3181 Insiders’ Perspectives of Countering Public Sector Corruption in Nigeria: Identifying and Targeting Its Nature, Characteristics and Fundamental Causes

Abstract:
This paper explores the extent, nature, and characteristics of public sector corruption in Nigeria and the enhancement of the major anti-corruption initiatives (reforms), thereby providing insight into the types, forms and causes of corruption in Nigeria. This paper argues that attempts to devise and suggest effective anti-corruption reforms to control systemic corruption in Nigeria require identifying the most prevalent types of corruption targeted and tackling the fundamental country specific causes. It analyses two types of public sector corruption as it relates to Nigeria and the workings of its inefficient governance system. This paper concludes with the imperative of a collective action against corruption supported by considerable amount of domestic political will existing in a favourable policy context. In undertaking this, the paper draws upon publicly available documents, case laws review and semi-structured interviews conducted with various personnel working in the field of corruption in the dedicated anticorruption agencies, academics, and practitioners from other relevant institutions of accountability.

Abstract:
Software vulnerabilities are increasing and not only impact services and processes availability as well as information confidentiality, integrity and privacy, but also cause changes that interfere in the development process. Security test could be a solution to reduce vulnerabilities. However, the variety of test techniques with the lack of real case studies of applying tests focusing on software development life cycle compromise its effective use. This paper offers an overview of how a Systematic Mapping Study (MS) about security verification, validation and test (VVT) was performed, besides presenting general results about this study.

Abstract:
This paper mainly discusses the research and practice process of a laboratory curriculum by leading students to perform field investigation into time-honoured shops that have existed for more than 50 years in the downtown area of Tainan, Taiwan, and then search again for design elements and completing the design. The participants are juniors from the Department of Visual Communication Design, Kun Shan University. The duration of research and practice is two months. Operators of these shops are invited to jointly appraise the final achievements. 9 works out of 27 are chosen for final exhibition and commercialization.

Abstract:
In this paper an algorithm based on the adaptive neuro-fuzzy controller is provided to enhance the tipover stability of mobile manipulators when they are subjected to predefined trajectories for the end-effector and the vehicle. The controller creates proper configurations for the manipulator to prevent the robot from being overturned. The optimal configuration and thus the most favorable control are obtained through soft computing approaches including a combination of genetic algorithm, neural networks, and fuzzy logic. The proposed algorithm, in this paper, is that a look-up table is designed by employing the obtained values from the genetic algorithm in order to minimize the performance index and by using this data base, rule bases are designed for the ANFIS controller and will be exerted on the actuators to enhance the tipover stability of the mobile manipulator. Abstract:
In recent decades, particulate matter (PM10) have received much attention due to its potential adverse health impact and the subsequent need to better control or regulate these pollutants. The aim of this paper is focused on study risk assessment of PM10 in four different districts (Shebikah, Masfalah, Aziziyah, Awali) in Makkah, Saudi Arabia during the period from 1 Ramadan 1434 AH - 27 Safar 1435 AH. Samples were collected by using Low Volume Sampler (LVS Low Volume Sampler) device and filtration method for estimating the total concentration of PM10. The study indicated that the mean PM10 concentrations were 254.6 (186.1 - 343.2) μg/m3 in Shebikah, 184.9 (145.6 - 271.4) μg/m3 in Masfalah, 162.4 (92.4-253.8) μg/m3 in Aziziyah, and 56.0 (44.5 - 119.8) μg/m3 in Awali. These values did not exceed the permissible limits in PME (340 μg/m3 as daily average). Furthermore, health assessment is carried out using AirQ2.2.3 model to estimate the number of hospital admissions due to respiratory diseases. The cumulative number of cases per 100,000 were 1534 (18-3050 case), which lower than that recorded in the United States, Malaysia. The concentration response coefficient was 0.49 (95% CI 0.05 - 0.70) per 10 μg/m3 increase of PM10.Keywords: Air pollution, Respiratory diseases, AirQ2.2.3, Makkah.

Abstract:
The effects of enzyme action and heat pretreatment on oil extraction yield from sunflower kernels were analysed using hexane extraction with Soxhlet, and aqueous extraction with incubator shaker. Ground kernels of raw and heat treated kernels, each with and without Viscozyme treatment were used. Microscopic images of the kernels were taken to analyse the visible effects of each treatment on the cotyledon cell structure of the kernels. Heat pretreated kernels before both extraction processes produced enhanced oil extraction yields than the control, with steam explosion the most efficient. In hexane extraction, applying a combination of steam explosion and Viscozyme treatments to the kernels before the extraction gave the maximum oil extractable in 1 hour; while for aqueous extraction, raw kernels treated with Viscozyme gave the highest oil extraction yield. Remarkable cotyledon cell disruption was evident in kernels treated with Viscozyme; whereas steam explosion and conventional heat treated kernels had similar effects.

Abstract:
Application of nanoscience in biomedical field has come across as a new era. This study involves the synthesis of nano drug carrier with antibiotic loading. Based on the founding that polydopamine (PDA) nanoparticles could be formed via self-polymerization of dopamine at alkaline pH, one-step synthesis of rifampicin coupled polydopamine (PDA-R) nanoparticles was achieved by adding rifampicin into the dopamine solution. The successful yield of PDA nanoparticles with or without the presence of rifampicin during the polymerization process was characterized by scanning electron microscopy, Fourier transform infrared spectroscopy, and Raman spectroscopy. Drug loading was monitored by UV-vis spectroscopy and the loading efficiency of rifampicin was calculated to be 76%. Such highly capacious nano-reservoir was found very stable with little drug leakage at pH 3.

Abstract:
Desalination using solar energy coupled with membrane techniques such as vacuum membrane distillation (VMD) is considered as an interesting alternative for the production of pure water. During this work, a developed model of a polytetrafluoroethylene (PTFE) hollow fiber membrane module of a VMD unit of seawater was carried out. This simulation leads to establishing a comparison between the effects of two different equations of the vaporization latent heat on the membrane surface temperature and on the unit productivity. Besides, in order to study the effect of putting membrane modules in series on the outlet fluid temperature and on the productivity of the process, a simulation was executed.

Abstract:
Compressed natural gas (CNG) is primarily composed of methane (CH4), and has a lower carbon to hydrogen ratio than other hydrocarbon fuels such as gasoline (C8H18) and diesel (C12H23). Consequently, it has the potential to reduce CO2 emissions compared to conventional fuels. Although Natural Gas (NG) has environmental advantages compared to other hydrocarbon fuels, its main component, CH4, burns at a slower rate compared to the conventional fuels. A higher pressure and leaner cylinder environment will unravel the slow burn characteristic of CH4. Lean combustion and high compression ratios are well-known methods for increasing the efficiency of internal combustion engines. In order to achieve successful a CNG lean combustion in Spark Ignition (SI) engines, a strong ignition system is essential to avoid engine misfires, especially in ultra-lean conditions. Turbulent Jet Ignition (TJI) is an ignition system that employs a pre-combustion chamber to ignite the lean fuel mixture in the main combustion chamber using a fraction of the total fuel per cycle. TJI enables ultra-lean combustion by providing distributed ignition sites through orifices. The fast burn rate provided by TJI enables the ordinary SI engine to be comparable to other combustion systems such as Homogeneous Charge Compression Ignition (HCCI) or Controlled Auto-Ignition (CAI) in terms of thermal efficiency, through the increased levels of dilution without the need of sophisticated control systems. Due to the physical geometry of TJI, which contains small orifices that connect the pre-chamber to the main chamber, providing the right mixture of fuel and air has been identified as a key challenge due to the insufficient amount of air that is pushed into the pre-chamber during each compression stroke. There is also the problem of scavenging which contributed to the factors that reduces the TJI performance. Combustion residual gases such as CO2, CO and NOx from the previous combustion cycle dilute the pre-chamber fuel-air mixture preventing rapid combustion in the pre-chamber. An air-controlled active TJI is presented in this paper in order to address these issues. By supplying air into the pre-chamber at a sufficient pressure, residual gases are exhausted, and the air-fuel ratio is controlled within the pre-chamber, thereby improving the quality of the combustion. An investigation of the 3D combustion characteristics of a CNG-fueled SI engine using a direct injection fuelling strategy employing an air channel in the prechamber is presented in this paper. Experiments and simulations were performed at the Worldwide Mapping Point (WWMP) at 1500 revolutions per minute (rpm), 3.3 bar Indicated Mean Effective Pressure (IMEP), using only conventional spark plugs as a baseline. With a validated baseline engine simulation, the settings were set for all simulation scenarios at λ=1. Following that, the pre-chambers with and without an auxiliary fuel supply were simulated. In the study of (DI-CNG) SI engine, active TJI was observed to perform better than passive TJI and conventional spark plug ignition. In conclusion, the active pre-chamber with an air channel demonstrated an improved thermal efficiency (ηth) over other counterparts and conventional spark ignition systems.

Hence, service quality, in general, is a complicated process to be measured and evaluated. Hotels, as a service sector and part of the hospitality industry, are growing rapidly. This research paper was carried out to identify the quality determinants that may affect hotel guests’ service quality perception. In this research paper, each quality determinant will be discussed, illustrated, and justified thoroughly via a systematic literature review. This paper sets the stage to measure the significant influence of the service quality determinants on guest satisfaction. The knowledge contribution from this study proposes to practitioners and/or hotel service providers, fundamental elements to adopt the implications into their policies.

Abstract:
Biological processes based on oxidation of sulfur compounds by chemolithotrophic microorganisms are emerging as an efficient and eco-friendly technique for removal of sulfur from the coal. In the present article, study was carried out to investigate the potential of biodesulfurization process in removing the sulfur from lignite coal sample collected from a Mongolian coal mine. The batch biodesulfurization experiments were conducted in 2.5 L borosilicate baffle type reactors at 35 ºC using Acidithiobacillus ferrooxidans. The effect of pulp density on efficiency of biodesulfurization was investigated at different solids concentration (1-10%) of coal. The results of the present study suggested that the rate of desulfurization was retarded at higher coal pulp density. The optimum pulp density found 5% at which about 48% of the total sulfur was removed from the coal.Keywords: Biodesulfurization, bioreactor, coal, pyrite.

Heart-s electric field can be measured anywhere on the surface of the body (ECG). When individuals touch, one person-s ECG signal can be registered in other person-s EEG and elsewhere on his body. Now, the aim of this study was to test the hypothesis that physical contact (hand-holding) of two persons changes their heart rate variability. Subjects were sixteen healthy female (age: 20- 26) which divided into eight sets. In each sets, we had two friends that they passed intimacy test of J.sternberg. ECG of two subjects (each set) acquired for 5 minutes before hand-holding (as control group) and 5 minutes during they held their hands (as experimental group). Then heart rate variability signals were extracted from subjects' ECG and analyzed in linear feature space (time and frequency domain) and nonlinear feature space. Considering the results, we conclude that physical contact (hand-holding of two friends) increases parasympathetic activity, as indicate by increase SD1, SD1/SD2, HF and MF power (p<0.05) and decreases sympathetic activity, as indicate by decrease LF power (p<0.01) and LF/HF ratio (p<0.05).Keywords: Autonomic nervous system (ANS), Hand- holding, Heart rate variability (HRV), Power spectral density analysis.

Abstract:
We present an integration approach of a CMOS biosensor into a polymer based microfluidic environment suitable for mass production. It consists of a wafer-level-package for the silicon die and laser bonding process promoted by an intermediate hot melt foil to attach the sensor package to the microfluidic chip, without the need for dispensing of glues or underfiller. A very good condition of the sensing area was obtained after introducing a protection layer during packaging. A microfluidic flow cell was fabricated and shown to withstand pressures up to Δp = 780 kPa without leakage. The employed biosensors were electrically characterized in a dry environment.

In this paper, a dual inverter configuration has been implemented for induction motor drive. This isolated dual inverter is capable to produce high quality of output voltage and minimize common mode voltage (CMV). To this isolated dual inverter a decoupled space vector based pulse width modulation (PWM) technique is proposed. Conventional space vector based PWM (SVPWM) techniques require reference voltage vector calculation and sector identification. The proposed decoupled SVPWM technique generates gating pulses from instantaneous phase voltages and gives a CMV of ±vdc/6. The personality traits and characteristics of a successful e-commerce entrepreneur are discussed with reference to Facebook-s founder, Mark Zuckerberg. Facebook is a social and e-commerce success. It provides a trusted environment of which participants can conduct business with social experience. People are able to discuss products before, during the after the sale within the Facebook environment. Abstract:
The acquisition of the correct pronunciation in Chinese is closely linked to the initial phase of the study. Based on the contrastive analysis, we determine the differences in the pronunciation of stop consonants in Chinese and Slovak taking into consideration the place and manner of articulation to gain a better understanding of the students' main difficulties in the process of acquiring correct pronunciation of Chinese stop consonants. We employ the software Praat for the analysis of the recorded samples with an emphasis on the pronunciation of the students with a varying command of Chinese. The comparison of the voice onset time (VOT) length for the individual consonants in the students' pronunciation and the pronunciation of the native speaker exposes the differences between the correct pronunciation and the deviant pronunciation of the students.

Recently, with the appearance of smart cards, many user authentication protocols using smart card have been proposed to mitigate the vulnerabilities in user authentication process. In 2004, Das et al. proposed a ID-based user authentication protocol that is secure against ID-theft and replay attack using smart card. In 2009, Wang et al. showed that Das et al.-s protocol is not secure to randomly chosen password attack and impersonation attack, and proposed an improved protocol. Their protocol provided mutual authentication and efficient password management. Modern low earth orbit (LEO) satellites that require multi-mission flexibility are highly likely to be repositioned between different operational orbits. While executing this process the satellite may experience high levels of vibration and environmental hazards, exposing the deployed solar panel to dangerous stress levels, fatigue and space debris, hence it is desirable to retract the solar array before satellite repositioning to avoid damage or failure.
A novel concept of deployable/retractable hybrid solar array systemcomposed of both rigid and flexible solar panels arranged within a petal formation, aimed to provide a greater power to volume ratio while dramatically reducing mass and cost is proposed.

Abstract:
Background: Dialign is a DNA/Protein alignment tool for performing pairwise and multiple pairwise alignments through the comparison of gap-free segments (fragments) between sequence pairs. An alignment of two sequences is a chain of fragments, i.e local gap-free pairwise alignments, with the highest total score. METHOD: A new approach is defined in this article which relies on the concept of using three-dimensional fragments – i.e. local threeway alignments -- in the alignment process instead of twodimensional ones. These three-dimensional fragments are gap-free alignments constituting of equal-length segments belonging to three distinct sequences. Routing security is a major concerned in Wireless Sensor Network since a large scale of unattended nodes is deployed in ad hoc fashion with no possibility of a global addressing due to a limitation of node-s memory and the node have to be self organizing when the systems require a connection with the other nodes. It becomes more challenging when the nodes have to act as the router and tightly constrained on energy and computational capabilities where any existing security mechanisms are not allowed to be fitted directly. These reasons thus increasing vulnerabilities to the network layer particularly and to the whole network, generally. In this paper, a Dynamic Window Secured Implicit Geographic Forwarding (DWSIGF) routing is presented where a dynamic time is used for collection window to collect Clear to Send (CTS) control packet in order to find an appropriate hoping node. The DWIGF is expected to minimize a chance to select an attacker as the hoping node that caused by a blackhole attack that happen because of the CTS rushing attack, which promise a good network performance with high packet delivery ratios.Keywords: sensor, security, routing, attack, random.

This paper has introduced a slope photogrammetric mapping using unmanned aerial vehicle. There are two units of UAV has been used in this study; namely; fixed wing and multi-rotor. Both UAVs were used to capture images at the study area. A consumer digital camera was mounted vertically at the bottom of UAV and captured the images at an altitude. The objectives of this study are to obtain three dimensional coordinates of slope area and to determine the accuracy of photogrammetric product produced from both UAVs. Several control points and checkpoints were established Real Time Kinematic Global Positioning System (RTK-GPS) in the study area. All acquired images from both UAVs went through all photogrammetric processes such as interior orientation, exterior orientation, aerial triangulation and bundle adjustment using photogrammetric software. Two primary results were produced in this study; namely; digital elevation model and digital orthophoto. Based on results, UAV system can be used to mapping slope area especially for limited budget and time constraints project.

Abstract:
The aim of this contribution is to present a new approach in modeling the electrical activity of the human heart. A recurrent artificial neural network is being used in order to exhibit a subset of the dynamics of the electrical behavior of the human heart. The proposed model can also be used, when integrated, as a diagnostic tool of the human heart system. What makes this approach unique is the fact that every model is being developed from physiological measurements of an individual. This kind of approach is very difficult to apply successfully in many modeling problems, because of the complexity and entropy of the free variables describing the complex system. Differences between the modeled variables and the variables of an individual, measured at specific moments, can be used for diagnostic purposes. The sensor fusion used in order to optimize the utilization of biomedical sensors is another point that this paper focuses on. Abstract:
In order to provide accurate heart rate variability indices of sympathetic and parasympathetic activity, the low frequency and high frequency components of an RR heart rate signal must be adequately separated. This is not always possible by just applying spectral analysis, as power from the high and low frequency components often leak into their adjacent bands. Furthermore, without the respiratory spectra it is not obvious that the low frequency component is not another respiratory component, which can appear in the lower band. This paper describes an adaptive filter, which aids the separation of the low frequency sympathetic and high frequency parasympathetic components from an ECG R-R interval signal, enabling the attainment of more accurate heart rate variability measures. The algorithm is applied to simulated signals and heart rate and respiratory signals acquired from an ambulatory monitor incorporating single lead ECG and inductive plethysmography sensors embedded in a garment. Abstract:
This article describes the implementation of an intelligent agent that provides recommendations for educational resources in a virtual learning environment (VLE). It aims to support pending (undeveloped) student learning activities. It begins by analyzing the proposed VLE data model entities in the recommender process. The pending student activities are then identified, which constitutes the input information for the agent. By using the attribute-based recommender technique, the information can be processed and resource recommendations can be obtained. These serve as support for pending activity development in the course. To integrate this technique, we used an ontology. This served as support for the semantic annotation of attributes and recommended files recovery.

Abstract:
Public procurement is one of the most important areas in the public sector that introduces a possibility for a corruption. Due to the volume of the funds that are allocated through this institution (in the EU countries it is between 10 – 15% of GDP), it has very serious implications for the efficiency of public expenditures and the overall economic efficiency as well. Indicators that are usually used for the measurement of the corruption (such as Corruption Perceptions Index - CPI) show that the worst situation is in the post-communist countries and Mediterranean countries. The presented paper uses the Czech Republic as an example of a post-communist country and analyses the factors which influence the scope of corruption in public procurement. Moreover, the paper discusses indicators that could point at the public procurement market inefficiency. The presented results show that post-communist states use the institute of public contracts significantly more than the old member countries of the continental Europe. It has a very important implication because it gives more space for corruption. Furthermore, it appears that the inefficient functioning of public procurement market is clearly manifested in the low number of bids, low level of market transparency and an ineffective control system. Defense and Aerospace environment is continuously striving to keep up with increasingly sophisticated Information Technology (IT) in order to remain effective in today-s dynamic and unpredictable threat environment. This makes IT one of the largest and fastest growing expenses of Defense. Hundreds of millions of dollars spent a year on IT projects. But, too many of those millions are wasted on costly mistakes. Systems that do not work properly, new components that are not compatible with old ones, trendy new applications that do not really satisfy defense needs or lost through poorly managed contracts. Abstract:
Hepatitis C virus infection is a public health threat in Egypt. To control infection, efforts should be spent to encourage healthy behavior. This study aimed to assess the level of behavioral development in order to create a positive environment for the adoption of the recommended behaviors. The study was conducted over one year from Jan. 2011 till Jan. 2012.Knowledge, attitude and behavior of 540 HCV patients and 102 of their contacts were assessed and the level of behavioral development was determined. The study revealed that the majority of patients and contacts knew that HCV infection is dangerous with perceived concern for early diagnosis and treatment. More than 75% knew the correct modes of transmission. The assessment showed positive attitudes towards the recommended practices with intention to adopt those practices. Strategies of creating opportunities to continue the recommended behaviors should be adopted together with the reinforcement of social support.

Abstract:
Dust accumulation on the photovoltaic module's surface results in appreciable loss and negatively affects the generated power. Hence, in this paper, the design of a photovoltaic array cleaning system is presented. The cleaning system utilizes one drive motor, two guide rails, and four sweepers during the cleaning process. The cleaning system was experimentally implemented for one month to investigate its efficiency on PV array energy output. The energy capture over a month for PV array cleaned using the proposed cleaning system is compared with that of the energy capture using soiled PV array. The results show a 15% increase in energy generation from PV array with cleaning. From the results, investigating the optimal scheduling of the PV array cleaning could be an interesting research topic.

Abstract:
The objectives of this research were to study the management of local towns and to develop a better model of town management according to the Philosophy of Sufficiency Economy. This study utilized qualitative research, field research, as well as documentary research at the same time. A total of 10 local towns or Tambons of Supanburi province, Thailand were selected for an in-depth interview. The findings revealed that the model of local town management according to Philosophy of Sufficient Economy was in a level of “good” and the model of management has the five basic guidelines: 1) ability to manage budget information and keep it up-to-date, 2) ability to decision making according to democracy rules, 3) ability to use check and balance system, 4) ability to control, follow, and evaluation, and 5) ability to allow the general public to participate. In addition, the findings also revealed that the human resource management according to Philosophy of Sufficient Economy includes obeying laws, using proper knowledge, and having integrity in five areas: plan, recruit, select, train, and maintain human resources.
