599 First Aid Application on Mobile Device

Abstract:

An accident is an unexpected and unplanned situation that happens and affects human in a negative outcome. The accident can cause an injury to a human biological organism. Thus, the provision of initial care for an illness or injury is very important move to prepare the patients/victims before sending to the doctor. In this paper, a First Aid Application is developed to give some directions for preliminary taking care of patient/victim via Android mobile device. Also, the navigation function using Google Maps API is implemented in this paper for searching a suitable path to the nearest hospital. Therefore, in the emergency case, this function can be activated and navigate patients/victims to the hospital with the shortest path.

598 Building a Transformative Continuing Professional Development Experience for Educators through a Principle-Based, Technological-Driven Knowledge Building Approach: A Case Study of a Professional Learning Team in Secondary Education

Abstract:

There has been a growing emphasis in elevating the teachers’ proficiency and competencies through continuing professional development (CPD) opportunities. In this era of a Volatile, Uncertain, Complex, Ambiguous (VUCA) world, teachers are expected to be collaborative designers, critical thinkers and creative builders. However, many of the CPD structures are still revolving in the model of transmission, which stands in contradiction to the cultivation of future-ready teachers for the innovative world of emerging technologies. This article puts forward the framing of CPD through a Principle-Based, Technological-Driven Knowledge Building Approach grounded in the essence of andragogy and progressive learning theories where growth is best exemplified through an authentic immersion in a social/community experience-based setting. Putting this Knowledge Building Professional Development Model (KBPDM) in operation via a Professional Learning Team (PLT) situated in a Secondary School in Singapore, research findings reveal that the intervention has led to a fundamental change in the learning paradigm of the teachers, henceforth equipping and empowering them successfully in their pedagogical design and practices for a 21st century classroom experience. This article concludes with the possibility in leveraging the Learning Analytics to deepen the CPD experiences for educators.

597 Evaluation of the Contribution of Starting Pitchers in a Professional Baseball Team by Grey Relational Analysis

Abstract:

The evaluation of the contribution of professional baseball starting pitchers is a complex decision-making problem that includes several quantitative attributes. It is considered a type of multi-attribute or multi-criteria decision making (MADM/MCDM) problem. This study proposes a model using the Grey Relational Analysis (GRA) to evaluate the starting pitcher contribution for teams of the Chinese Professional Baseball League. The GRA calculates the individual grey relational degree of each alternative to the positive ideal alternative. An empirical analysis was conducted to show the use of the model for the starting pitcher contribution problem. The results demonstrate the effectiveness and feasibility of the proposed model.

596 Study of Adsorption Isotherm Models on Rare Earth Elements Biosorption for Separation Purposes

Abstract:

The development of chemical routes for the recovery and separation of rare earth elements (REE) is seen as a priority and strategic action by several countries demanding these elements. Among the possibilities of alternative routes, the biosorption process has been evaluated in our laboratory. In this theme, the present work attempts to assess and fit the solution equilibrium data in Langmuir, Freundlich and DKR isothermal models, based on the biosorption results of the lanthanum and samarium elements by Bacillus subtilis immobilized on calcium alginate gel. It was observed that the preference of adsorption of REE by the immobilized biomass followed the order Sm (III)> La (III). It can be concluded that among the studied isotherms models, the Langmuir model presented better mathematical results than the Freundlich and DKR models.

595 Removal of Pb (II) from Aqueous Solutions using Fuller's Earth

Abstract:

Fuller’s earth is a fine-grained, naturally occurring substance that has a substantial ability to adsorb impurities. In the present study Fuller’s earth has been characterized and used for the removal of Pb(II) from aqueous solution. The effect of various physicochemical parameters such as pH, adsorbent dosage and shaking time on adsorption were studied. The result of the equilibrium studies showed that the solution pH was the key factor affecting the adsorption. The optimum pH for adsorption was 5. Kinetics data for the adsorption of Pb(II) was best described by pseudo-second order model. The effective diffusion co-efficient for Pb(II) adsorption was of the order of 10-8 m2/s. The adsorption data for metal adsorption can be well described by Langmuir adsorption isotherm. The maximum uptake of metal was 103.3 mg/g of adsorbent. Mass transfer analysis was also carried out for the adsorption process. The values of mass transfer coefficients obtained from the study indicate that the velocity of the adsorbate transport from bulk to the solid phase was quite fast. The mean sorption energy calculated from Dubinin-Radushkevich isotherm indicated that the metal adsorption process was chemical in nature.

594 Analyzing the Importance of Technical Writing in Professional Industry of Pakistan

No matter how much perfect we become in our practical skills regarding the implementation of learned ideas, the need of technical writing capability cannot be neglected being a professional. Technical writing is a way of communicating the ideas in written which otherwise need to be presented orally. Technical writing skills have always been the need of the time, as they are required for internal as well as external official communication in both formal and informal manner. Moreover, they are the best way to capture the attention of your customers by presenting information in effective manner. This paper aims to analyze the importance of technical writing skills in professional industries of Pakistan by conducting a survey. Survey results presented in this paper clearly depicts the importance of formal and informal written communication media used in different professional industries in Pakistan. Analysis and discussion of the extent to which the alternative ways of communication besides technical writing have got importance in Pakistan is also an important aspect of this survey.

593 A Review of Existing Turnover Intention Theories

Abstract:

Existing turnover intention theories are reviewed in this paper. This review was conducted with the help of the search keyword “turnover intention theories” in Google Scholar during the month of July 2017. These theories include: The Theory of Organizational Equilibrium (TOE), Social Exchange Theory, Job Embeddedness Theory, Herzberg’s Two-Factor Theory, the Resource-Based View, Equity Theory, Human Capital Theory, and the Expectancy Theory. One of the limitations of this review paper is that data were only collected from Google Scholar where many papers were sometimes not freely accessible. However, this paper attempts to contribute to the research in clarifying the distinction between theories and models in the context of turnover intention.

592 Changes in Student Definition of De-Escalation in Professional Peace Officer Education

Abstract:

Since the release of the 21st century policing report in the United States, the techniques of de-escalation have received a lot of attention and focus in political systems, policy changes, and the media. The challenge in professional peace officer education is that there is a vast range of defining de-escalation and understanding the various techniques involved, many of which are based on popular media. This research surveyed professional peace officer education university students on their definition of de-escalation and the techniques associated with de-escalation before specific communications coursework was completed. The students were then surveyed after the communication coursework was completed to determine the changes in defining and understanding de-escalation techniques. This research has found that clearly defining de-escalation and emphasizing the broad range of techniques available enhances the students’ understanding and application of proper de-escalation. This research demonstrates the need for professional peace officer education to move students from media concepts of law enforcement to theoretical concepts.

591 Effectiveness of Earthing System in Vertical Configurations

Abstract:

This paper presents the measurement and simulation results by Finite Element Method (FEM) for earth resistance (RDC) for interconnected vertical ground rod configurations. The soil resistivity was measured using the Wenner four-pin Method, and RDC was measured using the Fall of Potential (FOP) method, as outlined in the standard. Genetic Algorithm (GA) is employed to interpret the soil resistivity to that of a 2-layer soil model. The same soil resistivity data that were obtained by Wenner four-pin method were used in FEM for simulation. This paper compares the results of RDC obtained by FEM simulation with the real measurement at field site. A good agreement was seen for RDC obtained by measurements and FEM. This shows that FEM is a reliable software to be used for design of earthing systems. It is also found that the parallel rod system has a better performance compared to a similar setup using a grid layout.

590 Developing Student Teachers to Be Professional Teachers

Abstract:

Practicum placements are an critical factor for student teachers on Education Programs. How can student teachers become professionals? This study was to investigate problems, weakness and obstacles of practicum placements and develop guidelines for partnership in the practicum placements. In response to this issue, a partnership concept was implemented for developing student teachers into professionals. Data were collected through questionnaires on attitude toward problems, weaknesses, and obstacles of practicum placements of student teachers in Rajabhat universities and included focus group interviews. The research revealed that learning management, classroom management, curriculum, assessment and evaluation, classroom action research, and teacher demeanor are the important factors affecting the professional development of Education Program student teachers. Learning management plan and classroom management concerning instructional design, teaching technique, instructional media, and student behavior management are another important aspects influencing the professional development for student teachers.

589 The Potential of Roof Top Rain Water Harvesting as a Water Resource in Jordan: Featuring Two Application Case Studies

Abstract:

Roof top rainwater harvesting (RWH) has been carried out worldwide to provide an inexpensive source of water for many people. This research aims at evaluating the potential of roof top rain water harvesting as a resource in Jordan. For the purpose of this work, two case studies at Al-Jubiha and Shafa-Badran districts in Amman city were selected. All existing rooftops in both districts were identified by digitizing 2012 satellite images of the two districts using Google earth and ArcGIS tools. Rational method was used to estimate the potential volume of rainwater that can be harvested from the digitized rooftops. Results indicated that 1.17 and 0.526 MCM/yr can be harvested in Al-Jubiha and Shafa-Badran districts, respectively. This study should increase the attention to the importance of implementing RWH technique in Jordanian residences as a viable alternative for ensuring a continued source of non-potable water.

588 Innovative Design Considerations for Adaptive Spacecraft

Space technologies have changed the way we live in the present day society and manage many aspects of our daily affairs through Remote sensing, Navigation & Communications. Further, defense and military usage of spacecraft has increased tremendously along with civilian purposes. The number of satellites deployed in space in Low Earth Orbit (LEO), Medium Earth Orbit (MEO), and the Geostationary Orbit (GEO) has gone up. The dependency on remote sensing and operational capabilities are most invariably to be exploited more and more in future. Every country is acquiring spacecraft in one way or other for their daily needs, and spacecraft numbers are likely to increase significantly and create spacecraft traffic problems. The aim of this research paper is to propose innovative design concepts for adaptive spacecraft. The main idea here is to improve existing design methods of spacecraft design and development to further improve upon design considerations for futuristic adaptive spacecraft with inbuilt features for automatic adaptability and self-protection. In other words, the innovative design considerations proposed here are to have future spacecraft with self-organizing capabilities for orbital control and protection from anti-satellite weapons (ASAT). Here, an attempt is made to propose design and develop futuristic spacecraft for 2030 and beyond due to tremendous advancements in VVLSI, miniaturization, and nano antenna array technologies, including nano technologies are expected.

587 Study of Forging Process in 7075 Aluminum Alloy Professional Bicycle Pedal using Taguchi Method

Abstract:

The current of professional bicycle pedal-s manufacturing model mostly used casting, forging, die-casting processing methods, so the paper used 7075 aluminum alloy which is to produce the bicycle parts most commonly, and employs the rigid-plastic finite element (FE) DEFORMTM 3D software to simulate and to analyze the professional bicycle pedal design. First we use Solid works 2010 3D graphics software to design the professional bicycle pedal of the mold and appearance, then import finite element (FE) DEFORMTM 3D software for analysis. The paper used rigid-plastic model analytical methods, and assuming mode to be rigid body. A series of simulation analyses in which the variables depend on different temperature of forging billet, friction factors, forging speed, mold temperature are reveal to effective stress, effective strain, damage and die radial load distribution for forging bicycle pedal. The analysis results hope to provide professional bicycle pedal forming mold references to identified whether suit with the finite element results for high-strength design suitability of aluminum alloy.

586 Performance Analysis of a Dynamic Channel Reservation-Like Technique for Low Earth Orbit Mobile Satellite Systems

Abstract:

In order to derive important parameters concerning mobile subscriber MS with ongoing calls in Low Earth Orbit Mobile Satellite Systems LEO MSSs, a positioning system had to be integrated into MSS in order to localize mobile subscribers MSs and track them during the connection. Such integration is regarded as a complex implementation. We propose in this paper a novel method based on advantages of mobility model of Low Earth Orbit Mobile Satellite System LEO MSS which allows the evaluation of instant of subsequent handover of a MS even if its location is unknown. This method is utilized to propose a Dynamic Channel Reservation DCRlike scheme based on the DCR scheme previously proposed in literature. Results presented show that DCR-like technique gives different QoS performance than DCR. Indeed, an improve in handover blocking probability and an increase in new call blocking probability are observed for the DCR-like technique.

585 Effect of Moisture Content Compaction in the Geometry Definition of Earth Dams

Abstract:

This paper presents numerical flow and slope stability simulations in three typical sections of earth dams built in tropical regions, two homogeneous with different slope inclinations, and the other one heterogeneous with impermeable core. The geotechnical material parameters used in this work were obtained from a lab testing of physical characterization, compaction, consolidation, variable load permeability and saturated triaxial type CD for compacted soil samples with standard proctor energy at optimum moisture content (23%), optimum moisture content + 2% and optimum moisture content +5%. The objective is to analyze the general behavior of earth dams built in rainy regions where optimum moisture is exceeded. The factor of safety is satisfactory for the three sections compacted in all moisture content during the stages of operation and end of construction. On The other hand, the rapid drawdown condition is the critical phase for homogeneus dams configuration, the factor of safety obtained were unsatisfactory. In general, the heterogeneous dam behavior is more efficient due to the fact that the slopes are made up of gravel, which favors the dissipation of pore pressures during the rapid drawdown. For the critical phase, the slopes should have lower inclinations of the upstream and downstream slopes to guarantee stability, although it increases the costs.

584 Impact of GCSC on Measured Impedance by Distance Relay in the Presence of Single Phase to Earth Fault

Abstract:

This paper presents the impact study of GTO Controlled Series Capacitor (GCSC) parameters on measured impedance (Zseen) by MHO distance relays for single transmission line high voltage 220 kV in the presence of single phase to earth fault with fault resistance (RF). The study deals with a 220 kV single electrical transmission line of Eastern Algerian transmission networks at Group Sonelgaz (Algerian Company of Electrical and Gas) compensated by series Flexible AC Transmission System (FACTS) i.e. GCSC connected at midpoint of the transmission line. The transmitted active and reactive powers are controlled by three GCSC-s. The effects of maximum reactive power injected as well as injected maximum voltage by GCSC on distance relays measured impedance is treated. The simulations results investigate the effects of GCSC injected parameters: variable reactance (XGCSC), variable voltage (VGCSC) and reactive power injected (QGCSC) on measured resistance and reactance in the presence of earth fault with resistance fault varied between 5 to 50 Ω for three cases study.

583 An Investigation to Study the Moisture Dependency of Ground Enhancement Compound

Abstract:

Lightning protection consists of three main parts; mainly air termination system, down conductor, and earth termination system. Earth termination system is the most important part as earth is the sink and source of charges. Therefore, even when the charges are captured and delivered to the ground, and an easy path is not provided to the charges, earth termination system would lead to problems. Soil has significantly different resistivities ranging from 10 Ωm for wet organic soil to 10000 Ωm for bedrock. Different methods have been discussed and used conventionally such as deep-ground-well method and altering the length of the rod. Those methods are not considered economical. Therefore, it was a general practice to use charcoal along with salt to reduce the soil resistivity. Bentonite is worldwide acceptable material, that had led our interest towards study of bentonite at first. It was concluded that bentonite is a clay which is non-corrosive, environment friendly. Whereas bentonite is suitable only when there is moisture present in the soil, as in the absence of moisture, cracks will appear on the surface which will provide an open passage to the air, resulting into increase in the resistivity. Furthermore, bentonite without moisture does not have enough bonding property, moisture retention, conductivity, and non-leachability. Therefore, bentonite was used along with the other backfill material to overcome the dependency of bentonite on moisture. Different experiments were performed to get the best ratio of bentonite and carbon backfill. It was concluded that properties will highly depend on the quantity of bentonite and carbon-based backfill material.

582 Effect of Integrity of the Earthing System on the Rise of Earth Potential

Abstract:

This paper investigates the effects of breaks in bonds, breaks in the earthing system and breaks in earth wire on the rise of the earth potential (EPR) in a substation and at the transmission tower bases using various models of an L6 tower. Different approaches were adopted to examine the integrity of the earthing system and the terminal towers. These effects were investigated to see the associated difference in the EPR magnitudes with respect to a healthy system at various locations. Comparisons of the computed EPR magnitudes were then made between the healthy and unhealthy system to detect any difference. The studies were conducted at power frequency for a uniform soil with different soil resistivities. It was found that full breaks in the double bond of the terminal towers increase the EPR significantly at the fault location, while they reduce EPR at the terminal tower bases. A fault on the isolated section of the grid can result in EPR values up to 8 times of those on a healthy system at higher soil resistivities, provided that the extended earthing system stays connected to the grid.

581 The Mentoring in Professional Development of University Teachers

Abstract:

Mentoring is provided by professionals with a higher level of experience and competence as part of the professional development of a university faculty. This paper explores the characteristics of the mentoring provided by those teachers participating in the development of an active methodology program run at the University of the Basque Country: to examine and to analyze mentors’ performance with the aim of providing empirical evidence regarding its value as a lifelong learning strategy for teaching staff. A total of 183 teachers were trained during the first three programs. The analysis method uses a coding technique and is based on flexible, systematic guidelines for gathering and analyzing qualitative data. The results have confirmed the conception of mentoring as a methodological innovation in higher education. In short, university teachers in general assessed the mentoring they received positively, considering it to be a valid, useful strategy in their professional development. They highlighted the methodological expertise of their mentor and underscored how they monitored the learning process of the active method and provided guidance and advice when necessary. Finally, they also drew attention to traits such as availability, personal commitment and flexibility in. However, a minority critique is pointed to some aspects of the performance of some mentors.

580 Role-Specific Target-Systems in Professional Bureaucracies: A Qualitative Analysis in the OR

Abstract:

This paper firstly discusses the initial situation and problems. Afterward, it defines professional bureaucracies and shows their impact for the OR-work. The OR-center and its actors are shown. Finally, the paper provides the empiric design for detecting the target systems of the different work groups within the OR, the quality criteria in qualitative research and empirical results. It is shown that different groups have different targets in their daily work and that helps for a better understanding. More precisely, by detecting the target systems of these experts, we can ‘bridge’ the different points of view to create a common basis for the work in the OR. One of the aims was to find bridges to overcome separating factors. This paper describes the situation in Germany focusing the Hannover Medical School. It can be assumed that the results can be transferred to other countries using the DRG-System (Diagnosis Related Groups).

579 Masonry CSEB Building Models under Shaketable Testing-An Experimental Study

In this experimental investigation shake table tests were conducted on two reduced models that represent normal single room building constructed by Compressed Stabilized Earth Block (CSEB) from locally available soil. One model was constructed with earthquake resisting features (EQRF) having sill band, lintel band and vertical bands to control the building vibration and another one was without Earthquake Resisting Features. To examine the seismic capacity of the models particularly when it is subjected to long-period ground motion by large amplitude by many cycles of repeated loading, the test specimen was shaken repeatedly until the failure. The test results from Hi-end Data Acquisition system show that model with EQRF behave better than without EQRF. This modified masonry model with new material combined with new bands is used to improve the behavior of masonry building.

578 Development of Precise Ephemeris Generation Module for Thaichote Satellite Operations

Abstract:

In this paper, the development of the ephemeris generation module used for the Thaichote satellite operations is presented. It is a vital part of the flight dynamics system, which comprises, the orbit determination, orbit propagation, event prediction and station-keeping maneouvre modules. In the generation of the spacecraft ephemeris data, the estimated orbital state vector from the orbit determination module is used as an initial condition. The equations of motion are then integrated forward in time to predict the satellite states. The higher geopotential harmonics, as well as other disturbing forces, are taken into account to resemble the environment in low-earth orbit. Using a highly accurate numerical integrator based on the Burlish-Stoer algorithm the ephemeris data can be generated for long-term predictions, by using a relatively small computation burden and short calculation time. Some events occurring during the prediction course that are related to the mission operations, such as the satellite’s rise/set viewed from the ground station, Earth and Moon eclipses, the drift in groundtrack as well as the drift in the local solar time of the orbital plane are all detected and reported. When combined with other modules to form a flight dynamics system, this application is aimed to be applied for the Thaichote satellite and successive Thailand’s Earth-observation missions.

577 Scalable Cloud-Based LEO Satellite Constellation Simulator

Abstract:

Distributed applications deployed on LEO satellites and ground stations require substantial communication between different members in a constellation to overcome the earth coverage barriers imposed by GEOs. Applications running on LEO constellations suffer the earth line-of-sight blockage effect. They need adequate lab testing before launching to space. We propose a scalable cloud-based network simulation framework to simulate problems created by the earth line-of-sight blockage. The framework utilized cloud IaaS virtual machines to simulate LEO satellites and ground stations distributed software. A factorial ANOVA statistical analysis is conducted to measure simulator overhead on overall communication performance. The results showed a very low simulator communication overhead. Consequently, the simulation framework is proposed as a candidate for testing LEO constellations with distributed software in the lab before space launch.

576 Influence of Security on Fan Attendance during Nigeria Professional Football League Matches

Abstract:

The stadium transcends a field of play to cultural heritage of a club especially when there is security of life and property and a conducive environment with exciting media facilities, CCTV and adequate field of play. Football fans love watching their clubs’ matches especially when nothing discourages their presence in the stadium. This study investigated the influence of security on fans’ attendance during Nigeria Professional Football League matches. Descriptive survey research design was used and the population consists of all Nigeria Professional Football League fans. Simple random sampling technique was used to pick a state from the six geo-political zones. 600 respondents comprising male and female fans were sampled from the ten selected vendors’ stands in each selected state. A structured questionnaire on Security and Fan attendance scale (SFAS) was used. The instrument consists of two sections. Section A seeks information on demographic data of the respondents, while section B was used to elicit information on security and fans’ attendance. The modified instrument which consists of 20 items has a reliability coefficient of 0.73. The hypothesis was tested at 0.05 significance level. The completed questionnaire was collated, coded and analyzed using descriptive statistics of frequency counts and percentage and inferential statistics of chi-square (X2). Findings of this study revealed that adequate security significantly influences fan attendance during Nigeria Professional Football League matches. There is no sport that can develop if the facilities in use are inadequate. Improving the condition of the stadium in Nigeria is paramount to the development of the Nigeria Professional Football League. All stakeholders in the organization of the League must put into consideration the need to improve the standard of the stadium as it will help to increase the attendance of fans during matches. Only the standard ones should be used during matches.

575 Starting Pitcher Rotation in the Chinese Professional Baseball League based on AHP and TOPSIS

Abstract:

The rotation of starting pitchers is a strategic issue which has a significant impact on the performance of a professional team. Choosing an optimal starting pitcher from among many alternatives is a multi-criteria decision-making (MCDM) problem. In this study, a model using the Analytic Hierarchy Process (AHP) and Technique for Order Performance by Similarity to the Ideal Solution (TOPSIS) is proposed with which to arrange the starting pitcher rotation for teams of the Chinese Professional Baseball League. The AHP is used to analyze the structure of the starting pitcher selection problem and to determine the weights of the criteria, while the TOPSIS method is used to make the final ranking. An empirical analysis is conducted to illustrate the utilization of the model for the starting pitcher rotation problem. The results demonstrate the effectiveness and feasibility of the proposed model.

574 Leadership Competences: The Case of Slovenian Healthcare

Abstract:

The authors of this paper compared ratings for leadership competences of managers in the healthcare sector and professional managers in Slovenia. Managers’ competence scores were analyzed for Slovenia and compared with some other EU countries. Comparisons of correlations yielded significant differences in leader/non-leader healthcare professionals in their relational competences. Cross-cultural comparisons also point to these differences in many countries included in the survey. Comparing these managers with the professional managers, one of the relational competences significantly distinguishes the two groups, namely the competence of taking initiative in establishing contacts with experts outside the organization. What is surprising from our analysis is the high number of competences that significantly differentiate leaders in healthcare from professional managers. Empirically based assessment provided a robust method for assessing and comparing leadership competences and point out significant results for leadership development.

573 Best Starting Pitcher of the Chinese Professional Baseball League in 2009

Abstract:

Baseball is unique among other sports in Taiwan. Baseball has become a “symbol of the Taiwanese spirit and Taiwan-s national sport". Taiwan-s first professional sports league, the Chinese Professional Baseball League (CPBL), was established in 1989. Starters pitch many more innings over the course of a season and for a century teams have made all their best pitchers starters. In this study, we attempt to determine the on-field performance these pitchers and which won the most CPBL games in 2009. We utilize the discriminate analysis approach to solve the problem, examining winning pitchers and their statistics, to reliably find the best starting pitcher. The data employed in this paper include innings pitched (IP), earned runs allowed (ERA) and walks plus hits per inning pitched (WPHIP) provided by the official website of the CPBL. The results show that Aaron Rakers was the best starting pitcher of the CPBL. The top 10 CPBL starting pitchers won 14 games to 8 games in the 2009 season. Though Fisher Discriminant Analysis, predicted to top 10 CPBL starting pitchers probably won 20 games to 9 games, more 1 game to 7 games in actually counts in 2009 season.

572 Urban Areas Management in Developing Countries: Analysis of the Urban Areas Crossed with Risk of Storm Water Drains, Aswan-Egypt

Abstract:

One of the most risky areas in Aswan is Abouelreesh, which is suffering from flood disasters, as heavy deluge inundates urban areas causing considerable damage to buildings and infrastructure. Moreover, the main problem was the urban sprawl towards this risky area. This paper aims to identify the urban areas located in the risk areas prone to flash floods. Analyzing this phenomenon needs a lot of data to ensure satisfactory results; however, in this case the official data and field data were limited, and therefore, free sources of satellite data were used. This paper used ArcGIS tools to obtain the storm water drains network by analyzing DEM files. Additionally, historical imagery in Google Earth was studied to determine the age of each building. The last step was to overlay the urban area layer and the storm water drains layer to identify the vulnerable areas. The results of this study would be helpful to urban planners and government officials to make the disasters risk estimation and develop primary plans to recover the risky area, especially urban areas located in torrents.

571 Radio Regulation Development and Radio Spectrum Analysis of Earth Station in Motion Service

Abstract:

Although Earth Station in Motion (ESIM) services are widely used and there is a huge market demand around the world, International Telecommunication Union (ITU) does not have unified conclusion for the use of ESIM yet. ESIM are Mobile Satellite Services (MSS) due to its mobile-based attributes, while multiple administrations want to use ESIM in Fixed Satellite Service (FSS). However, Radio Regulations (RR) have strict distinction between MSS and FSS. In this case, ITU has been very controversial because this kind of application will violate the RR Article and the conflict will bring risks to the global deployment. Thus, this paper illustrates the development of rules, regulations, standards concerning ESIM and the radio spectrum usage of ESIM in different regions around the world. Firstly, the basic rules, standard and definition of ITU’s Radiocommunication Sector (ITU-R) is introduced. Secondly, the World Radiocommunication Conference (WRC) agenda item on radio spectrum allocation for ESIM, e.g. in C/Ku/Ka band, is introduced and multi-view on the radio spectrum allocation is elaborated, especially on 19.7-20.2 GHz & 29.5-30.0 GHz. Then, some ITU-R Recommendations and Reports are analyzed on the specific technique to enable these ESIM to communicate with Geostationary Earth Orbit Satellite (GSO) space stations in the FSS without causing interference at levels in excess of that caused by conventional FSS earth stations. Meanwhile, the opposite opinion on not allocating EISM service in FSS frequency band is also elaborated. Finally, based on the ESIM’s future application, the ITU-R standards development trend is forecasted. In conclusion, using radio spectrum resource in an equitable, rational and efficient manner is the basic guideline of ITU. Although it is not a good approach to obstruct the revise of RR when there is a large demand for radio spectrum resource in satellite industry, still the propulsion and global demand of the whole industry may face difficulties on the unclear application in modify rules of RR.

570 Sustainable Construction in Malaysia – Developers- Awareness

Abstract:

The creation of a sustainable future depends on the knowledge and involvement of the people, as well as an understanding of the consequences of individual actions. Construction industry has long been associated with the detrimental effects to our mother earth. In Malaysia, the government, professional bodies and private companies are beginning to take heed in the necessity to reduce this environmental problem without restraining the need for development. This paper focuses on the actions undertaken by the Malaysian government, non-government organizations and construction players in promoting sustainability in construction. To ensure that those concerted efforts are not only skin deep in its impact, a survey was conducted to investigate the awareness of the developers regarding this issue and whether those developers has absorb the concept of sustainable construction in their current practices. The survey revealed that although the developers are aware of the rising issues on sustainability, little efforts are generated from them in implementing it. More effort is necessary to boost this application and further stimulate actions and strategies towards a sustainable built environment.
