2569 Tax Innovation, Administration and Revenue Generation in Nigeria: Case of Cross River State

Abstract:
Taxation as a potent fiscal policy instrument through which infrastructures and social services that drive the development process of any society has been ineffective in Nigeria. The adoption of appropriate measures is, however, a requirement for the generation of adequate tax revenue. This study set out to investigates efficiency and effectiveness in the administration of tax in Nigeria, using Cross River State as a case-study. The methodology to achieve this objective is a qualitative technique using structured questionnaires to survey the three senatorial districts in the state; the central limit theory is adopted as our analytical technique. Result showed a significant degree of inefficiency in the administration of taxes. It is recommended that periodic review and update of tax policy will bring innovation and effectiveness in the administration of taxes. Also proper appropriation of tax revenue will drive development in needed infrastructural and social services.

Abstract:
Petri Net (PN) has proven to be effective graphical, mathematical, simulation, and control tool for Discrete Event Systems (DES). But, with the growth in the complexity of modern industrial, and communication systems, PN found themselves inadequate to address the problems of uncertainty, and imprecision in data. This gave rise to amalgamation of Fuzzy logic with Petri nets and a new tool emerged with the name of Fuzzy Petri Nets (FPN). Although there had been a lot of research done on FPN and a number of their applications have been anticipated, but their basic types and structure are still ambiguous. Therefore, in this research, an effort is made to categorize FPN according to their structure and algorithms Further, literature review of the applications of FPN in the light of their classifications has been done.

Abstract:
In this paper, optimal generation expansion planning (GEP) is investigated considering purchase prices, profits of independent power producers (IPPs) and reliability criteria using a new method based on hybrid coded Genetic Algorithm (GA) and Particle Swarm Optimization (PSO). In this approach, optimal purchase price of each IPP is obtained by HCGA and reliability criteria are calculated by PSO technique. It should be noted that reliability criteria and the rate of carbon dioxide (CO2) emission have been considered as constraints of the GEP problem. Finally, the proposed method has been tested on the case study system. The results evaluation show that the proposed method can simply obtain optimal purchase prices of IPPs and is a fast method for calculation of reliability criteria in expansion planning. Also, considering the optimal purchase prices and profits of IPPs in generation expansion planning are caused that the expansion costs are decreased and the problem is solved more exactly.

A key aspect of the design of any software system is its architecture. An architecture description provides a formal model of the architecture in terms of components and connectors and how they are composed together. COSA (Component-Object based Software Structures), is based on object-oriented modeling and component-based modeling. The model improves the reusability by increasing extensibility, evolvability, and compositionality of the software systems. Abstract:
Community based tourism, as a sustainable tourism approach, has been adopted as a tool for development among local communities in third world countries with income generation as the main driver. However, an analysis of community based tourism and development brings to light another driving force which is paramount to development strategies in the difficult conditions of third world countries: this driving force is “place revitalization”. This paper seeks to assess the relevance of “place revitalization” to the enhancement of development within the challenging context of developing countries. The research provides a community based tourism model to development in third world countries through a three step process based on awareness, mentoring and empowerment at the local level. It also tries to examine how effectively this model can address the development problems faced by the local communities of third world countries. As communications systems and technology become more advanced and complex, it will be increasingly important to focus on users- individual needs. Personalization and effective user profile management will be necessary to ensure the uptake and success of new services and devices and it is therefore important to focus on the users- requirements in this area and define solutions that meet these requirements. The work on personalization and user profiles emerged from earlier ETSI work on a Universal Communications Identifier (UCI) which is a unique identifier of the user rather than a range of identifiers of the many of communication devices or services (e.g. numbers of fixed phone at home/work, mobile phones, fax and email addresses). This paper describes work on personalization including standardized information and preferences and an architectural framework providing a description of how personalization can be integrated in Next Generation Networks, together with the UCI concept.

An optical fault monitoring in FTTH-PON using ACS is demonstrated. This device can achieve real-time fault monitoring for protection feeder fiber. In addition, the ACS can distinguish optical fiber fault from the transmission services to other customers in the FTTH-PON. It is essential to use a wavelength different from the triple-play services operating wavelengths for failure detection. ACS is using the operating wavelength 1625 nm for monitoring and failure detection control. Our solution works on a standard local area network (LAN) using a specially designed hardware interfaced with a microcontroller integrated Ethernet.Keywords: ACS, monitoring tool, FTTH-PON.

Abstract:
This paper focuses on the study of two dimensional magnetohydrodynamic (MHD) steady incompressible viscous Williamson nanofluid with exponential internal heat generation containing gyrotactic microorganism over a stretching sheet. The governing equations and auxiliary conditions are reduced to a set of non-linear coupled differential equations with the appropriate boundary conditions using similarity transformation. The transformed equations are solved numerically through spectral relaxation method. The influences of various parameters such as Williamson parameter γ, power constant λ, Prandtl number Pr, magnetic field parameter M, Peclet number Pe, Lewis number Le, Bioconvection Lewis number Lb, Brownian motion parameter Nb, thermophoresis parameter Nt, and bioconvection constant σ are studied to obtain the momentum, heat, mass and microorganism distributions. Moment, heat, mass and gyrotactic microorganism profiles are explored through graphs and tables. We computed the heat transfer rate, mass flux rate and the density number of the motile microorganism near the surface. Our numerical results are in better agreement in comparison with existing calculations. The Residual error of our obtained solutions is determined in order to see the convergence rate against iteration. Faster convergence is achieved when internal heat generation is absent. The effect of magnetic parameter M decreases the momentum boundary layer thickness but increases the thermal boundary layer thickness. It is apparent that bioconvection Lewis number and bioconvection parameter has a pronounced effect on microorganism boundary. Increasing brownian motion parameter and Lewis number decreases the thermal boundary layer. Furthermore, magnetic field parameter and thermophoresis parameter has an induced effect on concentration profiles.

Abstract:
In this paper, a simulated annealing algorithm has been developed to optimize machining parameters in turning operation on cylindrical workpieces. The turning operation usually includes several passes of rough machining and a final pass of finishing. Seven different constraints are considered in a non-linear model where the goal is to achieve minimum total cost. The weighted total cost consists of machining cost, tool cost and tool replacement cost. The computational results clearly show that the proposed optimization procedure has considerably improved total operation cost by optimally determining machining parameters.

This paper investigates the possibility of using three systems of organic Rankine auxiliary power generation, ejector refrigeration and absorption to recover energy from a diesel car. The analysis is done for both urban and suburban driving modes that vary from 60 to 120 km/h. Various refrigerants have also been used for organic Rankine and Ejector refrigeration cycles. The capacity was evaluated by Organic Rankine Cycle (ORC) system in both urban and suburban conditions for cyclopentane and ammonia as refrigerants. Also, for these two driving plans, produced cooling by absorption refrigeration system under variable ambient temperature conditions and in ejector refrigeration system for R123, R134a and R141b refrigerants were investigated.

Abstract:
This paper presents the development of an electricity simulation model taking into account electrical network constraints, applied on the Belgian power system. The base of the model is optimizing an extensive Unit Commitment (UC) problem through the use of Mixed Integer Linear Programming (MILP). Electrical constraints are incorporated through the implementation of a DC load flow. The model encloses the Belgian power system in a 220 – 380 kV high voltage network (i.e., 93 power plants and 106 nodes). The model features the use of pumping storage facilities as well as the inclusion of spinning reserves in a single optimization process. Solution times of the model stay below reasonable values.

Abstract:
An application framework provides a reusable design and implementation for a family of software systems. Application developers extend the framework to build their particular applications using hooks. Hooks are the places identified to show how to use and customize the framework. Hooks define the Framework Interface Classes (FICs) and the specifications of their methods. As part of the development life cycle, it is required to test the implementations of the FICs. Building a testing model to express the behavior of a class is an essential step for the generation of the class-based test cases. The testing model has to be consistent with the specifications provided for the hooks. State-based models consisting of states and transitions are testing models well suited to objectoriented software. Typically, hand-construction of a state-based model of a class behavior is expensive, error-prone, and may result in constructing an inconsistent model with the specifications of the class methods, which misleads verification results. In this paper, a technique is introduced to automatically synthesize a state-based testing model for FICs using the specifications provided for the hooks. Most Gulf Cooperation Council (GCC) countries with oil-based economy like Oman are looking for other potential revenue generation options as the crude oil price is regularly fluctuating due to changing geopolitical environment. Oman has advantage of possessing world-heritage nature tourism hotspots around the country and the government is making investments and strategies to uplift the tourism industry following Oman Vision 2040 strategies. Oman’s agriculture is not significantly contributing to the economy, but possesses specific and diversified arid cropping systems. Oman has modern farms; nevertheless some of the agricultural production activities are done with cultural practices and styles that would be attractive to tourists. The aim of this paper is to investigate the potentials for promoting agritourism industry in Oman; recognize potential sites, commodities and activities, and predict potential revenue generation as a projection from that of the tourism sector. Moreover, the study enables to foresee possible auxiliary advantages of agritourism such as, empowerment of women and youth, enhancement in the value-addition industry for agricultural produce through technology transfer and capacity building, and producing export quality products. Agritourism could increase employability, empowerment of women and youth, improve value-addition industry and export-oriented agribusiness. Abstract:
This paper presents a novel method that allows an agent host to delegate its signing power to an anonymous mobile agent in such away that the mobile agent does not reveal any information about its host-s identity and, at the same time, can be authenticated by the service host, hence, ensuring fairness of service provision. The solution introduces a verification server to verify the signature generated by the mobile agent in such a way that even if colluding with the service host, both parties will not get more information than what they already have. The solution incorporates three methods: Agent Signature Key Generation method, Agent Signature Generation method, Agent Signature Verification method. The most notable feature of the solution is that, in addition to allowing secure and anonymous signature delegation, it enables tracking of malicious mobile agents when a service host is attacked. Delivering course material via a virtual environment is beneficial to today-s students because it offers the interactivity, real-time interaction and social presence that students of all ages have come to accept in our gaming rich community. It is essential that the Net Generation also known as Generation Why, have exposure to learning communities that encompass interactivity to form social and educational connections. As student and professor become interconnected through collaboration and interaction in a virtual learning space, relationships develop and students begin to take on an individual identity. With this in mind the research project was developed to investigate the use of virtual environments on student satisfaction and the effectiveness of course delivery. Abstract:
This paper considers the influence of promotion instruments for renewable energy sources (RES) on a multi-energy modeling framework. In Europe, so called Feed-in Tariffs are successfully used as incentive structures to increase the amount of energy produced by RES. Because of the stochastic nature of large scale integration of distributed generation, many problems have occurred regarding the quality and stability of supply. Hence, a macroscopic model was developed in order to optimize the power supply of the local energy infrastructure, which includes electricity, natural gas, fuel oil and district heating as energy carriers. Unique features of the model are the integration of RES and the adoption of Feed-in Tariffs into one optimization stage. Sensitivity studies are carried out to examine the system behavior under changing profits for the feed-in of RES. Abstract:
Next generation bio-alcohols produced from non-food based sources like cellulosic biomass are promising renewable energy sources. The present study investigates engine performance, combustion characteristics, and emissions of a small single cylinder direct injection diesel engine fueled by four kinds of next generation bio-alcohol isomer and diesel fuel blends with a constant blending ratio of 3:7 (mass). The tested bio-alcohol isomers here are n-butanol and iso-butanol (C4 alcohol), and n-pentanol and iso-pentanol (C5 alcohol). To obtain simultaneous reductions in NOx and smoke emissions, the experiments employed supercharging combined with EGR (Exhaust Gas Recirculation). The boost pressures were fixed at two conditions, 100 kPa (naturally aspirated operation) and 120 kPa (supercharged operation) provided with a roots blower type supercharger. The EGR rates were varied from 0 to 25% using a cooled EGR technique. The results showed that both with and without supercharging, all the bio-alcohol blended diesel fuels improved the trade-off relation between NOx and smoke emissions at all EGR rates while maintaining good engine performance, when compared with diesel fuel operation. It was also found that regardless of boost pressure and EGR rate, the ignition delays of the tested bio-alcohol isomer blends are in the order of iso-butanol > n-butanol > iso-pentanol > n-pentanol. Overall, it was concluded that, except for the changes in the ignition delays the influence of bio-alcohol isomer blends on the engine performance, combustion characteristics, and emissions are relatively small.

Abstract:
Meshing is the process of discretizing problem domain into many sub domains before the numerical calculation can be performed. One of the most popular meshes among many types of meshes is tetrahedral mesh, due to their flexibility to fit into almost any domain shape. In both 2D and 3D domains, triangular and tetrahedral meshes can be generated by using Delaunay triangulation. The quality of mesh is an important factor in performing any Computational Fluid Dynamics (CFD) simulations as the results is highly affected by the mesh quality. Many efforts had been done in order to improve the quality of the mesh. The paper describes a mesh generation routine which has been developed capable of generating high quality tetrahedral cells in arbitrary complex geometry. A few test cases in CFD problems are used for testing the mesh generator. The result of the mesh is compared with the one generated by a commercial software. The results show that no sliver exists for the meshes generated, and the overall quality is acceptable since the percentage of the bad tetrahedral is relatively small. The boundary recovery was also successfully done where all the missing faces are rebuilt.Keywords: Mesh generation, tetrahedral, CFD, Delaunay.

Despite the availability of natural disaster related time series data for last 110 years, there is no forecasting tool available to humanitarian relief organizations to determine forecasts for emergency logistics planning. This study develops a forecasting tool based on identifying probability of disaster for each country in the world by using decision tree modeling. Further, the determination of aggregate forecasts leads to efficient pre-disaster planning. Based on the research findings, the relief agencies can optimize the various resources allocation in emergency logistics planning.

Modeling of complex dynamic systems, which are very complicated to establish mathematical models, requires new and modern methodologies that will exploit the existing expert knowledge, human experience and historical data. Fuzzy cognitive maps are very suitable, simple, and powerful tools for simulation and analysis of these kinds of dynamic systems. However, human experts are subjective and can handle only relatively simple fuzzy cognitive maps; therefore, there is a need of developing new approaches for an automated generation of fuzzy cognitive maps using historical data. In this study, a new learning algorithm, which is called Big Bang-Big Crunch, is proposed for the first time in literature for an automated generation of fuzzy cognitive maps from data. This paper discusses the implementation of a fuzzy logic based coordinated voltage control for a distribution system connected with distributed generations (DGs). The connection of DGs has created a challenge for the distribution network operators to keep the voltage in the system within its acceptable limits. Intelligent centralized or coordinated voltage control schemes have proven to be more reliable due to its ability to provide more control and coordination with the communication with other network devices. In this work, voltage control using fuzzy logic by coordinating three methods of control, power factor control, on load tap changer and generation curtailment is implemented on a distribution network test system. The results show that the fuzzy logic based coordination is able to keep the voltage within its allowable limits.

Abstract:
Some quality control tools use non metric subjective information coming from experts, who qualify the intensity of relations existing inside processes, but without quantifying them. In this paper we have developed a quality control analytic tool, measuring the impact or strength of the relationship between process operations and product characteristics. The tool includes two models: a qualitative model, allowing relationships description and analysis; and a formal quantitative model, by means of which relationship quantification is achieved. In the first one, concepts from the Graphs Theory were applied to identify those process elements which can be sources of variation, that is, those quality characteristics or operations that have some sort of prelacy over the others and that should become control items. Also the most dependent elements can be identified, that is those elements receiving the effects of elements identified as variation sources. If controls are focused in those dependent elements, efficiency of control is compromised by the fact that we are controlling effects, not causes. The second model applied adapts the multivariate statistical technique of Covariance Structural Analysis. This approach allowed us to quantify the relationships. The computer package LISREL was used to obtain statistics and to validate the model.

Abstract:
Africa enjoys some of the best solar radiation levels in the world averaging between 4-6 kWh/m2/day for most of the year and the global economic and political conditions that tend to make African countries more dependent on their own energy resources have caused growing interest in renewable energy based technologies. However to-date, implementation of modern Energy Technologies in Africa is still very low especially the use of solar conversion technologies. This paper presents literature review and analysis relating to the techno-economic feasibility of solar photovoltaic power generation in Africa. The literature is basically classified into the following four main categories. Techno-economic feasibility of solar photovoltaic power generation, design methods, performance evaluations of various systems and policy of potential future of technological development of photovoltaic (PV) in Africa by exploring the impact of alternative policy instruments and technology cost reductions on the financial viability of investing solar photovoltaic in Africa.

Abstract:
The strength, hardness, and toughness (ductility) are in strong conflict for the metallic materials. The only possibility how to make their simultaneous improvement is to provide the microstructural refinement, by cold deformation, and subsequent recrystallization. However, application of this kind of treatment is impossible for high-carbon high-alloyed ledeburitic tool steels. Alternatively, it has been demonstrated over the last few years that sub-zero treatment induces some microstructural changes in these materials, which might favourably influence their complex of mechanical properties. Commercially available PM ledeburitic steel Vanadis 6 has been used for the current investigations. The paper demonstrates that sub-zero treatment induces clear refinement of the martensite, reduces the amount of retained austenite, enhances the population density of fine carbides, and makes alterations in microstructural development that take place during tempering. As a consequence, the steel manifests improved wear resistance at higher toughness and fracture toughness. Based on the obtained results, the key question “can the wear performance be improved by sub-zero treatment simultaneously with toughness” can be answered by “definitely yes”.

This case study used the action research concept as a tool to integrate the innovation in a learning experience on a design course. The action research was investigated at Prince Sultan University, College of Engineering in the Interior Design and Architecture Department in January 2015, through the Higher Education Academy program. The action research was presented first with the definition of the research, leading to how it was used and how solutions were found. It concluded by showing that once the action research application in interior design and architecture were studied it was an effective tool to improve student’s learning, develop their practice in design courses, and it discussed the negative and positive issues that were encountered.Keywords: Action research, innovation, intervention, learning experience, peer review.

This paper presents a software quality support tool, a Java source code evaluator and a code profiler based on computational intelligence techniques. It is Java prototype software developed by AI Group [1] from the Research Laboratories at Universidad de Palermo: an Intelligent Java Analyzer (in Spanish: Analizador Java Inteligente, AJI). It represents a new approach to evaluate and identify inaccurate source code usage and transitively, the software product itself. Abstract:
Presented in this paper is a framework of a software ‘WEMax’. The WEMax is invented for analysis and simulation for manned assembly lines to sustain and improve performance of manufacturing systems. In a manufacturing system, performance, such as productivity, is a key of competitiveness for output products. However, the manned assembly lines are difficult to forecast performance, because human labors are not expectable factors by computer simulation models or mathematical models. Existing approaches to performance forecasting of the manned assembly lines are limited to matters of the human itself, such as ergonomic and workload design, and non-human-factor-relevant simulation. Consequently, an approach for the forecasting and improvement of manned assembly line performance is needed to research. As a solution of the current problem, this study proposes a framework that is for generation and simulation of virtual manned assembly lines, and the framework has been implemented as a software.

Requirements traceability also helps to control and manage evolution of a software system. This paper aims to provide an evaluation of current requirements management and traceability tools. In this paper we focus on event extraction from Tamil news article. This system utilizes a scoring scheme for extracting and grouping event-specific sentences. Using this scoring scheme eventspecific clustering is performed for multiple documents. Events are extracted from each document using a scoring scheme based on feature score and condition score. Similarly event specific sentences are clustered from multiple documents using this scoring scheme. The proposed system builds the Event Template based on user specified query. The templates are filled with event specific details like person, location and timeline extracted from the formed clusters. The proposed system applies these methodologies for Tamil news articles that have been enconverted into UNL graphs using a Tamil to UNL-enconverter. Abstract:
Agriculture is the backbone of economy of Pakistan and cotton is the major agricultural export and supreme source of raw fiber for our textile industry. To combat severe problems of insect and weed, combination of three genes namely Cry1Ac, Cry2A and EPSPS genes was transferred in locally cultivated cotton variety MNH-786 with the use of Agrobacterium mediated genetic transformation. The present study focused on the molecular screening of transgenic cotton plants at T3 generation in order to confirm integration and expression of all three genes (Cry1Ac, Cry2A and EPSP synthase) into the cotton genome. Initially, glyphosate spray assay was used for screening of transgenic cotton plants containing EPSP synthase gene at T3 generation. Transgenic cotton plants which were healthy and showed no damage on leaves were selected after 07 days of spray. For molecular analysis of transgenic cotton plants in the laboratory, the genomic DNA of these transgenic cotton plants were isolated and subjected to amplification of the three genes. Thus, seventeen out of twenty (Cry1Ac gene), ten out of twenty (Cry2A gene) and all twenty (EPSP synthase gene) were produced positive amplification. On the base of PCR amplification, ten transgenic plant samples were subjected to protein expression analysis through ELISA. The results showed that eight out of ten plants were actively expressing the three transgenes. Real-time PCR was also done to quantify the mRNA expression levels of Cry1Ac and EPSP synthase gene. Finally, eight plants were confirmed for the presence and active expression of all three genes at T3 generation.
