328 Multi-Stakeholder Road Pricing Game: Solution Concepts
Authors: Anthony E. Ohazulike, Georg Still, Walter Kern, Eric C. van Berkum
Abstract:
A road pricing game is a game where various stakeholders and/or regions with different (and usually conflicting) objectives compete for toll setting in a given transportation network to satisfy their individual objectives. We investigate some classical game theoretical solution concepts for the road pricing game. We establish results for the road pricing game so that stakeholders and/or regions playing such a game will beforehand know what is obtainable. This will save time and argument, and above all, get rid of the feelings of unfairness among the competing actors and road users. Among the classical solution concepts we investigate is Nash equilibrium. In particular, we show that no pure Nash equilibrium exists among the actors, and further illustrate that even “mixed Nash equilibrium" may not be achievable in the road pricing game. The paper also demonstrates the type of coalitions that are not only reachable, but also stable and profitable for the actors involved.

Abstract:
A Web-based learning tool, the Learn IN Context (LINC) system, designed and being used in some institution-s courses in mixed-mode learning, is presented in this paper. This mode combines face-to-face and distance approaches to education. LINC can achieve both collaborative and competitive learning. In order to provide both learners and tutors with a more natural way to interact with e-learning applications, a conversational interface has been included in LINC. Hence, the components and essential features of LINC+, the voice enhanced version of LINC, are described. We report evaluation experiments of LINC/LINC+ in a real use context of a computer programming course taught at the Université de Moncton (Canada). The findings show that when the learning material is delivered in the form of a collaborative and voice-enabled presentation, the majority of learners seem to be satisfied with this new media, and confirm that it does not negatively affect their cognitive load. Keywords: E-leaning, Knowledge Network, Speech recognition, Speech synthesis.

Abstract:
In its efforts to utilize the information and communication technology to enhance the quality of public service delivery, national and local governments around the world are competing to introduce more ICT applications as tools to automate processes related to law enforcement or policy execution, increase citizen orientation, trust, and satisfaction, and create one-stop-shops for public services. In its implementation, e-Government ICTs need to maintain transparency, participation, and collaboration. Due to this diverse of mixed goals and requirements, e-Government systems need to be designed based on special design considerations in order to eliminate the risks of failure to compliance to government regulations, citizen dissatisfaction, or market repulsion. In this article we suggest a framework with guidelines for designing government information systems that takes into consideration the special requirements of the public sector. Then we introduce two case studies and show how applying those guidelines would result in a more solid system design.

Abstract:
This paper examines the forecasting performance of Autoregressive Integrated Moving Average (ARIMA) and Artificial Neural Networks (ANN) models with the published exchange rate obtained from South African Reserve Bank (SARB). ARIMA is one of the popular linear models in time series forecasting for the past decades. ARIMA and ANN models are often compared and literature revealed mixed results in terms of forecasting performance. The study used the MSE and MAE to measure the forecasting performance of the models. The empirical results obtained reveal the superiority of ARIMA model over ANN model. The findings further resolve and clarify the contradiction reported in literature over the superiority of ARIMA and ANN models.

Authors: J. R. Büttler, T. Pham
Abstract:
Basic understanding of interfacial mechanisms is of importance for the development of polymer composites. For this purpose, we need techniques to analyze the quality of interphases, their chemical and physical interactions and their strength and fracture resistance. In order to investigate the interfacial phenomena in detail, advanced characterization techniques are favorable. Dynamic mechanical thermal analysis (DMTA) using a rheological system is a sensitive tool. T-peel tests were performed with this system, to investigate the temperature-dependent peel behavior of woven textile composites. A model system was made of polyamide (PA) woven fabric laminated with films of polypropylene (PP) or PP modified by grafting with maleic anhydride (PP-g-MAH). Firstly, control measurements were performed with solely PP matrixes. Polymer melt investigations, as well as the extensional stress, extensional viscosity and extensional relaxation modulus at -10°C, 100 °C and 170 °C, demonstrate similar viscoelastic behavior for films made of PP-g-MAH and its non-modified PP-control. Frequency sweeps have shown that PP-g-MAH has a zero phase viscosity of around 1600 Pa·s and PP-control has a similar zero phase viscosity of 1345 Pa·s. Also, the gelation points are similar at 2.42*104 Pa (118 rad/s) and 2.81*104 Pa (161 rad/s) for PP-control and PP-g-MAH, respectively. Secondly, the textile composite was analyzed. The extensional stress of PA66 fabric laminated with either PP-control or PP-g-MAH at -10 °C, 25 °C and 170 °C for strain rates of 0.001 – 1 s-1 was investigated. The laminates containing the modified PP need more stress for T-peeling. However, the strengthening effect due to the modification decreases by increasing temperature and at 170 °C, just above the melting temperature of the matrix, the difference disappears. Independent of the matrix used in the textile composite, there is a decrease of extensional stress by increasing temperature. It appears that the more viscous is the matrix, the weaker the laminar adhesion. Possibly, the measurement is influenced by the fact that the laminate becomes stiffer at lower temperatures. Adhesive lap-shear testing at room temperature supports the findings obtained with the T-peel test. Additional analysis of the textile composite at the microscopic level ensures that the fibers are well embedded in the matrix. Atomic force microscopy (AFM) imaging of a cross section of the composite shows no gaps between the fibers and matrix. Measurements of the water contact angle show that the MAH grafted PP is more polar than the virgin-PP, and that suggests a more favorable chemical interaction of PP-g-MAH with PA, compared to the non-modified PP. In fact, this study indicates that T-peel testing by DMTA is a technique to achieve more insights into polymeric textile composites.

Abstract:
The lunar sample storage device is mainly used for the preparation of the lunar samples, observation, physical analysis and other work. The lunar samples and operating equipment are placed directly inside the storage device. The inside of the storage device is a high purity nitrogen environment to ensure that the sample is not contaminated by the Earth's environment. In order to ensure that the water and oxygen indicators in the storage device meet the sample requirements, a dynamic gas cycle is required between the storage device and the external purification equipment. However, the internal gas disturbance in the storage device can affect the operation of the sample. In this paper, the storage device model is established, and the tetrahedral mesh is established by Tetra/Mixed method. The influence of different inlet position and gas flow on the internal flow field disturbance is calculated, and the disturbed flow area should be avoided during the sampling operation.

In this research, carrageenan extracted from seaweed Eucheuma cottonii was mixed with polyvinyl alcohol (PVA) and then crosslinked using glutaraldehyde (GA). The obtained hydrogel films were applied to control the drug release rate of paracetamol. The aim of this research was to develop a mathematical model that can be used to describe the mass transfer rate of paracetamol from the hydrogel film into buffer solution. The effect of weight ratio carrageenan-PVA (5: 0, 1: 0.5, 1: 1, 1: 2, 0: 5) on the parameters of the mathematical model was investigated also. Based on the experimental data, the proposed mathematical model could describe the mass transfer rate of paracetamol. The weight ratio of carrageenan-PVA greatly affected the amount of paracetamol absorbed in the hydrogel film and the mass transfer rate of paracetamol. Keywords: Carrageenan-PVA, crosslinking, hydrogel, glutaraldehyde, paracetamol, mass transfer.

Abstract:
Mesoscopic perovskite solar cells (mp-PSCs) with mesoporous bilayer were fabricated under ambient conditions. The bilayer was formed by capping the mesoporous TiO2 layer with a layer of In2O3. CH3NH3I3-xClx mixed halide perovskite was prepared through the one-step method and was used as the light absorber. The mp-PSCs with the composite TiO2/In2O3 mesoporous layer exhibited optimized electrical parameters, compared with the PSCs that employed only a TiO2 mesoporous layer, with a current density of 23.86 mA/cm2, open circuit voltage of 0.863 V, fill factor of 0.6 and a power conversion efficiency of 11.2%. These results indicate that the formation of a proper semiconductor capping layer over the basic TiO2 mesoporous layer can facilitate the electron transfer, suppress the recombination and subsequently lead to higher charge collection efficiency.

Authors: Yémalin D. Agossou, André Lecomte, Rémi Boissiere, Edmond C. Adjovi, Abdelouahab Khelil
Abstract:
This paper presents a mixed design trial of structural concretes with laterites from Benin. These materials are often the only granular resources readily available in many tropical regions. In the first step concretes were designed with raw laterites, but the performances obtained were rather disappointing in spite of high cement dosages. A detailed physical characterization of these materials then showed that they contained a significant proportion of fine clays, and that the coarsest fraction (gravel) contained a variety of facies, some of which were not very dense or indurated. Washing these laterites, and even the elimination of the most friable grains of the gravel fraction, made it possible to obtain concretes with satisfactory properties in terms of workability, density and mechanical strength. However, they were found to be slightly less stiff than concretes made with more traditional aggregates. It is therefore possible to obtain structural concretes with only laterites and cement but at the cost of eliminating some of their granular constituents.

Abstract:
Data from 1731 Gentile di Puglia lambs, sired by 65 rams over a 5-year period were analyzed by a mixed model to estimate the variance components for heritability. The considered growth traits were: birth weight (BW), weight at 30 days of age (W30) and average daily gain from birth to 30 days of age (DG). Year of birth, sex of lamb, type of birth (single or twin), dam age at lambing and farm were significant sources of variation for all the considered growth traits. The average lamb weights were 3.85±0.16 kg at birth, 9.57±0.91 kg at 30 days of age and the average daily gain was 191±14 g. Estimates of heritability were 0.33±0.05, 0.41±0.06 and 0.16±0.05 respectively for the same traits. These values suggest there is a good opportunity to improve Gentile di Puglia lambs by selecting animals for growth traits.

Addition of DS showed improved growth of eelgrass in the mixed substrates. Increase in added DS up to 15% silt-clay showed increased shoot growth but additional DS in 20% silt-clay mixture didn-t result to further increase in eelgrass growth. Improved root establishment were also found for plants in pots with added DS as shown by the increased resistance to uprooting, increased number of rhizome nodes and longer roots. Results demonstrated that addition of DS may be beneficial to eelgrass up to a certain extent only and too much of it might be harmful to eelgrass plants. Keywords: Dredged sediment, eelgrass, eelgrass bed restoration, mountain sand, Zostera marina.

Abstract:
Code- mixing in spontaneous speech has been widely discussed, but not in virtual situations; especially in context of the third language learning students. Thus, this study is an attempt to explore the linguistic characteristics of the mixing of Japanese, English and Thai in a mobile Line chat room by students with their background of English as L2, Japanese as L3 and Thai as mother tongue. The result found that insertion of Thai content words is a very common linguistic phenomenon embedded with the other two languages in the sentences. As chatting is to be ‘relational’ or ‘interactional’, it affected the style of lexical choices to be speech-like, more personal and emotionally-related. A personal pronoun in Japanese is often mixed into the sentences. The Japanese sentence-final question particle か “ka” was added to the end of the sentence based on Thai grammar rules. Some unique characteristics were created while chatting.

Abstract:
Bio-composites derived from plant fiber and/or bioderived polymer, are likely more ecofriendly and demonstrate competitive performance with petroleum based composites. In this research, the bio phenol-formaldehyde (bio-PF) was used as a matrix and oil palm empty fruit bunch fiber (EFB) as reinforcement. The matrix was synthesized via liquefaction and condensation to enhance the combination of phenol and formaldehyde, during the process. Then, the bio-PF was mixed with different percentage of EFB (5%, 10%, 15% and 20%) and molded at 180oC. The samples that viewed under scanning electron microscopy (SEM) showed an excellent wettability and interaction between EFB and matrix. Samples of 10% EFB gave the optimum properties of impact and hardness meanwhile sample 15% of EFB gave the highest reading of flexural modulus (MOE) and flexural strength (MOR). For thermal stability analysis, it was found that the weight loss and the activation energy (Ea) of the bio-composites samples were decreased as the filler content increased.

The effects of inlet Mach Numbers, varying from 4 to 10, and angle of attack, varying from 0 to 10, are reported for a constant inlet dynamic pressure. The paper looked at the variations of mass flow rates through the inlet, gain in entropy through the inlet, and the angles of the external oblique shocks. The mass flow rates were found to decrease monotonically with Mach numbers and increase with angle of attacks. On the other hand the entropy gain through the inlet increased with increasing Mach number and angle of attack. Abstract:
A direction for ACO is to optimize continuous and mixed (discrete and continuous) variables in solving problems with various types of data. Support Vector Machine (SVM), which originates from the statistical approach, is a present day classification technique. The main problems of SVM are selecting feature subset and tuning the parameters. Discretizing the continuous value of the parameters is the most common approach in tuning SVM parameters. This process will result in loss of information which affects the classification accuracy. This paper presents two algorithms that can simultaneously tune SVM parameters and select the feature subset. The first algorithm, ACOR-SVM, will tune SVM parameters, while the second IACOMV-R-SVM algorithm will simultaneously tune SVM parameters and select the feature subset. Three benchmark UCI datasets were used in the experiments to validate the performance of the proposed algorithms. In this paper a multiobjective mixed integer linear programming model is presented for the integrated planning and scheduling of multi-product. The aim is to find a set of high-quality trade-off solutions. This is a combinatorial optimization problem with substantially large solution space, suggesting that it is highly difficult to find the best solutions with the exact search method. To account for it, a PSO-based algorithm is proposed by fully utilizing the capability of the exploration search and fast convergence. The contaminated soil was mixed with limestone and sepiolite at the ratio of 1:0, 0:1, 1:1, and 2:1. The amount of soil modifier added to soil was 0.2%, 0.4%, and 0.8%. The metals determination was performed on soil both before and after soybean planting and in the root, shoot, and seed of soybean after harvesting. The study was also on metal translocate from root to seed and on bioaccumulation factor. Using of limestone and sepiolite resulted in a reduction of metals accumulated in soybean. For soil containing a high concentration of copper, cadmium, and zinc, a mixture of limestone and sepiolite (1:1) was recommended to mix with soil with the amount of 0.2%. Zinc could translocate from root to seed more than copper, and cadmium. From studying the movement of metals from soil to accumulate in soybean, the result was that soybean could absorb the highest amount of cadmium, followed by zinc, and copper, respectively. Keywords: Heavy metals, limestone, sepiolite, soil, soybean.

Abstract:
The fine structure of supercavitation in the wake of a symmetrical cylinder is studied with high-speed video cameras. The flow is observed in a cavitation tunnel at the speed of 8m/sec when the sidewall and the wake are partially filled with the massive cavitation bubbles. The present experiment observed that a two-dimensional ripple wave with a wave length of 0.3mm is propagated in a downstream direction, and then abruptly increases to a thicker three-dimensional layer. IR-photography recorded that the wakes originated from the horseshoe vortexes alongside the cylinder. The wake was developed to inside the dead water zone, which absorbed the bubbly wake propelled from the separated vortices at the center of the cylinder. A remote sensing classification technique (maximum most likelihood) determined that the surface porosity was 0.2, and the mean speed in the mixed wake was 7m/sec. To confirm the existence of two-dimensional wave motions in the interface, the experiments were conducted at a very low frequency, and showed similar gravity waves in both the upper and lower interfaces. Keywords: Supercavitation, density gradient correlation

Authors: Hong Seung Kim, Chang Hoi Kim, Lili Yue
Abstract:
Single-phase, high band gap energy Zn0.5Mg0.5O films were grown under oxygen pressure, using pulse laser deposition with a Zn0.5Mg0.5O target. Structural characterization studies revealed that the crystal structures of the ZnX-1MgXO films could be controlled via changes in the oxygen pressure. TEM analysis showed that the thickness of the deposited Zn1-xMgxO thin films was 50–75 nm. As the oxygen pressure increased, we found that one axis of the crystals did not show a very significant increase in the crystallization compared with that observed at low oxygen pressure. The X-ray diffraction peak intensity for the hexagonal-ZnMgO (002) plane increased relative to that for the cubic-ZnMgO (111) plane. The corresponding c-axis of the h-ZnMgO lattice constant increased from 5.141 to 5.148 Å, and the a-axis of the c-ZnMgO lattice constant decreased from 4.255 to 4.250 Å. EDX analysis showed that the Mg content in the mixed-phase ZnMgO films decreased significantly, from 54.25 to 46.96 at.%. As the oxygen pressure was increased from 100 to 150 mTorr, the absorption edge red-shifted from 3.96 to 3.81 eV; however, a film grown at the highest oxygen pressure tested here (200 mTorr).

Authors: Nino Abesadze, Marine Mindorashvili, Nino Paresashvili
Abstract:
The main purpose of the article is to make complex statistical analysis of tourist expenses of foreign visitors. We used mixed technique of selection that implies rules of random and proportional selection. Computer software SPSS was used to compute statistical data for corresponding analysis. Corresponding methodology of tourism statistics was implemented according to international standards. Important information was collected and grouped from the major Georgian airports. Techniques of statistical observation were prepared. A representative population of foreign visitors and a rule of selection of respondents were determined. We have a trend of growth of tourist numbers and share of tourists from post-soviet countries constantly increases. Level of satisfaction with tourist facilities and quality of service has grown, but still we have a problem of disparity between quality of service and prices. The design of tourist expenses of foreign visitors is diverse; competitiveness of tourist products of Georgian tourist companies is higher.

Authors: K.Ramesh, A.Nirmalkumar, G.Gurusamy
Abstract:
In this paper, a new model order reduction phenomenon is introduced at the design stage of linear phase digital IIR filter. The complexity of a system can be reduced by adopting the model order reduction method in their design. In this paper a mixed method of model order reduction is proposed for linear IIR filter. The proposed method employs the advantages of factor division technique to derive the reduced order denominator polynomial and the reduced order numerator is obtained based on the resultant denominator polynomial. The order reduction technique is used to reduce the delay units at the design stage of IIR filter. The validity of the proposed method is illustrated with design example in frequency domain and stability is also examined with help of nyquist plot. Keywords: Error index (J), Factor division method, IIR filter, Nyquist plot, Order reduction.
