9857 Fighter Aircraft Selection Using Fuzzy Preference Optimization Programming (POP)

Abstract:
The Turkish Air Force needs to acquire a sixth- generation fighter aircraft in order to maintain its air superiority and dominance against its rivals under the risks posed by global geopolitical opportunities and threats. Accordingly, five evaluation criteria were determined to evaluate the sixth-generation fighter aircraft alternatives and to select the best one. Systematically, a new fuzzy preference optimization programming (POP) method is proposed to select the best sixth generation fighter aircraft in an uncertain environment. The POP technique considers both quantitative and qualitative evaluation criteria. To demonstrate the applicability and effectiveness of the proposed approach, it is applied to a multiple criteria decision-making problem to evaluate and select sixth-generation fighter aircraft. The results of the fuzzy POP method are compared with the results of the fuzzy TOPSIS approach to validate it. According to the comparative analysis, fuzzy POP and fuzzy TOPSIS methods get the same results. This demonstrates the applicability of the fuzzy POP technique to address the sixth-generation fighter selection problem.

Abstract:
Because of the reservoir effect, dynamic analysis of concrete dams is more involved than other common structures. This problem is mostly sourced by the differences between reservoir water, dam body and foundation material behaviors. To account for the reservoir effect in dynamic analysis of concrete gravity dams, two methods are generally employed. Eulerian method in reservoir modeling gives rise to a set of coupled equations, whereas in Lagrangian method, the same equations for dam and foundation structure are used. The Purpose of this paper is to evaluate and study possible advantages and disadvantages of both methods. Specifically, application of the above methods in the analysis of dam-foundationreservoir systems is leveraged to calculate the hydrodynamic pressure on dam faces. Within the frame work of dam- foundationreservoir systems, dam displacement under earthquake for various dimensions and characteristics are also studied. The results of both Lagrangian and Eulerian methods in effects of loading frequency, boundary condition and foundation elasticity modulus are quantitatively evaluated and compared. Our analyses show that each method has individual advantages and disadvantages. As such, in any particular case, one of the two methods may prove more suitable as presented in the results section of this study.

Abstract:
The occurrence of missing values in database is a serious problem for Data Mining tasks, responsible for degrading data quality and accuracy of analyses. In this context, the area has shown a lack of standardization for experiments to treat missing values, introducing difficulties to the evaluation process among different researches due to the absence in the use of common parameters. This paper proposes a testbed intended to facilitate the experiments implementation and provide unbiased parameters using available datasets and suited performance metrics in order to optimize the evaluation and comparison between the state of art missing values treatments.

Abstract:
This paper presents a multi-objective model for addressing two main objectives in designing rural roads networks: minimization of user operation costs and maximization of population covered. As limited budgets often exist, a reasonable trade-off must be obtained in order to account for both cost and social benefits in this type of networks. For a real-world rural road network, the model is solved, where all non-dominated solutions were obtained. Afterwards, an analysis is made on the (possibly) most interesting solutions (the ones providing better trade-offs). This analysis, coupled with the knowledge of the real world scenario (typically provided by decision makers) provides a suitable method for the evaluation of road networks in rural areas of developing countries.

Abstract:
With the improvement of living quality and demand for nighttime activities in China, the current situation of outdoor lighting environment at night needs to be assessed. Lighting environment at night plays an important role to guarantee night safety. Two typical residential communities in Hangzhou were selected. A comprehensive test method of outdoor lighting environment at night was established. The road, fitness area, landscape, playground and entrance were included. Field measurements and questionnaires were conducted in these two residential communities. The characteristics of residents’ habits and the subjective evaluation on different aspects of outdoor lighting environment at night were collected via questionnaire. A safety evaluation system on the outdoor lighting environment at night in the residential community was established. The results show that there is a big difference in illumination in different areas. The lighting uniformities of roads cannot meet the requirement of lighting standard in China. Residents pay more attention to the lighting environment of the fitness area and road than others. This study can provide guidance for the design and management of outdoor lighting environment at night.

Changes in the sensory, chemical and microbiological quality of the Mediterranean hake during post-catch handling and distribution were investigated. 115 fish samples were seasonally received during three stages of the transfer route from the sea to the consumer and two storage methods were recorded, seawater and ice storage. Microbiological evaluation revealed higher status for the ice stored samples regarding heterotrophic bacteria (2.68 log cfu/g and 1.92 log cfu/g at 22oC and 37°C respectively) and psychrotrophic counts (3.20 log cfu/g), with statistically significant differences among storage methods. Sensory evaluation also revealed higher status for the ice stored samples with a mean quality index of 0.17 and a spoilage time estimated at 30 hours, in contrast to seawater storage, which varied from 0.28 to 0.3, and a 14-hour estimated spoilage. Detected pathogens were identified mainly in the seawater stored samples, posing questions on the quality of the product reaching the seafood markets.

Abstract:
Roadways in Amman city face many problems consequent upon poor drainage systems. Evaluation tools are necessary to identify those roads needing improvement in their drainage system, and those needing regular maintenance. This work aims at evaluating drainage conditions in selected roadways in Amman city with the intent of identifying the problems encountered in their drainage systems. Three sites in the vicinity of Amman city have been selected and then inspected via several field visits to determine the state of their existing drainage systems and define the major problems encountered in these systems. The evaluation tool used in this study is based on visual inspection supported by photographs that depicted the defined problems. Following the field assessment, the drainage system in each road was rated as excellent, fair, good, or poor. The study reveals that more than 60% of the roadways in the selected sites were in poor drainage conditions, which lead to tremendous environmental problems. This assessment serves as a guide for local decision makers to help plan for the maintenance of Amman city roadways drainage systems, and propose ways of managing the associated problems.

Abstract:
The benchmarking of tools for dynamic analysis of vulnerabilities in web applications is something that is done periodically, because these tools from time to time update their knowledge base and search algorithms, in order to improve their accuracy. Unfortunately, the vast majority of these evaluations are made by software enthusiasts who publish their results on blogs or on non-academic websites and always with the same evaluation methodology. Similarly, academics who have carried out this type of analysis from a scientific approach, the majority, make their analysis within the same methodology as well the empirical authors. This paper is based on the interest of finding answers to questions that many users of this type of tools have been asking over the years, such as, to know if the tool truly test and evaluate every vulnerability that it ensures do, or if the tool, really, deliver a real report of all the vulnerabilities tested and exploited. This kind of questions have also motivated previous work but without real answers. The aim of this paper is to show results that truly answer, at least on the tested tools, all those unanswered questions. The two widely used methods base on the sedimentation principle (Bouyoucos hydrometer and International pipette) for particle-size analysis were comparatively evaluated on soils collected from various locations in Sudan savanna of Nigeria particularly from Sokoto and Zamfara States. The hydrometer method under-estimated the silt and over-estimated the clay content. Also, the hydrometer reading proved difficult and tended to submerge when floated for clay reading in the suspension of very sandy soils (900g kg-1 sand). Furthermore, the results from the two methods were validated by subjecting the data to USDA soil textural triangle to determine their textural class names. The outcome was that 91.67 % of the experimental soils retained the same textural class names irrespective of the method. Thus, Bouyoucos hydrometer method may conveniently find a place in routine work in view of its simplicity, rapidity, and strong correlation with the pipette method.

Abstract:
Computer languages are usually lumped together into broad -paradigms-, leaving us in want of a finer classification of kinds of language. Theories distinguishing between -genuine differences- in language has been called for, and we propose that such differences can be observed through a notion of expressive mode. We outline this concept, propose how it could be operationalized and indicate a possible context for the development of a corresponding theory. Finally we consider a possible application in connection with evaluation of language revision. Abstract:
Non-Destructive evaluation of in-service power transformer condition is necessary for avoiding catastrophic failures. Dissolved Gas Analysis (DGA) is one of the important methods. Traditional, statistical and intelligent DGA approaches have been adopted for accurate classification of incipient fault sources. Unfortunately, there are not often enough faulty patterns required for sufficient training of intelligent systems. By bootstrapping the shortcoming is expected to be alleviated and algorithms with better classification success rates to be obtained. In this paper the performance of an artificial neural network, K-Nearest Neighbour and support vector machine methods using bootstrapped data are detailed and shown that while the success rate of the ANN algorithms improves remarkably, the outcome of the others do not benefit so much from the provided enlarged data space. For assessment, two databases are employed: IEC TC10 and a dataset collected from reported data in papers. Missing data is a persistent problem in almost all areas of empirical research. The missing data must be treated very carefully, as data plays a fundamental role in every analysis. Improper treatment can distort the analysis or generate biased results. In this paper, we compare and contrast various imputation techniques on missing data sets and make an empirical evaluation of these methods so as to construct quality software models. Our empirical study is based on NASA-s two public dataset. KC4 and KC1. The actual data sets of 125 cases and 2107 cases respectively, without any missing values were considered. The data set is used to create Missing at Random (MAR) data Listwise Deletion(LD), Mean Substitution(MS), Interpolation, Regression with an error term and Expectation-Maximization (EM) approaches were used to compare the effects of the various techniques.Keywords: Missing data, Imputation, Missing Data Techniques.

Abstract:
This research details a Computational Fluid Dynamics (CFD) approach to model fluid flow in a journal bearing with 8 equispaced semi-circular axial grooves. Water is used as the lubricant and is fed from one end of the bearing to the other, under pressure. The geometry of the bearing is modeled using a commercially available modeling software GAMBIT and the flow analysis is performed using a dedicated CFD analysis software FLUENT. The pressure distribution in the bearing clearance is obtained from FLUENT for various whirl ratios and is used to calculate the hydrodynamic force components in the radial and tangential direction of the bearing. These values along with the various whirl speeds can be used to do a regression analysis to determine the stiffness and damping coefficients. The values obtained are then compared with the stiffness and damping coefficients of a 3 Axial groove water lubricated journal bearing and those obtained from a FORTRAN code for a similar bearing.

Abstract:
The aim of the study is evaluation of absorbed doses for thyroids by using neck phantoms. For this purpose, it was arranged the irradiation set with different phantoms. Three different materials were used for phantom materials as, water, parafine and wood. The phantoms were three different dimensions for simulation of different ages and human race for each material. Co-60 gammao source was used for irradiation and the experimental procedure applied rigorously with narrow beam geometry. As the results of the experiments the relative radiation doses are evaluated for therapic applications for thyroids and backscattering factors were calculated and shown that water, parafine and wood can appropriate for phantom material with the converge values of backscattering factors.

Abstract:
Recently, the Italian government has approved a new law for public contracts and has been laying the groundwork for restarting a planning phase. The government has adopted the indications given by the European Commission regarding the estimation of the external costs within the Cost-Benefit Analysis, and has been approved the ‘Guidelines for assessment of Investment Projects’. In compliance with the new Italian law, the aim of this research was to perform a feasibility study applying quantitative methods regarding the revamping of an Italian tourist railway line. A Cost-Benefit Analysis was performed starting from the quantification of the passengers’ demand potentially interested in using the revamped rail services. The benefits due to the external costs reduction were also estimated (quantified) in terms of variations (with respect to the not project scenario): climate change, air pollution, noises, congestion, and accidents. Estimations results have been proposed in terms of the Measure of Effectiveness underlying a positive Net Present Value equal to about 27 million of Euros, an Internal Rate of Return much greater the discount rate, a benefit/cost ratio equal to 2 and a PayBack Period of 15 years.

Abstract:
2016 has become the year of the Artificial Intelligence explosion. AI technologies are getting more and more matured that most world well-known tech giants are making large investment to increase the capabilities in AI. Machine learning is the science of getting computers to act without being explicitly programmed, and deep learning is a subset of machine learning that uses deep neural network to train a machine to learn features directly from data. Deep learning realizes many machine learning applications which expand the field of AI. At the present time, deep learning frameworks have been widely deployed on servers for deep learning applications in both academia and industry. In training deep neural networks, there are many standard processes or algorithms, but the performance of different frameworks might be different. In this paper we evaluate the running performance of two state-of-the-art distributed deep learning frameworks that are running training calculation in parallel over multi GPU and multi nodes in our cloud environment. We evaluate the training performance of the frameworks with ResNet-50 convolutional neural network, and we analyze what factors that result in the performance among both distributed frameworks as well. Through the experimental analysis, we identify the overheads which could be further optimized. The main contribution is that the evaluation results provide further optimization directions in both performance tuning and algorithmic design.

Irradiation is considered one of the most efficient technological processes for the reduction of microorganisms in food. It can be used to improve the safety of food products, and to extend their shelf lives. The aim of this study was to evaluate the effects of gamma irradiation for improvement of saffron shelf life. Samples were treated with 0 (none irradiated), 1.0, 2.0, 3.0 and 4.0 kGy of gamma irradiation and held for 2 months. The control and irradiated samples were underwent microbial analysis, chemical characteristics and sensory evaluation at 30 days intervals. Microbial analysis indicated that irradiation had a significant effect (P < 0.05) on the reduction of microbial loads. There was no significant difference in sensory quality and chemical characteristics during storage in saffron.

Useful lifetime evaluation of chevron rubber spring was very important in design procedure to assure the safety and reliability. It is, therefore, necessary to establish a suitable criterion for the replacement period of chevron rubber spring. In this study, we performed characteristic analysis and useful lifetime prediction of chevron rubber spring. Rubber material coefficient was obtained by curve fittings of uniaxial tension equibiaxial tension and pure shear test. Computer simulation was executed to predict and evaluate the load capacity and stiffness for chevron rubber spring. In order to useful lifetime prediction of rubber material, we carried out the compression set with heat aging test in an oven at the temperature ranging from 50°C to 100°C during a period 180 days. The goal of the article is to identify, based on the analysis of employee turnover in organizations in the Czech Republic, the role of personnel planning in BCM. The article is organized as follows. The first part of the article concentrates on the theoretical background of the topic. The second part of the article is dedicated to the evaluation of the outcomes of the survey conducted (questionnaire survey), focusing on the analysis of employee turnover in organizations in the Czech Republic. The idea of adding metallic energy dissipaters to a structure to absorb a large part of the seismic energy began four decades ago. There are several types of metal-based devices conceived as dampers for the seismic energy absorber whereby damages to the major structural components could be minimized for both new and existing structures. This paper aimed to develop and evaluate structural performance of both stiffened and non stiffened circular shear panel damper for passive seismic energy protection by inelastic deformation. Structural evaluation was done using commercially available nonlinear FE simulation program. Diameter-to-thickness ratio is employed as main parameter to investigate the hysteresis performance of stiffened and unstiffened circular shear panel. Depending on these parameters three different buckling mode and hysteretic behavior was found: yielding prior to buckling without strength degradation, yielding prior to buckling with strength degradation and yielding with buckling and strength degradation which forms pinching at initial displacement. Hence, the hysteresis behavior is identified, specimens which deform without strength degradation so it will be used as passive energy dissipating device in civil engineering structures.

Abstract:
Determination of wellbore problems during a production/injection process might be evaluated thorough temperature log analysis. Other applications of this kind of log analysis may also include evaluation of fluid distribution analysis along the wellbore and identification of anomalies encountered during production/injection process. While the accuracy of such prediction is paramount, the common method of determination of a wellbore temperature log includes use of steady-state energy balance equations, which hardly describe the real conditions as observed in typical oil and gas flowing wells during production operation; and thus increase level of uncertainties. In this study, a practical method has been proposed through development of a simplified semianalytical model to apply for predicting temperature profile along the wellbore. The developed model includes an overall heat transfer coefficient accounting all modes of heat transferring mechanism, which has been focused on the prediction of a temperature profile as a function of depth for the injection/production wells. Abstract:
In this paper, a pipelined version of genetic algorithm, called PLGA, and a corresponding hardware platform are described. The basic operations of conventional GA (CGA) are made pipelined using an appropriate selection scheme. The selection operator, used here, is stochastic in nature and is called SA-selection. This helps maintaining the basic generational nature of the proposed pipelined GA (PLGA). A number of benchmark problems are used to compare the performances of conventional roulette-wheel selection and the SA-selection. These include unimodal and multimodal functions with dimensionality varying from very small to very large. It is seen that the SA-selection scheme is giving comparable performances with respect to the classical roulette-wheel selection scheme, for all the instances, when quality of solutions and rate of convergence are considered. The speedups obtained by PLGA for different benchmarks are found to be significant. It is shown that a complete hardware pipeline can be developed using the proposed scheme, if parallel evaluation of the fitness expression is possible. In this connection a low-cost but very fast hardware evaluation unit is described. Results of simulation experiments show that in a pipelined hardware environment, PLGA will be much faster than CGA. Abstract:
Automatic segmentation of skin lesions is the first step towards the automated analysis of malignant melanoma. Although numerous segmentation methods have been developed, few studies have focused on determining the most effective color space for melanoma application. This paper proposes an automatic segmentation algorithm based on color space analysis and clustering-based histogram thresholding, a process which is able to determine the optimal color channel for detecting the borders in dermoscopy images. The algorithm is tested on a set of 30 high resolution dermoscopy images. A comprehensive evaluation of the results is provided, where borders manually drawn by four dermatologists, are compared to automated borders detected by the proposed algorithm, applying three previously used metrics of accuracy, sensitivity, and specificity and a new metric of similarity. By performing ROC analysis and ranking the metrics, it is demonstrated that the best results are obtained with the X and XoYoR color channels, resulting in an accuracy of approximately 97%. Abstract:
Distance learning systems offer useful methods of learning and usually contain a final course test or another form of test. The paper proposes a web application for evaluating tests using an expert system in distance learning systems. The proposed web application is appropriate for didactic tests or tests with results for subsequent studying follow-up courses. The web application works with test questions and uses an expert system and LFLC tool for test evaluation. Abstract:
Handling life-critical systems complexity requires to be equipped with appropriate technology and the right human agents’ functions such as knowledge, experience, and competence in problem’s prevention and solving. Human agents are involved in the management and control of human-machine system’s performance. Documenting human agent’s situation awareness is crucial to support human-machine designers’ decision-making. Knowledge about risks, critical parameters and factors that can impact and threaten automation system’s performance should be collected using preventive and retrospective approaches. This paper aims to document operators’ situation awareness through the analysis of automated organizations’ feedback. The analysis of automated hospital pharmacies feedback helps identify and control critical parameters influencing human machine interaction in order to enhance system’s performance and security. Our human machine system evaluation approach has been deployed in Macon hospital center’s pharmacy which is equipped with automated drug dispensing systems since 2015. Automation’s specifications are related to technical aspects, human-machine interaction, and human aspects. The evaluation of drug delivery automation performance in Macon hospital center has shown that the performance of the automated activity depends on the performance of the automated solution chosen, and also on the control of systemic factors. In fact, 80.95% of automation specification related to the chosen Sinteco’s automated solution is met. The performance of the chosen automated solution is involved in 28.38% of automation specifications performance in Macon hospital center. The remaining systemic parameters involved in automation specifications performance need to be controlled.

Abstract:
The forensic use of handwriting depends on the analysis, comparison, and evaluation decisions made by forensic document examiners. When using biometric technology in forensic applications, it is necessary to compute Likelihood Ratio (LR) for quantifying strength of evidence under two competing hypotheses, namely the prosecution and the defense hypotheses wherein a set of assumptions and methods for a given data set will be made. It is therefore important to know how repeatable and reproducible our estimated LR is. This paper evaluated the accuracy and reproducibility of examiners' decisions. Confidence interval for the estimated LR were presented so as not get an incorrect estimate that will be used to deliver wrong judgment in the court of Law. The estimate of LR is fundamentally a Bayesian concept and we used two LR estimators, namely Logistic Regression (LoR) and Kernel Density Estimator (KDE) for this paper. The repeatability evaluation was carried out by retesting the initial experiment after an interval of six months to observe whether examiners would repeat their decisions for the estimated LR. The experimental results, which are based on handwriting dataset, show that LR has different confidence intervals which therefore implies that LR cannot be estimated with the same certainty everywhere. Though the LoR performed better than the KDE when tested using the same dataset, the two LR estimators investigated showed a consistent region in which LR value can be estimated confidently. Abstract:
For many industrial applications plate heat exchangers are demonstrating a large superiority over the other types of heat exchangers. The efficiency of such a device depends on numerous factors the effect of which needs to be analysed and accurately evaluated. In this paper we present a theoretical analysis of a cocurrent plate heat exchanger and the results of its numerical simulation. Knowing the hot and the cold fluid streams inlet temperatures, the respective heat capacities mCp and the value of the overall heat transfer coefficient, a 1-D mathematical model based on the steady flow energy balance for a differential length of the device is developed resulting in a set of N first order differential equations with boundary conditions where N is the number of channels.For specific heat exchanger geometry and operational parameters, the problem is numerically solved using the shooting method. The simulation allows the prediction of the temperature map in the heat exchanger and hence, the evaluation of its performances. A parametric analysis is performed to evaluate the influence of the R-parameter on the e-NTU values. For practical purposes effectiveness-NTU graphs are elaborated for specific heat exchanger geometry and different operating conditions.Keywords: Plate heat exchanger, thermal performance, NTU, effectiveness.

Abstract:
Pumping systems are an integral part of water desalination plants, their effective functioning is vital for the operation of a plant. In this research work, the reliability and availability of pressurized pumps in a reverse osmosis desalination plant are studied with the objective of finding configurations that provides optimal performance. Six configurations of a series system with different number of warm and cold standby components were examined. Closed form expressions for the mean time to failure (MTTF) and the long run availability are derived and compared under the assumption that the time between failures and repair times of the primary and standby components are exponentially distributed. Moreover, a cost/ benefit analysis is conducted in order to identify a configuration with the best performance and least cost. It is concluded that configurations with cold standby components are preferable especially when the pumps are of the size.
