643 An Experimental Study on Autoignition of Wood

Abstract:
Experiments were conducted to characterize fire properties of wood exposed to the certain external heat flux and under variety of wood moisture content. Six kinds of Indonesian wood: keruing, sono, cemara, kamper, pinus, and mahoni were exposed to radiant heat from a conical heater, result in appearance of a stable flame on the wood surface caused by spontaneous ignition. A thermocouple K-type was used to measure the wood surface temperature. Temperature histories were recorded throughout each experiment at 1 s intervals using a TC-08. Data of first ignition time and temperature, end ignition time and temperature, and charring rate have been successfully collected. It was found that the ignition temperature and charring rate depend on moisture content of wood.Keywords: Fire properties, moisture content, wood, charring rate.

Abstract:
The paper deals with the perspectives and possibilities of "smart solutions" to critical infrastructure protection. It means that common computer aided technologies are used from the perspective of new, better protection of selected infrastructure objects. The paper is focused on the co-product of the Czech Defence Research Project - ADAPTIV. This project is carrying out by the University of Defence, Faculty of Economics and Management at the Department of Civil Protection. The project creates system and technology for adaptive cybernetic camouflage of armed forces objects, armaments, vehicles and troops and of mobilization infrastructure. These adaptive camouflage system and technology will be useful for army tactic activities protection and for decoys generation also. The fourth chapter of the paper concerns the possibilities of using the introduced technology to the protection of selected civil (economically important), critical infrastructure objects. Abstract:
Materials used on exterior spacecraft surfaces are subjected to many environmental threats which can cause degradation, atomic oxygen is one of the most threats. We prepared organic silicon atomic-oxygen-protection film using method of polymerization. This paper presented the effects on the film structure and its durability of the preparation processing, and analyzed the polymerization theory, the film structure and composition of the film. At last, we tested the film in our ground based atomic oxygen simulator, and indicated that the film worked well.

This issue has taken on importance in recent times, particularly with the increasing trend of digitized battlefield, the development of C4ISR systems and intention to streamline the command and control process at the lowest levels of command. From fundamental and philosophical point of view, these new approaches seek to significantly upgrade and enhance the decision-making process of the tactical commanders.

Abstract:
This study intends to show the influence of the hydrolytic degradation on the properties of the e-PTFE/NOMEX® membranes used in fire-protective clothing. The modification of water vapour permeability, morphology and chemical structure was examined by MOCON Permatran, electron microscopy scanning (SEM), and ATR-FTIR, respectively. A decrease in permeability to water vapour of the aged samples was observed following closure of transpiration pores. Analysis of fiber morphology indicates the appearance of defects at the fibers surface with the presence of micro cavities. ATR-FTIR analysis reveals the presence of a new absorption band attributed to carboxylic acid terminal groups generated during the amide bond hydrolysis.Keywords: Hydrolytic ageing, moisture membrane; water vapor permeability, morphology.

Failure of the protection devices may reduce the integrity and reliability of the power system protection that will impact the overall performance of the power system. Hence it is imperative for power utilities to assess the reliability of protective relays to assure it will perform its intended function without failure. This paper aims to study at the use of local knowledge to develop community self-protection in flood prone residential area, Ayutthaya Island has been chosen as a case study. This study tries to examine the strength of local knowledge which is able to develop community self-protection and cope with flood disaster. In-depth, this paper focuses on the influence of social network on knowledge transfer. After conducted the research, authors reviewed the strength of local knowledge and also mentioned the obstacles of community to use and also transfer local knowledge. Moreover, the result of the study revealed that local knowledge is not always transferred by the strongest-tie social network (family or kinship) as we used to believe. Abstract:
A low cost Short Message System (SMS) based Home security system equipped with motion, smoke, temperature, humidity and light sensors has been studied and tested. The sensors are controlled by a microprocessor PIC 18F4520 through the SMS having password protection code for the secure operation. The user is able to switch light and the appliances and get instant feedback. Also in cases of emergencies such as fire or robbery the system will send alert message to occupant and relevant civil authorities. The operation of the home security has been tested on Vodafone- Fiji network and Digicel Fiji Network for emergency and feedback responses for 25 samples. The experiment showed that it takes about 8-10s for the security system to respond in case of emergency. It takes about 18-22s for the occupant to switch and monitor lights and appliances and then get feedback depending upon the network traffic.

Abstract:
In this paper, a novel LVTSCR-based device for electrostatic discharge (ESD) protection of integrated circuits (ICs) is designed, fabricated and characterized. The proposed device is similar to the conventional LVTSCR but it has an embedded PMOSFET in the anode n-well to enhance the turn on speed, the clamping capability and the robustness. This is possible because the embedded PMOSFET provides the sub-path of ESD discharge current. The TLP, HBM and MM testing are carried out to verify the ESD performance of the proposed devices, which are fabricated in 0.35um (Bipolar-CMOS-DMOS) BCDMOS process. Hidden failure in a protection system has been recognized as one of the main reasons which may cause to a power system instability leading to a system cascading collapse. This paper presents a computationally systematic approach used to obtain the estimated average probability of a system cascading collapse by considering the effect of probability hidden failure in a protection system. The estimated average probability of a system cascading collapse is then used to determine the severe loading condition contributing to the higher risk of critical system cascading collapse. Abstract:
The primary objectives of transient analysis are to determine the values of transient pressures that can result from flow control operations and to establish the design criteria for system equipment and devices (such as control devices and pipe wall thickness) so as to provide an acceptable level of protection against system failure due to pipe collapse or bursting. Because of the complexity of the equations needed to describe transients, numerical computer models are used to analyze transient flow hydraulics. An effective numerical model allows the hydraulic engineer to analyze potential transient events and to identify and evaluate alternative solutions for controlling hydraulic transients, thereby protecting the integrity of the hydraulic system. This paper presents the influence of using the protection devices to control the adverse effects due to excessive and low pressure occurs in the transient.

The intent of this essay is to evaluate the effectiveness of surge suppressor aimed at power supply used for automation devices in power distribution system which is consist of MOV and T type low-pass filter. Books, journal articles and e-sources related to surge protection of power supply used for automation devices in power distribution system were consulted, and the useful information was organized, analyzed and developed into five parts: characteristics of surge wave, protection against surge wave, impedance characteristics of target, using Matlab to simulate circuit response after 5kV,1.2/50s surge wave and suggestions for surge protection. The results indicate that various types of load situation have great impact on the effectiveness of surge protective device. Protective textiles get soiled, stained and even worn during their use, which may not be usable after a certain period due to the loss of protective performance. They need regular cleaning and maintenance, which helps to extend the durability of the clothing, retains their useful properties and ensures that fresh clothing is ready to wear when needed. Generally, the cleaning processes used for various protective clothing include dry-cleaning (using solvents) or wet cleaning (using water). These cleaning processes can alter the fabric surface properties, dimensions, and physical, mechanical and performance properties. The technology of laundering and dry-cleaning has undergone several changes. Sustainable methods and products are available for faster, safer and improved cleaning of protective textiles. We performed a comprehensive and systematic review of green technologies and eco-friendly products for sustainable cleaning of protective textiles. Special emphasis is given on the care and maintenance procedures of protective textiles for protection from fire, bullets, chemical and other types of protective clothing.

Abstract:
The issue of public administration in subsoil use, renewal and protection is of high importance for Ukraine since it is strongly linked to energy security of the state as well as it shall facilitate the people of Ukraine to efficiently implement its propitiatory rights towards natural resources and redistribution of national wealth. As it is stipulated in the Article 11 of the Subsoil Code of Ukraine (the Code) the authorities that administer the industry are limited to central executive bodies and local governments. In particular, it is stipulated in the Code that the Ukraine’s Cabinet of Ministers carries out public administration in geological exploration, production and protection of subsoil. Other state bodies of public administration include central public authority responsible for state environmental protection policies; central public authority in charge of implementation of state geological exploration and efficient subsoil use policies; central authority in charge of state health and safety control policies. There are also public authorities in the Autonomous Republic of Crimea; local executive bodies and other state authorities and local self-government authorities in compliance with laws of Ukraine. This article is devoted to the analysis of the legal relations in the area of public administration of subsoil use, renewal and protection in Ukraine. The main approaches to study the essence of legal relations in the named area as well as its tasks, functions and methods are analyzed. It is concluded in this article that legal relationship in the field of public administration of subsoil use, renewal and protection is characterized by specifics of its task (development of natural resources).

Abstract:
The in-cylinder flow and mixture formations are significant in view of today’s increasing concern on environmental issues and stringent emission regulations. In this paper, the numerical simulations of a SI engine at different engine speeds (2000-5000 rpm) at fixed intake flow pressure of 1 bar are studied using the AVL FIRE software. The simulation results show that when the engine speed at fixed intake flow pressure is increased, the volumetric efficiency of the engine decreases. This is due to a richer fuel conditions near the engine cylinder wall when engine speed is increased. Significant effects of impingement are also noted on the upper and side walls of the engine cylinder. These variations in mixture formation before ignition could affect the thermodynamics efficiency and specific fuel consumption that would lead to a reduced engine performance.

We review the rudimentary concepts and key competitors of CRISPR technologies as well as the paramount strategies for intellectual property protection. Further, we elaborate on prosecution issues related to CRISPR patents as well as possible solutions to various patent laws, interferences and litigation. Abstract:
Statistical analysis of electrophysiological recordings obtained under, e.g. tactile, stimulation frequently suggests participation in the network dynamics of experimentally unobserved “hidden" neurons. Such interneurons making synapses to experimentally recorded neurons may strongly alter their dynamical responses to the stimuli. We propose a mathematical method that formalizes this possibility and provides an algorithm for inferring on the presence and dynamics of hidden neurons based on fitting of the experimental data to spike trains generated by the network model. The model makes use of Integrate and Fire neurons “chemically" coupled through exponentially decaying synaptic currents. We test the method on simulated data and also provide an example of its application to the experimental recording from the Dorsal Column Nuclei neurons of the rat under tactile stimulation of a hind limb.Keywords: Integrate and fire neuron, neural network models, spike trains.

Flood management is one of the important fields in urban storm water management. Floods are influenced by the increase of huge storm event, or improper planning of the area. This study mainly provides the flood protection in four stages; planning, flood event, responses and evaluation. However it is most effective then flood protection is considered in planning/design and evaluation stages since both stages represent the land development of the area. Structural adjustments are often more reliable than nonstructural adjustments in providing flood protection, however structural adjustments are constrained by numerous factors such as political constraints and cost. Therefore it is important to balance both adjustments with the situation. The technical decisions provided will have to be approved by the higher-ups who have the power to decide on the final solution. Costs however, are the biggest factor in determining the final decision. Therefore this study recommends flood protection system should have been integrated and enforces more in the early stages (planning and design) as part of the storm water management plan. This paper first introduces the features of security mechanism about OODB, and then talked about authorization checking process of OODB. Implicit authorization mechanism is based on the subject hierarchies, object hierarchies and access hierarchies of the security authorization modes, and simplifies the authorization mode. In addition, to combine with other authorization mechanisms, implicit authorization can make protection on the authorization of OODB expediently and effectively.

In this paper the behavior of fixed series compensated extra high voltage transmission lines during faults is simulated. Many over-voltage protection schemes for series capacitors are limited in terms of size and performance, and are easily affected by environmental conditions. While the need for more compact and environmentally robust equipment is required. use of series capacitors for compensating part of the inductive reactance of long transmission lines increases the power transmission capacity. Emphasis is given on the impact of modern capacitor protection techniques (MOV protection). The General Data Protection Regulation (GDPR), concerning the protection of natural persons within the European Union with regard to the processing of personal data and on the free movement of such data, became applicable in the European Union (EU) on 25 May 2018 and transformed the way personal data were being treated under the Data Protection Directive (DPD) regime, generating sweeping organizational changes to both public sector and business. A social practice that is considerably influenced in the way of its day-to-day operations is Human Resource (HR) management, for which the importance of GDPR cannot be underestimated. That is because HR processes personal data coming in all shapes and sizes from many different systems and sources. The significance of the proper functioning of an HR department, specifically in human-centered, service-oriented environments such as the education field, is decisive due to the fact that HR operations in schools, conducted effectively, determine the quality of the provided services and consequently have a considerable impact on the success of the educational system. The purpose of this paper is to analyze the decisive role that GDPR plays in HR departments that operate in schools and in order to practically evaluate the aftermath of the Regulation during the first months of its applicability; a comparative use cases analysis in five highly dynamic schools, across three EU Member States, was attempted.

Lightning strikes can cause severe negative impacts to the electrical sector causing direct damage to equipment as well as shutdowns, especially when occurring in power substations. In order to mitigate this problem, a meticulous planning of the power substation protection system is of vital importance. A critical part of this is the distribution of shielding wires through the substation, which creates a 3D imaginary protection mesh similar to a circus tarpaulin. Equipment enclosed in the volume defined by that 3D mesh is considered protected against lightning strikes. The use of traditional methods of longitudinal cutting analysis based on 2D CAD tools makes the process laborious and the results obtained may not guarantee satisfactory protection of electrical equipment. This work describes the application of a Game Engine to the problem of lightning protection of power substations providing the visualization of the 3D protection mesh, the amount of protected components and the highlight of equipment which remain unprotected. In addition, aspects regarding the implementation and the advantages of approaching the problem using Unreal® Engine 4 are described. In order to validate results, a comparison with traditional 2D methods is applied to the same case study to which the proposed technique has been applied. Finally, a comparative study involving different levels of protection using the technique developed in this work is presented, showing that modern game engines can be a powerful accessory for simulations in several areas of engineering.

Abstract:
The existing legal gap regarding thes treatment and final disposal of industrial effluents in Brazil promotes legal uncertainty. The government has not structured itself to guarantee environmental protection. The current legal system and public policies must guarantee the protection of bodies of water and an effective treatment of industrial effluents. This is because economic progress, eco-efficiency and industrial ecology are inseparable. The lack of protection for the water bodies weakens environmental protection, with abuses by companies that do not give due treatment to their effluents, or fail to present the water balance of their factories. It is considered necessary to enact a specific law on industrial effluents related to a National Industrial Effluent Policy, because it is the location of the largest Integrated Industrial Complex in the Southern Hemisphere. Abstract:
In this study, the RASCAL and ALOHA codes are used to establish an analysis methodology for hydrogen fluoride (HF) evaluation. There are three main steps in this study. First, the UF6 data were collected. Second, one postulated case was analyzed by using the RASCAL and UF6 data. This postulated case assumes that fire occurring and UF6 is releasing from a building. Third, the results of RASCAL for HF mass were as the input data of ALOHA. Two postulated cases of HF were analyzed by using ALOHA code and the results of RASCAL. These postulated cases assume fire occurring and HF is releasing with no raining (Case 1) or raining (Case 2) condition. According to the analysis results of ALOHA, the HF concentration of Case 2 is smaller than Case 1. The results can be a reference for the preparing of emergency plans for the release of HF.Keywords: RASCAL, ALOHA, UF6, hydrogen fluoride.

Abstract:
The article presents results from the AF3 project “Advanced Forest Fire Fighting” focused on Unmanned Aircraft Systems (UAS)-based 3D surveillance and 3D area mapping using high-resolution photogrammetric methods from multispectral imaging, also taking advantage of the 3D scanning techniques from the SCAN4RECO project. We also present a proprietary embedded sensor system used for the detection of fire ignitions in the forest using near-infrared based scanner with weight and form factors allowing it to be easily deployed on standard commercial micro-UAVs, such as DJI Inspire or Mavic. Results from real-life pilot trials in Greece, Spain, and Israel demonstrated added-value in the use of UAS for precise and reliable detection of forest fires, as well as high-resolution 3D aerial modeling for accurate quantification of human resources and equipment required for firefighting.

This study examines the design and construction of AC Electronics load surge protection in order to carry electric surge load arisen from faults in low voltage electricity system (single phase/220V) by using the principle of electronics load clamping voltage during induction period so that electric voltage could go through to safe load and continue to work. The qualification of the designed device could prevent both transient over voltage and voltage swell. Both will work in cooperation, resulting in the ability to improve and modify the quality of electrical power in Thailand electricity distribution system more effective than the past and help increase the lifetime of electric appliances, electric devices, and electricity protection equipments.Keywords: Electronics Load, Transient Over Voltage, Voltage Swell.

In the last decade of the twentieth century, the area resulted in significant changes to democratization and constitutional changes. Through low-key public policy, political leaders activated participation in the culture of human rights. The struggle for social rights in Latin America has been a constant regulation. His consecration at the constitutional level has chained search application. The constitutionalization and judicial protection of these rights have been crucial in countries like Argentina, Venezuela, Peru and Colombia. The role of volunteers in disaster management is of decisive importance and the need of their involvement is well recognized, both for prevention measures and for disaster management. During major catastrophes, whereas professional personnel are outsourced, the role of volunteers is crucial. In Greece experience has shown that various groups operating in the civil protection mechanism like local administration staff or volunteers, in many cases do not have the necessary knowledge and information on best practices to act against natural disasters. One of the major problems is the lack of volunteers’ education and training. In the above given framework, this paper presents the results of a survey aimed to identify the level of education and preparedness of civil protection volunteers in Greece. Furthermore, the implementation of earthquake protection measures at individual, family and working level, are explored. More specifically, the survey questionnaire investigates issues regarding pre-earthquake protection actions, appropriate attitudes and behaviors during an earthquake and existence of contingency plans in the workplace. The questionnaires were administered to citizens from different regions of the country and who attend the civil protection training program: “Protect Myself and Others”. A closed-form questionnaire was developed for the survey, which contained questions regarding the following: a) knowledge of self-protective actions; b) existence of emergency planning at home; c) existence of emergency planning at workplace (hazard mitigation actions, evacuation plan, and performance of drills); and, d) respondents` perception about their level of earthquake preparedness. The results revealed a serious lack of knowledge and preparedness among respondents. Taking into consideration the aforementioned gap and in order to raise awareness and improve preparedness and effective response of volunteers acting in civil protection, the EVANDE project was submitted and approved by the European Commission (EC). The aim of that project is to educate and train civil protection volunteers on the most serious natural disasters, such as forest fires, floods, and earthquakes, and thus, increase their performance.

In this paper, various methods of providing restricted earth fault protection are discussed. The proper operation of high and low impedance Restricted Earth Fault (REF) protection for various applications has been discussed. The maloperation of a relay due to improper placement of CTs has been identified and a simple/unique solution has been proposed in this work with a case study. Moreover, it is found that the proper placement of CT in high impedance method will provide the same result with reduced CT. This methodology has been successfully implemented in Al Takreer refinery for a 2000 KVA transformer. The outcome of the paper may be included in IEEEC37.91 standard to give the proper guidance for protection engineers to sort out the issues related to mal functioning of REF relays.Keywords: Relay maloperation, transformer, low impedance REF, MatLab, 64R, IEEE C37.91.
