716 The National Energy Strategy for Saudi Arabia
Authors: Ziyad Aljarboua
Abstract:
In this paper, we present a technical and an economic assessment of several sources of renewable energy in Saudi Arabia; mainly solar, wind, hydro and biomass. We analyze the environmental and climatic conditions in relation to these sources and give an overview of some of the existing clean energy technologies. Using standardized cost and efficiency data, we carry out a cost benefit analysis to understand the economic factors influencing the sustainability of energy production from renewable sources in light of the energy cost and demand in the Saudi market. Finally, we take a look at the Saudi petroleum industry and the existing sources of conventional energy and assess the potential of building a successful market for renewable energy under the constraints imposed by the flow of subsidized cheap oil. We show that while some renewable energy resources are well suited for distributed or grid connected generation in the kingdom, their viability is greatly undercut by the well developed and well capitalized oil industry. Keywords: Energy strategy, energy policy, renewable energy, Saudi Arabia, oil.

Authors: Benjamin Osei Tutu, Sharon Annison
Abstract:
On 21st November, 2016, an outbreak of foodborne illness occurred after a buffet lunch served during a stakeholders’ consultation meeting held in Accra. An investigation was conducted to characterise the affected people, determine the etiologic food, the source of contamination and the etiologic agent and to implement appropriate public health measures to prevent future occurrences. A retrospective cohort study was conducted via telephone interviews, using a structured questionnaire developed from the buffet menu. A case was defined as any person suffering from symptoms of foodborne illness e.g. diarrhoea and/or abdominal cramps after eating food served during the stakeholder consultation meeting in Accra on 21st November, 2016. The exposure status of all the members of the cohort was assessed by taking the food history of each respondent during the telephone interview. The data obtained was analysed using Epi Info 7. An environmental risk assessment was conducted to ascertain the source of the food contamination. Risks of foodborne infection from the foods eaten were determined using attack rates and odds ratios. Data was obtained from 54 people who consumed food served during the stakeholders’ meeting. Out of this population, 44 people reported with symptoms of food poisoning representing 81.45% (overall attack rate). The peak incubation period was seven hours with a minimum and maximum incubation periods of four and 17 hours, respectively. The commonly reported symptoms were diarrhoea (97.73%, 43/44), vomiting (84.09%, 37/44) and abdominal cramps (75.00%, 33/44). From the incubation period, duration of illness and the symptoms, toxin-mediated food poisoning was suspected. The environmental risk assessment of the implicated catering facility indicated a lack of time/temperature control, inadequate knowledge on food safety among workers and sanitation issues. Limited number of food samples was received for microbiological analysis. Multivariate analysis indicated that illness was significantly associated with the consumption of the snacks served (OR 14.78, P < 0.001). No stool and blood or samples of etiologic food were available for organism isolation; however, the suspected etiologic agent was Staphylococcus aureus or Clostridium perfringens. The outbreak could probably be due to the consumption of unwholesome snack (tuna sandwich or chicken. The contamination and/or growth of the etiologic agent in the snack may be due to the breakdown in cleanliness, time/temperature control and good food handling practices. Training of food handlers in basic food hygiene and safety is recommended.

Authors: H. Ostad-Ahmad-Ghorabi, T. Rahmani, D. Gerhard
Abstract:
Product Data Management (PDM) systems for Computer Aided Design (CAD) file management are widely established in design processes. This management system is indispensable for design collaboration or when design task distribution is present. It is thus surprising that engineering design curricula has not paid much attention in the education of PDM systems. This is also the case for eduction of ecodesign and environmental evaluation of products. With the rise of sustainability as a strategic aspect in companies, environmental concerns are becoming a key issue in design. This paper discusses the establishment of a PDM platform to be used among technical and vocational schools in Austria. The PDM system facilitates design collaboration among these schools. Further, it will be discussed how the PDM system has been prepared in order to facilitate environmental evaluation of parts, components and subassemblies of a product. By integrating a Business Intelligence solution, environmental Life Cycle Assessment and communication of results is enabled. Keywords: CAD, Engineering Design, Design Education, ProductLife Cycle, Sustainability

Authors: M. Alardhi, A. Almazrouee, S. Alsaleh
Abstract:
Oxide scale thickness measurements are used in assessing the life of different components operating at high temperature environment. Such measurements provide an approximation for the temperature inside components such as reheater and superheater tubes. A number of failures were encountered in one of the boilers in one of Kuwaiti power plants. These failure were mainly in the first row of the primary super heater tubes, therefore, the specialized engineer decide to replace them during the annual shutdown. As a tool for failure analysis, oxide scale thickness measurement were used to investigate the temperature distribution in these tubes. In this paper, the oxide scale thickness of these tubes were measured and used for analysis. The measurements provide an illustration of the distribution of heat transfer of the primary superheater tubes in the boiler system. Remarks and analysis about the design of the boiler are also provided.

Authors: María Fernández-Ropero, Ricardo Pérez-Castillo, Ismael Caballero, Mario Piattini
Abstract:
Appropriate description of business processes through standard notations has become one of the most important assets for organizations. Organizations must therefore deal with quality faults in business process models such as the lack of understandability and modifiability. These quality faults may be exacerbated if business process models are mined by reverse engineering, e.g., from existing information systems that support those business processes. Hence, business process refactoring is often used, which change the internal structure of business processes whilst its external behavior is preserved. This paper aims to choose the most appropriate set of refactoring operators through the quality assessment concerning understandability and modifiability. These quality features are assessed through well-proven measures proposed in the literature. Additionally, a set of measure thresholds are heuristically established for applying the most promising refactoring operators, i.e., those that achieve the highest quality improvement according to the selected measures in each case. Keywords: business process model, modifiability, refactoring, understandability

Authors: Suriyani Ariffin, Nor Aziah Alias, Khairil Iskandar Othman, Haslinda Yusoff
Abstract:
An Integrated Cumulative Grade Point Average (iCGPA) is a mechanism and strategy to ensure the curriculum of an academic programme is constructively aligned to the expected learning outcomes and student performance based on the attainment of those learning outcomes that is reported objectively in a spider web. Much effort and time has been spent to develop a viable mechanism and trains academics to utilize the platform for reporting. The question is: How well do learners conceive the idea of their achievement via iCGPA and whether quality learner attributes have been nurtured through the iCGPA mechanism? This paper presents the architecture of an integrated CGPA mechanism purported to address a holistic evaluation from the evaluation of courses learning outcomes to aligned programme learning outcomes attainment. The paper then discusses the students’ understanding of the mechanism and evaluation of their achievement from the generated spider web. A set of questionnaires were distributed to a group of students with iCGPA reporting and frequency analysis was used to compare the perspectives of students on their performance. In addition, the questionnaire also explored how they conceive the idea of an integrated, holistic reporting and how it generates their motivation to improve. The iCGPA group was found to be receptive to what they have achieved throughout their study period. They agreed that the achievement level generated from their spider web allows them to develop intervention and enhance the programme learning outcomes before they graduate.

Abstract:
The objective of the study is to assess the implementation of LED lighting into forest machine work in the dark. In addition, the paper includes a wide variety of important and relevant safety and health parameters. In modern, computerized work in the cab of forest machines, artificial illumination is a demanding task when performing duties, such as the visual inspections of wood and computer calculations. We interviewed entrepreneurs and gathered the following as the most pertinent themes: (1) safety, (2) practical problems, and (3) work with LED lighting. The most important comments were in regards to the practical problems of LED lighting. We found indications of technical problems in implementing LED lighting, like snow and dirt on the surfaces of lamps that dim the emission of light. Moreover, service work in the dark forest is dangerous and increases the risks of on-site accidents. We also concluded that the amount of blue light to the eyes should be assessed, especially, when the drivers are working in a semi-dark cab. Keywords: Forest machines, health, LED, safety.

Abstract:
Nonalcoholic fatty liver disease (NAFLD) has increased in conjunction with obesity. The accuracy of risk factors for detecting NAFLD in obese adolescents has not undergone a formal evaluation. The aim of this study was to evaluate predictors of NAFLD among Egyptian female obese adolescents. The study included 162 obese female adolescents. All were subjected to anthropometry, biochemical analysis and abdominal ultrasongraphic assessment. Metabolic syndrome (MS) was diagnosed according to the IDF criteria. Significant association between presence of MS and NAFLD was observed. Obese adolescents with NAFLD had significantly higher levels of ALT, triglycerides, fasting glucose, insulin, blood pressure and HOMA-IR, whereas decreased HDL-C levels as compared with obese cases without NAFLD. Receiver– operating characteristic (ROC) curve analysis shows that ALT is a sensitive predictor for NAFLD, confirming that ALT can be used as a marker of NAFLD.

Authors: György Á. Horváth, Piroska Harazin
Abstract:
The transition to sustainable development requires considerable investments from stakeholders, both financial and immaterial. However, accounting for such investments often poses a challenge, as ventures with intangible or non-financial returns remain oblivious to conventional accounting techniques and risk assessment. That such investments may significantly contribute to the welfare of those affected may act as a driving force behind attempting to bridge this gap. This gains crucial importance as investments must be also backed by governments and administrations; entities whose budget depends on taxpayers- contributions and whose tasks are based on securing the welfare of their citizens. Besides economic welfare, citizens also require social and environmental wellbeing too. However, administrations must also safeguard that welfare is guaranteed not only to present, but to future generations too. With already strained budgets and the requirement of sustainable development, governments on all levels face the double challenge of making both of these ends meet. Keywords: Accounting, Administration and Government, RiskAssessment, Sustainable Development

Authors: D. Mirauda, M. Greco, P. Moscarelli
Abstract:
The river flow forecasting represents a crucial point to employ for improving a management policy addressed to the right use of water resources as well as for conjugating prevention and defense actions against environmental degradation. The difficulties occurring during the field activities encourage the development and implementation of operative computation and measuring methods addressed to time reduction for data acquisition and processing maintaining a good level of accuracy. Therefore, the aim of the present work is to test a new entropy based expeditive methodology for the evaluation of the rating curves on three gauged sections with different geometric and morphological characteristics. The methodology requires the choice of only three verticals along the measure section and the sampling of only the maximum velocity. The results underline how in most conditions the rating curves drawn can replace those built with classic methodologies, simplifying thus the procedures of data monitoring and calculation.

Authors: Helena Kovačič, Andrej Rus
Abstract:
The authors of this paper compared ratings for leadership competences of managers in the healthcare sector and professional managers in Slovenia. Managers’ competence scores were analyzed for Slovenia and compared with some other EU countries. Comparisons of correlations yielded significant differences in leader/non-leader healthcare professionals in their relational competences. Cross-cultural comparisons also point to these differences in many countries included in the survey. Comparing these managers with the professional managers, one of the relational competences significantly distinguishes the two groups, namely the competence of taking initiative in establishing contacts with experts outside the organization. What is surprising from our analysis is the high number of competences that significantly differentiate leaders in healthcare from professional managers. Empirically based assessment provided a robust method for assessing and comparing leadership competences and point out significant results for leadership development.

Several optimization algorithms specifically applied to the problem of Operation Planning of Hydrothermal Power Systems have been developed and are used. Although providing solutions to various problems encountered, these algorithms have some weaknesses, difficulties in convergence, simplification of the original formulation of the problem, or owing to the complexity of the objective function. Thus, this paper presents the development of a computational tool for solving optimization problem identified and to provide the User an easy handling. Adopted as intelligent optimization technique, Genetic Algorithms and programming language Java. First made the modeling of the chromosomes, then implemented the function assessment of the problem and the operators involved, and finally the drafting of the graphical interfaces for access to the User. Abstract:
In this paper we propose a new content-weighted method for full reference (FR) video quality control using a region of interest (ROI) and wherein two-component weighted metrics for Deaf People Video Communication. In our approach, an image is partitioned into region of interest and into region "dry-as-dust", then region of interest is partitioned into two parts: edges and background (smooth regions), while the another methods (metrics) combined and weighted three or more parts as edges, edges errors, texture, smooth regions, blur, block distance etc. as we proposed. Using another idea that different image regions from deaf people video communication have different perceptual significance relative to quality. Abstract:
Geoengineering approaches to climate change mitigation are unpopular and regarded with suspicion. Of these, space-based approaches are regarded as unworkable and enormously costly. Here, a space-based approach is presented that is modest in cost, fully controllable and reversible, and acts as a natural spur to the development of solar power satellites over the longer term as a clean source of energy. The low-cost approach exploits self-replication technology which it is proposed may be enabled by 3D printing technology. Self-replication of 3D printing platforms will enable mass production of simple spacecraft units. Key elements being developed are 3D-printable electric motors and 3D-printable vacuum tube-based electronics. The power of such technologies will open up enormous possibilities at low cost including space-based geoengineering.

Abstract:
Hot Mix Asphalt (HMA) is one of the most commonest constructed asphalts in Iran and the quality control of constructed roads with HMA have been always paid due attention by researchers. The quality control of constructed roads with this method is being usually carried out by measuring volumetric parameters of HMA marshall samples. One of the important parameters that has a critical role in changing these volumetric parameters is “compaction temperature"; which as a result of its changing, volumetric parameters of Marshall Samples and subsequently constructed asphalt is encountered with variations. In this study, considering the necessity of preservation of the compaction temperature, the effect of various temperatures on Hot Mix Asphalt (HMA) samples properties has been evaluated. As well, to evaluate the effect of this parameter on different grading, two different grading (Top coat index grading and binder index grading) have been used and samples were compacted at 5 various temperatures. Keywords: Compaction Temperature, HMA, Volumetric Parameters, Marshall Method

It is a well-established fact that terrorism is one of the foremost threats to present-day international security. The creation of tools or mechanisms for confronting it in an effective and efficient manner will only be possible by way of an objective assessment of the phenomenon. In order to achieve this, this paper has the following three main objectives: Firstly, setting out to find the reasons that have prevented the establishment of a universally accepted definition of terrorism, and consequently trying to outline the main features defining the face of the terrorist threat in order to discover the fundamental goals of what is now a serious blight on world society. Secondly, trying to explain the differences between a terrorist movement and a terrorist organisation, and the reasons for which a terrorist movement can be led to transform itself into an organisation. After analysing these motivations and the characteristics of a terrorist organisation, an example of the latter will be succinctly analysed to help the reader understand the ideas expressed. Lastly, discovering and exposing the factors that can lead to the appearance of terrorist tendencies, and discussing the most efficient and effective responses that can be given to this global security threat.

Abstract:
Simplified coupled engine block-crankshaft models based on beam theory provide an efficient substitute to engine simulation in the design process. These models require accurate definition of the main bearing stiffness. In this paper, an investigation of this stiffness is presented. The clearance effect is studied using a smooth bearing model. It is manifested for low shaft displacement. The hydrodynamic assessment model shows that the oil film has no stiffness for low loads and it is infinitely rigid for important loads. The deformation stiffness is determined using a suitable finite elements model based on real CADs. As a result, a main bearing behaviour law is proposed. This behaviour law takes into account the clearance, the hydrodynamic sustention and the deformation stiffness. It ensures properly the transition from the configuration low rigidity to the configuration high rigidity. Keywords: Clearance, deformation stiffness, main bearing behaviour law, oil film stiffness

Abstract:
The aim of this paper is to give an assessment of environmental effects of IPPC permit conditions of installations that are in specific territory with high concentration of industrial activities. The IPPC permit is the permit that each operator should hold to operate the installation as stated by the directive 2010/75/UE on industrial emissions (integrated pollution prevention and control), known as IED (Industrial Emissions Directive). The IPPC permit includes all the measures necessary to achieve a high level of protection of the environment as a whole, also defining the monitoring requirements as measurement methodology, frequency and evaluation procedure. The emissions monitoring of a specific plant may also give indications of the contribution of these emissions on the air quality of a definite area. So, it is clear that the IPPC permits are important tools both to improve the environmental framework and to achieve the air quality standards, assisting to assess the possible industrial sources contributions to air pollution.

Diagnosis and treatment currently rely on the subjective judgement of experienced professionals. An objective method of tissue assessment is required. In this paper, a data fusion approach was taken to wound tissue classification. The supervised Maximum Likelihood and unsupervised Multi-Modal Expectation Maximisation algorithms were used to classify tissues within simulated wound models by weighting the contributions of both colour and 3D depth information. It was found that, at low weightings, depth information could show significant improvements in classification accuracy when compared to classification by colour alone, particularly when using the maximum likelihood method. However, larger weightings were found to have an entirely negative effect on accuracy. Keywords: Classification, data fusion, diabetic foot, stereophotogrammetry, tissue colour.

Abstract:
Degradation of polymeric insulation systems of electrical equipments increases the space charge density and the concentration of electrical dipoles. By consequence, the maximum values and the slopes of absorption/resorption (A/R) currents can change with insulation systems ageing. In this paper, an analysis of the nature of the A/R currents and the importance of their components, especially the polarization current and the current given by the space charge, is presented. The experimental study concerns the A/R currents measurements of plane samples (made from CALMICAGLAS tapes), virgin and thermally accelerated aged. The obtained results show that the ageing process produces an increase of the values and a decrease of shapes of the A/R currents. Finally, the possibility of estimating insulations ageing state and lifetime from A/R currents measurements is discussed. Keywords: Insulation Systems, Absorption/Resorption Currents, Ageing, Lifetime.

The latest advances in neuroscience have revealed the existence of different brain activity in the learning process that can be highlighted through the use of innocuous, low-cost and easy-access techniques such as, among others, the BAEP that can help us to detect early possible neurodevelopmental difficulties for their subsequent assessment and cure. To date and the authors best knowledge, only the latency data obtained, observing the first to V waves and mainly in the left ear, were taken into account. In most methods, probabilistic constraints are reduced to deterministic constraints that are tractable in an optimization problem. However, there is a gap between the transformed deterministic constraints in case of known and unknown probability distribution. In the medical industry, teaching medical image processing techniques is a crucial part of training biomedical engineers, as it has integrated applications with health care facilities and hospitals. The aim of this article is to present a teaching-learning simulation tool, developed in MATLAB using Graphical User Interface, for medical image fusion that explores different image fusion methodologies and processes in combination with image pre-processing techniques. The application uses different algorithms and medical fusion techniques in real time, allowing to view original images and fusion images, compare processed and original images, adjust parameters and save images. The tool proposed in an innovative teaching and learning environment, consists of a dynamic and motivating teaching simulation for biomedical engineering students to acquire knowledge about medical image fusion techniques, necessary skills for the training of biomedical engineers. In conclusion, the developed simulation tool provides a real-time visualization of the original and fusion images and the possibility to test, evaluate and progress the student’s knowledge about the fusion of medical images. It also facilitates the exploration of medical imaging applications, specifically image fusion, which is critical in the medical industry. Teachers and students can make adjustments and/or create new functions, making the simulation environment adaptable to new techniques and methodologies.
