738 The European Union’s Generalized System of Preferences (GSP) and the Prospect of a Unified Database

Abstract:
Free access for Georgian goods to the EU markets is one of the important factors for Georgia’s economic development, attraction of investments and raising the standard of living. The European Union is the most important trade partner for Georgia. Great experience has been accumulated with respect to removing trade barriers between Georgia and the European Union. Despite it, certain problems still persist.
In the present article, we have reviewed the systems of preferences with the European Union, the EU’s Generalized System of Preferences (GSP) and the essence of ongoing reform; we have assessed weak and strong sides of relations established between the European Union and Georgia in this regard; analyzed Georgia’s export and import over the past years; also reviewed the prospect of a unified database; established existing and anticipated positive and negative factors. Based on the analysis, we have provided the relevant recommendations.

Abstract:
In this paper, a new dependable algorithm based on an adaptation of the standard variational iteration method (VIM) is used for analyzing the transition from steady convection to chaos for lowto-intermediate Rayleigh numbers convection in porous media. The solution trajectories show the transition from steady convection to chaos that occurs at a slightly subcritical value of Rayleigh number, the critical value being associated with the loss of linear stability of the steady convection solution. The VIM is treated as an algorithm in a sequence of intervals for finding accurate approximate solutions to the considered model and other dynamical systems. We shall call this technique as the piecewise VIM. Numerical comparisons between the piecewise VIM and the classical fourth-order Runge–Kutta (RK4) numerical solutions reveal that the proposed technique is a promising tool for the nonlinear chaotic and nonchaotic systems.

Abstract:
The critical key success factors, which have to be targeted with appropriate change management, are the user acceptance and support of a new Enterprise Resource Planning (ERP) system at the early implementation stages. This becomes even more important in Arab context where national and organisational culture with a different value and belief system, resulting in different management styles, might not complement with Western business culture embedded in the predefined standard business processes of existing ERP packages. This study explains and critically evaluates research into national and organizational culture and the influence of different national cultures on the implementation and reengineering process of ERP packages in an Arab context. Using a case study, realized through a quantitative survey testing five of Martinsons’s and Davison’s propositions in a Libyan sample company, confirmed the expected results from the literature review that culture has an impact on the implementation process and that employee empowerment is an unavoidable consequence of an ERP implementation.Keywords: Enterprise resource planning, ERP systems, organisational culture, Arab context.

Abstract:
We present a family of data-reusing and affine projection algorithms. For identification of a noisy linear finite impulse response channel, a partial knowledge of a channel, especially noise, can be used to improve the performance of the adaptive filter. Motivated by this fact, the proposed scheme incorporates an estimate of a knowledge of noise. A constraint, called the adaptive noise constraint, estimates an unknown information of noise. By imposing this constraint on a cost function of data-reusing and affine projection algorithms, a cost function based on the adaptive noise constraint and Lagrange multiplier is defined. Minimizing the new cost function leads to the adaptive noise constrained (ANC) data-reusing and affine projection algorithms. Experimental results comparing the proposed schemes to standard data-reusing and affine projection algorithms clearly indicate their superior performance.Keywords: Data-reusing, affine projection algorithm, error constraint, system identification.

Abstract:
The need to save time and cost of soil testing at the planning stage of road work has necessitated developing predictive models. This study proposes a model for predicting the dry density of lateritic soils stabilized with corn cob ash (CCA) and blended cement - CCA. Lateritic soil was first stabilized with CCA at 1.5, 3.0, 4.5 and 6% of the weight of soil and then stabilized with the same proportions as replacement for cement. Dry density, specific gravity, maximum degree of saturation and moisture content were determined for each stabilized soil specimen, following standard procedure. Polynomial equations containing alpha and beta parameters for CCA and blended CCA-cement were developed. Experimental values were correlated with the values predicted from the Matlab curve fitting tool, and the Solver function of Microsoft Excel 2010. The correlation coefficient (R2) of 0.86 was obtained indicating that the model could be accepted in predicting the maximum dry density of CCA stabilized soils to facilitate quick decision making in roadworks.Keywords: Corn cob ash, lateritic soil, stabilization, maximum dry density, moisture content.

Abstract:
This paper presents the electrical effect of two neighboring distribution substation during the construction phase. The size of auxiliary grounding grid have an effect on entire grounding system. The bigger the size of auxiliary grounding grid, the lower the GPR and maximum touch voltage, with the exception that when the two grids are unconnected, i.e. the bigger the size of auxiliary grounding grid, the higher the maximum step voltage. The results in this paper could be served as design guideline of grounding system, and perhaps remedy of some troublesome grounding grids in power distribution’s system. Modeling and simulation is carried out on the Current Distribution Electromagnetic interference Grounding and Soil structure (CDEGS) program. The simulation results exhibit the design and analysis of power system grounding and perhaps could be set as a standard in grounding system design and modification in distribution substations.

Abstract:
This study was conducted to investigate the effect of the antioxidant activity of germinated African Yam Bean (AYB) on oxidative stress markers in alloxan induced diabetic rat. Rats were randomized into three groups; control, diabetic and germinated AYB – treated diabetic rats. The Total phenol and flavonoid content and DPPH radical scavenging activity before and after germination were investigated. The glucose level, lipid peroxidation and reduced glutathione of the animals were also determined using standard technique for four weeks. Germination increased the total phenol, flavonoid and antioxidant activity of AYB extract by 19.14%, 32.28% and 57.25% respectively. The diabetic rats placed on germinated AYB diet had a significant decrease in the blood glucose and lipid peroxidation with a corresponding increase in glutathione (p<0.05). These results demonstrate that consumption of germinated AYB can be a good dietary supplement in inhibiting hyperglycemia/ hyperlipidemia and the prevention of diabetic complication associated with oxidative stress.

Abstract:
Wood decay is addressed continuously within the wood industry through use and development of wood preservatives. The increasing awareness on the negative effects of many chemicals towards the environment is causing political restrictions in their use and creating more urgent need for research on green alternatives. This paper discusses some of the possible natural extracts for wood preserving applications and compares the analytical methods available for testing their behavior and efficiency against decay fungi. The results indicate that natural extracts have interesting chemical constituents that delay fungal growth but vary in efficiency depending on the chemical concentration and substrate used. Results also suggest that presence and redistribution of preservatives in wood during exposure trials can be assessed by spectral imaging methods although standardized methods are not available. This study concludes that, in addition to the many standard methods available, there is a need to develop new faster methods for screening potential preservative formulation while maintaining the comparability and relevance of results.

Structural Integrity Management (SIM) is important for the protection of offshore crew, environment, business assets and company and industry reputation. API RP 2A contained guidelines for assessment of existing platforms mostly for the Gulf of Mexico (GOM). ISO 19902 SIM framework also does not specifically cater for Malaysia. There are about 200 platforms in Malaysia with 90 exceeding their design life. The Petronas Carigali Sdn Bhd (PCSB) uses the Asset Integrity Management System and the very subjective Risk based Inspection Program for these platforms. Petronas currently doesn-t have a standalone Petronas Technical Standard PTS-SIM. This study proposes a recommended practice for the SIM process for offshore structures in Malaysia, including studies by API and ISO and local elements such as the number of platforms, types of facilities, age and risk ranking. Case study on SMG-A platform in Sabah shows missing or scattered platform data and a gap in inspection history. We present a simulation and realization of a battery charge regulator (BCR) in microsatellite earth observation. The tests were performed on battery pack 12volt, capacity 24Ah and the solar array open circuit voltage of 100 volt and optimum power of about 250 watt. The battery charge is made by solar module. The principle is to adapt the output voltage of the solar module to the battery by using the technique of pulse width modulation (PWM). Among the different techniques of charge battery, we opted for the technique of the controller ON/OFF is a standard technique and simple, it-s easy to be board executed validation will be made by simulation "Proteus Isis Professional software ". Abstract:
The article presents results from the AF3 project “Advanced Forest Fire Fighting” focused on Unmanned Aircraft Systems (UAS)-based 3D surveillance and 3D area mapping using high-resolution photogrammetric methods from multispectral imaging, also taking advantage of the 3D scanning techniques from the SCAN4RECO project. We also present a proprietary embedded sensor system used for the detection of fire ignitions in the forest using near-infrared based scanner with weight and form factors allowing it to be easily deployed on standard commercial micro-UAVs, such as DJI Inspire or Mavic. Results from real-life pilot trials in Greece, Spain, and Israel demonstrated added-value in the use of UAS for precise and reliable detection of forest fires, as well as high-resolution 3D aerial modeling for accurate quantification of human resources and equipment required for firefighting.

Abstract:
In aviation a very narrow spectrum of control inceptors exists, namely centre-sticks, side-sticks, pedals and yokes. However, new types of aircraft are emerging and with them a need for new inceptors. A manned multicopter created at AGH University of Science and Technology is an aircraft in which the pilot takes a specific orientation in which classical inceptors may be impractical to use. In this paper unique kind of control inceptor is described, which aims to provide a handling quality not unlike standard solutions and provide a firm grip point for the pilot without the risk of involuntary stick movement. Simulations of pilot-inceptor model were performed in order to compare dynamic amplification factors of design described in this paper with classical one. Functional prototype is built on which drone pilots carried out a comfort of use evaluation. This paper provides a general overview of the project, including literature review, reasoning behind components selection and mechanism design finalized by conclusions.

This paper traces the evolution of QIM in Malaysia-s Information Technology (IT) industry in the past, current and future; and highlights some of the thought of researchers who contributed to the science and practice of quality, and identifies leading methodologies in use today. Some of the misconceptions and mistakes leading to quality system failures will also be examined and discussed. Many corporations are seriously concerned about security of networks and therefore, their network supervisors are still reluctant to install WLANs. In this regards, the IEEE802.11i standard was developed to address the security problems, even though the mistrust of the wireless LAN technology is still existing. The thought was that the best security solutions could be found in open standards based technologies that can be delivered by Virtual Private Networking (VPN) being used for long time without addressing any security holes for the past few years. This work, addresses this issue and presents a simulated wireless LAN of IEEE802.11g protocol, and analyzes impact of integrating Virtual Private Network technology to secure the flow of traffic between the client and the server within the LAN, using OPNET WLAN utility. Two Wireless LAN scenarios have been introduced and simulated. These are based on normal extension to a wired network and VPN over extension to a wired network. Diesel vehicle should be equipped with emission after-treatment devices as NOx reduction catalyst and particulate filtersin order to meet more stringer diesel emission standard. Urea-SCR is being developed as the most efficient method of reducing NOx emissions in the after-treatment devices of diesel engines, and recent studies have begun to mount the Urea-SCR device for diesel passenger cars and light duty vehicles. In the present study, the effects of the mixer on the efficiency of urea-SCR System (i.e., NH3uni- formityindex (NH3 UI) is investigated by predicting the transport phenomena in the urea-SCR system. The three dimensional Eulerian-Lagrangian CFD simulationfor internal flow and spray characteristics in front of SCR is carried out by using STAR-CCM+ 7.06 code. In addition, the paper proposes a method to minimize the wall-wetting around the urea injector in order to prevent injector blocks caused by solid urea loading.

In this paper, in order to investigate the effects of photovoltaic system introduction to detached houses in Japan, two kinds of works were done. Firstly, the hourly generation amount of a 4.2kW photovoltaic system were simulated in 46 cities to investigate the potential of the system in different regions in Japan using a simulation model of photovoltaic system. Secondly, based on the simulated electricity generation amount, the energy saving, the environmental and the economic effect of the photovoltaic system were examined from hourly to annual timescales, based upon calculations of typical electricity, heating, cooling and hot water supply load profiles for Japanese dwellings. Abstract:
Software maintenance and mainly software comprehension pose the largest costs in the software lifecycle. In order to assess the cost of software comprehension, various complexity measures have been proposed in the literature. This paper proposes new cognitive-spatial complexity measures, which combine the impact of spatial as well as architectural aspect of the software to compute the software complexity. The spatial aspect of the software complexity is taken into account using the lexical distances (in number of lines of code) between different program elements and the architectural aspect of the software complexity is taken into consideration using the cognitive weights of control structures present in control flow of the program. The proposed measures are evaluated using standard axiomatic frameworks and then, the proposed measures are compared with the corresponding existing cognitive complexity measures as well as the spatial complexity measures for object-oriented software. Clustering is an intensive research for some years because of its multifaceted applications, such as biology, information retrieval, medicine, business and so on. The expectation maximization (EM) is a kind of algorithm framework in clustering methods, one of the ten algorithms of machine learning. Traditionally, optimization of objective function has been the standard approach in EM. Hence, research has investigated the utility of evolutionary computing and related techniques in the regard. Chemical Reaction Optimization (CRO) is a recently established method. So the property embedded in CRO is used to solve optimization problems. This paper presents an algorithm framework (EM-CRO) with modified CRO operators based on EM cluster problems. The hybrid algorithm is mainly to solve the problem of initial value sensitivity of the objective function optimization clustering algorithm. Our experiments mainly take the EM classic algorithm:k-means and fuzzy k-means as an example, through the CRO algorithm to optimize its initial value, get K-means-CRO and FKM-CRO algorithm. Abstract:
A design problem of non-uniform circular antenna arrays for maximum reduction of both the side lobe level (SLL) and first null beam width (FNBW) is dealt with. This problem is modeled as a simple optimization problem. The method of Firefly algorithm (FFA) is used to determine an optimal set of current excitation weights and antenna inter-element separations that provide radiation pattern with maximum SLL reduction and much improvement on FNBW as well. Circular array antenna laid on x-y plane is assumed. FFA is applied on circular arrays of 8-, 10-, and 12- elements. Various simulation results are presented and hence performances of side lobe and FNBW are analyzed. Experimental results show considerable reductions of both the SLL and FNBW with respect to those of the uniform case and some standard algorithms GA, PSO and SA applied to the same problem.

The electrolyte stirring method of anodization etching process for manufacturing porous silicon (PS) is reported in this work. Two experimental setups of nature air stirring (PS-ASM) and electrolyte stirring (PS-ESM) are employed to clarify the influence of stirring mechanisms on electrochemical etching process. Compared to traditional fabrication without any stirring apparatus (PS-TM), a large plateau region of PS surface structure is obtained from samples with both stirring methods by the 3D-profiler measurement. Moreover, the light emission response is also improved by both proposed electrolyte stirring methods due to the cycling force in electrolyte could effectively enhance etch-carrier distribution while the electrochemical etching process is made. According to the analysis of statistical calculation of photoluminescence (PL) intensity, lower standard deviations are obtained from PS-samples with studied stirring methods, i.e. the uniformity of PL-intensity is effectively improved. The calculated deviations of PL-intensity are 93.2, 74.5 and 64, respectively, for PS-TM, PS-ASM and PS-ESM.Keywords: Porous Silicon, Photoluminescence, Uniformity Carrier Stirring Method

Abstract:
Recently, damages due to typhoons and strong wind are on the rise. Considering this issue, we evaluated the performance of soundproofing walls based on the strong wind fragility by means of numerical analysis. Among the components of the soundproof wall, aluminum frame was the most vulnerable member, thus we have considered different section of aluminum frame in the determination of wind fragility. Wind load was randomly generated using Monte Carlo Simulation method. Moreover, limit state was based on the test standard of road construction soundproofing wall. In this study, the strong wind fragility was determined by considering the influence factors of wind exposure category, soundproof wall’s installation position, and shape of aluminum frame section. Results of this study could be used to determine the section shape of the frame that has high resistance to the wind during construction of the soundproofing wall.

Abstract:
Purpose: To develop a method for automatic segmentation of adipose and muscular tissue in thighs from magnetic resonance images. Materials and methods: Thirty obese women were scanned on a Siemens Impact Expert 1T resonance machine. 1500 images were finally used in the tests. The developed segmentation method is a recursive and multilevel process that makes use of several concepts such as shaped histograms, adaptative thresholding and connectivity. The segmentation process was implemented in Matlab and operates without the need of any user interaction. The whole set of images were segmented with the developed method. An expert radiologist segmented the same set of images following a manual procedure with the aid of the SliceOmatic software (Tomovision). These constituted our 'goal standard'. Results: The number of coincidental pixels of the automatic and manual segmentation procedures was measured. The average results were above 90 % of success in most of the images. Conclusions: The proposed approach allows effective automatic segmentation of MRIs from thighs, comparable to expert manual performance.

Abstract:
To provide reliable and valid findings when evaluating innovative in-car devices in the automotive context highly realistic driving environments are recommended. Nowadays, in-car devices are mostly evaluated due to driving simulator studies followed by real car driving experiments. Driving simulators are characterized by high internal validity, but weak regarding ecological validity. Real car driving experiments are ecologically valid, but difficult to standardize, more time-robbing and costly. One economizing suggestion is to implement more immersive driving environments when applying driving simulator studies. This paper presents research comparing non-immersive standard PC conditions with mobile and highly immersive Oculus Rift conditions while performing the Lane Change Task (LCT). Subjective data with twenty participants show advantages regarding presence and immersion experience when performing the LCT with the Oculus Rift, but affect adversely cognitive workload and simulator sickness, compared to non-immersive PC condition.

Abstract:
In order to determine the performance and key design parameters of rocket, the erosion of nozzle throat during solid rocket motor burning have to be calculated. This study aims to predict the nozzle throat erosion in solid rocket motors according to the thrust profile of motor in operating conditions and develop a model for optimum performance of rocket. We investigate the throat radius change in the static test programs. The standard method and thrust coefficient are used for adjusting into the ideal performance for conical nozzles. Pressure and thrust data acquired from the tests are analyzed to determine the instantaneous nozzle throat diameter variation throughout the test duration. The result shows good agreement of calculated correlation comparing with measured erosion rate data showing agreement within 1.6 mm/s. Nozzle thrust coefficient loss is found approximately 24% form nozzle throat erosion during burning.

Abstract:
In the present study, the lattice Boltzmann Method (LBM) is applied for simulating of Natural Convection in an inclined open ended cavity. The cavity horizontal walls are insulated while the west wall is maintained at a uniform temperature higher than the ambient. Prandtl number is fixed to 0.71 (air) while Rayligh numbers, aspect ratio of the cavity are changed in the range of 103 to 104 and of 1-4, respectively. The numerical code is validated for the previously results for open ended cavities, and then the results of an inclined open ended cavity for various angles of rotating open ended cavity are presented. Result shows by increasing of aspect ratio, the average Nusselt number on hot wall decreases for all rotation angles. When gravity acceleration direction is opposite of standard gravity direction the convection heat transfer has a manner same as conduction.

Abstract:
The paper presents an original Python-based application that outlines the advantages of combining some elementary notions of mathematics with the study of a programming language. The application support refers to some of the first lessons of analytic geometry, meaning conics and quadrics and their reduction to a standard form, as well as some related notions. The chosen programming language is Python, not only for its closer to an everyday language syntax – and therefore, enhanced readability – but also for its highly reusable code, which is of utmost importance for a mathematician that is accustomed to exploit already known and used problems to solve new ones. The purpose of this paper is, on one hand, to support the idea that one of the most appropriate means to initiate one into programming is throughout mathematics, and reciprocal, one of the most facile and handy ways to assimilate some basic knowledge in the study of mathematics is to apply them in a personal project. On the other hand, besides being a mean of learning both programming and analytic geometry, the application subject to this paper is itself a useful tool for it can be seen as an independent original Python package for analytic geometry.Keywords: Analytic geometry, conics, Python programming language, quadrics.

Abstract:
The Scheduling and mapping of tasks on a set of processors is considered as a critical problem in parallel and distributed computing system. This paper deals with the problem of dynamic scheduling on a special type of multiprocessor architecture known as Linear Crossed Cube (LCQ) network. This proposed multiprocessor is a hybrid network which combines the features of both linear types of architectures as well as cube based architectures. Two standard dynamic scheduling schemes namely Minimum Distance Scheduling (MDS) and Two Round Scheduling (TRS) schemes are implemented on the LCQ network. Parallel tasks are mapped and the imbalance of load is evaluated on different set of processors in LCQ network. The simulations results are evaluated and effort is made by means of through analysis of the results to obtain the best solution for the given network in term of load imbalance left and execution time. Abstract:
This paper presents the application of an enhanced Particle Swarm Optimization (EPSO) combined with Gaussian Mutation (GM) for solving the Dynamic Economic Dispatch (DED) problem considering the operating constraints of generators. The EPSO consists of the standard PSO and a modified heuristic search approaches. Namely, the ability of the traditional PSO is enhanced by applying the modified heuristic search approach to prevent the solutions from violating the constraints. In addition, Gaussian Mutation is aimed at increasing the diversity of global search, whilst it also prevents being trapped in suboptimal points during search. To illustrate its efficiency and effectiveness, the developed EPSO-GM approach is tested on the 3-unit and 10-unit 24-hour systems considering valve-point effect. From the experimental results, it can be concluded that the proposed EPSO-GM provides, the accurate solution, the efficiency, and the feature of robust computation compared with other algorithms under consideration.Keywords: Particle Swarm Optimization (PSO), GaussianMutation (GM), Dynamic Economic Dispatch (DED).

Abstract:
This paper discusses the question whether a person diagnosed with dyslexia will necessarily have difficulty in reading musical notes. The author specifies the characteristics of alphabet reading in comparison to musical notation reading, and concludes that there should be no contra-indication for teaching standard music reading to children with dyslexia if an appropriate process is offered. This conclusion is based on a long term case study and relies on two main characteristics of music reading: (1) musical notation system is a systematic, logical, relative set of symbols written on a staff; and (2) music reading learning connected with playing a musical instrument is a multi-sensory activity that combines sight, hearing, touch, and movement. The paper describes music reading teaching procedures, using soprano recorders, and provides unique teaching methods that have been found to be effective for students who were diagnosed with dyslexia. Abstract:
The Kansei engineering is a technology which converts human feelings into quantitative terms and helps designers develop new products that meet customers- expectation. Standard Kansei engineering procedure involves finding relationships between human feelings and design elements of which many researchers have found forward and backward relationship through various soft computing techniques. In this paper, we proposed the framework of Kansei engineering linking relationship not only between human feelings and design elements, but also the whole part of product, by constructing association rules. In this experiment, we obtain input from emotion score that subjects rate when they see the whole part of the product by applying semantic differentials. Then, association rules are constructed to discover the combination of design element which affects the human feeling.
