs are most vulnerable, and what strategies might mitigate these impacts. Reviewing a transitional period enables policy makers to align global or national development goals into local development goals with an uninterrupted policy continuity. The existing literature on development economics often neglects the importance of reviewing the transitional period of consecutive global development goals in a local or regional perspective. Using a Policy Coherence for Development (PCD) approach as analytical tool, this paper is intended to retrospectively review what happened to the local economy of Tigrai Regional State during the transitional period from MDGs (2000-2015) to SDGs (2015-2030). Taking a retrospective facts and observations into account, policy discontinuity is witnessed in Tigrai following the dissolution of the EPRDF that followed with a terrible war that claimed about a million human lives and worth of over a hundred Billion US dollars economic costs. The unhealthy political reform caused not only a terrible war but also breaks the promising SDGs. Unlike other regional states, Tigrai left unprivileged to translate the ambitious SDGs into its local development policies.

4886 A Combined CFD Simulation of Plateau Borders including Films and Transitional Areas of Liquid Foams

Abstract:

An integrated computational fluid dynamics model is developed for a combined simulation of Plateau borders, films, and transitional areas between the film and the Plateau borders to reduce the simplifications and shortcomings of available models for foam drainage in micro-scale. Additionally, the counter-flow related to the Marangoni effect in the transitional area is investigated. The results of this combined model show the contribution of the films, the exterior Plateau borders, and Marangoni flow in the drainage process more accurately since the inter-influence of foam's elements is included in this study. The exterior Plateau borders flow rate can be four times larger than the interior ones. The exterior bubbles can be more prominent in the drainage process in cases where the number of the exterior Plateau borders increases due to the geometry of container. The ratio of the Marangoni counter-flow to the Plateau border flow increases drastically with an increase in the mobility of air-liquid interface. However, the exterior bubbles follow the same trend with much less intensity since typically, the flow is less dependent on the interface of air-liquid in the exterior bubbles. Moreover, the Marangoni counter-flow in a near-wall transition area is less important than an internal one. The influence of air-liquid interface mobility on the average velocity of interior foams is attained with more accuracy with more realistic boundary condition. Then it has been compared with other numerical and analytical results. The contribution of films in the drainage is significant for the mobile foams as the velocity of flow in the film has the same order of magnitude as the velocity in the Plateau border. Nevertheless, for foams with rigid interfaces, film's contribution in foam drainage is insignificant, particularly for the films near the wall of the container.

4885 Journey to Cybercrime and Crime Opportunity: Quantitative Analysis of Cyber Offender Spatial Decision Making

Abstract:

Due to the advantage of using the Internet, cybercriminals can reach target(s) without border controls. Prior research on criminology and crime science has largely been void of empirical studies on journey-to-cybercrime and crime opportunity. Thus, the purpose of this study is to understand more about cyber offender spatial decision making associated with crime opportunity factors (i.e., co-offending, offender-stranger). Data utilized in this study were derived from 306 U.S. Federal court cases of cybercrime. The findings of this study indicated that there was a positive relationship between co-offending and journey-to-cybercrime, whereas there was no link between offender-stranger and journey-to-cybercrime. Also, the results showed that there was no relationship between cybercriminal sex, age, and journey-to-cybercrime. The policy implications and limitations of this study are discussed.

Content centric network is the network based on the mechanism of sending and receiving the data based on the interest and data request to the specified node (which has cached data). In this network, the security is bind with the content not with the host hence making it host independent and secure. In this network security is applied by taking content’s MAC (message authentication code) and encrypting it with the public key of the receiver. On the receiver end, the message is first verified and after verification message is saved and decrypted using the receiver's private key.

The mobile ad-hoc network (MANET) is collection of various types of nodes. In MANET various protocols are used for communication. In OLSR protocol, a node is selected as multipoint relay (MPR) node which broadcast the messages. As the MANET is open kind of network any malicious node can easily enter into the network and affect the performance of the network. The performance of network mainly depends on the components which are taking part into the communication. If the proper nodes are not selected for the communication then the probability of network being attacked is more. Therefore, it is important to select the more reliable and secure components in the network. MANET does not have any filtering so that only selected nodes can be used for communication. The openness of the MANET makes it easier to attack the communication. The most of the attack are on the Quality of service (QoS) of the network. This paper gives the overview of the various attacks that are possible on OLSR protocol and some solutions. The papers focus mainly on the OLSR protocol.

4882 A Social Network Analysis of the Palestinian Feminist Network Tal3at

Abstract:

This research aims to study recent trends in the Palestinian feminist movement through the case study of Tal3at. The study uses social network analysis as its primary method to analyze Twitter data. It attempts to interpret results through the lens of network theories and Parson’s AGIL paradigm. The study reveals major structural weaknesses in the Tal3at network. Our findings suggest that the movement will decline soon as sentiments of alienation amongst Palestinian women increases. These findings were validated by a couple of central actors in the network. This study contributes an SNA approach to the understanding of the understudied Palestinian feminism.
