556 Theoretical Study on Torsional Strengthening of Multi-cell RC Box Girders

Abstract:
A new analytical method to predict the torsional capacity and behavior of R.C multi-cell box girders strengthened with carbon fiber reinforced polymer (CFRP) sheets is presented. Modification was done on the Softened Truss Model (STM) in the proposed method; the concrete torsional problem is solved by combining the equilibrium conditions, compatibility conditions and constitutive laws of materials by taking into account the confinement of concrete with CFRP sheets. A specific algorithm is developed to predict the torsional behavior of reinforced concrete multi-cell box girders with or without strengthening by CFRP sheets. Applications of the developed method as an assessment tool to strengthened multicell box girders with CFRP and first analytical example that demonstrate the contribution of the CFRP materials on the torsional response is also included.Keywords: Carbon fiber reinforced polymer, Concrete torsion, Modified Softened Truss Model, Multi-Cell box girder.

Abstract:
Remarkable changes, like the progress in the ability to understand others' minds, can be identified in several socio-cognitive dimensions between age four and seven. Recently, the parenting attitudes have been considerate as one of the potential extrinsic modifiers of these important developmental aspects. The aim of present study is to explore the relationship among authoritarian parenting attitudes and individual differences in Theory of Mind performance. The study included ninety-two Costarrican preschoolers. Six False-belief tasks, an Advanced Theory of Mind test and the Parenting Attitudes Inventory were used. The results demonstrate that participants with high and low Authoritarian Parenting Received differ in their performance on First and Second Order False-belief tasks, but not in Advanced Theory of Mind tasks. Theoretical considerations about possible explanations regarding these results are discussed and methodological limitations are considered to shed light over future directions.

Abstract:
Magnesium chloride, though cost wise roughly same as of ferrous sulphate, is less commonly used coagulant in comparison to the ferrous sulphate for the treatment of wastewater. The present study was conducted to investigate the comparative effectiveness of ferrous sulphate (FeSO4.7H2O) as iron based salt and magnesium chloride (MgCl2) as magnesium based salt in terms of decolorization and chemical oxygen demand (COD) reduction efficiency of textile wastewater. The coagulants were evaluated for synthetic textile wastewater containing two diazo dyes namely Reactive Black 5 (RB5) and Congo Red (CR) and one anthraquinone dye as Disperse Blue 3 (DB3), in seven possible equi-ratio combinations. Other chemical constituents that are normally released from different textile processing units were also added to replicate a practical scenario. From this study, MgCl2/Lime was found to be a superior coagulant system as compared to FeSO4.7H2O/Lime, FeSO4.7H2O/NaOH and MgCl2/NaOH.

Abstract:
carbonylation of methanol in homogenous phase is one of the major routesfor production of acetic acid. Amongst group VIII metal catalysts used in this process iridium has displayed the best capabilities. To investigate effect of operating parameters like: temperature, pressure, methyl iodide, methyl acetate, iridium, ruthenium, and water concentrations on the reaction rate, experimental design for this system based upon central composite design (CCD) was utilized. Statistical rate equation developed by this method contained individual, interactions and curvature effects of parameters on the reaction rate. The model with p-value less than 0.0001 and R2 values greater than 0.9; confirmeda satisfactory fitness of the experimental and theoretical studies. Abstract:
Morphological operators transform the original image into another image through the interaction with the other image of certain shape and size which is known as the structure element. Mathematical morphology provides a systematic approach to analyze the geometric characteristics of signals or images, and has been applied widely too many applications such as edge detection, objection segmentation, noise suppression and so on. Fuzzy Mathematical Morphology aims to extend the binary morphological operators to grey-level images. In order to define the basic morphological operations such as fuzzy erosion, dilation, opening and closing, a general method based upon fuzzy implication and inclusion grade operators is introduced. The fuzzy morphological operations extend the ordinary morphological operations by using fuzzy sets where for fuzzy sets, the union operation is replaced by a maximum operation, and the intersection operation is replaced by a minimum operation. In this work, it consists of two articles. In the first one, fuzzy set theory, fuzzy Mathematical morphology which is based on fuzzy logic and fuzzy set theory; fuzzy Mathematical operations and their properties will be studied in details. Abstract:
The development of CPUs and of real-time systems based on them made it possible to use time at increasingly low resolutions. Together with the scheduling methods and algorithms, time organizing has been improved so as to respond positively to the need for optimization and to the way in which the CPU is used. This presentation contains both a detailed theoretical description and the results obtained from research on improving the performances of the nMPRA (Multi Pipeline Register Architecture) processor by implementing specific functions in hardware. The proposed CPU architecture has been developed, simulated and validated by using the FPGA Virtex-7 circuit, via a SoC project. Although the nMPRA processor hardware structure with five pipeline stages is very complex, the present paper presents and analyzes the tests dedicated to the implementation of the CPU and of the memory on-chip for instructions and data. In order to practically implement and test the entire SoC project, various tests have been performed. These tests have been performed in order to verify the drivers for peripherals and the boot module named Bootloader.

Abstract:
In this paper, we propose a modified version of the Constant Modulus Algorithm (CMA) tailored for blind Decision Feedback Equalizer (DFE) of first order Markovian time varying channels. The proposed NonStationary CMA (NSCMA) is designed so that it explicitly takes into account the Markovian structure of the channel nonstationarity. Hence, unlike the classical CMA, the NSCMA is not blind with respect to the channel time variations. This greatly helps the equalizer in the case of realistic channels, and avoids frequent transmissions of training sequences. This paper develops a theoretical analysis of the steady state performance of the CMA and the NSCMA for DFEs within a time varying context. Therefore, approximate expressions of the mean square errors are derived. We prove that in the steady state, the NSCMA exhibits better performance than the classical CMA. These new results are confirmed by simulation. Through an experimental study, we demonstrate that the Bit Error Rate (BER) is reduced by the NSCMA-DFE, and the improvement of the BER achieved by the NSCMA-DFE is as significant as the channel time variations are severe.Keywords: Time varying channel, Markov model, Blind DFE, CMA, NSCMA.

A Comparison and evaluation of the different condition monitoring (CM) techniques was applied experimentally on RC e.g. Dynamic cylinder pressure and crankshaft Instantaneous Angular Speed (IAS), for the detection and diagnosis of valve faults in a two - stage reciprocating compressor for a programme of condition monitoring which can successfully detect and diagnose a fault in machine. Leakage in the valve plate was introduced experimentally into a two-stage reciprocating compressor. The effect of the faults on compressor performance was monitored and the differences with the normal, healthy performance noted as a fault signature been used for the detection and diagnosis of faults. The paper concludes with what is considered to be a unique approach to condition monitoring. First, each of the two most useful techniques is used to produce a Truth Table which details the circumstances in which each method can be used to detect and diagnose a fault. The two Truth Tables are then combined into a single Decision Table to provide a unique and reliable method of detection and diagnosis of each of the individual faults introduced into the compressor. Abstract:
A two-dimensional thin-walled capsule of a flexible semi-permeable membrane is adhered onto a rigid planar substrate under adhesive forces (derived from a potential function) in the presence of osmosis across the membrane. The capsule is immersed in a hypotonic and diluted binary solution of a non-electrolyte solute. The Stokes flow problem is solved by the immersed interface method (IIM) with equal viscosities for the enclosed and surrounding fluid of the capsule. The numerical results obtained are verified against two simplified theoretical solutions and the agreements are good. The osmotic inflation of the adhered capsule is studied as a function of the solute concentration field, hydraulic conductivity, and the initial capsule shape. Our findings indicate that the contact length shrinks in dimension as capsule inflates in the hypotonic medium, and the equilibrium contact length does not depend on the hydraulic conductivity of the membrane and the initial shape of the capsule.Keywords: Capsule-substrate adhesion, Fluid mechanics, Immersed interface method, Osmosis, Mass transfer.

Abstract:
This paper presents a MEMS/NEMS device for fatigue and fracture characterization of nanomaterials. This device can apply static loads, cyclic loads, and their combinations in nanomechanical experiments. It is based on the electromagnetic force induced between paired parallel wires carrying electrical currents. Using this concept, the actuator and sensor parts of the device were designed and analyzed while considering the practical limitations. Since the PWCC device only uses two wires for actuation part and sensing part, its fabrication process is extremely easier than the available MEMS/NEMS devices. The total gain and phase shift of the MEMS/NEMS device were calculated and investigated. Furthermore, the maximum gain and sensitivity of the MEMS/NEMS device were studied to demonstrate the capability and usability of the device for wide range of nanomaterials samples. This device can be readily integrated into SEM/TEM instruments to provide real time study of the mechanical behaviors of nanomaterials as well as their fatigue and fracture properties, softening or hardening behaviors, and initiation and propagation of nanocracks.

Speedups from mapping four real-life DSP applications on an embedded system-on-chip that couples coarsegrained reconfigurable logic with an instruction-set processor are presented. The reconfigurable logic is realized by a 2-Dimensional Array of Processing Elements. A design flow for improving application-s performance is proposed. Critical software parts, called kernels, are accelerated on the Coarse-Grained Reconfigurable Array. The kernels are detected by profiling the source code. For mapping the detected kernels on the reconfigurable logic a prioritybased mapping algorithm has been developed. Two 4x4 array architectures, which differ in their interconnection structure among the Processing Elements, are considered. The experiments for eight different instances of a generic system show that important overall application speedups have been reported for the four applications. The performance improvements range from 1.86 to 3.67, with an average value of 2.53, compared with an all-software execution. The paper presents an analysis of linkages and structures of co-operation and their intensity like the potential for the establishment of clusters in the Central and Eastern (Pannonian) Croatian. Starting from the theoretical elaboration of the need for entrepreneurs to organize through the cluster model and the terms of their self-actualization, related to the importance of traditional values in terms of benefits, social capital and assess where the company now is, in order to prove the need to create their own identity in terms of clustering. The institutional dimensions of social capital where the public sector has the best role in creating the social structure of clusters, and social dimensions of social capital in terms of trust, cooperation and networking will be analyzed to what extent the trust and coherency are present between companies in the Brod posavina and Pozega slavonia County, expressed through the readiness of inclusion in clusters in the NUTS II region - Central and Eastern (Pannonian) Croatia, as a homogeneous economic entity, with emphasis on limiting factors that stand in the way of greater competitiveness.Keywords: Analysis of linkages, structures of co-operation, Cluster, Region

The architecture of the museum is the most exciting space for an architecture to discover and investigate. Undoubtedly, those museums that have been largely supported by people have come to be cultural memorabilia, moreover holding competitions in museums, producing new publications for theoretical or intellectual debates, and new designs lead the museums to be the most effective and attractive place for work and study. The importance of museums as centers of knowledge, science and art has increased over the last century. Museums have moved from being a place specific to the first-class of the community, to a place used by the whole community widely. By considering these reasons, the value and importance of museums in today's society is imperative. Finding common features for museum architecture in the decades after 1990s has become more difficult than previous decades. The purpose of this article is to examine the effect of museums and their position in society on architectural design of museums from the beginning to the present. In other words, this research aims to investigate the history of museums, their roles, duties, uses, their relationship with users and their position and, consequently, the impact of all these factors on the design of museum architecture. Finally, the main objective of this article is to find the position of museums in the community and their architectural form in the present century.

Abstract:
Cloud computing has provided the impetus for change in the demand, sourcing, and consumption of IT-enabled services. The technology developed from an emerging trend towards a ‘musthave’. Many organizations harnessed on the quick-wins of cloud computing within the last five years but nowadays reach a plateau when it comes to sustainable savings and performance. This study aims to investigate what is needed from an organizational perspective to make cloud computing a sustainable success. The study was carried out in Germany among senior IT professionals, both in management and delivery positions. Our research shows that IT executives must be prepared to realign their IT workforce to sustain the advantage of cloud computing for today and the near future. While new roles will undoubtedly emerge, roles alone cannot ensure the success of cloud deployments. What is needed is a change in the IT workforce’s business behaviour, or put more simply, the ways in which the IT personnel works. It gives clear guidance on which dimensions of an employees’ working behaviour need to be adapted. The practical implications are drawn from a series of semi-structured interviews, resulting in a high-level workforce enablement plan. Lastly, it elaborates on tools and gives clear guidance on which pitfalls might arise along the proposed workforce enablement process.

Abstract:
Copyright and related rights have been pivotal in driving the economic growth of nations worldwide and fostering culture and new forms of entertainment. The introduction of the internet and technological advancement has significantly expanded the opportunities for creators and rights holders to promote their works and boost their revenues. However, this digital era has also brought about complex challenges, leading to a more extensive range of copyright infringement, primarily due to the substantial surge in piracy and counterfeiting. Despite being reported internationally, the mechanisms to tackle and the responsibility for enforcing copyright infringements often remain rooted in national jurisdictions, resulting in a gap between the scale of the problem and the efficacy of enforcement measures. Thus, it is essential to ensure adequate legal protection, a vital safeguard for authors' economic and moral interests, information security, innovative development promotion, and intellectual creativity preservation. This paper describes Albanian criminal law-based copyright enforcement legislation, focusing on doctrinal guidance and practical judicial considerations. Lastly, the paper offers recommendations for enhancing copyright protection and related rights.

Recent environmental turbulence including financial crisis, intensified competitive forces, rapid technological change and high market turbulence have dramatically changed the current business climate. The managers firms have to plan and decide what the best approaches that best fit their firms in order to pursue superior performance. This research aims to examine the influence of strategic reasoning and top level managers- individual characteristics on the effectiveness of organizational improvisation and firm performance. Given the lack of studies on these relationships in the previous literature, there is significant contribution to the body of knowledge as well as for managerial practices. 128 responses from top management of technology-based companies in Malaysia were used as a sample. Three hypotheses were examined and the findings confirm that (a) there is no relationship between intuitive reasoning and organizational improvisation but there is a link between rational reasoning and organizational improvisation, (b) top level managers- individual characteristics as a whole affect organizational improvisation; and (c) organizational improvisation positively affects firm performance. An effective approach for realizing the binary tree structure, representing a combinational logic functionality with enhanced throughput, is discussed in this paper. The optimization in maximum operating frequency was achieved through delay minimization, which in turn was possible by means of reducing the depth of the binary network. The proposed synthesis methodology has been validated by experimentation with FPGA as the target technology. Though our proposal is technology independent, yet the heuristic enables better optimization in throughput even after technology mapping for such Boolean functionality; whose reduced CNF form is associated with a lesser literal cost than its reduced DNF form at the Boolean equation level. For cases otherwise, our method converges to similar results as that of [12]. The practical results obtained for a variety of case studies demonstrate an improvement in the maximum throughput rate for Spartan IIE (XC2S50E-7FT256) and Spartan 3 (XC3S50-4PQ144) FPGA logic families by 10.49% and 13.68% respectively. With respect to the LUTs and IOBUFs required for physical implementation of the requisite non-regenerative logic functionality, the proposed method enabled savings to the tune of 44.35% and 44.67% respectively, over the existing efficient method available in literature [12].

Abstract:
The paper deals with an application of quantitative analysis – the Data Envelopment Analysis (DEA) method to performance evaluation of the European Union Member States, in the reference years 2000 and 2011. The main aim of the paper is to measure efficiency changes over the reference years and to analyze a level of productivity in individual countries based on DEA method and to classify the EU Member States to homogeneous units (clusters) according to efficiency results. The theoretical part is devoted to the fundamental basis of performance theory and the methodology of DEA. The empirical part is aimed at measuring degree of productivity and level of efficiency changes of evaluated countries by basic DEA model – CCR CRS model, and specialized DEA approach – the Malmquist Index measuring the change of technical efficiency and the movement of production possibility frontier. Here, DEA method becomes a suitable tool for setting a competitive/uncompetitive position of each country because there is not only one factor evaluated, but a set of different factors that determine the degree of economic development.

This paper reported an experimental research of steady-state heat transfer behaviour of a gas flowing through a fixed bed under the different operating conditions. Studies had been carried out in a fixed-bed packed methanol synthesis catalyst percolated by air at appropriate flow rate. Both radial and axial direction temperature distribution had been investigated under the different operating conditions. The effects of operating conditions including the reactor inlet air temperature, the heating pipe temperature and the air flow rate on temperature distribution was investigated and the experimental results showed that a higher inlet air temperature was conducive to uniform temperature distribution in the fixed bed. A large temperature drop existed at the radial direction, and the temperature drop increased with the heating pipe temperature increasing under the experimental conditions; the temperature profile of the vicinity of the heating pipe was strongly affected by the heating pipe temperature. A higher air flow rate can improve the heat transfer in the fixed bed. Based on the thermal distribution, heat transfer models of the fixed bed could be established, and the characteristics of the temperature distribution in the fixed bed could be finely described, that had an important practical significance.Keywords: Thermal distribution, heat transfer, axial-flow, fixed bed.

Measurement of competitiveness between countries or regions is an important topic of many economic analysis and scientific papers. In European Union (EU), there is no mainstream approach of competitiveness evaluation and measuring. There are many opinions and methods of measurement and evaluation of competitiveness between states or regions at national and European level. The methods differ in structure of using the indicators of competitiveness and ways of their processing. The aim of the paper is to analyze main sources of competitive potential of the EU Member States with the help of Factor analysis (FA) and to classify the EU Member States to homogeneous units (clusters) according to the similarity of selected indicators of competitiveness factors by Cluster analysis (CA) in reference years 2000 and 2011. The theoretical part of the paper is devoted to the fundamental bases of competitiveness and the methodology of FA and CA methods. Abstract:
The study addresses the increasing challenge of pediatric presumptive tuberculosis, emphasizing the need to understand the factors associated with it. The research aims to determine the proportion of presumptive TB and factors associated with it among suspected pediatric tuberculosis patients. A cross-sectional study was conducted at ICDDR-Bangladesh, collecting specimens from suspected pediatric patients and using logistic regression for data analysis. The study found a high proportion of presumptive TB (85.7%) but no statistically significant differences between presumptive and non-presumptive TB. Theoretical importance of the study highlights the importance of identifying factors associated with presumptive TB for better control and management strategies. Specimens were collected from 84 suspected pediatric patients diagnosed with TB based on clinical symptoms/radiological findings. Microbiological tests like smear-microscopy, culture, and GeneXpert were used to isolate presumptive TB and confirmed TB. The proportion of presumptive TB was 85.7% among suspected pediatric TB patients. Among various factors that were not found to be associated with the presumptive TB. The study concludes that despite a high proportion of presumptive TB, no significant differences were found between presumptive and non-presumptive TB cases.

Abstract:
Infrared thermography is a non-destructive test method used to estimate surface temperatures based on the amount of electromagnetic energy radiated by building envelope components. These surface temperatures are indicators of various qualitative building envelope deficiencies such as locations and extent of heat loss, thermal bridging, damaged or missing thermal insulation, air leakage, and moisture presence in roof, floor, and wall assemblies. Although infrared thermography is commonly used for qualitative deficiency detection in buildings, this study assesses its use as a quantitative method to estimate the overall thermal conductance value (U-value) of the exterior above-grade walls of a study home. The overall U-value of exterior above-grade walls in a home provides useful insight into the energy consumption and thermal comfort of a home. Three methodologies from the literature were employed to estimate the overall U-value by equating conductive heat loss through the exterior above-grade walls to the sum of convective and radiant heat losses of the walls. Outdoor infrared thermography field measurements of the exterior above-grade wall surface and reflective temperatures and emissivity values for various components of the exterior above-grade wall assemblies were carried out during winter months at the study home using a basic thermal imager device. The overall U-values estimated from each methodology from the literature using the recorded field measurements were compared to the nominal exterior above-grade wall overall U-value calculated from materials and dimensions detailed in architectural drawings of the study home. The nominal overall U-value was validated through calendarization and weather normalization of utility bills for the study home as well as various estimated heat loss quantities from a HOT2000 computer model of the study home and other methods. Under ideal environmental conditions, the estimated overall U-values deviated from the nominal overall U-value between ±2% to ±33%. This study suggests infrared thermography can estimate the overall U-value of exterior above-grade walls in low-rise residential homes with a fair amount of accuracy.

Abstract:
Using activity theory, organisational theory and didactics as theoretical foundations, a comprehensive model of the organisational dimensions relevant for learning and knowledge transfer will be developed. In a second step, a Learning Assessment Guideline will be elaborated. This guideline will be designed to permit a targeted analysis of organisations to identify the status quo in those areas crucial to the implementation of learning and knowledge transfer. In addition, this self-analysis tool will enable learning managers to select adequate didactic models for e- and blended learning. As part of the European Integrated Project "Process-oriented Learning and Information Exchange" (PROLIX), this model of organisational prerequisites for learning and knowledge transfer will be empirically tested in four profit and non-profit organisations in Great Britain, Germany and France (to be finalized in autumn 2006). Abstract:
The paper presents the results of the European EIE project “Realising the potential for small scale renewable energy sources in the home – Kyotointhehome". The project's global aim is to inform and educate teachers, students and their families so that they can realise the need and can assess the potential for energy efficiency (EE) measures and renewable energy sources (RES) in their homes. The project resources were translated and trialled by 16 partners in 10 European countries. A web-based methodology which will enable families to assess how RES can be incorporated into energy efficient homes was accomplished. The web application “KYOTOINHOME" will help the citizens to identify what they can do to help their community meet the Kyoto target for greenhouse gas reductions and prevent global warming. This application provides useful information on how the citizens can use renewable energy sources in their home to provide space heating and cooling, hot water and electricity. A methodology for assessing heat loss in a dwelling and application of heat pump system was elaborated and will be implemented this year. For schools, we developed a set of practical activities concerned with preventing climate change through using renewable energy sources. Abstract:
Tripping of boundary-layers from laminar to turbulent flow, which may be necessary in specific practical applications, requires high amplitude disturbances to be introduced into the boundary layers without large drag penalties. As a possible improvement on fixed trip devices, a technique based on vortex shedding for enhancing supersonic flow transition is demonstrated in the present paper for a Mach 1.5 boundary layer. The compressible Navier-Stokes equations are solved directly using a high-order (fifth-order in space and third-order in time) finite difference method for small-scale cylinders suspended transversely near the wall. For cylinders with proper diameter and mount location, asymmetry vortices shed within the boundary layer are capable of tripping laminar-turbulent transition. Full three-dimensional simulations showed that transition was enhanced. A parametric study of the size and mounting location of the cylinder is carried out to identify the most effective setup. It is also found that the vortex shedding can be suppressed by some factors such as wall effect.

Network on Chip (NoC) has emerged as a promising on chip communication infrastructure. Three Dimensional Integrate Circuit (3D IC) provides small interconnection length between layers and the interconnect scalability in the third dimension, which can further improve the performance of NoC. Therefore, in this paper, a hierarchical cluster-based interconnect architecture is merged with the 3D IC. This interconnect architecture significantly reduces the number of long wires. Since this architecture only has approximately a quarter of routers in 3D mesh-based architecture, the average number of hops is smaller, which leads to lower latency and higher throughput. Moreover, smaller number of routers decreases the area overhead. Meanwhile, some dual links are inserted into the bottlenecks of communication to improve the performance of NoC. Simulation results demonstrate our theoretical analysis and show the advantages of our proposed architecture in latency, throughput and area, when compared with 3D mesh-based architecture.Keywords: Network on Chip (NoC), interconnect architecture, performance, area, Three Dimensional Integrate Circuit (3D IC).

Abstract:
This paper details the progress made in the development of the different state-of-the-art aerodynamic tools for the analysis of vertical axis wind turbines including the flow simulation around the blade, viscous flow, stochastic wind, and dynamic stall effects. The paper highlights the capabilities of the developed wind turbine aerodynamic codes over the last thirty years which are currently being used in North America and Europe by Sandia Laboratories, FloWind, IMST Marseilles, and Hydro-Quebec among others. The aerodynamic codes developed at Ecole Polytechnique de Montreal, Canada, represent valuable tools for simulating the flow around wind turbines including secondary effects. Comparison of theoretical results with experimental data have shown good agreement. The strength of the aerodynamic codes based on Double-Multiple Stream tube model (DMS) lies in its simplicity, accuracy, and ability to analyze secondary effects that interfere with wind turbine aerodynamic calculations.

Public sector organizations, ministries, departments and local government agencies are adopting e-government as a means to provide efficient and quality service delivery to citizens. The purpose of this research paper is to examine the extent to which perceived usefulness (PU) of e-government services moderates between perceived ease-of-use (PEOU) of e-government services and intention to use (IU) e-government services in Ghana. A structured research questionnaire instrument was developed and administered to 700 potential respondents in Ghana, of which 693 responded, representing 99% of the questionnaires distributed. The Technology Acceptance Model (TAM) was used as the theoretical framework for the study. The Statistical Package for Social Science (SPSS) was used to capture and analyze the data. The results indicate that even though predictors such as PU and PEOU are main determiners of citizens’ intention to adopt and use e-government services in Ghana, it failed to show that PEOU and IU e-government services in Ghana is significantly moderated by the PU of e-government services. This article presents a multiple criteria evaluation approach to uncertainty, vagueness, and imprecision analysis for ranking alternatives with fuzzy data for decision making using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The fighter aircraft evaluation and selection decision making problem is modeled in a fuzzy environment with triangular fuzzy numbers. The fuzzy decision information related to the fighter aircraft selection problem is taken into account in ordering the alternatives and selecting the best candidate. The basic fuzzy TOPSIS procedure steps transform fuzzy decision matrices into matrices of alternatives evaluated according to all decision criteria. A practical numerical example illustrates the proposed approach to the fighter aircraft selection problem.

Traditionally, Internet has provided best-effort service to every user regardless of its requirements. However, as Internet becomes universally available, users demand more bandwidth and applications require more and more resources, and interest has developed in having the Internet provide some degree of Quality of Service. Although QoS is an important issue, the question of how it will be brought into the Internet has not been solved yet. Researches, due to the rapid advances in technology are proposing new and more desirable capabilities for the next generation of IP infrastructures. But neither all applications demand the same amount of resources, nor all users are service providers. In this way, this paper is the first of a series of papers that presents an architecture as a first step to the optimization of QoS in the Internet environment as a solution to a SMSE's problem whose objective is to provide public service to internet with certain Quality of Service expectations. The service provides new business opportunities, but also presents new challenges. We have designed and implemented a scalable service framework that supports adaptive bandwidth based on user demands, and the billing based on usage and on QoS. The developed application has been evaluated and the results show that traffic limiting works at optimum and so it does exceeding bandwidth distribution. However, some considerations are done and currently research is under way in two basic areas: (i) development and testing new transfer protocols, and (ii) developing new strategies for traffic improvements based on service differentiation.
