Abstract:
e-Government is already in its second decade. Prerequisite for further development and adaptation to new realities is the optimal management of administrative information and knowledge production by those involved, i.e. the public sector, citizens and businesses. Nowadays, the amount of information displayed or distributed on the Internet has reached enormous dimensions, resulting in serious difficulties when extracting and managing knowledge. The semantic web is expected to play an important role in solving this problem and the technologies that support it. In this article, we address some relevant issues.

Abstract:
Work Breakdown Structure (WBS) is one of the most vital planning processes of the project management since it is considered to be the fundamental of other processes like scheduling, controlling, assigning responsibilities, etc. In fact WBS or activity list is the heart of a project and omission of a simple task can lead to an irrecoverable result. There are some tools in order to generate a project WBS. One of the most powerful tools is mind mapping which is the basis of this article. Mind map is a method for thinking together and helps a project manager to stimulate the mind of project team members to generate project WBS. Here we try to generate a WBS of a sample project involving with the building construction using the aid of mind map and the artificial intelligence (AI) programming language. Since mind map structure can not represent data in a computerized way, we convert it to a semantic network which can be used by the computer and then extract the final WBS from the semantic network by the prolog programming language. Abstract:
This paper is concerned with the production of an Arabic word semantic similarity benchmark dataset. It is the first of its kind for Arabic which was particularly developed to assess the accuracy of word semantic similarity measurements. Semantic similarity is an essential component to numerous applications in fields such as natural language processing, artificial intelligence, linguistics, and psychology. Most of the reported work has been done for English. To the best of our knowledge, there is no word similarity measure developed specifically for Arabic. In this paper, an Arabic benchmark dataset of 70 word pairs is presented. New methods and best possible available techniques have been used in this study to produce the Arabic dataset. This includes selecting and creating materials, collecting human ratings from a representative sample of participants, and calculating the overall ratings. This dataset will make a substantial contribution to future work in the field of Arabic WSS and hopefully it will be considered as a reference basis from which to evaluate and compare different methodologies in the field.

Machine-understandable data when strongly interlinked constitutes the basis for the SemanticWeb. Annotating web documents is one of the major techniques for creating metadata on the Web. Annotating websites defines the containing data in a form which is suitable for interpretation by machines. In this paper, we present a new approach to annotate websites and documents by promoting the abstraction level of the annotation process to a conceptual level. Abstract:
Fast changing knowledge systems on the Internet can be accessed more efficiently with the help of automatic document summarization and updating techniques. The aim of multi-document update summary generation is to construct a summary unfolding the mainstream of data from a collection of documents based on the hypothesis that the user has already read a set of previous documents. In order to provide a lot of semantic information from the documents, deeper linguistic or semantic analysis of the source documents were used instead of relying only on document word frequencies to select important concepts. In order to produce a responsive summary, meaning oriented structural analysis is needed. To address this issue, the proposed system presents a document summarization approach based on sentence annotation with aspects, prepositions and named entities. Semantic element extraction strategy is used to select important concepts from documents which are used to generate enhanced semantic summary.

Abstract:
The present study addressed the nature of bilingual semantic processing in Mandarin Chinese and Southern Min and examined category effects and age effects. Nineteen bilingual adults of Mandarin Chinese and Southern Min, nine monolingual seniors of Mandarin Chinese, and ten monolingual seniors of Southern Min in Taiwan individually completed two semantic tasks: Picture naming and category fluency tasks. The instruments for the naming task were sixty black-and-white pictures, including thirty-five object pictures and twenty-five action pictures. The category fluency task also consisted of two semantic categories – objects (or nouns) and actions (or verbs). The reaction time for each picture/question was additionally calculated and analyzed. Oral productions in Mandarin Chinese and in Southern Min were compared and discussed to examine the category effects and age effects. The results of the category fluency task indicated that the content of information of these seniors was comparatively deteriorated, and thus they produced a smaller number of semantic-lexical items. Significant group differences were also found in the reaction time results. Category effects were significant for both adults and seniors in the semantic fluency task. The findings of the present study will help characterize the nature of the bilingual semantic processing of adults and seniors, and contribute to the fields of contrastive and corpus linguistics.

Abstract:
The growth in the volume of text data such as books and articles in libraries for centuries has imposed to establish effective mechanisms to locate them. Early techniques such as abstraction, indexing and the use of classification categories have marked the birth of a new field of research called "Information Retrieval". Information Retrieval (IR) can be defined as the task of defining models and systems whose purpose is to facilitate access to a set of documents in electronic form (corpus) to allow a user to find the relevant ones for him, that is to say, the contents which matches with the information needs of the user. This paper presents a new semantic indexing approach of a documentary corpus. The indexing process starts first by a term weighting phase to determine the importance of these terms in the documents. Then the use of a thesaurus like Wordnet allows moving to the conceptual level. Each candidate concept is evaluated by determining its level of representation of the document, that is to say, the importance of the concept in relation to other concepts of the document. Finally, the semantic index is constructed by attaching to each concept of the ontology, the documents of the corpus in which these concepts are found.Keywords: Semantic, indexing, corpora, WordNet, ontology.

Abstract:
Extracting thematic (semantic) roles is one of the major steps in representing text meaning. It refers to finding the semantic relations between a predicate and syntactic constituents in a sentence. In this paper we present a rule-based approach to extract semantic roles from Persian sentences. The system exploits a twophase architecture to (1) identify the arguments and (2) label them for each predicate. For the first phase we developed a rule based shallow parser to chunk Persian sentences and for the second phase we developed a knowledge-based system to assign 16 selected thematic roles to the chunks. Abstract:
The scientific achievements coming from molecular biology depend greatly on the capability of computational applications to analyze the laboratorial results. A comprehensive analysis of an experiment requires typically the simultaneous study of the obtained dataset with data that is available in several distinct public databases. Nevertheless, developing a centralized access to these distributed databases rises up a set of challenges such as: what is the best integration strategy, how to solve nomenclature clashes, how to solve database overlapping data and how to deal with huge datasets. In this paper we present GeNS, a system that uses a simple and yet innovative approach to address several biological data integration issues. Compared with existing systems, the main advantages of GeNS are related to its maintenance simplicity and to its coverage and scalability, in terms of number of supported databases and data types. To support our claims we present the current use of GeNS in two concrete applications. GeNS currently contains more than 140 million of biological relations and it can be publicly downloaded or remotely access through SOAP web services.Keywords: Data integration, biological databases

Abstract:
To achieve competitive advantage nowadays, most of the industrial companies are considering that success is sustained to great product development. That is to manage the product throughout its entire lifetime ranging from design, manufacture, operation and destruction. Achieving this goal requires a tight collaboration between partners from a wide variety of domains, resulting in various product data types and formats, as well as different software tools. So far, the lack of a meaningful unified representation for product data semantics has slowed down efficient product development. This paper proposes an ontology based approach to enable such semantic interoperability. Generic and extendible product ontology is described, gathering main concepts pertaining to the mechanical field and the relations that hold among them. The ontology is not exhaustive; nevertheless, it shows that such a unified representation is possible and easily exploitable. This is illustrated thru a case study with an example product and some semantic requests to which the ontology responds quite easily. The study proves the efficiency of ontologies as a support to product data exchange and information sharing, especially in product development environments where collaboration is not just a choice but a mandatory prerequisite.Keywords: Information exchange, product lifecyclemanagement, product ontology, semantic interoperability.

Abstract:
With the development of HyperSpectral Imagery (HSI) technology, the spectral resolution of HSI became denser, which resulted in large number of spectral bands, high correlation between neighboring, and high data redundancy. However, the semantic interpretation is a challenging task for HSI analysis due to the high dimensionality and the high correlation of the different spectral bands. In fact, this work presents a dimensionality reduction approach that allows to overcome the different issues improving the semantic interpretation of HSI. Therefore, in order to preserve the spatial information, the Tensor Locality Preserving Projection (TLPP) has been applied to transform the original HSI. In the second step, knowledge has been extracted based on the adjacency graph to describe the different pixels. Based on the transformation matrix using TLPP, a weighted matrix has been constructed to rank the different spectral bands based on their contribution score. Thus, the relevant bands have been adaptively selected based on the weighted matrix. The performance of the presented approach has been validated by implementing several experiments, and the obtained results demonstrate the efficiency of this approach compared to various existing dimensionality reduction techniques. Also, according to the experimental results, we can conclude that this approach can adaptively select the relevant spectral improving the semantic interpretation of HSI.Keywords: Band selection, dimensionality reduction, feature extraction, hyperspectral imagery, semantic interpretation.

The most important property of the Gene Ontology is the terms. These control vocabularies are defined to provide consistent descriptions of gene products that are shareable and computationally accessible by humans, software agent, or other machine-readable meta-data. Each term is associated with information such as definition, synonyms, database references, amino acid sequences, and relationships to other terms. This information has made the Gene Ontology broadly applied in microarray and proteomic analysis. However, the process of searching the terms is still carried out using traditional approach which is based on keyword matching. The weaknesses of this approach are: ignoring semantic relationships between terms, and highly depending on a specialist to find similar terms. Therefore, this study combines semantic similarity measure and genetic algorithm to perform a better retrieval process for searching semantically similar terms. The semantic similarity measure is used to compute similitude strength between two terms. Then, the genetic algorithm is employed to perform batch retrievals and to handle the situation of the large search space of the Gene Ontology graph. In the present paper, we-ll explore how social media tools provide an opportunity for new developments of the e-Learning in the context of managing personal knowledge. There will be a discussion how social media tools provide a possibility for helping knowledge workersand students to gather, organize and manage their personal information as a part of the e-learning process. At the centre of this social software driven approach to e-learning environments are the challenges of personalization and collaboration. We-ll share concepts of how organizations are using social media for e-Learning and believe that integration of these tools into traditional e-Learning is probably not a choice, but inevitability. Students- Survey of use of web technologies and social networking tools is presented. Newly developed framework for semantic blogging capable of organizing results relevant to user requirements is implemented at Varna Free University (VFU) to provide more effective navigation and search.

Abstract:
The emergence of the Semantic Web technology increases day by day due to the rapid growth of multiple web pages. Many standard formats are available to store the semantic web data. The most popular format is the Resource Description Framework (RDF). Querying large RDF graphs becomes a tedious procedure with a vast increase in the amount of data. The problem of query optimization becomes an issue in querying large RDF graphs. Choosing the best query plan reduces the amount of query execution time. To address this problem, nature inspired algorithms can be used as an alternative to the traditional query optimization techniques. In this research, the optimal query plan is generated by the proposed SAPSO algorithm which is a hybrid of Simulated Annealing (SA) and Particle Swarm Optimization (PSO) algorithms. The proposed SAPSO algorithm has the ability to find the local optimistic result and it avoids the problem of local minimum. Experiments were performed on different datasets by changing the number of predicates and the amount of data. The proposed algorithm gives improved results compared to existing algorithms in terms of query execution time.

Producing a text in a language which is not one’s mother tongue can be a demanding task for language learners. Examining lexical errors committed by EFL learners is a challenging area of investigation which can shed light on the process of second language acquisition. Despite the considerable number of investigations into grammatical errors, few studies have tackled formal and semantic errors of lexis committed by EFL learners. The current study aimed at examining Persian learners’ formal and semantic errors of lexis in English. To this end, 60 students at three different proficiency levels were asked to write on 10 different topics in 10 separate sessions. Finally, 600 essays written by Persian EFL learners were collected, acting as the corpus of the study. An error taxonomy comprising formal and semantic errors was selected to analyze the corpus. The formal category covered misselection and misformation errors, while the semantic errors were classified into lexical, collocational and lexicogrammatical categories. Each category was further classified into subcategories depending on the identified errors. The results showed that there were 2583 errors in the corpus of 9600 words, among which, 2030 formal errors and 553 semantic errors were identified. The most frequent errors in the corpus included formal error commitment (78.6%), which were more prevalent at the advanced level (42.4%). The semantic errors (21.4%) were more frequent at the low intermediate level (40.5%). Among formal errors of lexis, the highest number of errors was devoted to misformation errors (98%), while misselection errors constituted 2% of the errors. Additionally, no significant differences were observed among the three semantic error subcategories, namely collocational, lexical choice and lexicogrammatical. The results of the study can shed light on the challenges faced by EFL learners in the second language acquisition process.

Abstract:
Measuring semantic similarity between texts is calculating semantic relatedness between texts using various techniques. Our web application (Measuring Relatedness of Concepts-MRC) allows user to input two text corpuses and get semantic similarity percentage between both using WordNet. Our application goes through five stages for the computation of semantic relatedness. Those stages are: Preprocessing (extracts keywords from content), Feature Extraction (classification of words into Parts-of-Speech), Synonyms Extraction (retrieves synonyms against each keyword), Measuring Similarity (using keywords and synonyms, similarity is measured) and Visualization (graphical representation of similarity measure). Hence the user can measure similarity on basis of features as well. The end result is a percentage score and the word(s) which form the basis of similarity between both texts with use of different tools on same platform. In future work we look forward for a Web as a live corpus application that provides a simpler and user friendly tool to compare documents and extract useful information.

High quality requirements analysis is one of the most crucial activities to ensure the success of a software project, so that requirements verification for software system becomes more and more important in Requirements Engineering (RE) and it is one of the most helpful strategies for improving the quality of software system. Related works show that requirement elicitation and analysis can be facilitated by ontological approaches and semantic web technologies. In this paper, we proposed a hybrid method which aims to verify requirements with structural and formal semantics to detect interactions. The proposed method is twofold: one is for modeling requirements with the semantic web language OWL, to construct a semantic context; the other is a set of interaction detection rules which are derived from scenario-based analysis and represented with semantic web rule language (SWRL). SWRL based rules are working with rule engines like Jess to reason in semantic context for requirements thus to detect interactions. The benefits of the proposed method lie in three aspects: the method (i) provides systematic steps for modeling requirements with an ontological approach, (ii) offers synergy of requirements elicitation and domain engineering for knowledge sharing, and (3)the proposed rules can systematically assist in requirements interaction detection.Keywords: Requirements Engineering, Semantic Web, OWL, Requirements Interaction Detection, SWRL.

E-services have significantly changed the way of doing business in recent years. We can, however, observe poor use of these services. There is a large gap between supply and actual eservices usage. This is why we started a project to provide an environment that will encourage the use of e-services. We believe that only providing e-service does not automatically mean consumers would use them. This paper shows the origins of our project and its current position. We discuss the decision of using semantic web technologies and their potential to improve e-services usage. We also present current knowledge base and its real-world classification. In the paper, we discuss further work to be done in the project. This paper addresses integration issues in supply chain, and tries to investigate how different aspects of integration are linked with some product features. Integration in this study is interpreted as "internal", "upstream" (supply), and "downstream" (demand). Two features of product innovative and quality are considered. To examine the relationships between supply chain integrations – as mentioned above, and product features, this research follows the survey method in automotive industry.The results imply that supply chain upstream integration has a higher impact on product quality, comparing to internal and supply chain downstream integrations. It is also found that the influence of supply chain downstream integration on product innovation is greater than other variables. Abstract:
Ontologies and tagging systems are two different ways to organize the knowledge present in the current Web. In this paper we propose a simple method to model folksonomies, as tagging systems, with ontologies. We show the scalability of the method using real data sets. The modeling method is composed of a generic ontology that represents any folksonomy and an algorithm to transform the information contained in folksonomies to the generic ontology. The method allows representing folksonomies at any instant of time.

There are real needs to integrate types of Open Educational Resources (OER) with an intelligent system to extract information and knowledge in the semantic searching level. The needs came because most of current learning standard adopted web based learning and the e-learning systems do not always serve all educational goals. Semantic Web systems provide educators, students, and researchers with intelligent queries based on a semantic knowledge management learning system. An ontology-based learning system is an advanced system, where ontology plays the core of the semantic web in a smart learning environment. The objective of this paper is to discuss the potentials of ontologies and mapping different kinds of ontologies; heterogeneous or homogenous to manage and control different types of Open Educational Resources. The important contribution of this research is that it uses logical rules and conceptual relations to map between ontologies of different educational resources. Abstract:
This paper outlines the development of a learning retrieval agent. Task of this agent is to extract knowledge of the Active Semantic Network in respect to user-requests. Based on a reinforcement learning approach, the agent learns to interpret the user-s intention. Especially, the learning algorithm focuses on the retrieval of complex long distant relations. Increasing its learnt knowledge with every request-result-evaluation sequence, the agent enhances his capability in finding the intended information.

Hence the target of SemanticLIFE project is to create a Personal Information Management system for a human lifetime data. One of the most important characteristics of the system is its dedication to retrieve information in a very efficient way. By adopting user demands regarding the reduction of ambiguities, our approach aims at a user-oriented and yet powerful enough system with a satisfactory query performance. Abstract:
Many studies have shown that parallelization decreases efficiency [1], [2]. There are many reasons for these decrements. This paper investigates those which appear in the context of parallel data integration. Integration processes generally cannot be allocated to packages of identical size (i. e. tasks of identical complexity). The reason for this is unknown heterogeneous input data which result in variable task lengths. Process delay is defined by the slowest processing node. It leads to a detrimental effect on the total processing time. With a real world example, this study will show that while process delay does initially increase with the introduction of more nodes it ultimately decreases again after a certain point. The example will make use of the cloud computing platform Hadoop and be run inside Amazon-s EC2 compute cloud. A stochastic model will be set up which can explain this effect.

Due the proliferation of smartphones in everyday use, several different outdoor navigation systems have become available. Since these smartphones are able to connect to the Internet, the users can obtain location-based information during the navigation as well. The users could interactively get to know the specifics of a particular area (for instance, ancient cultural area, Statue Park, cemetery) with the help of thus obtained information. In this paper, we present an Augmented Reality system which uses Semantic Web technologies and is based on the interaction between the user and the smartphone. The system allows navigating through a specific area and provides information and details about the sight an interactive manner.

Model transformation, as a pivotal aspect of Modeldriven engineering, attracts more and more attentions both from researchers and practitioners. Many domains (enterprise engineering, software engineering, knowledge engineering, etc.) use model transformation principles and practices to serve to their domain specific problems; furthermore, model transformation could also be used to fulfill the gap between different domains: by sharing and exchanging knowledge. Since model transformation has been widely used, there comes new requirement on it: effectively and efficiently define the transformation process and reduce manual effort that involved in. This paper presents an automatic model transformation methodology based on semantic and syntactic comparisons, and focuses particularly on granularity issue that existed in transformation process. Comparing to the traditional model transformation methodologies, this methodology serves to a general purpose: crossdomain methodology. Semantic and syntactic checking measurements are combined into a refined transformation process, which solves the granularity issue. One important problem in today organizations is the existence of non-integrated information systems, inconsistency and lack of suitable correlations between legacy and modern systems. One main solution is to transfer the local databases into a global one. In this regards we need to extract the data structures from the legacy systems and integrate them with the new technology systems. In legacy systems, huge amounts of a data are stored in legacy databases. They require particular attention since they need more efforts to be normalized, reformatted and moved to the modern database environments. Designing the new integrated (global) database architecture and applying the reverse engineering requires data normalization. This paper proposes the use of database reverse engineering in order to integrate legacy and modern databases in organizations. Abstract:
Phrases has a long history in information retrieval, particularly in commercial systems. Implicit semantic relationship between words in a form of BaseNP have shown significant improvement in term of precision in many IR studies. Our research focuses on linguistic phrases which is language dependent. Our results show that using BaseNP can improve performance although above 62% of words formation in Malay Language based on derivational affixes and suffixes.
