Abstract:
The constitution regulates the forms, types, and powers of sState organs in a government. The powers of the organs are then regulated in more detail in the legislation. One of these organs is a government organ, headed by a president or by another name that serves as the main organizer of government. The laws and regulations will govern how the organs of government shall exercise their authority and functions. In a modern state, the function of enacting laws or called executive power does not exercise the functions of government alone, but there are other organs that help the government run the country. These organs are often called government agencies, government accelerating bodies, independent regulatory bodies, commissions, councils or other similar names. The legislation also limits the power of officials within the organs to keep from abusing its authority. The main question in this paper is whether organs are the implementation of a democratic country, or as a form of compromise with the power of stakeholders. It becomes important to see how the administrative organs perform their functions. The administrative organs that are bound by government procedures work in the public service; therefore the next question is how far the function of public service is appropriate and not contradictory to the constitution.Keywords: administrative organs, constitution, democracy, government

Abstract:
One of the main problems of the design stage relating to many tunneling projects is the lack of an appropriate standard for the provision of engineering geological data in a predefined format. In particular, this is more reflected in highway and railroad tunnel projects in which there is a number of tunnels and different professional teams involved. In this regard, comprehensive software needs to be designed using the accepted methods in order to help engineering geologists to prepare standard reports, which contain sufficient input data for the design stage. Regarding this necessity, applied software has been designed using macro capabilities and Visual Basic programming language (VBA) through Microsoft Excel. In this software, all of the engineering geological input data, which are required for designing different parts of tunnels, such as discontinuities properties, rock mass strength parameters, rock mass classification systems, boreability classification, the penetration rate, and so forth, can be calculated and reported in a standard format.Keywords: engineering geology, rock mass classification, rock mechanic, tunnel

This paper presents a case study on applying maintenance strategies observed in a turbo-generator at a coal power plant. Turbo generators are one of the primary and critical components in energy generation. It is essential to apply correct maintenance strategies and apply operational procedures accordingly. The maintenance strategies are implemented to ensure the high reliability of the equipment. The study was carried out at a coal power station which will transit to a cleaner energy source in the nearest future. The study is relevant as lessons learned in this system will support plans and operational models implemented when cleaner energy sources replace coal-powered turbines. This paper first outlines different maintenance strategies executed on the turbo-generator modules. Abstract:
Climate change and global warming are very important issues today. The process of climate change, especially changes in temperature and precipitation, is the most important issue in the environmental sciences. Climate change means changing the averages in the long run. Iran is located in arid and semi-arid regions due to its proximity to the equator and its location in the subtropical high pressure zone. In this respect, the Hyrcanian forest is a green necklace between the Caspian Sea and the south of the Alborz mountain range. In the forty-third session of UNESCO, it was registered as the second natural heritage of Iran. Beech is one of the most important tree species and the most industrial species of Hyrcanian forests. In this research, using dendroclimatology, the width of the tree ring, and climatic data of temperature and precipitation from Shanderman meteorological station located in the study area, And non-parametric Mann-Kendall statistical method to investigate the trend of climate change over a time series of 202 years of growth ringsAnd Pearson statistical method was used to correlate the growth of "ring" growth rings of beech trees with climatic variables in the region. The results obtained from the time series of beech growth rings showed that the changes in beech growth rings had a downward and negative trend and were significant at the level of 5% and climate change occurred. The average minimum, medium, and maximum temperatures and evaporation in the growing season had an increasing trend, and the annual precipitation had a decreasing trend. Using Pearson method during fitting the correlation of diameter of growth rings with temperature, for the average in July, August, and September, the correlation is negative, and the average temperature in July, August, and September is negative, and for the average The average maximum temperature in February was correlation-positive and at the level of 95% was significant, and with precipitation, in June the correlation was at the level of 95% positive and significant.Keywords: climate change, dendroclimatology, hyrcanian forest, beech

E-learning has become an efficient and widespread means in process of education at all branches of human activities. Statistics is not an exception. Unfortunately the main focus in the statistics teaching is usually paid to the substitution to formulas. Suitable web-sites can simplify and automate calculation and provide more attention and time to the basic principles of statistics, mathematization of real-life situations and following interpretation of results. We introduce our own web-sites for hypothesis testing. Their didactic aspects, technical possibilities of individual tools for their creating, experience and advantages or disadvantages of them are discussed in this paper. Abstract:
This paper argues that networks, such as the ECN and the American network, are affected by certain small events which are inherent to path dependence and preclude the full evolution towards efficiency. It is advocated that the American network is superior to the ECN in many respects due to its greater flexibility and longer history. This stems in particular from the creation of the American network, which was based on a small number of cases. Such structure encourages further changes and modifications which are not necessarily radical. The ECN, by contrast, was established by legislative action, which explains its rigid structure and resistance to change. It might be the case that the ECN is subject not so much to path dependence but to past dependence. It might have to be replaced, as happened to its predecessor. This paper is an attempt to transpose the superiority of the American network on to the ECN. It looks at concepts such as judicial cooperation, harmonization of procedure, peer review and regulatory impact assessments (RIAs), and dispute resolution procedures. The aim is to adopt these concepts into the EU setting without recourse to legal transplantation. The major difficulty is that many of these concepts have been tested only in the US and it is difficult to tell whether they could be modified to meet EU standards. Concepts such as judicial cooperation might be difficult due to different language traditions in EU member states. Abstract:
Stellite 21 is cobalt based super alloy used in improving the wear performance of stainless steel engineering components subjected to harsh environmental conditions. This piece of research focuses on the wear analysis of satellite 21 cladded on AISI 304 L substrate using SMAW process. Bead on plate experiments were carried out by varying current and electrode manipulation techniques to optimize the dilution and microhardness. 80 Amp current and weaving technique was found to be optimum set of parameters for overlaying which were further used for multipass multilayer cladding of AISI 304 L substrate. The wear performance was examined on pin on dics wear testing machine under room temperature conditions. The results from this study show that Stellite 21 overlays show a significant improvement in the frictional wear resistance after TIG remelting. It is also established that low dilution procedures are important in controlling the metallurgical composition of these overlays which has a consequent effect in enhancing hardness and wear resistance of these overlays.Keywords: surfacing, stellite 21, dilution, SMAW, frictional wear, micro-hardness

The X-ray diffraction technique was recognized as a useful tool for the assessment of material degradation degree after a long-time service. In many industrial applications materials are subjected to degradation of mechanical properties as a result of real service conditions. The assessment of the remnant lifetime of components and structures is commonly based on correlated procedures including numerous destructive, non-destructive and mathematical techniques that should guarantee reasonable precise assessment of the current damage extent of materials in question and the remnant lifetime assessment. This paper summarizes results of an experimental programme concentrated on mechanical properties degradation of welded components. Steel an Al-alloy test specimens of base metal, containing welds and simple weldments were fatigue loaded at room temperature to obtain Woehler S-N curve. The present research is built on three major pillars, commencing by making some considerations on accident investigation methods and pointing out both defining aspects and differences between linear and non-linear analysis. The traditional linear focus on accident analysis describes accidents as a sequence of events, while the latest systemic models outline interdependencies between different factors and define the processes evolution related to a specific (normal) situation. Linear and non-linear accident analysis methods have specific limitations, so the second point of interest is mirrored by the aim to discover the drawbacks of systemic models which becomes a starting point for developing new directions to identify risks or data closer to the cause of incidents/accidents. Objective: To discuss key issues in the diagnosis of Parkinson disease (PD), To discuss features influencing PD progression, To discuss importance of brain SPECT data in PD diagnosis, and To discuss the essentiality of machine learning techniques in early diagnosis of PD. An accurate and early diagnosis of PD is nowadays a challenge as clinical symptoms in PD arise only when there is more than 60% loss of dopaminergic neurons. So far there are no laboratory tests for the diagnosis of PD, causing a high rate of misdiagnosis especially when the disease is in the early stages. Recent neuroimaging studies with brain SPECT using 123I-Ioflupane (DaTSCAN) as radiotracer shown to be widely used to assist the diagnosis of PD even in its early stages. Machine learning techniques can be used in combination with image analysis procedures to develop computer-aided diagnosis (CAD) systems for PD. Based on appropriate multivariate statistical methodology, we suggest a generic framework for efficient parameter estimation for ordinary differential equations and the corresponding nonlinear models. In this framework classical linear regression strategies is refined into a nonlinear regression by a locally linear modelling technique (known as metamodelling). The approach identifies those latent variables of the given model that accumulate most information about it among all approximations of the same dimension. Although it usually has minor effects, sometimes it can lead to poor outcomes in statistical process control using X ̅-chart. The traditional control limits can cause incorrect conclusions if applied carelessly. This study looks into the limitations of classical control limits, particularly the impact of asymmetry. An approach to determining the distribution function of the measured parameter (Y ̅) is presented, resulting in a more precise method to establish the upper and lower control limits. This paper presents experimental studies carried out on a three phase transformer to investigate and develop the transformer models, which help in testing procedures, describing and evaluating the transformer dielectric conditions process and methods such as: the partial discharge (PD) localization in windings. The measurements are based on the transfer function methods in transformer windings by frequency response analysis (FRA). Numbers of tests conditions were applied to obtain the sensitivity frequency responses of a transformer for different type of faults simulated in a particular phase. The frequency responses were analyzed for the sensitivity of different test conditions to detect and identify the starting of small faults, which are sources of PD. In more detail, the aim is to explain applicability and sensitivity of advanced PD measurements for small short circuits and its localization. A microorganism detection system has a potential to be used with the advancement in a biosensor development. The detection system requires an optical sensing system, microfluidic device and biological reagent. Although, the biosensors are available in the market, a label free and a lab-on-chip approach will promote a flexible solution. As a preliminary study of microorganism detection, three mechanisms such as Total Internal Reflection (TIR), Micro Fluidic Channel (MFC) and magnetic-electric field propagation were study and simulated. The objective are to identify the TIR angle, MFC parabolic flow and the wavelength for the microorganism detection. The simulation result indicates that evanescent wave is achieved when TIR angle > 42°, the corner and centre of a parabolic velocity are 0.02 m/s and 0.06 m/s respectively, and a higher energy distribution of a perfect electromagnetic scattering with dipole resonance radiation occurs at 500 nm. This simulation is beneficial to determine the components of the microorganism detection system that does not rely on classical microbiological, immunological and genetic methods which are laborious, time-consuming procedures and confined to specialized laboratories with expensive instrumentation equipment.Keywords: microorganism, microfluidic, total internal reflection, lab on chip

In this study, a laboratory-scale was designed and fabricated to treat single house greywater in the north of Tunisia with a combination of physical and natural treatments systems. The combined system includes a bio-filter composed of LECA® (lightweight expanded clay aggregate) followed by a vertical up-flow constructed wetland planted with Iris pseudacorus and Typha Latifolia. Applied two hydraulic retention times (HRTs) with two different plants types showed that a bio-filter planted with Typha Latifolia has an optimum removal efficiency for degradation of organic matter and transformation of nitrogen and phosphate at HRT of 30 h. The optimum removal efficiency of biochemical oxygen demand (BOD), chemical oxygen demand (COD), and suspended solids (SS) ranged between 48-65%, between while the nutrients removal was in the range of 70% to 90%. Fecal coliforms dropped by three to four orders of magnitude from their initial concentration, but this steel does not meet current regulations for unlimited irrigation. This study is concerned with the pragmatic discoursal study of hedging constructions in English language. Hedging is a mitigated word used to lessen the impact of the utterance uttered by the speakers. Hedging could be either adverbs, adjectives, verbs and sometimes it may consist of clauses. It aims at finding out the extent to which speakers and participants of the discourse use hedging constructions during their conversations. The study also aims at finding out whether or not there are any significant differences in the types and functions of the frequency of hedging constructions employed by male and female. It is hypothesized that hedging constructions are frequent in English discourse more than any other languages due to its formality and that the frequency of the types and functions are influenced by the gender of the participants. To achieve the aims of the study, two types of procedures have been followed: theoretical and practical. The theoretical procedure consists of presenting a theoretical background of hedging topic which includes its definitions, etymology and theories. The practical procedure consists of selecting a sample of texts and analyzing them according to an adopted model. The researcher monitored an organized ransomware campaign in order to gain significant visibility into the tactics, techniques, and procedures employed by a campaign boss operating a ransomware scheme out of Russia. As the Russian hacking community lowered the access requirements for unsophisticated Russian cybercriminals to engage in ransomware campaigns, corporations and individuals face a commensurately greater challenge of effectively protecting their data and operations from being held ransom. This report discusses two notorious ransomware campaigns. Though the loss of data can be devastating, the findings demonstrate that sending ransom payments does not always help obtain data. Key learnings: 1. From the ransomware affiliate perspective, such campaigns have significantly lowered the barriers for entry for low-tier cybercriminals. 2. Ransomware revenue amounts are not as glamorous and fruitful as they are often publicly reported. Average ransomware crime bosses make only $90K per year on average. 3. Data gathered indicates that sending ransom payments does not always help obtain data. 4. But this tool has been critiqued as it does not mimic the real-world dynamic environment. Indeed, it is because of the fact that public sector projects like highways have to experience intense exposure to dynamic environments. Therefore, it is essential to appreciate the impacts of various dynamic factors (factors that change or progress with the system) on project performance. The preliminary test results show that sentiment shock plays a more significant role in explaining stocks returns, including the raw return and abnormal return. We also find that sentiment shock beta has a higher statistical significance than sentiment beta. Abstract:
Climate changes alter regional hydrologic conditions and results in a variety of impacts on water resource systems. Such hydrologic changes will affect almost every aspect of human well-being. The goal of this paper is to assess the impact of climate change on the hydrology of Upper Guder catchment located in northwest of Ethiopia. The GCM derived scenarios (HadCM3 A2a & B2a SRES emission scenarios) experiments were used for the climate projection. The statistical downscaling model (SDSM) was used to generate future possible local meteorological variables in the study area. The down-scaled data were then used as input to the soil and water assessment tool (SWAT) model to simulate the corresponding future stream flow regime in Upper Guder catchment of the Abay River Basin. A semi distributed hydrological model, SWAT was developed and Generalized Likelihood Uncertainty Estimation (GLUE) was utilized for uncertainty analysis. GLUE is linked with SWAT in the Calibration and Uncertainty Program known as SWAT-CUP. Three benchmark periods simulated for this study were 2020s, 2050s and 2080s. The time series generated by GCM of HadCM3 A2a and B2a and Statistical Downscaling Model (SDSM) indicate a significant increasing trend in maximum and minimum temperature values and a slight increasing trend in precipitation for both A2a and B2a emission scenarios in both Gedo and Tikur Inch stations for all three bench mark periods. The hydrologic impact analysis made with the downscaled temperature and precipitation time series as input to the hydrological model SWAT suggested for both A2a and B2a emission scenarios. The model output shows that there may be an annual increase in flow volume up to 35% for both emission scenarios in three benchmark periods in the future. All seasons show an increase in flow volume for both A2a and B2a emission scenarios for all time horizons. In this study, we investigated the impacts of service-learning integration on an undergraduate level business analytics course from multiple perspectives, including academic proficiency, community awareness, engagement, social responsibility, and reflection. We assessed the impact of the service-learning experience by using a survey developed primarily based on the literature review and secondarily on an ad hoc group of researchers. Then, we implemented the survey in two sections, where one of the sections was a control group. Abstract:
Introduction and purpose of the study: Education plays a fundamental role in the lives of young people, but what about their physical well-being as they spend long hours sitting at school? School inactivity is a problem that deserves particular attention because it can have significant repercussions on the health and development of students. The aim of this study was to describe and evaluate the physical activity of students in different practices in class, at recess and in the canteen. Material and methods: A physical activity diary and an anthropometric measurement sheet (weight, height) were provided to 123 school-aged adolescents. The measurements were carried out according to international recommendations. The statistical tests were carried out with the R software. 3.2.4. The significance threshold retained was 0.05. Results and Statistical Analysis: One hundred and twenty-three students agreed to participate in the study. Their average age was 16.5±1.60 years. Overweight was present in 8.13% and obesity in 4.06%. For the practice of physical activity, during physical education and sports classes, all students played sports with an average of 1.94±1.00 hours/week, of which 74.00% sweated or were out of breath during these hours of physical activity. It was also noted that boys practiced sports more than girls (p<0.0001). Each day, on average, students spent 39.78±37.85 min walking or running during recess. On the other hand, they spent, on average 4.25±2.65 hours sitting per day in class, at recess, in the canteen, etc., without counting the time spent in front of a screen. The increasing use of screens has become a major concern for parents and educators. On average, students spent approximately 42.90±38.41 min per day using screens in class, at recess, in the canteen and at home. (computer, tablet, telephone, video games, etc.) and therefore to a prolonged sedentary lifestyle. On average, students sat for more than 1.5 hours without moving for at least 2 minutes in a row approximately 1.72±0.71 times per day. Conclusion: These students spent many hours sitting at school. This prolonged inactivity can have negative consequences on their health, including problems with posture and cardiovascular health. It is crucial that schools, educators and parents collaborate to promote more active learning environments where students can move more and thus contribute to their overall well-being. It's time to rethink how we approach education and student health to give them a healthier, more active future.Keywords: physical acivity, sedentarity, adolescents, school

Abstract:
The effect of Sublethal Concentrations of Parkia biglobosa pod extract on the growth and survival of Clarias gariepinus juveniles (mean weight 32.73g ± 0.0) were investigated under laboratory conditions for 8 weeks using the static renewal and continuous aeration system. Statistical analysis showed that fish exposed to various concentrations had significantly lower (P<0.05) growth rate than the control groups. The reduction in growth was observed to be directly proportional to increase in concentration. Abstract:
In the post-pandemic recovery phase of tourism, the role of a Destination Management Organization (DMO) as a coordinated management system of all the elements that make up a destination (attractions, access, marketing, human resources, brand, pricing, etc.) is also becoming relevant for local territories. The objective of a DMO is to maximize the visitor's perception of value and quality while ensuring the competitiveness and sustainability of the destination, as well as the long-term preservation of its natural and cultural assets, and to catalyze benefits for the local economy and residents. In carrying out the multiple functions to which it is called, the DMO can leverage a collective intelligence that comes from the ability to pool information, explicit and tacit knowledge, and relationships of the various stakeholders: policymakers, public managers and officials, entrepreneurs in the tourism supply chain, researchers, data journalists, schools, associations and committees, citizens, etc. The DMO potentially has at its disposal large volumes of data and many of them at low cost, that need to be properly processed to produce value. Based on these assumptions, the paper presents a conceptual framework for building an information system to support the DMO in the intelligent management of a tourist destination tested in an area of southern Italy. The approach adopted is data-informed and consists of four phases: (1) formulation of the knowledge problem (analysis of policy documents and industry reports; focus groups and co-design with stakeholders; definition of information needs and key questions); (2) research and metadatation of relevant sources (reconnaissance of official sources, administrative archives and internal DMO sources); (3) gap analysis and identification of unconventional information sources (evaluation of traditional sources with respect to the level of consistency with information needs, the freshness of information and granularity of data; enrichment of the information base by identifying and studying web sources such as Wikipedia, Google Trends, Booking.com, Tripadvisor, websites of accommodation facilities and online newspapers); (4) definition of the set of indicators and construction of the information base (specific definition of indicators and procedures for data acquisition, transformation, and analysis). The framework derived consists of 6 thematic areas (accommodation supply, cultural heritage, flows, value, sustainability, and enabling factors), each of which is divided into three domains that gather a specific information need to be represented by a scheme of questions to be answered through the analysis of available indicators. The framework is characterized by a high degree of flexibility in the European context, given that it can be customized for each destination by adapting the part related to internal sources. Application to the case study led to the creation of a decision support system that allows: •integration of data from heterogeneous sources, including through the execution of automated web crawling procedures for data ingestion of social and web information; •reading and interpretation of data and metadata through guided navigation paths in the key of digital story-telling; •implementation of complex analysis capabilities through the use of data mining algorithms such as for the prediction of tourist flows.Keywords: collective intelligence, data framework, destination management, smart tourism

Abstract:
Appropriate compression bandaging is important for compression therapeutic medical diseases. The high compression approach employed for treating venous leg ulcers should be used correctly so that sufficient (but not excessive) pressure is applied. Bandages used to treat venous disease by compression should achieve and sustain effective levels and gradients of pressure and minimise the risk of pressure trauma. To maintain graduated compression on the limb the bandage needs to be applied at same tension for each layer from ankle to the knee. In this paper the geometry for various bandaging procedures is used to wrap each layer of bandage by marking the relaxed length of the bandage. The relaxed length is calculated depending on the stretch, average circumference of the limb on which it is to be applied and the bandaging technique to be used. This paper aims at developing a scientific approach while applying the bandage to reduce the inter operator variability in applying same tension on each successive layer of bandage.Keywords: bandaging, compression, inter operator variability, graduated, relaxed length, stretch

This research aims to study guidelines to developed Sai Temple’ local boat museum to be as cultural tourism attraction and explored villagers requirement in term of type and format of interpretation which they want to promote their cultural tourism for Sai Temple, Kradangnga sub-district, Bang Khon Tee district, Samut Songkhram province. However, this article will explores only the requirement of type and format of interpretation which 40 villagers of Ruam Sai Pattana 789 purposed to promote Sai temple. The procedures are In-depth Interview, Observation, Focus Group by discussing ideas. After that the information received is synthesized and analyzed.
