453 Secure and Failure Factors of e-Government Projects Implementation in Developing Country: A Study on the Implementation of Kingdom of Bahrain

Abstract:
The concept of e-government has begun to spread among countries. It is based on the use of information communication technology (ICT) to fully utilize government resources, as well as to provide government services to citizens, investors and foreigners. Critical factors are the factors that are determined by the senior management of each organization; the success or failure of the organization depends on the effective implementation of critical factors. These factors vary from one organization to another according to their activity, size and functions. It is very important that organizations identify them in order to avoid the risk of implementing initiatives that may fail to work, while simultaneously exploiting opportunities that may succeed in working. The main focus of this paper is to investigate the majority of critical success factors (CSFs) associated with the implementation of e-government projects. This study concentrates on both technical and nontechnical factors. This paper concludes by listing the majority of CSFs relating to successful e-government implementation in Bahrain.

Abstract:
The proposed method is to study and analyze Electrocardiograph (ECG) waveform to detect abnormalities present with reference to P, Q, R and S peaks. The first phase includes the acquisition of real time ECG data. In the next phase, generation of signals followed by pre-processing. Thirdly, the procured ECG signal is subjected to feature extraction. The extracted features detect abnormal peaks present in the waveform Thus the normal and abnormal ECG signal could be differentiated based on the features extracted. The work is implemented in the most familiar multipurpose tool, MATLAB. This software efficiently uses algorithms and techniques for detection of any abnormalities present in the ECG signal. Proper utilization of MATLAB functions (both built-in and user defined) can lead us to work with ECG signals for processing and analysis in real time applications. The simulation would help in improving the accuracy and the hardware could be built conveniently.

Supply chain consists of all stages involved, directly or indirectly, includes all functions involved in fulfilling a customer demand. In two stage transportation supply chain problem, transportation costs are of a significant proportion of final product costs. It is often crucial for successful decisions making approaches in two stage supply chain to explicit account for non-linear transportation costs. In this paper, deterministic demand and finite supply of products was considered. The optimized distribution level and the routing structure from the manufacturing plants to the distribution centres and to the end customers is determined using developed mathematical model and solved by proposed particle swarm optimization based genetic algorithm. Abstract:
In this paper a genetic algorithm (GA) with dual-fitness function is proposed and applied to solve the deterministic identical machine scheduling problem. The mating fitness function value was used to determine the mating for chromosomes, while the selection fitness function value was used to determine their survivals. The performance of this algorithm was tested on deterministic identical machine scheduling using simulated data. The results obtained from the proposed GA were compared with classical GA and integer programming (IP). Results showed that dual-fitness function GA outperformed the classical single-fitness function GA with statistical significance for large problems and was competitive to IP, particularly when large size problems were used.

Abstract:
Surgical trauma seems to facilitate metastatic spread, although the underlying mechanisms are not known. Increased concentrations of polyamines (spermine and spermidine) in the blood seem to have associated with the enhanced malignant potential of cancer cells and decrease in anti-tumor immunity of cancer patients. In addition to de novo synthesis in rapidly growing cells such as normal regenerating cells and cancer cells, cells can take up polyamines from extra-cellular sources. We have shown that increased polyamine concentration results in decreases in cytokine production and expression of adhesion molecules involved in anti-tumor immunity, such as CD11a. And, immune cells in an environment with increased polyamine levels lose anti-tumor immune functions, such as lymphokine activated killer cell (LAK) activities. Because blood polyamine levels are increased in post-surgical patients, polyamine seems to have roles on post-traumatic tumor spread.

It well recognized that one feature that makes a successful company is its ability to successfully align its business goals with its information communication technologies platform. Enterprise Resource Planning (ERP) systems contribute to achieve better performance by integrating various business functions and providing support for information flows. However, the technological systems complexity is known to prevent the business users to exploit in an efficient way the Enterprise Resource Planning Systems (ERP). This paper aims to investigate the role of training in improving the usage of ERP systems. To this end, we have designed an instrument survey to employees of a Norwegian multinational global provider of technology solutions. Abstract:
This paper presents an integrated model that automatically measures the change of rivers, damage area of bridge surroundings, and change of vegetation. The proposed model is on the basis of a neurofuzzy mechanism enhanced by SOM optimization algorithm, and also includes three functions to deal with river imagery. High resolution imagery from FORMOSAT-2 satellite taken before and after the invasion period is adopted. By randomly selecting a bridge out of 129 destroyed bridges, the recognition results show that the average width has increased 66%. The ruined segment of the bridge is located exactly at the most scour region. The vegetation coverage has also reduced to nearly 90% of the original. The results yielded from the proposed model demonstrate a pinpoint accuracy rate at 99.94%. This study brings up a successful tool not only for large-scale damage assessment but for precise measurement to disasters.Keywords: remote sensing image, damage assessment, typhoon disaster, bridge, ANN, fuzzy, SOM, optimization.

Hybrid algorithm is the hot issue in Computational Intelligence (CI) study. From in-depth discussion on Simulation Mechanism Based (SMB) classification method and composite patterns, this paper presents the Mamdani model based Adaptive Neural Fuzzy Inference System (M-ANFIS) and weight updating formula in consideration with qualitative representation of inference consequent parts in fuzzy neural networks. M-ANFIS model adopts Mamdani fuzzy inference system which has advantages in consequent part. Experiment results of applying M-ANFIS to evaluate traffic Level of service show that M-ANFIS, as a new hybrid algorithm in computational intelligence, has great advantages in non-linear modeling, membership functions in consequent parts, scale of training data and amount of adjusted parameters.Keywords: Fuzzy neural networks, Mamdani fuzzy inference, M-ANFIS

Abstract:
This paper presents unified theory for local (Savitzky- Golay) and global polynomial smoothing. The algebraic framework can represent any polynomial approximation and is seamless from low degree local, to high degree global approximations. The representation of the smoothing operator as a projection onto orthonormal basis functions enables the computation of: the covariance matrix for noise propagation through the filter; the noise gain and; the frequency response of the polynomial filters. A virtually perfect Gram polynomial basis is synthesized, whereby polynomials of degree d = 1000 can be synthesized without significant errors. The perfect basis ensures that the filters are strictly polynomial preserving. Given n points and a support length ls = 2m + 1 then the smoothing operator is strictly linear phase for the points xi, i = m+1. . . n-m. Abstract:
Predicting protein-protein interactions represent a key step in understanding proteins functions. This is due to the fact that proteins usually work in context of other proteins and rarely function alone. Machine learning techniques have been applied to predict protein-protein interactions. However, most of these techniques address this problem as a binary classification problem. Although it is easy to get a dataset of interacting proteins as positive examples, there are no experimentally confirmed non-interacting proteins to be considered as negative examples. Therefore, in this paper we solve this problem as a one-class classification problem using one-class support vector machines (SVM). Using only positive examples (interacting protein pairs) in training phase, the one-class SVM achieves accuracy of about 80%. These results imply that protein-protein interaction can be predicted using one-class classifier with comparable accuracy to the binary classifiers that use artificially constructed negative examples.Keywords: Bioinformatics, Protein-protein interactions, One-Class Support Vector Machines

Home Automation is a field that, among other subjects, is concerned with the comfort, security and energy requirements of private homes. The configuration of automatic functions in this type of houses is not always simple to its inhabitants requiring the initial setup and regular adjustments. In this work, the ubiquitous computing system vision is used, where the users- action patterns are captured, recorded and used to create the contextawareness that allows the self-configuration of the home automation system. The system will try to free the users from setup adjustments as the home tries to adapt to its inhabitants- real habits. In this paper it is described a completely automated process to determine the light state and act on them, taking in account the users- daily habits. Artificial Neural Network (ANN) is used as a pattern recognition method, classifying for each moment the light state. Abstract:
Crop yield prediction is a paramount issue in agriculture. The main idea of this paper is to find out efficient way to predict the yield of corn based meteorological records. The prediction models used in this paper can be classified into model-driven approaches and data-driven approaches, according to the different modeling methodologies. The model-driven approaches are based on crop mechanistic modeling. They describe crop growth in interaction with their environment as dynamical systems. But the calibration process of the dynamic system comes up with much difficulty, because it turns out to be a multidimensional non-convex optimization problem. An original contribution of this paper is to propose a statistical methodology, Multi-Scenarios Parameters Estimation (MSPE), for the parametrization of potentially complex mechanistic models from a new type of datasets (climatic data, final yield in many situations). It is tested with CORNFLO, a crop model for maize growth. On the other hand, the data-driven approach for yield prediction is free of the complex biophysical process. But it has some strict requirements about the dataset. A second contribution of the paper is the comparison of these model-driven methods with classical data-driven methods. For this purpose, we consider two classes of regression methods, methods derived from linear regression (Ridge and Lasso Regression, Principal Components Regression or Partial Least Squares Regression) and machine learning methods (Random Forest, k-Nearest Neighbor, Artificial Neural Network and SVM regression). The dataset consists of 720 records of corn yield at county scale provided by the United States Department of Agriculture (USDA) and the associated climatic data. A 5-folds cross-validation process and two accuracy metrics: root mean square error of prediction(RMSEP), mean absolute error of prediction(MAEP) were used to evaluate the crop prediction capacity. The results show that among the data-driven approaches, Random Forest is the most robust and generally achieves the best prediction error (MAEP 4.27%). It also outperforms our model-driven approach (MAEP 6.11%). However, the method to calibrate the mechanistic model from dataset easy to access offers several side-perspectives. The mechanistic model can potentially help to underline the stresses suffered by the crop or to identify the biological parameters of interest for breeding purposes. This paper presents a study of Lamb wave damage diagnosis of composite delamination using instantaneous phase data. Numerical experiments are performed using the finite element method. Different sizes of delamination damages are modeled using finite element package ABAQUS. Lamb wave excitation and responses data are obtained using a pitch-catch configuration. Empirical mode decomposition is employed to extract the intrinsic mode functions (IMF). Hilbert–Huang Transform is applied to each of the resulting IMFs to obtain the instantaneous phase information. The baseline data for healthy plates are also generated using the same procedure. The size of delamination is correlated with the instantaneous phase change for damage diagnosis. It is observed that the unwrapped instantaneous phase of shows a consistent behavior with the increasing delamination size.Keywords: Delamination, lamb wave, finite element method, EMD, instantaneous phase.

Abstract:
The design of a steam turbine is a very complex engineering operation that can be simplified and improved thanks to computer-aided multi-objective optimization. This process makes use of existing optimization algorithms and losses correlations to identify those geometries that deliver the best balance of performance (i.e. Pareto-optimal points). This paper deals with a one-dimensional multi-objective and multi-point optimization of a single-stage steam turbine. Using a genetic optimization algorithm and an algebraic one-dimensional ideal gas-path model based on loss and deviation correlations, a code capable of performing the optimization of a predefined steam turbine stage was developed. More specifically, during this study the parameters modified (i.e. decision variables) to identify the best performing geometries were solidity and angles both for stator and rotor cascades, while the objective functions to maximize were totalto- static efficiency and specific work done. Finally, an accurate analysis of the obtained results was carried out.

Abstract:
A study to estimate the size of the cabin and major aircraft components as well as detect and avoid interference between internally placed components and the external surface, during the conceptual design synthesis and optimisation to explore the design space of a BWB, was conducted. Sizing of components follows the Bradley cabin sizing and rubber engine scaling procedures to size the cabin and engine respectively. The interference detection and avoidance algorithm relies on the ability of the Class Shape Transform parameterisation technique to generate polynomial functions of the surfaces of a BWB aircraft configuration from the sizes of the cabin and internal objects using few variables. Interference detection is essential in packaging of non-conventional configuration like the BWB because of the non-uniform airfoil-shaped sections and resultant varying internal space. The unique configuration increases the need for a methodology to prevent objects from being placed in locations that do not sufficiently enclose them within the geometry.

Long Term Evolution Advanced (LTE-Advanced) LTE-Advanced is not new as a radio access technology, but it is an evolution of LTE to enhance the performance. This generation is the continuation of 3GPP-LTE (3GPP: 3rd Generation Partnership Project) and it is targeted for advanced development of the requirements of LTE in terms of throughput and coverage. The performance evaluation process of any network should be based on many models and simulations to investigate the network layers and functions and monitor the employment of the new technologies especially when this network includes large-bandwidth and low-latency links such as LTE and LTE-Advanced networks. Therefore, it’s necessary to enhance the proposed models of high-speed and high-congested link networks to make these links and traffics fulfill the needs of the huge data which transferred over the congested links. This article offered an innovative model of the most correlated links of LTE-Advanced system using the Network Simulator 2 (NS-2) with investigation of the link parameters.

Abstract:
This paper presents a context-sensitive media similarity search algorithm. One of the central problems regarding media search is the semantic gap between the low-level features computed automatically from media data and the human interpretation of them. This is because the notion of similarity is usually based on high-level abstraction but the low-level features do not sometimes reflect the human perception. Many media search algorithms have used the Minkowski metric to measure similarity between image pairs. However those functions cannot adequately capture the aspects of the characteristics of the human visual system as well as the nonlinear relationships in contextual information given by images in a collection. Our search algorithm tackles this problem by employing a similarity measure and a ranking strategy that reflect the nonlinearity of human perception and contextual information in a dataset. Similarity search in an image database based on this contextual information shows encouraging experimental results.

An alternative iterative computational procedure is proposed for internal normal ball loads calculation in statically loaded single-row, angular-contact ball bearings, subjected to a known thrust load, which is applied in the inner ring at the geometric bearing center line. An accurate method for curvature radii at contacts with inner and outer raceways in the direction of the motion is used. Numerical aspects of the iterative procedure are discussed. Numerical examples results for a 218 angular-contact ball bearing have been compared with those from the literature. Twenty figures are presented showing the geometrical features, the behavior of the convergence variables and the following parameters as functions of the thrust load: normal ball loads, contact angle, distance between curvature centers, and normal ball and axial deflections.Keywords: Ball, Bearing, Static, Load, Iterative, Numerical, Method.

This paper presents an algebraic approach to optimize queries in domain-specific database management system for protein structure data. The approach involves the introduction of several protein structure specific algebraic operators to query the complex data stored in an object-oriented database system. The Protein Algebra provides an extensible set of high-level Genomic Data Types and Protein Data Types along with a comprehensive collection of appropriate genomic and protein functions. The paper also presents a query translator that converts high-level query specifications in algebra into low-level query specifications in Protein-QL, a query language designed to query protein structure data. ZnO+Ga2O3 functionally graded thin films (FGTFs) were examined for their potential use as Solar cell and organic light emitting diodes (OLEDs). FGTF transparent conducting oxides (TCO) were fabricated by combinatorial RF magnetron sputtering. The composition gradient was controlled up to 10% by changing the plasma power of the two sputter guns. A Ga2O3+ZnO graded region was placed on the top layer of ZnO. The FGTFs showed up to 80% transmittance. Their surface resistances were reduced to < 10% by increasing the Ga2O3: pure ZnO ratio in the TCO. The FGTFs- work functions could be controlled within a range of 0.18 eV. The controlled work function is a very promising technology because it reduces the contact resistance between the anode and Hall transport layers of OLED and solar cell devices.Keywords: Work Function, TCO, Functionally Graded Thin Films, Resistance, Transmittance.

In this paper the behavior of the decision feedback equalizers (DFEs) adapted by the decision-directed or the constant modulus blind algorithms is presented. An analysis of the error surface of the corresponding criterion cost functions is first developed. With the intention of avoiding the ill-convergence of the algorithm, the paper proposes to modify the shape of the cost function error surface by using a soft decision instead of the hard one. This was shown to reduce the influence of false decisions and to smooth the undesirable minima. Modified algorithms using the soft decision during a pseudo-training phase with an automatic switch to the properly tracking phase are then derived. The autonomic nervous system has a regulatory structure that helps people adapt to changes in their environment by adjusting or modifying some functions in response to stress, and regulating involuntary function of human organs. The purpose of this study was to investigate the effect of combined stimulation, both far-infrared heating and chiropractic, on the autonomic nervous system activities using thermal image and heart rate variability. Six healthy subjects participated in this test. We compared the before and after autonomic nervous system activities through obtaining thermal image and photoplethysmogram signal. The thermal images showed that the combined stimulation changed subject-s body temperature more highly and widely than before. The result of heart rate variability indicated that LF/HF ratio decreased. Abstract:
Implicit equations play a crucial role in Engineering. Based on this importance, several techniques have been applied to solve this particular class of equations. When it comes to practical applications, in general, iterative procedures are taken into account. On the other hand, with the improvement of computers, other numerical methods have been developed to provide a more straightforward methodology of solution. Analytical exact approaches seem to have been continuously neglected due to the difficulty inherent in their application; notwithstanding, they are indispensable to validate numerical routines. Lagrange-s Inversion Theorem is a simple mathematical tool which has proved to be widely applicable to engineering problems. In short, it provides the solution to implicit equations by means of an infinite series. To show the validity of this method, the tree-parameter infiltration equation is, for the first time, analytically and exactly solved. Abstract:
This paper presents a possibilistic (fuzzy) model in optimal siting and sizing of Distributed Generation (DG) for loss reduction and improve voltage profile in power distribution system. Multi-objective problem is developed in two phases. In the first one, the set of non-dominated planning solutions is obtained (with respect to the objective functions of fuzzy economic cost, and exposure) using genetic algorithm. In the second phase, one solution of the set of non-dominated solutions is selected as optimal solution, using a suitable max-min approach. This method can be determined operation-mode (PV or PQ) of DG. Because of considering load uncertainty in this paper, it can be obtained realistic results. The whole process of this method has been implemented in the MATLAB7 environment with technical and economic consideration for loss reduction and voltage profile improvement. Through numerical example the validity of the proposed method is verified.

Abstract:
This paper presents a weighted approach to unconstrained iris recognition. In nowadays, commercial systems are usually characterized by strong acquisition constraints based on the subject’s cooperation. However, it is not always achievable for real scenarios in our daily life. Researchers have been focused on reducing these constraints and maintaining the performance of the system by new techniques at the same time. With large variation in the environment, there are two main improvements to develop the proposed iris recognition system. For solving extremely uneven lighting condition, statistic based illumination normalization is first used on eye region to increase the accuracy of iris feature. The detection of the iris image is based on Adaboost algorithm. Secondly, the weighted approach is designed by Gaussian functions according to the distance to the center of the iris. Furthermore, local binary pattern (LBP) histogram is then applied to texture classification with the weight. Experiment showed that the proposed system provided users a more flexible and feasible way to interact with the verification system through iris recognition.

Abstract:
This paper describes a new method for affine parameter estimation between image sequences. Usually, the parameter estimation techniques can be done by least squares in a quadratic way. However, this technique can be sensitive to the presence of outliers. Therefore, parameter estimation techniques for various image processing applications are robust enough to withstand the influence of outliers. Progressively, some robust estimation functions demanding non-quadratic and perhaps non-convex potentials adopted from statistics literature have been used for solving these. Addressing the optimization of the error function in a factual framework for finding a global optimal solution, the minimization can begin with the convex estimator at the coarser level and gradually introduce nonconvexity i.e., from soft to hard redescending non-convex estimators when the iteration reaches finer level of multiresolution pyramid. Comparison has been made to find the performance of the results of proposed method with the results found individually using two different estimators.Keywords: Image Processing, Affine parameter estimation, Outliers, Robust Statistics, Robust M-estimators

Abstract:
In this paper, we consider nested sliding mode control of SISO nonlinear systems, perturbed by bounded matched and unmatched uncertainties. The systems are assumed to be in strict-feedback form. A step wise procedure is introduced to obtain the controller. In each step, a continuous sliding mode controller is designed as virtual control law. Then the next step sliding surface is defined by using this virtual controller. These sliding surfaces are selected as nonlinear static functions of the system states. Finally in the last step, smooth static state feedback control law is determined such that the output reaches the desired set-point while the system is forced arbitrary close to the intersection of sliding surfaces and the states remain bounded.

Abstract:
The identification and elimination of bad measurements is one of the basic functions of a robust state estimator as bad data have the effect of corrupting the results of state estimation according to the popular weighted least squares method. However this is a difficult problem to handle especially when dealing with multiple errors from the interactive conforming type. In this paper, a self adaptive genetic based algorithm is proposed. The algorithm utilizes the results of the classical linearized normal residuals approach to tune the genetic operators thus instead of making a randomized search throughout the whole search space it is more likely to be a directed search thus the optimum solution is obtained at very early stages(maximum of 5 generations). The algorithm utilizes the accumulating databases of already computed cases to reduce the computational burden to minimum. Tests are conducted with reference to the standard IEEE test systems. Abstract:
Maintenance costs incurred on building differs. The difference can be as results of the types, functions, age, building health index, size, form height, location and complexity of the building. These are contributing to the difficulty in maintenance development of deterministic maintenance cost model. This paper is concerns with reporting the preliminary findings on the creation of building maintenance cost distributions for universities in Malaysia. This study is triggered by the need to provide guides on maintenance costs distributions for decision making. For this purpose, a survey questionnaire was conducted to investigate the distribution of maintenance costs in the universities. Altogether, responses were received from twenty universities comprising both private and publicly owned. The research found that engineering services, roofing and finishes were the elements contributing the larger segment of the maintenance costs. Furthermore, the study indicates the significance of maintenance cost distribution as decision making tool towards maintenance management.Keywords: Performance matrix, university buildings, costmodel, Malaysia

Abstract:
In this paper, the requirement for Coke quality prediction, its role in Blast furnaces, and the model output is explained. By applying method of Artificial Neural Networking (ANN) using back propagation (BP) algorithm, prediction model has been developed to predict CSR. Important blast furnace functions such as permeability, heat exchanging, melting, and reducing capacity are mostly connected to coke quality. Coke quality is further dependent upon coal characterization and coke making process parameters. The ANN model developed is a useful tool for process experts to adjust the control parameters in case of coke quality deviations. The model also makes it possible to predict CSR for new coal blends which are yet to be used in Coke Plant. Input data to the model was structured into 3 modules, for tenure of past 2 years and the incremental models thus developed assists in identifying the group causing the deviation of CSR.Keywords: Artificial Neural Networks, backpropagation, CokeStrength after Reaction, Multilayer Perceptron.
