398 Legal Warranty in Real Estate Registry in Albania
Authors: Elona Saliaj
Abstract:
The registration of real estate in Albania after the 90's has been a long process in time and with high cost for the country. Passing the registration system from a centralized system to a free market private system, it’s accompanied by legal uncertainties that have led to economic instability. The reforms that have been undertaken in terms of property rights have been numerous and continuous throughout the years. But despite the reforms, the system of registration of real estate, has failed to be standards requirements established by the European Union. The completion of initial registration of real estate, legal treatment of previous owners or legalization of illegal constructions remain among the main problems that prevent the development of the country in its economic sector. The performance of the registration of real estate system and dealing with issues that have appeared in the Court of First Instance, the civil section of the Albanian constitute the core of handling this analysis. This paper presents a detailed analysis on the registration system that is chosen to be applied in our country for real estate. In its content it is also determined the institution that administrates these properties, the management technique and the law that determinate its functionality. The strategy is determined for creating a modern and functional registration system and for the country remains a challenge to achieve. Identifying practical problems and providing their solutions are also the focus of reference in order to improve and modernize this important system to a state law that aims to become a member of the European Union. Keywords: real estates registration system, comparative aspects, cadastral area, property certificate, legal reform

Authors: Rachid El Aidani, Phuong Nguyen-Tri, Toan Vu-Khanh
Abstract:
The filter media in synthetic fibre is the most geotextile materials used in aerosol and drainage filtration, particularly for buildings soil reinforcement in civil engineering due to its appropriated properties and its low cost. However, the current understanding of the durability and stability of this material in real service conditions, especially under severe long-term conditions are completely limited. This study has examined the effects of the chemical aging of a filter media in polyester non-woven under different temperatures (50, 70 and 80˚C) and pH (2. 7 and 12). The effect of aging conditions on mechanical properties, morphology, permeability, thermal stability and molar weigh changes is investigated. The results showed a significant reduction of mechanical properties in term of tensile strength, puncture force and tearing forces of the filter media after chemical aging due to the chemical degradation. The molar mass and mechanical properties changes in different temperature and pH showed a complex dependence of material properties on environmental conditions. The SEM and AFM characterizations showed a significant impact of the thermal aging on the morphological properties of the fibers. Based on the obtained results, the lifetime of the material in different temperatures was determined by the use of the Arrhenius model. These results provide useful information to better understand phenomena occurring during chemical aging of the filter media and may help to predict the service lifetime of this material in real used conditions. Keywords: nonwoven membrane, chemical aging, mechanical properties, lifetime, filter media

Authors: Hasrat Arjjumend, Sabiha Alam
Abstract:
The Nagoya Protocol is landmark international legislation governing access to genetic resources and benefit sharing from utilization of genetic resource and traditional knowledge. The field implications of the international law have been assessed by surveying academic/ research institutions, civil society organizations (CSOs) and concerned individuals, who gave their opinions on whether the provider parties (usually developing countries) would ensure effective participation of Indigenous people and local communities (ILCs) in establishing the mechanisms to inform the potential users of traditional knowledge (TK) about their obligations under art. 12.2 of Nagoya Protocol. First of all, involvement and participation of ILCs in suggested clearing-house mechanisms of the Parties are seldom witnessed. Secondly, as respondents expressed, it is doubtful that developing countries would ensure effective participation of ILCs in establishing the mechanisms to inform the potential users of TK about their obligations. Yet, as most of ILCs speak and understand local or indigenous languages, whether the Nagoya Protocol provides or not, it is a felt need that the Parties should disclose information in a language understandable to ILCs. Alternative opinions indicate that if TK held by ILCs is disclosed, the value is gone. Therefore, it should be protected by the domestic law first and should be disclosed then. Keywords: genetic resources, indigenous people, language, Nagoya protocol, participation, traditional knowledge

Authors: S. Alyami, S. Mohammad
Abstract:
These Risk management practices have a significant impact on construction SMEs. The effective utilisation of these practices depends on culture change in order to optimise decision making for critical activities within construction projects. Thus, successful implementation of empowerment strategies would enhance operational employees to participate in effective decision making. However, there remain many barriers to individuals and organisations within empowerment strategies that require empirical investigation before the industry can benefit from their implementation. Gaps in understanding the relationship between employee empowerment and risk management practices still exist. This research paper aims to examine the impact of the structural empowerment on risk management practices in construction SMEs. The questionnaire has been distributed to participants (162 employees) that involve projects and civil engineers within a case study from Saudi construction SMEs. Partial least squares based structural equation modeling (PLS-SEM) was utilised to perform analysis. The results reveal a positive relationship between empowerment and risk management practices. The study shows how structural empowerment contributes to operational employees in risk management practices through involving activities such as decision making, self-efficiency, and autonomy. The findings of this study will contribute to close the current gaps in the construction SMEs context. Keywords: construction SMEs, culture, decision making, empowerment, risk management
Procedia PDF Downloads 119394 Isolating Refugees in Mountains: The Case of the Austrian Border Regime
Authors: Deike Janssen
Abstract:
In the scenery of the Tyrolean mountains, at an altitude of 1300 meters, stands a building. Residents and activists call it a prison. However, it is not a prison -according to authorities, it is a 'Return Counseling Facility' where migrants and refugees should be "motivated" to return "voluntary" to their countries of origin. This paper argues that the geographical location of the camp functions as a site of exclusion, isolation, and coercion where no one can decide “voluntary” to return, but where people are brought to despair to leave Austria. Through a qualitative case study, this paper documents the heavy impact of offshore detention on the mental, physical and social state of the residents and a variety of human rights problems in the centre. Different developments at the Return Counselling Facility and the law that back up the centre uncover a worrying dynamic that deliberately accepts human rights problems in order to enforce borders, a policy that disregards humanitarian, legal, and ethical stands in order to deport people at all hazards. It, therefore, can be seen as a creative and ultimate exercise of state power, which uses isolated locations to control migration. While the analysis revises the micro and macro implications of the facility and, therefore, the legal and political facets, it also sheds light on the role of the civil society, which tries to increase through constant and collective efforts the human rights efforts of the government. Keywords: deportation, human rights, migration, refugee detention, voluntary return

Abstract:
Religious intellectualism is the only stream of consciousness in Iran that its religious theories formed Democracy. The theory of Religious intellectualism was utilized in Constitutional Revolution and Islamic Revolution. To instate Democracy in Iran, in compare with West and sunnis, the theory of Religious Intellectualism is being used differently. Unlike Democracy in the west that has started with the concept of Individualism and Natural Rights or in Sunni world that has started with the concept of consultation, it has started in Iran with mima-la-nas-fih (what we don’t have any proof for)or mantaqa-alfiraq-altashri’ (area of vacuum from reason). Shia scholars first acquainted with the concept of Democracy through theories of Sheikh Mortiza Ansari, and later some of his followers, including Akhund-e-khorasani and Mirzaye naeini, regarding Sheikh Ansari’s thoughts, began to analyze its Constitutional system and Democratic elements. But Imam Khomeini, the great founder of Islamic Republic of Iran, with respect to RAKHS (religious permission for having a choice)could make connection between Islam and Democracy. Instead of focusing on Civil contracts, he relied on Sirah Ughala (Tradition) and accepted many of the current conducts, e.g. Democracy and Political Parties and acknowledged the authority (Hujiat) of them even in absence of Infallibles. These two are the most notable experiences of shia political thoughts about Democracy within the last 100 years. In this article, the author tries to explain the second experience in Imam Khomeini’s thoughts and Sirah. Keywords: Shia school, Islamic revolution, democracy, political order

Abstract:
The utilization of waste materials in civil engineering has gained widespread attention in recent years due to their adverse effects on the environment. One such waste material is coffee grounds, a black residue generated daily across the country after coffee brewing. Instead of disposing of it, there is a growing interest in repurposing it for various agricultural and industrial applications. Utilizing coffee grounds in geotechnical engineering, such as in road embankments, presents an opportunity for its valorization. The study aims to contribute to the valorization of coffee grounds by enhancing the physical and mechanical properties of clayey soils through their incorporation at varying weight percentages (3%, 6%, 9%, 12%) as partial replacements in these soils. This not only addresses the issue of coffee ground waste but also makes a tangible contribution to sustainable development. The findings demonstrate that incorporating coffee grounds generally has positive effects on the physical and mechanical properties of clayey soil. However, the extent of these effects depends on factors such as the quantity of coffee grounds added, the particle size of the grounds, and the characteristics of the soil. Additionally, coffee grounds can improve the compression and tensile strength of clayey soil, resulting in increased stability and reduced susceptibility to deformation under external forces. Keywords: clay soil, coffee grounds, optimizing, improvement, valorization, waste

Authors: Argyro Maria Skourmalla
Abstract:
Internationalization and management of linguistic diversity in Higher Education (HE) have gained much attention in research in the last few years. Internationalization policies in HE aims at promoting the dual role of Higher Education Institutions (HEIs), civilization and competitiveness. In the context of the European Union, the European Education Area initiative aims at “inclusive national education and training systems” through networking and exchange between HEIs. However, the use of English as a ‘lingua academica’ in the place of the official, national, and regional/minority languages raises questions regarding linguistic diversity, linguistic rights and concerns that have to do with the scientific weakening of these languages. In fact, the European Civil Society Platform for Multilingualism, in the Declaration for Multilingualism in Higher Education, draws attention to the use of English at the expense of other regional/national languages and the impact of English-only language policy on an epistemological level. The above issues were brought up during semi-structured interviews with lecturing staff coming from three multilingual Universities in Europe. Lecturers shared their experiences and the practices they use to manage linguistic diversity in these three Universities. Findings show that even though different languages are used in teaching across disciplines, English -or ‘Globish’ as mentioned during an interview- is widely used in research. Despite English being accepted as the “lingua academica,” issues regarding loss of identity come upKeywords: higher education, internationalization, linguistic diversity, teaching, research, English
Procedia PDF Downloads 84389 Finite Element Analysis of Steel-Concrete Composite Structures Considering Bond-Slip Effect
Authors: WonHo Lee, Hyo-Gyoung Kwak
Abstract:
A numerical model considering slip behavior of steel-concrete composite structure is introduced. This model is based on a linear bond stress-slip relation along the interface. Single node was considered at the interface of steel and concrete member in finite element analysis, and it improves analytical problems of model that takes double nodes at the interface by adopting spring elements to simulate the partial interaction. The slip behavior is simulated by modifying material properties of steel element contacting concrete according to the derived formulation. Decreased elastic modulus simulates the slip occurrence at the interface and decreased yield strength simulates drop in load capacity of the structure. The model is verified by comparing numerical analysis applying this model with experimental studies. Procedia PDF Downloads 348387 Environmental and Economic Impact of Mangrove Deforestation: Case Study of Vadamaradchy East, Sri Lanka
Authors: Kumaraamy Sasikumar
Abstract:
The study was conducted in Vadamarachchi-East in Sri Lanka. Data collection was done for a period of two months from June to July 2011. The main focus of this study was to examine factors contributing to mangrove deforestation within the study area, and resultant impacts from deforestation. The study found that, the main factors that have contributed to deforestation include: Long civil wars in the region, poverty which pushed people to clear the forest to earn income through the sale of firewood and timber among others, industrial development, increasing demand for farm and settlement land, limited knowledge within the local community, weak government polices and implementation strategies, and natural disasters especially the 2004 Tsunami destruction. The impacts presented are those that impact both on the environment and the economy including; loss of income sources, loss of biodiversity, climate change, desertification, conflicts in the use of forest products and loss of land productivity due to reduced fertility caused by soil erosion. However, a few strategies have been put in place by the government to ensure the sustainable use of mangrove forest products, though these have not proved successful in reducing deforestation. The recommendations make suggestions to the government and other stakeholders to work together in ensuring sustainable use of natural resources, for example implementing laws and regulations aimed at controlling deforestation among others. Keywords: deforestation, impacts, actors, environment, economic, sustainable development

Authors: Athira Babu, M. Nazeer
Abstract:
Concrete is the most common and versatile construction material used in any type of civil engineering structure. The durability and strength characteristics of concrete make it more desirable among any other construction materials. The manufacture and use of concrete produces wide range of environmental and social consequences. The major component in concrete, cement accounts for roughly 5 % of global CO2 emissions. In order to improve the environmental friendliness of concrete, suitable substitutes are added to concrete. The present study deals with GGBS and silica fume as supplementary cementitious materials. The strength and durability studies were conducted in this ternary blended concrete. Several mixes were adopted with varying percentages of Silica Fume i.e., 5%, 10% and 15%. Binary mix with 50% GGBS was also prepared. GGBS content has been kept constant for the rest of mixes. There is an improvement in compressive strength with addition of Silica Fume.Maximum workability, split tensile strength, modulus of elasticity, flexural strength and impact resistance are obtained for GGBS binary blend. For durability studies, maximum sulphate resistance, carbonation resistance andresistance to chloride ion penetration are obtained for ternary blended concrete. Partial replacement of GGBS and Silica Fume reduces the environmental effects, produces economical and eco-friendly concrete. The study showed that for strength characteristics, binary blended concrete showed better performance while for durability study ternary blend performed better. Keywords: concrete, GGBS, silica fume, ternary blend

Abstract:
Algeria is one of the countries which have extraordinary resources in vegetable fibers (Palmier, Alfa, Cotton, Sisal). Unfortunately, their valorization in the practical fields, among other things, in building materials, is still little exploited. Several works align with the fact that the use of plant fibers in mortar is an advantageous solution, given its abundance and its socio-economic and environmental impact. The idea of introducing plant fiber into the field of Civil Engineering is not new. Based on the work of several researchers in this field, we propose to study the mechanical behavior of mortar based on Sisal fibers. This work consists of the experimental characterization in the fresh state (workability) and in the hardened state (mechanical resistance to compression and traction by three-point bending) on the scale of mortar mortars based on sisal plant fibers. The main objective of this work is the study of the effect of fiber incorporation on mechanical properties (compressive strength and three-point bending strength). In this study, we varied two parameters, such as the length of the fiber (7cm, 10 cm) and the fibers percentage (0.25%, 0.5%, 0.75%, 1%, 1.25% and 1.5%). The results show that there is a slight increase in the compressive strength of the fiber-reinforced mortars compared to the reference mortar (mortar without fibers). With regard to the three-point bending tests, the fiber-reinforced mortars presented higher resistances compared to the reference mortar and this was for the different lengths and different percentages studied. Keywords: mortar, plant fiber, experimentation, mechanical characterization, analysis

Authors: Tareq Nikzad
Abstract:
Since the first bank was established in 1933, Afghanistan's banking sector has seen a number of variations but hasn't been able to grow to its full potential because of the civil war. The implementation of dual banks in Afghanistan is investigated in this study in relation to the effects of inflation and interest rates. This research took data from World Bank Data (WBD) over a period of nineteen years. For the banking sector, inflation, which is the general rise in prices of goods and services over time, presents considerable difficulties. The objectives of this research are to analyze the effect of inflation and interest rates on conventional and Islamic banks in Afghanistan, identify potential differences between these two banking models, and provide insights for policymakers and practitioners. A mixed-methods approach is used in the research to analyze quantitative data and qualitatively examine the unique difficulties that banks in Afghanistan's economic atmosphere encounter. The findings contribute to the understanding of the relationship between interest rate, inflation rate, and the performance of both banking systems in Afghanistan. The paper concludes with recommendations for policymakers and banking institutions to enhance the stability and growth of the banking sector in Afghanistan. Interest is described as "a prefixed rate for use or borrowing of money" from an Islamic perspective. This "prefixed rate," known in Islamic economics as "riba," has been described as "something undesirable." Furthermore, by using the time series regression data technique on the annual data from 2003 to 2021, this research examines the effect of CPI inflation rate and interest rate of Banking in Afghanistan. Keywords: inflation, Islamic banking, conventional banking, interest, Afghanistan, impact
Procedia PDF Downloads 72383 Analyzing the Representations of Afro-Peruvians in National TV Comedy Shows: The Construction of Parody and the Contradictory Responses to Afro-Peruvian TV Characters
Authors: Ana Lucia Mosquera Rosado
Abstract:
Media is believed to be the reflection of Peruvian society. However, the context in which media content is generated not always respond to an accurate representation of its cultural diversity, since many of the contents portray images of cultural minorities (indigenous and Afro-Peruvian) that contribute to the reproduction of negative stereotypes, having an impact on society. The current research paper aims to discuss the use of parody as a way of representing Afro-Peruvian population in the national television, through the reproduction of negative stereotypes and the construction of the black body, specifically relating the analysis to El Negro Mama, a very popular character in Peruvian television thought to be a portrait of the Afro-Peruvian men. In order to analyze these representations, the research will use the theory of simulation and simulacra, explained by James Baudrillard to understand the replacement of reality as a consequence of both of these concepts. This research paper will also focus on the social reaction to the existence of this character, in order to construct a hypothesis based on the theory of cultural hegemony, conceived by Jackson Lears as a legitimized group of patterns and behaviors that shape social interaction. This theoretical framework will be used to explain the popularity of this character among Peruvian society and the reactions caused by the controversy generated by the demands of civil society to remove the character from national television. Keywords: media representation, media, race and ethnicity, racist discourse, afro-descendants in the media

Authors: A. F. Chikerema
Abstract:
Political leadership in Africa vary from the “criminalization” of the state to political leadership as “dispensing patrimony”, the “recycling” of elites and the use of state power and resources to consolidate political and economic power (Van Wyk:2007: p1). Political parties just like any other organizations always need leadership renewal and revamping, besides ideological and policy renewal. Zimbabwean politics present a shunned leadership renewal as reflected by the two champion political parties namely ZANU PF and MDC-T. Despite hot political power contestation between MDC and ZANUPF, the parties` internal structures are hinged on the two Godfather or Father figure that is Mugabe and Tsvangirai. They are the “labels “behind the two political parties. The suppressing of dissent voice on succession and renewal of leadership in the two parties has brew resistance from within and this has resulted in factional fights within the two political parties. The disgruntlement in the political parties has led to the stemming of the ‘bhoramusango concept’ from the electorate and party cadres whereby they are throwing or donating away their votes to other political parties. The ‘bhoramusango’ concept haunted ZANUPF in 2008 leading to its defeat by the opposition MDC-T .The paper takes the form of an analytic approach on leadership crisis in Zimbabwe. The narrative is framed on key concepts of leadership: namely leadership renewal and leadership succession, as agents operating within inherited structures negotiated political settlements, and form structures of leadership. Rulers gave priority to the consolidation of state power by installing party loyalists in the armed forces, civil service and local government. As part of this process, rulers have ensured consolidated power and authority. Keywords: leadership renewal, leadership succession, ‘Bhora Musango’, political culture, political legitimacy

Authors: Mona Zaryoun, Mahmood Hosseini, Seyed Mohammad Hassan Khalkhali, Haniyeh Okhovat
Abstract:
Zegalli houses in Guilan province, northern Iran, are a type of vernacular houses which their foundation, skeleton and walls all have been made of wood. The only houses which could survive the major Manjil-Rudbar earthquake of 1990 with a magnitude of 7.2 were these houses. Regarding this fact, some researchers started thinking of this type of foundations used in these houses to benefit from rocking-wise behavior. On the one hand, the relatively light weight of the houses, have helped these houses to withstand well against seismic excitations. In this paper at first a brief description of Zegalli houses and their architectural features, with emphasis on their foundation is presented. in the next stage foundation of one of these houses is modeled as a sample by a using a computer program, which has been developed in MATLAB environment, and by using the horizontal and vertical accelerograms of a set of selected site compatible earthquakes, a series of time history analysis (THA) are carried out to investigate the behavior of this type of houses against earthquake. Based on numerical results of THA it can be said that even without no sliding at the foundation timbers, only due to the rocking which occurs in various levels of the foundation the seismic response of the house is significantly reduced., which results in their stability subjected to earthquakes with peak ground acceleration of around 0.35g. Therefore, it can be recommended the Zegalli houses are considered as sustainable Iranian vernacular architecture, and it can be recommended that the use of these houses and their architecture and their structural merits are reconsidered by architects as well as civil and structural engineers. Keywords: MATLAB software, rocking behavior, time history analysis, Zegalli houses

Authors: Maxime A. J. Kuitche, Ruxandra M. Botez, Arthur Guillemin
Abstract:
As the Unmanned Aerial Systems have found diverse utilities in both military and civil aviation, the necessity to obtain an accurate aerodynamic model has shown an enormous growth of interest. Recent modeling techniques are procedures using optimization algorithms and statistics that require many flight tests and are therefore extremely demanding in terms of costs. This paper presents a procedure to estimate the aerodynamic behavior of an unmanned aerial system from a numerical approach using computational fluid dynamic analysis. The study was performed using an unstructured mesh obtained from a grid convergence analysis at a Mach number of 0.14, and at an angle of attack of 0°. The flow around the aircraft was described using a standard k-ω turbulence model. Thus, the Reynold Averaged Navier-Stokes (RANS) equations were solved using ANSYS FLUENT software. The method was applied on the UAS-S45 designed and manufactured by Hydra Technologies in Mexico. The lift, the drag, and the pitching moment coefficients were obtained at different angles of attack for several flight conditions defined in terms of altitudes and Mach numbers. The results obtained from the Computational Fluid Dynamics analysis were compared with the results obtained by using the DATCOM semi-empirical procedure. This comparison has indicated that our approach is highly accurate and that the aerodynamic model obtained could be useful to estimate the flight dynamics of the UAS-S45.Keywords: aerodynamic modelling, CFD Analysis, ANSYS FLUENT, UAS-S45

Authors: Chris Ogwu Attah, Okpanachi Linus Odiji
Abstract:
An election is no doubt a universally accepted means of resolving societal problems, particularly those with political connotations. While the process has often been conducted in advanced democracies without attacks on opponents and the populace, that ambiance of political tranquillity has hardly been enjoyed in many African states. While the violent nature of polls on this part of the globe have for long been linked among other things to monetization and the zero-sum character of politics, emerging trends show how the increasing rate of electoral violence may not be unconnected to the broadcasts of violent acts in the media. Anchored on the age-long complaints about the possible deleterious effects of mass media and Plato’s concern about the effects of plays on the youth, this study aims to interrogate the relationship between media and electoral violence in Nigeria using Kogi State as a case study. While the Social Cognitive Theory is adopted to guide the study to fruition, data was elicited primarily from a multi-stage sampling arrangement in which respondents from three purposively selected locations (Anyigba, Lokoja, and Okene) were randomly selected. Using chi-square to test the assumption that media violence catalyzes electoral violence in Kogi State, it was discovered among other revelations that electoral violence increases numerically with the depiction of violence in the media. As a recommendation, therefore, this paper advocate that Civil Society Organisations, as well as relevant governmental agencies, should carry out mass political education which aims at instilling political morals on the populace, especially the youths. Keywords: electoral violence, media, media violence, violence

Authors: Shaleni Bajpai, Nancy Stephan
Abstract:
Various designs of women’s kurtis with different styles, motifs and prints were available in market but none of the kurtis was found in army print. Mostly army prints are used for men’s wear like jackets, trousers, caps, bags. The main colours available in military prints were beige, parrot green, red, dark blue, light blue, orange, bottle green, pink and the original military green colour. As the original camouflage is banned in civil wears so the different variety and colours were used in this study to popularize army prints in women’s wear. The aim of this project was to construct different styles of women kurti’s with various colours of different military prints. Mood board, inspiration and colour board was prepared to design the kurtis. The fabric used for construction was army printed poplin and crepe. The designing and construction of kurti’s were divided into two categories such as - casual and party wear. Casual wear had simple silhouette like a-line, high-low and waist coat style whereas party wear included princess line, panelled and bandhani style. Structured questionnaire was prepared to assess the acceptance of newly designed kurtis with respect to colour combination, overall appearance and cost. Purposively sampling method was adopted for selection of respondents. Opinion was taken from 100 women of various age groups. The result and analysis was presented through graph and percentage. Authors: Rajendra Roul
Abstract:
The main objective of the project is to bring attention towards the performance of an aerofoil when exposed to the fluid medium inside the wind tunnel. This project aims at involvement of civil as well as mechanical engineering thereby making itself as a multidisciplinary project. The airfoil of desired size is taken into consideration for the project to carry out effectively. An aerofoil is the shape of the wing or blade of propeller, rotor or turbine. Lot of experiment have been carried out through wind-tunnel keeping aerofoil as a reference object to make a future forecast regarding the design of turbine blade, car and aircraft. Lift and drag now become the major identification factor for any design industry which shows that wind tunnel testing along with software analysis (ANSYS) becomes the mandatory task for any researchers to forecast an aerodynamics design. This project is an initiative towards the mitigation of drag, better lift and analysis of wake surface profile by investigating the surface pressure distribution. The readings has been taken on airfoil model in Wind Tunnel Testing Machine (WTTM) at different air velocity 20m/sec, 25m/sec, 30m/sec and different angle of attack 00,50,100,150,200. Air velocity and pressures are measured in several ways in wind tunnel testing machine by use to measuring instruments like Anemometer and Multi tube manometer. Moreover to make the analysis more accurate Ansys fluent contribution become substantial and subsequently the CFD simulation results. Analysis on an Aerofoil have a wide spectrum of application other than aerodynamics including wind loads in the design of buildings and bridges for structural engineers. Keywords: wind-tunnel, aerofoil, Ansys, multitube manometer

Authors: Mahdi Karimi
Abstract:
One of the most basic standards of fair trial is the right to defense, hire an attorney and its presence in the hearing stages. On the one hand, based on the reason and justice, as the legal issues, particularly criminal affairs, become complicated, the accused must benefit from an attorney in the court in order to defend itself which requires legal knowledge. On the other hand, as the judicial system has jurists such as investigation judges at its disposal, the accused must enjoy the same right to defend itself and reject allegations so that the balance is maintained between the litigating parties based on the principle of "equality of arms". The right to adequate time and facilities for defense is cited among the principles and rights relevant to the proceedings in international regulations such as the International Covenant on Civil and Political Rights. The innovations made in the Code of Criminal Procedure in 2013 guaranteed the presence of the accused’s attorney in the proceedings. The present study aims at assessing the result of the aforementioned guarantee in practice and made attempts to investigate the effect of the presence of accused’s attorney on reducing the punishment by asking the question and addressing the statistical population of this study including 48 judges of lower courts and courts of appeal. It seems that in despite of guarantees provided in the new Code of Criminal Procedure, Iran's penal system, does not tolerate the presence of an attorney in practice. Keywords: defense attorney, equality of arms, fair trial, reducing the penalty, right to defense

Authors: Khaled R. Khater
Abstract:
All civil engineering projects include excavation work and therefore need some retaining structures. Cantilever secant pile walls are an economical supporting system up to 5.0-m depths. The parameters controlling wall tip displacement are the focus of this paper. So, two analysis techniques have been investigated and arbitrated. They are the conventional method and finite element analysis. Accordingly, two computer programs have been used, Excel sheet and Plaxis-2D. Two soil models have been used throughout this study. They are Mohr-Coulomb soil model and Isotropic Hardening soil models. During this study, two soil densities have been considered, i.e. loose and dense sand. Ten wall rigidities have been analyzed covering ranges of perfectly flexible to completely rigid walls. Three excavation depths, i.e. 3.0-m, 4.0-m and 5.0-m were tested to cover the practical range of secant piles. This work submits beneficial hints about secant piles to assist designers and specification committees. Also, finite element analysis, isotropic hardening, is recommended to be the fair judge when two designs conflict. A rational procedure using empirical equations has been suggested to upgrade the conventional method to predict wall tip displacement ‘δ’. Also, a reasonable limitation of ‘δ’ as a function of excavation depth, ‘h’ has been suggested. Also, it has been found that, after a certain penetration depth any further increase of it does not positively affect the wall tip displacement, i.e. over design and uneconomic. Keywords: design aids, numerical analysis, secant pile, Wall tip displacement

Authors: Ayad Salih Sabbar, Amin Chegenizadeh, Hamid Nikraz
Abstract:
Utilizing waste materials in civil engineering applications has a positive influence on the environment by reducing carbon dioxide emissions and issues associated with waste disposal. Granulated blast furnace slag (GBFS) is a by-product of the iron and steel industry, with millions of tons of slag being annually produced worldwide. Slag has been widely used in structural engineering and for stabilizing clay soils; however, studies on the effect of slag on sandy soils are scarce. This article investigates the effect of slag content on shear strength parameters through direct shear tests and unconsolidated undrained triaxial tests on mixtures of Perth sand and slag. For this purpose, sand-slag mixtures, with slag contents of 2%, 4%, and 6% by weight of samples, were tested with direct shear tests under three normal stress values, namely 100 kPa, 150 kPa, and 200 kPa. Unconsolidated undrained triaxial tests were performed under a single confining pressure of 100 kPa and relative density of 80%. The internal friction angles and shear stresses of the mixtures were determined via the direct shear tests, demonstrating that shear stresses increased with increasing normal stress and the internal friction angles and cohesion increased with increasing slag. There were no significant differences in shear stresses parameters when slag content rose from 4% to 6%. The unconsolidated undrained triaxial tests demonstrated that shear strength increased with increasing slag content. Keywords: direct shear, shear strength, slag, UU test

Authors: Imali T. Jayamanne, K. P. Asoka Ramanayake
Abstract:
Transition from tertiary level education to employment is one of the challenges that many fresh university graduates face after graduation. The transition period or the waiting time to obtain the first employment varies with the socio-economic factors and the general characteristics of a graduate. Compared to other fields of study, Arts graduates in Sri Lanka, have to wait a long time to find their first employment. The objective of this study is to identify the determinants of the transition from higher education to employment of these graduates using survival models. The study is based on a survey that was conducted in the year 2016 on a stratified random sample of Arts graduates from Sri Lankan universities who had graduated in 2012. Among the 469 responses, 36 (8%) waiting times were interval censored and 13 (3%) were right censored. Waiting time for the first employment varied between zero to 51 months. Initially, the log-rank and the Gehan-Wilcoxon tests were performed to identify the significant factors. Gender, ethnicity, GCE Advanced level English grade, civil status, university, class received, degree type, sector of first employment, type of first employment and the educational qualifications required for the first employment were significant at 10%. The Cox proportional hazards model was fitted to model the waiting time for first employment with these significant factors. All factors, except ethnicity and type of employment were significant at 5%. However, since the proportional hazard assumption was violated, the lognormal Accelerated failure time (AFT) model was fitted to model the waiting time for the first employment. The same factors were significant in the AFT model as in Cox proportional model. Keywords: AFT model, first employment, proportional hazard, survey design, waiting time
Procedia PDF Downloads 312370 Counter-Terrorism Policies in the Wider Black Sea Region: Evaluating the Robustness of Constantza Port under Potential Terror Attacks
Authors: A. V. Popa, C. Barna, V. Mihalache
Abstract:
Being the largest port at the Black Sea and functioning as a civil and military nodal point between Europe and Asia, Constantza Port has become a potential target on the terrorist international agenda. The authors use qualitative research based on both face-to-face and online semi-structured interviews with relevant stakeholders (top decision-makers in the Romanian Naval Authority, Romanian Maritime Training Centre, National Company "Maritime Ports Administration" and military staff) in order to detect potential vulnerabilities which might be exploited by terrorists in the case of Constantza Port. Likewise, this will enable bringing together the experts’ opinions on potential mitigation measures. Subsequently, this paper formulates various counter-terrorism policies to enhance the robustness of Constantza Port under potential terror attacks and connects them with the attributions in the field of critical infrastructure protection conferred by the law to the lead national authority for preventing and countering terrorism, namely the Romanian Intelligence Service. Extending the national counterterrorism efforts to an international level, the authors propose the establishment – among the experts of the NATO member states of the Wider Black Sea Region – of a platform for the exchange of know-how and best practices in the field of critical infrastructure protection. Keywords: Constantza Port, counter-terrorism policies, critical infrastructure protection, security, Wider Black Sea Region

Abstract:
Problems insulation of building structures is often closely connected with the problem of moisture remediation. In the case of historic buildings or if only part of the redevelopment of envelope of structures, it is not possible to apply the classical external thermal insulation composite systems. This application is mostly effective thermal insulation plasters with high porosity and controlled capillary properties which assures improvement of thermal properties construction, its diffusion openness towards the external environment and suitable treatment capillary properties of preventing the penetration of liquid moisture and salts thereof toward the outer surface of the structure. With respect to the current trend of reducing the energy consumption of building structures and reduce the production of CO2 is necessary to develop capillary-active materials characterized by their low density, low thermal conductivity while maintaining good mechanical properties. The aim of researchers at the Faculty of Civil Engineering, Brno University of Technology is the development and study of hygrothermal behaviour of optimal materials for thermal insulation and rehabilitation of building structures with the possible use of alternative, less energy demanding binders in comparison with conventional, frequently used binder, which represents cement. The paper describes the evaluation of research activities aimed at the development of thermal insulation and repair materials using lightweight aggregate and alternative binders such as metakaolin and finely ground fly ash. Keywords: thermal insulating plasters, rehabilitation materials, thermal conductivity, lightweight aggregate, alternative binders.
