4926 Risk Evaluation of Information Technology Projects Based on Fuzzy Analytic Hierarchal Process

Abstract:
Information Technology (IT) projects are always accompanied by various risks and because of high rate of failure in such projects, managing risks in order to neutralize or at least decrease their effects on the success of the project is strongly essential. In this paper, fuzzy analytical hierarchy process (FAHP) is exploited as a means of risk evaluation methodology to prioritize and organize risk factors faced in IT projects. A real case of IT projects, a project of design and implementation of an integrated information system in a vehicle producing company in Iran is studied. Related risk factors are identified and then expert qualitative judgments about these factors are acquired. Translating these judgments to fuzzy numbers and using them as an input to FAHP, risk factors are then ranked and prioritized by FAHP in order to make project managers aware of more important risks and enable them to adopt suitable measures to deal with these highly devastative risks.Keywords: Information technology projects, Risk evaluation, Analytic hierarchal process, fuzzy logic.

Abstract:
Pre-construction is essential in achieving the success of a construction project. Due to the early involvement of project participants in the construction phase, project managers are able to plan ahead and solve issues well in advance leading to the success of the project and the satisfaction of the client. This research utilizes quantitative data derived from construction management projects in order to identify the relationship between pre-construction, construction schedule, and client satisfaction. A total of 65 construction projects and 93 clients were investigated for this research in an attempt to identify (a) the relationship between pre-construction and schedule reduction, and (b) pre-construction and client loyalty. Based on the quantitative analysis, this research was able to establish a negative correlation based on 65 construction projects between pre-construction and project schedule existed. This finding represents that the more pre-construction is performed for a certain project, the overall construction schedule decreased. Then, to determine the relationship between pre-construction and client satisfaction, Net Promoter Score (NPS) of 93 clients from the 65 projects was utilized. Pre-construction and NPS was further analyzed and a positive correlation was found between the two. This infers that clients tend to be more satisfied with projects with higher ratio of pre-construction than those projects with less pre-construction.

Abstract:
X-ray mammography is the most effective method for the early detection of breast diseases. However, the typical diagnostic signs such as microcalcifications and masses are difficult to detect because mammograms are of low-contrast and noisy. In this paper, a new algorithm for image denoising and enhancement in Orthogonal Polynomials Transformation (OPT) is proposed for radiologists to screen mammograms. In this method, a set of OPT edge coefficients are scaled to a new set by a scale factor called OPT scale factor. The new set of coefficients is then inverse transformed resulting in contrast improved image. Applications of the proposed method to mammograms with subtle lesions are shown. To validate the effectiveness of the proposed method, we compare the results to those obtained by the Histogram Equalization (HE) and the Unsharp Masking (UM) methods. Our preliminary results strongly suggest that the proposed method offers considerably improved enhancement capability over the HE and UM methods.Keywords: mammograms, image enhancement, orthogonalpolynomials, contrast improvement

Abstract:
The new product development (NPD) literature emphasizes the importance of introducing new products on the market for continuing business success. New products are responsible for employment, economic growth, technological progress, and high standards of living. Therefore, the study of NPD and the processes through which they emerge is important. The goal of our research is to propose a framework of critical success factors, metrics, and tools and techniques for implementing metrics for each stage of the new product development (NPD) process. An extensive literature review was undertaken to investigate decades of studies on NPD success and how it can be achieved. These studies were scanned for common factors for firms that enjoyed success of new products on the market. The paper summarizes NPD success factors, suggests metrics that should be used to measure these factors, and proposes tools and techniques to make use of these metrics. This was done for each stage of the NPD process, and brought together in a framework that the authors propose should be followed for complex NPD projects. While many studies have been conducted on critical success factors for NPD, these studies tend to be fragmented and focus on one or a few phases of the NPD process.

Abstract:
Numerous signal processing based speech enhancement systems have been proposed to improve intelligibility in the presence of noise. Traditionally, studies of neural vowel encoding have focused on the representation of formants (peaks in vowel spectra) in the discharge patterns of the population of auditory-nerve (AN) fibers. A method is presented for recording high-frequency speech components into a low-frequency region, to increase audibility for hearing loss listeners. The purpose of the paper is to enhance the formant of the speech based on the Kaiser window. The pitch and formant of the signal is based on the auto correlation, zero crossing and magnitude difference function. The formant enhancement stage aims to restore the representation of formants at the level of the midbrain. A MATLAB software’s are used for the implementation of the system with low complexity is developed.

Abstract:
The number of electronic participation (eParticipation) projects introduced by different governments and international organisations is considerably high and increasing. In order to have an overview of the development of these projects, various evaluation frameworks have been proposed. In this paper, a five-level participation model, which takes into account the advantages of the Social Web or Web 2.0, together with a quantitative approach for the evaluation of eParticipation projects is presented. Each participation level is evaluated independently, taking into account three main components: Web evolution, media richness, and communication channels. This paper presents the evaluation of a number of existing Voting Advice Applications (VAAs). The results provide an overview of the main features implemented by each project, their strengths and weaknesses, and the participation levels reached.

Abstract:
Buildings are one of the valuable assets to provide people with shelters for work, leisure and rest. After years of attacks by weather, buildings will deteriorate which need proper maintenance in order to fulfill the requirements and satisfaction of the users. Poorly managed buildings not just give a negative image to the city itself, but also pose potential risk hazards to the health and safety of the general public. As a result, the management of maintenance projects has played an important role in cities like Hong Kong where the problem of urban decay has drawn much attention. However, most research has focused on managing new construction, and little research effort has been put on maintenance projects. Given the short duration and more diversified nature of work, repair and maintenance works are found to be more difficult to monitor and regulate when compared with new works. Project participants may face with problems in running maintenance projects which should be investigated so that proper strategies can be established. This paper aims to provide a thorough analysis on the problems of running maintenance projects. A review of literature on the characteristics of building maintenance projects was firstly conducted, which forms a solid basis for the empirical study. Results on the problems and difficulties of running maintenance projects from the viewpoints of industry practitioners will also be delivered with a view to formulating effective strategies for managing maintenance projects successfully.Keywords: characteristics, problems, building maintenance, Hong Kong

A conventional image posterization method occasionally fails to preserve the shape and color of objects due to the uneffective color reduction. This paper proposes a new image posterizartion method by using modified color quantization for preserving the shape and color of objects and color contrast enhancement for improving lightness contrast and saturation. Software development has experienced remarkable progress in the past decade. However, due to the rising complexity and magnitude of the project the development productivity has not been consistently improved. By analyzing the latest ISBSG data repository with 4106 projects, we discovered that software development productivity has actually undergone irregular variations between the years 1995 and 2005. However, failure in managing project is encountered regularly, which cause the waste of company resources. The impacts of projects that failed to meet stakeholders expectations have left behind long lasting negative consequences in organization. Therefore, this research aims to investigate on key success factors of project management in an organization. It is believed that recognizing important factors that contribute to successful project will help companies to increase the overall profitability. 150 questionnaires were distributed to respondents and 110 questionnaires were collected and used in performing the data analysis. Abstract:
The rapid progress of technology in today's competitive conditions has also accelerated companies' technology development activities. As a result, companies are paying more attention to R&D studies and are beginning to allocate a larger share to R&D projects. A more systematic, comprehensive, target-oriented implementation of R&D studies is crucial for the company to achieve successful results. As a consequence, Technology Roadmap (TRM) is gaining importance as a management tool. It has critical prospects for achieving medium and long term success as it contains decisions about past business, future plans, technological infrastructure. When studies on TRM are examined, projects to be placed on the roadmap are selected by many different methods. Generally preferred methods are based on multi-criteria decision making methods. Management of selected projects becomes an important point after the selection phase of the projects. At this stage, TRM are used. TRM can be created in many different ways so that each institution can prepare its own Technology Roadmap according to their strategic plan. Depending on the intended use, there can be TRM with different layers at different sizes. In the evaluation phase of the R&D projects and in the creation of the TRM, HAVELSAN, Turkey's largest defense company in the software field, carries out this process with great care and diligence. At the beginning, suggested R&D projects are evaluated by the Technology Management Board (TMB) of HAVELSAN in accordance with the company's resources, objectives, and targets. These projects are presented to the TMB periodically for evaluation within the framework of certain criteria by board members. After the necessary steps have been passed, the approved projects are added to the time-based TRM, which is composed of four layers as market, product, project and technology. The use of a four-layered roadmap provides a clearer understanding and visualization of company strategy and objectives. This study demonstrates the benefits of using TRM, four-layered Technology Roadmapping and the possibilities for the institutions in the defense industry.

Rapid enlargement and physical development of cities have facilitated the emergence of a number of city life crises and decrease of environment quality. Subsequently, the need for noticing the concept of quality and its improvement in urban environments, besides quantitative issues, is obviously recognized. In the domain of urban ideas the importance of taking these issues into consideration is obvious not only in accordance to sustainable development concepts and improvement of public environment quality, but also in the enhancement of social and behavioral models. The major concern of present article is to study the nature of urban environment quality in urban development plans, which is important not only in the concept and the aim of projects but also in their execution procedure. As a result, this paper is going to utilize planning capacities caused by environmental virtues in the planning procedure of Moft Abad neighborhood. Thus, at the first step, applying the Analytical Hierarchy Process (AHP), it has assessed quantitative environmental issues. The present conditions of Moft Abad state that “the neighborhood is generally suffering from the lack of qualitative parameters, and the previously formed planning procedures could not take the sustainable and developmental paths which are aimed at environment quality virtues." The diminution of economical and environmental virtues has resulted in the diminution of residential and social virtues. In this paper, a novel contrast enhancement technique for contrast enhancement of a low-contrast satellite image has been proposed based on the singular value decomposition (SVD) and discrete cosine transform (DCT). The singular value matrix represents the intensity information of the given image and any change on the singular values change the intensity of the input image. The proposed technique converts the image into the SVD-DCT domain and after normalizing the singular value matrix; the enhanced image is reconstructed by using inverse DCT. The visual and quantitative results suggest that the proposed SVD-DCT method clearly shows the increased efficiency and flexibility of the proposed method over the exiting methods such as Linear Contrast Stretching technique, GHE technique, DWT-SVD technique, DWT technique, Decorrelation Stretching technique, Gamma Correction method based techniques.Keywords: Singular Value Decomposition (SVD), discretecosine transforms (DCT), image equalization and satellite imagecontrast enhancement.

Abstract:
In this study, we analyzed the factors that affect research funds using linear regression analysis to increase the effectiveness of investments in national research projects. We collected 7,916 items of data on research projects that were in the process of being finished or were completed between 2010 and 2011. Data pre-processing and visualization were performed to derive statistically significant results. We identified factors that affected funding using analysis of fit distributions and estimated increasing or decreasing tendencies based on these factors.

Developing countries are facing a problem of slums and there appears to be no fool proof solution to eradicate them. For improving the quality of life there are three approaches of slum development and In-situ up-gradation approach is found to be the best one, while the relocation approach has proved to be failure. Factors responsible for failure of relocation projects are needed to be assessed, which is the basic aim of the paper. Factors responsible for failure of relocation projects are loss of livelihood, security of tenure and inefficiency of the Government. These factors are traced out & mapped from the examples of Western & Indian cities. National habitat, Resettlement policy emphasized relationship between shelter and work place. SRA has identified 55 slums for relocation due reservation of land uses, security of tenure and non- notified status of slums. The growth and expansion of the industrial facilities comes proportional to the market increasing demand of products and services. Furthermore, raw material producers such as oil companies usually undergo massive revamping projects to maintain a synchronized supply. These revamping projects are usually delivered through challenging construction projects held and associated with daily site risks related to the construction process. Henceforth, a case study related to these risks and corresponding on-spot corrective measurements has been made on a certain number of construction project contractors at Kuwait Oil Company (KOC) to derive the benefits and overall effectiveness of the on-spot corrective measurements during the construction phase of a project, and how would the same help in avoiding major incidents, ensuring a smooth, cost effective and on time delivery of the project. Findings of this case study shall have an added value to the overall risk management process by minimizing the daily site risks that may affect the project lead time, resulting in an undisturbed on-site construction process.

This paper describes technological possibilities to enhance methane productionin the anaerobic stabilization of wastewater treatment plant excess sludge. This objective can be achieved by the addition of waste residues: crude glycerol from biodiesel production and residues from fishery. The addition ofglycerol in an amount by weight of 2 – 5% causes enhancement of methane production of about 250 – 400%. At the same time the percentage increase of total solids concentration in the outgoing sludge is ten or more times less. Mega construction projects create buildings and major infrastructure to respond to work and life requirements while playing a vital role in promoting any nation’s economy. However, the industry is often criticised for not balancing economic, environmental and social dimensions of their projects, with emphasis typically on one aspect to the detriment of the others. This has resulted in many negative impacts including environmental pollution, waste throughout the project lifecycle, low productivity, and avoidable accidents. The identification of comprehensive Social Responsibility (SR) indicators, which combine social, environmental and economic aspects, is urgently needed. This is particularly the case in the context of the Kingdom of Saudi Arabia (KSA), which often has mega public construction projects. The aim of this paper is to develop a set of wide-ranging SR indicators which encompass social, economic and environmental aspects unique to the KSA. A qualitative approach was applied to explore relevant indicators through a review of the existing literature, international standards and reports. A list of appropriate indicators was developed, and its comprehensiveness was corroborated by interviews with experts on mega construction projects working with SR concepts in the KSA. The findings present 39 indicators and their metrics, covering 10 economic, 12 environmental and 17 social aspects of SR mapped against their references. These indicators are a valuable reference for decision-makers and academics in the KSA to understand factors related to SR in mega construction projects. The indicators are related to mega construction projects within the KSA and require validation in a real case scenario or within a different industry to demonstrate their generalisability.

Abstract:
Early detection of lung cancer through chest radiography is a widely used method due to its relatively affordable cost. In this paper, an approach to improve lung nodule visualization on chest radiographs is presented. The approach makes use of linear phase high-frequency emphasis filter for digital filtering and histogram equalization for contrast enhancement to achieve improvements. Results obtained indicate that a filtered image can reveal sharper edges and provide more details. Also, contrast enhancement offers a way to further enhance the global (or local) visualization by equalizing the histogram of the pixel values within the whole image (or a region of interest). The work aims to improve lung nodule visualization of chest radiographs to aid detection of lung cancer which is currently the leading cause of cancer deaths worldwide.Keywords: Chest radiographs, Contrast enhancement, Digital filtering, Lung nodule detection

Abstract:
Image enhancement is the most important challenging preprocessing for almost all applications of Image Processing. By now, various methods such as Median filter, α-trimmed mean filter, etc. have been suggested. It was proved that the α-trimmed mean filter is the modification of median and mean filters. On the other hand, ε-filters have shown excellent performance in suppressing noise. In spite of their simplicity, they achieve good results. However, conventional ε-filter is based on moving average. In this paper, we suggested a new ε-filter which utilizes α-trimmed mean. We argue that this new method gives better outcomes compared to previous ones and the experimental results confirmed this claim.

Given the increasing complexity of the software being developed and the concomitant rise in the typical project size, the productivity has not consistently improved. By analyzing the latest release of ISBSG data repository with 4106 projects ever developed, we report on the factors found to significantly influence productivity, and present an original model for the estimation of productivity during project design. We further illustrate that software development productivity has experienced irregular variations between the years 1995 and 2005. Considering the factors significant to productivity, we found its variations are primarily caused by the variations of average team size for the development and the unbalanced use of the less productive development language 3GL.

This paper contributes to the analysis of the design of regional development programs. This is a case study the birth, life, death and afterlife of a stately development program in Norway, supporting diffusion of innovations by promoting e-business in SMEs (small and medium sized enterprises).
The study shows that joint projects like regional development programs have to be designed such that the present value of the future benefits always exceeds the present value of the future effort for all stakeholders vital for the survival of the project. The study also indicate that a development program not always have one common goal which all the stakeholders agree upon. There are several stakeholders who may have different goals by playing a part in the realization of the program.
Even if some parties evaluate the results of a development program as a failure, other may have attained their goals. The lessons learned from this study may advise the designers of development programs involving many independent stakeholders. There is a lack of research examining failing development programs, investigating the reasons for it to be considered a failure. This paper shows why a development program was terminated and gives hint to how joint programs could be designed in order for the program to deliver the wanted results to all the key stakeholders.

Abstract:
The early-stage design and development projects for the freight village initiatives require a comprehensive analysis of both qualitative and quantitative data. Considering the literature review on structural and operational management requirements, this study proposed an original taxonomy on criterion structure to assess freight village conceptualization. The potential challenges and uncertainties of the developed taxonomy are extended. Besides requirement analysis, this study is also expected to contribute to forthcoming research on benchmarking of freight villages in different regions. The methodology used in this research is a systematic review on several articles as per their modelling approaches, sustainability, entities and decisions made together with the uncertainties and features of their models taken into consideration. The major findings of the study that are the categories for assessing the projects attributes on their environmental, socio-economical, accessibility and location aspects.Keywords: Freight village, logistics centers, operational management, taxonomy.

Abstract:
In this study, the potential benefits of playing action video game among congenitally deaf and dumb subjects is reported in terms of EEG ratio indices. The frontal and occipital lobes are associated with development of motor skills, cognition, and visual information processing and color recognition. The sixteen hours of First-Person shooter action video game play resulted in the increase of the ratios β/(α+θ) and β/θ in frontal and occipital lobes. This can be attributed to the enhancement of certain aspect of cognition among deaf and dumb subjects.Keywords: Cognitive enhancement, video games, EEG band powers, Deaf and Dumb subjects.

Abstract:
Risk management is an essential fraction of project management, which plays a significant role in project success. Many failures associated with Web projects are the consequences of poor awareness of the risks involved and lack of process models that can serve as a guideline for the development of Web based applications. To circumvent this problem, contemporary process models have been devised for the development of conventional software. This paper introduces the WPRiMA (Web Project Risk Management Assessment) as the tool, which is used to implement RIAP, the risk identification architecture pattern model, which focuses upon the data from the proprietor-s and vendor-s perspectives. The paper also illustrates how WPRiMA tool works and how it can be used to calculate the risk level for a given Web project, to generate recommendations in order to facilitate risk avoidance in a project, and to improve the prospects of early risk management.

Abstract:
This paper analyses the heat transfer performance and fluid flow using different nanofluids in a square enclosure. The energy equation and Navier-Stokes equation are solved numerically using finite volume scheme. The effect of volume fraction concentration on the enhancement of heat transfer has been studied icorporating the Brownian motion; the influence of effective thermal conductivity on the enhancement was also investigated for a range of volume fraction concentration. Abstract:
The aim of this experimental and numerical study is to analyze the effects of acoustic streaming generated by 40 kHz ultrasonic waves on heat transfer in forced convection, with and without 40 PPI aluminum metal foam. Preliminary dynamic and thermal studies were done with COMSOL Multiphase, to see heat transfer enhancement degree by inserting a 40PPI metal foam (10 × 2 × 3 cm) on a heat sink, after having determined experimentally its permeability and Forchheimer's coefficient. The results obtained numerically are in accordance with those obtained experimentally, with an enhancement factor of 205% for a velocity of 0.4 m/s compared to an empty channel. The influence of 40 kHz ultrasound on heat transfer was also tested with and without metallic foam. Results show a remarkable increase in Nusselt number in an empty channel with an enhancement factor of 37,5%, while no influence of ultrasound on heat transfer in metal foam presence.Keywords: Enhancing heat transfer, metal foam, ultrasound, acoustic streaming, laminar flow.

Abstract:
In many countries, governments have been promoting the involvement of private sector entities to enter into long-term agreements for the development and delivery of large infrastructure projects, with a focus on overcoming the limitations upon public fund of the traditional approach. The involvement of private sector through public private partnerships (PPP) brings in new capital investments, value for money and additional risks to handle. Worldwide research studies have shown that an objective, systematic, reliable and useroriented risk assessment process and an optimal allocation mechanism among different stakeholders is crucial to the successful completion. In this framework, this paper, which is the first stage of a research study, aims to identify the main risks for the delivery of PPP projects. A review of cross-countries research projects and case studies was performed to map the key risks affecting PPP infrastructure delivery. The matrix of mapping offers a summary of the frequency of factors, clustered in eleven categories: construction, design, economic, legal, market, natural, operation, political, project finance, project selection and relationship. Results will highlight the most critical risk factors, and will hopefully assist the project managers in directing the managerial attention in the further stages of risk allocation.

Abstract:
In this paper, we present a wavelet coefficients masking based on Local Binary Patterns (WLBP) approach to enhance the temporal spectra of the wavelet coefficients for speech enhancement. This technique exploits the wavelet denoising scheme, which splits the degraded speech into pyramidal subband components and extracts frequency information without losing temporal information. Speech enhancement in each high-frequency subband is performed by binary labels through the local binary pattern masking that encodes the ratio between the original value of each coefficient and the values of the neighbour coefficients. This approach enhances the high-frequency spectra of the wavelet transform instead of eliminating them through a threshold. A comparative analysis is carried out with conventional speech enhancement algorithms, demonstrating that the proposed technique achieves significant improvements in terms of PESQ, an international recommendation of objective measure for estimating subjective speech quality. Informal listening tests also show that the proposed method in an acoustic context improves the quality of speech, avoiding the annoying musical noise present in other speech enhancement techniques. Experimental results obtained with a DNN based speech recognizer in noisy environments corroborate the superiority of the proposed scheme in the robust speech recognition scenario.Keywords: Binary labels, local binary patterns, mask, wavelet coefficients, speech enhancement, speech recognition.
