2822 Regional Development Programs: A Reason for Them Failing

Authors: Åmo, B.W.

Abstract:

This paper contributes to the analysis of the design of regional development programs. This is a case study the birth, life, death and afterlife of a stately development program in Norway, supporting diffusion of innovations by promoting e-business in SMEs (small and medium sized enterprises).

The study shows that joint projects like regional development programs have to be designed such that the present value of the future benefits always exceeds the present value of the future effort for all stakeholders vital for the survival of the project. The study also indicate that a development program not always have one common goal which all the stakeholders agree upon. There are several stakeholders who may have different goals by playing a part in the realization of the program.

Even if some parties evaluate the results of a development program as a failure, other may have attained their goals. The lessons learned from this study may advise the designers of development programs involving many independent stakeholders. There is a lack of research examining failing development programs, investigating the reasons for it to be considered a failure. This paper shows why a development program was terminated and gives hint to how joint programs could be designed in order for the program to deliver the wanted results to all the key stakeholders.

2821 Thermophoretic Deposition of Nanoparticles Due Toa Permeable Rotating Disk: Effects of Partial Slip, Magnetic Field, Thermal Radiation, Thermal-Diffusion, and Diffusion-Thermo

Authors: M. M. Rahman

Abstract:

The present contribution deals with the thermophoretic deposition of nanoparticles over a rapidly rotating permeable disk in the presence of partial slip, magnetic field, thermal radiation, thermal-diffusion, and diffusion-thermo effects. The governing nonlinear partial differential equations such as continuity, momentum, energy and concentration are transformed into nonlinear ordinary differential equations using similarity analysis, and the solutions are obtained through the very efficient computer algebra software MATLAB. Graphical results for non-dimensional concentration and temperature profiles including thermophoretic deposition velocity and Stanton number (thermophoretic deposition flux) in tabular forms are presented for a range of values of the parameters characterizing the flow field. It is observed that slip mechanism, thermal-diffusion, diffusion-thermo, magnetic field and radiation significantly control the thermophoretic particles deposition rate. The obtained results may be useful to many industrial and engineering applications.

2820 Model for Knowledge Representation using Sample Problems and Designing a Program for Automatically Solving Algebraic Problems

Authors: Nhon Do, Hien Nguyen

Abstract:

Nowadays there are many methods for representing knowledge such as semantic network, neural network, and conceptual graphs. Nonetheless, these methods are not sufficiently efficient when applied to perform and deduce on knowledge domains about supporting in general education such as algebra, analysis or plane geometry. This leads to the introduction of computational network which is a useful tool for representation knowledge base, especially for computational knowledge, especially knowledge domain about general education. However, when dealing with a practical problem, we often do not immediately find a new solution, but we search related problems which have been solved before and then proposing an appropriate solution for the problem. Besides that, when finding related problems, we have to determine whether the result of them can be used to solve the practical problem or not. In this paper, the extension model of computational network has been presented. In this model, Sample Problems, which are related problems, will be used like the experience of human about practical problem, simulate the way of human thinking, and give the good solution for the practical problem faster and more effectively. This extension model is applied to construct an automatic system for solving algebraic problems in middle school.

2819 Research on Simulation Model of Collision Force between Floating Ice and Pier

Authors: Tianlai Yu, Zhengguo Yuan, Sidi Shan

Abstract:

Adopting the measured constitutive relationship of stress-strain of river ice, the finite element analysis model of percussive force of river ice and pier is established, by the explicit dynamical analysis software package LS-DYNA. Effects of element types, contact method and arithmetic of ice and pier, coupled modes between different elements, mesh density of pier, and ice sheet in contact area on the collision force are studied. Some of measures for the collision force analysis of river ice and pier are proposed as follows: bridge girder can adopt beam161 element with 3-node; pier below the line of 1.30m above ice surface and ice sheet use solid164 element with 8-node; in order to accomplish the connection of different elements, the rigid body with 0.01-0.05m thickness is defined between solid164 and beam161; the contact type of ice and pier adopts AUTOMATIC_SURFACE_TO_SURFACE, using symmetrical penalty function algorithms; meshing size of pier below the line of 1.30m above ice surface should not less than 0.25×0.25×0.5m3. The simulation results have the advantage of high precision by making a comparison between measured and computed data. The research results can be referred for collision force study between river ice and pier.

2818 Searchable Encryption in Cloud Storage

Authors: Ren-Junn Hwang, Chung-Chien Lu, Jain-Shing Wu

Abstract:

Cloud outsource storage is one of important services in cloud computing. Cloud users upload data to cloud servers to reduce the cost of managing data and maintaining hardware and software. To ensure data confidentiality, users can encrypt their files before uploading them to a cloud system. However, retrieving the target file from the encrypted files exactly is difficult for cloud server. This study proposes a protocol for performing multikeyword searches for encrypted cloud data by applying k-nearest neighbor technology. The protocol ranks the relevance scores of encrypted files and keywords, and prevents cloud servers from learning search keywords submitted by a cloud user. To reduce the costs of file transfer communication, the cloud server returns encrypted files in order of relevance. Moreover, when a cloud user inputs an incorrect keyword and the number of wrong alphabet does not exceed a given threshold; the user still can retrieve the target files from cloud server. In addition, the proposed scheme satisfies security requirements for outsourced data storage.

2815 Digital Forensics Compute Cluster: A High Speed Distributed Computing Capability for Digital Forensics

Authors: Daniel Gonzales, Zev Winkelman, Trung Tran, Ricardo Sanchez, Dulani Woods, John Hollywood

Abstract:

We have developed a distributed computing capability, Digital Forensics Compute Cluster (DFORC2) to speed up the ingestion and processing of digital evidence that is resident on computer hard drives. DFORC2 parallelizes evidence ingestion and file processing steps. It can be run on a standalone computer cluster or in the Amazon Web Services (AWS) cloud. When running in a virtualized computing environment, its cluster resources can be dynamically scaled up or down using Kubernetes. DFORC2 is an open source project that uses Autopsy, Apache Spark and Kafka, and other open source software packages. It extends the proven open source digital forensics capabilities of Autopsy to compute clusters and cloud architectures, so digital forensics tasks can be accomplished efficiently by a scalable array of cluster compute nodes. In this paper, we describe DFORC2 and compare it with a standalone version of Autopsy when both are used to process evidence from hard drives of different sizes.

2813 Micro-Controller Based Oxy-Fuel Profile Cutting System

Authors: A. P. Kulkarni, P. Randive, A. R. Mache

Abstract:

In today-s era of plasma and laser cutting, machines using oxy-acetylene flame are also meritorious due to their simplicity and cost effectiveness. The objective to devise a Computer controlled Oxy-Fuel profile cutting machine arose from the increasing demand for metal cutting with respect to edge quality, circularity and lesser formation of redeposit material. The System has an 8 bit micro controller based embedded system, which assures stipulated time response. A new window based Application software was devised which takes a standard CAD file .DXF as input and converts it into numerical data required for the controller. It uses VB6 as a front end whereas MS-ACCESS and AutoCAD as back end. The system is designed around AT89C51RD2, powerful 8 bit, ISP micro controller from Atmel and is optimized to achieve cost effectiveness and also maintains the required accuracy and reliability for complex shapes. The backbone of the system is a cleverly designed mechanical assembly along with the embedded system resulting in an accuracy of about 10 microns while maintaining perfect linearity in the cut. This results in substantial increase in productivity. The observed results also indicate reduced inter laminar spacing of pearlite with an increase in the hardness of the edge region.

Authors: Sulaiman A. Alateyah, Richard M Crowder, Gary B Wills

Abstract:

This paper discusses E-government, in particular the challenges that face adoption in Saudi Arabia. E-government can be defined based on an existing set of requirements. In this research we define E-government as a matrix of stakeholders: governments to governments, governments to business and governments to citizens, using information and communications technology to deliver and consume services. E-government has been implemented for a considerable time in developed countries. However, E-government services still face many challenges in their implementation and general adoption in many countries including Saudi Arabia. It has been noted that the introduction of E-government is a major challenge facing the government of Saudi Arabia, due to possible concerns raised by its citizens. In addition, the literature review and the discussion identify the influential factors that affect the citizens’ intention to adopt E-government services in Saudi Arabia. Consequently, these factors have been defined and categorized followed by an exploratory study to examine the importance of these factors. Therefore, this research has identified factors that determine if the citizen will adopt E-government services and thereby aiding governments in accessing what is required to increase adoption.

2811 Development a New Model of EEVC/WG17 Lower Legform for Pedestrian Safety

Authors: Alireza Noorpoor, Akbar Abvabi, Mehdi Saeed Kiasat

Abstract:

Development, calibration and validation of a threedimensional model of the Legform impactor for pedestrian crash with bumper are presented. Lower limb injury is becoming an increasingly important concern in vehicle safety for both occupants and pedestrians. In order to prevent lower extremity injuries to a pedestrian when struck by a car, it is important to elucidate the loadings from car front structures on the lower extremities and the injury mechanism caused by these loadings. An impact test procedure with a legform addressing lower limb injuries in car pedestrian accidents has been proposed by EEVC/WG17. In this study a modified legform impactor is introduced and validated against EEVC/WG17 criteria. The finite element model of this legform is developed using LS-DYNA software. Total mass of legform impactor is 13.4 kg.Technical specifications including the mass and location of the center of gravity and moment of inertia about a horizontal axis through the respective centre of gravity in femur and tibia are determined. The obtained results of legform impactor static and dynamic tests are as specified in the EEVC/WG17.

2810 Mooring Analysis of Duct-Type Tidal Current Power System in Shallow Water

Authors: Chul H. Jo, Do Y. Kim, Bong K. Cho, Myeong J. Kim

Abstract:

The exhaustion of oil and the environmental pollution from the use of fossil fuel are increasing. Tidal current power (TCP) has been proposed as an alternative energy source because of its predictability and reliability. By applying a duct and single point mooring (SPM) system, a TCP device can amplify the generating power and keep its position properly. Because the generating power is proportional to cube of the current stream velocity, amplifying the current speed by applying a duct to a TCP system is an effective way to improve the efficiency of the power device. An SPM system can be applied at any water depth and is highly cost effective. Simple installation and maintenance procedures are also merits of an SPM system. In this study, we designed an SPM system for a duct-type TCP device for use in shallow water. Motions of the duct are investigated to obtain the response amplitude operator (RAO) as the magnitude of the transfer function. Parameters affecting the stability of the SPM system such as the fairlead departure angle, current velocity, and the number of clamp weights are analyzed and/or optimized. Wadam and OrcaFlex commercial software is used to design the mooring line.

Abstract:

Scene interpretation systems need to match (often ambiguous) low-level input data to concepts from a high-level ontology. In many domains, these decisions are uncertain and benefit greatly from proper context. This paper demonstrates the use of decision trees for estimating class probabilities for regions described by feature vectors, and shows how context can be introduced in order to improve the matching performance.

Authors: Chun-Wei Huang, Jyh-Cherng Gu, Ming-Ta Yang

Abstract:

Non-synchronous breakage or line failure in power systems with light or no loads can lead to core saturation in transformers or potential transformers. This can cause component and capacitance matching resulting in the formation of resonant circuits, which trigger ferroresonance. This study employed a wavelet transform for the detection of ferroresonance. Simulation results demonstrate the efficacy of the proposed method.

2807 Water Security in Rural Areas through Solar Energy in Baja California Sur, Mexico

Authors: Luis F. Beltrán-Morales, Dalia Bali Cohen, Enrique Troyo-Diéguez, Gerzaín Avilés Polanco, Victor Sevilla Unda

Abstract:

This study aims to assess the potential of solar energy technology for improving access to water and hence the livelihood strategies of rural communities in Baja California Sur, Mexico. It focuses on livestock ranches and photovoltaic water-pumptechnology as well as other water extraction methods. The methodology used are the Sustainable Livelihoods and the Appropriate Technology approaches. A household survey was applied in June of 2006 to 32 ranches in the municipality, of which 22 used PV pumps; and semi-structured interviews were conducted. Findings indicate that solar pumps have in fact helped people improve their quality of life by allowing them to pursue a different livelihood strategy and that improved access to water -not necessarily as more water but as less effort to extract and collect it- does not automatically imply overexploitation of the resource; consumption is based on basic needs as well as on storage and pumping capacity. Justification for such systems lies in the avoidance of logistical problems associated to fossil fuels, PV pumps proved to be the most beneficial when substituting gasoline or diesel equipment but of dubious advantage if intended to replace wind or gravity systems. Solar water pumping technology-s main obstacle to dissemination are high investment and repairs costs and it is therefore not suitable for all cases even when insolation rates and water availability are adequate. In cases where affordability is not an obstacle it has become an important asset that contributes –by means of reduced expenses, less effort and saved time- to the improvement of livestock, the main livelihood provider for these ranches.

2806 Stabilization of γ-Sterilized Food-Packaging Materials by Synergistic Mixtures of Food-Contact Approval Stabilizers

Authors: Sameh A. S. Alariqi

Abstract:

Food is widely packaged with plastic materials to prevent microbial contamination and spoilage. Ionizing radiation is widely used to sterilize the food-packaging materials. Sterilization by γ-radiation causes degradation such as embrittlement, stiffening, softening, discoloration, odour generation, and decrease in molecular weight. Many antioxidants can prevent γ-degradation but most of them are toxic. The migration of antioxidants to its environment gives rise to major concerns in case of food packaging plastics. In this attempt, we have aimed to utilize synergistic mixtures of stabilizers which are approved for food-contact applications. Ethylene-propylene-diene terpolymer has been melt-mixed with hindered amine stabilizers (HAS), phenolic antioxidants and organophosphites (hydroperoxide decomposer). Results were discussed by comparing the stabilizing efficiency of mixtures with and without phenol system. Among phenol containing systems where we mostly observed discoloration due to the oxidation of hindered phenol, the combination of secondary HAS, tertiary HAS, organo-phosphite and hindered phenol exhibited improved stabilization efficiency than single or binary additive systems. The mixture of secondary HAS and tertiary HAS, has shown antagonistic effect of stabilization. However, the combination of organo-phosphite with secondary HAS, tertiary HAS and phenol antioxidants have been found to give synergistic even at higher doses of Gamma-irradiation. The effects have been explained through the interaction between the stabilizers. After γ-irradiation, the consumption of oligomeric stabilizer significantly depends on the components of stabilization mixture. The effect of the organo-phosphite antioxidant on the overall stability has been discussed.

2805 Performance of Neural Networks vs. Radial Basis Functions When Forming a Metamodel for Residential Buildings

Authors: Philip Symonds, Jon Taylor, Zaid Chalabi, Michael Davies

Abstract:

Average temperatures worldwide are expected to continue to rise. At the same time, major cities in developing countries are becoming increasingly populated and polluted. Governments are tasked with the problem of overheating and air quality in residential buildings. This paper presents the development of a model, which is able to estimate the occupant exposure to extreme temperatures and high air pollution within domestic buildings. Building physics simulations were performed using the EnergyPlus building physics software. An accurate metamodel is then formed by randomly sampling building input parameters and training on the outputs of EnergyPlus simulations. Metamodels are used to vastly reduce the amount of computation time required when performing optimisation and sensitivity analyses. Neural Networks (NNs) have been compared to a Radial Basis Function (RBF) algorithm when forming a metamodel. These techniques were implemented using the PyBrain and scikit-learn python libraries, respectively. NNs are shown to perform around 15% better than RBFs when estimating overheating and air pollution metrics modelled by EnergyPlus.

Authors: A.Qaderi, A. Heydarinasab, M. Ardjmand

Abstract:

Poly-β-hydroxybutyrate (PHB) is one of the most famous biopolymers that has various applications in production of biodegradable carriers. The most important strategy for enhancing efficiency in production process and reducing the price of PHB, is the accurate expression of kinetic model of products formation and parameters that are effective on it, such as Dry Cell Weight (DCW) and substrate consumption. Considering the high capabilities of artificial neural networks in modeling and simulation of non-linear systems such as biological and chemical industries that mainly are multivariable systems, kinetic modeling of microbial production of PHB that is a complex and non-linear biological process, the three layers perceptron neural network model was used in this study. Artificial neural network educates itself and finds the hidden laws behind the data with mapping based on experimental data, of dry cell weight, substrate concentration as input and PHB concentration as output. For training the network, a series of experimental data for PHB production from Hydrogenophaga Pseudoflava by glucose carbon source was used. After training the network, two other experimental data sets that have not intervened in the network education, including dry cell concentration and substrate concentration were applied as inputs to the network, and PHB concentration was predicted by the network. Comparison of predicted data by network and experimental data, indicated a high precision predicted for both fructose and whey carbon sources. Also in present study for better understanding of the ability of neural network in modeling of biological processes, microbial production kinetic of PHB by Leudeking-Piret experimental equation was modeled. The Observed result indicated an accurate prediction of PHB concentration by artificial neural network higher than Leudeking- Piret model.

Abstract:

This research presents the three-dimensional mechanical characteristics of a commercial gas diffusion layer by experiment and simulation results. Although the mechanical performance of gas diffusion layers has attracted much attention, its reliability and accuracy are still a major challenge. With the help of simulation analysis methods, it is beneficial to the gas diffusion layer’s extensive commercial development and the overall stress analysis of proton electrolyte membrane fuel cells during its pre-production design period. Therefore, in this paper, a three-dimensional constitutive model of a commercial gas diffusion layer, including its material stiffness matrix parameters, is developed and coded, in the user-defined material model of a commercial finite element method software for simulation. 2797 Sustainable Intensification of Agriculture in Victoria’s Food Bowl: Optimizing Productivity with the use of Decision-Support Tools

Authors: M. Johnson, R. Faggian, V. Sposito

Abstract:

A participatory and engaged approach is key in connecting agricultural managers to sustainable agricultural systems to support and optimize production in Victoria’s food bowl. A sustainable intensification (SI) approach is well documented globally, but participation rates amongst Victorian farmers is fragmentary, and key outcomes and implementation strategies are poorly understood. Improvement in decision-support management tools and a greater understanding of the productivity gains available upon implementation of SI is necessary. This paper reviews the current understanding and uptake of SI practices amongst farmers in one of Victoria’s premier food producing regions, the Goulburn Broken; and it spatially analyses the potential for this region to adapt to climate change and optimize food production. A Geographical Information Systems (GIS) approach is taken to develop an interactive decision-support tool that can be accessible to on-ground agricultural managers. The tool encompasses multiple criteria analysis (MCA) that identifies factors during the construction phase of the tool, using expert witnesses and regional knowledge, framed within an Analytical Hierarchy Process. Given the complexities of the interrelations between each of the key outcomes, this participatory approach, in which local realities and factors inform the key outcomes and help to strategies for a particular region, results in a robust strategy for sustainably intensifying production in key food producing regions. 2796 An Iterative Updating Method for Damped Gyroscopic Systems

Authors: Yongxin Yuan

Abstract:

The problem of updating damped gyroscopic systems using measured modal data can be mathematically formulated as following two problems. Problem I: Given Ma ∈ Rn×n, Λ = diag{λ1, ··· , λp} ∈ Cp×p, X = [x1, ··· , xp] ∈ Cn×p, where p<n and both Λ and X are closed under complex conjugation in the sense that λ2j = λ¯2j−1 ∈ C, x2j = ¯x2j−1 ∈ Cn for j = 1, ··· , l, and λk ∈ R, xk ∈ Rn for k = 2l + 1, ··· , p, find real-valued symmetric matrices D,K and a real-valued skew-symmetric matrix G (that is, GT = −G) such that MaXΛ2 + (D + G)XΛ + KX = 0. Problem II: Given real-valued symmetric matrices Da, Ka ∈ Rn×n and a real-valued skew-symmetric matrix Ga, find (D, ˆ G, ˆ Kˆ ) ∈ SE such that Dˆ −Da2+Gˆ−Ga2+Kˆ −Ka2 = min(D,G,K)∈SE (D− Da2 + G − Ga2 + K − Ka2), where SE is the solution set of Problem I and · is the Frobenius norm. This paper presents an iterative algorithm to solve Problem I and Problem II. By using the proposed iterative method, a solution of Problem I can be obtained within finite iteration steps in the absence of roundoff errors, and the minimum Frobenius norm solution of Problem I can be obtained by choosing a special kind of initial matrices. Moreover, the optimal approximation solution (D, ˆ G, ˆ Kˆ ) of Problem II can be obtained by finding the minimum Frobenius norm solution of a changed Problem I. A numerical example shows that the introduced iterative algorithm is quite efficient.

2794 Seismic Response of Hill Side Step-back RC Framed Buildings with Shear Wall and Bracing System

Authors: Birendra Kumar Bohara

Abstract:

The hillside building shows different behavior as a flat ground building in lateral loading. Especially the step back building in the sloping ground has different seismic behavior. The hillside building 3D model having different types of structural elements is introduced and analyzed with a seismic effect. The structural elements such as the shear wall, steel, and concrete bracing are used to resist the earthquake load and compared with without using any shear wall and bracing system. The X, inverted V, and diagonal bracing are used. The total nine models are prepared in ETABs finite element coding software. The linear dynamic analysis is the response spectrum analysis (RSA) carried out to study dynamic behaviors in means of top story displacement, story drift, fundamental time period, story stiffness, and story shear. The results are analyzed and made some decisions based on seismic performance. It is also observed that it is better to use the X bracing system for lateral load resisting elements.

Keywords: Step-back buildings, bracing system, hill side buildings, response spectrum method.
