Abstract:
Quality control is the crucial step for ISO 9001 Quality System Management Standard for companies. While measuring the quality level of both raw material and semi product/product, the calibration of the measuring device is an essential requirement. Calibration suppliers are in the service sector and therefore the calibration supplier selection is becoming a worthy topic for improving service quality. This study presents the results of a questionnaire about the selection criteria of a calibration supplier. The questionnaire was applied to 103 companies and the results are discussed in this paper. The analysis was made with MINITAB 14.0 statistical programs. “Competence of documentations" and “technical capability" are defined as the prerequisites because of the ISO/IEC17025:2005 standard. Also “warranties and complaint policy", “communication", “service features", “quality" and “performance history" are defined as very important criteria for calibration supplier selection.Keywords: Calibration, criteria of calibration supplier selection, calibration supplier selection, questionnaire

Abstract:
The deployment of Free Space Optical Communications (FSOC) systems requires the development of robust and reliable Optical Ground Stations (OGS) that can be easily installed and operated. To this end, the Engineering Department of Airbus Defence and Space is actively working on the development of innovative and compact OGS solutions that can be deployed in various environments and provide high-quality connectivity under different atmospheric conditions. This article presents an overview of our recent developments in this field, including an evaluation study of different use cases of the FSOC with respect to different atmospheric conditions. The goal is to provide OGS solutions that are both simple and highly effective, allowing for the deployment of high-speed communication networks in a wide range of scenarios.

Abstract:
The present paper proposes high performance nonlinear force controllers for a servopneumatic real-time fatigue test machine. A CompactRIO® controller was used, being fully programmed using LabVIEW language. Fuzzy logic control algorithms were evaluated to tune the integral and derivative components in the development of hybrid controllers, namely a FLC P and a hybrid FLC PID real-time-based controllers. Their behaviours were described by using state diagrams. The main contribution is to ensure a smooth transition between control states, avoiding discrete transitions in controller outputs. Steady-state errors lower than 1.5 N were reached, without retuning the controllers. Good results were also obtained for sinusoidal tracking tasks from 1/¤Ç to 8/¤Ç Hz.Keywords: Hybrid Fuzzy Selecting, Control, Range Controllers, Servopneumatic Fatigue System.

Worldwide, most PILC MV underground cables in use are approaching the end of their design life; hence, failures are likely to increase. This paper studies the electric field and potential distributions within the PILC insulted cable containing common void-defect. The finite element model of the performance of the belted PILC MV underground cable is presented. The variation of the electric field stress within the cable using the Finite Element Method (FEM) is concentrated. The effects of the void-defect within the insulation are given. Outcomes will lead to deeper understanding of the modeling of Paper Insulated Lead Covered (PILC) and electric field response of belted PILC insulted cable containing void defect.

Abstract:
We propose a control design scheme that aims to prevent undesirable liquid outpouring and suppress sloshing during the forward and backward tilting phases of the pouring process, for the case of liquid containers carried by manipulators. The proposed scheme combines a partial inverse dynamics controller with a PID controller, tuned with the use of a “metaheuristic" search algorithm. The “metaheuristic" search algorithm tunes the PID controller based on simulation results of the plant-s linearization around the operating point corresponding to the critical tilting angle, where outpouring initiates. Liquid motion is modeled using the well-known pendulumtype model. Abstract:
In this paper three basic approaches and different methods under each of them for extracting region of interest (ROI) from stationary images are explored. The results obtained for each of the proposed methods are shown, and it is demonstrated where each method outperforms the other. Two main problems in ROI extraction: the channel selection problem and the saliency reversal problem are discussed and how best these two are addressed by various methods is also seen. The basic approaches are 1) Saliency based approach 2) Wavelet based approach 3) Clustering based approach. The saliency approach performs well on images containing objects of high saturation and brightness. The wavelet based approach performs well on natural scene images that contain regions of distinct textures. The mean shift clustering approach partitions the image into regions according to the density distribution of pixel intensities. The experimental results of various methodologies show that each technique performs at different acceptable levels for various types of images.Keywords: clustering, ROI, saliency, wavelets.

Abstract:
A mixed method by combining modified pole clustering technique and modified cauer continued fraction is proposed for reducing the order of the large-scale dynamic systems. The denominator polynomial of the reduced order model is obtained by using modified pole clustering technique while the coefficients of the numerator are obtained by modified cauer continued fraction. This method generated 'k' number of reduced order models for kth order reduction. The superiority of the proposed method has been elaborated through numerical example taken from the literature and compared with few existing order reduction methods.

Abstract:
Development of artificial neural network (ANN) for prediction of aluminum workpieces' surface roughness in ultrasonicvibration assisted turning (UAT) has been the subject of the present study. Tool wear as the main cause of surface roughness was also investigated. ANN was trained through experimental data obtained on the basis of full factorial design of experiments. Various influential machining parameters were taken into consideration. It was illustrated that a multilayer perceptron neural network could efficiently model the surface roughness as the response of the network, with an error less than ten percent. The performance of the trained network was verified by further experiments. Abstract:
This article is about first step of structural health monitoring by identifying structural system in the presence of unknown input. In the structural system identification, identification of structural parameters such as stiffness and damping are considered. In this study, the Kalman filter (KF) design for structural systems with unknown excitation is expressed. External excitations, such as earthquakes, wind or any other forces are not measured or not available. The purpose of this filter is its strengths to estimate the state variables of the system in the presence of unknown input. Also least squares estimation (LSE) method with unknown input is studied. Estimates of parameters have been adopted. Finally, using two examples advantages and drawbacks of both methods are studied.

Abstract:
Demolitions of buildings have created a lot of waste and one of it is clay bricks. The waste clay bricks were ground to roughly cement fineness and used to partially replaced cement at 10%, 20% and 30% with w/b ratio of 0.6 and tested at 7, 28, 60, 90 and 120 days. The result shows that the compressive strength of GCB concrete increases over age however, decreases as the level of replacements increases. It was also found that 10% replacement of GCB gave the highest compressive strength, however for optimum replacement, 30% was chosen as it still attained strength of grade 30 concrete. In terms of durability performances, results show that GCB replacement up to 30% was found to be efficient in reducing water absorption as well as water permeability. Abstract:
In this paper, the energy performance of a selected UHDE Ammonia plant is optimized by conducting heat integration through waste heat recovery and the synthesis of a heat exchange network (HEN). Minimum hot and cold utility requirements were estimated through IChemE spreadsheet. Supporting simulation was carried out using HYSYS software. The results showed that there is no need for heating utility while the required cold utility was found to be around 268,714 kW. Hence a threshold pinch case was faced. Then, the hot and cold streams were matched appropriately. Also, waste heat recovered resulted with savings in HP and LP steams of approximately 51.0% and 99.6%, respectively. An economic analysis on proposed HEN showed very attractive overall payback period not exceeding 3 years. In general, a net saving approaching 35% was achieved in implementing heat optimization of current studied UHDE Ammonia process.Keywords: Ammonia, Energy Optimization, Heat Exchange Network and Techno-Economic Analysis.

Abstract:
Mammography is the most effective procedure for an early diagnosis of the breast cancer. Nowadays, people are trying to find a way or method to support as much as possible to the radiologists in diagnosis process. The most popular way is now being developed is using Computer-Aided Detection (CAD) system to process the digital mammograms and prompt the suspicious region to radiologist. In this paper, an automated CAD system for detection and classification of massive lesions in mammographic images is presented. The system consists of three processing steps: Regions-Of- Interest detection, feature extraction and classification. Our CAD system was evaluated on Mini-MIAS database consisting 322 digitalized mammograms. The CAD system-s performance is evaluated using Receiver Operating Characteristics (ROC) and Freeresponse ROC (FROC) curves. In this paper, an open framework based smart energy storage system (ESS) profile for photovoltaic (PV)-ESS and uninterruptible power supply (UPS)-ESS is proposed and designed. An open framework based smart ESS is designed and developed for unifying the different interfaces among manufacturers. The smart ESS operates under the profile which provides the specifications of peripheral devices such as different interfaces and to the open framework. The profile requires well systemicity and expandability for addible peripheral devices. Especially, the smart ESS should provide the expansion with existing systems such as UPS and the linkage with new renewable energy technology such as PV. This paper proposes and designs an open framework based smart ESS profile for PV-ESS and UPS-ESS. A compound parabolic concentrator (CPC) is a wellknown non-imaging concentrator that will concentrate the solar radiation onto receiver (PV cell). One of disadvantage of CPC is has tall and narrow height compared to its diameter entry aperture area. Therefore, for economic reason, a truncation had been done by removed from the top of the full height CPC. This also will lead to the decreases of concentration ratio but it will be negligible. In this paper, the flux distribution of untruncated and truncated 2-D hollow compound parabolic trough concentrator (hCPTC) design is presented. The untruncated design has initial height H=193.4mm with concentration ratio C_(2-D)=4. This paper presents the optical simulation of compound parabolic trough concentrator using raytracing software TracePro. Results showed that, after the truncation, the height of CPC reduced 45% from initial height with the geometrical concentration ratio only decrease 10%. Thus, the cost of reflector and material dielectric usage can be saved especially at manufacturing site.Keywords: Compound parabolic trough concentrator, optical modelling, ray-tracing analysis.

The main objective of this paper is applying a comparison between the Wolf Pack Search (WPS) as a newly introduced intelligent algorithm with several other known algorithms including Particle Swarm Optimization (PSO), Shuffled Frog Leaping (SFL), Binary and Continues Genetic algorithms. All algorithms are applied on two benchmark cost functions. The aim is to identify the best algorithm in terms of more speed and accuracy in finding the solution, where speed is measured in terms of function evaluations. Abstract:
Production of specific antibody responses against hTSH is a cumbersome process due to the high identity between the hTSH and the other members of the glycoprotein hormone family (FSH, LH and HCG) and the high identity between the human hTSH and host animals for antibody production. Therefore, two polyclonal antibodies were purified against two recombinant proteins. Four possible ELISA tests were designed based on these antibodies. These ELISA tests were checked against hTSH and other glycoprotein hormones, and their sensitivity and specificity were assessed. Bioinformatics tools were used to analyze the immunological properties. After the immunogen region selection from hTSH protein, c terminal of B hTSH was selected and applied. Two recombinant genes, with these cut pieces (first: two repeats of C terminal of B hTSH, second: tetanous toxin+B hTSH C terminal), were designed and sub-cloned into the pET32a expression vector. Standard methods were used for protein expression, purification, and verification. Thereafter, immunizations of the white New Zealand rabbits were performed and the serums of them were used for antibody titration, purification and characterization. Then, four ELISA tests based on two antibodies were employed to assess the hTSH and other glycoprotein hormones. The results of these assessments were compared with standard amounts. The obtained results indicated that the desired antigens were successfully designed, sub-cloned, expressed, confirmed and used for in vivo immunization. The raised antibodies were capable of specific and sensitive hTSH detection, while the cross reactivity with the other members of the glycoprotein hormone family was minimum. Among the four designed tests, the test in which the antibody against first protein was used as capture antibody, and the antibody against second protein was used as detector antibody did not show any hook effect up to 50 miu/l. Both proteins have the ability to induce highly sensitive and specific antibody responses against the hTSH. One of the antibody combinations of these antibodies has the highest sensitivity and specificity in hTSH detection.

Most of the well known methods for generating Gaussian variables require at least one standard uniform distributed value, for each Gaussian variable generated. The length of the random number generator therefore, limits the number of independent Gaussian distributed variables that can be generated meanwhile the statistical solution of complex systems requires a large number of random numbers for their statistical analysis. Abstract:
A magnetic induction based underwater communication link is evaluated using an analytical model and a custom Finite-Difference Time-Domain (FDTD) simulation tool. The analytical model is based on the Sommerfeld integral, and a full-wave simulation tool evaluates Maxwell’s equations using the FDTD method in cylindrical coordinates. The analytical model and FDTD simulation tool are then compared and used to predict the system performance for various transmitter depths and optimum frequencies of operation. To this end, the system bandwidth, signal to noise ratio, and the magnitude of the induced voltage are used to estimate the expected channel capacity. The models show that in seawater, a relatively low-power and small coils may be capable of obtaining a throughput of 40 to 300 kbps, for the case where a transmitter is at depths of 1 to 3 m and a receiver is at a height of 1 m.Keywords: Magnetic Induction, FDTD, Underwater Communication, Sommerfeld.

Abstract:
Facial features are frequently used to represent local properties of a human face image in computer vision applications. In this paper, we present a fast algorithm that can extract the facial features online such that they can give a satisfying representation of a face image. It includes one step for a coarse detection of each facial feature by AdaBoost and another one to increase the accuracy of the found points by Active Shape Models (ASM) in the regions of interest. The resulted facial features are evaluated by matching with artificial face models in the applications of physiognomy. The distance measure between the features and those in the fate models from the database is carried out by means of the Hausdorff distance. Webcam systems now function as the new privileged vantage points from which to view the city. This transformation of CCTV technology from surveillance to promotional tool is significant because its'scopic regime' presents, back to the public, a new virtual 'site' that sits alongside its real-time counterpart. Significantly, thisraw 'image' data can, in fact,be co-optedand processed so as to disrupt their original purpose. This paper will demonstrate this disruptive capacity through an architectural project. It will reveal how the adaption the webcam image offers a technical springboard by which to initiate alternate urban form making decisions and subvert the disciplinary reliance on the 'flat' orthographic plan. In the world of Peer-to-Peer (P2P) networking different protocols have been developed to make the resource sharing or information retrieval more efficient. The SemPeer protocol is a new layer on Gnutella that transforms the connections of the nodes based on semantic information to make information retrieval more efficient. However, this transformation causes high clustering in the network that decreases the number of nodes reached, therefore the probability of finding a document is also decreased. In this paper we describe a mathematical model for the Gnutella and SemPeer protocols that captures clustering-related issues, followed by a proposition to modify the SemPeer protocol to achieve moderate clustering. This modification is a sort of link management for the individual nodes that allows the SemPeer protocol to be more efficient, because the probability of a successful query in the P2P network is reasonably increased. This study was focused on polymer electrolytes containing methanesulfonic acid (MSA) and p-toluene sulfonic acid (pTSA) mixed with polyacrylamide (PAAm) respectively. Impedance Spectroscopy technique has been employed to compare the ionic conductivity of these polymer electrolytes. The ionic conductivity of the PAAm hydrogel electrolytes increase upon adding the sulfonic acids. Ionic conductivity of PAAm-pTSA is higher than PAAm-MSA. The electrochemical performance evaluations were done with the tin-air cells discharge at zero current for 30minutes and at constant current density of 2.5, 5, 7.5, 10, 12.5 and 15mA/cm2. The tin-air cell of PAAm-MSA produce higher specific discharge capacity compared to PAAm-pTSA. Open-circuit voltage measurement revealed a higher voltage for tin-air cell of PAAm-MSA which is 1.27V.

This paper proposes a Fuzzy Expert System design to determine the wearing properties of nitrided and non nitrided steel. The proposed Fuzzy Expert System approach helps the user and the manufacturer to forecast the wearing properties of nitrided and non nitrided steel under specified laboratory conditions. Surfaces of the engineering components are often nitrided for improving wear, corosion, fatigue specifications. A major property of nitriding process is reducing distortion and wearing of the metalic alloys. A Fuzzy Expert System was developed for determining the wearing and durability properties of nitrided and non nitrided steels that were tested under different loads and different sliding speeds in the laboratory conditions.Keywords: Fuzzy Expert System Design, Rule Based Systems, Fatigue, Corrosion

Abstract:
Many states are now committed to implementing international human rights standards domestically. In terms of practical governance, how might effectiveness be measured? A facevalue answer can be found in domestic laws and institutions relating to human rights. However, this article provides two further tools to help states assess their status on the spectrum of robust to fragile human rights governance. The first recognises that each state has its own 'human rights history' and the ideal end stage is robust human rights governance, and the second is developing criteria to assess robustness. Although a New Zealand case study is used to illustrate these tools, the widespread adoption of human rights standards by many states inevitably means that the issues are relevant to other countries. This is even though there will always be varying degrees of similarity-difference in constitutional background and developed or emerging human rights systems.Keywords: robust human rights governance, fragile states.

Abstract:
The main goal of this paper is to develop a switching amplifier with optimized power efficiency for analog signals with a very high crest factor such as audio or DSL signals. Theoretical calculations show that a switching amplifier architecture based on multi-level pulse width modulation outperforms all other types of linear or switching amplifiers in that respect. Simulations on a 2 W multi-level switching audio amplifier, designed in a 50 V 0.35 mm IC technology, confirm its superior performance in terms of power efficiency. A real silicon implementation of this audio amplifier design is currently underway to provide experimental validation.

Abstract:
This article proposes a new method for application in communication circuit systems that increase efficiency, PAE, output power and gain in the circuit. The proposed method is based on a combination of switching class-E and class-J and has been termed class-EJ. This method was investigated using both theory and simulation to confirm ∼72% PAE and output power of >39dBm. The combination and design of the proposed power amplifier accrues gain of over 15dB in the 2.9 to 3.5GHz frequency bandwidth. This circuit was designed using MOSFET and high power transistors. The loadand source-pull method achieved the best input and output networks using lumped elements. The proposed technique was investigated for fundamental and second harmonics having desirable amplitudes for the output signal.Keywords: Power Amplifier (PA), GaN HEMT, Class-J and Class-E, High Efficiency.

Abstract:
Using a methodology grounded in business process change theory, we investigate the critical success factors that affect ERP implementation success in United States and India. Specifically, we examine the ERP implementation at two case study companies, one in each country. Our findings suggest that certain factors that affect the success of ERP implementations are not culturally bound, whereas some critical success factors depend on the national culture of the country in which the system is being implemented. We believe that the understanding of these critical success factors will deepen the understanding of ERP implementations and will help avoid implementation mistakes, thereby increasing the rate of success in culturally different contexts. Abstract:
The fuel consumption of modern, high wing loading, commercial aircraft in the first stage of flight is high because the usable flight level is lower and the weather conditions (jet stream) have great impact on aircraft performance. To reduce the fuel consumption, it is necessary to raise during first stage of flight the L/D ratio value within Cl 0.55-0.65. Different variable geometrical wing trailing edge modifications of SC(2)-410 airfoil were compared at M 0.78 using the CFD software STAR-CCM+ simulation based Reynolds-averaged Navier-Stokes (RANS) equations. The numerical results obtained show that by increasing the width of the airfoil by 4% and by modifying the trailing edge airfoil, it is possible to decrease airfoil drag at Cl 0.70 for up to 26.6% and at the same time to increase commercial aircraft L/D ratio for up to 5.0%. Fuel consumption can be reduced in proportion to the increase in L/D ratio.

Abstract:
In this paper, backup and recovery technique for Peer to Peer applications, such as a distributed asynchronous Web-Based Training system that we have previously proposed. In order to improve the scalability and robustness of this system, all contents and function are realized on mobile agents. These agents are distributed to computers, and they can obtain using a Peer to Peer network that modified Content-Addressable Network. In the proposed system, although entire services do not become impossible even if some computers break down, the problem that contents disappear occurs with an agent-s disappearance. As a solution for this issue, backups of agents are distributed to computers. If a failure of a computer is detected, other computers will continue service using backups of the agents belonged to the computer.Keywords: Distributed Multimedia Systems, e-Learning, P2P, Mobile Agent
