112 Investigating Sustainable Neighborhood Development in Jahanshahr

Abstract:
Nowadays, access to sustainable development in cities is assumed as one of the most important goals of urban managers. In the meanwhile, neighborhood as the smallest unit of urban spatial organization has a substantial effect on urban sustainability. Hence, attention to and focus on this subject is highly important in urban development plans. The objective of this study is evaluation of the status of Jahanshahr Neighborhood in Karaj city based on sustainable neighborhood development indicators. This research has been applied based on documentary method and field surveys. Also, evaluating of Jahanshahr Neighborhood of Karaj shows that it has a high level in sustainability in physical and economical dimension while a low level in cultural and social dimension. For this purpose, this neighborhood as a semi-sustainable neighborhood must take measures for development of collective spaces and efficiency of utilizing the public neighborhood spaces via collaboration of citizens and officials.

Abstract:
The role of neighborhood center as semi public (the balance space) is disappeared in bonding between private and public in new urbanism. In this way, a hierarchical principle in the traditional neighborhood center appears to create or develop the conditions for residents` relationships and belonging. This paper evaluates significant of hierarchical principles of the neighborhood center in residents` territoriality and its factors. In this way Miandeh neighborhood center from Boshrooyeh city was determined as a case study area. Results indicated that a hierarchical principle is the best instrument to improve the territoriality as the subcomponent of place belonging in residents. Abstract:
Neighborhood Rough Sets (NRS) has been proven to be an efficient tool for heterogeneous attribute reduction. However, most of researches are focused on dealing with complete and noiseless data. Factually, most of the information systems are noisy, namely, filled with incomplete data and inconsistent data. In this paper, we introduce a generalized neighborhood rough sets model, called VPTNRS, to deal with the problem of heterogeneous attribute reduction in noisy system. We generalize classical NRS model with tolerance neighborhood relation and the probabilistic theory. Furthermore, we use the neighborhood dependency to evaluate the significance of a subset of heterogeneous attributes and construct a forward greedy algorithm for attribute reduction based on it. Abstract:
The recent developments in computing and communication technology permit to users to access multimedia documents with variety of devices (PCs, PDAs, mobile phones...) having heterogeneous capabilities. This diversification of supports has trained the need to adapt multimedia documents according to their execution contexts. A semantic framework for multimedia document adaptation based on the conceptual neighborhood graphs was proposed. In this framework, adapting consists on finding another specification that satisfies the target constraints and which is as close as possible from the initial document. In this paper, we propose a new way of building the conceptual neighborhood graphs to best preserve the proximity between the adapted and the original documents and to deal with more elaborated relations models by integrating the relations relaxation graphs that permit to handle the delays and the distances defined within the relations.Keywords: Conceptual Neighborhood Graph, Relaxation Graphs, Relations with Delays, Semantic Adaptation of Multimedia Documents.

Abstract:
Conservation of historical urban patterns in the traditional neighborhoods is a part of creating integrated urban environments that are socially more sustainable. Urbanization reflects on life conditions and social, physical, economical characteristics of the society. In this regard, historical zones and traditional regions are affected by dramatic interventions on these characteristics. This article focuses on the Uch Dukkan neighborhood located in Ardabil City in Azarbaijani region of Iran, which has been up to such interventions that leaded its transformation from the past to the present. After introducing a brief inventory of the main elements of the historical zone and the neighborhood; this study explores the changes and transformations in different periods; and their impacts on the quality of the environment and its social sustainability. The survey conducted in the neighborhood as part of this research study revealed that the Uch Dukkan neighborhood and the unique architectural heritage that it possesses have become more inactive physically and functionally in a decade. This condition requires an exploration and comparison of the present and the expected transformations of the meaning of social space from the most private unit to the urban scale. From this token, it is argued that an architectural point of view that is based on space order; use and meaning of space as a social and cultural image, should not be ignored. Based on the interplay between social sustainability, collective memory, and the urban environment, study aims to make the invisible portion of ignorance clear, that ends up with a weakness in defining the collective meaning of the neighborhood as a historic urban district. It reveals that the spatial possessions of the neighborhood are valuable not only for their historical and physical characteristics, but also for their social memory that is to be remembered and constructed further.

Abstract:
Since, today in most countries around the world much attention is paid to planning the smallest unit in the city i.e. the residential neighborhoods to achieve sustainable urban development goals, a variety of assessment tools have been developed to assess and monitor the sustainability of new developments. One of the most reliable and widely used assessment tools is LEED-ND rating system. This paper whit the aim of assessing sustainability level of Roshdieh neighborhood in Tabriz, has introduced this rating system and applied it in the study area. The results indicate that Roshdieh has the potential of achieving the standards of sustainable neighborhoods, but the present situation is far from the ideal point.

In this researcha particle swarm optimization (PSO) algorithm is proposedfor no-wait flowshopsequence dependent setuptime scheduling problem with weighted earliness-tardiness penalties as the criterion (|, |Σ " ).The smallestposition value (SPV) rule is applied to convert the continuous value of position vector of particles in PSO to job permutations.A timing algorithm is generated to find the optimal schedule and calculate the objective function value of a given sequence in PSO algorithm. Twodifferent neighborhood structures are applied to improve the solution quality of PSO algorithm.The first one is based on variable neighborhood search (VNS) and the second one is a simple one with invariable structure. Abstract:
This article presents a short discussion on optimum neighborhood size selection in a spherical selforganizing feature map (SOFM). A majority of the literature on the SOFMs have addressed the issue of selecting optimal learning parameters in the case of Cartesian topology SOFMs. However, the use of a Spherical SOFM suggested that the learning aspects of Cartesian topology SOFM are not directly translated. This article presents an approach on how to estimate the neighborhood size of a spherical SOFM based on the data. It adopts the L-curve criterion, previously suggested for choosing the regularization parameter on problems of linear equations where their right-hand-side is contaminated with noise. Simulation results are presented on two artificial 4D data sets of the coupled Hénon-Ikeda map.Keywords: Parameter estimation, self-organizing feature maps, spherical topology.

Abstract:
Rapid enlargement and physical development of cities have facilitated the emergence of a number of city life crises and decrease of environment quality. Subsequently, the need for noticing the concept of quality and its improvement in urban environments, besides quantitative issues, is obviously recognized. In the domain of urban ideas the importance of taking these issues into consideration is obvious not only in accordance to sustainable development concepts and improvement of public environment quality, but also in the enhancement of social and behavioral models. The major concern of present article is to study the nature of urban environment quality in urban development plans, which is important not only in the concept and the aim of projects but also in their execution procedure. As a result, this paper is going to utilize planning capacities caused by environmental virtues in the planning procedure of Moft Abad neighborhood. Thus, at the first step, applying the Analytical Hierarchy Process (AHP), it has assessed quantitative environmental issues. The present conditions of Moft Abad state that “the neighborhood is generally suffering from the lack of qualitative parameters, and the previously formed planning procedures could not take the sustainable and developmental paths which are aimed at environment quality virtues." The diminution of economical and environmental virtues has resulted in the diminution of residential and social virtues. Abstract–Let k ≥ 3 be an integer, and let G be a graph of order n with n ≥ 9k +3- 42(k - 1)2 + 2. Then a spanning subgraph F of G is called a k-factor if dF (x) = k for each x ∈ V (G). A fractional k-factor is a way of assigning weights to the edges of a graph G (with all weights between 0 and 1) such that for each vertex the sum of the weights of the edges incident with that vertex is k. A graph G is a fractional k-deleted graph if there exists a fractional k-factor after deleting any edge of G. In this paper, it is proved that G is a fractional k-deleted graph if G satisfies δ(G) ≥ k + 1 and |NG(x) ∪ NG(y)| ≥ 1 2 (n + k - 2) for each pair of nonadjacent vertices x, y of G.

Abstract:
The identity of a neighborhood is inevitably shaped by the architecture and the people of that place. Conventionally the streets within each neighborhood served as a semi-public-private extension of the private living spaces. The street as a design element formed a hybrid condition that was neither totally public nor private, and it encouraged social interactions. Thus through creating a sense of community, one of the most basic human needs of belonging was achieved. Similar to major global cities, Tehran has undergone serious urbanization. Developing into a capital city of high rises has resulted in an increase in urban density. Although allocating more residential units in each neighborhood was a critical response to the population boom and the limited land area of the city, it also created a crisis in terms of social communication and place attachment. District 10 in Tehran is a neighborhood that has undergone the most urban transformation among the other 22 districts in the capital and currently has the highest population density. This paper will explore how the active streets in district 10 have changed into their current condition of high rises with a lack of meaningful social interactions amongst its inhabitants. A residential building can be thought of as a large group of people. One would think that as the number of people increases, the opportunities for social communications would increase as well. However, according to the survey, there is an indirect relationship between the two. As the number of people of a residential building increases, the quality of each acquaintance reduces, and the depth of relationships between people tends to decrease. This comes from the anonymity of being part of a crowd and the lack of social spaces characterized by most high-rise apartment buildings. Without a sense of community, the attachment to a neighborhood is decreased. This paper further explores how the neighborhood participates to fulfill ones need for social interaction and focuses on the qualitative aspects of alternative spaces that can redevelop the sense of place attachment within the community.

Abstract:
This paper addresses minimizing the makespan of the distributed permutation flow shop scheduling problem. In this problem, there are several parallel identical factories or flowshops each with series of similar machines. Each job should be allocated to one of the factories and all of the operations of the jobs should be performed in the allocated factory. This problem has recently gained attention and due to NP-Hard nature of the problem, metaheuristic algorithms have been proposed to tackle it. Majority of the proposed algorithms require large computational time which is the main drawback. In this study, a general variable neighborhood search algorithm (GVNS) is proposed where several time-saving schemes have been incorporated into it. Also, the GVNS uses the sophisticated method to change the shaking procedure or perturbation depending on the progress of the incumbent solution to prevent stagnation of the search. Abstract:
Amman, the capital of Jordan, is the main political, economic, social and cultural center of Jordan and beyond. The city faces multitude demographic challenges related to the unstable political situation in the surrounded countries. It has regional and local migrants who left their homes to find better life in the capital. This resulted with random and unequaled population distribution. Some districts have high population and pressure on the infrastructure and services more than other districts.Government works to resolve this challenge in compliance with 100 Cities Resilience Framework (CRF). Amman participated in this framework as a member in December 2014 to work in achieving the four goals: health and welfare, infrastructure and utilities, economy and education as well as administration and government. Previous research studies lack in studying Amman resilient work in neighborhood scale and the population growth as resilient challenge. For that, this study focuses on Al-Thahabiah neighborhood in Shafa Badran district in Amman. This paper studies the reasons and drivers behind this population growth during the selected period in this area then provide strategies to improve the resilient work in neighborhood scale. The methodology comprises of primary and secondary data. The primary data consist of interviews with chief officer in the executive part in Great Amman Municipality and resilient officer. The secondary data consist of papers, journals, newspaper, articles and book’s reading. The other part of data consists of maps and statistical data which describe the infrastructural and social situation in the neighborhood and district level during the studying period. Based upon those data, more detailed information will be found, e.g., the centralizing position of population and the provided infrastructure for them. This will help to provide these services and infrastructure to other neighborhoods and enhance population distribution. This study develops an analytical framework to assess urban demographical time series in accordance with the criteria of CRF to make accurate detailed projections on the requirements for the future development in the neighborhood scale and organize the human requirements for affordable quality housing, employment, transportation, health and education in this neighborhood to improve the social relations between its inhabitants and the community. This study highlights on the localization of resilient work in neighborhood scale and spread the resilient knowledge related to the shortage of its research in Jordan. Studying the resilient work from population growth challenge perspective helps improve the facilities provide to the inhabitants and improve their quality of life.

Abstract:
The process of planning, designing and building neighborhoods is a complex and multidimensional part of urban planning. Understanding the elements that give a neighborhood a sense of identity can lead to successful city planning and result in a cohesive and functional community where people feel a sense of belonging. These factors are important in ensuring that the needs of the urban population are met to live in a safe, pleasant and healthy society. This research paper aims to identify the elements of the identity of traditional neighborhoods in Isfahan and analyzes ways of using these elements in the design of modern neighborhoods to increase social interaction between communities and cultural reunification of people. The neighborhood of Jolfa in Isfahan has a unique socio-cultural identity as it dates back to the Safavid Dynasty of the 16th century, and most of its inhabitants are Christian Armenians of a religious minority. The elements of the identity of Jolfa were analyzed through the following research methods: field observations, distribution of questionnaires and qualitative analysis. The basic methodology that was used to further understand the Jolfa neighborhood and deconstruct the identity image that residents associate with their respective neighborhoods was a qualitative research method. This was done through utilizing questionnaires that respondents had to fill out in response to a series of research questions. From collecting these qualitative data, the major finding was that traditional neighborhoods that have elements of identity embedded in them are seen to have closer-knit communities whose residents have strong societal ties. This area of study in urban planning is vital to ensuring that new neighborhoods are built with concepts of social cohesion, community and inclusion in mind as they are what lead to strong, connected, and prosperous societies.

An Ad hoc wireless network comprises of mobile terminals linked and communicating with each other sans the aid of traditional infrastructure. Optimized Link State Protocol (OLSR) is a proactive routing protocol, in which routes are discovered/updated continuously so that they are available when needed. Hello messages generated by a node seeks information about its neighbor and if the latter fails to respond to a specified number of hello messages regulated by neighborhood hold time, the node is forced to assume that the neighbor is not in range. This paper proposes to evaluate OLSR routing protocol in a random mobility network having various neighborhood hold time intervals. Substantial research has indicated that socioeconomic and demographic characteristics’ of neighborhoods are strong determinants of food security. The aim of this study was to develop a Food Insecurity Neighborhood Index (FINI) based on the associated socioeconomic and demographic variables to identify the areas at potential risk of food insecurity in rural British Columbia (BC). Principle Component Analysis (PCA) technique was used to calculate the FINI for each rural Dissemination Area (DA) using the food security determinant variables from Canadian Census data. Using ArcGIS, the neighborhoods with the top quartile FINI values were classified as food insecure. The results of this study indicated that the most food insecure neighborhood with the highest FINI value of 99.1 was in the Bulkley-Nechako (central BC) area whereas the lowest FINI with the value of 2.97 was for a rural neighborhood in the Cowichan Valley area. In total, 98.049 (19%) of the rural population of British Columbians reside in high food insecure areas. Moreover, the distribution of food insecure neighborhoods was found to be strongly dependent on the degree of rurality in BC. In conclusion, the cluster of food insecure neighbourhoods was more pronounced in Central Coast, Mount Wadington, Peace River, Kootenay Boundary, and the Alberni-Clayoqout Regional Districts.

This work sets out to debate the tensions involved in the processes of contamination and self-purification in the urban space, particularly in the streams that run through the Buenos Aires metropolitan area. For much of their course, those streams are piped; their waters do not come into contact with the outdoors until they have reached deeply impoverished urban areas with high levels of environmental contamination. These are peripheral zones that, until thirty years ago, were marshlands and fields. They are now densely populated areas largely lacking in urban infrastructure. The Cárcova neighborhood, where this project is underway, is in the José León Suárez section of General San Martín county, Buenos Aires province. A stretch of José León Suarez canal crosses the neighborhood. Starting upstream, this canal carries pollutants due to the sewage and industrial waste released into it. Further downstream, in the neighborhood, domestic drainage is poured into the stream. In this paper, we formulate a hypothesis diametrical to the one that holds that these neighborhoods are the primary source of contamination, suggesting instead that in the stretch of the canal that runs through the neighborhood the stream’s waters are actually cleaned and the sediments accumulate pollutants. Indeed, the stretches of water that runs through these neighborhoods act as water processing plants for the metropolis. This project has studied the different organic-load polluting contributions to the water in a certain stretch of the canal, the reduction of that load over the course of the canal, and the incorporation of pollutants into the sediments. We have found that the surface water has considerable ability to self-purify, mostly due to processes of sedimentation and adsorption. The polluting load is accumulated in the sediments where that load stabilizes slowly by means of anaerobic processes. In this study, we also investigated the risks of sediment management and the use of the processes studied here in controlled conditions as tools of environmental restoration.Keywords: Bioremediation, pollutants, sediments, urban streams.

This paper proposes a new technique based on nonlinear Minmax Detector Based (MDB) filter for image restoration. The aim of image enhancement is to reconstruct the true image from the corrupted image. The process of image acquisition frequently leads to degradation and the quality of the digitized image becomes inferior to the original image. Image degradation can be due to the addition of different types of noise in the original image. Image noise can be modeled of many types and impulse noise is one of them. Impulse noise generates pixels with gray value not consistent with their local neighborhood. It appears as a sprinkle of both light and dark or only light spots in the image. Filtering is a technique for enhancing the image. Linear filter is the filtering in which the value of an output pixel is a linear combination of neighborhood values, which can produce blur in the image. Thus a variety of smoothing techniques have been developed that are non linear. Median filter is the one of the most popular non-linear filter. When considering a small neighborhood it is highly efficient but for large window and in case of high noise it gives rise to more blurring to image. The Centre Weighted Mean (CWM) filter has got a better average performance over the median filter. However the original pixel corrupted and noise reduction is substantial under high noise condition. Hence this technique has also blurring affect on the image. To illustrate the superiority of the proposed approach, the proposed new scheme has been simulated along with the standard ones and various restored performance measures have been compared.

Abstract:
Multiobjective Particle Swarm Optimization (MOPSO) has shown an effective performance for solving test functions and real-world optimization problems. However, this method has a premature convergence problem, which may lead to lack of diversity. In order to improve its performance, this paper presents a hybrid approach which embedded the MOPSO into the island model and integrated a local search technique, Variable Neighborhood Search, to enhance the diversity into the swarm. Experiments on two series of test functions have shown the effectiveness of the proposed approach. A comparison with other evolutionary algorithms shows that the proposed approach presented a good performance in solving multiobjective optimization problems.

Abstract:
This paper presents a novel method for data hiding based on neighborhood pixels information to calculate the number of bits that can be used for substitution and modified Least Significant Bits technique for data embedding. The modified solution is independent of the nature of the data to be hidden and gives correct results along with un-noticeable image degradation. The technique, to find the number of bits that can be used for data hiding, uses the green component of the image as it is less sensitive to human eye and thus it is totally impossible for human eye to predict whether the image is encrypted or not. The application further encrypts the data using a custom designed algorithm before embedding bits into image for further security. The overall process consists of three main modules namely embedding, encryption and extraction cm.

Based on different experiences in the historic centers of Spain, we propose an global strategy for the regeneration of the pre-tertiary fabrics and its application to the specific case of San Mateo neighborhood, in Jerez de la Frontera (Andalusia), through a diagnosis that focus particularly on the punishments the last-decade economic situation (building boom and crisis) and shows the tragic transition from economic center to an imminent disappearance with an image similar to the ruins of war, due to the loss of their traditional roles. From it we will learn their historically-tested mechanisms of environment adaptation, which distill the vernacular architecture essence and that we will apply to our strategy of action based on a dotacional-and-free-space rhizome which rediscovers its hidden character. Abstract:
Enhancing the quality of two dimensional signals is one of the most important factors in the fields of video surveillance and computer vision. Usually in real-life video surveillance, false detection occurs due to the presence of random noise, illumination and shadow artifacts. The detection methods based on background subtraction faces several problems in accurately detecting objects in realistic environments: In this paper, we propose a noise removal algorithm using neighborhood comparison method with thresholding. The illumination variations correction is done in the detected foreground objects by using an amalgamation of techniques like homomorphic decomposition, curvelet transformation and gamma adjustment operator. Shadow is removed using chromaticity estimator with local relation estimator. Results are compared with the existing methods and prove as high robustness in the video surveillance.

Abstract:
Support vector machines (SVMs) are considered to be the best machine learning algorithms for minimizing the predictive probability of misclassification. However, their drawback is that for large data sets the computation of the optimal decision boundary is a time consuming function of the size of the training set. Hence several methods have been proposed to speed up the SVM algorithm. Here three methods used to speed up the computation of the SVM classifiers are compared experimentally using a musical genre classification problem. The simplest method pre-selects a random sample of the data before the application of the SVM algorithm. Two additional methods use proximity graphs to pre-select data that are near the decision boundary. This paper presents a four-dimensional computational model, k-neighborhood template A-type three-dimensional bounded cellular acceptor (abbreviated as A-3BCA(k)), and discusses the hierarchical properties. An A-3BCA(k) is a four-dimensional automaton which consists of a pair of a converter and a configuration-reader. The former converts the given four-dimensional tape to the three- and two- dimensional configuration and the latter determines the acceptance or nonacceptance of given four-dimensional tape whether or not the derived two-dimensional configuration is accepted. We mainly investigate the difference of the accepting power based on the difference of the configuration-reader. It is shown that the difference of the accepting power of the configuration-reader tends to affect directly that of the A-3BCA(k) for the case when the converter is deterministic. Abstract:
In this paper, the single-depot capacitated location-routing problem under uncertainty is presented. The problem aims to find the optimal location of a single depot and the routing of vehicles to serve the customers when the parameters may change under different circumstances. This problem has many applications, especially in the area of supply chain management and distribution systems. To get closer to real-world situations, travel time of vehicles, the fixed cost of vehicles usage and customers’ demand are considered as a source of uncertainty. A combined approach including robust optimization and stochastic programming was presented to deal with the uncertainty in the problem at hand. For this purpose, a mixed integer programming model is developed and a heuristic algorithm based on Variable Neighborhood Search(VNS) is presented to solve the model. Abstract:
Recent changes in food retailing structure have led to the development of large supercenters in suburban areas of the United States. These changes have led some authors to suggest that there are food deserts in some urban areas, where food is difficult to access, especially for disadvantaged consumers. This study tests the food desert hypothesis by comparing the distance from food retailers to food secure and food insecure households in one urban, Midwest neighborhood. This study utilizes GIS to compare household survey respondent locations against the location of various types of area food retailers. Results of this study indicate no apparent difference between food secure and insecure households in the reported importance of distance on the decision to shop at various retailers. However, there were differences in the spatial relationship between households and retailers. Food insecure households tended to be located slightly farther from large food retailers and slightly closer to convenience stores. Furthermore, food insecure households reported traveling slightly farther to their primary food retailer. The differences between the two groups was, however, relatively small.

Abstract:
In this paper, a new learning algorithm based on a hybrid metaheuristic integrating Differential Evolution (DE) and Reduced Variable Neighborhood Search (RVNS) is introduced to train the classification method PROAFTN. To apply PROAFTN, values of several parameters need to be determined prior to classification. These parameters include boundaries of intervals and relative weights for each attribute. Based on these requirements, the hybrid approach, named DEPRO-RVNS, is presented in this study. In some cases, the major problem when applying DE to some classification problems was the premature convergence of some individuals to local optima. To eliminate this shortcoming and to improve the exploration and exploitation capabilities of DE, such individuals were set to iteratively re-explored using RVNS. Based on the generated results on both training and testing data, it is shown that the performance of PROAFTN is significantly improved. Spatial trends are one of the valuable patterns in geo databases. They play an important role in data analysis and knowledge discovery from spatial data. A spatial trend is a regular change of one or more non spatial attributes when spatially moving away from a start object. Spatial trend detection is a graph search problem therefore heuristic methods can be good solution. Artificial immune system (AIS) is a special method for searching and optimizing. AIS is a novel evolutionary paradigm inspired by the biological immune system. The models based on immune system principles, such as the clonal selection theory, the immune network model or the negative selection algorithm, have been finding increasing applications in fields of science and engineering. In this paper, we develop a novel immunological algorithm based on clonal selection algorithm (CSA) for spatial trend detection. We are created neighborhood graph and neighborhood path, then select spatial trends that their affinity is high for antibody.
