3435 Evaluation and Analysis of the Regulations of Health and Safety in the Construction Industry: A Case of Study in Skikda, Algeria

Abstract:
The health and safety problem in the construction companies has been a major subject of research in Algeria for many years. The latest statistics of the Algerian National Social Security Fund (CNAS) shows that a third of accidents recorded at the national level are originated from construction activities. It is becoming increasingly essential and urgent to investigate and address its causes in order to find measures to overcome the deficiencies in this area. Thus, this paper takes in investigating this problem through a study conducted in the city of Skikda, Algeria. The study was carried out through questionnaire where twenty construction companies were taking into consideration. First, the study identifies the regulations and the laws related to the health and safety in the construction sector in Algeria. Then it goes on to assess and evaluate the implementation of the identified regulations in the companies selected. The result of the assessment indicates that the majority of the construction companies considered do not meet the health and safety standards and regulations. To extract the main causes of the failure of the system to control this industry, the observations and the evaluation were analyzed using the 5M or Ichikawa diagram method. This method is based on identifying the causes of the problem in terms of purpose, the list of potential causes for families. These families often correspond to 5M (Labor, Material, Methods, Middle, and Management). Finally, having identified the primary motives, the present authors propose a list of actions to move towards a more controlled and effective health and safety system for the construction industry.Keywords: health and safety, construction industry, performance measurement, Algeria

Abstract:
Among the natural enemies that reduce populations of the tomato leaf miner studied in experimental plots of National High school of agriculture (ENSA, Algeria, 36° 40’ à 36° 43’ N.; 3° 08’ à 3° 12’ E.), larval ectoparasites. Three larval ectoparasites are reported in this study namely Necrinmus Sp. and two species of indeterminate Chalcidae (Chalcidae Sp. 1 and 2). These species have significantly reduced the effectives of Tuta absoluta. The results for the parasitism of eggs, larval instars and pupae of Tuta absoluta on the open field tomato in the experimental plots of ENSA show high levels of parasite eggs with 25%. With 94.7%, the first larval instar (L1) is the most parasites. The second instar (L2) undergoes the action of parasitoids least 60%. Abstract:
Recent earthquakes in Algeria have demonstrated the need for seismic risk reduction. In fact, the latest major earthquake that affected the Algiers-Boumerdes region in 2003 caused excessive levels of loss of life and property. Economic, social and environmental damage were also experienced. During the three days following the event, a relatively weak coordination of public authority was noted. Many localities did not receive any relief due to lack of information from concerned authorities and delay in connecting damaged roads. Following this event, Algerian government and civil society has recognized the urgent need for an appropriate and immediate seismic risk mitigation strategy. This paper describes procedures for emergency response following past earthquakes in Algeria and provides a brief review of risk mitigation activities since 1980. The paper also aims to provide measures to reduce earthquake risk through general strategy and practical implementation of the mitigation actions.Keywords: earthquake, hazard, prevention, strategy, risk reduction

The study was taken in Setif region (36° 11' 29 N and 5° 24' 34 E) located at the north-eastern of Algeria. This paper recorded and discusses zoogeography and host plant relationships of Setifian species Alticinae subfamily. A total of 50 species belonging to Alticinae subfamily of Chrysomelidae which is the economically important familty, were recorded from differentes localities of Setif region. They are included in 10 genera. Genera Longitarsus Berthold, 1827 is less species-rich than the other Alticinae genera captured. It represens about 38% of the all species collected. Cruciferae and Compositae were the mostly prefered host plant families representing Alticinae species. Abstract:
Dried crushed seeds of Moringa oleifera contain an effective soluble protein; a natural cationic polyelectrolyte which causes coagulation. The present study aims to investigate the performance of Moringa oleifera seed extract as natural coagulant in clarification of secondary wastewater treatment highly charged in colloidal. A series of Jar tests was undertaken using raw wastewater providing from secondary decanter of Reghaia municipal wastewater treatment plant (MWWTP) located in East of Algiers, Algeria. Coagulation flocculation performance of Moringa oleifera was evaluated through supernatant residual turbidity. Various influence parameters namely Moringa oleifera dosage and pH have been considered. Tests on Reghaia wastewater, having 129 NTU of initial turbidity, showed a removal of 69.45% of residual turbidity with only 1.5 mg/l of Moringa oleifera. This sufficient removal capability encourages the use of this bioflocculant for treatment of turbid waters. Based on this result, the coagulant seed extract of Moringa oleifera is better suited to clarify municipal wastewater by removing turbidity. Indeed, Moringa oleifera which is a natural resource available locally (South of Algeria) coupled to the non-toxicity, biocompatibility and biodegradability, may be a very interesting alternative to the conventional coagulants used so far.Keywords: coagulation flocculation, colloids, moringa oleifera, secondary wastewater

Abstract:
Despite the international commitment of Algeria towards the development of energy efficiency and renewable energy in the country, the internal energy demand has been continuously growing during the last decade due to the substantial increase of population and of living conditions, which in turn has led to an unprecedented expansion of the residential building sector. The thermal building regulation is the technical document that establishes the calculation framework for the thermal performance of buildings in Algeria, setting up minimum obligatory targets for the thermal performance of new buildings. An update of this regulation is due in the coming years, and this paper discusses some proposals in this regard, with the aim to improve the energy efficiency of the building sector, particularly with regard to social housing. In particular, it proposes a methodology for drafting an energy performance label of new Algerian residential buildings, moving from the results of the thermal compliance verification and sizing of technical systems as defined in the RTB. Such an energy performance label – whose calculation method is briefly described in the paper – aims to raise citizens' awareness of the benefits of energy efficiency. This study aims to assess the perception and attitudes of community pharmacists in Sidi-Bel-Abbes (Algeria) towards generic drugs. This is a descriptive cross-sectional prospective survey and quantitative, conducted over a period of two months from April to May 2014. The target population consisted of 118 pharmacists practicing in pharmacies in Sidi-Bel-Abbes. Data collection was conducted through a questionnaire consisting of thirteen (13) items. Fifty six (67%) of community pharmacists in the town of Sidi-Bel-Abbes in the survey believe that generics have a lower quality compared to brand name medicines Only 42% of respondents viewed locally manufactured generic medicines as equal in quality compared to the imported generic medicines, and 63% believe that the generics substitution has led to change the relationship between a pharmacist and patient. South Africa, a country with experience of both colonial rule and apartheid is now more than 25 years past its first democratic elections. However, and as noted in this article, South Africa is still experiencing the legacies of racial segregation and is concerned to address inequality by attracting investment for socioeconomic development. The paper offered considers five cultural heritage impact assessments conducted in South Africa for offshore oil and gas exploration and development. The results of the research, from more than 20 towns and cities in southern Africa, indicate a rich intangible cultural heritage in South Africa and Namibia, and the potential impacts on investor engagements for more inclusive and sustainable coastal development practices. Abstract:
Unemployment among the youth is a significant problem in South Africa. Large corporations and the public sector simply cannot create enough jobs. Too many youths in South Africa currently do not consider entrepreneurship as an option in order to become independent. Unlike the youth of the Netherlands, South African youth prefer to find employment in the public or private sector. The Netherlands has a much lower unemployment rate than South Africa and the Dutch are generally very entrepreneurial. From early on entrepreneurship is considered a desirable career option in the Netherlands. The purpose of this study was to determine whether there is a difference in the perceptions of some Dutch and South African students in terms of unemployment and entrepreneurship. Questionnaires were distributed to students at the North West University's Vaal Triangle campus in Vanderbijlpark in Gauteng, South Africa and the Technical University of Delft in the Netherlands. A descriptive statistical analysis approach was followed and the means for the independent questions were calculated. The results demonstrate that the Dutch students are not as concerned about unemployment after completion of their studies as this is not as significant a problem as it is in South Africa. Both groups had positive responses towards the posed questions, but the South African group felt more strongly about the issues. Both groups of students felt that there was a need for more practical entrepreneurship training. Abstract:
The effect of trade liberalization on environmental conditions has yielded a great deal of debate in the current energy economics literature. Although research on the relationship between income growth and CO2 emissions is not new in South Africa, few studies address the role that South Africa’s foreign trade plays in this context. This paper undertakes to investigate empirically the impact of South Africa’s foreign trade reforms over the last four decades on its energy consumption and CO2 emissions by taking into account not only the direct effect of trade on each, but also its indirect effect through income induced growth. Using co integration techniques we attempt to disentangle the long and short-run relationship between trade openness, income per capita and energy consumption and CO2 emissions in South Africa. The preliminary results of this study find support for a positive bi-directional relationship between output and CO2 emissions, as well as between trade openness and CO2. This evidence confirms the expectation that as the South African economy opens up to foreign trade and experiences growth in per capita income, the countries CO2 emissions will increase.Keywords: trade openness, CO2 emissions, cointegration, South Africa

With the spread of the COVID-19 virus, their situations have become worse. Millions of children and their families do not have access to food, hence no proper nutrition. They could barely make ends meet, so they make sure to make the most of what little they have for their household. Fortunately, organizations like SA Harvest aim to end hunger in South Africa. However, they still need to know more about how they can help South Africans with their current diet. Currently, most of the diets are composed of maize and rice. They do not have much to spend on fruits, so these commodities are seen as a luxury. Abstract:
The Territory of Namibia was entrusted to South Africa as a Mandate under the League of Nations Covenant. After the dissolution of the League of Nations and the commencement of United Nations operations, South Africa's conception of its legal obligations under the mandate varied from those of other members of the United Nations. Because of that, the General Assembly requested the International Court of Justice for an Advisory Opinion on the international obligations of South Africa arising therefrom. The International Court of Justice declared that South West Africa was still a mandatory territory under the Covenant of the League of Nations. It also held that South Africa continued to transmit petitions from inhabitants of the territory, the supervisory functions to be exercised by the United Nations, to which the annual reports and the petitions were to be submitted. Subject to this judgement, the question of South West Africa remained a dispute relating to the mandate brought before the International Court of Justice against South Africa. Abstract:
This research provides a technical account of estimating Transition Probability using Time-homogeneous Markov Jump Process applying by South African HIV/AIDS data from the Statistics South Africa. It employs Maximum Likelihood Estimator (MLE) model to explore the possible influence of Transition Probability of mortality cases in which case the data was based on actual Statistics South Africa. This was conducted via an integrated demographic and epidemiological model of South African HIV/AIDS epidemic. The model was fitted to age-specific HIV prevalence data and recorded death data using MLE model. Though the previous model results suggest HIV in South Africa has declined and AIDS mortality rates have declined since 2002 – 2013, in contrast, our results differ evidently with the generally accepted HIV models (Spectrum/EPP and ASSA2008) in South Africa. The objective of this study was to evaluate the quality of irrigation water of some underground water resources in the region of Lioua (Biskra, Algéria). Analysis of cations (Ca++, Mg++, Na+, K+), anions (Cl-, SO4--, CO3--, HCO3-, NO3-), pH and electrical conductivity (EC) of ten water samples taken during March 2015. The resulted showed that water samples are designated salty and very salty. On the other hand, average SAR values show that there is no alkalinity risk of soil. Abstract:
Our study focuses on the distribution of the white stork "Ciconia ciconia L. 1758" in the wetlands of El Tarf (North eastern of Algeria): recognized by its remarkable number of breeding pairs, monitoring of nesting, using a GPS has been performed in an attempt to explain the functioning of populations and population strategies for an overall design of its distribution, which has not so far been investigated in this region. Between 2012 and 2013, the number of breeding pairs has increased considerably from 174 in 1996 to 475 in 2007 and 968 in 2013. It should be noted that in the distribution of breeding pairs between 1996 and 2011, there is a significant development since the density of nests increased from 25.22 in 1996 to 84.16 couples/100 km² in 2013. More endemic bread apears in the region, this fluctuation is related to climatic change and changing season. The ichnological study of the Djebel BouarifCenomaniandeposits(Northern Aurès Range, Algeria) revealed relatively abundant and diverse sclerobiont communities that are preserved in corals, bivalves, and gastropods ; all are described herein. Fossil traces are dominated by exceptionally preserved Gastrochaenolitesoften with tracemakers (bivalves), which are preserved in situ, Entobia, and Maeandropolydora. Other borings are rare and are represented by a single specimen of Rogerella, Nihilichnus, and Spirolites. Amongsclerozoans, encrustingjuvenile oysters, and non-oyster bivalves (Pseudolimea?granulata) are the mostabundant groups. Otherepibionts, such as gastropods and polychaetes (Glomerulaserpentina), are lesscommon; dwarfgastropods were located on a single oyster Costagyraolisiponensis, whereas Glomerula specimens were clustered on the lower and upper surfaces of coral Aspidiscuscristatus. Gastrochaenoliteswith original tracemakers and all the epibionts studied herein have not been described from the Djebel BouarifCenomaniandeposits to date. The Tifra site is one of 54 sites with rock paintings discovered in Kabylia (Algeria). It consists of two shelters: Ifran I and Ifran II. From an aesthetic point of view, these two shelters appear poor. It shows a human silhouette, a hand, enigmatic designs and especially Libyc inscriptions. The paint used, is the natural red ocher. Today, these paintings are threatened by the frequentation of tourists to the sites as well as by the degradation which result from it. It is therefore vital to us to list and analyze these paintings before they disappear. This paper is dealing with the evaluation of photovoltaic modules as part of the Sahara Solar Breeder project (SSB), five different photovoltaic module technologies which are: m-si, CIS, HIT, Back Contact, a-si_μc -si and a weather station recently installed at the University of Saida (Tahar Moulay) in Saida city located at the gate of the great southern Algeria’s Sahara. The objective of the present work is the study of solar photovoltaic capacity and performance parameters of each PV module technology. The goal of the study is to compare the five different PV technologies in order to find which technologies are suitable for the climate conditions of Algeria’s desert. Measurements of various parameters as irradiance, temperature, humidity and so on by the weather station and I-V curves were performed outdoors at the location without shadow. The majority of the mite soil contributes to decompose the organic matter in the soil, the richness or poverty is a way of knowing the quality of the soil, in this regard we studied the ecological side of the soil mite in a forest park «coast of Algeria». 6 by taking soil samples every month for the year 2010/2011 .The samples are collected and extracted using the technique of Berlese Tullgren. It was obtained 604 individuals. These riches can indicate the fertility of soil and knead the high proportion of organic material in it. The largest number observed in the spring, followed by the separation of the 252 individuals fall 222 individuals and then the summer with 106 individuals and winter 80 individuals. Among the 18 families obtained. Scheloribatidae is the most dominant with 30.6% followed by Ceratozetidae with 16%, then Euphthiracaridae 14%. The families remain involved with low percentages. the diversity index Schanonweaver varied between 2.3 bits in the summer and 3.83 bits in the spring. As the results of the analysis statistic confirm the existence of a clear difference between the four seasons and the richness of soil mite and diversity.Keywords: soil mite, forest, coast of Algeria, diversity

Abstract:
In Algeria, water resources play a crucial role in economic development. But over the last decades, they are relatively limited and gradually decreasing to the detriment of agriculture. The agricultural irrigation is the primary water consuming sector followed by the domestic and industrial sectors. The research presented in this paper focuses on the optimization of irrigation water demand. Dynamic Programming-Neural Network (DPNN) method is applied to investigate reservoir optimization. The optimal operation rule is formulated to minimize the gap between water release and water irrigation demand. As a case study, Boukerdane dam’s reservoir system in North of Algeria has been selected to examine our proposed optimization model. The application of DPNN method allowed increasing the satisfaction rate (SR) from 34% to 60%. In addition, the operation rule generated showed more reliable and resilience operation for the examined case study.Keywords: water management, agricultural demand, Boukerdane dam, dynamic programming, artificial neural network

Abstract:
Environmental issues in the food industry are related to the water because it consumes water and release large volumes of wastewater. The treatment of such discharges techniques can be adapted to different situations encountered. For dairy effluents, it is necessary and very effective to use a treatment that eliminates much of the pollutant load,thus, to drastically reduce the organic loading rate. This study aims to evaluate the Efficiency and limitations of physicochemical treatment by coagulation - flocculation of liquid effluent from this type of food industry in Algeria, to give an example of the type and the degree of pollution generated by this sector and in order to reduce pollution and minimize its environmental issues. Coagulation - flocculation-sedimentation was carried out using lime without addition of additive (flocculant), the processing efficiency is indicated by the concentration of pollutants in treated water. The results show that treatment is not sufficient to remove organic pollution, but it has significantly reduced the Total suspended solids (TSS), nitrate (NO3-N) and phosphate (PO4-P).Keywords: Algeria, coagulation-flocculation, dairy effluent, treatment

Abstract:
Curcuma longa L. (Zingiberaceae), commonly known as turmeric, has a long history of traditional uses for culinary purposes as a spice and a food colorant. The present study aimed to document the ethnobotanical knowledge about Curcuma longa and to assess the variation in the herbalists’ experience in Northeastern Algeria. Data were collected by semi-structured questionnaires and direct interviews with 30 herbalists. Ethnobotanical indices, including the fidelity level (FL%), the relative frequency citation (RFC) and use value (UV) were determined by quantitative methods. Diversity in the knowledge was analyzed using univariate, non-parametric and multivariate statistical methods. Three main categories of uses were recorded for C. longa: for food, for medicine and for cosmetic purposes. As a medicine, turmeric was used for the treatment of gastrointestinal, dermatological and hepatic diseases. Medicinal and food uses were correlated with both forms of use (rhizome and powder). The age group did not influence the use. Multivariate analyses showed a significant variation in traditional knowledge, associated with the use value, origin, quality and efficacy of the drug. These findings suggested that the geographical origin of C. longa affected the use in Algeria.Keywords: curcuma, indices, knowledge, variation

Abstract:
New media technologies are noted for their immense contributions in various sectors of the economy which are believed to have resulted in the development of European countries. There is an assumption that we cannot have development communication without communication development, but we are not sure if new media technologies contribute to development in the South-East zone, Nigeria. The study employed mixed method and discovered that new media technologies have a very minimal relationship to development in the South-East zone, Nigeria. It was discovered that the media report on development news is basically informative instead of interactive. The South-East zone is scarcely covered unlike other zones. It argued that the communication technologies introduced in Nigeria was as a result of their struggle for independence. It was recommended that media organisations in the South-East zone should give adequate coverage to the zone, and be more interactive.Keywords: communication, development, new media, technologies

Abstract:
In order to know the traditional use of aromatic and medicinal plants in natural cosmetics, we carried out an ethnobotanical study using an online quiz among the Algerian population residing mainly in western Algeria (Oran, Tlemcen, and Mostaganem). Our study identified 37 plant species used as cosmetic plants, divided into 9 botanical families. The families mainly used and the richest in species are the lamiaceae, the apiecea, and the rutaceae. Our study states that the 5 species with the highest frequency of use and highest citation value are lemon, chamomile, turmeric, garlic, and lavender. Lemon takes first place in the order of frequency. The plants listed have been listed in tables grouping the identification of plants by their scientific and vernacular names, frequency of use, parts used, parts of the body concerned, desired action, as well as the main traditional recipes. This study allowed us to highlight the importance of aromatic plants and to appreciate their traditional practices in natural cosmetics.Keywords: aromatic plants, ethnobotanical survey, traditional use, natural cosmetics, questionnaire, western Algeria
