Authors: Jeng-Wen Lin, Simon Chien-Yuan Chen
Abstract:
Based on assumptions of neo-classical economics and rational choice / public choice theory, this paper investigates the regulation of industrial land use in Taiwan by homeowners associations (HOAs) as opposed to traditional government administration. The comparison, which applies the transaction cost theory and a polynomial regression analysis, manifested that HOAs are superior to conventional government administration in terms of transaction costs and overall efficiency. A case study that compares Taiwan-s commonhold industrial park, NangKang Software Park, to traditional government counterparts using limited data on the costs and returns was analyzed. This empirical study on the relative efficiency of governmental and private institutions justified the important theoretical proposition. Numerical results prove the efficiency of the established model. Keywords: Homeowners Associations, Institutional Efficiency, Polynomial Regression, Transaction Cost.

Authors: Michael Tupý, Vít Petránek
Abstract:
The paper is focused on testing of the poly(vinyl butyral) (PVB) layer which had the function of a CO2 insulating protection against concrete and mortar carbonation. The barrier efficiency of PVB was verified by the measurement of diffusion characteristics. Two different types of PVB were tested; original extruded PVB sheet and PVB sheet made from PVB dispersion which was obtained from recycled windshields. The work deals with the testing CO2 diffusion when polymer sheets were exposed to a CO2 atmosphere (10% v/v CO2) with 0% RH. The excellent barrier capability against CO2 permeability of original and also recycled types of PVB layers was observed. This application of PVB waste can bring advantageous use in civil engineering and significant environmental contribution.

Authors: Z. Pavlík, M. Pavlíková, P. Volfová, M. Keppert, R. Černý
Abstract:
Properties of cement pastes with fine-ground ceramics used as an alternative binder replacing Portland cement up to 20% of its mass are investigated. At first, the particle size distribution of cement and fine-ground ceramics is measured using laser analyser. Then, the material properties are studied in the early hardening period up to 28 days. The hydration process of studied materials is monitored by electrical conductivity measurement using TDR sensors. The changes of materials- structures within the hardening are observed using pore size distribution measurement. The compressive strength measurements are done as well. Experimental results show that the replacement of Portland cement by fine-ground ceramics in the amount of up to 20% by mass is acceptable solution from the mechanical point of view. One can also assume similar physical properties of designed materials to the reference material with only Portland cement as binder. Keywords: Fine-ground ceramics, cement pastes, early age properties, mechanical properties, pore size distribution, electrical conductivity measurement.

Authors: Mahdi Abolfazli, Ebrahim Barati, Hamid Reza Karbasian
Abstract:
In this paper the kinematic parameters of a regular Flapping Micro Air Vehicle (FMAV) is investigated. The optimization is done using multi-objective Genetic algorithm method. It is shown that the maximum propulsive efficiency is occurred on the Strouhal number of 0.2-0.3 and foil-pitch amplitude of 15°-30°. Furthermore, increasing pitch amplitude with respect to power optimization increases the thrust slightly until pitch amplitude around 30°, and then the trust is increased notably with increasing of pitch amplitude. Additionally, the maximum mean thrust coefficient is computed of 2.67 and propulsive efficiency for this value is 42%. Based on the thrust optimization, the maximum propulsive efficiency is acquired 54% while the mean thrust coefficient is 2.18 at the same propulsive efficiency. Consequently, the maximum propulsive efficiency is obtained 77% and the appropriate Strouhal number, pitch amplitude and phase difference between heaving and pitching are calculated of 0.27, 31° and 77°, respectively.

Authors: H. Aldousari, T. Buchacher, N. M. Spyrou
Abstract:
Cerium-doped lanthanum bromide LaBr3:Ce(5%) crystals are considered to be one of the most advanced scintillator materials used in PET scanning, combining a high light yield, fast decay time and excellent energy resolution. Apart from the correct choice of scintillator, it is also important to optimise the detector geometry, not least in terms of source-to-detector distance in order to obtain reliable measurements and efficiency. In this study a commercially available 25 mm x 25 mm BrilLanCeTM 380 LaBr3: Ce (5%) detector was characterised in terms of its efficiency at varying source-to-detector distances. Gamma-ray spectra of 22Na, 60Co, and 137Cs were separately acquired at distances of 5, 10, 15, and 20cm. As a result of the change in solid angle subtended by the detector, the geometric efficiency reduced in efficiency with increasing distance. High efficiencies at low distances can cause pulse pile-up when subsequent photons are detected before previously detected events have decayed. To reduce this systematic error the source-to-detector distance should be balanced between efficiency and pulse pile-up suppression as otherwise pile-up corrections would need to be necessary at short distances. In addition to the experimental measurements Monte Carlo simulations have been carried out for the same setup, allowing a comparison of results. The advantages and disadvantages of each approach have been highlighted.

Abstract:
This paper presents state estimation with Phasor Measurement Unit (PMU) allocation to obtain complete observability of network. A matrix is designed with modeling of zero injection constraints to minimize PMU allocations. State estimation algorithm is developed with optimal allocation of PMUs to find accurate states of network. The incorporation of PMU into traditional state estimation process improves accuracy and computational performance for large power systems. The nonlinearity integrated with zero injection (ZI) constraints is remodeled to linear frame to optimize number of PMUs. The problem of optimal PMU allocation is regarded with modeling of ZI constraints, PMU loss or line outage, cost factor and redundant measurements. The proposed state estimation with optimal PMU allocation has been compared with traditional state estimation process to show its importance. Authors: Alexander Y. Vaninsky
Abstract:
Importance of environmental efficiency of electric power industry stems from high demand for energy combined with global warming concerns. It is especially essential for the world largest economies like that of the United States. The paper introduces a Data Envelopment Analysis (DEA) model of environmental efficiency using indicators of fossil fuels utilization, emissions rate, and electric power losses. Using DEA is advantageous in this situation over other approaches due to its nonparametric nature. The paper analyzes data for the period of 1990 - 2006 by comparing actual yearly levels in each dimension with the best values of partial indicators for the period. As positive factors of efficiency, tendency to the decline in emissions rates starting 2000, and in electric power losses starting 2004 may be mentioned together with increasing trend of fuel utilization starting 1999. As a result, dynamics of environmental efficiency is positive starting 2002. The main concern is the decline in fossil fuels utilization in 2006. This negative change should be reversed to comply with ecological and economic requirements.

Abstract:
The biomarker for colorectal cancer (CRC) is CEACAM-6 antigen (C6AG). Therefore, this study aims to develop a novel, simple and low-cost CEACAM-6 antigen immumosensor (C6AG-IMS), based on electrical impedance measurement, for precise determination of C6AG. A low-cost screen-printed graphite electrode was constructed and used as the sensor, with CEACAM-6 antibody (C6AB) immobilized on it. The procedures of sensor fabrication and antibody immobilization are simple and low-cost. Measurement of the electrical impedance at a definite frequency ranges (0.43 – 1.26 MHz) showed that the C6AG-IMS has an excellent linear (r2>0.9) response range (8.125 – 65 pg/mL), covering the normal physiological and pathological ranges of blood C6AG levels. Also, the C6AG-IMS has excellent reliability and validity, with the intraclass correlation coefficient being 0.97. In conclusion, a novel, simple, low-cost and reliable C6AG-IMS was designed and developed, being able to accurately determine blood C6AG levels in the range of pathological and normal physiological regions. The main aim of the paper is to measure efficiency changes over the reference years and to analyze a level of productivity in individual countries based on DEA method and to classify the EU Member States to homogeneous units (clusters) according to efficiency results. The theoretical part is devoted to the fundamental basis of performance theory and the methodology of DEA. The empirical part is aimed at measuring degree of productivity and level of efficiency changes of evaluated countries by basic DEA model – CCR CRS model, and specialized DEA approach – the Malmquist Index measuring the change of technical efficiency and the movement of production possibility frontier. Here, DEA method becomes a suitable tool for setting a competitive/uncompetitive position of each country because there is not only one factor evaluated, but a set of different factors that determine the degree of economic development.

Abstract:
The response surface methodology (RSM) is a collection of mathematical and statistical techniques useful in the modeling and analysis of problems in which the dependent variable receives the influence of several independent variables, in order to determine which are the conditions under which should operate these variables to optimize a production process. The RSM estimated a regression model of first order, and sets the search direction using the method of maximum / minimum slope up / down MMS U/D. However, this method selects the step size intuitively, which can affect the efficiency of the RSM. This paper assesses how the step size affects the efficiency of this methodology. The numerical examples are carried out through Monte Carlo experiments, evaluating three response variables: efficiency gain function, the optimum distance and the number of iterations. The results in the simulation experiments showed that in response variables efficiency and gain function at the optimum distance were not affected by the step size, while the number of iterations is found that the efficiency if it is affected by the size of the step and function type of test used. Keywords: RSM, dependent variable, independent variables, efficiency, simulation

This paper proposes optimal PMU allocation considering observability and redundancy utilizing Genetic Algorithm (GA) approach. The nonlinear constraints of buses are modeled to give accurate results. Constraints associated with Zero Injection (ZI) buses and radial buses are modeled to optimize number of locations for PMU placement. GA is modeled with ZI bus constraints to minimize number of locations without losing complete observability. Redundancy of every bus in network is computed to show optimum redundancy of complete system network. Authors: Abhishek Priyam, Prabha Chand
Abstract:
Channel depth is an important design parameter to be fixed in designing a solar air heater. In this paper, a mathematical model has been developed to study the influence of channel duct on the thermal performance of solar air heaters. The channel depth has been varied from 1.5 cm to 3.5 cm for the mass flow range 0.01 to 0.11 kg/s. Based on first law of thermodynamics, the channel depth of 1.5 cm shows better thermal performance for all the mass flow range. Also, better thermohydraulic performance has been found up to 0.05 kg/s, and beyond this, thermohydraulic efficiency starts decreasing. It has been seen that, with the increase in the mass flow rate, the difference between thermal and thermohydraulic efficiency increases because of the increase in pressure drop. At lower mass flow rate, 0.01 kg/s, the thermal and thermohydraulic efficiencies for respective channel depth remain the same.
