Abstract:
The contemporary battlefield creates a demand for more costly and highly advanced munitions. Training personnel responsible for operations as well as immediate execution of combat tasks which engage real asset is unrealistic and economically not feasible. Owing to a wide array of exploited simulators and various types of imitators, it is possible to reduce the costs. One of the effective elements of training, which can be applied in the training of all service branches, is imitator of aerial targets. This research serves as an introduction to the commencement of design analysis over a real aerial target imitator. Within the project, the basic aerodynamic calculations were made, which enabled to determine its geometry, design layout, performance as well as mass balance of individual components. The conducted calculations of the parameters of flight characteristics come closer to the real performance of such Unmanned Aerial Vehicles. Keywords: Aerial target, aerodynamics, imitator, performance.

Abstract:
In the present research work we present the optical emission studies of the Indium (In) – Tin (Sn) plasma produced by the first (1064 nm) harmonic of an Nd: YAG nanosecond pulsed laser. The experimentally observed line profiles of neutral Indium (In I) and Tin (SnI) are used to extract the electron temperature (Te) using the Boltzmann plot method. Whereas, the electron number density (Ne) has been determined from the Stark broadening line profile method. The Te is calculated by varying the distance from the target surface along the line of propagation of plasma plume and also by varying the laser irradiance. Beside we have studied the variation of Ne as a function of laser irradiance as well as its variation with distance from the target surface. Keywords: Indium – Tin plasma, laser ablation, optical emission spectroscopy, electron temperature, and electron number density.

Abstract:
In many applications, it is a priori known that the target function should satisfy certain constraints imposed by, for example, economic theory or a human-decision maker. Here we consider partially monotone problems, where the target variable depends monotonically on some of the predictor variables but not all. We propose an approach to build partially monotone models based on the convolution of monotone neural networks and kernel functions. The results from simulations and a real case study on house pricing show that our approach has significantly better performance than partially monotone linear models. Furthermore, the incorporation of partial monotonicity constraints not only leads to models that are in accordance with the decision maker's expertise, but also reduces considerably the model variance in comparison to standard neural networks with weight decay. Keywords: Mixture models, monotone neural networks, partially monotone models, partially monotone problems.

Abstract:
A new target detection technique is presented in this paper for the identification of small boats in coastal surveillance. The proposed technique employs an adaptive progressive thresholding (APT) scheme to first process the given input scene to separate any objects present in the scene from the background. The preprocessing step results in an image having only the foreground objects, such as boats, trees and other cluttered regions, and hence reduces the search region for the correlation step significantly. The processed image is then fed to the shifted phase-encoded fringe-adjusted joint transform correlator (SPFJTC) technique which produces single and delta-like correlation peak for a potential target present in the input scene. A post-processing step involves using a peak-to-clutter ratio (PCR) to determine whether the boat in the input scene is authorized or unauthorized. Simulation results are presented to show that the proposed technique can successfully determine the presence of an authorized boat and identify any intruding boat present in the given input scene. Keywords: Adaptive progressive thresholding, fringe adjusted filters, image segmentation, joint transform correlation, synthetic discriminant function

Authors: Songtao Wu, Yuesheng Zhu, Ziqiang Sun
Abstract:
Region covariance (RC) descriptor is an effective and efficient feature for visual tracking. Current RC-based tracking algorithms use the whole RC matrix to track the target in video directly. However, there exist some issues for these whole RCbased algorithms. If some features are contaminated, the whole RC will become unreliable, which results in lost object-tracking. In addition, if some features are very discriminative to the background, other features are still processed and thus reduce the efficiency. In this paper a new robust tracking method is proposed, in which the whole RC matrix is decomposed into several low rank matrices. Those matrices are dynamically chosen and processed so as to achieve a good tradeoff between discriminability and complexity. Experimental results have shown that our method is more robust to complex environment changes, especially either when occlusion happens or when the background is similar to the target compared to other RC-based methods. Keywords: Visual tracking, region covariance descriptor, lowrankregion covariance

Abstract:
In this work, the role of the preformed plasma created on the front face of a target, irradiated by a high intensity short pulse laser, in the framework of ion acceleration process, modeled by Target Normal Sheath Acceleration (TNSA) mechanism, is studied. This plasma is composed of cold ions governed by fluid equations and non-thermal & trapped with densities represented by a "Cairns-Gurevich" equation. The self-similar solution of the equations shows that electronic trapping and the presence of non-thermal electrons in the pre-plasma are both responsible in ion acceleration as long as the proportion of energetic electrons is not too high. In the case where the majority of electrons are energetic, the electrons are accelerated directly by the ponderomotive force of the laser without the intermediate of an accelerating plasma wave. Keywords: Cairns-Gurevich Equation, ion acceleration, plasma expansion, pre-plasma.

Abstract:
Discussions on bilingualism have always dwelt on how the mother tongue interferes with the target language. This interference is considered a serious problem in second language learning. Usually, the interference has been phonological. But the objective of this research is to explore how the target language interferes with the mother tongue. In the case of the Igbo language, it interferes with English mostly at the phonological level while English interferes with Igbo at the realm of vocabulary. The result is a new language \"Engligbo\" which is a hybrid of English and Igbo. The Igbo language spoken by about 25 million people is one of the three most prominent languages in Nigeria. This paper discusses the phenomenal Engligbo, and other implications for Igbo learners of English. The method of analysis is descriptive. A number of recommendations were made that would help teachers handle problems arising from such mutual interferences.

Abstract:
An ontology is widely used in many kinds of applications as a knowledge representation tool for domain knowledge. However, even though an ontology schema is well prepared by domain experts, it is tedious and cost-intensive to add instances into the ontology. The most confident and trust-worthy way to add instances into the ontology is to gather instances from tables in the related Web pages. In automatic populating of instances, the primary task is to find the most proper concept among all possible concepts within the ontology for a given table. This paper proposes a novel method for this problem by defining the similarity between the table and the concept using the overlap of their properties. According to a series of experiments, the proposed method achieves 76.98% of accuracy. This implies that the proposed method is a plausible way for automatic ontology population from Web tables.

Abstract:
We developed a paper-based colorimetric sensor utilizing magnetic nanoparticles conjugated with aptamers (MNP-Apts) against E. coli O157:H7. The MNP-Apts were applied to a test sample solution containing the target cells, and the solution was simply dropped onto PVDF (polyvinylidene difluoride) membrane. The membrane moves the sample radially to form the sample spots of different compounds as concentric rings, thus the MNP-Apts on the membrane enabled specific recognition of the target cells through a color ring generation by MNP-promoted colorimetric reaction of TMB (3,3',5,5'-tetramethylbenzidine) and H2O2. Abstract:
This paper introduces an original method for guaranteed estimation of the accuracy for an ensemble of Lipschitz classifiers. The solution was obtained as a finite closed set of alternative hypotheses, which contains an object of classification with probability of not less than the specified value. Thus, the classification is represented by a set of hypothetical classes. In this case, the smaller the cardinality of the discrete set of hypothetical classes is, the higher is the classification accuracy. Experiments have shown that if cardinality of the classifiers ensemble is increased then the cardinality of this set of hypothetical classes is reduced. The problem of the guaranteed estimation of the accuracy for an ensemble of Lipschitz classifiers is relevant in multichannel classification of target events in C-OTDR monitoring systems. Results of suggested approach practical usage to accuracy control in C-OTDR monitoring systems are present.

With the increasing need and popularity of IoT devices and how integrated they are becoming in our daily lives and industries; these devices make for a very lucrative target for malicious actors. And since these devices have such limited resources, the implementation of robust security features is a tradeoff to be made for the actual functionality the device was intended for. This makes them an easy target with high returns. Several frameworks for the secure firmware update of these devices have been recently proposed in the literature. They focus on methods such as blockchains and distributed file systems to secure firmware updates, but do not go into the details of the actual implementation of these frameworks and the lower-level interactions among these methods used. The sole income of the countries is taxes collected from businesses. The businesses should drive profit and return in order to be able to toll. In a world where competition exists, different strategies may be followed by business in developing countries and they must specify their target markets. İn order to minimize cost and maximize profit, SMEs have to concentrate on target markets and select cost oriented strategy. In this study, a theoretical model is suggested that SME firms have to act as cluster between each other, and also must be optimal provider for large scale firms. However, this algorithm is not robust in cases where the object is lost by a sudden change of direction, being obscured or going out of view. In order to improve KCF performance in long-term tracking, this paper proposes an anomaly detection method for target loss warning by analyzing the response map of each frame, and a classification algorithm for reliable target re-locating mechanism by using Random fern. Being tested with Visual Tracker Benchmark and Visual Object Tracking datasets, the experimental results indicated that the precision and success rate of the proposed algorithm were 2.92 and 2.61 times higher than that of the original KCF algorithm, respectively.
