2500 E-government Adoption in Romania

Abstract:
The Romanian government has been making significant attempts to make its services and information available on the Internet. According to the UN e-government survey conducted in 2008, Romania comes under mid range countries by utilization of egovernment (percent of utilization 41%). Romania-s national portal www.e-guvernare.ro aims at progressively making all services and information accessible through the portal. However, the success of these efforts depends, to a great extent, on how well the targeted users for such services, citizens in general, make use of them. For this reason, the purpose of the presented study was to identify what factors could affect the citizens' adoption of e-government services. The study is an extension of the Technology Acceptance Model. The proposed model was validated using data collected from 481 citizens. The results provided substantial support for all proposed hypotheses and showed the significance of the extended constructs.Keywords: e-government, citizen's adoption, TechnologyAcceptance model.

Abstract:
Laboratory experiments have been performed to investigate photocatalytic detoxification by using TiO2 photocatalyst for treating dairy effluent. Various operational parameters such as catalyst concentration, initial concentration, angle of tilt of solar flat plate reactor and flow rate were investigated. Results indicated that the photocatalytic detoxification process can efficiently treat dairy effluent. Experimental runs with dairy wastewater can be used to identify the optimum operational parameters to perform wastewater degradation on large scale for recycling purpose. Also effect of two different types of reactors on degradation process was analyzed.

Abstract:
In this study, fracture analysis of a fibrous composite laminate with variable fiber spacing is carried out using Jk-integral method. The laminate is assumed to be under thermal loading. Jk-integral is formulated by using the constitutive relations of plane orthotropic thermoelasticity. Developed domain independent form of the Jk-integral is then integrated into the general purpose finite element analysis software ANSYS. Numerical results are generated so as to assess the influence of variable fiber spacing on mode I and II stress intensity factors, energy release rate, and T-stress. Abstract:
In this paper the neural network-based controller is designed for motion control of a mobile robot. This paper treats the problems of trajectory following and posture stabilization of the mobile robot with nonholonomic constraints. For this purpose the recurrent neural network with one hidden layer is used. It learns relationship between linear velocities and error positions of the mobile robot. This neural network is trained on-line using the backpropagation optimization algorithm with an adaptive learning rate. The optimization algorithm is performed at each sample time to compute the optimal control inputs. Abstract:
The study discusses the role of foreign languages in general and of English in particular in the process of internationalization of higher education (IHE), defined as the intentional integration of an international, intercultural or global dimension in the purpose, function or offer of higher education. The study is bibliographical and offers a brief outline of the current political, economic and educational scenarios in Brazil, before discussing some possibilities and challenges for the development of multilingualism and IHE there. The theoretical background includes a review of Brazilian language and internationalization policies. The review and discussion concludes that the use of the Content and Language Integrated Learning (CLIL) approach and the Intercomprehension approach to foreign language teaching/learning are relevant alternatives to foster multilingualism in that context.

Intrusion Detection Systems are an essential tool for network security infrastructure. However, IDSs have a serious problem which is the generating of massive number of alerts, most of them are false positive ones which can hide true alerts and make the analyst confused to analyze the right alerts for report the true attacks. The purpose behind this paper is to present a formalism model to perform correlation engine by the reduction of false positive alerts basing on vulnerability contextual information. It has been seen that implementation of leagile system become tedious so the purpose of the paper is to find critical success factors (CSF) affecting leagile manufacturing system using literature review and rank them by using modified TOPSIS (Technique of order preference by similarity to ideal solution) technique.

The proposed framework was developed based on four different theories/models: Use and Gratification Theory, Technology Acceptance 3 Model, Health Belief Model, and Multi-level Model of Information Seeking. The relevant constructs and research hypotheses are also presented in this paper. Abstract:
This paper explains how the New Jersey Institute of Technology surveying student team members designed and created an interactive GIS map, the purpose of which is to be useful to the land surveyor and engineer for project management. This was achieved by building a research and storage database that can be easily integrated into any land surveyor’s current operations through the use of ArcGIS 10, Arc Catalog, and AutoCAD. This GIS database allows for visual representation and information querying for multiple job sites, and simple access to uploaded data, which is geospatially referenced to each individual job site or project. It can also be utilized by engineers to determine design criteria, or to store important files. This cost-effective approach to a surveying map not only saves time, but saves physical storage space and paper resources.

The influence of inhomogeneities of plasma and statistical characteristics on the propagation of signal is very actual in wireless communication systems. While propagating in the media, the deformation and evaluation of the signal in time and space take place and on the receiver we get a deformed signal. The present article is dedicated to studying the space-time evolution of rectangular, sinusoidal, exponential and bi-exponential impulses via numerical experiment in the collisional, cold plasma. The presented method is not based on the Fourier-presentation of the signal. Analytically, we have received the general image depicting the space-time evolution of the radio impulse amplitude that gives an opportunity to analyze the concrete results in the case of primary impulse.

In this paper, various Artificial Intelligence Techniques that have been used by the researchers in the past have been reviewed, some conclusions have been drawn and a sequential hybrid system has been proposed. The reliability of the tools developed to learn the learning styles is essential to find out students- learning styles trustworthily. For this purpose, the psychometric features of Grasha- Riechman Student Learning Style Inventory developed by Grasha was studied to contribute to this field. The study was carried out on 6th, 7th, and 8th graders of 10 primary education schools in Konya. The inventory was applied twice with an interval of one month, and according to the data of this application, the reliability coefficient numbers of the 6 sub-dimensions pointed in the theory of the inventory was found to be medium. Besides, it was found that the inventory does not have a structure with 6 factors for both Mathematics and English courses as represented in the theory.Keywords: Learning styles, Grasha-Riechmann, reliability, validity.

Abstract:
Most CT reconstruction system x-ray computed tomography (CT) is a well established visualization technique in medicine and nondestructive testing. However, since CT scanning requires sampling of radiographic projections from different viewing angles, common CT systems with mechanically moving parts are too slow for dynamic imaging, for instance of multiphase flows or live animals. A large number of X-ray projections are needed to reconstruct CT images, so the collection and calculation of the projection data consume too much time and harmful for patient. For the purpose of solving the problem, in this study, we proposed a method for tomographic reconstruction of a sample from a limited number of x-ray projections by using linear interpolation method. In simulation, we presented reconstruction from an experimental x-ray CT scan of a Aluminum phantom that follows to two steps: X-ray projections will be interpolated using linear interpolation method and using it for CT reconstruction based upon Ordered Subsets Expectation Maximization (OSEM) method.Keywords: CT reconstruction, X-ray projections, Interpolation technique, OSEM

Abstract:
Explosive forming is one of the unconventional techniques in which, most commonly, the water is used as the pressure transmission medium. One of the newest methods in explosive forming is gas detonation forming which uses a normal shock wave derived of gas detonation, to form sheet metals. For this purpose a detonation is developed from the reaction of H2+O2 mixture in a long cylindrical detonation tube. The detonation wave goes through the detonation tube and acts as a blast load on the steel blank and forms it. Experimental results are compared with a finite element model; and the comparison of the experimental and numerical results obtained from strain, thickness variation and deformed geometry is carried out. Numerical and experimental results showed approximately 75 – 90 % similarity in formability of desired shape. Also optimum percent of gas mixture obtained when we mix 68% H2 with 32% O2.Keywords: Explosive forming, High strain rate, Gas detonation, Finite element analysis.

Malate dehydrogenase-glutamate oxaloacetate aminotransferase (MDh-GOAT) enzyme complex (the EC) was isolated and purified from wheat and rise, their some main physicchemical properties were studied. Michael-s constants of the EC MDh-GOAT to malate, glutamate and NAD were investigated. This kinetic results show a high relationship to glutamate. Taking into account important role of the the EC in catabolism of glutamate – the central amino acid of a nitric exchange, there is a sharp necessity of deeper studying of this enzyme complex. Fruit juices play important roles in human health as being a key part of nutrition. Juice and nectar are two categories of drinks with so many variations for consumers, regardless of age, lifestyle and taste preferences, which they can find their favorites. Juices contain 100% pulp when pulp content of ‘nectar’ changes between 25%-50%. In this study, potassium (K), magnesium (Mg), and phosphorus (P) contents in orange juice and nectar is determined for conscious consumption. For this purpose inductively coupled plasma optical emission spectrometry (ICP-OES) is used to find out potassium (K), magnesium (Mg), and phosphorus (P) contents in orange juices and nectar. Furthermore, the daily intake of elements from orange juice and nectar that affects human health is also investigated. From the results of experiments K, Mg and P contents are found in orange juice as 1351; 73,25; 89,27 ppm and in orange nectar as 986; 33,76; 51,30 respectively.Keywords: Orange juice, nectar, ICP-OES, element.

Abstract:
We present a non standard Euclidean vehicle routing problem adding a level of clustering, and we revisit the use of self-organizing maps as a tool which naturally handles such problems. We present how they can be used as a main operator into an evolutionary algorithm to address two conflicting objectives of route length and distance from customers to bus stops minimization and to deal with capacity constraints. We apply the approach to a real-life case of combined clustering and vehicle routing for the transportation of the 780 employees of an enterprise. Abstract:
This research purpose is to study and compare the administration of Buddhist monks at northeastern Thailand. The samples used in the study are the priest in the Northeast by simple random sampling for 190 sampling. The tools used in this study is questioner were created in the 40 question items. The statistics used for data analysis were percentage, average, and standard deviation. The research found that the human resources management for the Buddhist monks as a whole is moderate. But it was found that the highest average is the policy followed by the management information. The Buddhist monks aged less than 25 years old with the overall difference was not significant. In Jordan having deficit atmospheric precipitation, an increase in water demand occurs during summer months. Jordan can be regarded with a relatively high potential for wastewater recycling and reuse. The main purpose of this paper was to investigate the removal of total suspended solids (TSS) and chemical oxygen demand (COD) for olive mill wastewater (OMW) by electrocoagulation (EC) process. In the combination of electrocoagulation by using coupled iron–aluminum electrodes, the optimum working pH was found to be around 6. Results indicated that the electrocoagulation process allowed removal of TSS and COD of about 82.5% and 47.5%, respectively at 45 mA/cm2 after 70 minutes by using coupled iron–aluminum electrodes. It was demonstrated that the maximum TSS and COD removals were obtained at some optimum experimental parameters for current density, pH, and reaction time.

Intellectual capital reporting becomes critical at universities, mainly due to the fact that knowledge is the main output as well as input in these institutions. In addition, universities have continuous external demands for greater information and transparency about the use of public funds, and are increasingly provided with greater autonomy regarding their organization, management, and budget allocation. This situation requires new management and reporting systems. The purpose of the present study is to provide a model for intellectual capital report in Spanish universities. To this end, a questionnaire was sent to every member of the Social Councils of Spanish public universities in order to identify which intangible elements university stakeholders demand most. Our proposal for an intellectual capital report aims to act as a guide to help the Spanish universities on the road to the presentation of information on intellectual capital which can assist stakeholders to make the right decisions.Keywords: Intellectual capital, Spain, report, universities.

Abstract:
Steel extended end plate bolted connections are recommended to be widely utilized in special moment-resisting frame subjected to monotonic loading. Improper design of steel beam to column connection can lead to the collapse and fatality of structures. Therefore comprehensive research studies of beam to column connection design should be carried out. Also the performance and effect of corrugated on the strength of beam column end plate connection up to failure under monotonic loading in horizontal direction is presented in this paper. The non-linear elastic–plastic behavior has been considered through a finite element analysis using the multi-purpose software package LUSAS. The effect of vertically and horizontally types of corrugated web was also investigated.

Nowadays, in Japan, variety of students get into a university and one of the main roles of introductory courses for freshmen is to make such students well prepared for subsequent intermediate courses. For that purpose, the flipped-mastery model is not enough because videos usually used in a flipped classroom is not adaptive and does not fit all freshmen with different academic performances. This paper proposes an ontology-navigated tutoring system called EduGraph. Using EduGraph, students can prepare for and review a class, in a more flexibly personalizable way than by videos. Structuralizing learning materials by its ontology, EduGraph also helps students integrate what they learn as knowledge, and makes learning materials sharable. EduGraph was used for an introductory course for freshmen. This application suggests that EduGraph is effective.

At the end of the 20th century it was actual the development of transport corridors and the improvement of their technical parameters. With this purpose, many countries and Georgia among them manufacture to construct new highways, railways and also reconstruction-modernization of the existing transport infrastructure. It is necessary to explore the artificial structures (bridges and tunnels) on the existing tracks as they are very old. Conference report includes the peculiarities of reconstruction of tunnels, because we think that this theme is important for the modernization of the existing road infrastructure. We must remark that the methods of determining mining pressure of tunnel reconstructions are worked out according to the jobs of new tunnels but it is necessary to foresee additional mining pressure which will be formed during their reconstruction. In this report there are given the methods of figuring the additional mining pressure while reconstruction of tunnels, there was worked out the computer program, it is determined that during reconstruction of tunnels the additional mining pressure is 1/3rd of main mining pressure.Keywords: Mining pressure, Reconstruction of tunnels.

There are several kinds of neural networks and they are widely used in many areas, such as: prediction, detection, and classification. Meanwhile, in day to day life, people always have to make many difficult decisions. For example, the coach of a soccer club has to decide which offensive player to be selected to play in a certain game. This work describes a novel Neural Network using a combination of the General Regression Neural Network and the Probabilistic Neural Networks to help a soccer coach make an informed decision.

Abstract:
The recognition of the objects contained in images has always presented a challenge in the field of research because of several difficulties that the researcher can envisage because of the variability of shape, position, contrast of objects, etc. In this paper, we will be interested in the recognition of objects. The classical Hough Transform (HT) presented a tool for detecting straight line segments in images. The technique of HT has been generalized (GHT) for the detection of arbitrary forms. With GHT, the forms sought are not necessarily defined analytically but rather by a particular silhouette. For more precision, we proposed to combine the results from the GHT with the results from a calculation of similarity between the histograms and the spatiograms of the images. The main purpose of our work is to use the concepts from recognition to generate sentences in Arabic that summarize the content of the image.

Abstract:
The introduction of mass-customization has enabled new ways to treat patients within medicine. However, the introduction of industrialized treatments has also meant new obstacles. The purpose of this study was to introduce and theoretically test a method for improving dental crown fit. The optimization method allocates support points in order to check the final variation for dental crowns. Three different types of geometries were tested and compared. The three geometries were also divided into three sub-geometries: Current method, Optimized method and Feasible method. The Optimized method, using the whole surface for support points, provided the best results. The results support the objective of the study. It also seems that the support optimization method can dramatically improve the robustness of dental crown treatments.Keywords: Bio-medicine, Dentistry, Mass-customization, Optimization and Robust design.

Abstract:
This paper presents results of primary quantitative research on viral advertising with focus on popularity and willingness to share viral video among Czech Internet population. It starts with brief theoretical debate on viral advertising, which is used for the comparison of the results. For purpose of collecting data, online questionnaire survey was given to 384 respondents. Statistics utilized in this research included frequency, percentage, correlation and Pearson’s Chi-square test. Data was evaluated using SPSS software. The research analysis disclosed high popularity of viral advertising video among Czech Internet population but implies lower willingness to share it. Significant relationship between likability of viral video technique and age of the viewer was found.

Abstract:
The purpose of this article is to analyze economic and political tendencies of development of integration processes with different developing level and speed on the Eurasian space, by considering two organizations at the region – Eurasian Economic Community and Shanghai Cooperation Organization, by considering the interests of participations in organizations of Russia and China as a global powers and Kazakhstan as a leader among the Central Asian countries. This article investigates what certain goals Eurasian countries (especially Russia, Kazakhstan and China) are waiting from integration within the SCO and the EurAsEC, linking the process with the theories of regional integration. Abstract:
Hot tear cracking and residual stress are two different consequences of thermal stress both of which can be considered as casting problem. The purpose of the present study is simulation of the effect of casting shape characteristic on hot tearing and residual stress. This study shows that the temperature range for simulation of hot tearing and residual stress are different. In this study, in order to study the development of thermal stress and to predict the hot tearing and residual stress of shaped casting, MAGMASOFT simulation program was used. The strategy of this research was the prediction of hot tear location using pinpointing hot spot and thermal stress concentration zones. The results shows that existing of stress concentration zone increases the hot tearing probability and consequently reduces the amount of remaining residual stress in casting parts.

Abstract:
When architecting an application, key nonfunctional requirements such as performance, scalability, availability and security, which influence the architecture of the system, are some times not adequately addressed. Performance of the application may not be looked at until there is a concern. There are several problems with this reactive approach. If the system does not meet its performance objectives, the application is unlikely to be accepted by the stakeholders. This paper suggests an approach for performance modeling for web based J2EE and .Net applications to address performance issues early in the development life cycle. It also includes a Performance Modeling Case Study, with Proof-of-Concept (PoC) and implementation details for .NET and J2EE platforms.
