416 Citizens- Expectations from Rural Telecentres: A Case Study of Implementation of Common Service Centres in Mushedpur Village, Haryana, India
Authors: Charru Malhotra, Girija Krishnaswamy
Abstract:
Setting up of rural telecentres, popularly referred to as Common Service Centres (CSCs), are considered one of the initial forerunners of rural e-Governance initiatives under the Government of India-s National e-Governance Plan (NeGP). CSCs are implemented on public-private partnership (PPP) – where State governments play a major role in facilitating the establishment of CSCs and investments are made by private companies referred to as Service Centre Agencies (SCAs). CSC implementation is expected to help in improving public service delivery in a transparent and efficient manner. However, there is very little research undertaken to study the actual impact of CSC implementation at the grassroots level. This paper addresses the gap by identifying the circumstances, concerns and expectations from the point-of-view of citizens and examining the finer aspects of social processes in the context of rural e-Governance.Keywords: Capacity Building, Citizens' Participation, e- Government, NeGP, PPP, Rural Telecentres

Authors: Faizal A. Samman, Thomas Hollstein, Manfred Glesner
Abstract:
This paper presents design trade-off and performance impacts of the amount of pipeline phase of control path signals in a wormhole-switched network-on-chip (NoC). The numbers of the pipeline phase of the control path vary between two- and one-cycle pipeline phase. The control paths consist of the routing request paths for output selection and the arbitration paths for input selection. Data communications between on-chip routers are implemented synchronously and for quality of service, the inter-router data transports are controlled by using a link-level congestion control to avoid lose of data because of an overflow. The trade-off between the area (logic cell area) and the performance (bandwidth gain) of two proposed NoC router microarchitectures are presented in this paper. The performance evaluation is made by using a traffic scenario with different number of workloads under 2D mesh NoC topology using a static routing algorithm. By using a 130-nm CMOS standard-cell technology, our NoC routers can be clocked at 1 GHz, resulting in a high speed network link and high router bandwidth capacity of about 320 Gbit/s. Based on our experiments, the amount of control path pipeline stages gives more significant impact on the NoC performance than the impact on the logic area of the NoC router. Keywords: Network-on-Chip, Synchronous Parallel Pipeline, Router Architecture, Wormhole Switching

Abstract:
The aim of this qualitative case study is to examine how school principals perform their new roles and responsibilities defined in accordance with the new curriculum. Of ten primary schools that the new curriculum was piloted in Istanbul in school year of 2004-2005, one school was randomly selected as the sample of the study. The participants of the study were comprised of randomly-selected 26 teachers working in the case school. To collect data, an interview schedule was developed based on the new role definitions for school principals by the National Ministry of Education. Participants were interviewed on one-to-one basis in February and March 2007. Overall results showed that the school principal was perceived to be successful in terms of the application of the new curriculum in school. According to the majority of teachers, the principal has done his best to establish the infrastructure that is necessary for successful application of the new program. In addition to these, the principal was reported to adopt a collegial and participatory leadership style by creating a positive school atmosphere that enables the school community (teachers, parents and students) to involve school more than before. Abstract:
Renewable energy resources are inexhaustible, clean as compared with conventional resources. Also, it is used to supply regions with no grid, no telephone lines, and often with difficult accessibility by common transport. Satellite earth stations which located in remote areas are the most important application of renewable energy. Neural control is a branch of the general field of intelligent control, which is based on the concept of artificial intelligence. This paper presents the mathematical modeling of satellite earth station power system which is required for simulating the system.Aswan is selected to be the site under consideration because it is a rich region with solar energy. The complete power system is simulated using MATLAB–SIMULINK.An artificial neural network (ANN) based model has been developed for the optimum operation of earth station power system. An ANN is trained using a back propagation with Levenberg–Marquardt algorithm. The best validation performance is obtained for minimum mean square error. The regression between the network output and the corresponding target is equal to 96% which means a high accuracy. Neural network controller architecture gives satisfactory results with small number of neurons, hence better in terms of memory and time are required for NNC implementation. The results indicate that the proposed control unit using ANN can be successfully used for controlling the satellite earth station power system.

Authors: Fredrik Pettersson
Abstract:
The paper applies a discourse analytical approach to investigate important concepts influencing the infrastructure planning process in the region of Scania in southern Sweden. Two discourses, one concerning regional development and one concerning sustainability are identified, discussed and contrasted. It is argued that the perceptions of problems and their suggested solutions related to transportation are based on specific ideas, in turn dependent on the importance given to certain concepts, such as regional enlargement, Scania as a transit region, the national environmental quality goals and regional attractiveness. These concepts, their underlying meaning structures and their relevance for the infrastructure planning process are analyzed. The handling of conflicting interests in the planning process, and the possible implications this may have is also discussed. The results indicate that the regional development discourse is dominant and although the solutions to the problems caused by transport are framed in similar ways in the two discourses a harmonization between conflicting goals is proving difficult to achieve.

Authors: Seungwoo Kim, Hyojune Chae, Yongrae Jung, Jongwook Kim
Abstract:
Recent medical studies have investigated the importance of enteral feeding and the use of feeding pumps for recovering patients unable to feed themselves or gain nourishment and nutrients by natural means. The most of enteral feeding system uses a peristaltic tube pump. A peristaltic pump is a form of positive displacement pump in which a flexible tube is progressively squeezed externally to allow the resulting enclosed pillow of fluid to progress along it. The squeezing of the tube requires a precise and robust controller of the geared motor to overcome parametric uncertainty of the pumping system which generates due to a wide variation of friction and slip between tube and roller. So, this paper proposes fuzzy adaptive controller for the robust control of the peristaltic tube pump. This new adaptive controller uses a fuzzy multi-layered architecture which has several independent fuzzy controllers in parallel, each with different robust stability area. Out of several independent fuzzy controllers, the most suited one is selected by a system identifier which observes variations in the controlled system parameter. This paper proposes a design procedure which can be carried out mathematically and systematically from the model of a controlled system. Finally, the good control performance, accurate dose rate and robust system stability, of the developed feeding pump is confirmed through experimental and clinic testing.

Authors: Sagir M. Yusuf, Chris Baber
Abstract:
In this paper, we describe how Bayesian inferential reasoning will contributes in obtaining a well-satisfied prediction for Distributed Constraint Optimization Problems (DCOPs) with uncertainties. We also demonstrate how DCOPs could be merged to multi-agent knowledge understand and prediction (i.e. Situation Awareness). The DCOPs functions were merged with Bayesian Belief Network (BBN) in the form of situation, awareness, and utility nodes. We describe how the uncertainties can be represented to the BBN and make an effective prediction using the expectation-maximization algorithm or conjugate gradient descent algorithm. The idea of variable prediction using Bayesian inference may reduce the number of variables in agents’ sampling domain and also allow missing variables estimations. Experiment results proved that the BBN perform compelling predictions with samples containing uncertainties than the perfect samples. That is, Bayesian inference can help in handling uncertainties and dynamism of DCOPs, which is the current issue in the DCOPs community. We show how Bayesian inference could be formalized with Distributed Situation Awareness (DSA) using uncertain and missing agents’ data. The whole framework was tested on multi-UAV mission for forest fire searching. Future work focuses on augmenting existing architecture to deal with dynamic DCOPs algorithms and multi-agent information merging.

Authors: M. Alwetaishi
Abstract:
One of the most common and traditional strategies in architecture is to design buildings passively. This is a way to ensure low building energy reliance with respect to specific micro-building locations. There are so many ways where buildings can be designed passively, some of which are applying thermal insulation, thermal mass, courtyard and glazing to wall ratio. This research investigates the impact of each of these aspects with respect to the hot and dry climate of the capital of Riyadh. Thermal Analysis Simulation (TAS) will be utilized which is powered by Environmental Design Simulation Limited company (EDSL). It is considered as one of the most powerful tools to predict energy performance in buildings. There are three primary building designs and methods which are using courtyard, thermal mass and thermal insulation. The same building size and fabrication properties have been applied to all designs. Riyadh city which is the capital of the country was taken as a case study of the research. The research has taken into account various zone directions within the building as it has a large contribution to indoor energy and thermal performance. It is revealed that it is possible to achieve nearly zero carbon building in the hot and dry region in winter with minimum reliance on energy loads for building zones facing south, west and east. Moreover, using courtyard is more beneficial than applying construction materials into building envelope. Glazing to wall ratio is recommended to be 10% and not exceeding 30% in all directions in hot and arid regions.

Abstract:
Large patients’ queues at pharmacies and hospitals are a problem that faces the supposedly smooth and healthy environment in United Arab Emirates. As this sometimes leads to dissatisfaction from visiting patients, we tried to solve this problem with additional beneficial functions by developing the Hospital-Pharmacy Management System. The primary purpose of this research is to develop a system that joins the databases of a hospital and a pharmacy together for a better integrated system that provides a better coherent working environment. Three methods are used to design the system. These methods are detailed literature review, an extensive feasibility study and surveys for doctors, hospital IT managers and End-users. Interviews and surveys with related stakeholders were done to depict system’s requirements; design and prototype. The prototype illustrates system’s features and its client and server architecture. The system has a mobile application for visiting patients to, mainly, keep track of their prescriptions and access to their personal information. The server side allows doctors to submit the prescriptions online to pharmacists who will process them. This system is expected to reduce the long waiting queues of patients and increase their satisfaction while also reducing doctors and pharmacists’ stress and facilitating their work. It will be deployed to users of Android devices only. This limitation will be resolved, as one of main future enhancements, once the system finds acceptance from hospitals and pharmacies in United Arab Emirates.

Investigation had been performed in channel installed in aerodynamical facility used as a part of national standard of air velocity. Relations defined in a research let us confirm the LDA and UA for air velocity reproduction to be the most advantageous measures. The results affirm ultrasonic anemometer to be reliable and favourable instrument for measurement of mean velocity or control of velocity stability in the velocity range of 0.05 m/s – 10 (15) m/s when the LDA used. The main aim of this research is to investigate low velocity regularities, starting from 0.05 m/s, including region of turbulent, laminar and transitional air flows. Theoretical and experimental results and brief analysis of it are given in the paper. Maximum and mean velocity relations for transitional air flow having unique distribution are represented. Abstract:
With the rapid development of national modern industry, people begin to pay attention to environmental pollution and harm caused by industrial dust. Based on above, a numerical study on the dedusting technology of industrial environment was conducted. The dynamic models of multicomponent particles collision and coagulation, breakage and deposition are developed, and the interaction of water droplet and aerosol particle in 2-Dimension flow field was researched by Eulerian-Lagrangian method and Multi-Monte Carlo method. The effects of the droplet scale, movement speed of droplet and the flow field structure on scavenging efficiency were analyzed. The results show that under the certain condition, 30μm of droplet has the best scavenging efficiency. At the initial speed 1m/s of droplets, droplets and aerosol particles have more time to interact, so it has a better scavenging efficiency for the particle.

Abstract:
The objective of this paper is to present the process of change in management accounting in Romania, a former communist country from Eastern Europe. In order to explain this process, we used the contingency and institutional theories. We focused on the following directions: the presentation of the scientific context and motivation of this research and the case study. We presented the state of the art in the process of change in the management accounting from the international and national perspective. We also described the evolution of management accounting in Romania in the context of economic and political changes. An important moment was the fall of communism in 1989. This represents a starting point for a new economic environment and for new management accounting. Accordingly, we developed a case study which presented this evolution. The conclusion of our research was that the changes in the management accounting system of the company analysed occurred in the same time with the institutionalisation of some elements (e.g. degree of competition, training and competencies in management accounting). The management accounting system was modelled by the contingencies specific to this company (e.g. environment, industry, strategy). Keywords: Management accounting, change, Romania, contingency and institutional theory.

Abstract:
In this paper, we propose a hardware and software design method for automotive Electronic Control Units (ECU) considering the functional safety. The proposed ECU is considered for the application to Electro-Mechanical Actuator systems and the validity of the design method is shown by the application to the Electro-Mechanical Brake (EMB) control system which is used as a brake actuator in Brake-By-Wire (BBW) systems. The importance of a functional safety-based design approach to EMB ECU design has been emphasized because of its safety-critical functions, which are executed with the aid of many electric actuators, sensors, and application software. Based on hazard analysis and risk assessment according to ISO26262, the EMB system should be ASIL-D-compliant, the highest ASIL level. To this end, an external signature watchdog and an Infineon 32-bit microcontroller TriCore are used to reduce risks considering common-cause hardware failure. Moreover, a software design method is introduced for implementing functional safety-oriented monitoring functions based on an asymmetric dual core architecture considering redundancy and diversity. The validity of the proposed ECU design approach is verified by using the EMB Hardware-In-the-Loop (HILS) system, which consists of the EMB assembly, actuator ECU, a host PC, and a few debugging devices. Furthermore, it is shown that the existing sensor fault tolerant control system can be used more effectively for mitigating the effects of hardware and software faults by applying the proposed ECU design method.

Abstract:
Nondestructive deflection testing has been accepted widely as a cost-effective tool for evaluating the structural condition of airfield pavements. Backcalculation of pavement layer moduli can be used to characterize the pavement existing condition in order to compute the load bearing capacity of pavement. This paper presents an improved best-fit backcalculation methodology based on deflection predictions obtained using finite element method (FEM). The best-fit approach is based on minimizing the squared error between falling weight deflectometer (FWD) measured deflections and FEM predicted deflections. Then, concrete elastic modulus and modulus of subgrade reaction were back-calculated using Heavy Weight Deflectometer (HWD) deflections collected at the National Airport Pavement Testing Facility (NAPTF) test site. It is an alternative and more versatile method in considering concrete slab geometry and HWD testing locations compared to methods currently available.

Abstract:
Recent advances of Building Information Modeling (BIM) especially in the Middle East have increased remarkably. Dubai has been taking a lead on this by making it mandatory for BIM to be adopted for all projects that involve complex architecture designs. This is because BIM is a dynamic process that assists all stakeholders in monitoring the project status throughout different project phases with great transparency. It focuses on utilizing information technology to improve collaboration among project participants during the entire life cycle of the project from the initial design, to the supply chain, resource allocation, construction and all productivity requirements. In view of this trend, the paper examines the extent of applying BIM in the State of Kuwait, by exploring practitioners’ perspectives on BIM, especially their perspectives on main barriers and main advantages. To this end structured interviews were carried out based on questionnaires and with a range of different construction professionals. The results revealed that practitioners perceive improved communication and mitigated project risks by encouraged collaboration between project participants. However, it was also observed that the full implementation of BIM in the State of Kuwait requires concerted efforts to make clients demanding BIM, counteract resistance to change among construction professionals and offer more training for design team members. This paper forms part of an on-going research effort on BIM and its application in the State of Kuwait and it is on this basis that further research on the topic is proposed.

Abstract:
Mobile IPv6 (MIPv6) describes how mobile node can change its point of attachment from one access router to another. As a demand for wireless mobile devices increases, many enhancements for macro-mobility (inter-domain) protocols have been proposed, designed and implemented in Mobile IPv6. Hierarchical Mobile IPv6 (HMIPv6) is one of them that is designed to reduce the amount of signaling required and to improve handover speed for mobile connections. This is achieved by introducing a new network entity called Mobility Anchor Point (MAP). This report presents a comparative study of the Hierarchical Mobility IPv6 and Mobile IPv6 protocols and we have narrowed down the scope to micro-mobility (intra-domain). The architecture and operation of each protocol is studied and they are evaluated based on the Quality of Service (QoS) parameter; handover latency. The simulation was carried out by using the Network Simulator-2. The outcome from this simulation has been discussed. From the results, it shows that, HMIPv6 performs best under intra-domain mobility compared to MIPv6. The MIPv6 suffers large handover latency. As enhancement we proposed to HMIPv6 to locate the MAP to be in the middle of the domain with respect to all Access Routers. That gives approximately same distance between MAP and Mobile Node (MN) regardless of the new location of MN, and possible shorter distance. This will reduce the delay since the distance is shorter. As a future work performance analysis is to be carried for the proposed HMIPv6 and compared to HMIPv6.

Authors: M. Saravanan, M. Madheswaran
Abstract:
Wireless Sensor Network (WSN) clustering architecture enables features like network scalability, communication overhead reduction, and fault tolerance. After clustering, aggregated data is transferred to data sink and reducing unnecessary, redundant data transfer. It reduces nodes transmitting, and so saves energy consumption. Also, it allows scalability for many nodes, reduces communication overhead, and allows efficient use of WSN resources. Clustering based routing methods manage network energy consumption efficiently. Building spanning trees for data collection rooted at a sink node is a fundamental data aggregation method in sensor networks. The problem of determining Cluster Head (CH) optimal number is an NP-Hard problem. In this paper, we combine cluster based routing features for cluster formation and CH selection and use Minimum Spanning Tree (MST) for intra-cluster communication. The proposed method is based on optimizing MST using Simulated Annealing (SA). In this work, normalized values of mobility, delay, and remaining energy are considered for finding optimal MST. Simulation results demonstrate the effectiveness of the proposed method in improving the packet delivery ratio and reducing the end to end delay.

Abstract:
In new energy development, wind power has boomed. It is due to the proliferation of wind parks and their operation in supplying the national electric grid with low cost and clean resources. Hence, there is an increased need to establish a proactive maintenance for wind turbine machines based on remote control and monitoring. That is necessary with a real-time wireless connection in offshore or inaccessible locations while the wired method has many flaws. The objective of this strategy is to prolong wind turbine lifetime and to increase productivity. The hardware of a remote control and monitoring system for wind turbine parks is designed. It takes advantage of GPRS or Wi-Max wireless module to collect data measurements from different wind machine sensors through IP based multi-hop communication. Computer simulations with Proteus ISIS and OPNET software tools have been conducted to evaluate the performance of the studied system. The construction of a civil structure inside a urban area inevitably modifies the outdoor microclimate at the building site. Wind speed, wind direction, air pollution, driving rain, radiation and daylight are some of the main physical aspects that are subjected to the major changes. The quantitative amount of these modifications depends on the shape, size and orientation of the building and on its interaction with the surrounding environment. The flow field over a flat roof model building has been numerically investigated in order to determine two-dimensional CFD guidelines for the calculation of the turbulent flow over a structure immersed in an atmospheric boundary layer. To this purpose, a complete validation campaign has been performed through a systematic comparison of numerical simulations with wind tunnel experimental data.Several turbulence models and spatial node distributions have been tested for five different vertical positions, respectively from the upstream leading edge to the downstream bottom edge of the analyzed model. Flow field characteristics in the neighborhood of the building model have been numerically investigated, allowing a quantification of the capabilities of the CFD code to predict the flow separation and the extension of the recirculation regions. The proposed calculations have allowed the development of a preliminary procedure to be used as a guidance in selecting the appropriate grid configuration and corresponding turbulence model for the prediction of the flow field over a twodimensional roof architecture dominated by flow separation. Keywords: CFD, roof, building, wind.

Authors: L. Melecký
Abstract:
Measurement of competitiveness between countries or regions is an important topic of many economic analysis and scientific papers. In European Union (EU), there is no mainstream approach of competitiveness evaluation and measuring. There are many opinions and methods of measurement and evaluation of competitiveness between states or regions at national and European level. The methods differ in structure of using the indicators of competitiveness and ways of their processing. The aim of the paper is to analyze main sources of competitive potential of the EU Member States with the help of Factor analysis (FA) and to classify the EU Member States to homogeneous units (clusters) according to the similarity of selected indicators of competitiveness factors by Cluster analysis (CA) in reference years 2000 and 2011. The theoretical part of the paper is devoted to the fundamental bases of competitiveness and the methodology of FA and CA methods. The empirical part of the paper deals with the evaluation of competitiveness factors in the EU Member States and cluster comparison of evaluated countries by cluster analysis.

Authors: L. Salhi, M. Talbi, A. Cherif
Abstract:
This paper presents a new strategy of identification and classification of pathological voices using the hybrid method based on wavelet transform and neural networks. After speech acquisition from a patient, the speech signal is analysed in order to extract the acoustic parameters such as the pitch, the formants, Jitter, and shimmer. Obtained results will be compared to those normal and standard values thanks to a programmable database. Sounds are collected from normal people and patients, and then classified into two different categories. Speech data base is consists of several pathological and normal voices collected from the national hospital “Rabta-Tunis". Speech processing algorithm is conducted in a supervised mode for discrimination of normal and pathology voices and then for classification between neural and vocal pathologies (Parkinson, Alzheimer, laryngeal, dyslexia...). Several simulation results will be presented in function of the disease and will be compared with the clinical diagnosis in order to have an objective evaluation of the developed tool. Keywords: Formants, Neural Networks, Pathological Voices, Pitch, Wavelet Transform.

Authors: Arniyati Ahmad, Christopher Johnson, Timothy Storer
Abstract:
Cyber exercises used to assess the preparedness of a community against cyber crises, technology failures and Critical Information Infrastructure (CII) incidents. The cyber exercises also called cyber crisis exercise or cyber drill, involved partnerships or collaboration of public and private agencies from several sectors. This study investigates Organisation Cyber Resilience (OCR) of participation sectors in cyber exercise called X Maya in Malaysia. This study used a principal based cyber resilience survey called CSuite Executive checklist developed by World Economic Forum in 2012. To ensure suitability of the survey to investigate the OCR, the reliability test was conducted on C-Suite Executive checklist items. The research further investigates the differences of OCR in ten Critical National Infrastructure Information (CNII) sectors participated in the cyber exercise. The One Way ANOVA test result showed a statistically significant difference of OCR among ten CNII sectors participated in the cyber exercise. Keywords: Critical Information Infrastructure, Cyber Resilience, Organisation Cyber Resilience, Reliability Test.

Authors: Asaiel Alohaly
Abstract:
A theoretical framework for corporate governance is needed to bridge the gap between the corporate governance of private companies and State-Owned Enterprises (SOEs). The two dominant models, being shareholder and stakeholder, do not always address the specific requirements and challenges posed by ‘hybrid’ companies; namely, previously national bodies that have been privatised while the government retains significant control or holds a majority of shares. Thus, an exploratory theoretical study is needed to identify how ‘hybrid’ companies should be defined and why the state model should be acknowledged since it is the less conspicuous model in comparison with the shareholder and stakeholder models. This research focuses on the state model of corporate governance to understand the complex ownership, control pattern, goals, and corporate governance of these hybrid companies. The significance of this research lies in the fact that there is a limited available publication on the state model. This research argues for the state model, which proceeds from an understanding of the institutionally embedded characteristics of hybrid companies, where the government as a shareholder, is either a majority of the total shares, or has been granted power based on the rule of law; the company bylaws.

Authors: Siyanee Hirunsalee, Paola Rizziand Hidehiko Kanegae
Abstract:
The fundamental objective of the university is to genuinely provide a higher education to mankind and society. Higher education institutions earn billions of dollars in research funds, granted by national government or related institutions, which literally came from taxpayers. Everyday universities consume those grants; in return, provide society with a human resource and research developments. However, not all taxpayers have their major concerns on those researches, other than that they are more curiously to see the project being build tangibly and evidently to certify what they pay for. This paper introduces the concept of University – Community Business Continuity Management for Disaster – Resilient City, which modified the concept of Business Continuity Management (BCM) toward university community to create advancing collaboration leading to the disaster – resilient community and city. This paper focuses on describing in details the backgrounds and principles of the concept and discussing the advantages and limitations of the concept. Keywords: Business Continuity Management, Disaster ResilientCity, Disaster Management, University – Community Collaboration.
