2973 What Attributes Determine Housing Affordability?

Abstract:
The concept of housing affordability is a contested issue, but a pressing and widespread problem for many countries. Simple ratio measures based on housing expenditure and income are habitually used to defined and assess housing affordability. However, conceptualising and measuring affordability in this manner focuses only on financial attributes and fails to deal with wider issues such as housing quality, location and access to services and facilities. The research is based on the notion that the housing affordability problem encompasses more than the financial costs of housing and a households ability to meet such costs and must address larger issues such as social and environmental sustainability and the welfare of households. Therefore, the need arises for a broad and more encompassing set of attributes by which housing affordability can be assessed. This paper presents a system of criteria by which the affordability of different housing locations could be assessed in a comprehensive and sustainable manner. Abstract:
The paper gives the pilot results of the project that is oriented on the use of data mining techniques and knowledge discoveries from production systems through them. They have been used in the management of these systems. The simulation models of manufacturing systems have been developed to obtain the necessary data about production. The authors have developed the way of storing data obtained from the simulation models in the data warehouse. Data mining model has been created by using specific methods and selected techniques for defined problems of production system management. The new knowledge has been applied to production management system. Gained knowledge has been tested on simulation models of the production system. An important benefit of the project has been proposal of the new methodology. Abstract:
Post-disaster reconstruction projects offer opportunities to facilitate physical, social and economic development and to reduce future hazard vulnerability long after the disasters. Sustainability of post-disaster reconstruction project conducted in the villages of Dinar following the 1995 earthquake was investigated in this paper. Officials of the Government who were involved in the project were interviewed. Besides, two field surveys were done in 12 villages of Dinar in winter months of 2008. Beneficiaries were interviewed and physical, socio-cultural and economic impacts of the reconstruction were examined. The research revealed that the postdisaster reconstruction project has negative aspects from the point view of sustainability. The physical, socio-cultural and economic factors were not considered during decision making process of the project.Keywords: Dinar, Post-disaster reconstruction, Sustainable development, Turkey.

Abstract:
Spontaneous networks such as VANET are in general deployed in an open and thus easily accessible environment. Therefore, they are vulnerable to attacks. Trust management is one of a set of security solutions dedicated to this type of networks. Moreover, the strong mobility of the nodes (in the case of VANET) makes the establishment of a trust management system complex. In this paper, we present a concept of ‘Active Vehicle’ which means an autonomous vehicle that is able to make decision about trustworthiness of alert messages transmitted about road accidents. The behavior of an “Active Vehicle” is modeled using Petri Nets.

Abstract:
Although the Vietnamese catfish farming has grown at very high rates in recent years, the industry has also faced many problems affecting its sustainability. This paper studies the perceptions of catfish farmers regarding risk and risk management strategies in their production activities. Specifically, the study aims to measure the consequences, likelihoods, and levels of risks as well as the efficacy of risk management in Vietnamese catfish farming. Data for the study were collected through a sample of 261 catfish farmers in the Mekong Delta, Vietnam using a questionnaire survey in 2008. Results show that, in general, price and production risks were perceived as the most important risks. Farm management and technical measures were perceived more effective than other kinds of risk management strategies in risk reduction. Although price risks were rated as important risks, price risk management strategies were not perceived as important measures for risk mitigation. The results of the study are discussed to provide implications for various industry stakeholders, including policy makers, processors, advisors, and developers of new risk management strategies.Keywords: Aquaculture, catfish farming, sources of risk, riskmanagement, risk strategies, risk mitigation.

This paper presents a contribution to the design of a multi-agent for the energy management system in a hybrid energy system (SEH). The multi-agent-based energy-coordination management system (MA-ECMS) is based mainly on coordination between agents. The agents share the tasks and exchange information through communications protocols to achieve the main goal. This intelligent system can fully manage the consumption and production or simply to make proposals for action he thinks is best. The initial step is to give a presentation for the system that we want to model in order to understand all the details as much as possible. In our case, it is to implement a system for simulating a process control of energy management.

Abstract:
The Bangnanglee Sub-district Administrative Office, Thailand had initiated a policy to environmental protection with encouraging household waste management in order to promote civil responsibility for domestic hygienic. This research studied the household behaviors on solid waste and wastewater management. A sample population of 306 families answered a questionnaire. The study showed that, on average, domestic activities had produced 1.93 kilograms of waste per household per day. It has been found that 79% of the households made several attempts to reduce their own amount of waste. 80% of the households stationed their own garbage bins. 71% managed their waste by selling recyclable products. As for the rest of the waste, 51% burned them, while 29% disposed their waste in the nearby public trashcans and other 13% have them buried. As for wastewater, 60% of the households disposed it into the sewage, whereas 30% disposed them right from their elevated house.Keywords: Environmental integrated management, environmental protection, household waste management.

Abstract:
To make use of the limited amounts of water in arid region, the Iranians developed man-made underground water channels called qanats (kanats) .In fact, qanats may be considered as the first long-distance water transfer system. Qanats are an ancient water transfer system found in arid regions wherein groundwater from mountainous areas, aquifers and sometimes from rivers, was brought to points of re-emergence such as an oasis, through one or more underground tunnels. The tunnels, many of which were kilometers in length, had designed for slopes to provide gravitational flow. The tunnels allowed water to drain out to the surface by gravity to supply water to lower and flatter agricultural land. Qanats have been an ancient, sustainable system facilitating the harvesting of water for centuries in Iran, and more than 35 additional countries of the world such as India, Arabia, Egypt, North Africa, Spain and even to New world. There are about 22000 qanats in Iran with 274000 kilometers of underground conduits all built by manual labor. The amount of water of the usable qanats of Iran produce is altogether 750 to 1000 cubic meter per second. The longest chain of qanat is situated in Gonabad region in Khorasan province. It is 70 kilometers long. Qanats are renewable water supply systems that have sustained agricultural settlement on the Iranian plateau for millennia. The great advantages of Qanats are no evaporation during transit, little seepage , no raising of the water- table and no pollution in the area surrounding the conduits. Qanat systems have a profound influence on the lives of the water users in Iran, and conform to Iran-s climate. Qanat allows those living in a desert environment adjacent to a mountain watershed to create a large oasis in an otherwise stark environment. This paper explains qanats structure designs, their history, objectives causing their creation, construction materials, locations and their importance in different times, as well as their present sustainable role in Iran.Keywords: Iran, qanat, Sustainable water utilization.

This paper provides an overview of risk management practices by market participants in electricity markets using financial derivatives.

Structure of proposed IoT technique included perception layer, equipment layer, control layer, application layer and network layer.

Abstract:
Pressure on freshwater systems comes from removing too much water to grow crops; contamination from economic activities, land use practices, and human waste. The paper will be focusing on how water management can influence the design, implementation, and impacts of the ecological principles of biomimicry as sustainable methods in recycling wastewater. At Texas State, United States of America, in particular the lower area of the Trinity River refuge, there is a true example of the diversity to be found in that area, whether when exploring the lands or the waterways. However, as the Trinity River supplies water to the state’s residents, the lower part of the river at Liberty County presents several problem of wastewater discharge in the river. Therefore, conservation efforts are particularly important in the Trinity River basin. Clearly, alternative ways must be considered in order to conserve water to meet future demands. As a result, there should be another system provided rather than the conventional water treatment. Mimicking ecosystem's technologies out of context is not enough, but if we incorporate plants into building architecture, in addition to their beauty, they can filter waste, absorb excess water, and purify air. By providing an architectural proposal center, a living system can be explored through several methods that influence natural resources on the micro-scale in order to impact sustainability on the macro-scale. The center consists of an ecological program of Plant and Water Biomimicry study which becomes a living organism that purifies the river water in a natural way through architecture. Consequently, a rich beautiful nature could be used as an educational destination, observation and adventure, as well as providing unpolluted fresh water to the major cities of Texas. As a result, these facts raise a couple of questions: Why is conservation so rarely practiced by those who must extract a living from the land? Are we sufficiently enlightened to realize that we must now challenge that dogma? Do architects respond to the environment and reflect on it in the correct way through their public projects? The method adopted in this paper consists of general research into careful study of the system of the living machine, in how to integrate it at architectural level, and finally, the consolidation of the all the conclusions formed into design proposal. To summarise, this paper attempts to provide a sustainable alternative perspective in bridging physical and mental interaction with biodiversity to enhance nature by using architecture.Keywords: Biodiversity, design with nature, sustainable architecture, waste water treatment.

Abstract:
To fight against the economic crisis, French Government, like many others in Europe, has decided to give a boost to high-speed line projects. This paper explores the implementation and decision-making process in TGV projects, their evolutions, especially since the Mediterranean TGV-line. This project was probably the most controversial, but paradoxically represents today a huge success for all the actors involved. What kind of lessons we can learn from this experience? How to evaluate the impact of this project on TGV-line planning? How can we characterize this implementation and decision-making process regards to the sustainability challenges? The construction of Mediterranean TGV-line was the occasion to make several innovations: to introduce more dialog into the decisionmaking process, to take into account the environment, to introduce a new project management and technological innovations. That-s why this project appears today as an example in terms of integration of sustainable development. In this paper we examine the different kinds of innovations developed in this project, by using concepts from sociology of innovation to understand how these solutions emerged in a controversial situation. Then we analyze the lessons which were drawn from this decision-making process (in the immediacy and a posteriori) and the way in which procedures evolved: creation of new tools and devices (public consultation, project management...). Finally we try to highlight the impact of this evolution on TGV projects governance. In particular, new methods of implementation and financing involve a reconfiguration of the system of actors. In the highly competitive and rapidly changing global marketplace, independent organizations and enterprises often come together and form a temporary alignment of virtual enterprise in a supply chain to better provide products or service. As firms adopt the systems approach implicit in supply chain management, they must manage the quality from both internal process control and external control of supplier quality and customer requirements. How to incorporate quality management of upstream and downstream supply chain partners into their own quality management system has recently received a great deal of attention from both academic and practice. This paper investigate the collaborative feature and the entities- relationship in a supply chain, and presents an ontology of collaborative supply chain from an approach of aligning service-oriented framework with service-dominant logic. This perspective facilitates the segregation of material flow management from manufacturing capability management, which provides a foundation for the coordination and integration of the business process to measure, analyze, and continually improve the quality of products, services, and process. Further, this approach characterizes the different interests of supply chain partners, providing an innovative approach to analyze the collaborative features of supply chain. The study aims to develop a framework of social network management to enhance customer relationship. Social network management of this research is derived from social network site management, individual and organization social network usage motivation. The survey was conducted with organization employees who have used social network to interact with customers. The results reveal that content, link, privacy and security, page design and interactivity are the major issues of social network site management. Content, link, privacy and security, individual and organization motivation have major impacts on encouraging business knowledge sharing among employees. Abstract:
This paper deals with using of prevailing operation system MS Office (SmartArt...) for mathematical models, using DYVELOP (Dynamic Vector Logistics of Processes) method. It serves for crisis situations investigation and modelling within the organizations of critical infrastructure. In first part of paper, it will be introduced entities, operators, and actors of DYVELOP method. It uses just three operators of Boolean algebra and four types of the entities: the Environments, the Process Systems, the Cases, and the Controlling. The Process Systems (PrS) have five “brothers”: Management PrS, Transformation PrS, Logistic PrS, Event PrS and Operation PrS. The Cases have three “sisters”: Process Cell Case, Use Case, and Activity Case. They all need for the controlling of their functions special Ctrl actors, except ENV – it can do without Ctrl. Model´s maps are named the Blazons and they are able mathematically - graphically express the relationships among entities, actors and processes. In second part of this paper, the rich blazons of DYVELOP method will be used for the discovering and modelling of the cycling cases and their phases. The blazons need live PowerPoint presentation for better comprehension of this paper mission. The crisis management of energetic crisis infrastructure organization is obliged to use the cycles for successful coping of crisis situations. Several times cycling of these cases is necessary condition for the encompassment for both emergency events and the mitigation of organization´s damages. Uninterrupted and continuous cycling process brings for crisis management fruitfulness and it is good indicator and controlling actor of organizational continuity and its sustainable development advanced possibilities. Abstract:
“Architecture” is one component of sustainable cultural tourism. The sustainability of architecture is possible through preservation and restoration activities. In Turkey, which has an important place in the world’s cultural heritage, several studies focused on the sustainability of the cultural heritage were done in terms of the principles of “preserve-use-sustain”. Within the scope of this study, a methodology will be proposed in order to obtain the development of different scenarios supporting sustainable tourism. Sille is an ancient village located on the Spice Road and Silk Road dating back to the Ottoman and Seljuk eras. However, in recent years it is protected as an archeological site. In the “Alternative Project Phase”, the streets and buildings which bring dynamism to trade are determined; among these, 10 major buildings in Hacı Ali Ağa Street are studied.

Abstract:
The contemporary battlefield creates a demand for more costly and highly advanced munitions. Training personnel responsible for operations as well as immediate execution of combat tasks which engage real asset is unrealistic and economically not feasible. Owing to a wide array of exploited simulators and various types of imitators, it is possible to reduce the costs. One of the effective elements of training, which can be applied in the training of all service branches, is imitator of aerial targets. This research serves as an introduction to the commencement of design analysis over a real aerial target imitator. Within the project, the basic aerodynamic calculations were made, which enabled to determine its geometry, design layout, performance as well as mass balance of individual components. The conducted calculations of the parameters of flight characteristics come closer to the real performance of such Unmanned Aerial Vehicles.Keywords: Aerial target, aerodynamics, imitator, performance.

The significance of emissions from the road transport sector (such as air pollution, noise, etc) has grown considerably in recent years. In Australia, 14.3% of national greenhouse gas emissions in 2000 were the transport sector-s share which 12.9% of net national emissions were related to a road transport alone. Considering the growing attention to the green house gas(GHG) emissions, this paper attempts to provide air pollution modeling aspects of environmental consequences of the road transport by using one of the best computer based tools including the Geographic Information System (GIS). In other word, in this study, GIS and its applications is explained, models which are used to model air pollution and GHG emissions from vehicles are described and GIS is applied in real case study that attempts to forecast GHG emission from people who travel to work by car in 2031 in Melbourne for analysing results as thematic maps.Keywords: Geographic Information System (GIS), Green HouseGas(GHG) emission, sustainable development, transportation

The Integrated Performance Modelling Environment (IPME) is a powerful simulation engine for task simulation and performance analysis. However, it has no high level cognition such as memory and reasoning for complex simulation. This article introduces a knowledge representation and reasoning scheme that can accommodate uncertainty in simulations of military personnel with IPME. Hospital waste is a category of waste consisting of infectious and non-infectious waste, which pose environmental and health risks. Therefore, special planning and management is required, due to the potential hazards of them. The lack of valid and comprehensive information regarding the generation and management of hospital waste in Iran is one of the most important problems in this field. This research aimed to evaluate hospital waste management efficiency in Karaj city, Iran. The four greatest hospitals in Karaj city had been selected in this cross-sectional study. Site observations and interviews with employees were implemented. The data was gathered based on the hospital waste management questionnaire which was designed by World Health Organization for developing countries. Collected Data had been analyzed using SPSS software. The average of solid waste which was generated per bed was 2.78 kg, which included 90% of domestic waste and 10% of infectious waste. Based on the quantitative analysis of general and infectious waste in these hospitals, the highest contributors of general waste were consisting of food waste (37.39%), while textile (28.06%) were the highest contributors of the infectious waste. According to the information contained in the questionnaires, the main defects of waste management in these hospitals were; inadequate staff in waste management sector, poorly disinfection of solid waste containers and temporary storage locations, and a lack of proper infectious waste treatment. According to the results of this research, waste management in these hospitals were far from optimum conditions. In order to improve the existing conditions, mentioned problems must be solved quickly, and planning for continuous monitoring in the waste management field in these hospitals should be established.

The Knowledge Management (KM) Criteria is an essential foundation to evaluate KM outcomes. Different sets of criteria were developed and tailored by many researchers to determine the results of KM initiatives. However, literature review has emphasized on incomplete set of criteria for evaluating KM outcomes. Hence, this paper tried to address the problem of determining the criteria for measuring knowledge management outcomes among different types of Malaysian organizations. Successively, this paper was assumed to develop widely accepted criteria to measure success of knowledge management efforts for Malaysian organizations. Our analysis approach was based on the ANOVA procedure to compare a set of criteria among different types of organizations. This set of criteria was exploited from literature review. Abstract:
Termination Mechanism is an indispensible part of the emergency management mechanism. Despite of its importance in both theory and practice, it is almost a brand new field for researching. The concept of termination mechanism is proposed firstly in this paper, and the design and implementation which are helpful to guarantee the effect and integrity of emergency management are discussed secondly. Starting with introduction of the problems caused by absent termination and incorrect termination, the essence of termination mechanism is analyzed, a model based on Optimal Stopping Theory is constructed and the termination index is given. The model could be applied to find the best termination time point.. Termination decision should not only be concerned in termination stage, but also in the whole emergency management process, which makes it a dynamic decision making process. Besides, the main subjects and the procedure of termination are illustrated after the termination time point is given. A ten-year grazing study was conducted at the Agriculture and Agri-Food Canada Brandon Research Centre in Manitoba to study the effect of alfalfa inclusion and fertilizer (N, P, K, and S) addition on economics and efficiency of non-renewable energy use in meadow brome grass-based pasture systems for beef production. Fertilizing grass-only or alfalfa-grass pastures to full soil test recommendations improved pasture productivity, but did not improve profitability compared to unfertilized pastures. Fertilizing grass-only pastures resulted in the highest net loss of any pasture management strategy in this study. Adding alfalfa at the time of seeding, with no added fertilizer, was economically the best pasture improvement strategy in this study. Because of moisture limitations, adding commercial fertilizer to full soil test recommendations is probably not economically justifiable in most years, especially with the rising cost of fertilizer. Improving grass-only pastures by adding fertilizer and/or alfalfa required additional non-renewable energy inputs; however, the additional energy required for unfertilized alfalfa-grass pastures was minimal compared to the fertilized pastures. Of the four pasture management strategies, adding alfalfa to grass pastures without adding fertilizer had the highest efficiency of energy use. Based on energy use and economic performance, the unfertilized alfalfa-grass pasture was the most efficient and sustainable pasture system.Keywords: Alfalfa, grass, fertilizer, pasture systems, economics, energy.

Abstract:
This qualitative research has 2 objectives: to study marketing management of the cultural learning center in Suansunandha Rajabhat University and to suggest guidelines to improve its marketing management. This research is based on a case study of the Arts and Culture Office in Suansunandha Rajabhat University, Bangkok. This research found the Art and Culture Office has no formal marketing management. However, the marketing management is partly covered in the overall business plan, strategic plan, and action plan. The process can be divided into 5 stages. The marketing concept has long been introduced to its policy but not apparently put into action due to inflexible system. Some gaps are found in the process. The research suggests the Art and Culture Office implement the concept of marketing orientation, meeting the needs and wants of its target customers and adapt to the changing situation. Minor guidelines for improvement are provided.

Abstract:
This paper reviewed the relationships between the Knowledge Management (KM) activities and its perceived benefits in the knowledge based organisations. KM activities include: knowledge identification, knowledge acquisition, knowledge application, knowledge sharing, knowledge creation and knowledge preservation. And the perceived benefits of KM are fast customer responsiveness, operation excellence and high innovative intensity. Based on the above review, a conceptual framework for KM implementation in retail business organisations has been proposed. Finally the paper forwarded some limitations of the framework and based on which, directions for future research had been suggested.

Sustainability in rural production system can only be achieved if it can suitably satisfy the local requirement as well as the outside demand with the changing time. With the increased pressure from the food sector in a globalised world, the agrarian economy needs to re-organise its cultivable land system to be compatible with new management practices as well as the multiple needs of various stakeholders and the changing resource scenario. An attempt has been made to transform this problem into a multi-objective decisionmaking problem considering various objectives, resource constraints and conditional constraints. Abstract:
River is one of important water sources for many activities including industrial and domestic usage such as daily usage, transportation, power supply and recreational activities. However, increasing activities in a river has grown the sources of pollutant enters the water bodies, and degraded the water quality of the river. It becomes a challenge to develop an effective river management to ensure the water sources of the river are well managed and regulated. In Malaysia, several approaches for river management have been implemented such as Integrated River Basin Management (IRBM) program for coordinating the management of resources in a natural environment based on river basin to ensure their sustainability lead by Department of Drainage and Irrigation (DID), Malaysia. Nowadays, Total Maximum Daily Load (TMDL) is one of the best approaches for river management in Malaysia. TMDL implementation is regulated and implemented in the United States. A study on the development of TMDL in Malacca River has been carried out by doing water quality monitoring, the development of water quality model by using Environmental Fluid Dynamic Codes (EFDC), and TMDL implementation plan. The implementation of TMDL will help the stakeholders and regulators to control and improve the water quality of the river. It is one of the good approaches for river management in Malaysia.

The primary education system in Indonesia involved the community recognized as the school committee, to take a part in the process of achieving the quality of education via the school facility performance, the low level of school committee involvement in the education system has become the issue in the development of education and reflected to the quality of education. This paper will discuss the conceptual framework and methodology for the performance of school committees within the management of school facilities in Batubara district of Indonesia. The concepts of Community based Facility Management (CbFM) and Logometrix are used as a basis to measure the school committee performance in order to address the needs of quality school management. The data will be taken from questionnaires distributed for those who work and use school facilities spread over seven sub district of Batubara, Indonesia. The result of this study is expected to provide a guide for evaluating the performance of existing school committee in improving the quality of education in Indonesia.

Abstract:
Decentralized eco-sanitation system is a promising and sustainable mode comparing to the century-old centralized conventional sanitation system. The decentralized concept relies on an environmentally and economically sound management of water, nutrient and energy fluxes. Source-separation systems for urban waste management collect different solid waste and wastewater streams separately to facilitate the recovery of valuable resources from wastewater (energy, nutrients). A resource recovery centre constituted for 20,000 people will act as the functional unit for the treatment of urban waste of a high-density population community, like Singapore. The decentralized system includes urine treatment, faeces and food waste co-digestion, and horticultural waste and organic fraction of municipal solid waste treatment in composting plants. A design model is developed to estimate the input and output in terms of materials and energy. The inputs of urine (yellow water, YW) and faeces (brown water, BW) are calculated by considering the daily mean production of urine and faeces by humans and the water consumption of no-mix vacuum toilet (0.2 and 1 L flushing water for urine and faeces, respectively). The food waste (FW) production is estimated to be 150 g wet weight/person/day. The YW is collected and discharged by gravity into tank. It was found that two days are required for urine hydrolysis and struvite precipitation. The maximum nitrogen (N) and phosphorus (P) recovery are 150-266 kg/day and 20-70 kg/day, respectively. In contrast, BW and FW are mixed for co-digestion in a thermophilic acidification tank and later a decentralized/centralized methanogenic reactor is used for biogas production. It is determined that 6.16-15.67 m3/h methane is produced which is equivalent to 0.07-0.19 kWh/ca/day. The digestion residues are treated with horticultural waste and organic fraction of municipal waste in co-composting plants.
