31 Personnel Selection Based on Step-Wise Weight Assessment Ratio Analysis and Multi-Objective Optimization on the Basis of Ratio Analysis Methods

Abstract:
Personnel selection process is considered as one of the most important and most difficult issues in human resources management. At the stage of personnel selection, the applicants are handled according to certain criteria, the candidates are dealt with, and efforts are made to select the most appropriate candidate. However, this process can be more complicated in terms of the managers who will carry out the staff selection process. Candidates should be evaluated according to different criteria such as work experience, education, foreign language level etc. It is crucial that a rational selection process is carried out by considering all the criteria in an integrated structure. In this study, the problem of choosing the front office manager of a 5 star accommodation enterprise operating in Antalya is addressed by using multi-criteria decision-making methods. In this context, SWARA (Step-wise weight assessment ratio analysis) and MOORA (Multi-Objective Optimization on the basis of ratio analysis) methods, which have relatively few applications when compared with other methods, have been used together. Firstly SWARA method was used to calculate the weights of the criteria and subcriteria that were determined by the business. After the weights of the criteria were obtained, the MOORA method was used to rank the candidates using the ratio system and the reference point approach. Recruitment processes differ from sector to sector, from operation to operation. There are a number of criteria that must be taken into consideration by businesses in accordance with the structure of each sector. It is of utmost importance that all candidates are evaluated objectively in the framework of these criteria, after these criteria have been carefully selected in the selection of suitable candidates for employment. In the study, staff selection process was handled by using SWARA and MOORA methods together.

Abstract:
The closed form study deals with elastic stress analysis of annular bi-material discs with variable thickness subjected to the mechanical and thermomechanical loads. Those discs have many applications in the aerospace industry, such as gas turbines and gears. Those discs normally work under thermal and mechanical loads. Their life cycle can increase when stress components are minimized. Each material property is assumed to be isotropic. The results show that material combinations and thickness of profiles play an important role in determining the responses of bi-material discs and an optimal design of those structures. Stress distribution is investigated and results are shown as graphs.

Abstract:
In this investigation an elastic stress analysis is carried out a woven steel fiber reinforced thermoplastic cantilever beam loaded uniformly at the upper surface. The composite beam material consists of low density polyethylene as a thermoplastic (LDFE, f.2.12) and woven steel fibers. Granules of the polyethylene are put into the moulds and they are heated up to 160°C by using electrical resistance. Subsequently, the material is held for 5min under 2.5 MPa at this temperature. The temperature is decreased to 30°C under 15 MPa pressure in 3min. Closed form solution is found satisfying both the governing differential equation and boundary conditions. We investigated orientation angle effect on stress distribution of composite cantilever beams. The results show that orientation angle play an important role in determining the responses of a woven steel fiber reinforced thermoplastic cantilever beams and an optimal design of these structures.

Abstract:
The flora of Bozdağ (Konya) and its surroundings were investigated between 2003 and 2005 years; 700 herbarium specimens belonging to 482 taxa, 257 genera and 57 families were collected and identified from the area. The families which have the most taxa in research area are Asteraceae 67 (14.0%), Fabaceae 60 (12.6%), Lamiaceae 57 (11.9%), Brassicaceae 34 (7.1%), Poaceae 30 (6.3%), Rosaceae 24 (5.0%), Caryophyllaceae 23 (4.8%), Liliaceae 19 (4.0%), Boraginaceae 17 (3.6%), and Apiaceae 13 (2.7%). The research area is in the district of Konya and is in the B4 square according to the Grid System. The phytogeographic elements are represented in the study area as follows; Irano-Turanian 91 (18.9%), Mediterranean 72 (14.9%), Euro-Siberian 21 (4.3%). The phytogeographic regions of 273 (56.6%) taxa are either multi-regional or unknown. The number of endemic taxa is 79 (16.3%).

Abstract:
The main aim of this study is to identify the most influential variables that cause defects on the items produced by a casting company located in Turkey. To this end, one of the items produced by the company with high defective percentage rates is selected. Two approaches-the regression analysis and decision treesare used to model the relationship between process parameters and defect types. Although logistic regression models failed, decision tree model gives meaningful results. Based on these results, it can be claimed that the decision tree approach is a promising technique for determining the most important process variables.Keywords: Casting industry, decision tree algorithm C5.0, logistic regression, quality improvement.

Autonomous robotic systems need an equipment like a human eye for their movement. In this study a 3D laser scanner has been designed and implemented for those autonomous robotic systems. In general 3D laser scanners are using 2 dimension laser range finders that are moving on one-axis (1D) to generate the model. In this study, the model has been obtained by a one-dimensional laser range finder that is moving in two –axis (2D) and because of this the laser scanner has been produced cheaper.

As the economies of other countries in the Mediterranean Basin, the tourism sector in our country has a high denominator in economics. Tourism businesses, which are building blocks of tourism, sector faces with a variety of problems during their activities. These problems faced make business efficiency and competition conditions of the businesses difficult. Most of the problems faced by the tourism businesses and the information of consumers about consumers’ rights were used in this study, which is conducted to determine the problems of tourism businesses in the Central Anatolia Region. It is aimed to contribute the awareness of staff and executives working at tourism sector and to attract attention of businesses active concurrently with tourism sector and legislators.

Turkey, due to its geographic location, finds itself the world’s largest host to refugees worldwide, and this nation has done much to educate their refugee population. Turkey’s considerable experience can inform other nations educating refugee children. This systematic review of the literature examined the context, barriers, and responses to successfully educating refugee children in Turkey. Additionally, because some refugee children may have an identified or unidentified disability, the educational experiences of refugee children with disabilities in Turkey were an ancillary focus. Results indicated that while some educational challenges have been successfully met within Turkey, others remain. Additionally, the education of children with disabilities in Turkey is largely unexamined.

Eventually, modular production is currently being applied to manage the changing orders of the industry. In this paper, two different modular assembly line concepts were studied: conveyor line and box assembly line. In this study, thermo elastic stress analysis is performed on a cylinder made of laminated isotropic materials under thermomechanical loads. Laminated cylinders have many applications such as aerospace, automotive and nuclear plant in the industry. These cylinders generally performed under thermomechanical loads. Stress and displacement distribution of the laminated cylinders are determined using by analytical method both thermal and mechanical loads. Based on the results, materials combination plays an important role on the stresses distribution along the radius. Variation of the stresses and displacements along the radius are presented as graphs. Calculations program are prepared using MATLAB® by authors.

Abstract:
Ferroresonance is an electrical phenomenon in nonlinear character, which frequently occurs in power system due to transmission line faults and single or more-phase switching on the lines as well as usage of the saturable transformers. In this study, the ferroresonance phenomena are investigated under the modeling of the West Anatolian Electric Power Network of 380 kV in Turkey. The ferroresonance event is observed as a result of removing the loads at the end of the lines. In this sense, two different cases are considered. At first, the switching is applied at 2nd second and the ferroresonance affects are observed between 2nd and 4th seconds in the voltage variations of the phase-R. Abstract:
In this study, thermal elastic stress distribution occurred on long hollow cylinders made of functionally graded material (FGM) was analytically defined under thermal, mechanical and thermo mechanical loads. In closed form solutions for elastic stresses and displacements are obtained analytically by using the infinitesimal deformation theory of elasticity. It was assumed that elasticity modulus, thermal expansion coefficient and density of cylinder materials could change in terms of an exponential function as for that Poisson’s ratio was constant. A gradient parameter n is chosen between - 1 and 1. When n equals to zero, the disc becomes isotropic. Circumferential, radial and longitudinal stresses in the FGMs cylinders are depicted in the figures. As a result, the gradient parameters have great effects on the stress systems of FGMs cylinders.

Economic crisis, terrorism, global crisis and the relations between countries are the factors affecting tourism industry and tourism industry is vulnerable against these factors. In our study, there are two dimensions about Russian crisis. The crisis between Russia and Ukraine and decreased oil prices in global market have been entailed Russian economic crisis. This crisis has induced that the ruble, Russian currency, has depreciated against American dollars and consequently the purchasing power of Russian has weakened. This is the first dimension of our study. Second dimension is a political crisis between Turkey and Russia owing to the fact that the Russian Warcraft was brought down by Turkish army. The aim of this study is to explain the impact of the consequences of Russian crisis on Turkish tourism industry. The study has been limited only Antalya province.

Internet financial reporting and corporate governance issues are in the focus of academic and professional studies due to their attributed importance by stakeholders of corporations. Major aim of this study is to reveal the relationship between internet financial reporting which is held as dependent variable and some indicators of corporate governance such as the ratio of managerial ownership, blockholder ownership, number of independent members in the board of directors, frequency of meetings by audit committee and education level of audit committee members which are held as independent variables. Main purpose is to reveal the effect of corporate governance on the voluntary efforts of Internet Financial reporting. The scope of the research is limited to the Turkish Corporations listed in Borsa Istanbul (Istanbul Stock Exchange) and findings which are generated by means of SPSS software are revealed in results section and interpreted in conclusions.

Abstract:
Global competitiveness has recently become the biggest concern of both manufacturing and service companies. Electronic commerce, as a key technology enables the firms to reach all the potential consumers from all over the world. In this study, we have presented commonly used electronic payment systems, and then we have shown the evaluation of these systems in respect to different criteria. The payment systems which are included in this research are the credit card, the virtual credit card, the electronic money, the mobile payment, the credit transfer and the debit instruments. We have realized a systematic comparison of these systems in respect to three main criteria: Technical, economical and social. We have conducted a fuzzy multi-criteria decision making procedure to deal with the multi-attribute nature of the problem. Abstract:
Brachistinae Föerster, 1862 is a subfamily of the family Braconidae (order Hymenoptera) with about 410 species distributed all around the world. Brachistinae includes the genera, Eubazus Nees von Esenbeck 1814, Foersteria Szépligeti 1896, Chelostes van Achterberg 1990, Triaspis Haliday 1835 and Schizoprymnus Förster 1862. Members of the subfamily live as parasitoids on the families Curculionidae and Apionidae (Coleoptera), which also include very important agricultural pests. In generally, members of the genus Triaspis are poorly known biologically. The genus is represented by 37 species in the West Palearctic region and 118 species worldwide. Adult specimens of Triaspis were collected from as wide a range of habitats as possible at different altitudes in different parts of Turkey between 1982 and 2010. Samples collected from short plants using standard insect sweeping nets were transferred into tubes containing 70% ethanol and labelled following their preparations according to museum techniques. Seven Triaspis species have been reported from Turkey in this study. Five of these species are new to the fauna of Turkey.

Abstract:
In this study, starting with a predetermined Lunar free-return trajectory, an analysis of major near-Earth perturbations is carried out. Referencing to historical Apollo-13 flight, changes in the mission’s resultant perimoon and perigee altitudes with each perturbative effect are evaluated. The perturbations that were considered are Earth oblateness effects, up to the 6th order, atmospheric drag, third body perturbations consisting of solar and planetary effects and solar radiation pressure effects. It is found that for a Moon mission, most of the main perturbative effects spoil the trajectory significantly while some came out to be negligible. It is seen that for apparent future request of constructing low cost, reliable and safe trajectories to the Moon, most of the orbital perturbations are crucial.

Abstract:
In military aviation, the use of flight simulators has proliferated recently in order to train fifth generation fighter pilots. With these simulators, pilots can carry out real-time flights resulting in seeing their faults and can perform emergency drills prior to real flights. Since we cannot risk losing the aircraft and the pilot himself/herself in the flight training process, flight simulators are of great importance to adapt the fighter pilots competently to real flights aboard the fifth generation aircraft. The real flights are impossible to simulate thoroughly on the ground. To some extent, the fixed-based simulators may assist the pilot to steer aircraft technically and visually but flight simulators can’t trick the pilot’s vestibular, sensory, and perceptual systems without motion platforms. This paper discusses the benefits of motion simulators for fifth generation fighter pilots’ training in preference to the fixed-based counterparts by analyzing their pros and cons.

Abstract:
Metal matrix composites (MMCs) have gained a considerable interest in the last three decades. Conventional powder metallurgy production route often involves the addition of reinforcing phases into the metal matrix directly, which leads to poor wetting behavior between ceramic phase and metal matrix and the segregation of reinforcements. The commonly used elements for ceramic phase formation in iron based MMCs are Ti, Nb, Mo, W, V and C, B. The aim of the present paper is to investigate the effect of sintering temperature and V-B addition on densification, phase development, microstructure, and hardness of Fe–V-B composites (Fe-(5-10) wt. %B – 25 wt. %V alloys) prepared by powder metallurgy process. Metal powder mixes were pressed uniaxial and sintered at different temperatures (ranging from 1300 to 1400ºC) for 1h. The microstructure of the (V, B) Fe composites was studied with the help of high magnification optical microscope and XRD. Experimental results show that (V, B) Fe composites can be produced by conventional powder metallurgy route.

Abstract:
The next generation wireless systems, especially the cognitive radio networks aim at utilizing network resources more efficiently. They share a wide range of available spectrum in an opportunistic manner. In this paper, we propose a quality management model for short-term sub-lease of unutilized spectrum bands to different service providers. We built our model on competitive secondary market architecture. To establish the necessary conditions for convergent behavior, we utilize techniques from game theory. Our proposed model is based on potential game approach that is suitable for systems with dynamic decision making. The Nash equilibrium point tells the spectrum holders the ideal price values where profit is maximized at the highest level of customer satisfaction. Our numerical results show that the price decisions of the network providers depend on the price and QoS of their own bands as well as the prices and QoS levels of their opponents- bands.Keywords: cognitive radio networks, game theory, nextgeneration wireless networks, spectrum management.

By the development of World Wide Web, the usage rate of Internet has rapidly grown globally; and provided a basis for the emergence of electronic business. As well as other sectors, the banking sector has adopted the use of internet with the developments in information and communication technologies. Due to the public disclosure and transparency principle of Corporate Governance, the importance of information disclosure of banks on their web sites has increased significantly. For the purpose of this study, a Bank Disclosure Attribute Index (BDAI) in Turkey has been constructed through classifying the information disclosure on banks’ web sites into general, financial, investors and corporate governance attributes. All 47 banks in Turkish Banking System have been evaluated according to the index with the aim of providing a comparison between banks. By Chi Square Test, Pearson Correlation, T-Test, and ANOVA statistical tools, it has been concluded that the majority of banks in Turkey have shared information on their web sites adequately with respect to their total index score. Although there is a positive correlation between various types of information on banks’ web sites, there is no uniformity among them. Also, no significant difference between various types of information disclosure and bank types has been observed. Compared with the total index score averages of the five largest banks in Turkey, there are some banks that need to improve the content of their web sites.

Abstract:
In this study, it was aimed to determine the thermophysical properties of two different magnetic nanofluids (NiFe2O4-water and CoFe2O4-water). Magnetic nanoparticles were dispersed into the pure water at different volume fractions from 0 vol.% to 4 vol.%. The measurements were performed in the temperature range of 15 oC-55 oC. In order to get better idea on the temperature dependent thermophysical properties of magnetic nanofluids (MNFs), viscosity and thermal conductivity measurements were made. SEM images of both NiFe2O4 and CoFe2O4 nanoparticles were used in order to confirm the average dimensions. The measurements showed that the thermal conductivity of MNFs increased with an increase in the volume fraction as well as viscosity. Increase in the temperature of both MNFs resulted in an increase in the thermal conductivity and a decrease in the viscosity. Based on the measured data, the correlations for both the viscosity and the thermal conductivity were presented with respect to solid volume ratio and temperature. Effective thermal conductivity of the prepared MNFs was also calculated. The results indicated that water based NiFe2O4 nanofluid had higher thermal conductivity than that of the CoFe2O4. Once the viscosity values of both MNFs were compared, almost no difference was observed.Keywords: Magnetic nanofluids, thermal conductivity, Viscosity, NiFe2O4-water, CoFe2O4-water.

Abstract:
The Ambidextrous Robot Hand is a robotic device with the purpose to mimic either the gestures of a right or a left hand. The symmetrical behavior of its fingers allows them to bend in one way or another keeping a compliant and anthropomorphic shape. However, in addition to gestures they can reproduce on both sides, an asymmetrical mechanical design with a three tendons routing has been engineered to reduce the number of actuators. As a consequence, control algorithms must be adapted to drive efficiently the ambidextrous fingers from one position to another and to include grasping features. These movements are controlled by pneumatic muscles, which are nonlinear actuators. As their elasticity constantly varies when they are under actuation, the length of pneumatic muscles and the force they provide may differ for a same value of pressurized air. The control algorithms introduced in this paper take both the fingers asymmetrical design and the pneumatic muscles nonlinearity into account to permit an accurate control of the Ambidextrous Robot Hand. The finger motion is achieved by combining a classic PID controller with a phase plane switching control that turns the gain constants into dynamic values. The grasping ability is made possible because of a sliding mode control that makes the fingers adapt to the shape of an object before strengthening their positions.

Abstract:
Automatic segmentation of skin lesions is the first step towards the automated analysis of malignant melanoma. Although numerous segmentation methods have been developed, few studies have focused on determining the most effective color space for melanoma application. This paper proposes an automatic segmentation algorithm based on color space analysis and clustering-based histogram thresholding, a process which is able to determine the optimal color channel for detecting the borders in dermoscopy images. The algorithm is tested on a set of 30 high resolution dermoscopy images. A comprehensive evaluation of the results is provided, where borders manually drawn by four dermatologists, are compared to automated borders detected by the proposed algorithm, applying three previously used metrics of accuracy, sensitivity, and specificity and a new metric of similarity. By performing ROC analysis and ranking the metrics, it is demonstrated that the best results are obtained with the X and XoYoR color channels, resulting in an accuracy of approximately 97%. Abstract:
The material selection in the design of the sandwich structures is very crucial aspect because of the positive or negative influences of the base materials to the mechanical properties of the entire panel. In the literature, it was presented that the selection of the skin and core materials plays very important role on the behavior of the sandwich. Beside this, the use of the correct adhesive can make the whole structure to show better mechanical results and behavior. In the present work, the static three-point bending tests were performed on the sandwiches having an aluminum alloy foam core, the skins made of three different types of fabrics and two different commercial adhesives (flexible polyurethane and toughened epoxy based) at different values of support span distances by aiming the analyses of their flexural performance in terms of absorbed energy, peak force values and collapse mechanisms. The main results of the flexural loading are: force-displacement curves obtained after the bending tests, peak force and absorbed energy values, collapse mechanisms and adhesion quality. The experimental results presented that the sandwiches with epoxy based toughened adhesive and the skins made of S-Glass Woven fabrics indicated the best adhesion quality and mechanical properties. The sandwiches with toughened adhesive exhibited higher peak force and energy absorption values compared to the sandwiches with flexible adhesive. The use of these sandwich structures can lead to a weight reduction of the transport vehicles, providing an adequate structural strength under operating conditions.

Abstract:
The structures obtained with the use of sandwich technologies combine low weight with high energy absorbing capacity and load carrying capacity. Hence, there is a growing and markedly interest in the use of sandwiches with aluminum foam core because of very good properties such as flexural rigidity and energy absorption capability. In the current investigation, the static threepoint bending tests were carried out on the sandwiches with aluminum foam core and glass fiber reinforced polymer (GFRP) skins at different values of support span distances aiming the analyses of their flexural performance. The influence of the core thickness and the GFRP skin type was reported in terms of peak load and energy absorption capacity. For this purpose, the skins with two different types of fabrics which have same thickness value and the aluminum foam core with two different thicknesses were bonded with a commercial polyurethane based flexible adhesive in order to combine the composite sandwich panels. The main results of the bending tests are: force-displacement curves, peak force values, absorbed energy, collapse mechanisms and the effect of the support span length and core thickness. The results of the experimental study showed that the sandwich with the skins made of S-Glass Woven fabrics and with the thicker foam core presented higher mechanical values such as load carrying and energy absorption capacities. The increment of the support span distance generated the decrease of the mechanical values for each type of panels, as expected, because of the inverse proportion between the force and span length. The most common failure types of the sandwiches are debonding of the lower skin and the core shear. The obtained results have particular importance for applications that require lightweight structures with a high capacity of energy dissipation, such as the transport industry (automotive, aerospace, shipbuilding and marine industry), where the problems of collision and crash have increased in the last years.Keywords: Aluminum foam, Composite panel, Flexure, Transport application.
