2263 Sustainable Development in Disaster Affected Rural Areas: The Case of Dinar Villages

Abstract:
Post-disaster reconstruction projects offer opportunities to facilitate physical, social and economic development and to reduce future hazard vulnerability long after the disasters. Sustainability of post-disaster reconstruction project conducted in the villages of Dinar following the 1995 earthquake was investigated in this paper. Officials of the Government who were involved in the project were interviewed. Besides, two field surveys were done in 12 villages of Dinar in winter months of 2008. Beneficiaries were interviewed and physical, socio-cultural and economic impacts of the reconstruction were examined. The research revealed that the postdisaster reconstruction project has negative aspects from the point view of sustainability. The physical, socio-cultural and economic factors were not considered during decision making process of the project.Keywords: Dinar, Post-disaster reconstruction, Sustainable development, Turkey.

Abstract:
Elastomeric bearings (EB) are used in many applications, such as base isolation of bridges, seismic protection and vibration control of other structures and machinery. Their versatility is due to their particular behavior since they have different stiffness in the vertical and horizontal directions, allowing to sustain vertical loads and at the same time horizontal displacements. Therefore, vertical, horizontal and bending stiffnesses are important parameters to take into account in the design of EB. In order to acquire a proper design methodology of EB all three, theoretical, finite element analysis and experimental, approaches should be taken into account to assess stability due to different loading states, predict their behavior and consequently their effects on the dynamic response of structures, and understand complex behavior and properties of rubber-like materials respectively. In particular, the recent large-displacement theory on the stability of EB formulated by Forcellini and Kelly is validated with both numerical simulations using the finite element method, and experimental results set at the University of Antioquia in Medellin, Colombia. In this regard, this study reproduces the behavior of EB under compression loads and investigates the stability behavior with the three mentioned points of view.

Abstract:
In this work, the role of the preformed plasma created on the front face of a target, irradiated by a high intensity short pulse laser, in the framework of ion acceleration process, modeled by Target Normal Sheath Acceleration (TNSA) mechanism, is studied. This plasma is composed of cold ions governed by fluid equations and non-thermal & trapped with densities represented by a "Cairns-Gurevich" equation. The self-similar solution of the equations shows that electronic trapping and the presence of non-thermal electrons in the pre-plasma are both responsible in ion acceleration as long as the proportion of energetic electrons is not too high. In the case where the majority of electrons are energetic, the electrons are accelerated directly by the ponderomotive force of the laser without the intermediate of an accelerating plasma wave.Keywords: Cairns-Gurevich Equation, ion acceleration, plasma expansion, pre-plasma.

Abstract:
The Lattice Boltzmann Method (LBM) with double populations is applied to solve the steady-state laminar natural convective heat transfer in a triangular cavity filled with water. The bottom wall is heated, the vertical wall is cooled, and the inclined wall is kept adiabatic. The buoyancy effect was modeled by applying the Boussinesq approximation to the momentum equation. The fluid velocity is determined by D2Q9 LBM and the energy equation is discritized by D2Q4 LBM to compute the temperature field. Comparisons with previously published work are performed and found to be in excellent agreement. Numerical results are obtained for a wide range of parameters: the Rayleigh number from to and the inclination angle from 0° to 360°. Flow and thermal fields were exhibited by means of streamlines and isotherms. It is observed that inclination angle can be used as a relevant parameter to control heat transfer in right-angled triangular enclosures.

Animated graph gives some good impressions in presenting information. However, not many people are able to produce it because the process of generating an animated graph requires some technical skills. This work presents Content Management System with Animated Graph (CMS-AG). It is a webbased system enabling users to produce an effective and interactive graphical report in a short time period. It allows for three levels of user authentication, provides update profile, account management, template management, graph management, and track changes. The system development applies incremental development approach, object-oriented concepts and Web programming technologies. The design architecture promotes new technology of reporting. It also helps user cut off unnecessary expenses, save time and learn new things on different levels of users. The benefits of rooftop greenery systems (such as energy savings, reduction of greenhouse gas emission for mitigating climate change and maintaining sustainable development, indoor temperature control etc.) in buildings are well recognized, however there remains very little research conducted for quantifying the benefits in subtropical climates such as in Australia. This study mainly focuses on measuring/determining temperature profile and air conditioning energy savings by implementing rooftop greenery systems in subtropical Central Queensland in Australia. An experimental set-up was installed at Rockhampton campus of Central Queensland University, where two standard shipping containers (6m x 2.4m x 2.4m) were converted into small offices, one with green roof and one without. These were used for temperature, humidity and energy consumption data collection. The study found that an energy savings of up to 11.70% and temperature difference of up to 4°C can be achieved in March in subtropical Central Queensland climate in Australia. It is expected that more energy can be saved in peak summer days (December/February) as temperature difference between green roof and non-green roof is higher in December- February.

Abstract:
The current study begins with an awareness that today-s media environment is characterized by technological development and a new way of reading caused by the introduction of the Internet. The researcher conducted a meta analysis framed within Technological Determinism to investigate the process of hypertext reading, its differences from linear reading and the effects such differences can have on people-s ways of mentally structuring their world. The relationship between literacy and the comprehension achieved by reading hypertexts is also investigated. The results show hypertexts are not always user friendly. People experience hyperlinks as interruptions that distract their attention generating comprehension and disorientation. On one hand hypertextual jumping reading generates interruptions that finally make people lose their concentration. On the other hand hypertexts fascinate people who would rather read a document in such a format even though the outcome is often frustrating and affects their ability to elaborate and retain information.Keywords: Hypertext reading, Internet, non-linearity.

Abstract:
Survivors of sex trafficking often report extensive harm not just from the violence itself, but multiple levels such as internalized shame, societal misunderstandings, and the process of reporting, exiting, and healing. The aim of this article is to examine the multi-layered approach to supporting survivors who are exiting sex trafficking through immediate, short-term, and long-term care approaches. We present a systematic review of the current barriers structurally, psychosocially, and psychologically through a Canadian perspective, and apply them to the interventions within the service continuum, basic needs, and further needs and supports to consider. This article suggests that ongoing and additional funding to survivor’s support services, specialized police and heath care training, and increased prevention and public education on the realities of sex trafficking in Canada is a necessity for survivor healing, and the prevention of further harm.

Abstract:
Active Power Filters (APFs) are today the most widely used systems to eliminate harmonics compensate power factor and correct unbalanced problems in industrial power plants. We propose to improve the performances of conventional APFs by using artificial neural networks (ANNs) for harmonics estimation. This new method combines both the strategies for extracting the three-phase reference currents for active power filters and DC link voltage control method. The ANNs learning capabilities to adaptively choose the power system parameters for both to compute the reference currents and to recharge the capacitor value requested by VDC voltage in order to ensure suitable transit of powers to supply the inverter. To investigate the performance of this identification method, the study has been accomplished using simulation with the MATLAB Simulink Power System Toolbox. Abstract:
This paper proposes an approach for translating an existing relational database (RDB) schema into ORDB. The transition is done with methods that can extract various functions from a RDB which is based on aggregations, associations between the various tables, and the reflexive relationships. These methods can extract even the inheritance knowing that no process of reverse engineering can know that it is an Inheritance; therefore, our approach exceeded all of the previous studies made for the transition from RDB to ORDB. In summation, the creation of the New Data Model (NDM) that stocks the RDB in a form of a structured table, and from the NDM we create our navigational model in order to simplify the implementation object from which we develop our different types. Through these types we precede to the last step, the creation of tables.
The step mentioned above does not require any human interference. All this is done automatically, and a prototype has already been created which proves the effectiveness of this approach.

The present study focuses on the discussion over the parameter of Artificial Neural Network (ANN). Sensitivity analysis is applied to assess the effect of the parameters of ANN on the prediction of turbidity of raw water in the water treatment plant. The result shows that transfer function of hidden layer is a critical parameter of ANN. When the transfer function changes, the reliability of prediction of water turbidity is greatly different. Moreover, the estimated water turbidity is less sensitive to training times and learning velocity than the number of neurons in the hidden layer. Therefore, it is important to select an appropriate transfer function and suitable number of neurons in the hidden layer in the process of parameter training and validation.Keywords: Artificial Neural Network (ANN), sensitivity analysis, turbidity.

Abstract:
The use of magnetic and magnetic/gold core/shell nanoparticles in biotechnology or medicine has shown good promise due to their hybrid nature which possesses superior magnetic and optical properties. Some of these potential applications include hyperthermia treatment, bio-separations, diagnostics, drug delivery and toxin removal. Synthesis refinement to control geometric and magnetic/optical properties, and finding functional surfactants for biomolecular attachment, are requirements to meet application specifics. Various high-temperature preparative methods were used for the synthesis of iron oxide and gold-coated iron oxide nanoparticles. Different surface functionalities, such as 11-aminoundecanoic and 11-mercaptoundecanoic acid, were introduced on the surface of the particles to facilitate further attachment of biomolecular functionality and drug-like molecules. Nanoparticle thermal stability, composition, state of aggregation, size and morphology were investigated and the results from techniques such as Fourier Transform-Infra Red spectroscopy (FT-IR), Ultraviolet visible spectroscopy (UV-vis), Transmission Electron Microscopy (TEM) and thermal analysis are discussed.Keywords: Core/shell, Iron oxide, Gold coating, Nanoparticles.

Abstract:
We present a chronological evolution for naval telecommunication networks. We distinguish periods: with or without multiplexers, with switch systems, with federative systems, with medium switching, and with medium switching with wireless networks. This highlights the introduction of new layers and technology in the architecture. These architectures are presented using layer models of transmission, in a unified way, which enables us to integrate pre-existing models. A ship of a naval fleet has internal communications (i.e. applications' networks of the edge) and external communications (i.e. the use of the means of transmission between edges). We propose architectures, deduced from the layer model, which are the point of convergence between the networks on board and the HF, UHF radio, and satellite resources. This modelling allows to consider end-to-end naval communications, and in a more global way, that is from the user on board towards the user on shore, including transmission and networks on the shore side. The new architectures need take care of quality of services for end-to-end communications, the more remote control develops a lot and will do so in the future. Naval telecommunications will be more and more complex and will use more and more advanced technologies, it will thus be necessary to establish clear global communication schemes to grant consistency of the architectures. Our latest model has been implemented in a military naval situation, and serves as the basic architecture for the RIFAN2 network.

Abstract:
A given polynomial, possibly with multiple roots, is factored into several lower-degree distinct-root polynomials with natural-order-integer powers. All the roots, including multiplicities, of the original polynomial may be obtained by solving these lowerdegree distinct-root polynomials, instead of the original high-degree multiple-root polynomial directly. The approach requires polynomial Greatest Common Divisor (GCD) computation. The very simple and effective process, “Monic polynomial subtractions" converted trickily from “Longhand polynomial divisions" of Euclidean algorithm is employed. It requires only simple elementary arithmetic operations without any advanced mathematics. Abstract:
We study the problem of decision making with Dempster-Shafer belief structure. We analyze the previous work developed by Yager about using the ordered weighted averaging (OWA) operator in the aggregation of the Dempster-Shafer decision process. We discuss the possibility of aggregating with an ascending order in the OWA operator for the cases where the smallest value is the best result. We suggest the introduction of the ordered weighted geometric (OWG) operator in the Dempster-Shafer framework. In this case, we also discuss the possibility of aggregating with an ascending order and we find that it is completely necessary as the OWG operator cannot aggregate negative numbers. Finally, we give an illustrative example where we can see the different results obtained by using the OWA, the Ascending OWA (AOWA), the OWG and the Ascending OWG (AOWG) operator.

Abstract:
Three-dimensional incompressible turbulent fluid flow and heat transfer of pin fin heat sinks using air as a cooling fluid are numerically studied in this study. Two different kinds of pin fins are compared in the thermal performance, including circular and square cross sections, both are in-line and staggered arrangements. The turbulent governing equations are solved using a control-volume- based finite-difference method. Subsequently, numerical computations are performed with the realizable k - ԑ turbulence for the parameters studied, the fin height H, fin diameter D, and Reynolds number (Re) in the range of 7 ≤ H ≤ 10, 0.75 ≤ D ≤ 2, 2000 ≤ Re ≤ 126000 respectively. The numerical results are validated with available experimental data in the literature and good agreement has been found. It indicates that circular pin fins are streamlined in comparing with the square pin fins, the pressure drop is small than that of square pin fins, and heat transfer is not as good as the square pin fins. The thermal performance of the staggered pin fins is better than that of in-line pin fins because the staggered arrangements produce large disturbance. Both in-line and staggered arrangements show the same behavior for thermal resistance, pressure drop, and the entropy generation.

A new method, based on the normal shrink and modified version of Katssagelous and Lay, is proposed for multiscale blind image restoration. The method deals with the noise and blur in the images. It is shown that the normal shrink gives the highest S/N (signal to noise ratio) for image denoising process. The multiscale blind image restoration is divided in two sections. The first part of this paper proposes normal shrink for image denoising and the second part of paper proposes modified version of katssagelous and Lay for blur estimation and the combination of both methods to reach a multiscale blind image restoration.Keywords: Multiscale blind image restoration, image denoising, blur estimation.

For electrocardiogram (ECG) biometrics system, it is a tedious process to pre-install user’s high-intensity heart rate (HR) templates in ECG biometric systems. Based on only resting enrollment templates, it is a challenge to identify human by using ECG with the high-intensity HR caused from exercises and stress. This research provides a heartbeat segment method with slope-oriented neural networks against the ECG morphology changes due to high intensity HRs. The method has overall system accuracy at 97.73% which includes six levels of HR intensities. Kazuo Ishiguro’s challenging novel, The Buried Giant, embodies how contemporary writers and readers have to discover the voices buried in our history. By avoiding setting or connecting the modern and contemporary historical incidents such as World War II this time, Ishiguro ventures into retelling myth, transfiguring historical facts, and revealing what has been forgotten in a process of establishing history and creating mythology. As generally known, modernist writers in the twentieth century employed materials from authorized classical mythologies, especially Greek mythology. As an heir of this tradition, Ishiguro imposes his mission of criticizing the repeatedly occurring yet easily-forgotten history of dictatorship and a slaughter on mythology based on King Arthur and its related heroes and myths in Britain. On an open ground, Ishiguro can start his own mythical story and space.

Multiple Sclerosis (MS) is a disease which affects the central nervous system and causes balance problem. In clinical, this disorder is usually evaluated using static posturography. Some linear or nonlinear measures, extracted from the posturographic data (i.e. center of pressure, COP) recorded during a balance test, has been used to analyze postural control of MS patients. In this study, the trend (TREND) and the sample entropy (SampEn), two nonlinear parameters were chosen to investigate their relationships with the expanded disability status scale (EDSS) score. 40 volunteers with different EDSS scores participated in our experiments with eyes open (EO) and closed (EC). TREND and 2 types of SampEn (SampEn1 and SampEn2) were calculated for each combined COP’s position signal. The results have shown that TREND had a weak negative correlation to EDSS while SampEn2 had a strong positive correlation to EDSS. Compared to TREND and SampEn1, SampEn2 showed a better significant correlation to EDSS and an ability to discriminate the MS patients in the EC case. In addition, the outcome of the study suggests that the multi-dimensional nonlinear analysis could provide some information about the impact of disability progression in MS on dynamics of the COP data.Keywords: Balance, multiple sclerosis, nonlinear analysis, postural sway.

Benefits to the organisation are just as important as technical ability when it comes to software success. The challenge is to provide industry with professionals who understand this. In other words: How to teach computer engineering students to look beyond technology, and at the benefits of software to organizations? This paper reports on the conceptual design of a section of the computer networks module aimed to sensitize the students to the organisational context. Checkland focuses on different worldviews represented by various role players in the organisation. He developed the Soft Systems Methodology that guides purposeful action in organisations, while incorporating different worldviews in the modeling process. If we can sensitize students to these methods, they are likely to appreciate the wider context of application of system software. An improved topology of a voltage-fed quasi-resonant soft switching LCrCdc series-parallel half bridge inverter with a constant-frequency for electronic ballast applications is proposed in this paper. This new topology introduces a low-cost solution to reduce switching losses and circuit rating to achieve high-efficiency ballast. Switching losses effect on ballast efficiency is discussed through experimental point of view. In this discussion, an improved topology in which accomplishes soft switching operation over a wide power regulation range is proposed. The proposed structure uses reverse recovery diode to provide better operation for the ballast system. A symmetrical pulse wide modulation (PWM) control scheme is implemented to regulate a wide range of out-put power. Simulation results are kindly verified with the experimental measurements obtained by ballast-lamp laboratory prototype. Abstract:
Collaborative working environments for distance education can be considered as a more generic form of contemporary remote labs. At present, the majority of existing real laboratories are not constructed to allow the involved participants to collaborate in real time. To make this revolutionary learning environment possible we must allow the different users to carry out an experiment simultaneously. In recent times, multi-user environments are successfully applied in many applications such as air traffic control systems, team-oriented military systems, chat-text tools, multi-player games etc. Thus, understanding the ideas and techniques behind these systems could be of great importance in the contribution of ideas to our e-learning environment for collaborative working. In this investigation, collaborative working environments from theoretical and practical perspectives are considered in order to build an effective collaborative real laboratory, which allows two students or more to conduct remote experiments at the same time as a team. In order to achieve this goal, we have implemented distributed system architecture, enabling students to obtain an automated help by either a human tutor or a rule-based e-tutor.Keywords: Collaboration environment, e-tutor, multi-user environments, socio-technical system.

Abstract:
This paper describes the design and results of FROID, an outbound intrusion detection system built with agent technology and supported by an attacker-centric ontology. The prototype features a misuse-based detection mechanism that identifies remote attack tools in execution. Misuse signatures composed of attributes selected through entropy analysis of outgoing traffic streams and process runtime data are derived from execution variants of attack programs. The core of the architecture is a mesh of self-contained detection cells organized non-hierarchically that group agents in a functional fashion. The experiments show performance gains when the ontology is enabled as well as an increase in accuracy achieved when correlation cells combine detection evidence received from independent detection cells.Keywords: Outbound intrusion detection, knowledge management, multiagent systems, ontology.

Abstract:
Frost heave is arguably the most problematic adverse phenomenon in cold region areas. It is a complex process that depends on heat and water transfer. The coupled physical fields generate considerable heave stresses as well as deformations. In the present study, a coupled Thermal-Hydraulic-Mechanical (THM) model using COMSOL Multiphysics in frozen unsaturated soils, such as fine sand, is investigated. Particular attention to the frost heave and temperature distribution, as well as the water migrating during soil freezing, is assessed. The results obtained from the numerical simulations are consistent with the results measured in the full-scale tests conducted by Cold Regions Research and Engineering Laboratory (CRREL).

Abstract:
This work presents a novel means of extracting fixedlength parameters from voice signals, such that words can be recognized in linear time. The power and the zero crossing rate are first calculated segment by segment from a voice signal; by doing so, two feature sequences are generated. We then construct an FIR system across these two sequences. The parameters of this FIR system, used as the input of a multilayer proceptron recognizer, can be derived by recursive LSE (least-square estimation), implying that the complexity of overall process is linear to the signal size. In the second part of this work, we introduce a weighting factor λ to emphasize recent input; therefore, we can further recognize continuous speech signals. Experiments employ the voice signals of numbers, from zero to nine, spoken in Mandarin Chinese. Knowledge is increasingly recognised in this, the knowledge era, as a strategic resource, by public sector organisations, in view of the public sector reform initiatives. People and knowledge play a vital role in attaining improved organisational performance and high service quality. Many government departments in the public sector have started to realise the importance of knowledge management in streamlining their operations and processes. This study focused on knowledge management in the public healthcare service organisations, where the concept of service provider competitiveness pales to insignificance, considering the huge challenges emanating from the healthcare and public sector reforms. Many government departments are faced with challenges of improving organisational performance and service delivery, improving accountability, making informed decisions, capturing the knowledge of the aging workforce, and enhancing partnerships with stakeholders. The purpose of this paper is to examine the knowledge management practices of the Gauteng Department of Health in South Africa, in order to understand how knowledge management practices influence improvement in organisational performance and healthcare service delivery. This issue is explored through a review of literature on dominant views on knowledge management and healthcare service delivery, as well as results of interviews with, and questionnaire responses from, the general staff of the Gauteng Department of Health. Web-based questionnaires, face-to-face interviews and organisational documents were used to collect data. The data were analysed using both the quantitative and qualitative methods. The central question investigated was: To what extent can the conditions required for successful knowledge management be observed, in order to improve organisational performance and healthcare service delivery in the Gauteng Department of Health. The findings showed that the elements of knowledge management capabilities investigated in this study, namely knowledge creation, knowledge sharing and knowledge application, have a positive, significant relationship with all measures of organisational performance and healthcare service delivery. These findings thus indicate that by employing knowledge management principles, the Gauteng Department of Health could improve its ability to achieve its operational goals and objectives, and solve organisational and healthcare challenges, thereby improving organisational performance and enhancing healthcare service delivery in Gauteng.

Abstract:
Electrical discharge machining (EDM) is well established machining technique mainly used to machine complex geometries on difficult-to-machine materials and high strength temperature resistant alloys. In the present research, the objective is to study the shape of the electrode and establish the application of liquid nitrogen in reducing distortion of the electrode during electrical discharge machining of M2 grade high speed steel using copper electrodes. Study of roundness was performed on the electrode to observe the shape of the electrode for both conventional EDM and EDM with cryogenically cooled electrode. Scanning Electron Microscope (SEM) has been used to study the shape of electrode tip. The effect of various parameters such as discharge current and pulse on time has been studied to understand the behavior of distortion of electrode. It has been concluded that the shape retention is better in case of liquid nitrogen cooled electrode.Keywords: cryogenic cooling, EDM, electrode shape, out of roundness.

Abstract:
A novel interpolation scheme to extend usable spectrum and upconvert in high performance D/A converters is addressed in this paper. By adjusting the pulse width of cycle and the production circuit of code, the expansion code is a null code or complementary code that is interpolation process. What the times and codes of interpolation decide DAC works in one of a normal mode or multi-mixer mode so that convert the input digital data signal into normal signal or a mixed analog signal having a mixer frequency that is higher than the data frequency. Simulation results show that the novel scheme and apparatus most extend the usable frequency spectrum into fifth to sixth Nyquist zone beyond conventional DACs.Keywords: interpolation, upconversion, modulation, switching function, duty cycle.
